HOW ARE YOU, SIR? I'M DOING WELL, MAYOR AND COUNCIL, THANK YOU FOR LETTING ME COME AND TALK TO YOU TODAY ABOUT ROY AND HELEN HALL LIBRARY RIGHT ACROSS THE STREET. SO, AS YOU KNOW, ROY AND HELEN HALL IS JUST A LITTLE OVER 20 YEARS OLD AND CONSTANT USE FOR THE LAST 20 YEARS. AND WE HAVE A LOT OF FUN OVER THERE, JUST THIS LAST WEEKEND, WE HAD OVER 600 PEOPLE COME OUT IN THE RAIN FOR OUR SUMMER READING KICKOFF EVENT, WE'RE SEEING GROWTH. AS I SHARED IN A PREVIOUS MANAGERS NOTES, SINCE WE CHANGED THE HOURS. SO IT'S GETTING BUSIER THERE. LOTS OF YOUNG FAMILIES THERE, BUT WHAT WE WANT TO TALK ABOUT NOW IS THE FUTURE OF ROY AND HELEN HALL.

SO, ONE OF THE THINGS THAT WE NOTICED IS THAT IT IS A GREAT SPECIAL EVENT DESTINATION, BUT IT IS NOT AN EVERYDAY DESTINATION. LIKE WE GET OVER AT JOHN AND JUDY GAY LIBRARY. AND, A FEW MONTHS BACK, WE WERE ABLE TO ENGAGE AN ARCHITECT AND DESIGN FIRM TO HELP US KIND OF SAY, WELL, WHAT ELSE COULD WE DO WITH THIS PLACE? LET'S OPEN UP THE IMAGINATION FROM AN OUTSIDE VIEWPOINT AND START TO TALK ABOUT WHAT ROY AND HELEN HALL COULD BE FOR THE FUTURE FOR THE NEXT 20 PLUS YEARS. SO THE VISION FOR THIS PROJECT IS TO FURTHER TURN ROY AND HELEN HALL INTO A VIBRANT COMMUNITY HUB FOR THE EAST SIDE OF TOWN. WE'RE STARTING TO SEE THAT NOW, BUT IT COULD BE SO MUCH BETTER AS AS WE CAN GET MORE AND MORE PEOPLE USING US ON A DAILY BASIS, WE VIEW IT AS A GATEWAY TO DOWNTOWN . POTENTIALLY. IT'S RIGHT ON THE NORTH SIDE OF THE SQUARE, WHEN WE HAVE SPECIAL EVENTS, WE CAN BLOCK OFF HUNT STREET. AND IT REALLY DOES EXTEND THAT DOWNTOWN FEEL. AND WE FEEL, THE WORK THAT WE COULD DO IN THE DESIGN WE COULD HAVE FOR THIS BUILDING COULD REALLY BE, BOTH BE THE NORTH SIDE GATEWAY INTO THE DOWNTOWN, BUT ALSO EXTEND THAT EXPERIENCE A FEW MORE BLOCKS ALL THE WAY OUT. ONE OF THE THINGS THAT WE KNOW FROM THE DOWNTOWN PROPERTIES, PROJECTS THAT ARE GOING ON IS THE PUBLIC WANTS MORE FAMILY FRIENDLY, AFFORDABLE ACTIVITIES TO DO DOWNTOWN. AND WE FEEL ROY AND HELEN HALL COULD REALLY BECOME A SPACE TO OFFER THOSE. AND THIS PROJECT WOULD ALLOW US TO EXPLORE WHAT THOSE OPPORTUNITIES ARE, WE ALSO HAVE THE OPPORTUNITY TO MAKE THE LIBRARY FUTURE READY. WHEN THIS LIBRARY WAS BUILT OVER 20 YEARS AGO, YOU COULD TELL THAT THEY DIDN'T ANTICIPATE LAPTOPS AND TABLETS BECAUSE THERE ARE NO POWER OUTLETS ANYWHERE, SO IT'S A PROBLEM WITH REGULAR USE. WE'VE SUPPLEMENTED WITH SOME BATTERIES THAT WORK, BUT IT REALLY IS KIND OF A STOP GAP, TRYING TO MAKE THIS FUTURE READY, LET ALONE OUR WI-FI, IS ROBUST. BUT ALL THE OTHER THINGS OF COMING TO BE THE NEXT 20 YEARS, IT'S SUFFERING A LITTLE BIT THERE. AND WHEN IT COMES TO THE LIBRARY FOR THE NEXT GENERATION, WE KNOW WE'RE SEEING A LOT MORE YOUNG FAMILIES COME IN. WE KNOW THAT THE NEW HOUSING IS COMING IN AROUND DOWNTOWN, NEW COMPLEXES, NEW HOMES AND ALL THOSE PEOPLE. WE WANT THEM TO USE US FOR THE NEXT 20 YEARS WHILE THEY GROW UP AS A FAMILY AND REALLY EMBRACE THIS COMMUNITY. LIVING HERE IN THE CITY OF MCKINNEY. AND LIKE I SAID, AN EVERYDAY DESTINATION.

