SESSION. OUR FIRST ITEM IS A INFORMATION SHARING ITEM. ITEM 24 1651 BUILDING INSPECTIONS ISO RATINGS FOR 2024. GOOD AFTERNOON , MAYOR COUNCIL. MY NAME IS SUZANNE ARNOLD. I'M YOUR CHIEF BUILDING OFFICIAL. AS MANY OF YOU KNOW, ISO OR THE INSURANCE SERVICE, OFFICE RATES, BUILDING INSPECTIONS DEPARTMENTS MUCH THE SAME WAY THAT THEY RATE FIRE DEPARTMENTS AND THOSE RATINGS AFFECT PROPERTY INSURANCE RATES FOR THE CITY. THE PREMISE BEHIND EVALUATING BUILDING INSPECTIONS DEPARTMENTS IS THAT BUILDINGS THAT ARE STRONG AND WELL BUILT WILL WITHSTAND THE FORCES THAT WOULD OTHERWISE LEAD TO COSTLY INSURANCE CLAIMS. AND WE DO THIS BY A COMMITMENT TO ADOPT AND ENFORCE EFFECTIVE BUILDING CODES WHEN IT COMES TO ASSESSING BUILDING INSPECTIONS DEPARTMENTS ISO USES THE BUILDING CODES EFFECTIVENESS GRADING SCHEDULE, WHICH EVALUATES 27 POINTS OF OUR OPERATIONS, AND THAT INCLUDES, AMONG OTHER THINGS, TRAINING CERTIFICATIONS OF OUR STAFF, OUR ADOPTED CODES, LOCAL POLICIES, AND LEADERSHIP CREDENTIALS. THEY REPEAT THESE EVALUATIONS ON APPROXIMATELY A FOUR YEAR CYCLE, JUST LIKE ISO RATINGS FOR THE FIRE DEPARTMENT. IT'S ON A SCALE OF 1 TO 10, WITH ONE BEING THE BEST. AND FOR BUILDING DEPARTMENTS, THERE ARE SEPARATE RATINGS FOR COMMERCIAL, CONSTRUCTION AND RESIDENTIAL CONSTRUCTION ENFORCEMENT. ON OUR LAST EVALUATION IN 2019, MCKINNEY GOT A FOUR IN COMMERCIAL AND A FIVE IN RESIDENTIAL. ALL WELL, THE 2024 RATINGS ARE IN AND I AM VERY, VERY PLEASED TO ANNOUNCE THAT THE MCKINNEY BUILDING INSPECTIONS DEPARTMENT EARNED A TWO IN COMMERCIAL IN A THREE IN RESIDENTIAL, A FULL TWO POINT IMPROVEMENT FROM OUR LAST ASSESSMENT. THESE RATINGS PUT US IN THE TOP 5% OF BUILDING INSPECTIONS DEPARTMENTS IN THE STATE OF TEXAS. I BROUGHT MY TEAM WITH ME AND I'D LIKE TO HAVE THEM STAND. I'VE GOT A LOT OF OUR FOLKS IN THE AUDIENCE HERE. SO THESE FOLKS, THEY'RE THE ONES THAT EARN THESE SCORES EACH AND EVERY ONE OF THEM. THEIR ACTIONS CONTRIBUTED TO EARNING THESE ISO SCORES, IT'S THIS HARD. IT'S THEIR HARD WORK. IT'S THEIR EXCELLENCE. INDIVIDUALLY AND COLLECTIVELY THAT GOT US HERE.

