REPORTS. I BELIEVE BOARD LIAISON UPDATES 24 1677. OH, CINDY MCKINNEY. GOOD MORNING, MR. CHAIRMAN. MR. PRESIDENT, MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES, CITY MANAGER. A FEW ITEMS TO UPDATE YOU ON LAST WEEK. JUNE 12TH WAS THE SECOND OF FOUR SCHEDULED MEETINGS OF THE CHARTER REVIEW COMMISSION, GOOD MEETING. WE HAD, CHAIRMAN BILL COX AND VICE CHAIRMAN MARY ANN RADLEY DID A NICE JOB FACILITATING THE MEETING, THAT MEETING SPECIFICALLY TALKED MOSTLY ABOUT, COMPOSITION OF THE CITY COUNCIL, FUTURE COMPOSITION. IN OTHER WORDS, HOW MANY SEATS AND HOW MANY DISTRICTS, IF ANY, VERSUS, I SHOULD SAY HOW MANY AT LARGE, IF ANY. AND IT WAS A GOOD CONVERSATION. NO, NOTHING WAS DECIDED YET. THAT FINAL DECISION WILL BE MADE, PROBABLY AT THE LAST MEETING, WHICH IS CURRENTLY SCHEDULED FOR JULY 10TH, THEY HAVE ANOTHER MEETING AS NEXT WEEK, JUNE 26TH. THAT MEETING IS GOING TO TALK ABOUT COMPENSATION MATTERS RELATED TO CITY COUNCILS, FUTURE CITY COUNCILS AND THEN THE LAST MEETING WILL BE SORT OF A CATCH ALL WRAP UP FINAL, ARRIVE AT THE FINAL RECOMMENDATION, AND THEN THAT THEY WILL REPORT OUT TO THE CITY COUNCIL AT A WORK SESSION ON JULY 23RD. AND THEN THAT WILL BE AN ADVISORY OPINION. THE CITY COUNCIL WILL THEN DO WITH THAT WHAT THEY WISH, BUT THEY IF THEY'RE GOING TO CALL AN ELECTION, THEY WILL CALL AN ELECTION. AT THE FIRST MEETING IN AUGUST. WE ARE HEAVY IN BUDGET PREPARATION, OF COURSE. IN FACT, TONIGHT, EVERY JUNE WE HAVE A DISCUSSION ABOUT POTENTIAL EXEMPTIONS, HOMESTEAD EXEMPTION OR CURRENT SENIOR AND ELDERLY AND DISABLED EXEMPTION. RIGHT NOW IT'S $85,000. WE RAISED IT LAST YEAR AND I THINK ANOTHER $5,000, SO THE COUNCIL REVIEWS THAT EVERY YEAR. WHY IN JUNE? BECAUSE NUMBER ONE, WE NEED TO HAVE THAT INFORMATION PREPARED FOR THE BUDGET. BUT NUMBER TWO, WE HAVE TO REPORT TO CAD THE APPRAISAL DISTRICT, WHAT OUR INTENTION IS BY THE END OF THE MONTH, IF WE'RE GOING TO ADOPT ANY MORE INCREASE IN THE EXEMPTION. SO WE HAVE THOSE DISCUSSIONS, IN JUNE OF EVERY BUDGET SEASON. A COUPLE OF OTHER NICE ITEMS TO SHARE WITH YOU. WE HAVE, OUR BUILDING INSPECTIONS DEPARTMENT JUST RECEIVED THEIR ISO RATINGS. THEY'VE THEY'VE COME IN, THEY'VE GOTTEN A TWO POINT IMPROVEMENT IN EACH CATEGORY, FOR THEY GET ONE OF THE CATEGORIES IS RESIDENTIAL, BOTH MULTIFAMILY AND SINGLE FAMILY. AND THEN THE OTHER ONE IS NONRESIDENTIAL. AND THEY GOT TWO UPGRADES IN EACH OF THOSE CATEGORIES. SO THERE ARE THREE AND A TWO RESPECTIVELY. SO WE'RE[00:05:03]
HAPPY TO SEE THAT SIGNIFICANT IMPROVEMENT. IT WAS A FIVE AND A FOUR BEFORE. SO GOOD WORK BY OUR BUILDING INSPECTIONS DEPARTMENT. IN FACT, TODAY AT WORK SESSION, WE WILL RECOGNIZE THEM. THE COUNCIL WILL THEY'LL SHARE SORT OF WHAT THE ISO IS ALL ABOUT. AND, WE'LL GIVE THEM A SORT OF PUBLIC RECOGNITION FOR THAT. AND THEN FINALLY, I WOULD LIKE TO SHARE WITH YOU OUR COMMUNICATIONS DEPARTMENT, DO THEY DO A GREAT JOB EVERY YEAR? OF COURSE. AND THEY'RE RECOGNIZED STATEWIDE FOR BEING ONE OF THE LEADING MUNICIPAL COMMUNICATIONS DEPARTMENTS. THE TRADE CONFERENCE THAT THEY ATTEND EVERY YEAR IS THE TEXAS ASSOCIATION OF MUNICIPAL INFORMATION OFFICERS. TAMIO IS THE ACRONYM. IT WAS IN SAN ANTONIO A COUPLE OF WEEKS AGO.TAMIO IS AN AFFILIATE OF THE TEXAS MUNICIPAL LEAD LEAGUE, AND EVERY YEAR THEY THEY DO A TAMI AWARDS, TAMMY TAMMY AWARDS, OR THE TAMMY'S THEY CALL THEM. WE WALKED AWAY WITH HARDWARE SEVEN DIFFERENT CATEGORIES, WE HAD THE HIGHEST RECOGNITION AWARDED FOR SOLAR ECLIPSE COMMUNICATIONS POSTER, I KNOW AARON BACK HERE WAS A KEY PART OF THAT AS WELL, WORKING WITH OUR COMMUNICATIONS DEPARTMENT. BEST OVERALL USE OF SHORT FORM VIDEOS, BEST USE OF HUMOR VIDEO RED, WHITE AND BOOM DAD JOKES. AWARD OF EXCELLENCE. THERE ARE TWO CATEGORIES. TWO OF THOSE, INNOVATION AWARD FOR TAYLOR SWIFT WEEK AND PSA MARKETING VIDEO TINY DOORS RIBBON CUTTING, AND THEN FINALLY TWO HONORS UNDER THE AWARD OF HONOR INTERNAL COMMUNICATIONS, WHAT WE CALL REAL LIKE REAL REEL, REAL TALK AND THEN CREATIVE WITH LEAST DOLLARS IN SIX IN SEA REELS. THE BYRON NELSON, DOWNTOWN MCKINNEY HOLIDAY SHOPPING AND MCKINNEY PARKS. SO THEY DID, AS USUAL, PERFORM VERY HIGHLY IN THERE AND RECOGNIZED BY THEIR PEERS AS ONE OF THE TOP, COMMUNICATIONS OPERATIONS AND MUNICIPAL GOVERNMENT THAT THERE ARE SO PROUD OF THEM FOR THAT. AND I WILL STAND FOR ANY QUESTIONS. QUESTIONS COMMENTS. OR SNIDE REMARKS. I'M ALWAYS WELCOME. I ALWAYS OFFER THE STAFF WHEN I MEET WITH THEM. SNIDE REMARKS. THOSE ARE WELCOME TOO. THANK YOU PAUL. ALL RIGHT. THANK YOU VERY MUCH, LISA IS NOT HERE, AND CINDY'S NOT HERE. AARON'S HERE.
AARON'S ALWAYS HERE. AARON'S ALWAYS HERE. OKAY HAPPY TO BE HERE, MR. CHAIR. MR. PRESIDENT, MEMBERS OF THE BOARD. AARON WARNER, EXECUTIVE DIRECTOR OF VISIT MCKINNEY. WHAT IF I TOLD YOU THAT WE HAD A 96% OCCUPANCY RATE IN MCKINNEY AT OUR HOTELS ON MAY 25TH OF THIS YEAR? NO WAY. WHAT IF I TOLD YOU THAT LOOKING AT PREVIOUS YEARS, THAT IS ONLY A 0.8% INCREASE FROM THAT SAME DAY A YEAR AGO, SO THAT THAT'S A LITTLE EXAMPLE FOR YOU OF SOME OF THE NUMBERS THAT WE'RE SEEING ONCE YOU HIT THIS TIME OF YEAR IN MCKINNEY, WE COLLECT A WEEKLY REPORT. SO WE SEE EVERY SINGLE DAY COMPARED TO LAST YEAR, YOU GET ANYWHERE CLOSE TO A THURSDAY, FRIDAY OR SATURDAY IN MCKINNEY. YOU'RE, YOU'RE SEEING CONSISTENTLY OVER 90, UPWARDS OF 96% OCCUPANCY.
