[Proclamation for Juneteenth National Independence Day]

OUR FIRST ITEM IS INFORMATION SHARING ITEM. ITEM 241616. PROCLAMATION FOR JUNETEENTH, NATIONAL INDEPENDENCE DAY. AND WHO IS GOING TO JOIN ME UP HERE FOR THIS? SORRY. HOW ARE YOU? CITY OF MCKINNEY PROCLAMATION. WHEREAS OUR COUNTRY WAS FOUNDED JULY 4TH, 1776, HOLDING THESE TRUTHS TO BE SELF-EVIDENT, THAT ALL MEN ARE CREATED EQUAL, THAT THEY ARE ENDOWED BY THEIR CREATOR WITH CERTAIN UNALIENABLE RIGHTS, THAT AMONG THESE ARE LIFE, LIBERTY, AND THE PURSUIT OF HAPPINESS. AND WHEREAS THE VAST MAJORITY OF AFRICAN PEOPLES ON AMERICAN LANDS WERE STILL EXCLUDED FROM SUCH RIGHTS. WHEN PRESIDENT ABRAHAM LINCOLN ISSUED THE EMANCIPATION PROCLAMATION IN 1863 AS PART OF THE EFFORT TO END THE CIVIL WAR, THE NEWS OF EMANCIPATION FINALLY REACHED THE CITY OF GALVESTON, TEXAS, ON JUNE 19TH, 1865, AND WHEREAS THE LAST TO LEARN OF EMANCIPATION ON THE FORMERLY ENSLAVED PEOPLE IN TEXAS NAMED THE DAY OF JUNE 19TH AS JUNETEENTH AND CELEBRATED WITH MUSIC, FOOD, PRAYER, PARADES AND SPEECHES, WITH MANY OF THE TRADITIONS SPANNING THE GENERATIONS, EVEN UNTIL NOW. AND WHEREAS ON JUNE 19TH, 1980, THE STATE OF TEXAS OFFICIALLY RECOGNIZED EMANCIPATION DAY IN TEXAS TO HONOR JUNETEENTH, AND ON JUNE 17TH, 2021, THE UNITED STATES HOUSE OF REPRESENTATIVES PASSED THE JUNETEENTH NATIONAL INDEPENDENCE DAY ACT WITH AN OVERWHELMING AFFIRMATIVE VOTE OF 415 TO 14. AND WHEREAS ALSO KNOWN AS JUBILEE DAY AND SECOND INDEPENDENCE DAY, THE OFFICIAL JUNETEENTH HOLIDAY IS WEDNESDAY, JUNE 19TH, AND THE CITY OF MCKINNEY WILL CELEBRATE ON SATURDAY, JUNE 15TH AT FINCH PARK, WHERE THE OCCASION HAS BEEN PROUDLY AND JOYOUSLY COMMEMORATED MANY TIMES OVER THE PAST CENTURY. NOW THEREFORE, I, GEORGE FULLER, BY THE POWER VESTED IN ME AS MAYOR OF THE CITY OF MCKINNEY, TEXAS, DO HEREBY PROCLAIM JUNE 19TH, 2024 AS JUNETEENTH NATIONAL INDEPENDENCE DAY IN MCKINNEY, TEXAS, ENCOURAGING RESIDENTS TO ACKNOWLEDGE THIS MEANINGFUL MOMENT IN HISTORY, EMBRACING EVERY STEP OF THE AMERICAN MARCH TOWARD FREEDOM AND JUSTICE FOR ALL. WITNESS MY HAND AND SEAL.

THIS FOURTH DAY OF JUNE, 2024. ALL RIGHT. WE HAVE OUR. ALL RIGHT. THANK YOU. THANK YOU.

[00:05:19]

SIR. ALL RIGHT. NEXT, WE HAVE PUBLIC COMMENTS ON AGENDA ITEMS. I THINK WE HAVE THREE ON AGENDA

[PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]

ITEMS AND FOUR GENERAL. SO I WILL GO AHEAD AND TAKE ALL PUBLIC COMMENTS NOW. SO IT WILL BE SEVEN COMMENTS. THE FIRST IS ANGELA HAMM. WHEN YOU COME UP YOU'LL IF YOU'LL STATE YOUR NAME AND ADDRESS FOR THE RECORD, YOU WILL HAVE THREE MINUTES TO SPEAK. YOU WILL SEE A TIMER TO YOUR LEFT OR RIGHT ON THE MONITOR. I DON'T SEE ANGELA. THERE SHE IS. I SENT ALL OF YOU AN EMAIL THIS AFTERNOON EXPRESSING MY CONCERNS OVER CHARLIE PHILLIPS BEING REPLACED AS MAYOR PRO TEM. I WOULD LIKE TO HEAR MORE DISCUSSION ON THIS AND HOW THIS TOOK PLACE, WHAT THE MOTIVES ARE, WHAT THE REASONING IS, AND WHY YOU WANT TO REPLACE HIM AS MAYOR PRO TEM AT THIS TIME OF HIS REIGN AS MAYOR PRO TEM, WHEN HE HAS ONE YEAR LEFT ON HIS SERVICE AND, AND, I WOULD JUST LIKE TO HEAR ALL OF THE REASON BEHIND IT AND YOUR MOTIVES, AND I APPRECIATE THAT. THANK YOU. ANGELA. MIKE GILES. MY NAME IS MIKE GILES, I RESIDE AT 3213 GILLESPIE ROAD IN MCKINNEY, AND I'M ALSO SPEAKING ON THE SAME ITEM, REPLACING MR. PHILLIPS AS THE AS THE MAYOR PRO TEM. HE'S. I THINK HE'S DONE AN EXCELLENT JOB. AT THE OTHER SIDE OF IT IS IF WHEN THE ELECTION COMES UP NEXT YEAR, WE HAVE, AN OPENING AS MAYOR OR SOME OTHER THING WHERE HE CAN WORK ON THAT.

THIS PRO TEM KIND OF SHOOTS HIM INTO A LITTLE BIT. WHEN YOU DO IT THE OTHER WAY, IT KIND OF PUTS A SPEED BUMP IN HIS ROAD. AND SO I THINK LEAVING HIM IN THERE FOR ANOTHER YEAR WOULD BE REALLY GOOD TO GIVE HIM A GOOD SHOT AT IT THE NEXT ELECTION. THANK YOU FOR YOUR TIME. THANK YOU. MIKE BETH BENTLEY. GOOD EVENING, MR. MAYOR. CITY COUNCIL. MR. CITY MANAGER, I'M BETH BENTLEY, P.O. BOX 2931. MCKINNEY TEXAS 75070, ABOUT NINE YEARS AGO IN 2015, I, WE HAD JUST WE'RE REACHING INTO A RUNOFF AND TRACY RATH WAS, ON THE VERGE OF BECOMING A CITY COUNCIL PERSON. AND, I EXTENDED AND WE WERE ALSO AT THE SAME TIME, IN THE THROES OF A VERY HEATED TIME IN OUR COMMUNITY. BETWEEN THE POLICE AND RESIDENTS , THE COMMUNITY AT LARGE. AND IT WAS A VERY, A VERY CHALLENGING TIME. AND MANY OF THE CHURCHES CAME TOGETHER AND PRAYED TOGETHER. AND OUR CHURCH, SAINT JAMES AND MCKINNEY HOSTED A PRAYER COMMUNITY PRAYER VIGIL.

AND SO TRACY RATH WAS THERE AT THE TIME, AND I EXTENDED A PRAYER TO HER AFTER SHE WAS ELECTED. AND I WANT TO SHARE THAT PRAYER WITH YOU ALL TODAY. IF YOU'LL ALLOW ME TO DO THAT.

AND IT SAID SIMPLY, IT WAS A CONGRATULATORY EVERY TIME, ON HER AT LARGE SEAT, TO THE CITY OF MCKINNEY CITY COUNCIL. AND LIKE KING DAVID, IT SEEMS THAT, SHE OR ARE YOU WHOMEVER IS WHOEVER WHOMEVER IS, ELECTED TO THE UPCOMING POSITION, IT SEEMS THAT YOU WERE SOMEWHAT ANOINTED BEFORE YOU WERE APPOINTED, AS THE BALLOTS WERE COUNTED AND YOU HAVE CARRIED MCKINNEY IN YOUR SPEECH, IN YOUR WALK, AND IN YOUR HEART FOR QUITE SOME TIME. SO HERE IS THE PRAYER. IT IS MY PRAYER THAT YOU WILL ALWAYS FUNCTION WITH HUMILITY, YET BOLDLY PROCLAIMING THE VIEWS OF ALL CITIZENS FROM YOUR SEAT. I PRAY THAT YOUR EARS WILL BE OPEN TO HEAR CREATIVE VIEWS, MISUNDERSTOOD IDEALS, WOUNDED HEARTS, IDEALISTIC DESIRES, REALISTIC TRUTHS, AND EVEN DEAFENING SILENCE. I PRAY THAT YOU WILL BE AS LARGE AS AT LARGE WILL ALLOW MOVING TO EVERY

[00:10:02]

CREVICE OF THE COMMUNITY WITH INTENTION AND WITH OR WITHOUT INVITATION. I PRAY THAT YOUR EYES WILL SEE THOSE WHO COME, AND MOST ASSUREDLY THOSE WHO DO NOT. I PRAY THAT YOUR EARS WERE HEAR THOSE WHO SPEAK, AND THOSE WHO DARE NOT. I PRAY THAT YOU WILL HAVE VISION FOR WHAT CAN BE. I PRAY THAT YOUR HEART OF RECONCILIATION WILL NEVER BE STIFLED BY CHAOS OR POPULAR VIEWS. PRAY, WALK. LIVE LISTEN. HEAR BUILD. LEAD. FOLLOW AFTER HUMILITY AND PRAY AGAIN IN GOD BLESS YOU. AMEN. THANK YOU. THANK YOU. ALLISON MONROE. HELLO MY NAME IS ALLISON MONROE.