SO WE ARE THRILLED TO REPORT THESE ISO SCORES OF TWO FOR COMMERCIAL AND THREE FOR RESIDENTIAL. AND WE HOPE THAT THIS BENEFITS ALL OF MCKINNEY. THANK YOU. ABSOLUTELY WELL THANK YOU. WE HAVE MANY OLDER CITIZENS THAT ARE LIVING ON SOCIAL SECURITY, LIVING PAYCHECK TO PAYCHECK, THAT ARE SLOWLY BUT SURELY BEING TAXED OUT OF THEIR HOMES. WHAT THE STATE LEGISLATURE DID THIS YEAR WAS A TREMENDOUS HELP, BUT IT'S NOT ENOUGH. THE TAXING ENTITIES THAT HAVE FROZEN THEIR TAXES IS A TREMENDOUS HELP. ALSO MCKINNEY ALSO NEEDS TO CONSIDER DOING THAT. THEY NEED HELP. IT HAS BEEN MENTIONED BY SOME OF YOU RESPONDED TO ME THAT WE HAVE TO LOOK OUT FOR THE YOUNG FAMILIES, TOO. AND I AGREE WITH THAT. THE BIGGEST ISSUE THAT COULD HELP THEM IS STOPPING THE ANNUAL APPRAISALS OF PROPERTIES. MUCH LIKE THE STATE OF SOUTH CAROLINA HAS DONE, WHERE THEY REAPPRAISE PROPERTIES EVERY FIVE YEARS AND LIMIT THE INCREASE TO RESIDENTS OWNING HOMES TO 10. THAT HELPS DRAMATICALLY. THEY, LIKE MCKINNEY IN COLLIN COUNTY, ARE RAPID GROWTH COMMUNITIES AND THE RISE AND INCREASE THE NUMBER OF RESIDENTS MOVING IN WITH NEW HOUSE SALES AND ALSO THE NEW SALE, THE SALE OF RESALES AND THE INCREASES THERE HAVE MORE THAN COMPENSATED THEM IN LOST INCOME FROM THE PROPERTY TAX FREEZES. AND HE ALWAYS TALKED ABOUT HIS KIDS THAT WERE IN SPED, AND THE SPECIAL OLYMPICS. AND EVERY TIME HE JUST GLOWED AND I SAID, SON, YOU ALREADY PICK YOUR MAJOR. FOLLOW YOUR HEART. AND THANK GOD I HAD A GREAT ADVISOR WHO HELPED ME WITH THAT ON THE OTHER SIDE. AND SHE WAS ABLE TO HELP HIM AND STEER HIM AND SAY, HEY, FOLLOW YOUR HEART. AND SO HE HAD ALWAYS BEEN TOLD THAT HE WAS NOT COLLEGE MATERIAL, BUT HE WASN'T TOLD THAT BY ME. AND SO THE ADVISORS, THIS IS WHERE THE ALL THREE HELPED OUT RIGHT HERE. THEY HELPED ME FIND HIM AND GIVE HIM A PLACE WHERE HE FELT COMFORTABLE ENOUGH, AND HE APPLIED AND GOT ACCEPTED TO LIKE MORE SCHOOLS THAN OTHER TWO KIDS. AFTER THEIR HIGH SCHOOL EDUCATION, STUDENTS SCHOLARSHIP FUNDING DIRECTLY AFFECTS THE STUDENT'S ABILITY TO PURSUE FURTHER EDUCATION, WHETHER THAT BE TRADE SCHOOL ASSOCIATE'S DEGREES OR BACHELOR'S DEGREES. THE COST AT OUR LAST GRANT AWARDS WERE $101,000, A LITTLE OVER. THIS FUNDING ONLY ALLOWED US TO AWARD ABOUT 25% OF THE REQUESTS THAT WE RECEIVED FROM THE MISD TEACHERS. THIS YEAR'S SCHOLARSHIP AWARDS WERE OVER $800,000. THIS FUNDING ONLY ALLOWED US TO SUPPORT ABOUT HALF OF THE STUDENT REQUESTS WE GOT FOR MONEY. WHAT'S THE RETURN ON YOUR INVESTMENT IN MEF? THE REQUESTED $500,000 FOR REVENUE GENERATING POSITIONS WILL PAY FOR ITSELF IN THE FOLLOWING WAYS. SUPPORTED TEACHERS WITH INNOVATIVE AND WELL SUPPLIED CLASSROOMS WILL AID IN TEACHER RETENTION WITHIN THE MISD SYSTEM . AND INNOVATED SCHOOL SYSTEM WILL DRAW FAMILIES TO MCKINNEY AND WILL BRING OUR STUDENTS BACK AFTER THEIR FURTHER EDUCATION TO RAISE THEIR FAMILIES HERE, EDUCATED STUDENTS PROVIDE A HIGHER SKILLED WORKFORCE AND A HIGHER PAYING JOB. THOSE HIGHER PAYING JOBS PROVIDE A LARGER TAX BASE FOR THE CITY OF MCKINNEY.