AND AGAIN, TYPICALLY WHEN YOU COMPARE THAT TO THE PREVIOUS YEAR, IT'S ONLY A SLIGHT INCREASE FROM WHERE WE WERE, BECAUSE THAT IS THE DEMAND OF OUR HOTELS AT THIS TIME. A LOT OF THAT IS COMING FROM SPORTS, SOME CONVENTIONS, SOME ASSOCIATION, BUT A LOT OF THAT IS SPORTS. IF YOU WALK INTO THE HOTELS, YOU'RE GOING TO SEE KIDS CARRYING BASEBALL BATS AND TENNIS RACKETS AND ALL TYPES OF OTHER, ALL TYPES OF OTHER EQUIPMENT. AND THAT'S ONE OF OUR FOCUSES AT VISIT MCKINNEY RIGHT NOW. IS, IS OUR SPORTS MARKET. SO MY TEAM, MARIE AND I ACTUALLY WENT TO MESA, ARIZONA. I GUESS IT WAS A WEEK AND A HALF AGO, FOR AN EVENT CALLED THE INVITATIONAL. IT WAS A SMALL KIND OF BOUTIQUE, CONFERENCE WHERE YOU HAD ONE ON ONE MEETINGS WITH, WITH, WITH SPORTS PLANNERS AND TOURNAMENT PROVIDERS FROM ALL ACROSS THE COUNTRY, WE HAVE NOT MADE OUR, SELF, PRESENT AT THESE, TYPES OF EVENTS IN THE PAST. AND THIS IS OUR SECOND SPORTS CONFERENCE THAT WE'VE, WE'VE ATTENDED SINCE I TOOK OVER, VISIT MCKINNEY.
MCKINNEY WAS THE TALK OF THE ENTIRE CONFERENCE BEING PRESENT THERE, THE FACILITIES WE HAVE, THE EVENTS THAT WE ALREADY HOST IN MCKINNEY AND THE FACT THAT WE'RE FAIRLY NEW TO BEING FACE TO FACE WITH THESE PLANNERS. WAS A HUGE OPPORTUNITY FOR US, AND SO WE'RE GOING TO CONTINUE DOING THAT. WE'RE GOING TO CONTINUE TO ATTEND THESE EVENTS AND HOPEFULLY WE'LL BRING SOME SOME BIG NAMES BACK. BUT WE WERE SITTING ONE ON ONE WITH THE BIGGEST IN THE INDUSTRY, INCLUDING THE NCAA, THE, ALL THE WAY DOWN TO SOME OF THE LARGEST BASEBALL PROVIDERS AND OTHERS IN THE COUNTRY. SPEAKING OF SPORTS, WE FULLY ANTICIPATE ON JULY FIRST OF THIS YEAR A MAJOR ANNOUNCEMENT FOR REALLY A ONCE IN A LIFETIME OPPORTUNITY FOR MCKINNEY TO HOST A SIGNIFICANT EVENT HERE IN OUR COMMUNITY COME NOVEMBER, SO THAT'S MY TEASER FOR YOU TO PAY ATTENTION TO ANY
[00:10:04]
ANNOUNCEMENTS THAT MAY COME JULY 1ST, TWO MORE THINGS FOR YOU GUYS. I DID SPEAK WITH ARCH STREET THIS WEEK, BECAUSE I'M ANXIOUS TO GET ANOTHER HOTEL ON OUR ON OUR BOOKS, THEY FULLY ANTICIPATE HOTEL DENISON TO BE OPEN AND OPERATING COME OCTOBER, BARRING ANY SIGNIFICANT, CONSTRUCTION ISSUES, MY TEAM IS GOING TO MEET WITH THEM LATE JULY, ACTUALLY, TO TALK ABOUT SOME OF THE THINGS THAT WE ALREADY HAVE, TOWARDS THE END OF THE YEAR AND HOW WE MAY BE ABLE TO GET SOME, ROOM NIGHTS OVER THERE. AND LASTLY, IT'S A BUSY MONTH IN GENERAL. THERE'S A LOT HAPPENING THROUGHOUT OUR COMMUNITY, THIS COMING FRIDAY, WE HAVE MAKE MUSIC DAY AT OUR OFFICE. SO WE HAVE AROUND 45 HARMONICAS THAT ARE AVAILABLE FOR KIDS OR PEOPLE OF ALL AGES.I DON'T WANT TO SINGLE ANYONE OUT. JON CHRISTOPHER DAVIS IS GOING TO BE ON SITE TO TEACH ANYONE WHO ATTENDS HOW TO PLAY THE HARMONICA, AND SO WE'LL HAVE A LITTLE FUN WITH THAT. BUT THOSE TYPE OF THINGS ARE HAPPENING ALL THE TIME RIGHT NOW. SO PAY ATTENTION TO OUR SOCIAL MEDIA, OUR EMAIL NEWSLETTERS, AND ALL THE ABOVE TO JOIN US. THAT'S ALL I HAVE STAND FOR. ANY QUESTIONS? NO. NO QUESTIONS. WHEN YOU SAY OCCUPANCY FOR YOUR HOTELS, IS THAT ALL CATEGORIES OF HOTELS, OR IS THAT CERTAIN SIZE HOTELS THAT YOU RATE THOSE. THAT'S EVERY HOTEL, SO THE TOTAL OCCUPANCY NUMBER INCLUDES ALL 22 ACTIVE PROPERTIES IN THE CITY.
YEAH SO I HAD 31 FAMILY MEMBERS IN TOWN THIS PAST WEEKEND, AND I ACTUALLY I ALLOWED FIVE TO STAY AT MY HOUSE. THAT'S OKAY. EVERYBODY ELSE WE ALLOW VISITING FAMILY. EVERYBODY ELSE HAD A HOTEL ROOM, EVERYBODY ELSE HAD A HOTEL ROOM AND SPENT MONEY AND, YEAH. LOVE DOWNTOWN. THAT'S GREAT. COMPLAINTS THIS PAST WEEKEND, OCCUPANCY RATES FRIDAY AND SATURDAY WERE OVER 91% CLOSER TO 92. BOTH DAYS. SO THANK YOU FOR HELPING. I HAD ONE RELATIVE THAT COULD NOT FIND ANY. WAS LOOKING FOR SOMETHING WITH MCKINNEY ON IT FOR A ONE AND A HALF YEAR OLD. SO IF YOU KNOW OF A PLACE THAT CATERS TO ONE AND A HALF YEAR OLDS, I PROBABLY NEED TO FIND THAT. SO YOU GOT IT. GOT IT. THANK YOU GUYS. THANKS YEAH. THAT'S NOT MY. MAYBE YOU'RE MAYBE YOUR STORE. WE HAVE SOMETHING, BUT, BUT I'LL ADD MORE IN THAT. MAYBE YOU'RE STILL. YEAH THERE MAY BE A WHOLE NICHE MARKET CALLED BABYWEAR. I DON'T KNOW, THAT'S A NEW BABY WORD. MAYBE YOUR STORE.