I'M ON BAKER STREET IN MCKINNEY, AND I'M THE EXECUTIVE DIRECTOR OF VOLUNTEER MCKINNEY. AND WE ARE CELEBRATING 25 YEARS OF SUPPORT FROM THE CITY. AND I'M HERE TO THANK YOU AND JUST GIVE AN UPDATE. I WANTED TO GIVE A COUPLE OF FACTS, I'M ALSO SO COLLIN COUNTY IS THE SECOND WEALTHIEST COUNTY IN TEXAS. YET HERE IN MCKINNEY, WE HAVE ONE OF THE GREATEST POCKETS OF POVERTY, UNEMPLOYMENT RATE, HOMELESSNESS, SUICIDE RATES. THE LIST IS LONG. MOST OF OUR LOCAL NONPROFITS ARE SERVING THIS COMMUNITY HERE IN EAST MCKINNEY, WHICH IS REALLY HIDDEN TO MOST OF COLLIN COUNTY, THEY DON'T SEE THIS DAY TO DAY. THERE ARE 1000 NONPROFITS WHO FILED NINE 90S IN MCKINNEY LAST YEAR, AND 7000 NONPROFITS IN COLLIN COUNTY. WE ARE A VOLUNTEER MANAGEMENT SOFTWARE AT OUR CORE COMPETENCY THAT SERVES THESE ORGANIZATIONS SO THAT THEY CAN PUT THEIR NEEDS FOR TIME, TREASURE, AND TALENT OUT THERE TO THE PUBLIC. AND I BELIEVE SINCE WE ARE IN ONE OF THE WEALTHIEST COUNTIES, YOU KNOW, IN THE STATE, THAT WE HAVE THE RESOURCES TO MEET THE NEEDS OF THESE NONPROFITS TO SERVE THESE PEOPLE WHO ARE MOST VULNERABLE. SO CURRENTLY. WELL, AND ALSO, I JUST WANTED TO POINT OUT THAT THERE ARE 1000 NONPROFITS IN MCKINNEY, BUT WE SERVE MORE THAN NONPROFITS. WE SERVE NOT FOR PROFITS, WHICH CAN BE CITY DEPARTMENTS. YOU KNOW, THE LIBRARIES, ENVIRONMENTAL SERVICES, THIS KIND OF THING. WE SERVE THE SCHOOL DISTRICT, SCHOOL CAMPUSES, PTOS, PTAS, FAITH BASED ORGANIZATIONS AND FOUNDATIONS. THE LIST IS ALSO LONG. WE CURRENTLY HAVE 275 NONPROFITS ON OUR PLATFORM, WHICH IS A 30% INCREASE SINCE I TOOK THE JOB SIX MONTHS AGO, ALL THE FOOD BANKS IN EAST MCKINNEY USE US EXCLUSIVELY FOR THEIR VOLUNTEER MANAGEMENT SOFTWARE. AND IN THE LAST SIX MONTHS, IF YOU COMPARE SPRING OVER SPRING MONTH TO MONTH, LIKE APRIL TO APRIL OF 2023, 2024, WE HAVE 1,000% INCREASE IN NEW AGENCIES REGISTERED, WHICH IS THE NOT FOR PROFITS WITH 8,000% INCREASE IN THE NUMBER OF VOLUNTEER SHIFTS THAT HAVE BEEN ADDED TO OUR PLATFORM, A 200% INCREASE IN PEOPLE RESPONDING TO NEEDS AND AN 800% INCREASE IN VOLUNTEER HOURS LOGGED. WE ALSO HAVE AN AVERAGE OF 10,000 PEOPLE, NOT PEOPLE, BUT WE HAVE LIKE A VIEW, A NEED ON OUR PLATFORM, LIKE AN OPPORTUNITY FOR GIVING BACK IS CALLED A NEED. WE HAVE 10,000 OF THOSE VIEWED A MONTH, SO WE HAVE THOUSANDS AND THOUSANDS OF PEOPLE COMING EVERY SINGLE MONTH TO LOOK FOR WAYS TO GIVE BACK. AND SO I WOULD ENCOURAGE ALL NOT FOR PROFIT CITY GOVERNMENTS, SCHOOL DISTRICTS, EVERYTHING, CAMPUSES, EVERYBODY TO BE ON THERE AND USING US AS A MARKETING PLATFORM BECAUSE THERE PEOPLE WHO ARE LOOKING TO GIVE BACK IN COLLIN COUNTY ARE GOING TO FIND THESE AGENCIES THROUGH US BEFORE THEY FIND THEIR WEBSITES. RIGHT IN GOOGLE. SO THIS IS A INCREDIBLY CREDIBLE, HUGE OPPORTUNITY FOR NONPROFITS TO MARKET WHAT THEY'RE DOING AND GET THEIR THEIR MESSAGE OUT THERE, VOLUNTEER MCKINNEY ALSO PROVIDES TRAINING AND COLLABORATION FOR MCKINNEY AND COLLIN COUNTY NONPROFITS WITH QUARTERLY EXECUTIVE DIRECTOR BREAKFASTS, WHICH ARE NETWORKING. WE HAVE 850 AGENCIES IN OUR NOT JUST AGENCIES, LEADERS IN THAT NETWORK, AND WE HAVE MAKE A DIFFERENCE DAY. ON OCTOBER 26TH. THANK YOU VERY MUCH. THANKS I'M PAUL BALLESTEROS.

PAUL BALLESTEROS, 6508 MARVIN GARDENS, MCKINNEY, TEXAS, 75070, IT IS ALWAYS A PRIVILEGE TO COME AND SPEAK TO YOU. I AM SO GRATEFUL FOR YOUR TIME AND ATTENTION. I'M ALSO THE PRESIDENT AND FOUNDER OF EMMANUEL LABOR AND OUR MISSION IS TO REMOVE THE LESSNESS FROM HOMELESSNESS IN JESUS NAME HERE IN MCKINNEY AND BEYOND. AND I'M JUST HERE TO REMIND YOU THAT WE'RE HERE, SIMILAR TO, ALLISON, WHO, BY THE WAY, WE USE. SO THEY ARE AWESOME. I WILL I WILL JUST SAY SHE DIDN'T KNOW THAT. I WAS GOING TO SAY THAT. I DIDN'T KNOW I WAS GOING TO SEE HER, BUT I

[00:15:02]

JUST WANTED TO COME AND JUST REMIND YOU OF SOMETHING I SAID A FEW MONTHS AGO WHEN I WAS HERE.

IT'S ALWAYS BETTER TO PREPARE THAN REPAIR. A LOT OF TIMES WE WAIT TO RESPOND UNTIL THE TENSION IS HIGH AND THERE'S THE TENSION IS GOING TO GET A LITTLE HIGHER AS IT GETS HOTTER, THAT'S JUST ONE OF THE TIMES OF THE YEARS WHERE WE HEAR MORE ABOUT HOMELESSNESS AND JUST THE ISSUES THAT ARE RELATED TO IT, BUT THERE'S THINGS THAT WE CAN DO. AND I WOULD NEVER COME AND ASK YOU TO DO SOMETHING I WOULDN'T DO MYSELF, BUT I WOULD ASK YOU IF THINGS THAT I CAN'T DO MYSELF. AND ONE OF THE THINGS THAT WE'VE COME ACROSS THROUGH IS, IS IDENTIFICATION. SO IN ORDER TO GET A JOB OR TO GET A, AN APARTMENT, WHETHER IT'S ON YOUR OWN OR THROUGH ASSISTANCE, YOU NEED TO HAVE ID. AND SOMETIMES A PERSON HAS A HIGH OBSTACLE TO GETTING ID BECAUSE THEY MIGHT HAVE A SURCHARGE OR A STRONG DELAY OR MANY OTHER THINGS. ONE OF THE THINGS THAT ACCEPTED BY EMPLOYERS IS A MUNICIPAL ID, AND SO IF THE CITY WOULD BE OPEN TO CONSIDER, OFFERING AN ID FOR THOSE THAT CAN'T OBTAIN A STATE ID IN LIEU OF THE IN LIEU OF A STATE ID SO THAT THEY COULD GET A JOB. IT WOULDN'T NECESSARILY GET THEM ON AN AIRPLANE, BUT IT COULD GET THEM EMPLOYED AND IT COULD HELP THEM GET HOUSED. WE SEE THAT AS A AS A COMMON OBSTACLE THERE. I THINK ALL THE TECHNOLOGY ALREADY EXISTS. YOU ALL WEAR BADGES, YOU GET PHOTOS AND THINGS LIKE THAT.

IT MIGHT JUST BE CONSIDERING WHAT VETTING PROCESS THAT MIGHT GO THROUGH THE OTHER THING I WANT YOU TO KNOW IS THAT THE FOLKS THAT ARE HERE IN MCKINNEY THAT ARE HOMELESS, THEY LOVE THIS TOWN. THEY CARE ABOUT THIS TOWN. THEY HAVE CONCERNS. THEY SOMETIMES SAY, HEY, HOW COME ALL THIS MONEY IS GOING TO THE PARKS WHEN WE CAN USE IT? AND I SAY, HEY, THAT'S ALSO TO MAKE THE TOWN BETTER. SO THERE. BUT THEY'D LIKE TO KNOW WHAT THEY CAN DO. SO THEY COME. AND THE FOLKS THAT I SERVE DIRECTLY, THEY WANT TO KNOW HOW THEY CAN GET INVOLVED. SO WE'RE GOING TO MAKE IT AN INITIATIVE THIS SUMMER AS A GROUP THAT YOU'LL SEE US OUT THERE SERVING THE COMMUNITY EVEN AS HOMELESS. SO I LOOK FORWARD TO SHOWING THAT TO YOU THROUGHOUT THE SUMMER AND THAT YOU GET A CHANCE TO SEE THAT. BUT I DO THANK YOU. I KNOW YOU GOT A LOT OF DECISIONS TO MAKE. I'M ALWAYS IN AWE OF THE RANGE OF IT, BUT I DO WANT TO REMIND YOU THAT THERE ARE PEOPLE IN OUR COMMUNITY THAT ARE STRUGGLING, AND THERE'S THE EXTREME VULNERABILITY THAT GOES THROUGH IT. I KNOW JUST A COUPLE OF WEEKS AGO, SOMEBODY GOT STRUCK BY A CAR. SO I KNOW WE THOSE ARE THINGS THAT HOPEFULLY WE CAN PREVENT. I DON'T KNOW ABOUT THAT SITUATION PARTICULAR, ALL THE DETAILS THAT WENT TO IT. BUT JUST IN GENERAL, SOMEBODY THAT'S HOMELESS IS EXTREMELY VULNERABLE. AND IT STARTS WITH THE WAY WE VIEW IT AND THE WAY WE TALK ABOUT IT. AND I THINK ALL OF OUR CITIZENS ARE WORTHY OF A BETTER CONVERSATION. AND I'D LOVE TO DO THAT MORE WITH YOU GUYS. SO THANK YOU SO MUCH FOR YOUR TIME. YOU GUYS HAVE A GREAT NIGHT. THANK YOU PAUL, CLAY BRANTLEY. YEAH. YOU KNOW WHAT? GIVE PAUL A HAND. HE DOES SO MUCH. I LET'S YOU FOLLOW THAT CLAY. YEAH, YEAH, YEAH, I AM CLAY BRANTLEY. I LIVE AT 2531 HIGH POINT BOULEVARD WHERE I'VE LIVED FOR 29 PLUS YEARS. I'M HERE TODAY TO TALK ABOUT HOPE. I AM ONE OF THE PASTORS AT TRINITY PRESBYTERIAN, AND I PARTICIPATE WITH TRINITY CORE COMMITTEE ON RACIAL EQUITY. AND I AM MEET WITH THE CORE PASTORS GROUP, WHICH IS A GROUP OF PASTORS FROM EAST CHURCHES AND WEST CHURCHES HAVE BEEN MEETING FOR BOTH FOR A COUPLE OF YEARS. BOTH OF US TOGETHER SPONSORED THE GATHERING OF LEADERS, WHICH MANY OF Y'ALL ATTENDED BACK IN MARCH AT DOHERTY HIGH SCHOOL, WHERE WE ASK WHO WAS IN THE ROOM AND WHO IS NOT IN THE ROOM. SINCE THEN, WE'VE HAD SIX COMMUNITY CONVERSATIONS FACILITATED BY ANGELA RICHARDSON WOODS, AND WE HAVE HAD WONDERFUL CONVERSATIONS. WE'VE BUILT COMMUNITY. WE HAVE DEVELOPED FOR FOCUS AREAS, AND THESE ARE NOT NEW TO YOU. THOSE FOCUS AREAS WHERE WE HAVE HEARD THE MOST IS IN THE AREA OF TRANSPORTATION.

PEOPLE TRYING TO GET TO WORK, TO JOBS, TO DOCTORS, TO THE GROCERY STORE, YOUTH, THE NEEDS OF YOUTH, TO BE ENGAGED, TO BE ABLE TO HAVE AFFORDABLE ACTIVITIES, TO DO STUFF WITH THEIR TIME.

COMMUNICATION AS WE HAVE HEARD, THERE ARE LOTS OF GREAT NONPROFITS IN MCKINNEY, AND YET BEING ABLE TO MAKE THE CONNECTIONS BETWEEN THOSE AND THE LAST ONE WE IS EMPOWERMENT POINT THAT MOST OF THE ANSWERS THAT YOU ARE SEEKING ARE FOUND WITHIN YOU. AND SO THAT ABILITY TO STEP FORWARD, THAT ABILITY TO VOTE, THAT ABILITY TO BE ENGAGED , INVOLVED AND ENGAGED. HERE'S THE HOPE, HOPE DOES NOT COME BECAUSE WE HAVE ANSWERS OR WE CAN FIX PROBLEMS. AS DAVID LAMONT, WHO'S COMING TO MCKINNEY , SAID, HOPE IS AN ACTIVE CHOICE AND IT IS A CHOICE TO BE ACTIVE.