GET TO BE A DREAM MAKER. I LIKE TO CALL IT AS A COLLEGE ADVISOR WITH THE MCKINNEY EDUCATION FOUNDATION MF, I SEE THE DAILY CHALLENGES AND THE UNMET NEEDS OF OUR STUDENTS. MANY ARE FIRST GENERATION COLLEGE HOPEFULS THAT ARE LACKING SOME OF THE NECESSARY RESOURCES AND GUIDANCE TO NAVIGATE THEIR EDUCATIONAL PATHS. DESPITE OUR BEST EFFORTS, THE DEMAND FOR SUPPORT OFTEN IS GOING TO EXCEED OUR CAPACITY AND THIS CAPACITY BUILDING INVESTMENT IS CRUCIAL. SO THAT WAY MF CAN CREATE PERSONAL GUIDANCE FOR THESE STUDENTS AND THEIR FAMILIES, MEET WITH THESE KIDS IN ONE ON ONE TIMES, MAYBE DURING SUMMER OR OTHER BREAKS ALLOWS US TO HAVE, NEW PROGRAMS LIKE CAREER READINESS WORKSHOPS, COLLEGE APPLICATION BOOT CAMPS, AND FINANCIAL LITERACY. WE ALSO CAN REACH A BROADER CAPACITY OF STUDENTS AND FAMILIES BEYOND OUR DISTRICT. THE INVESTMENT WILL ENABLE US TO BETTER SERVE OUR STUDENTS, HELPING THEM ACHIEVE THEIR FULL POTENTIAL AND POSITIVELY IS GOING TO IMPACT OUR COMMUNITY. I SEE IT AS BEING A MOM OF TWO YOUNG CHILDREN WHO WILL GO THROUGH MISD AS WELL. I STRONGLY SUPPORT MECFS REQUEST FOR THIS CAPACITY BUILDING INVESTMENT TO MAKE A MEANINGFUL DIFFERENCE IN THE LIVES OF OUR STUDENTS AND OUR COMMUNITY.

THIS EVENING AND I CAME. I'VE COME TO SUPPORT, MAKING THE INVESTMENT IN OUR STUDENTS. IT'S KIND OF A UNIQUE SITUATION BECAUSE CRAIG RANCH, IS NOT IN THE MISD, NOR HAS IT EVER BEEN, BUT YET THEY'RE MCKINNEY CITIZENS AND TAXPAYERS, AND SO I'VE HAD TO DEAL WITH THAT ON THE ECONOMIC SIDE FOR MANY YEARS. AND SO I KNOW THAT, THAT HAS BEEN AN ISSUE. BUT I THINK EDUCATING CHILDREN IS, IS THE MOST IMPORTANT THING, I THINK WE CAN ALL AGREE THAT HELPING STUDENTS ACHIEVE THEIR DREAMS EMPOWERS THEM TO BECOME PRODUCTIVE, SUCCESSFUL MEMBERS OF SOCIETY, CONTRIBUTING POSITIVELY TO OUR COMMUNITY AND OUR ECONOMY, SUPPORTING STUDENTS EDUCATIONAL JOURNEYS LEADS TO LONG TERM ECONOMIC GROWTH AND COMMUNITY DEVELOPMENT, AND I THINK WE CAN ALL AGREE WITH THAT. IN MY MIND. MCKINNEY ECONOMIC FOUNDATION, EDUCATION FOUNDATION IS THE ONLY ORGANIZATION THAT CAN HELP DRIVE THIS TO FRUITION. WITHOUT A DOUBT, THEY'VE BEEN WORKING HARD. I JUST WANTED TO COMMENT ON THIS AGENDA ITEM, BECAUSE I FOUND IT ODD THAT A NONPROFIT WAS ASKING THE CITY FOR FUNDING ON A CITY COUNCIL AGENDA. SO I KIND OF ASKED SOME QUESTIONS ABOUT THAT BECAUSE IT WAS CONFUSED, AND BECAUSE I THOUGHT, I GUESS THE WAY TO DO THAT WAS TO GO THROUGH THE COMMUNITY GRANTS ADVISORY BOARD OR MAYBE THE ARTS COMMISSION.