WE KNOW WE CAN DRAW 601,000 PEOPLE FOR A SPECIAL EVENT, BUT WE WANT TO GET A THOUSAND PEOPLE EVERY DAY LIKE WE DO AT JOHN AND JUDY GAY AND WE KNOW THAT THE POPULATION WILL BE HERE FOR THAT. WE JUST NEED TO READY THE BUILDING AND MAKE IT INVITING AND COMFORTABLE FOR THEM TO COME IN. SO THERE ARE CURRENT, ASSETS TO THE CURRENT LOCATION, THE SIZE OF THE BUILDING IS GREAT.

THE AMOUNT OF SQUARE FOOTAGE IS GREAT. IT'S JUST NOT ALLOCATED. WELL, CURRENTLY THE COURTYARD SPACE IS GREAT. IT ALLOWS US TO DO AN INDOOR OUTDOOR PROGRAM, FLOW IN A MUCH EASIER WAY THAN WE CAN EVEN DO AT JOHN AND JUDY GAY, THE NEAR DOWNTOWN MAKES IT A NATURAL, FOR LARGE EVENTS.

AGAIN, LIKE I SAID, BLOCKING OFF HUNT STREET, DOING A SPECIAL EVENT THERE. IT JUST MAKES A LOT OF SENSE FOR US. AND THEN THE BUILDING ALLOWS FOR THE CREATION OF EXPERIENCES THAT AREN'T OFFERED ANYWHERE ELSE. PART OF THAT IS THAT WE HAVE THE FOUR DIFFERENT WINGS IN THE MIDDLE, THAT CAN BE A NEGATIVE SOMETIMES WITH LINE OF SIGHT, AS WE'LL TALK ABOUT, BUT REALLY IT ALLOWS FOR US TO SEGMENT THOSE SPACES. SO YOU CAN HAVE TWO TOTALLY DIFFERENT THINGS GOING ON AND TWO TOTALLY DIFFERENT PLACES. BUT ONE PARKING SPOT, RIGHT? ONE, ONE TRIP DOWNTOWN. THOSE ARE THINGS THAT WE REALLY LIKE ABOUT THE CURRENT BUILDING. HOWEVER, THERE ARE CURRENT