HOPE IS A CONSCIOUS DECISION TO LIVE TOWARD THE WORLD. YOU WOULD LIKE TO SEE, TO TAKE ACTION, TO MOVE CLOSER TO A BETTER WAY. WE ARE HAVING ON JUNE 15TH. IT FITS PERFECTLY WITH JUNETEENTH, BUT WE'RE IN THE MORNING, NINE TO NOON. COLLIN COLLEGE CONFERENCE CENTER MOVING FORWARD TOGETHER SUMMIT, WE ARE HAVING OUR KEYNOTE SPEAKER, DAVID LAMONT. WE WILL HAVE THESE FOUR AREAS OF

[00:20:02]

FOCUS TRANSPORTATION, YOUTH COMMUNICATION, EMPOWERMENT. AND WE ARE GOING TO COME UP WITH ACTION STEPS. ONE OF THE THINGS THAT WE HEARD IS THAT WE TALK AND WE TALK AND WE TALK. IT'S TIME TO TAKE SOME STEPS FORWARD. SO THIS IS A COMMUNITY GATHERING. PLEASE PLEASE REGISTER, PLEASE COME. YOUR PARTICIPATION IS VERY IMPORTANT. ALSO INVITE OTHERS TO COME AND JOIN US. THANK YOU VERY MUCH. THANK YOU. THANK YOU. MARK, I HAVE I HAVE ONE MORE SPEAKER.

I'M RELUCTANT TO CALL THEM. DO I HAVE THE AUTHORITY TO NOT CALL THIS SPEAKER? IT'S MAY LEAD THOMAS FULLER. I WOULD LIKE TO FIRST SAY THAT IF SHE TALKS ABOUT WHAT YOU CALL ME, SWEETHEART WILL DO. SWEETHEART WILL DO. SO MY NAME IS MAYLEE THOMAS FULLER. I LIVE AT 6801 DALMATIAN DRIVE. I'M NOT SURE I SHOULD HAVE SAID THAT, BUT THAT'S WHERE WE LIVE, I FIRST OF ALL, I COME UP HERE TO TALK ABOUT SOMETHING THAT'S. SO BENEATH WHAT THESE OTHER THREE PEOPLE JUST CAME UP AND TALKED ABOUT. SO I JUST WANT TO SAY, I'M SO PROUD TO LIVE IN A COMMUNITY THAT HAS PEOPLE THAT ARE ENGAGED, LIKE PAUL AND CLAY AND ALLISON. I WAS JUST RECENTLY ON A PANEL WITH ALLISON, AND I'M SO EXCITED ABOUT WHAT SHE'S GOING TO DO FOR VOLUNTEER MCKINNEY. SO I JUST WANT TO SAY THANK YOU GUYS FOR WHAT YOU DO IN OUR COMMUNITY. I APPRECIATE IT. THANK YOU. AND THEN I'M GOING TO GET TO WHAT I'M ACTUALLY HERE TO TALK ABOUT, WHICH IS TEXAS MUSIC REVOLUTION IS THIS WEEKEND, FRIDAY AND SATURDAY. OUR DOWNTOWN IS GOING TO BE TURNED INTO A PHENOMENAL MUSIC FESTIVAL. AND WHETHER YOU LIKE, AMERICANA MUSIC OR NOT, THERE'S SOMETHING THERE FOR EVERYONE. WE'VE GOT, OVER 90 BANDS, 14 STAGES AND ALSO, I WANT TO PUT A PLUG IN FOR THE TEXAS MUSIC REVOLUTION DOCUMENTARY THAT I'VE BEEN TRAVELING ALL OVER THE COUNTRY WITH. WE HAVE ABOUT FIVE MORE MONTHS BEFORE WE ARE AT A CLOSE FOR THE FESTIVAL SEASON. WE'VE BEEN GETTING LOTS OF ACCOLADES, BUT WHAT'S MORE IMPORTANT IS PEOPLE FROM ALL THE WAY NORTH IS IN WOODSTOCK, NEW YORK, TO OTHER PLACES ACROSS THE COUNTRY. WANT TO COME TO MCKINNEY BECAUSE THEY SAW THIS DOCUMENTARY AND IT LOOKS LIKE SUCH A FUN AND INVOLVING TOWN THAT LOVES MUSIC. SO WE'RE GOING TO SHOW THAT FILM, WHICH IS WE'RE KIND OF UNDER THE RADAR A LITTLE BIT, BUT WE'RE GOING TO SHOW IT ON FRIDAY AND SATURDAY AT NOON AT THE IMPACT. AND SO FOR $10, YOU CAN COME AND SEE THIS DOCUMENTARY AND IT'S GOT A BEAUTIFUL STORY WEAVED IN WITH THE MUSIC ABOUT REDEMPTION AND ABOUT, SOMEONE WHO ACTUALLY GAVE UP MUSIC TO SERVE IN THE MINISTRY. AND SO I REALLY WOULD LOVE IF ALL OF YOU WOULD TELL YOUR FRIENDS. AND IF YOU WANT TO SEE A MOVIE THAT'S ENDEARING ABOUT OUR OUR CITY, COME TO SEE MUSIC. TEXAS MUSIC REVOLUTION FRIDAY OR SATURDAY AT THE IMPAC AT NOON, AND ALSO COME ON OUT AND BE A PART OF THIS BEAUTIFUL MUSIC FESTIVAL THIS WEEKEND, THE MAYOR AND I ARE GOING TO BE PLAYING AT THE LATE SETS ON FRIDAY NIGHT AND SATURDAY NIGHT AFTER LUCAS NELSON AND AFTER LYLE LOVETT. THERE'S LOTS OF OTHER GREAT BANDS AND I'M GOING TO BE FEATURING A LOT OF NEW UP AND COMERS FROM TEXAS. SO I'M JUST DELIGHTED THAT OUR CITY HAS EMBRACED THIS FESTIVAL AND THAT WE'RE GOING TO TURN OUR CITY INTO A MUSIC FESTIVAL THIS WEEKEND, SO I HOPE YOU'LL BE A PART OF IT. THANK YOU. ALL RIGHT . ALL RIGHT. OUR NEXT ITEM AND I WILL BE MAKING A MOTION ON THIS

[Consider/Discuss/Act on the Election of a Mayor Pro Tem]

ITEM AGAIN, BUT IS CONSIDERED DISCUSSED. ACT ON THE ELECTION OF A MAYOR PRO TEM. BEEN A LOT OF TALK ABOUT THIS. SOME PEOPLE HERE TONIGHT RECEIVED EMAILS. I'VE RECEIVED CALLS, TEXTS. AND IT'S A LITTLE BIT. OH WOULD YOU LIKE TO JUST LIKE TO YOU WANT TO INTRODUCE THE ITEM FIRST? YES, SIR. I THINK IT WAS SELF-EXPLANATORY, BUT. OKAY. IT'S VERY SELF-EXPLANATORY. SIR, WE JUST WANTED TO POINT OUT FOR PUBLIC EDIFICATION THE ELECTION OF THE MAYOR PRO TEM IS ASSIGNED TO THE CITY COUNCIL TO CONDUCT THIS ELECTION ANNUALLY. AT THE FIRST MEETING OF EVERY JUNE, THE MAYOR PRO TEM SERVES ONE YEAR, AND THEIR ASSIGNMENT IS BASICALLY TO SERVE IN THE IN THE CAPACITY OF THE MAYOR. IN THE ABSENCE OF THE MAYOR. SO THE GENERAL ORDINANCES DO PROVIDE FOR SOME ASSIGNMENTS, BUT BASICALLY ANY APPLICATION OF THE MAYOR'S ROLE APPLIES TO THE MAYOR PRO TEM IN THAT PERSON'S ABSENCE. I'LL STAND FOR ANY QUESTIONS THAT YOU MIGHT HAVE.

THANK YOU. SO BEFORE I MAKE THE MOTION, I WANT TO SAY A FEW THINGS AND THEN, OF COURSE, OPEN UP FOR ANYONE ELSE THAT WANTS TO COMMENT HERE TODAY ON THE DAIS, A LOT OF DISCUSSION, A LOT OF A LOT OF, QUITE FRANKLY, ACCUSATIONS AND, AND WHATNOT ABOUT WHAT IS TRANSPIRING, WHY

[00:25:04]

IT'S TRANSPIRING, A LOT OF A LOT OF STATEMENTS MADE ABOUT WHAT THE ROLE IS AND WHAT IT ISN'T, WHAT WHAT DICTATES WHO IS AND WHO ISN'T. AND SO FIRST, I JUST WANT TO SAY A FEW THINGS.

THERE'S BEEN A LOT OF DISCUSSION THAT THE THOUGHT IS THAT THE MAYOR PRO TEM IS ALWAYS THE LONGEST TENURE PERSON ON COUNCIL. THE LAST 20 YEARS, 14 OF THOSE YEARS WERE SERVED BY A MAYOR PRO TEM. A PERSON SERVING MAYOR PRO TEM WAS A JUNIOR COUNCIL MEMBER, NOT THE SENIOR COUNCIL MEMBER, TALK ABOUT THAT THAT THAT MAYOR PRO TEM, ONCE THEY'RE ELECTED, STAY ON UNTIL THEY UNTIL THEY TERM OUT. AND THREE MAYORAL ADMINISTRATIONS, FIVE TIMES TO DATE. THAT'S NOT BEEN THE CASE. I CAN TELL YOU, FOR ME PERSONALLY, CHARLIE PHILLIPS HAS BEEN A FANTASTIC MAYOR PRO TEM. CHARLIE PHILLIPS HAS DONE A GREAT JOB WHEN HE HAS HAD TO FILL IN AND STEP IN FOR ME. HE'S DONE WONDERFULLY. HE HE CERTAINLY HAS HAS BEEN A STELLAR MAYOR PRO TEM. THANK YOU. AND I MEAN THAT MY DECISION MOTION I'M MAKING TODAY IS ZERO REFLECTION ON THAT AT ALL. THIS HAS NOTHING TO DO WITH THAT. THAT'S WHAT I JUST SAID IS HARD. STOP. BUT I AS MAYOR, I, I BELIEVE SOMETHING A LITTLE BIT DIFFERENT. I DON'T I DON'T THINK THERE'S, I DON'T BELIEVE THERE'S A INDEFINITE TENURE. I DON'T THINK ANY OF US THERE'S ENTITLEMENT FOR ANY OF US, WHETHER WE'RE RUNNING, WE HAVE TO RUN AND GET ELECTED. AND WHETHER YOU'RE APPOINTED, WE APPOINT THE MAYOR PRO TEM EVERY YEAR. WHY DO WE DO THAT? WHY DO WE HAVE IT EVERY YEAR? IF WE'RE IF IT'S DETERMINED THAT ONCE SOMEONE'S APPOINTED, THEY STAY ON. SO THEY TERM OUT, WHY NOT THAT BE THE POLICY? WHY DO WE REVISIT IT EVERY YEAR? I'LL TELL YOU FOR ME, THAT GIVES US AN OPPORTUNITY TO I'LL USE THE WORD REWARD. I DON'T KNOW, IT'S THE RIGHT WORD, BUT FOR ME PERSONALLY, AS MAYOR, I GET TO REWARD PEOPLE ON THE COUNCIL THAT HAVE BEEN THAT HAVE BEEN EXEMPLARY AND, AND THAT I FEEL WOULD SERVE IN THAT ROLE EQUALLY WELL. AND THERE'S A NUMBER OF THEM ON THIS COUNCIL RIGHT NOW THAT THAT WOULD, THAT WOULD SERVE EQUALLY WELL, THAT JUST SPEAKS TO THE CALIBER OF PEOPLE ON THIS DAIS, I AM I AM NOMINATING DOCTOR JERRY FELTUS AGAIN FOR NO ADDED NO DISRESPECT TO CHARLIE PHILLIPS OUT OF NO NO FAILING OF HIS JOB. IT'S BEEN STATED, THOUGH, ONE THING THAT REALLY BOTHERS ME. IT'S BEEN STATED A LOT THAT, THAT IT WILL IMPACT A POLITICAL ASPIRATION.

