UM, I AM A LONG TIME MCKINNEY RESIDENT.

IN FACT, WE MOVED HERE FROM LOUISIANA IN 2003 AND OUR KIDS GREW UP HERE AND GRADUATED FROM NORTH AND HAVE GONE ON TO GRADUATE COLLEGE AND SUCH.

AND WE, UH, LIKE EVERYONE ELSE, UH, HAVE FALLEN IN LOVE WITH THIS COMMUNITY.

UM, PROFESSIONALLY, I HAVE, UH, WORKED IN COLLEGE ATHLETICS, UH, MY, UH, PROFESSIONAL CAREER, UH, PRIMARILY, UH, RECENTLY, UH, AS THE COMMISSIONER OF THE SOUTHLAND CONFERENCE, AN NCAA DIVISION ONE ORGANIZATION BASED IN FRISCO.

UM, BEEN RESPONSIBLE AND, AND HELPED OUT, UH, THE FRISCO CITY LEADERS, BRING SOME EVENTS TO THAT COMMUNITY, SUCH AS THE NCAA FOOTBALL CHAMPIONSHIP GAME, WHICH WILL BE PLAYED FOR ITS 15TH TIME, UH, AT TOYOTA STADIUM.

SO I DID A LOT OF THAT, DID A LOT OF NCAA WORK.

I CHAIRED THE NCA MEN'S BASKETBALL COMMITTEE THAT OVERSEES MARCH MADNESS AND THE FINAL FOUR, UH, CHAIRED THAT COMMITTEE IN 2022.

BUT I LEFT THE COMMISSIONER ROLE TO START, UH, MY NEW, UH, BUSINESS.

UH, ALSO DABBLE A LITTLE BIT ON THE SIDE IN THE NAME, IMAGE AND LIKENESS BUSINESS.

IF YOU FOLLOW COLLEGE SPORTS, YOU, YOU MAY BE FAMILIAR WITH THAT NOMENCLATURE.

BUT WHAT I'VE HAD THE GREAT OPPORTUNITY TO DO IS INTRODUCE MYSELF TO, UH, MR. GRIMES, UH, AARON, UH, HIS STAFF.

UH, UH, WE WERE AT A COFFEE MEETING.

I THINK MIKE TALLEY WAS THERE AS WELL.

MAYBE MIKE KOWSKI WHEN HE WAS IN HIS PARKS ROLE.

TO TALK A LITTLE BIT MORE ABOUT, UH, THE SPORTS TOURISM OPPORTUNITIES THAT ARE OUT THERE, THAT CERTAINLY THAT I'VE BEEN INVOLVED WITH, WHETHER IT'S IN, UH, LOCALLY IN FRISCO OR IN MY PREVIOUS POSITION MANY, MANY YEARS AGO WHEN I WAS IN NEW ORLEANS.

AND I WAS PART OF THE SPORTS TOURISM, UM, COLLECTIVE EFFORT, UH, THERE, UH, FOR GREAT EVENTS THAT CAME TO, UH, THAT GREAT CITY.

UM, SO I GOT INTO THIS CONVERSATION WITH AARON AND, AND MR. GRIMES AND, AND, AND EVERYONE ELSE, UM, THAT WOULD LISTEN THAT, UM, YOU KNOW, REALLY NEEDED TO INTRODUCE MYSELF.

UH, AS LONG AS I'VE LIVED HERE.

UM, I WAS KIND OF EMBARRASSED TO SAY MY WAKING HOURS WERE ALWAYS IN FRISCO, BUT, YOU KNOW, I LIVED HERE AND LOVE THIS COMMUNITY AND WE, UH, WE'RE NOT GOING ANYWHERE ELSE.

WE'RE GONNA BE HERE, UH, HOPEFULLY, UH, FOR A LONG TIME.

UM, SHARED SOME THOUGHTS WITH, UH, ALL OF THEM ABOUT THE IDEA OF, YOU KNOW, RAMPING UP SOME SPORTS TOURISM OPPORTUNITIES.

OBVIOUSLY THE CITY HAS EXPERIENCE WITH THAT ALREADY, WITH THE DIVISION TWO FOOTBALL CHAMPIONSHIP GAME.

THAT'S BEEN A TREMENDOUS SUCCESS.

SOLD OUT THIS PAST YEAR.

CERTAINLY VERY PROUD OF THAT.

BUT THEN TALKING ABOUT SOME OTHER EVENTS AND TALKING ABOUT, YOU KNOW, THE EXPANDED AND THE, THE ADDITIONS AT THE TENNIS CENTER GAVE NESBITT AND SOME OTHER IDEAS AT THE TIME THAT MIKE KOWSKI WAS TALKING ABOUT WITH, WITH HIS PARKS PLAN GOING FORWARD.

AND WE'VE MET RECENTLY WITH AMY KINCAID, UH, ABOUT, UH, YOU KNOW, WHERE SHE IS ON THAT PLANNING AND SUCH.

SO, UM, YOU KNOW, WE WERE TALKING ABOUT SOME THINGS.

UH, I WILL TELL YOU, AARON AND HIS STAFF DID ALL THE HEAVY LIFTING ON THE NCAA BID.

I KIND OF CAME IN TOWARD THE END TO HELP THEM, UH, MAYBE, UH, DOT, DOT AN I OR CROSS THE T AND, UH, LET THEM KNOW, HEY, I KNOW THIS PERSON, YOU KNOW, MAYBE I CAN CALL AND

MAKE SURE WE'RE GETTING WHATEVER PRIORITY, UH, OR, UH, COMPETITIVE ADVANTAGE WE CAN GET, UH, IN THOSE CONVERSATIONS.