IT'S ALREADY ON THE SQUARE. I'LL SHOW YOU WHERE IT'S AT. ALL RIGHT. I HAD TO TRY. I MIGHT FIND SOMETHING. OKAY, NEXT WOULD BE, COMMITTEE UPDATES OF ALL THINGS MARKETING, ANYTHING WE DID MEET, NOT A LOT TO REPORT. ALTHOUGH THERE IS A NEW MCKINNEY MOMENTUM. PLEASE LISTEN, IT'S THEY'RE DOING SOME GREAT WORK WITH THAT. AND, LIKE AND SHARE MEDICI POSTS. IT'S A GREAT WAY FOR US TO GET OUT TO THE COMMUNITY. WHAT MEDICI IS ALL ABOUT. GREAT. THANKS, REAL ESTATE. WE DID MEET AS WELL, AND WE HAVE A FEW ITEMS FOR OUR EXECUTIVE SESSION TO GO OVER WITH YOU GUYS. ALL RIGHT. FINANCE. FINANCE MET AND YOU WILL SEE THE FINDINGS OF THAT MOMENTARILY. RIGHT. BUDGET REPORT, INNOVATION IS INNOVATION. INNOVATION IS INNOVATING SOMEWHERE ELSE. AND THEN AND THEN GOVERNANCE WE DID NOT MEET. BUT, OUR PRESIDENT'S WORKING ON WORKING ON JULY, MIDDLE OF JULY. YEAH. SO HE'S WORKING ON, DOCUMENT FOR THE REVIEW FOR US TO GO OVER AND THEN WE'LL MAKE A REPORT TO YOU ON THAT, SO, BOARD CHAIRMAN, SO, LIKE I SAID, WELL, I COULD TALK ABOUT ONE AND A HALF YEAR OLDS AGAIN NOW, A LOT HAPPENING OBVIOUSLY IN THE SUMMER, HERE IN MCKINNEY. AND, IT WAS NICE HAVING A LOT OF PEOPLE HERE. I ALWAYS ENJOY WHEN, YOU KNOW, ACTUALLY, WE HAD SOME FAMILY MEMBERS WHO HAD I HAD NOT SEEN IN ALMOST TEN YEARS THAT CAME THROUGH HERE. SO JUST TO HEAR COMMENTS ABOUT HOW THEY COMPARE OUR DOWNTOWN WITH A LOT OF THEM LIVE IN, YOU KNOW, THE MIDWEST AND SMALL TOWNS. AND JUST COMPARING THAT AND, YOU KNOW, THE COMMENTS I HEARD REPEATEDLY WERE, THAT THIS WAS THE BEST DOWNTOWN THAT THEY'D EVER BEEN IN FROM THE STANDPOINT OF HOW IT'S DEVELOPED. AND THE VIEW AND EVERYTHING. SO KUDOS TO Y'ALL TO THE CITY. SO NEXT WE HAVE MEDICI MONTHLY REPORTS. MR. KOSKI IS
[Consider/Discuss MEDC Monthly Reports]
TAKING THE PODIUM BY STORM. GOOD MORNING. GOOD MORNING, MR. CHAIRMAN. BOARD MEMBERS. SO LUKE AND MICHAEL TAYLOR ARE BOTH OUT OF THE OFFICE TODAY. SO I'M GOING TO GO AHEAD AND TAKE THE LEAD AND SHARING A FEW THINGS ABOUT OUR ORGANIZATION. MELANIE, GO AHEAD AND PULL UP WHICHEVER ONE IS FIRST. THERE YOU GO. WE'VE MODIFIED THE PROJECT PIPELINE GRAPHIC. WE'RE GOING TO[00:15:01]
KEEP REFINING THIS OVER THE COMING MONTHS HERE. SO WHAT WE'RE SHOWING IS NUMBER OF LEADS. WE ARE CURRENTLY TRACKING DOWN ACTIVE PROJECTS. WHICH ONES ARE IN LEGAL OFFER LETTERS AND HOW MANY WE WON THIS YEAR SO FAR. WHAT WE'RE GOING TO ADD TO THIS OVER TIME ARE THE DOLLAR FIGURES ASSOCIATED WITH THIS. YOU GET A FEEL ABOUT HOW THINGS ARE TRACKING THROUGH THE PROCESS. EXACTLY WHAT WE'RE WINNING. SO OF COURSE ONE OF THE WINS IS NOTES LIVE AND THEN I SENT THE GROUP AN UPDATE ON ANOTHER PROJECT. THAT COULD BE ANOTHER $200 MILLION, RIGHT? THERE IS A HALF $1 BILLION IN WINS FOR THE CITY OF MCKINNEY IN THE PAST FEW MONTHS. SO IS THIS THE RIGHT DIRECTION? I KNOW WE HAD SOME FEEDBACK BEFORE, AND I WANT TO MAKE SURE THAT THIS IS HEADING IN THE RIGHT DIRECTION. LOOKS GOOD, DOES DOES LEGAL AND AN OFFER LETTERS? ARE THOSE INCLUDED IN THE ACTIVE PROJECTS OR ARE THOSE OUTSIDE OF THE ACTIVE PROJECTS? OUTSIDE THE ACTIVE PROJECTS? YEAH GOOD. NEXT SLIDE. I CAN'T DO IT. SAME THING WITH INNOVATION FUND. YOU'LL SEE A STRIKING NUMBER HERE 54 VERSUS THREE. WE HAVE A LOT OF GROUPS WHO APPLY FOR THE INNOVATION FUND. WE HAVE A SCREENING PROCESS THAT THE PUBLIC AND THE STARTUPS MAY NOT KNOW ABOUT.THAT'S PRETTY ROBUST. AND CERTAINLY WE'RE TRYING TO WEED OUT PEOPLE WHO DON'T HAVE THE THEY'RE NOT IN THE CURRENT PHASE YET TO GET MEDC SUPPORT. SO THREE SCREENING ONES IN LEGAL RIGHT NOW WE HAVE A COUPLE WINS ON THE BOOKS WE SENT TO THE GROUP TWO WEEKS AGO. PERHAPS THE INNOVATION FUND UPDATED PORTFOLIO BOOK, WHICH ITEMIZES EACH STARTUP IN OUR ECOSYSTEM, WHERE THEY ARE IN THE PROCESS AND SO ON. SO AGAIN, I THINK THIS IF YOU GUYS PREFER THE LAST VERSION OR LAST GRAPHIC I SHOWED, IT WILL CONTINUE REFINING THIS ONE AS WELL. AND THEN THIS IS A NEW GRAPHIC. WHO CAME UP WITH THAT REALLY SEPARATES OUT THE PIPELINE NUMBERS WITH THE PURE MARKETING AND ACTIVITIES HERE. PRESENTATIONS. AS YOU KNOW, ONE OF THE CHARGES FOR ME FROM THIS BOARD WAS TO GET ON THE PUBLIC AS MUCH AS POSSIBLE. I THINK I MUST HAVE DONE 15 OR 20 PANELS, PRESENTATIONS AND SO ON. WE'LL KEEP THAT ENERGY GOING. OF COURSE, YOU'LL SEE OUR EMAIL MARKETING OPEN RATE IS STILL GROWING AND STILL VERY GOOD. AND EVERYTHING THAT JULIE SAID I SUPPORT 100. PLEASE FORWARD LIKE DO WHAT YOU CAN TO PUSH OUT OUR MESSAGING AS YOU PREFER. MELANIE. NEXT, NEXT GROUP. WHAT ELSE WE GOT TO SHOW? IS THAT IT? I LOVE IT, I WILL STAND FOR ANY QUESTIONS. QUESTIONS. THANK YOU SIR. THANK YOU, MADISON 24 1679
[Business Retention and Expansion Survey Results]