CHARLIE HAS NOT SAID THAT UP HERE, AT LEAST HE HASN'T SAID HE AT THIS POINT. BUT IT'S BEEN SAID OUT THERE FOR ME. ANYONE THAT KNOWS ME, I THINK EVERYONE HERE KNOWS THIS ABOUT ME. I'M GOING TO SAY WHAT I THINK AND IT WILL OFTEN, IF NOT ALWAYS, BE WITH DISREGARD FOR ANY POLITICAL ASPIRATION. I'VE SHOT MYSELF IN THE FOOT 100 TIMES. BECAUSE I QUITE FRANKLY DON'T CARE ABOUT MY POLITICAL ASPIRATION. WHAT I CARE ABOUT IS TRYING TO DO WHAT I THINK IS RIGHT IN THE MOMENT.

THAT'S WHAT I DO. AND WHETHER WE GO BACK TO SOME OF THE MAJOR EVENTS THAT HAVE HAPPENED OVER THE LAST SEVEN YEARS THAT I'VE BEEN MAYOR, THERE IS THERE IS PROBABLY AT LEAST A HANDFUL THAT PEOPLE SAID THAT THAT WAS POLITICAL SUICIDE. OH I CERTAINLY REALIZE THAT IT COULD HAVE BEEN, BUT IT WAS WHAT I FELT WAS RIGHT. RIGHT OR WRONG. NOT EVERYONE AGREED WITH ME, THAT'S FOR DARN SURE. GO TO FACEBOOK, YOU'LL SEE THAT. BUT. BUT THAT'S THAT'S WHERE I'M COMING FROM. SO MY EMOTION TO NOMINATE JERRY IS, IS SIMPLY THAT I'M GOING TO TELL YOU A BIT ABOUT JERRY. IF YOU DON'T KNOW. JERRY RECEIVED HER BACHELOR OF ARTS DEGREE IN BIOLOGY FROM AUSTIN COLLEGE IN 2001. HER MEDICAL DEGREE FROM WAKE FOREST UNIVERSITY IN 2006 COMPLETED HER RESIDENCY IN FAMILY AND COMMUNITY MEDICINE AT THE UNIVERSITY OF MARYLAND IN BALTIMORE. IN 2009. DOCTOR FELTUS IS AN ACTIVE CITIZEN OF MCKINNEY, WHERE SHE HAS SERVED ON THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION, THE CHILDREN'S ADVOCACY CENTER OF COLLIN COUNTY BOARD OF DIRECTORS, THE ADVISORY COUNCIL FOR MCKINNEY'S POLICE CHIEF, THE COLLIN COLLEGE LAW ENFORCEMENT ACADEMY ADVISORY BOARD. SHE'S A GRADUATE OF LEADERSHIP MCKINNEY, CLASS OF 2020. NOT THE BEST CLASS. BE BEST CLASS. BE BEST CLASS. THAT'S INSIDE JOKE FOR ALL THOSE WHO KNOW IT, AND A MEMBER OF ONE COMMUNITY CHURCH. SHE SERVED AS A BOARD MEMBER FOR THE AMERICAN HEART ASSOCIATION AS A VOLUNTEER MENTORING MIDDLE AND HIGH SCHOOL STUDENTS THROUGH CITY CHURCH HERE IN OUR COMMUNITY. DOCTOR FELTUS IS A GREAT LISTENER, A GREAT COMMUNICATOR, A GREAT COLLABORATOR. SHE'S A REMARKABLE WOMAN WHO HAS DEDICATED HER LIFE TO SERVING HER COMMUNITY, HAS DONE SO ON CITY COUNCIL WITH GRACE AND POISE, RESPECT AND

[00:30:02]

INTEGRITY, PROFESSIONALISM AND COMPASSION. SINCE THE DAY SHE WAS ELECTED. AND MIGHT I ADD, THAT SHE HAS DONE SO AS A SINGLE MOTHER OF TWO YOUNG DAUGHTERS AND NEVER COMPROMISING THAT ROLE. SHE HAS A POSITIVE AND OPTIMISTIC OUTLOOK AND A GENUINE LOVE FOR MCKINNEY AND ITS PEOPLE . AS MAYOR PRO TEM DOCTOR FELTUS WILL BE AN INVALUABLE PARTNER TO ME AND TO THIS COUNCIL AS CHARLIE PHILLIPS HAS BEEN THIS PAST YEAR AS TRACY RATH WAS PRIOR AS RANDY ROGERS WAS PRIOR.

SO SHE WILL REPRESENT THE CITY IN MY ABSENCE WITH GREAT COMPETENCE AND GRACEFUL PRESENCE . AND MAKE NO MISTAKE, FOR ALL THE THINGS I'VE HEARD, I'VE HEARD SOME CRAZY THINGS. I'VE HEARD CRAZY THINGS CRAZIER THAN WE DIDN'T LAND ON THE MOON ABOUT WHY I'M NOMINATING THAT I WOULD BE NOMINATING JERRY. MAKE NO MISTAKE, WHAT I JUST TOLD YOU IS EXACTLY WHY I'M NOMINATING HER.

AND THAT THAT SENTIMENT IS NO INDICTMENT ON CHARLIE PHILLIPS AT ALL, PERIOD. I THE ONLY THING I WILL SAY IS IT IS AN ABSENCE OF CONSIDERING ANY POLITICAL THING, BUT I DON'T FEEL THAT IT IS. I THINK THAT THAT, THAT TITLE IS NOT GOING TO MAKE OR BREAK ANYBODY. WE'VE SEEN THAT IN HISTORY AS WELL. BUT IT IS AN HONOR I WISH TO BESTOW ON DOCTOR FELTUS. IN MY LAST YEAR SERVING AS MAYOR. AND I'M SORRY THAT SOME WON'T AGREE WITH THAT. YOU CAN TAKE ME AT MY WORD. WHAT I JUST TOLD YOU. OR YOU CAN BELIEVE ONE OF THE 50 CONSPIRACY THEORIES OUT THERE AND NOT MAYOR COMMENT. YES, SIR. SECOND, THANK YOU. AND THANK YOU FOR THE NICE COMMENTS, MISTER MAYOR. I'M GOING TO ECHO EVERYTHING POSITIVE THAT MAYOR FULLER SAID ABOUT JERRY FELTUS. AND I'VE SHARED SOME OF THOSE ACCOLADES FROM THIS VERY DAIS DURING THE LAST THREE YEARS OF HER SERVICE.

I HAVE ALWAYS AND CONTINUE TO ADMIRE AND RESPECT COUNCILWOMAN FELTUS, WE SPOKE MORE THIS WEEKEND THAN I THINK WE HAVE IN OUR THREE YEARS TOGETHER, AND I ASSURE YOU THAT THAT THE RESULTS OF THIS ISSUE THAT WE'RE TAKING UP THIS EVENING WILL NOT DIMINISH MY RELATIONSHIP WITH DOCTOR FELTUS. AND I HAVE NO DOUBT THIS WILL NOT DIMINISH HER RELATIONSHIP WITH ME. THIS IS SIMPLY WHAT IS IN THE BEST INTEREST OF MCKINNEY. JUST LIKE EACH AND ALL OF OUR DECISIONS SHOULD BE. AND THIS IS A POSITION. IT'S AN OFFICE TO BE HELD. IT IS NOT A REWARD AWARD.

IT'S NOT AN ACCOLADE, AND IT'S NOT SOMETHING TO BE HANDED OUT IN RECOGNITION. IT SHOULD BE THE SAME AS AN EMPLOYMENT RELATIONSHIP MADE BY ANY BUSINESS, BECAUSE WE ARE RUNNING THE CITY OF MCKINNEY AND THIS IS YOUR BOARD OF DIRECTORS. YOU SHOULD LOOK AT THE EXPERIENCE OF EACH OF THE CANDIDATES AVAILABLE . AND ON THIS ISSUE, YOU ACTUALLY HAVE SIX. ONE OF THEM IS NOT HERE, JUSTIN BELLER. HE'S TAKING CARE OF HIS WIFE AND GETTING HER HOME FROM SURGERY.

SHE IS DOING WELL, I CHECKED ON THAT, BUT JUSTIN LIKELY WILL NOT BE RETURNING THIS EVENING. BUT WHEN YOU LOOK AT EACH OF THE CANDIDATES, LOOK AT THEIR RELEVANT EXPERIENCE. LOOK AT THE TIME THAT THEY'VE SERVED ON THE CITY OF MCKINNEY. LOOK AT THE POSITIONS THEY'VE HELD WHILE THEY'VE SERVED THE CITY OF MCKINNEY. LOOK AT THEIR INTERACTION. LOOK AT THEIR HISTORY WITHIN THE CITY OF MCKINNEY, THE DURATION OF THEIR HISTORY, THE RELATIONSHIPS THAT THEY HAVE BROUGHT TO THIS COUNCIL AND LOOK AT THEIR EDUCATION, LOOK AT THEIR TRAINING IN THE SPECIFIC MATTERS THAT WE ADDRESS ON A DAILY BASIS. AND LOOK AT YOUR RETURN ON INVESTMENT, WHICH COUNCIL MEMBER WOULD MOST LIKELY RETURN, RETURN TO THE CITY, THE YEAR OF SERVICE, SERVICE AND INVESTMENT AND EDUCATION IN A MAYOR PRO TEM AND GIVE BACK TO THE CITY IN THE

[00:35:07]