AND THEN WE HAVE THE OVER 65, AND DISABLED TAX FREEZE THAT'S TARGETED AND PERMANENT, FOR ONCE YOU SET THOSE THOSE BECOME PERMANENT, AND, SO THE FIRST ONE, THIS IS THE CURRENT ONE THAT WE HAVE, IT REDUCES THE, THE OVER 65 AND DISABLED TAX EXEMPTION. IT JUST REDUCES THE AMOUNT OF TAXABLE VALUE THAT ELIGIBLE HOMEOWNERS PAY. OUR CURRENT EXEMPTION IS ABOUT 80 IS NOT ABOUT IT'S $85,000. AND THAT EQUALS TO ABOUT $363 IN REDUCED TAXES AT OUR CURRENT RATE. AND YOU DID INCREASE THIS EXEMPTION LAST YEAR, FOR EVERY $5,000 OF INCREASE IN THAT, EXEMPTION, HOMEOWNERS PAY $21 LESS AT OUR CURRENT TAX RATE. AND FOR EVERY $5,000 INCREASE IN THAT EXEMPTION, NON-ELIGIBLE HOMEOWNERS PAY AN ESTIMATED ABOUT $3.34 MORE, TO REACH THE LEVEL, THE LEVEL, THE LEVY THAT WE'RE CURRENTLY AT AND THEN, AT THE EXEMPTION LEVEL, NON ELIGIBLE HOMEOWNERS WOULD PAY $54 A YEAR MORE. SO YOU CAN SEE THAT'S ABOUT A CENT AND A HALF DIFFERENCE WITH A 5. HOMESTEAD EXEMPTION. SO JUST WANTED TO SHOW YOU THAT, THAT WOULD BE ABOUT A 5% HOMESTEAD EXEMPTION WOULD WOULD REDUCE, AN AVERAGE HOME BILL BY ABOUT $44. SO THE CHILD CARE FACILITY TAX EXEMPTION IS NEW FOR THIS FISCAL YEAR. IT WAS IT WAS ADOPTED BY VOTERS, PROPOSITION TWO IN NOVEMBER OF THIS YEAR, TO BE ELIGIBLE, A CHILD CARE FACILITY MUST BE LICENSED AND PARTICIPATING IN THE TEXAS RISING STARS PROGRAM. THAT'S THROUGH THE TEXAS WORKFORCE COMMISSION. THAT TEXAS RISING STAR PROGRAM IS A RATING SYSTEM. THEY GIVE TWO, THREE, FOUR STAR RATINGS TO DIFFERENT, OR, CHILD CARE FACILITIES, MAKING SURE THEY'RE MAINTAINING STANDARDS ABOVE THE MINIMUM STANDARDS SET BY THE STATE. SO, AND THEN IT ALSO MUST MAINTAIN A 20% ENROLLMENT OF CHILDREN WHO RECEIVE SUBSIDIES. SO THAT'S WHAT WHAT WE REQUIRE TO BE ELIGIBLE. THE EXEMPTION IS A MINIMUM OF 50. AND IT COULD BE UP TO 100% OF THE TAXABLE VALUE. SO WHAT DOES THAT ACTUALLY MEAN BASED ON WHAT WE'VE SEEN WITH OUR TAX ROLL, 17 CHILD CARE CENTERS IN IN MCKINNEY WOULD BE ABLE TO PARTICIPATE IN THE TEXAS RISING STAR THAT EXCUSE ME, 17 CHILD CARE FACILITIES CURRENTLY PARTICIPATE IN THAT TEXAS RISING STARS PROGRAM. AND ON THE INFO THAT WE'VE RECEIVED FROM THE TEXAS WORKFORCE COMMISSION, FOUR OF THE 17 WOULD BE CURRENTLY ELIGIBLE, BUT SIX OTHERS WOULD BE FAIRLY CLOSE. WHEN WE'RE USING WHEN WE'RE SEEING THE MATH THAT THAT WAS PROVIDED BY THE TEXAS WORKFORCE COMMISSION, HOWEVER, IT'S KIND OF NEBULOUS HOW YOU ACTUALLY GET TO THAT 20% CALCULATION. SO WE HAVE CHALLENGES TO ADDRESS . BIG CHALLENGES. ECONOMIC HARDSHIPS ARE GROWING IN MCKINNEY. OVER ONE THIRD OF OUR MISD STUDENTS ARE RECOGNIZED AS ECONOMICALLY DISADVANTAGED. THIS COMES FROM THE TCCB AND THE LATEST DATA POINT ON THAT IS FROM 2022, 31. NO OTHER DISTRICT EVEN COMES TO HALF OF THAT. THE OTHER POINT I WANT TO MAKE HERE. IS 351 STUDENTS ARE IDENTIFIED AS HOMELESS. AND ONLY 209 STUDENTS OF ALL OF THE COMBINED WITH ALL THE OTHER DISTRICTS.