BUSINESS RETENTION AND EXPANSION SURVEY RESULTS SURVEY SAYS. SURVEY SAYS ONE AND A HALF YEAR OLDS ARE WELCOME IN MCKINNEY. GOOD MORNING. MADISON CLARK, DIRECTOR OF BUSINESS RETENTION AND WORKFORCE DEVELOPMENT, IT'S A PLEASURE TO BE HERE AND SHARE WITH YOU SOME FEEDBACK FROM SOME OF OUR LOCAL BUSINESSES. AND ALL START WITH THE INTENT HERE WAS TO GET A FULL UNDERSTANDING OF WHAT THE BUSINESS COMMUNITY IN MCKINNEY IS SAYING ABOUT DOING BUSINESS IN MCKINNEY, AND YOU'LL SEE FROM THE SLIDES HERE THAT THIS ENCOMPASSES EVERYTHING FROM HOUSING TO ZONING TO ROADWAYS TO, EVERYTHING THAT MAKES BUSINESS HAPPEN HERE. SO WE WILL DIVE RIGHT IN. WE HIRED DELOITTE TO PERFORM THIS SURVEY AND ACTUALLY THIS DELOITTE GROUP WAS OUT OF CANADA, AND MCKINNEY IS THE FIRST US, COMMUNITY TO ENACT DELOITTE TO PERFORM A SURVEY IN, IN THE US. SO AS YOU'RE GOING THROUGH THIS, YOU'LL SEE SOME INDICATORS THAT COMPARE TO OTHER COMMUNITIES. AND KEEP IN MIND THAT SOME OF THE OTHER DATA IS FROM CANADIAN COMMUNITIES. SO THERE WERE 103 BUSINESSES SURVEYED, WE SENT A LIST TO DELOITTE AND SAID, HERE'S THE LIST OF BUSINESSES IN MCKINNEY.EVERYTHING FROM SMALLER LAW FIRMS TO OUR LARGER EMPLOYERS AND THE SURVEY WAS CONDUCTED EITHER VIA TELEPHONE OR VIA EMAIL. AND THE RESULTS WILL NOW FOLLOW. THERE'S ABOUT A 9% MARGIN OF ERROR RATE, AS THERE ARE WITH ANY SURVEY RESULTS. BUT, GENERALLY PRETTY PRETTY ACCURATE DATA. SO FIRST WE WILL LOOK AT THE OWNERSHIP OF BUSINESSES HERE. THE MAJORITY OF THEM ARE LOCALLY OWNED AND OPERATED. WHO RESPONDED TO THE SURVEY ABOUT 89. ONE STRIKING NUMBER HERE IS THAT THERE IS A 41% OF THESE 103 COMPANIES SURVEYED HAVE BEEN IN MCKINNEY FOR MORE THAN TEN YEARS FROM A BUSINESS RETENTION EXPANSION PERSPECTIVE, THAT'S GREAT BECAUSE WE KNOW THAT ONCE BUSINESSES ARE COMING HERE, THEY WANT TO STAY HERE, THEY WANT TO CONTINUE GROWING HERE, AND WE WANT TO FIND OUT WHAT WILL MAKE THEM EVEN MORE SUCCESSFUL TO
[00:20:02]
CONTINUE DOING SUCH A NUMBER OF FULL TIME EMPLOYEES. AS YOU CAN SEE, THE MAJORITY ARE IN THE 2 TO 5, RANGE HERE. AND THEN I, I LIKE TO SEE WHAT OUR MID TO LARGER SIZE EMPLOYERS FOR MCKINNEY ARE DOING AS WELL. AND WE DID HAVE SOME OF THOSE EMPLOYERS RESPOND AS WELL. SO THE LEAST SO DO THEY OWN OR DO THEY RENT. THEY HAVE THE OPPORTUNITY TO RESPOND THERE. I WANT TO POINT OUT ONE KEY METRIC HERE THAT SAYS 37% OF THESE FOLKS HAVE A ONE YEAR TERM, IN THEIR LEASE AGREEMENT. I WANT TO BE CLEAR THAT A LOT OF THESE FOLKS ARE OUR INNOVATION FUND PORTFOLIO COMPANIES AND OUR INNOVATION FUND COMPANIES ARE VERY EAGER TO INTERACT WITH THE EDC. THEY'RE VERY RESPONSIVE. THEY THEY WANT TO BE FULL REPRESENTATIVES OF MCKINNEY IN ALL FACETS. AND SO THEY THEY LOOK FORWARD TO RESPONDING TO SURVEYS LIKE THIS. AND NOT TO SAY THAT OTHERS DON'T, BUT THEY'RE VERY, VERY ENGAGED. SO THAT NUMBER ON THE BOTTOM, THE BOTTOM THAT SAYS 48, THEIR LEASE EXPIRES IN LESS THAN A YEAR. I WANT TO KIND OF HIGHLIGHT THAT, PUT A PIN IN IT. AND WE'RE GOING TO COME BACK TO IT WHEN WE SEE SOME FLAGS HERE IN A MINUTE AS WELL. SO BUSINESS PERFORMANCE OVER THE PAST 12 MONTHS, THE DEGERE, THE NUMBER OF EMPLOYEES IN YOUR COMPANY INCREASE REMAIN THE SAME DECREASE. SO YOU CAN SEE THAT MAJORITY REMAINED THE SAME, SOME INCREASED, AND THEN SO ON AND SO FORTH. DO YOU THINK THAT THEY'RE GOING TO CONTINUE GROWING? YOU'RE GOING TO ADD MORE EMPLOYEES OVER THE NEXT 12 MONTHS. AND WOULD YOU SAY YOUR ATTITUDE ABOUT DOING BUSINESS IN MCKINNEY, HAS STAYED THE SAME OR IS MORE POSITIVE? AND ONE QUESTION THAT I HAD WHEN I GOT THE RESULTS WAS WHAT DOES STAY THE SAME MEAN? WHAT IS THE BASELINE OF STAY THE SAME? DID YOU HATE MCKINNEY BEFOREHAND AND THAT HAS STAYED THE SAME? OR WERE YOU HAPPY BEFOREHAND? AND YOU'LL SEE A LITTLE BIT LATER THAT FOLKS ARE GENERALLY HAPPY WITH DOING BUSINESS HERE. AND THAT'S WHAT STAYED THE SAME. HAS MEANT IN THIS INSTANCE OVER THE PAST 12 MONTHS. HAS YOUR REVENUE INCREASED? REMAIN THE SAME DECREASE? YOU CAN SEE THAT THE MAJORITY OF THEM HAVE INCREASED, AND THE MAJORITY ALSO EXPECT THE NEXT 12 MONTHS FOR THE INCOME FOR THEIR REVENUE TO CONTINUE INCREASING. SO THIS IS OUR, OUR SCORE BASICALLY AS A COMMUNITY IN FIVE, FIVE QUESTIONS. AND THOSE QUESTIONS THAT WE JUST SAW, THE RESPONDENTS HAD THE OPPORTUNITY TO PROVIDE THEIR, THEIR FEEDBACK AND WHETHER THEY WERE SOMEWHAT SATISFIED, VERY SATISFIED, SOMEWHAT DISSATISFIED. SO ON AND SO FORTH. SO, OUR BUSINESS CLIMATE IN MCKINNEY IS 6.5, 6.5 OUT OF TEN, WHICH IS PRETTY POSITIVE, ACCESS TO REQUIRED LABOR. I'M NOT GOING TO GO THROUGH ALL OF THESE. YOU CAN READ ON THE SCREEN AS WELL. BUT, I'LL HIGHLIGHT THE LABOR PORTION. SO THEY'RE THE MOST OF THEM SAID THAT THE LABOR, THE ACCESS TO REQUIRED LABOR WAS ABOUT THE SAME. AND THOSE THAT SAID THAT IT WAS MORE DIFFICULT TO ACCESS, WHICH WAS 30 OF THEM. THAT'S WHAT THE IN THE RESPONDENTS. SO THERE IS 50% OF THOSE FOLKS SAID THAT THE MIDDLE TO SEMI SKILL, OCCUPATION PERSONS WERE A LITTLE BIT MORE DIFFICULT TO FIND, WHICH IS GOOD TO UNDERSTAND FROM A WORKFORCE DEVELOPMENT PERSPECTIVE AND WHAT WE'RE LOOKING TO PUT IN PLACE TO HELP OUR EMPLOYERS AND ULTIMATELY HELP EMPLOYEES, GET