FUTURE. WHAT DO YOU DO WITH THE TRAINING AND EDUCATION THAT YOU GAIN BY SERVING IN THIS CAPACITY? THAT IS WHAT SHOULD GUIDE YOUR DECISION ON THIS MATTER AND NOTHING ELSE. WITH ALL DUE RESPECT FOR DOCTOR FELTUS AND MY THANKS AGAIN, TO THE MAYOR. I THANK EACH AND ALL OF YOU FOR THE KIND WORDS AND THE SUPPORT THAT YOU HAVE GIVEN TO ME. SERVING AS THE MAYOR PRO TEM, I HOPE TO CONVEY CONTINUE MY SERVICE. AND THERE IS NOTHING ABOUT THE ISSUES THAT ARE FACING THIS COUNCIL THAT WILL EVER CHANGE THE INTEGRITY AND RESPECT AND LOYALTY I HAVE SERVED WITH UP TO THIS POINT. THANKS TO EACH OF YOU AND THANKS TO MY FELLOW COUNCIL MEMBERS. DOES ANYONE ELSE HAVE COMMENTS BEFORE? I JUST WANTED TO. TELL EVERYBODY EXACTLY WHAT EVERYBODY SAID UP HERE IS RIGHT ON. I MEAN, IT'S I RESPECT EVERYBODY UP HERE. I'VE BEEN BLESSED TO BE A PART OF THIS GROUP. I WAS BLESSED, THE PEOPLE BLESSED ME BY ELECTING ME TO THIS POSITION. THIS DECISION RIGHT HERE IS ONE OF THE HARDER DECISIONS I'LL EVER MAKE, BECAUSE I KNOW IT'S GOING TO AFFECT SOMEBODY THAT I CARE ABOUT AND RESPECT. I'M GLAD FOR THE COMMENTS THAT, CHARLIE MADE ABOUT, BEING BEING A TEAM AND NOT LETTING THIS AFFECT HOW WE OPERATE. HAVING SAID THAT, I'M IN FAVOR OF CHARLIE STAYING ON, I'VE WATCHED HIM. I'VE SEEN HIM HANDLE THE POSITION, HE'S DONE A GREAT JOB. HE'S A GREAT SPEAKER, AND I THINK HE SHOULD BE GIVEN, AT LEAST ONE MORE YEAR. THANK YOU. MAYOR PRO TEM IS A FUNNY WORD. IT'S LATIN. YOU KNOW, THE PRO TEM IS BASICALLY, FOR THE TIME BEING, OR TEMPORE THREE. WHEN THE MAYOR'S NOT HERE, IN A PRACTICAL MATTER, WHAT IT MEANS FOR THIS BODY IS IF GEORGE ISN'T HERE, CHARLIE, THEN BEFORE HIM. RAINY. AT LEAST IN MY TERM, SINCE I'VE BEEN ON HERE, YOU KNOW, THEY RUN THE MEETINGS HERE, AND THE MAYOR RUNS THE MEETINGS. THE MAYOR DOESN'T HAVE ANY MORE VOTE THAN I HAVE. HE HAS ONE VOTE OUT OF SEVEN. I HAVE ONE VOTE OUT OF SEVEN. MAYOR PRO TEM HAS ONE VOTE OUT OF SEVEN. I HAVE ONE VOTE OUT OF SEVEN. MAYOR PRO TEM GETS TO RUN THE MEETINGS AND DO STUFF. I WANT TO TALK ABOUT THE TWO CANDIDATES IN MY HISTORY WITH THEM. CHARLIE PHILLIPS HAS NEVER BEEN ANYTHING MORE THAN ANYTHING LESS THAN A FRIEND TO ME, WE CAN ALL LOOK BACK IN OUR LIVES AND WE CAN LOOK AT PEOPLE AND WE SAY, YOU KNOW WHAT? THAT PERSON MADE ME FEEL BETTER. THEY MADE ME FEEL MORE CONFIDENT. AND CONFIDENCE IS SO IMPORTANT WHEN YOU'RE TRYING TO DO SOMETHING THAT YOU'RE NOT SURE OF YOURSELF IN. AND WHEN I WAS FIRST RUNNING, CHARLIE HELPED DELIVER THAT TO ME. HE'S NOT THE ONLY ONE, BUT I'LL NEVER FORGET THOSE PEOPLE. I'M SO GRATEFUL AND HE SUPPORTED ME IN MY CAMPAIGNS. AS FAR AS BEING THE MAYOR PRO TEM, I WAS LOOKING BACK ON THE LAST YEAR AND I WAS THINKING BACK TO WHAT WERE THE EVENTS WHERE GEORGE WASN'T THERE, BUT CHARLIE WAS HANDLING IT, AND I WAS THERE AND CHARLIE, FORGIVE ME IF THERE'S MORE THAN THIS, BUT THERE WERE TWO THAT I REMEMBER.

THE MOST RECENT ONE WAS THE POLICE MEMORIAL DEDICATION. WE RECENTLY HAD POLICE WEEK, WHERE WE HONORED THE FALLEN OFFICERS. AND HERE'S A LITTLE NUGGET OF MCKINNEY THAT I DIDN'T KNOW.

MCKINNEY. THE HEADQUARTERS FOR THE POLICE ON TAYLOR BURKE DRIVE. RIGHT. EVERYBODY KNEW THAT. HOW MANY KNEW THIS? THE LAST TWO POLICE OFFICERS KILLED IN THE LINE OF DUTY WERE IN 1938. TAYLOR. AND IN LIKE 1970, BURKE. YOU KNEW THAT. OBVIOUSLY BETH KNEW THAT. YEAH. OKAY. SO A FEW PEOPLE CLAIM YOU. I DON'T KNOW IF YOU KNEW THAT. I'M TEASING YOU, BUT I DIDN'T KNOW THAT. OKAY, SO THAT'S TAYLOR BURKE. BUT CHARLIE, YOU CAN SEE EVERY TIME THE LOVE HE HAS FOR THIS CITY, YOU SEE IT IN HIS SMILE. YOU SEE IT IN HIS GRIN. YOU SEE IT IN HIS EYES. YOU SEE IT IN THE PRIDE HE TAKES WHEN HE TALKS ABOUT INDIVIDUALS. HE LIFTS INDIVIDUALS UP ALL THE TIME. CHARLIE'S ALSO ONE OF TWO PEOPLE ON THIS COUNCIL THAT MONETIZES THEIR LIFE IN A WAY

[00:40:06]

THAT HE HAS TO PUT THE HOURS IN. I'M A FINANCIAL ADVISOR. I'VE DONE IT FOR 38 YEARS. WE DON'T TALK MUCH ABOUT THAT. BUT THE FACT OF THE MATTER IS, I HAVE A DAUGHTER WHO WORKS FOR ME, WHO WORKS LIKE A RENTED MULE, AND I HAVE THE TIME TO TAKE TIME OFF TO DO THIS. WITHOUT HER, I WOULDN'T, BUT I DO. CHARLIE'S AN ATTORNEY. HE'S GOT TO BE THERE YET. HE DOES THIS. THAT'S NOT LOST ON ME, DOCTOR FELTUS AND I, WE SHARE A SPECIAL BOND. AT LEAST AS FAR AS I'M CONCERNED. A COUPLE OF THEM. NUMBER ONE, I INTERVIEWED HER FOR LEADERSHIP MCKINNEY YEARS AGO, SECOND ON THAT RESUME, SHE TURNED IN FOR LEADERSHIP MCKINNEY. I NOTICED SHE GRADUATED FROM DUNCANVILLE HIGH SCHOOL 15 YEARS AFTER I DID . SO MY FUNNIEST DAD JOKE THAT I DO AROUND HERE, AS I SAY, BOTH OF US GRADUATED FROM DUNCANVILLE , BUT I DON'T REMEMBER WHICH ONE'S THE SMART ONE AND WHICH ONE'S THE PRETTY ONE. SHE ALWAYS LAUGHS. SHE'S BOTH. OBVIOUSLY, SHE'S THE OTHER PERSON ON THIS COUNCIL WHO WORKS TO MONETIZE THEIR TIME. SHE'S A PHYSICIAN, AS GEORGE SAID, SHE'S A SINGLE MOM. SHE DOES SO MUCH. I CANNOT BELIEVE THE TIMES WHERE SHE WOULD CALL ME TO CHECK ON A SICK GRANDCHILD OF MINE. WHAT I'VE SEEN HER DO AND I HAVE A WE HAVE A VIEW THAT IS VERY UNIQUE. I GET TO SEE THE STUFF SHE DOES. I GET TO SEE HER INTERACT WITH RESIDENTS, I GET TO SEE HER. AND THERE'S SOME PEOPLE IN HERE FROM THE HISTORIC ADVISORY BOARD THAT KNOWS THE HEAVY LIFTING. SHE HAS DONE FOR THAT GROUP. AND I GET TO SIT THERE AND I SIT THERE AND THINK TO MYSELF, SHE HAS YOUNG KIDS. MY KIDS ARE ALL 30. YOU'RE PUSHING 30. SHE'S GOT THIS MAMMOTH JOB AND SHE JUST TRADED ONE IN FOR THE OTHER. BUT SHE'S ALWAYS HAD A MAMMOTH JOB. THE GRACE, THE DIGNITY AND THE PRESENCE FOR HER ARE OUT OF THIS WORLD NOW. THE QUESTION IS, WHY NOW? AND LET ME OWN THIS, THIS, THIS THOUGHT GERMINATED IN MY HEAD A LITTLE BIT OVER A YEAR AGO, BECAUSE I WANTED HER TO HAVE THIS VICTORY LAP. I DO VIEW THIS AS AN HONORARY CEREMONIAL POSITION, AND I'LL GET TO THAT IN JUST A MOMENT. THE BUT I WANT HER TO GET HER FLOWERS. I WANT CHARLIE TO GET HIS FLOWERS. IF IT WEREN'T FOR ME BEING PRETTY CONVINCED THAT THERE IS NO MEANINGFUL CHANCE THAT SHE'S GOING TO RUN FOR REELECTION, I COULD BE DEAD WRONG. I'M NOT TRYING TO PUT ANY PRESSURE ON HER, AND I COULD LOSE THIS BET. I DON'T THINK SHE'S GOING TO RUN . THEN I WOULDN'T BE DOING THIS NOW BECAUSE SHE'D HAVE HER CHANCE LATER. SHE'S SENIOR TO ME. THAT'S GREAT. KEEP HER FOREVER. BUT I APPROACHED THE MAYOR ABOUT THIS ON SATURDAY AT ROSS CEMETERY AFTER WE BOTH GOT DONE WITH SOMETHING, AND I SAID, MAN, I JUST HAVE AN APPETITE TO SEE THIS HAPPEN. WE LIVE IN A TIME WHERE THINGS ARE SO MAGNIFIED AND THINGS ARE SO LOUD, AND I GUESS I DON'T HAVE A GOOD ENOUGH SENSE OF MYSELF TO KNOW THAT THIS IS WHAT MIGHT HAVE HAPPENED, THAT BAD FEELINGS MIGHT HAVE MANIFESTED AND I OWN THAT HERE. I'VE JUST DESCRIBED A GUY THAT I ADMIRE SIGNIFICANTLY, BUT SOMEHOW I'VE STEPPED IN IT AND I'LL OWN IT. I GUESS I DID, BUT ON THE I'VE HAD TWO CHANCES TO BE MAYOR PRO TEM TEMTEM OR WHATEVER YOU WANT TO CALL IT. IN MY TENURE. AND I'M GOING TO TELL YOU ABOUT THOSE TWO. THE MOST RECENT ONE WAS ABOUT A YEAR AGO, AND IT WAS MEMORIAL DAY, AND IT WAS AT THE VETERANS MEMORIAL. GEORGE, I DON'T REMEMBER WHERE YOU WERE, CHARLIE. I THINK YOU WERE IN TENNESSEE OR SOMETHING, AND I DON'T REMEMBER. MAYBE I'M WRONG, BUT I GOT TO GIVE THE MAYOR'S SPEECH, AND IT WAS THE FIRST MEETING OF THE ARMED SERVICES. AND ANYTHING WE HAD OUT THERE AFTER DD FOSTER DIED, ARTIE FOSTER WAS MCKINNEY GREAT. AND IT WAS ME WHO GOT UP THERE TO DO IT. THAT WAS AN INCREDIBLE HONOR. INCREDIBLE. AND I GOT TO DO IT. THE OTHER ONE WAS A HELL OF A LOT OF FUN, BUT THE OCTOBERFEST BEFORE THAT, WHEN I WAS VERY MUCH A FRESHMAN COUNCIL PERSON, THE MAYOR WAS GONE WHEN IT WAS TIME FOR OKTOBERFEST AND HE COULDN'T TAP THE KEG. THE MAYOR PRO TEM WAS NOT HAD SURGERY, THE MAYOR PRO TEM WAS NOT IN THE IN THE BEER BUSINESS.

I THINK CHARLIE WAS GONE SOMEWHERE THAT WEEKEND, BUT IT BASICALLY FELL TO ME. I GOT TO TAP THE KEG AT OKTOBERFEST. THERE'S JUST COOL STUFF THAT HAPPENS. THERE'S BEEN A BILLION

[00:45:05]

COOL THINGS THAT HAVE HAPPENED TO ME. OTHER THAN THOSE THINGS WHERE I GOT TO MAYOR PRO TEM TEMTEM. BUT I DO VIEW IT, AND I HAVE A VOTE. THERE'S NO MANUAL TO SAY HOW I NEED TO VOTE. I'D LIKE TO RAY TO GET HER FLOWERS ON THIS. I WANT TO SHOW MY APPRECIATION. THANK YOU, MR. MAYOR. MR. JONES, DO YOU HAVE ANYTHING? WELL, YOU KNOW, I GUESS I'LL SAY, YOU KNOW, I'VE.