BUT THAT IS NOT ALL I HAVE DOG EARED. I HAVE PLACED A TAB IN YOUR PROPOSALS FOR PAGE NINE. AS OF MARCH 2ND, 2024, THE PERCENTAGE OF FREE AND REDUCED LUNCH IN MISD HAS RISEN TO 37.

THE STUDENTS WHO IDENTIFY AS HOMELESS HAVE REACHED 545 STUDENTS. THAT'S A 55% INCREASE OVER TWO YEARS TIME. EVEN MORE STARTLING, WE ANTICIPATE THAT NUMBER TO GROW TO 600 HOMELESS STUDENTS BY THE END OF THIS YEAR . THIS INDICATOR IS GOING IN THE WRONG DIRECTION WHEN WE HAVE A MAJOR RESPONSIBILITY, WE CAN DO BETTER. WE HAVE TO DO BETTER. I CAN'T SPEAK FOR OTHER NONPROFITS , BUT WHAT I CAN TELL YOU IS THIS I HAVE BEEN IN IN NONPROFIT FUNDRAISING AND IN THE EDUCATION SECTOR FOR MORE THAN PROBABLY HALF MY CAREER. EDUCATION REPORT AFTER REPORT WILL SHOW YOU WILL DEMONSTRATE EDUCATION IS THE WAY OUT OF INTERGENERATIONAL POVERTY . THIS IS THE HIGHEST DOLLAR AMOUNT EVER AWARDED TO THE HIGHEST NUMBER OF STUDENTS. THE UNFORTUNATE SIDE TO THIS IS THAT OVER HALF THE SCHOLARSHIP APPLICATIONS THAT MEF RECEIVED WERE LEFT UNAWARDED. SO WE HAD MORE THAN 400 STUDENTS THAT RECEIVED NO COLLEGE FUNDING.

WELL FORTUNATELY, WE DO HAVE OUR COLLEGE ADVISOR PROGRAM, AND THE COLLEGE ADVISORS ALSO HELP TO FIND FUNDING FOR COLLEGE AND WAS WAS SAID EARLIER. MEF LOVES TO CONTRIBUTE TO COMMUNITY COLLEGE, FOUR YEAR COLLEGE CERTIFICATIONS, THE TRADES, ANYTHING THAT A STUDENT IS INTERESTED IN. TO BECOME BETTER PREPARED. EVERY SINGLE YEAR, OUR MEF COLLEGE ADVISORS, OF WHICH THERE ARE THREE, ONE OF EACH OF THE MEF HIGH SCHOOLS, THEY HELP CONNECT OUR MEF SENIORS WITH OVER $25 MILLION IN OUTSIDE SCHOLARSHIP SCHOLARSHIPS. THOSE ARE ACCEPT SCHOLARSHIPS BY OUR STUDENTS. MANY OF OUR STUDENTS WOULD HAVE NO WAY OF KNOWING ABOUT THESE SOURCES OF FUNDING OR SCHOLARSHIPS. IF IT WERE NOT FOR OUR COLLEGE ADVISORS, ESPECIALLY THOSE STUDENTS FROM ECONOMICALLY DISADVANTAGED FAMILIES. THEY ESPECIALLY NEED THAT HELP. I DO WANT TO POINT OUT THAT THE THREE MEF ADVISORS, ARE EMPLOYED BY MEF, NOT MISD, AS ALL OF YOU I'M SURE ARE AWARE, MISD AND MEF ARE TWO SEPARATE ENTITIES. WE RECEIVE $60,000 A YEAR FROM MISD TO HELP WITH OUR COLLEGE ADVISOR PROGRAM. BUT THAT'S ALL SO. SO WE EMPLOY THESE ADVISORS AND THERE'S A REASON FOR THAT. AND THAT IS WE WANT THESE COLLEGE ADVISORS TO SPEND 100% OF THEIR TIME DOING JUST THAT, HELPING STUDENTS WITH THE COLLEGE SELECTION AND APPLICATION PROCESS AND HELPING THEM FIND FUNDING FOR COLLEGE. THE CHALLENGE TO THIS IS THAT OUR STUDENT, I MEAN, YES, OUR STUDENT TO ADVISOR RATIO IS 591 STUDENTS TO ONE COLLEGE ADVISOR.