OBSTACLES IN OUR WAY TO KIND OF MAKE IT THE TYPE OF LOCATION AND FACILITY THAT WE'D WANT IT TO BE. SO PART OF THAT IS IT'S FIVE ROOMS WITH NO LINE OF SIGHT. WE HAVE THE BIG LOBBY, WHICH WHEN YOU WALK IN, IF AS YOU'VE BEEN IN THERE, YOU KNOW, YOU SEE TWO BRICK WALLS AND YOU DON'T KNOW WHAT ELSE IS GOING ON ANYWHERE ELSE IN THE BUILDING. AND THAT PLAYS IN ALL FOUR LOCATIONS. SO WHILE IT IS NOT NEARLY AS BUSY AS JOHN AND JUDY GAY, IT TAKES MORE STAFF TIME TO MAINTAIN THE SAME LEVEL OF SERVICE BECAUSE STAFF CAN'T COVER AS MUCH AREA WITHOUT HAVING TO RUN UP AND DOWN THE STAIRS OR ACROSS THE CATWALK, BACK AND FORTH. STAFF ARE ALSO SEPARATED, WE FOUND A LOT OF BENEFIT AT JOHN AND JUDY GAY OF HAVING STAFF CO-LOCATED WHEN IT COMES TO CREATIVITY AND COLLABORATION, I BELIEVE WE WANT TO USE THE TERM COLLABORATIVE COLLISIONS AND CREATIVE COLLISIONS. AND WE DON'T GET THAT AT HALL BECAUSE OF HOW STAFF HAS GROWN. LITERALLY, MOST OF THE STAFF HAS TO GO UPSTAIRS AND ACROSS THE WAY JUST TO GET TO THE BREAK ROOM AND THE STAFF RESTROOMS, AND THEN THEIR STAFF IN ALL FOUR QUADRANTS AND IT REALLY IT DOESN'T LEAD TO THE BEST COMMUNICATION LIKE WE HAVE AT JOHN AND JUDY. GAY, SOME OF THE CONDITIONING OF THE FLOORING IN THE BATHROOMS. WE KNOW THE BATHROOMS ARE NOT ADA COMPLIANT. I BELIEVE TRISH IS HERE AND SHE WILL LET YOU KNOW. ANOTHER FUNNY STORY IS THERE'S A MOSAIC OF A W IN THE WOMEN'S ROOM AND AN M IN THE MEN'S ROOM, BUT WHEN YOU COME OUT, THEY'RE UPSIDE DOWN. SO PEOPLE FREAK OUT THINKING THEY WERE JUST IN THE WRONG RESTROOM, BECAUSE THEY THEY'RE THE SAME THING. JUST FLIPPED UPSIDE DOWN, THE STUDY ROOMS THERE AREN'T PICTURES OF THEM HERE, BUT FOR MOST OF THE STUDY ROOMS, TWO OF THE THREE AT HALL, UNLESS YOU'RE MARRIED TO THE PERSON, YOU'RE IN THE STUDY ROOM WITH, YOU PROBABLY DON'T WANT TO SHARE THAT ROOM WITH THEM. IT'S PRETTY, PRETTY TIGHT QUARTERS, AND THOSE ARE GETTING USED MORE AND MORE. SO THEY'RE ABOUT 75 TO 80% CAPACITY OF OURS. WE'RE OPEN PEOPLE ARE IN THOSE STUDY ROOMS ALREADY, BUT THEY JUST DON'T MAKE SENSE FOR THE USE THAT PEOPLE ARE TRYING TO USE THEM FOR, LIGHTING IN THE BUILDING IS FUN. WE HAVE A LOT OF, PROPRIETARY SPECIALIST FIXTURES OVER TIME THAT WE JUST CAN'T GET REPLACEMENTS FOR WEATHER. AND THE CLOCKS THAT YOU SEE IN THESE IMAGES ARE A GOOD EXAMPLE OF THAT. THEY DON'T WORK. I'VE BEEN WITH THE CITY FOR NINE YEARS. THEY HAVEN'T WORKED FOR NINE YEARS BECAUSE TO MAKE THEM WORK, IT'S LIKE A SPECIALIST HAS TO FLY OUT FROM GERMANY WITH PARTS TO DO SOMETHING, SO THAT'S ALWAYS FUN.

WE TRY TO LEAVE THEM AT NOON JUST SO PEOPLE, YOU KNOW, THEY FADE AWAY, AND THEN IN THE LOBBY , IT WAS SO DARK THAT OUR BARCODE SCANNERS WOULDN'T WORK ON AN OVERCAST DAY. SO WE INSTALLED THESE VERY BRIGHT LED LIGHTS, WHICH ARE GREAT UNLESS YOU LOOK UP AND THEN YOU KIND OF HAVE TO SHIELD YOUR EYES FROM THE SUN THERE. AND THEN I MENTIONED THE LACK OF POWER, AND IT IS NOT DESIGNED FOR MAINTENANCE. WE HAVE ONE ROOM THAT HAS FIVE DIFFERENT TYPES OF CARPET IN IT, AND THAT'S NOT BY DESIGN. IT'S BECAUSE WE HAD NO ATTIC STOCK AND WE JUST HAVE TO REPLACE WITH CLOSE THINGS OR THE TILES THAT ARE ON THE STAIRS OR GREEN, EXCEPT FOR THE PATCHES THAT ARE BROWN, BECAUSE WE DIDN'T HAVE GREEN TILES TO MATCH , THINGS LIKE THAT. THAT CAUSED A LOT OF PROBLEMS, YOU CAN SEE THE POWER THERE WHEN THE VOTING IS IN THE LOBBY. THE BEST WE CAN DO TO POWER THEIR MACHINES IS TO RUN AN EXTENSION CORD AROUND THE WAY TO GET THEM. AND THEN ALSO SEPARATING FROM THE ADULT SIDE, WHICH IS OVER HERE AND CONSOLIDATING ALL OF STAFF INTO THIS AREA SO WE CAN START TO GET THOSE CREATIVE COLLISIONS, BUT ALSO HAVE THEM CLOSE TO WHERE THE PEOPLE ARE AT ALL TIMES TO PROVIDE THAT LEVEL OF CUSTOMER SERVICE THAT WE'RE REALLY, REALLY AIMING FOR, THIS, I CAN'T STRESS ENOUGH, IS A FIRST PASS DRAFT, NOT A FIRST PASS. SO IN TERMS OF THE CITY UTILITIES, WHAT DO WE HAVE? WELL, ON SEWER MAINS WE HAVE ALMOST 800 MILES OF SEWERS, 1100 MILES OF WATER MAINS, 16,000 SEWER MANHOLES, 35,000 WATER VALVES. THE INTERNAL TERM THAT WE USE. SO THAT'S THAT'S ALL THE UTILITIES THAT THE CITY HAS. BUT WHAT WE'RE TALKING ABOUT HERE IS WHAT WE CALL OFF SITE UTILITIES. SO THESE ARE UTILITIES THAT ARE NOT LOCATED WITHIN THE ROADWAY OR ADJACENT TO A ROADWAY, BUT RATHER ARE LOCATED ON PRIVATE PROPERTY AND REQUIRE REMOTE ACCESS. AND SO FOR THOSE UTILITIES, WHAT WE'RE TALKING ABOUT IS WE HAVE 53 MILES OF SEWER MAINS AND ABOUT TEN MILES OF WATER MAINS. SO THE PURPOSE OF OUR PROGRAM SO AS WE TALKED ABOUT EARLIER, IT'S VERY IMPORTANT THAT WE'RE ABLE TO GET ON THESE SITES TO INSPECT, TO MAINTAIN, TO OPERATE IT AS WELL AS TO MAKE EMERGENCY REPAIRS. SO IN THE PICTURE THERE YOU CAN SEE A SEWER WHERE WE HAD A TREE GROWING INTO A SEWER. IT HAPPENS FAIRLY FREQUENTLY WHERE WE HAVE TO DIG UP WITHIN THE UTILITY EASEMENT AND REPLACE THAT SEWER. SO IT'S VERY IMPORTANT THAT WE MAINTAIN ACCESS TO THESE UTILITIES SO THAT WE CAN PROVIDE CRITICAL SERVICES TO RESIDENTS.