THAT TRAINING AND UPSKILLING THAT'S NEEDED TO CONTINUE TO BE SUCCESSFUL AS AN EMPLOYEE. AND THEN ALSO ULTIMATELY BENEFITING BOTTOM LINE OF OUR EMPLOYERS. SO THE NET PROMOTER SCORE, WOULD YOU RECOMMEND MCKINNEY TO OTHER BUSINESSES LOOKING TO EXPAND OR RELOCATE 94% BASED SAYING THAT THEY AGREE EITHER SOMEWHAT AGREE OR STRONGLY AGREE IS PRETTY POSITIVE. AND FROM MY PERSPECTIVE, I LIKE TO KNOW WHO ARE THE PEOPLE THAT ARE SAYING THEY STRONGLY DISAGREE AND SOMEWHAT DISAGREE AND THAT'S REALLY WHERE WE'RE GOING TO PUT SOME FOCUS ON, IS TRYING TO UNDERSTAND WHAT'S WHAT'S IN THE MIND OF SOME OF THOSE BUSINESS OWNERS, WHERE THEY MIGHT NOT WANT TO PROMOTE MCKINNEY AS AN OPTIMAL PLACE TO DO BUSINESS. SO THE NET PROMOTER SCORE IS, ANOTHER OPPORTUNITY BASICALLY FOR THESE EMPLOYERS TO SAY, THEY ARE ACTIVE PROMOTERS, PROPONENTS OF THE COMMUNITY. THEY THEY BELIEVE THAT THEY HAVE A NEUTRAL OPTION OR NEUTRAL MINDSET ABOUT DOING BUSINESS HERE OR THEY SOMEWHAT DISAGREE. SO BASICALLY A DIFFERENT A DIFFERENT LOOK AT THIS PREVIOUS SLIDE, KPIS, HOW SATISFIED ARE YOU ABOUT DOING BUSINESS IN MCKINNEY AGAIN? WHEN I SAID EARLIER, WHAT WAS YOUR BASELINE IN HOW YOUR MINDSET HAS CHANGED OR NOT CHANGED ABOUT DOING BUSINESS IN MCKINNEY OVER THE LAST 12 MONTHS? THIS IS WHERE IT SHOWS THAT THE BASELINE IS GENERALLY PEOPLE ARE HAPPY WITH DOING BUSINESS HERE, AND THAT HAS REMAINED THE SAME OVER THE LAST 12 MONTHS. SO THIS PIECE I'LL SPEND A LITTLE BIT MORE TIME ON JUST BECAUSE IT'S A[00:25:06]
LOT OF DATA TO DIGEST. BUT, RESPONDENT HAD THE OPPORTUNITY TO GO THROUGH EACH OF THESE, THESE EACH OF THESE ITEMS AND SELECT WHETHER THEY WERE VERY SATISFIED, SOMEWHAT SATISFIED, SAME, SAME METRICS AS PREVIOUSLY SHARED. SO THE AVAILABILITY OF HEALTH AND MEDICAL SERVICES SCORED A 96. THAT'S VERY HIGH. SO KUDOS TO OUR COMMUNITY AND THE HEALTH AND MEDICAL, REALM HERE IN MCKINNEY. AND THE ACCESS THAT WE HAVE IN THE DFW REGION IS TOP NOTCH, AVAILABILITY OF INTERNET SERVICE TO PROVIDE SUPPORT, CURRENT AND FUTURE BUSINESS NEEDS IS HIGH ZONING, CHILD CARE. AND THEN YOU SEE TOWARDS THE BOTTOM WHERE SOME OF THE, RESPONDENTS DID NOT DID NOT REPLY AS FAVORABLY, AND SOME OF THESE LOWER ITEMS. SO THE NEXT SLIDE IS BASICALLY AN INVERTED, INVERTED VIEW OF THAT SAME, SLIDE THAT WE JUST PREVIOUSLY SAW. AND RESPONDEN RTS GAVE A IMPORTANCE RANKING ON SOME OF THE ITEMS WHERE THEY RESPONDED THAT THEY WERE NOT AS SATISFIED.SO YOU CAN SEE HERE THE TOP FACTOR, IF THAT, I'LL SAY THE CITY AS A WHOLE, IF THE CITY WERE TO PROVIDE AN OPPORTUNITY FOR AVAILABILITY OF FUNDING PROGRAMS FOR BUSINESSES AND PROPERTY IMPROVEMENT, THAT THAT WOULD WEIGH A LOT HEAVIER THAN IF WE WERE TO MAKE IMPROVEMENTS IN HEALTH AND MEDICAL SERVICES, FOR INSTANCE. SO WE'RE WE'RE DIGESTING THAT. WE HAVE SOME OF THE, THE CONTACT INFORMATION FROM SOME OF THESE FOLKS, SOME OF THEM CHOSE TO REMAIN ANONYMOUS, BUT WE'RE DIVING INTO WHAT THAT MAY LOOK LIKE A LITTLE BIT FURTHER TO SEE WHAT WOULD BE HELPFUL FOR THESE BUSINESSES, AND THEN TO NO SURPRISE, OF COURSE, THE AVAILABILITY OF TRANSPORTATION AND COMMERCIAL SPACE FOR RENT OR LEASE AND THEN LOW INCOME AND SUBSIDIZED HOUSING IS, SOME OF THE TOP FOUR ITEMS THAT ARE HIGH IMPORTANCE TO OUR LOCAL BUSINESS COMMUNITY.
MADISON. YES MA'AM. CAN I ASK A QUESTION? SO IN THIS LIST, ONE THING THAT I'M SURPRISED IS NOT HERE IS, SCHOOLS SO GREAT QUESTION, JULIE. AND WE THE STAT POINT STANDARD QUESTIONS, IF YOU WILL, FROM DELOITTE. THERE'S ONE THING I'M, I'M LIKE, WHY DIDN'T I ADD THIS? WE DIDN'T PUT ANYTHING ABOUT THE ACCESS TO MCKINNEY NATIONAL AIRPORT AND WHAT THAT MEANS TO THE BUSINESS COMMUNITY. SO JUST SOME OF THE THINGS AS A FIRST, FIRST ITERATION OF THIS, I WE'RE MAKING NOTES OF WHAT WE CAN ADD IN THE FUTURE TO INCORPORATE INTO THIS. SO IF THERE'S OTHER FEEDBACK LIKE THAT, PLEASE LET US KNOW, WE LOOK TO DO THIS GENERALLY DELOITTE DOES A SURVEY LIKE THIS WITH COMMUNITIES EVERY TWO YEARS TO SEE WHERE THINGS EBB AND FLOW. SO GREAT QUESTION.
THANKS. ABSOLUTELY. THERE IS THE ONLY SCHOOLING PIECE IS CHILD CARE. AND THAT GENERALLY MEANS FOR KIND OF PRE ELEMENTARY AGE. YEAH. YEAH SO BUSINESS COMMUNITY HEALTH INDEX. SO THIS TAKES THESE NINE CATEGORIES THAT WE'VE LOOKED THROUGH. AND BASICALLY PROVIDES A SCORE HERE. AND AGAIN THIS IS WHERE I MENTIONED THAT MCKINNEY WAS THE FIRST US COMMUNITY TO ENACT THIS SURVEY WITH DELOITTE. AND YOU CAN SEE THAT MCKINNEY OUT OUTPERFORMED SOME OF THE CANADIAN COMMUNITIES, AND THEN YOU CAN SEE THAT SOME OF THE AREAS WHERE THE DELOITTE IS BASED ON THE SURVEY RESULTS RECOMMENDS US, SOME, SOME, SOME LIGHT BEING SHOWN ON THOSE AREAS, BUSINESS POLICY SUPPORT, INCENTIVES, INFRASTRUCTURE AND AMENITIES. SO FUTURE PLANS. SO THIS IS A BREAKDOWN OF THE RESPONDENTS AND HOW THEY GET CATEGORIZED BASICALLY TO PROVIDE THE EDC SOME POTENTIAL. NEXT STEPS. SO, BUSINESSES WITH PLANS TO EXPAND, 43 OF THEM HAVE PLANS TO EXPAND.