THAT IS WAY TOO HIGH. THE IDEAL OR THE GOLD STANDARD IS 250 STUDENTS TO ONE ADVISOR. SO YOU KNOW, AS YOU'VE HEARD, MISD CLEARLY HAS A HIGHER PERCENTAGE OF ECONOMIC DISADVANTAGED STUDENTS. AND I WANT TO JUST REITERATE THESE ADVISORS. THESE ARE THE SEGMENT OF OUR STUDENTS THAT GET THE MOST HELP AND ASSISTANCE FROM THESE ADVISORS. SO NEXT WE WANT TO HIGHLIGHT A

CHALLENGE WE SEE IN THE COMMUNITY. THE SLIDE SHOWS FROM 2017 TO 2022. WE'VE SEEN A 30% REDUCTION IN STUDENTS GOING ON TO HIGHER EDUCATION AFTER THEY LEAVE OUR SCHOOLS. AND THIS IS A CONCERN FOR US. WE'RE ACADEMICALLY PREPARING OUR STUDENTS TO DO THIS, BUT MANY OF THEM ARE NOT ABLE TO DO THAT BECAUSE THEY'RE FINANCIALLY NOT ABLE TO. AND YOU KNOW, THE NEXT SLIDE TALKS TO A NEXT CHALLENGE FOR OUR COMMUNITY AS AN EMPLOYER IN MCKINNEY, 75% OF OUR JOBS REQUIRE AN EDUCATION. PAST A HIGH SCHOOL DIPLOMA AT EMERSON, ALMOST ALL OUR JOBS REQUIRE THAT. IN FACT, WE'LL REQUIRE 90% OF OUR EMPLOYEES TO HAVE A BACHELOR'S DEGREE OR HIGHER. SO WE HAVE A GAP BETWEEN HOW WE'RE PREPARING OUR CHILDREN FOR THEIR THEIR JOBS AND THEIR HOMETOWN AND WHAT OUR EMPLOYERS NEED AND WE SEE THAT AT EMERSON EVERY DAY. SO WE'VE BEEN INVESTING NOT ONLY IN MEF BUT ALSO IN THE CANEY HIGH SCHOOL, PROVIDING FUNDING FOR THE ROBOTICS CLUB AND THE ENGINEERING CLUB. AND I JUST WANT TO SAY THAT WE SEE THIS NEED AND IT IS REAL, AND IT'S SOMETHING WE REALLY NEED TO ADDRESS. SO WE'VE TALKED YOU THROUGH SEVERAL OF OUR CHALLENGES. I'D LIKE TO NOW WALK YOU THROUGH AN OPPORTUNITY. AN OPPORTUNITY THAT LEVERAGES, SUPPORT, MULTIPLY, IMPACT WITH THE ADDITION OF THESE THREE POSITIONS. THE DATABASE ADMINISTRATOR KEY POSITION DEDICATED TO OPTIMIZING DATA DRIVEN STRATEGIES, ENHANCING FUNDRAISING OPPORTUNITIES, AND MEASURING THE EFFECTIVENESS. A GRANT WRITER, RESEARCHER DEDICATED TO SECURING GRANTS SUPPORTING SCHOLARSHIPS, ADDITIONAL HIGH SCHOOL ADVISOR SUPPORT. REALLY TRYING TO GET US TO THAT GOLD STANDARD 250 TO 1 AND OTHER WORKFORCE DEVELOPMENT OPPORTUNITIES AFTER A RAMP UP PERIOD. THERE'S NO OTHER PATHWAY THAT ALLOWS THAT AND NOT ONLY TRANSFORMS THE PERSON, BUT IT ALLOWS THAT PERSON THEN TO CHANGE THE TRAJECTORY OF THEIR LIFE. REALLY, BECAUSE THAT'S WHAT WE'RE TALKING ABOUT.