I'VE BEEN ON VACATION THE LAST WEEK AND A HALF. I DID WHEN I SAW THIS ON THE AGENDA. I DIDN'T KNOW IT WAS GOING TO BE THIS, BIG OF A DEAL. I WOULD SAY THAT IT'S ACTUALLY, YOU KNOW, BEING THE FIRST YEAR ON COUNCIL, BUT I WILL SAY THIS. I MET GEORGE AND CHARLIE BACK IN 2017, AND A LOT OF, YOU KNOW, THIS, I RAN AGAINST CHARLIE AND I OBVIOUSLY I LOST, BUT AFTER THAT, AFTER THAT ELECTION, YOU KNOW, I WAS YOU KNOW, I MET WITH GEORGE AND I MET WITH CHARLIE, AND CHARLIE WAS ONE OF THE, YOU KNOW, BOTH OF THEM JUST THE MOST GRACIOUS PEOPLE, YOU KNOW, I'VE I'VE EVER MET IN MCKINNEY. YOU KNOW, THEY THEY INSTEAD OF TELLING ME, YOU KNOW, TO, YOU KNOW, GO AWAY.

THEY WAS BASICALLY TELLING ME YOU NEED TO STAY IN MCKINNEY AND STAY INVOLVED. AND HERE ARE SOME THINGS YOU COULD DO TO, YOU KNOW, GET MORE INVOLVED IN MCKINNEY. HERE'S SOME THINGS YOU CAN VOLUNTEER WITH. HERE'S SOME, YOU KNOW, TAUGHT ME ABOUT, YOU KNOW, WHAT DOES LEADERSHIP MCKINNEY I'M CLASS OF 18. I JOINED JOINED THE VERY NEXT YEAR AND YOU KNOW AND CHARLIE WAS NOT JUST EVEN AFTER THE ELECTION JUST YOU KNOW, EVERY OTHER MONTH WE WOULD GO TO LUNCH. HE WOULD, YOU KNOW, JUST JUST A FRIEND. AND CHARLIE IS A IS A YOU KNOW WHAT? I WOULD SAY THAT IS A TRUE FRIEND REGARDLESS OF THE POLITICAL ASPECT. CHARLIE IS A FRIEND. AND I HAVE YOU KNOW, THE UTMOST RESPECT FOR CHARLIE AND GEORGE, YOU KNOW, LIKE, AGAIN, A LOT OF THINGS I OWE FOR BEING ON COUNCIL TO GOING FROM 2017 TO WHERE I'M AT, RIGHT NOW IS DUE TO BOTH OF THESE INDIVIDUALS TO MY LEFT, I MET JERRY. BUT, WHEN I GUESS A COUPLE MONTHS BEFORE YOU WERE ELECTED, DISTRICT THREE AND, AND JUST LIKE I SEE A LOT OF MYSELF IN THIS, THAT WHEN I GOT INVOLVED IN MCKINNEY, NOBODY KNEW WHAT I DID, WHERE I CAME FROM, IN ANY OF MY ACCOMPLISHMENTS. IT'S. AND GEORGE AND CHARLIE TOOK THE TIME TO LEARN ABOUT WHAT I DONE AND LEARNED ABOUT MY ACCOMPLISHMENTS. I'M NOT JUST SOME, YOU KNOW, JUST YOU KNOW, SOME SOME PLUG IN, YOU KNOW, I'M, YOU KNOW, PRESIDENT OF A BANK. THE THINGS THAT I'VE DONE IN THE FINANCIAL WORLD THAT THAT ACTUALLY ADDS VALUE AND THAT VALUE IS RESPECTED. AND I LOOK AT JERRY THE SAME WAY. I MEAN, THERE'S THINGS SHE DOES THAT, THAT, THAT DOESN'T EVEN GET TALKED ABOUT, YOU KNOW, AROUND HERE THAT I MEAN SHE'S, SHE'S ALWAYS INVOLVED IN EVERYTHING AND, A MUCH BETTER SPEAKER TO ME, BY THE WAY. YOU KNOW, A LOT OF TIMES THERE'S THINGS ON MY MIND AND, WE, WE KIND OF ALIGN WITH. BUT I LET HER SPEAK BECAUSE SHE COULD DO IT BETTER. IT'S JUST PLAIN AND SIMPLE. AND I. AND WHEN I THINK OF MAYOR PRO TEM, FIRST OF ALL, IT'S MAYOR PRO TEM. I THINK THIS IS TO ME, I THINK THIS IS THE MAYOR'S DECISION, AND IT'S NOT FOR ME TO DEVOTE ON, REALLY, IS TO AFFIRM WHAT THE MAYOR DECIDES, BECAUSE HE'S ELECTING OR NOMINATING SOMEBODY THAT IN HIS ABSENCE WILL BE ABLE TO SPEAK FOR HIM. AND SO TO ME, IT'S A MAYOR PRO TEM. I MEAN, THAT'S THE WHOLE DEFINITION. SO WHOEVER THE MAYOR NOMINATES, I THINK THAT'S WHO WE SHOULD, YOU KNOW, FOLLOW. AND I THINK THERE'S NO BETTER PERSON, YOU KNOW, CHARLIE OR JERRY. THERE'S, YOU KNOW, ANYBODY OVER HERE? IF ANYBODY WAS NOMINATED, RICK PATRICK, I YOU KNOW, IF THE MAYOR WOULD HAVE NOMINATED ANY OF THEM, I WOULD HAVE BEEN, YOU KNOW, ON BOARD WITH IT. YOU KNOW, I JUST, YOU KNOW, I KIND OF SAID I DIDN'T GET NOMINATED. I WANT TO BE THE FIRST, BUT, BUT NO, IT'S, IT'S LEARNING OVER THE NEXT COUPLE OF DAYS WHEN WE'RE COMING OFF A VACATION HERE. I DO UNDERSTAND NOW THAT IT'S A, YOU KNOW, IT'S A BIGGER DEAL THAN I MADE IT OUT TO BE BECAUSE, AND I, YOU KNOW, I WILL SUPPORT THE MAYOR'S DECISION AND BECAUSE, AGAIN, JERRY, THERE IS NO WRONG DECISION HERE. AND TO ME, I HOPE THAT YOU WOULD STAY ON COUNCIL MORE THAN YOU KNOW, ANOTHER TERM. I HOPE THIS IS NOT IT. I HOPE THIS IS, YOU KNOW, JUST, YOU KNOW, A DECISION THAT HAS NOT BEEN MADE. BUT IF IT IS, YOU KNOW, WE'RE BLESSED TO HAVE YOU ON COUNCIL AND I'M, YOU KNOW, AND I'M THANKFUL TO BE ABLE TO KNOW YOU. YEAH. YOU DON'T HAVE TO IF YOU DON'T WANT TO. I WOULD LOVE TO SPEAK, ACTUALLY, SO FIRST OF ALL, THANK YOU. THANK YOU. GEORGE. THOSE WORDS WERE ABSOLUTELY UNEXPECTED. AND VERY MUCH APPRECIATED. AND I HOPE YOU KNOW HOW VERY HIGH IN REGARD YOU YOU SIT IN MY BOOK, THIS HAS BEEN AN AN THE HONOR OF MY LIFE. IF YOU TOLD ME WHEN I MOVED TO MCKINNEY 13 YEARS AGO THAT I

[00:50:05]

WOULD BE SITTING HERE AND THAT THERE WOULD EVEN BE A DISCUSSION AROUND THIS, THIS ITEM OF ME BEING THE MAYOR PRO TEM. I WOULD HAVE SAID YOU WERE CRAZY. ABSOLUTELY CRAZY, YOU KNOW, I'VE REALLY SPENT MY TIME HERE WORKING, RAISING KIDS AND SERVING MY COMMUNITY. MANY OF YOU HAVE HEARD THIS BEFORE, BUT I COME FROM A FAMILY THAT REALLY HAS BEEN IN MINISTRY, AND THAT'S PRIMARILY WHAT THEY DID. AND I DIDN'T GO INTO THE FAMILY BUSINESS IN THE TRADITIONAL SENSE. SO I LOOK AT MY SERVICE AS A MINISTRY, AND I DO TAKE IT EXTREMELY SERIOUSLY. I'VE HAD THE PLEASURE OF WATCHING THESE GUYS, AND I'VE FOLLOWED THEIR LEAD IN A LOT OF WAYS. THEY'VE TAUGHT ME SO MANY THINGS ABOUT HOW TO ENGAGE. AND HOW TO HAVE MEANINGFUL ENGAGEMENT WITH THE COMMUNITY, AND IT'S BEEN AN HONOR TO DO THAT. IT'S BEEN AN HONOR TO WATCH CHARLIE OVER THE LAST YEAR AS HE'S SERVED VERY I MEAN, CHARLIE IS A FIERCE DEFENDER OF THE COUNCIL OF MCKINNEY. HE IS A GREAT CHEERLEADER AND ADVOCATE. HE BRINGS TO LIGHT MEMBERS OF THIS COMMUNITY THAT OTHERWISE WOULD BE DISREGARDED. AND IT'S BEEN AN ABSOLUTE LEARNING EXPERIENCE WATCHING HIM AS HE SERVED THE CITY. SO, CHARLIE, I WANT TO SAY THANK YOU, AND YES, WE'VE HAD SOME CONVERSATIONS. I THINK ONE OF THE THINGS THAT WE BOTH FIND SOME COMMON GROUND ON IS OUR FAITH. AND WE'VE HAD TIME TO NOT JUST TALK, BUT ALSO PRAY. AND MY PRAYER IS THAT GOD REALLY SITS ON THIS COUNCIL, THAT WE ARE NOT SELF-SERVING PEOPLE, THAT HE KEEPS IN OUR FRONT VISION. THE MISSION, WHICH IS WE HAVE WORK TO DO IN THIS CITY. THERE ARE ISSUES THAT NEED TO BE ADDRESSED, PROBLEMS THAT NEED TO BE SOLVED, AND PEOPLE THAT NEED TO BE SERVED. AND THERE IS NOTHING ELSE THAT'S ON MY MIND BESIDES THOSE THINGS AT THIS POINT. SO I WANT TO SAY THANK YOU ALL AGAIN FOR GIVING ME THIS OPPORTUNITY. YOU KNOW, I LISTENED TO YOU, CHARLIE, AND ALL OF THE THINGS THAT YOU LISTED AS THE QUALIFICATIONS FOR WHAT A MAYOR PRO TEM REALLY SHOULD BE. AND THOSE THINGS. I'M GLAD YOU SAID THAT, BECAUSE I'M GOING TO GO BACK AND WATCH THIS AND MAKE SURE THAT AS I PROCEED THROUGH THIS NEXT YEAR, TO KEEP AN EYE ON THAT AND MAKE SURE THAT I'M ACCOMPLISHING THE DUTIES THAT ARE EXPECTED OF ME, WHAT I WILL SAY IS THERE HAVE BEEN MANY TIMES IN MY LIFE WHERE SOMEONE SAID PROBABLY I WASN'T THE RIGHT FIT, RIGHT? AND ALL OF US HAVE PROBABLY BEEN IN THAT SPACE, OR THERE'S BEEN SOME DOUBTS ABOUT WHETHER OR NOT THERE'S AN ABILITY TO FULFILL THOSE DUTIES, I WOULDN'T BE HERE IN LIFE IF I WEREN'T ABLE TO OVERCOME THOSE EXPECTATIONS. AND I KNOW IT TAKES SOME WORK TO DO THAT, AND MY FULL INTENT IS TO PUT IN THE WORK, AS I ALWAYS HAVE, AND TO CONTINUE TO SERVE THE CITY WITH MY ENTIRE HEART.