AND, FIVE BUSINESSES PLAN TO DOWNSIZE, TEN TO RELOCATE, TWO PLANS TO CLOSE, FIVE WITH PLANS TO SELL. AND I WANT TO I WANT TO CIRCLE BACK TO THE PLANS TO RELOCATE PIECE, SOME OF THESE WE ARE ALREADY IN CONVERSATIONS WITH AND SOME OF THESE COMPANIES ARE IN A SMALLER SPACE RIGHT NOW AND ARE LOOKING TO GROW IN MCKINNEY. AND WE'RE WE'RE HELPING THEM DO SO, THIS IS JUST A METRIC SHOWING THAT THEY ARE THEY'RE PLANNING TO GROW AND NOT NECESSARILY RELOCATE OUT OF MCKINNEY AND THEN SOME. WE HAVEN'T WE HAVEN'T HAD CONVERSATIONS WITH. SO IT'S A IT'S A GREAT WAY FOR US TO INTRODUCE THE CONVERSATION AND SAY, HERE'S THE EDC, HERE'S WHAT WE DO. HERE'S HOW WE HELP HELP COMPANIES IN THE COMMUNITY, SO I WANT TO I WANT TO MAKE CLEAR OF THAT. AND THEN THE PLANS TO EXPAND MANY OF THESE ARE ALSO NO SURPRISE TO US. AND ALSO ALREADY
[00:30:02]
ON OUR RADAR, I'LL MENTION ENCORE WIRE, FOR INSTANCE. I DON'T KNOW, THERE'S BEEN A DAY SINCE 1989 THAT THEY HAVEN'T HAD PLANS TO EXPAND, AND THEY CONTINUE TO DO SO. SO I WANT TO I WANT TO, BRING A LITTLE BIT MORE CONTEXT TO THIS SLIDE. AND THIS PROVIDES A ROAD MAP, REALLY FOR THE EDC AND THE BRT EFFORTS AND COMPANIES THAT WE CAN CONTACT AND JUST SAY, HEY, THANKS FOR YOUR FEEDBACK. LET'S DIVE INTO THIS A LITTLE BIT MORE. SO THIS BRINGS US THIS IS A SUMMARY BASICALLY OF THIS SLIDE. AND REMEMBER EARLIER IN THE PRESENTATION I POINTED OUT THAT RED BOX THAT SAID I THINK IT WAS 43% OF COMPANIES PLAN HAVE HAVE A LEASE. THAT PLAN THAT WILL EXPIRE IN LESS THAN A YEAR. A LOT OF THESE 50 BUSINESSES ARE IN THAT LESS THAN A YEAR, LEASE EXPIRATION CATEGORY, AND SO AGAIN, NONE OF SOME OF THIS IS NOT A SURPRISE TO US. AND THEN THERE'S A SMALL PERCENTAGE THAT IS A SURPRISE TO US. AND SOMETHING FOR US TO FURTHER DIG INTO, SO COMMUNICATIONS, THIS IS SOMETHING THAT I LIKE TO SEE AS WELL. AND I WOULD LOVE TO SEE THIS INCREASE. THIS, IT MEANS THERE'S OPPORTUNITY FOR US TO BECOME MORE RECOGNIZABLE TO THE BUSINESS COMMUNITY IN MCKINNEY, THE STATEMENT WAS, I KNOW WHO I NEED TO TALK TO AT THE CITY. IF I HAVE A PROBLEM WITH MY BUSINESS. AND SO 67% OF THE RESPONDENTS SAID THEY DO KNOW OR THEY AGREE OR STRONGLY AGREE. AND THEN THERE'S SOME FOLKS THAT DISAGREE, AND THOSE ARE THE FOLKS I WOULD REALLY LIKE TO MEET AND CONNECT WITH AND WOULD APPRECIATE ANY HELP THAT YOU GUYS CAN PROVIDE AND CONTINUING TO REPRESENT THE EDC WHEN YOU'RE OUT IN THE COMMUNITY TO LET LET LET COMPANIES KNOW THAT THE EDC IS HERE TO BE A RESOURCE AND ASSISTANCE TO KEEP YOU IN MCKINNEY. STAY IN MCKINNEY, GROW IN MCKINNEY, AND CONTINUE TO THRIVE HERE. SO CONCLUSIONS I THINK WE KIND OF RAN THROUGH MOST OF THIS THROUGHOUT THE PRESENTATION, BUT 93% SATISFACTION RATE, WHICH IS FAIRLY HIGH, FOR OUR FOR OUR, OUR COMPANIES, AND THEN OF COURSE, THE GREEN AND RED FLAGS, THAT WE CAN FOLLOW UP ON AND CONTINUE TO CONNECT WITH THESE COMPANIES TO ENSURE THEIR SUCCESS HERE. SO THAT IS IT. AND I'D BE HAPPY TO STAND FOR ANY QUESTIONS. I HAVE A QUESTION. YES, MA'AM, YOU HAD SAID WHEN WE WERE TALKING ABOUT TERM OF LEASE BEING UNDER ONE YEAR OR A YEAR, THAT MANY OF THE RESPONDENTS, MANY OF THAT 103 WERE INNOVATION FUND, AND DO YOU FEEL LIKE THAT REALLY KIND OF SKEWS THE REST OF THE RESULTS? THAT'S A GREAT QUESTION, CHANTAL. I THINK THAT WHAT WE COULD DO IS TAKE OUT SOME OF THE INNOVATION FUND RESPONSES AND IF IT'S LIKE, AND LOOK AT WHAT THAT LOOKS LIKE FROM A, YEAH, KIND OF SEPARATE THE INNOVATION FUND FOLKS FROM THE OTHER EMPLOYERS. I THINK THAT'S A GREAT, GREAT COMMENT. SO WE CAN FOLLOW UP WITH SOME OF THAT INFORMATION. I WILL ADD.THAT'S A GREAT QUESTION. I WILL ADD THAT SOME OF OUR INNOVATION FUND COMPANIES ARE 30, 40, 100 PEOPLE STRONG. SO THEY'RE NOT ALL JUST TWO PEOPLE. SO WE'LL LOOK AT THAT. NUANCES. YES. YEAH I WOULD HAVE THAT. THAT WAS ONE OF THE THINGS AS I TOOK AWAY FROM THIS ONE, I, ONE QUESTION I HAD IS WHAT PREPARATION DID THE EDC DO TO LET THE GENERAL PUBLIC KNOW THAT WE WERE SENDING OUT A SURVEY AND WE APPRECIATED THEIR RESPONSE. HOW MANY DID WE SEND TO BECAUSE ONLY 100 RESPONDED, RIGHT? AND THEN TO CHANTAL'S POINT, I THINK IT'S THE UNFORTUNATE PART ABOUT IT IS OBVIOUSLY WE TREAT FROM AN INCENTIVE STANDPOINT, WE TREAT INNOVATION FUND DIFFERENT THAN WE TREAT, LARGER CORPORATIONS. CORRECT. SO I THINK UNFORTUNATELY, HAVING THOSE BOTH TOGETHER IN THE SAME THING NOT ONLY SKEWS WHEN IT COMES TO RENT, BUT ALSO SKEWS WHEN IT COMES TO HAPPINESS. I MEAN, IF 50% OF 50% OF THE PEOPLE THAT RESPONDED RECENTLY JUST GOT A $50,000 CHECK, YEAH, THERE WOULD BE NO REASON WHY THEY'RE NOT HAPPY. AND SO I'M BE MORE I'M BE MORE CURIOUS TO SEE THE PEOPLE WHO ARE NOT, YOU KNOW, WHO ARE REALLY THRIVING IN MCKINNEY, WHAT THEIR RESPONSES WOULD BE SO THAT WE COULD REALLY GET A KIND OF A HANDLE ON THINGS THAT WE CAN CHANGE. YEAH, ABSOLUTELY. THAT WOULD BE THE BIGGEST THING JUST TO SPLIT THEM OUT. GREAT POINT. YEAH, WE'LL DO THAT AND FOLLOW UP WITH SOME MORE OF THAT DETAIL. ONCE WE SEPARATE THOSE OUT. GREAT POINT. AND THEN SO MADISON, I ASSUME THE COMPARISON IS IT'S ONLY AVAILABLE BASED ON WHO ELSE DELOITTE HAS DONE THIS SAME SIMILAR SURVEY. RIGHT. BECAUSE I THINK THERE'S A LOT OF GREAT DATA IN HERE. BUT I DON'T KNOW THAT COMPARING US TO CANADIAN CITIES, I MEAN, I WOULD LOVE TO BE ABLE TO SEE. SO HOW DO WE LOOK IN RELATION TO FRISCO ALLEN PROSPER. YEAH A GREAT POINT. SO WE HAVE RELATIONSHIPS TOO WITH THE LOCAL OTHER BRI CONTACTS IN THE AREA. WE GET TOGETHER QUARTERLY AND DISCUSS BEST PRACTICES AND SO FORTH. SO I'LL PUT THAT ON OUR AGENDA AS