SOME OF THE CHALLENGES. SO I'D REALLY PUT THE CHALLENGE THAT WE HAVE WITH UTILITY EASEMENT MAINTENANCE INTO TWO BUCKETS. THE FIRST IS FREQUENCY AND THE OTHER IS I WOULD CALL AWARENESS.

SO ONE OF THE CHALLENGES WITH THESE EASEMENTS IS THAT, YOU KNOW, WE HAVE A LOT OF THEM, AS WE SHOWED EARLIER AND NOT ALWAYS DO WE GET TO MAINTAINING THOSE EASEMENTS EVERY YEAR. AND SO BRUSH AND TREES GROW FAIRLY RAPIDLY. AND SOMETIMES IF YOU HAVE A NEW HOMEOWNER WHO'S COMING IN, WHO'S BOUGHT A HOUSE, THEY MAY NOT BE AWARE THAT THEY HAVE A UTILITY EASEMENT IN THEIR REAR YARD. AND SOME OF THESE AREAS MAY BE GROWING UP. AND SO WHEN WE SHOW UP TO PERFORM THAT MAINTENANCE, IT MAY BE A SURPRISE TO THEM. ALSO SOMETIMES YOU MAY RECEIVE OUTREACH FROM RESIDENTS WHO MAY HAVE A MISUNDERSTANDING OF WHAT AN EASEMENT IS AND MAY OBJECT TO THE CITY PERFORMING THAT MAINTENANCE ON WHAT IS THEIR PRIVATE PROPERTY, BUT RATHER THE CITY HAS RIGHTS TO BE ABLE OR NEEDS AND RIGHTS TO BE ABLE TO PERFORM THAT MAINTENANCE. SO THAT THAT INCLUDES A TOTAL OF 131,000 CARTS THAT HAVE BEEN MANUFACTURED AND ARE BEING DELIVERED BY A COMPANY CALLED RARIG OUT OF DALLAS. ALL CARTS ARE 95 GALLON CARTS. SO BOTH THE RECYCLING AS WELL AS THE TRASH. I BELIEVE THAT TO BE ABOUT $200,000, DURING THAT PERIOD OF TIME, SOME 13 YEARS. I BELIEVE THAT THE CITY'S POPULATION HAS PROBABLY MORE THAN DOUBLED OR SOMEWHERE CLOSE THERE TO THE DEMANDS ON THE ARTS COMMISSION HAS GONE UP ACCORDINGLY. AND I KNOW THAT LAST YEAR, AFTER THE FIRST QUARTER, THEY HAD BASICALLY EXHAUSTED ALL OF THEIR RESOURCES. I POINT THIS OUT TO EACH AND ALL OF YOU, BECAUSE THERE'S A GREATER DEMAND ON THAT COMMISSION.