SO I JUST WANT TO SAY THANK YOU TO ALL, ALL OF YOU. SO I'VE MADE A MOTION. IS THERE A SECOND? I'LL SECOND ALL CAST YOUR VOTES. MOTION PASSES. WE'LL NOW MOVE ON TO ITEM OR CONSENT AGENDA. THESE

[CONSENT AGENDA]

ITEMS CONSIST OF NON-CONTROVERSIAL HOUSEKEEPING ITEMS REQUIRED BY LAW. ITEMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH REQUESTS PRIOR TO A MOTION AND VOTE ON THE CONSENT ITEMS. IS THERE ANY ITEM THAT COUNCIL WOULD LIKE TO PULL DOWN? IF NOT, ENTERTAIN A MOTION? MR. BARRETT, I MOVE THAT WE APPROVE THE CONSENT AGENDA AS PRESENTED BY STAFF. SECOND, PLEASE CAST YOUR VOTES. NEXT ITEM IS PLAT CONSIDERATION UNDER CHAPTER 212

[Consider/Discuss/Act on a Final Plat for Sister Grove Regional Water Resource Recovery Facility, Located in the City of McKinney Extraterritorial Jurisdiction (ETJ), Located on the East Side of CR 2933 and Approximately 400 Feet North of CR 336]

OF THE TEXAS LOCAL GOVERNMENT CODE 240065 FP. CONSIDER DISCUSS ACT ON A FINAL PLAT FOR SISTER GROVE REGIONAL WATER RESOURCE RECOVERY FACILITY LOCATED IN THE CITY OF MCKINNEY. EXTRA TERRITORIAL JURISDICTION LOCATED ON THE EAST SIDE OF COUNTY ROAD 29, 33 AND APPROXIMATELY 400FT NORTH OF COUNTY ROAD 336. THANK YOU, MISTER MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING. AS YOU READ, THIS IS A FINAL PLAT OUT IN THE NORTHEAST QUADRANT OF MCKINNEY'S EDGE, JUST NORTH OF NEW HOPE. SO THE PLAT ITSELF IS FOR THE SISTER GROVES NORTH TEXAS MUNICIPAL WATER DISTRICT WATER TREATMENT FACILITY. IT IS A STANDARD PLAT. IT IS ONLY HERE BEFORE YOU BECAUSE IT IS IN THE ETJ AND THEY ARE REQUESTING THE STANDARD, DEFERRALS FOR THE CONSTRUCTION OF OUR TYPICAL PUBLIC INFRASTRUCTURE. SO STAFF IS RECOMMENDING APPROVAL OF THE PLAT WITH THE CONDITIONS OUTLINED IN THE STAFF REPORT. AND I'M HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS FOR JENNIFER. ENTERTAIN A MOTION, MAKE A MOTION. WE APPROVE THIS ITEM A SECOND. PLEASE CAST YOUR VOTES. THE NEXT ITEM REGULAR AGENDA PUBLIC HEARING ITEM IS ITEM 240002M2. CONDUCT A PUBLIC

[Conduct a Public Hearing to Consider/Discuss/Act on an Amendment to Section 203 (Procedures) of the Zoning Regulations found in Chapter 150 (Unified Development Code) of the Code of Ordinances, and Accompanying Ordinance]

[00:55:05]

HEARING TO CONSIDER AN ACT ON AMENDMENT TO SECTION 203 OF THE ZONING REGULATIONS FOUND IN CHAPTER 150 UNITED DEVELOPMENT CODE UNIFIED DEVELOPMENT CODE. EXCUSE ME OF THE CODE OF ORDINANCES AND ACCOMPANYING ORDINANCE. AGAIN, THANK YOU, MISTER MAYOR JENNIFER ARNOLD, DIRECTOR OF PLANNING, SO WE ARE STAFF IS ACTUALLY BRINGING THIS A PROPOSED AMENDMENT TO OUR ZONING ORDINANCE TO MODIFY THE BOA BOARD OF ADJUSTMENTS PROCESS WITHIN THE PROVISIONS OF STATE LAW AND WITHIN OUR CURRENT UDC, THE BOARD OF ADJUSTMENT HAS JURISDICTION OVER A HANDFUL OF SPECIFIC REQUESTS. THOSE ARE OUTLINED HERE ON THE POWERPOINT PRESENTATION. GENERALLY SPEAKING, THEIR SCOPE OF CONSIDERATION IS FAIRLY REFINED AND LIMITED BASED ON STATE LAW.

HOWEVER, THERE ARE TWO TYPES OF REQUESTS THAT CAN GO BEFORE THE BOARD OF ADJUSTMENT SPECIAL EXCEPTIONS AND VARIANCES THAT ALLOW A LITTLE BIT MORE FLEXIBILITY UNDER THE CITY'S CURRENT CODE VARIANCE REQUESTS TO THE BOARD OF ADJUSTMENT ARE LIMITED TO ONLY DIMENSIONAL STANDARDS CURRENTLY, MEANING A SETBACK PREDOMINATE IS WHAT WOULD BE GOING BEFORE THE BOARD OF ADJUSTMENT. STAFF HAS REVIEWED THIS WITH OUR BUILDING INSPECTIONS. WE'VE DONE SOME RECON WITH SOME SISTER CITIES, AND WE ARE ACTUALLY PROPOSING TO REMOVE THAT LIMITATION FOR DIMENSIONAL STANDARDS FOR THOSE VARIANCE REQUESTS TO BOA SO THAT REQUEST TO THE BOARD OF ADJUSTMENT COULD INCLUDE ADDITIONAL ITEMS BEYOND JUST THOSE THAT RELATE TO A SETBACK.

I DO WANT TO NOTE A COUPLE OF THINGS AS IT RELATES TO THIS. THIS WOULD NOT CIRCUMVENT A ZONING REQUEST OR A ZONING CHANGE. THERE'S A VERY LIMITED SCOPE FOR THE BOA WHEN CONSIDERING THESE TYPES OF REQUESTS. IT DOES HAVE TO BE FOUNDED ON A HARDSHIP WHERE THE LITERAL ENFORCEMENT OF THE CODE IS PROHIBITIVE FOR THIS SITE AND CONSIDERATIONS. BOARD OF ADJUSTMENT IS CONSIDERED A QUASI JUDICIAL BOARD, MEANING ANY APPEALS TO THE BOARD OF ADJUSTMENT ACTUALLY GO THROUGH THE COURT SYSTEM, AND NOT NECESSARILY THE COUNCIL, AND SO BY MODIFYING THIS, THERE WAS SOME QUESTIONS AT THE PLANNING AND ZONING COMMISSION ABOUT, YOU KNOW, IS THIS A GOOD THING OR A BAD THING? WE DO FIND THAT IT'S COMPARABLE TO OTHER COMMUNITIES, AND WE DO FEEL LIKE THE SCOPE AND LIMITATIONS FOR THE BOARD OF ADJUSTMENT AND THE APPEAL PROCESS, ARE STILL VERY WELL CONTAINED FOR US, SO WITH THAT, WE ARE RECOMMENDING APPROVAL OF THIS CHANGE. I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE OTHERWISE. THIS IS A PUBLIC HEARING ITEM. ANY QUESTIONS? JENNIFER, YOU'RE ALSO THE APPLICANT. YOU WANT TO SAY ANYTHING I THINK I GOT IT IN. THANK YOU. ALL RIGHT. IS THERE ANYONE WOULD LIKE TO SPEAK TO THIS ITEM? SEEING NONE. ENTERTAIN A MOTION. MOTION THAT WE APPROVE THE ITEM AS PRESENTED. SECOND, AND CLOSE THE PUBLIC HEARING AND CLOSE THE PUBLIC HEARING. PLEASE CAST YOUR VOTES. THANK YOU. EXCUSE ME. THANK YOU, ITEM 241626. CONSIDER AN ACT ON AN ORDINANCE AMENDING

[Consider/Discuss/Act on an Ordinance Amending the Fiscal Year 2023-2024 Annual Budget and the Capital Improvements Program to Provide Funding for Planning and Design of the Airport Eastside Development and Infrastructure Project]

THE FISCAL YEAR 2023 2024 ANNUAL BUDGET AND THE CAPITAL IMPROVEMENTS PROGRAM TO PROVIDE FUNDING FOR PLANNING AND DESIGN OF THE AIRPORT. EASTSIDE DEVELOPMENT AND INFRASTRUCTURE PROJECT. GOOD MORNING. I'M SORRY. GOOD EVENING. IT FEELS LIKE MORNING, COUNCIL. HERE WITH A KIND OF A HOUSEKEEPING ITEM. THIS ITEM IS, KIND OF A CONTINUATION OF THE DISCUSSIONS WE'VE HAD PREVIOUSLY. IN FEBRUARY OF THIS YEAR, THE COUNCIL ADOPTED A RESOLUTION DIRECTING STAFF TO GO TO THE CDC AND THE CDC TO REQUEST GRANT FUNDING FOR THE DESIGN AND PLANNING EFFORTS ON THE EAST SIDE OF THE AIRPORT. SINCE THAT TIME, WE'VE BEEN WORKING WITH THE CDC AND CDC. ON APRIL 16TH, THE CDC APPROVED A GRANT OF $1.7 MILLION, AND ON MAY 23RD, THE CDC BOARD APPROVED A GRANT OF $3.6 MILLION. THIS IS THE KIND OF HOUSEKEEPING ITEM TO MOVE THOSE FUNDS FROM. THE FUND BALANCE OF EACH OF THOSE ENTITIES INTO OUR CIP PROJECT FOR THE DESIGN EFFORTS, SO THAT WE CAN GET FORWARD WITH THOSE, CONTRACTS, WITH THAT, I'D BE HAPPY TO ANSWER ANY QUESTIONS. ANY QUESTIONS FOR BARRY, ENTERTAIN A MOTION, MAKE A MOTION THAT WE APPROVE THE ITEM AS PRESENTED. SECOND IS CAST YOUR VOTES.

ALL RIGHT. THAT WRAPS UP OUR AGENDA FOR. WE'VE ALREADY DONE, PUBLIC COMMENTS. NOT ON THE

[COUNCIL AND MANAGER COMMENTS]

AGENDA. IS THERE ANY COMMENTS WOULD LIKE TO BE MADE BY COUNCIL? I DON'T WANT TO GO OUT OF LINE, BUT, A COUPLE OF THINGS . THE MAYOR AND I HAD AN OPPORTUNITY. DOCTOR FELTS HAD AN OPPORTUNITY TO GO TO A DEDICATION AT ROSS CEMETERY. I'M A LITTLE BIT EMBARRASSED TO SAY THIS IS MY FIRST TIME OUT THERE, BUT MY FRIEND SUSIE ADMITTED IT TO ME, SO I'M GOING TO ADMIT IT TO ALL OF Y'ALL, THAT IT WAS MY FIRST TIME. IT IS A MAGNIFICENTLY BEAUTIFUL PIECE OF

[01:00:02]

LAND OUT THERE. THAT IS THE CEMETERY FOR THE PEOPLE OF COLOR . HISTORICALLY, HERE IN MCKINNEY, THE WORK DONE FOR THE CEREMONY WAS INCREDIBLE. THERE'S A HISTORICAL MARKER OUT THERE NOW THAT'S ABSOLUTELY INCREDIBLE. BASICALLY, IF YOU IF YOU'RE ON HIGHWAY FIVE GOING SOUTH FROM EL DORADO AND YOU TURN ON HARRY MCKILLOP, YOU CAN ONLY TURN LEFT, TAKE THE FIRST EXIT, YOU'LL GO INTO THIS MUDDY UNDERPASS AND THEN IT'S THE FIRST THING THERE ON YOUR RIGHT.