[00:35:03]
WELL FOR OUR NEXT MEETING TO SEE IF THEY WOULD BE WILLING TO SHARE ANY OF THEIR BUSINESS RESULTS FROM A SURVEY. IT'S A GREAT POINT. AND KURT, I WANT TO CIRCLE BACK TO YOUR QUESTION. SO THERE WERE ABOUT 2500, CONTACTS THAT WERE GIVEN TO DELOITTE, AND IT WAS A CULMINATION OF A FEW DIFFERENT SOURCES TO PUT TOGETHER THIS BUSINESS LIST, SO OVERALL, THERE'S ABOUT 4200 BUSINESSES IN MCKINNEY, AND THAT INCLUDES EVERY MCDONALD'S AND EVERY CAR WASH AND EVERYTHING FROM A TO Z. RIGHT, SO THERE ARE ABOUT 2500 THAT WERE PROVIDED TO DELOITTE. AND SOME OF THOSE DON'T HAVE CONTACT INFORMATION JUST BECAUSE THE DATA DOESN'T PROVIDE THAT, AT THIS POINT. SO THAT'S WHERE THE AND WHAT WE DID , IS WE SENT AN EMAIL FROM THE EDC TO THESE FOLKS THAT WE HAVE EMAIL ADDRESSES ON RECORD FOR AND SAID, FYI, THIS IS COMING IN YOUR INBOX. THIS IS WHAT IT'S GOING TO LOOK LIKE. AND DELOITTE HELPED US WITH A TEMPLATE, IF YOU WILL, TO PROVIDE THAT TO THE EMPLOYER. SO THEY KNEW THIS WAS COMING. I THINK THE MORE FREQUENT WE DO THIS, IT WILL BECOME MORE REGULAR FOR THESE EMPLOYERS TO NOTE THAT THIS IS COMING THEIR WAY. IS THERE EVER IS THERE EVER AN INSTANCE WHERE WE CAN AGAIN, FROM A PARTNERSHIP PERSPECTIVE, THAT WE HAVE WITH THE CHAMBER OF COMMERCE, I WOULD ASSUME THEY HAVE MORE OF A ROBUST CONTACT LIST. IS IT EVER ONE OF THOSE THINGS THAT WE COMPARE WHAT WE HAVE COMPARED TO WHAT THE CHAMBER HAS, TO MAKE SURE THAT WE HAVE THE MOST ACCURATE AND UP TO DATE? BECAUSE I'M JUST ASSUMING LIKE A MEMBERSHIP DRIVEN, THEY KNOW WHO THEY'RE RESPONDING TO. ABSOLUTELY. SO THE LIST THAT WAS PROVIDED TO DELOITTE ENCOMPASSED ALL OF THE CHAMBER MEMBERS AS WELL, EXCLUDING LIKE FAIRVIEW MEMBERS OR MEMBERS THAT ARE OUTSIDE OF THE COMMUNITY. SO, YES, GREAT POINT. I'D BE HAPPY TO STAND FOR ANY OTHER QUESTIONS . NO, I THINK IT'S FANTASTIC. I MEAN, OBVIOUSLY IT'S YOU DON'T KNOW. YOU DON'T KNOW UNTIL YOU ASK. RIGHT? SO THIS IS A GOOD STARTING POINT. SO I APPRECIATE YOU TAKING THE OPPORTUNITY TO AT LEAST GET OUT THERE AND START THE PROCESS OF STARTING A TREND LINE AND GETTING THE DATA THAT WE HAVE NOW. I THINK IT'S MORE JUST HOW DO WE MASSAGE THAT TO GET THE RIGHT PEOPLE THAT WE NEED TO RESPOND SO THAT WE CAN GET OUR NEXT. YEAH, YEAH FOR SURE. ABSOLUTELY. AND TO JULIE'S POINT EARLIER, IF THERE'S OTHER, DATA POINTS THAT YOU'D LIKE TO SEE POTENTIALLY INCLUDED IN A FUTURE SURVEY, PLEASE LET MR. KOSKI KNOW. WE'D BE HAPPY TO GET[Consider/Discuss/Act on the May 2024 Financials]
THAT INCLUDED. THANK YOU SO MUCH . ALL RIGHT. 24 1680, CHANCE. FINANCIALS FOR MAY 2024. GOOD MORNING. CHANCELLOR. MILLER COUNTY MANAGER. WE'LL BE GOING OVER THE EIGHTH MONTH OF THE FISCAL YEAR. AND WE'LL START WITH THE INCOME STATEMENT. WE HAD A STRONG MONTH OF REVENUE.WE COLLECTED CLOSE TO 2.2 MILLION IN SALES TAX REVENUE, WE'RE ABLE TO ZOOM IN AT ALL.
MELANIE. SORRY IF NOT, IT'S OKAY. I CAN JUST CALL IT OUT. INTEREST INCOME WAS A LITTLE OVER 50,000 MISCELLANEOUS REVENUE WAS ABOUT 30,000. SO TOTAL REVENUE FOR THE MONTH OF MAY WAS SLIGHTLY OVER 2.2 MILLION. MOVING ON TO EXPENDITURES, WE HAD A FAIRLY ACTIVE MONTH OF EXPENDITURES. THIS IS THE MONTH THAT THE BYRON NELSON EXPENSES WERE COMING OUT OF. SO IF WE'RE LOOKING AT TOTAL OPERATIONAL EXPENSES, WE'RE ABOUT 610,000, 87,000 OF THAT WAS PERSONNEL, 3000 WAS SUPPLIES AND THEN SERVICES AND SUNDRY, WHICH THE BYRON NELSON WOULD FALL INTO WAS ABOUT 520,000 PROJECTS. WE HAD ABOUT 1.1 MILLION IN PROJECT EXPENSES FOR THE MONTH OF MAY, THEN OUR NON-DEPARTMENTAL ITEMS WAS ABOUT 237,000, MAINLY YOUR DEBT SERVICE, MONTHLY TRANSFER, TOTAL EXPENSES FOR THE MONTH OF MAY WAS 1.9 MILLION, WHICH RESULTED IN A NET INCREASE OF $308,000, MOVING ON TO SALES TAX. SO THESE ARE THE FUNDS WE COLLECTED IN MAY, BUT IT APPLIES TO THE MONTH OF MARCH. WE SAW A 2.3% INCREASE. THIS IS A LITTLE BIT SLOWER THAN WE'VE BEEN SEEING, FOR THE PAST 4 OR 5 MONTHS, BUT YOU CAN SEE HOW WE'RE TRENDING WITH SISTER CITIES, ALLEN HAD A 4.8% INCREASE, FRISCO HAD A SLIGHT DECREASE, AND PLANO BROKE ABOUT EVEN. BUT IF YOU'RE LOOKING AT OUR YEAR TO DATE NUMBER, WE'RE UP TO 7.4, WHICH IS TRENDING WELL ABOVE BUDGET, WHICH IS STILL STILL REALLY STRONG, WHICH IS ABOUT SIX MONTHS OF OUR SALES TAX COLLECTIONS OF THIS FISCAL YEAR. AND IF WE'RE LOOKING AT SALES TAX BY INDUSTRY, KIND OF GOING OFF LAST MONTH, HOW WE CHANGED THAT LAST COLUMN TO SHOW OUR VARIANCE, AS A WHOLE THIS WHOLE YEAR. SO YOU CAN SEE THAT COMPARED TO LAST YEAR, RETAIL TRADE IS UP 4, WHICH IS REALLY STRONG, WHICH IS GOING TO BE OUR MAIN INDICATOR OF WHAT OUR SALES TAX IS DOING, AND REALLY, I DON'T HAVE ANYTHING ELSE TO NOTE. EVERYTHING ELSE HAS BEEN PRETTY CONSISTENT, YOU KNOW, MANUFACTURING IS SHOWING UP, I DON'T REALLY HAVE A REAL ANSWER FOR THAT, BUT THAT'S KIND OF, YOU KNOW, YEAR TO YEAR THAT'S BEEN TRENDING UP A LITTLE HIGHER
[00:40:02]
THAN, THE OTHER ITEMS. BUT I'LL BE HAPPY TO ANSWER ANY QUESTIONS AT THIS TIME. WE NEED A MOTION MOVE TO APPROVE. THANK YOU. SECOND BY THAD, SECOND BY JULIE. CAST YOUR VOTES. MOTION PASSES.ALL RIGHT. NEXT WE HAVE 24 1681. CONSIDERS GUS ACT ON APPROVING THE FY 2425 MEDC BUDGET. MR.