YOU CAN DRIVE UP INTO IT. IT'S REMARKABLE, BUT WE HAVE A PROBLEM OUT THERE. AND THE PROBLEM IS. AND IT'S BEEN GOING ON FOR A NUMBER OF YEARS. BUT, YOU KNOW, I'D LIKE TO GET A, YOU KNOW, PEOPLE'S SUPPORT AND PRAYERS ON THIS THAT WE'VE GOT SOME EROSION GOING ON OUT THERE ON SOME LAND THAT I THINK IS OWNED BY DART, AND WE NEED TO HELP STEM THAT. AND THE MAYOR OF ALLEN WAS OUT THERE AND WE'RE GOING TO WORK TOGETHER TO WORK ON THAT AND, HELP GET THAT SITUATED BECAUSE IT'S A REMARKABLE PIECE OF HISTORY OUT THERE, SECOND THING THAT I ATTENDED LAST NIGHT WAS THE BINGO AT GATHER, WHICH THEY DO EVERY MONDAY NIGHT. I BELIEVE, BUT I'VE NEVER GOT TO GO. AND THIS ONE, THEY DO IT TO BENEFIT SOMEBODY. AND THEY BENEFITED MY BUDDY OR OUR BUDDY JASON HERNANDEZ AND HIS STORE OVER THERE FOR THE FIRST TIME. IT WAS SOLD OUT. THEIR SOUND SYSTEM SEEMED PROFOUNDLY INADEQUATE WITH THE DIN OF NOISE THAT WAS BEING GENERATED, BUT A LOT OF MONEY WAS RAISED FOR LA TIENDITA, JASON ESTIMATED TO ME LAST NIGHT. THERE'S BETWEEN 7000 $510,000 FOR THAT STORE IN THE FOOD DESERT, AND IT STRUCK ME, YOU KNOW, I GRADUATED LEADERSHIP MCKINNEY IN 2013, AND THE CLASS OF 2024 JUST GRADUATED. AND ONE OF THE MEMBERS ON THAT BOARD IS HELEN BARILLAS. AND SHE HAD, GOTTEN THEIR LEADERSHIP CLASS OUT THERE. AND I WANT TO TELL YOU, WHEN I LOOKED AROUND THAT ROOM AND WAS TALKING TO A NUMBER OF THOSE PEOPLE, I FELT SO MAGNIFICENTLY GREAT ABOUT THE FUTURE OF THIS CITY AND WHAT THE LEADERSHIP OF THE CITY IS GOING TO LOOK LIKE IN A NUMBER OF YEARS. THANK YOU, MR. MAYOR. DO YOU HAVE ANYTHING? I WANTED TO TALK ABOUT THE SUNSET AMPHITHEATER BECAUSE WE WERE TALKING ABOUT MUSIC EARLIER AND HOW EXCITED I AM TO SEE THAT IT'S TOO BAD WE HAVE TO WAIT TILL 2026. BUT THEY'RE SELLING SUITES RIGHT NOW, AND IF ANYBODY OUT THERE WOULD LIKE TO BUY A SUITE, YOU NEED TO GO AHEAD AND CALL AND GET ON THE LIST, THEY HAVE A IT'S SUNSET AMPHITHEATER.

IT'S ON THE INTERNET, BUT I'M ACTUALLY GOING TO GO. I BOUGHT A SUITE. I'M ACTUALLY GOING UP TO COLORADO SPRINGS. THEY'RE OPENING UP THEIR FIRST VENUE IN AUGUST, AND I WANT TO SEE IT.

AND SO WE'RE GOING UP THERE THE FIRST WEEK. THEY'RE OPEN. THAT'S ALL I HAD, MICHAEL AND I JUST I'M SORRY I STARTED SMILING. THANKS FOR BUYING US A SUITE, RICK. THANK YOU. I NEED THAT BOYS TO MEN TICKETS. OKAY. OH, NO. I HAD THE, IT'S. I JUST WANT TO LET EVERYBODY KNOW AGAIN ON WEDNESDAY, JUNE 12TH, THERE WILL BE ANOTHER CHARTER COMMISSION MEETING THAT WILL BE BROADCAST HERE AT THE CITY COUNCIL CITY HALL HERE, PLEASE VIEW AND ATTEND THE CONVERSATION. THIS WAS, PICKED BY THE COUNCIL MEMBERS, BUT IT'S REPRESENTATIVE OF DIFFERENT MEMBERS OF OUR COMMUNITY. AND THEY WILL BE DISCUSSING THE CHARTER, A POTENTIAL, NEW CHARTER THAT WILL BE GOING ON THE, PRESIDENTIAL, THE NOVEMBER BALLOT, I'VE BEEN OUT, BUT I DID HAVE THE, THE GREAT, THIS MORNING. I ATTENDED THE MAPLE STREET BISCUIT COMPANY. THEY HAD A COMMUNITY BREAKFAST. AND IF ANYBODY THAT HAVEN'T BEEN UP AT THE 380 IN, HARDENED RIGHT NOW AROUND COSTCO, YOU CAN SEE THERE'S A MASSIVE DEVELOPMENTS GOING ON RIGHT NOW. AND WITH THAT DEVELOPMENT, THERE ARE A LOT OF NEW RESTAURANTS. AND I ENCOURAGE EVERYBODY TO GO OUT AND TRY ALL THESE NEW RESTAURANTS. AND ONE BEING THAT THE MAPLE STREET BISCUIT COMPANY, I MEAN, THE FOOD WAS AMAZING. I GOT TO MEET A LOT OF PEOPLE, A LOT OF PEOPLE IN THE COMMUNITY THERE. I GOT TO MEET THE OWNER AND THEY THERE EXCITED TO BE HERE IN MCKINNEY. AND I'M THANKFUL THAT WE ARE GETTING, GETTING A LOT OF DO A LOT OF NEW DIVERSE RESTAURANTS IN, IN THE AREA. OKAY SO WE MISSED COMMENTS AT THE LAST MEETING, SO I HAVE TO CATCH UP. I'M GOING TO GO BACK. I WANTED TO SAY THANK YOU PUBLICLY TO MALEY FOR HOSTING YET ANOTHER BRILLIANT WOMEN IN SERVICE LUNCHEON OF A FEW WEEKS AGO. IT'S ALWAYS MOTHER'S DAY WEEKEND, AND IT'S A WONDERFUL OPPORTUNITY TO GET ALL OF THE LADIES IN THE CITY TOGETHER AND JUST CELEBRATE EACH OTHER. THANK YOU, AJ, FOR HELPING HER TO PUT THAT TOGETHER, ALSO WANTED TO THANK PASTOR DEBORAH BRADFORD IN THE AUDIENCE TODAY. SHE HAD AN INCREDIBLE COMMUNITY EVENT OVER AT THE WOODSIDE VILLAGE APARTMENTS, WHERE THERE WERE A LOT OF CLOTHES AND SHOES AND PERFUME AND JEWELRY THAT WAS DONATED AND WHAT SHE DID WAS SET UP THAT COMMUNITY CLUBHOUSE AND ALLOWED THOSE LADIES TO COME IN.

AND NO COST TO THEM. THEY GOT A SHOPPING BAG. THEY FILLED THEIR SHOPPING BAGS WITH CLOTHES AND SHOES AND ALL KINDS OF THINGS. JUST THE EXCITEMENT. I THINK THOSE WOMEN DEFINITELY FELT

[01:05:02]

LOVED AND EMBRACED, AND I JUST WANTED TO PUBLICLY THANK PASTOR BRADFORD AND ALL OF HER CREW WHO'S BACK THERE IN YELLOW SHIRTS WITH HER FOR PUTTING THAT TOGETHER, BECAUSE IT'S A REALLY WONDERFUL EVENT AND I HOPE TO SEE IT CONTINUE OVER THE YEARS, I ATTENDED THE POLICE AWARDS BANQUET AS WELL. WE HAD HEARD AN INCREDIBLE STORY. I DON'T REMEMBER WHAT THE NAME OF THE SPEAKER WAS. YES. AND I MEAN, JUST AN INCREDIBLE STORY OF A POLICE OFFICER WHO UNFORTUNATELY WAS REAR ENDED IN HIS POLICE CAR, CAUGHT ON FIRE, AND HE WAS SEVERELY BURNED IN THE PROCESS AND WAS DISABLED, BUT HAS CONTINUED A LIFE OF SERVICE. IT WAS AN HONOR TO JOIN, THE CREW THERE, BUT ALSO TO GET A CHANCE TO CELEBRATE AND RECOGNIZE OUR INCREDIBLE POLICE DEPARTMENT AS WELL, THE SMILES CHARITY EVENT IS ALWAYS EVERY MEMORIAL DAY WEEKEND, AND YET HAD ANOTHER GREAT YEAR. SO I WANTED TO THANK DOCTOR BUCHANAN FOR HER ONGOING EFFORTS WITH THAT, THE SOLID ROCK MASONIC LODGE HAD THEIR INSTALLATION OF OFFICERS THIS WEEKEND OVER AT NEW JERUSALEM CHURCH, AND THAT GROUP OF GUYS HAVE JUMPED IN TO MCKINNEY NOT THAT LONG AGO, BUT HAVE VOWED TO COME AND BE OF BENEFIT HERE AND HAVE BEEN SERVING IN THE COMMUNITY. SO I WANTED TO RECOGNIZE THEM AND THANK THEM AS WELL. AND THEN LASTLY, JUST TO THANK ALL OF THE FOLKS WHO ARE SERVING ON THE CHARTER REVIEW COMMITTEE, IT IS NOT EASY TO COME AND KIND OF ARGUE ABOUT WHAT YOU THINK SHOULD HAPPEN AND WHAT SHOULDN'T HAPPEN. AND WE'VE HAD A LOT OF REALLY ROBUST CONVERSATIONS, AND THESE ARE FOLKS WHO ARE DONATING THEIR TIME. THEY'RE NOT GETTING PAID TO DO THAT, BUT THEY'RE SPENDING TIME RESEARCHING AND READING AND TRYING TO FIGURE OUT AMONGST THEM WHAT THEY REALLY FEEL IS BEST FOR THE CITY. AND I HAVE A LOT OF FAITH IN THAT GROUP, SO I JUST WANTED TO PUBLICLY THANK THEM AS WELL. SO WE'RE ABOUT 73 DAYS AWAY FROM HIGH SCHOOL FOOTBALL SEASON. THERE'S NOT A LOT TO REPORT. I DO WANT TO THANK THE MEMBERS OF THE HISTORIC PRESERVATION ADVISORY BOARD. COULD YOU GUYS STAND UP FOR US, PLEASE? THANKS TO EACH OF YOU FOR YOUR SERVICE TO THE TEAM. AND THANK YOU FOR COMING OUT THIS EVENING, THE ONLY COMMENT I HAVE OUTSIDE OF THAT IS I WOULD LIKE YOU TO KEEP AMY BELLER, JUSTIN'S WIFE, IN YOUR PRAYERS FOR A SPEEDY RECOVERY. THANK YOU. LAST FRIDAY, I GOT THE OPPORTUNITY TO ATTEND MURAL FEST, THIS IS ORGANIZED BY MILL HOUSE, BETH BECK AND HER SISTER, AND IT WAS A GREAT EVENT. THEY DO THIS EVERY YEAR. IT'S BEEN NOW IT'S A TRADITION THAT TENDS TO HAPPEN AT THE END OF MAY EVERY YEAR, WHERE, YOU KNOW, BETH IS A WE HAD A FEW A FEW MONTHS AGO, WE HAD A SPEAKER HERE, WHO TALKED ABOUT CO-CREATORS, THOSE IN THE COMMUNITY WHO HELPED CREATE THINGS OF VALUE AND PARTICULAR CULTURAL VALUE OR VALUE. THAT IS LOVE NOTES TO THE COMMUNITY. AND BETH IS RIGHT IN THAT CATEGORY, FOR SURE, WHAT SHE'S DONE AT MILL HOUSE IS REMARKABLE. I REMEMBER WHEN SHE EXPLAINED IT TO ME WHEN SHE FIRST HAD THE IDEA OF MILL HOUSE. I SAID, OKAY, SOUNDS GREAT, I HAD NO IDEA HOW IT WOULD EVEN HOW IT EVEN WORKED.