[Consider/Discuss/Act on Approving the FY24-25 MEDC Budget]
KOSKI, THANK YOU VERY MUCH, AS YOU KNOW, I'VE SPENT QUITE A BIT OF TIME IN THE PAST COUPLE OF MONTHS GOING THROUGH EACH LINE ITEM IN OUR BUDGET. THIS REALLY FOCUSES ON OPERATIONS AND WHAT WE'RE DOING. I'M HAPPY TO REPORT I'M NOT RECOMMENDING ANY MAJOR CHANGES TO OUR BUDGET OVERALL, BUT WE ARE FINE TUNING A FEW ASPECTS TO MAKE SURE THAT WE'RE KEEPING PACE WITH WHAT WE NEED TO DO. HERE'S THE BUDGET ALLOCATION BY CATEGORY. SO WHAT I'VE DONE HERE, I'VE TAKEN THE LARGE SPREADSHEET AND ITEMIZED EACH PIECE SO YOU CAN READ IT BETTER AND UNDERSTAND HOW IT ALL TIES TOGETHER. OUR INCENTIVE PAYMENTS, OF COURSE, IS THE LARGEST CHUNK OF WHAT WE DO.FROM THERE ON DOWN, IT GETS MORE INTO OPERATIONAL. THE OVERALL PROPOSED BUDGET, ABOUT $25.6 MILLION, IS ABOUT A 5% INCREASE YEAR OVER YEAR INCREASES BY CATEGORY. TO GIVE YOU A SENSE OF WHERE EACH LINE ITEM IS GROWING, THE ROADWAY DEVELOPMENT INFRASTRUCTURE PARTNERSHIP THAT WE HAVE WITH THE CITY AND MCDC THAT IS ANTICIPATED TO GROW BY ABOUT $600,000 NEXT YEAR BECAUSE THE RETAIL TAX COME IN. OF COURSE, AS YOU MAY RECALL, WITH THE NOTES LIVE PROJECT, WE HAVE EARMARKED MONEY FOR EXTERNAL IMPROVEMENTS TO STREETS THAT SUPPORT THAT PROJECT. THE CIP PLAN IS USED. MUCH OF THIS MONEY THAT WE ARE PROVIDING TO THE CIP TO ACTUALLY EXECUTE THOSE OFF SITE IMPROVEMENTS THAT ARE REQUIRED FOR NOTES, LIVE ECONOMIC INCENTIVE PAYMENTS. WE INCREASED THAT BECAUSE WE HAVE MORE PROJECTS COMING THROUGH. AND AGAIN, I WON'T GO THROUGH EACH OF THESE. THIS IS JUST FOR YOUR YOUR ABILITY TO SEE MORE CLARITY FROM THE SPREADSHEET WHERE WE'RE LOOKING AT INCREASES STAFFING PLAN. WE HAVE 11 APPROVED POSITIONS. WE HAVE THREE OPEN POSITIONS. I AM NOT REQUESTING ANY NEW PERSONNEL FOR THIS YEAR. WE WILL POST IN JUNE AND JULY THREE NEW POSITIONS MARKETING, SPECIAL EVENTS, SUPPORT TEAM MEMBER, A BERM SUPPORT TEAM MEMBER AND AN ANALYST TO ASSIST US IN FURTHERING THE DATA THAT YOU FOLKS DEMAND AND DESERVE TO SEE ON A MONTHLY BASIS. QUESTION. PLEASE YOU POST THEM BECAUSE YOU WANT TO HIRE SOMEBODY IN TIME FOR THE NEW FISCAL YEAR. IS THAT IS THAT SO THESE POSITIONS ARE FUNDED ALREADY IN THIS CURRENT BUDGET YEAR. IT'S SPEED TO MARKET. THIS IS A GREAT TIME THAT PEOPLE ARE GRADUATING, WHO GRADUATED, WHO ARE LOOKING FOR JOBS. SO THE ANALYSTS AND SUPPORT IN PARTICULAR KIND OF THAT'S KIND OF THE ENERGY WE'RE LOOKING FOR YOUNG PROFESSIONALS.
AND TO BE FAIR, MY TEAM DESERVES TO HAVE THE SUPPORT STAFF HELPING THEM OUT. SURE, I'M DEMANDING MUCH MORE AND WE NEED THE SUPPORT TEAM. YEAH. TOTAL REVENUES. AS YOU CAN SEE, SALES TAX OF COURSE IS OUR LEADER. INTEREST INCOME AND OTHER INCOME. OTHER INCOME INCLUDES THE FEES WE GET FOR THE PARKING DECK, THE RENT FROM THE CHAMBER AND SO ON. AND WHAT I'VE DONE HERE, WE DON'T NEED TO GO THROUGH THESE. BUT IN CASE A QUESTION COMES UP ON A LINE ITEM, I'VE GONE AHEAD AND GONE AHEAD AND KIND OF PARCELED OUT THE SECTIONS SO WE CAN ZOOM IN ON SOMETHING EASIER IF NEEDED. OTHERWISE, I STAND FOR ANY QUESTIONS. QUESTIONS OKAY, SO, SINCE YOU WE APPROVE THIS AND IT GOES TO THE CITY COUNCIL, RIGHT? YES, SIR. SO WE NEED A MOTION TO A MOTION TO APPROVE AS PRESENTED. I'LL SECOND THE MOTION BY KIRK, SECOND BY THAD.
CAST YOUR VOTES. I WANT TO THANK THE BUDGET, THE FINANCE COMMITTEE, FOR WORKING REAL HARD ON THIS TO SAVES US ALL A LOT OF TIME. THANK YOU. KURT. NOT ON ME. NO MR. DENNISON, HE'S OUT, HE'S OUT. MR. MR. SCOTT, DOWN HERE. OKAY. THANK YOU. SCOTT SHARPENING PENCILS. HE'S NOT JUST A REAL ESTATE GUY. OKAY. ALL RIGHT. NEXT, WE HAVE PUBLIC COMMENTS REGARDING MATTERS NOT
[BOARD COMMENTS]

YOU'LL NOTICE ON THERE THAT IT HAS YOUR NAME AND BOARD MEMBER AND IN CASE OF CHAIRMAN AND VICE CHAIRMAN, THEIR TITLES AS WELL. MORE IMPORTANTLY, THERE'S AN EMAIL ADDRESS. THAT EMAIL ADDRESS IS THE SAME FOR EACH OF YOU, BUT IT GOES TO MELANIE AND DINA. SO SOME OF THE[00:45:06]
EMAILS THAT GOES TO THEM, THEN THEY'LL PASS THE CONTACT INFORMATION OUT TO YOU FOLKS.THEN YOU CAN CHOOSE HOW YOU WANT TO INTERACT WITH THE PERSON YOU GAVE YOUR CARD TO, WITH YOUR PERSONAL AND OR WITH THIS EDC EMAIL, I WILL SEND A QUICK EMAIL OUT TODAY WITH A SUMMARY OF WHAT I JUST SAID. SO YOU UNDERSTAND HOW IT WORKS AND WE'LL GO FROM THERE. SO THANK YOU VERY MUCH.
PERFECT. OKAY, THE ONLY THING I WOULD ADD TO THAT, IN THE INTEREST OF OUR LEGAL TEAM OUT THERE, IF YOU DO GET AN EMAIL FROM SOMEBODY, THAT'S FORWARDED TO YOU THAT YOU FEEL YOU NEED TO RESPOND TO, DO NOT COPY EVERYBODY ON THE BOARD BECAUSE THAT WOULD EFFECTIVELY BE A WALKING QUORUM, EVEN IF WE'RE NOT TALKING ABOUT ANY PROJECTS OR ANY ACTION. RIGHT, MR.