BUT, YOU KNOW, YOU HAVE A TENNIS FACILITY THAT'S WORLD CLASS, AND THE NEW INDOOR COURTS HAVE ONLY ENHANCED THAT, AND IT'S AS GOOD AS ANYTHING YOU'LL SEE AROUND THE COUNTRY.

SO IT MADE SENSE FOR, YOU KNOW, NOT ONLY MAYBE NCAA NATIONAL CHAMPIONSHIPS, BUT ALSO CONFERENCE CHAMPIONSHIPS.

THEY'RE ALWAYS LOOKING FOR GREAT NEUTRAL LOCATIONS TO PLAY.

THEY PLAY A LOT OF THESE COMPETITIONS ON THEIR CAMPUSES WHERE THERE IS A HOME COURT ADVANTAGE, UM, UH, FOR THOSE PROGRAMS. SO THAT THEY'RE VERY INTERESTED IN THAT.

OF COURSE, ALL OF THAT TIES IN, OBVIOUSLY, TO HOTELS, UH, THAT ARE HERE ARE COMING IN THE FUTURE.

AND I KNOW, UH, WHEN I, WHEN I SPOKE WITH, WITH MIKE KOWSKI ORIGINALLY, HE, HE SHOWED ME HIS BIG MAP AND HIS IDEAS ON THE NORTH PART OF TOWN OVER ON THE EAST SIDE, AND REALLY EXCITING TO SEE WHAT, UH, YOU KNOW, MIGHT BE COMING, UM, UH, TO MCKINNEY.

UH, EVERYBODY WANTS SPORTS EVENTS TO COME TO THEIR COMMUNITY.

AND WHEN YOU LOOK AT THE STATE OF THAT INDUSTRY, IT'S NOW A $128 BILLION OPPORTUNITY IN THE US ALONE, THAT'S JUMPED FROM I THINK, 90 SOMETHING MILLION, UH, IN THE PAST REPORT.

UH, I THINK ABOUT 75 OF THAT IS SPENT DIRECTLY ON HOTEL LODGING.

UM, AND CERTAINLY, YOU KNOW, THE REST OF IT IS SPENT ELSEWHERE IN YOUR COMMUNITY.

SO, YOU KNOW, WE, WE'VE JUST TRYING TO ATTEMPT TO HELP AARON AND HIS STAFF, AND OF COURSE, ANYONE ELSE WITH THE CITY TO SEE WHAT WE CAN IDENTIFY OUT THERE, AND CERTAINLY KIND OF MATCH THAT WITH WHAT'S COMING PERHAPS, UH, WITH OTHER FACILITIES, UH, THE, THE SOCCER FIELDS AT CRAIG RANCH WHEN, WHEN THEY'RE, UH, DONE THAT, THAT'S GONNA BE EXCITING.

UH, WE HAVE TO SPREAD IT OUT OVER A NUMBER OF YEARS.

TYPICALLY, WE, WE LIMIT OURSELVES TO AROUND 60 TO $70 MILLION IN ANY YEAR.

AND TONIGHT'S, UH, ONE OF THE FIRST, UH, THE COUNCIL'S GONNA BE SETTING PARAMETERS, GOING PARAMETERS ORDINANCE FOR OUR DEBT ISSUANCE.

UH, THE A DR IS THAT AVERAGE RATE THAT, UH, HOTEL IS CHARGING OR ALL OF AT, IN THIS CASE, IT'S THE AVERAGE RATE ACROSS ALL HOTEL ROOMS FOR THE PERIOD.

AND THE REVPAR IS THE REVENUE PER AVAILABLE ROOM.

SO IT'S HOW MUCH REVENUE, UH, THE HOTELS HAVE TAKEN IN, UH, DIVIDED BY THE TOTAL NUMBER OF ROOMS, UH, AVAILABLE TO SELL.

AND SO WHAT WE REALLY WANT TO SEE HERE, THE A DR, OF COURSE, IS SHOWING HOW, UH, WELL THE HOTELS ARE IN DEMAND, UH, THAT, YOU KNOW, HOW MUCH THEY THINK THEY CAN CHARGE FOR A ROOM EACH NIGHT.

UH, THE OCCUPANCY IS HOW WELL THEY'RE DOING, FILLING THOSE ROOMS. AND, UH, SO OVERALL YOU GET THE REVPAR, WHICH IS HOW MUCH THEY'RE ACTUALLY BRINGING IN FOR THE HOTEL'S BENEFIT, THEY WANT TO SEE MORE REVPAR.

THAT MEANS THE HIGHER THE REVPAR, THE MORE THEY'RE MAKING FOR EACH ROOM, THEY'VE GOT, UH, UH, WE WANT TO SEE MORE REV PAR TWO BECAUSE THAT MEANS WE GET MORE IN OCCUPANCY TAX.

UH, BUT OUR SECOND, UH, REMIT IS A LITTLE BIT OF A BALANCE BECAUSE WE ALSO WANT HIGHER OCCUPANCY.

WE WANT MORE PEOPLE COMING TO VISIT AND SPENDING TIME DOWNTOWN AND DOING MORE THINGS, UH, AROUND THE CITY AND SPENDING MORE MONEY DOWNTOWN AND, UH, AROUND THE CITY.

AND SO YEAR OVER YEAR YOU'RE STARTING TO SEE ALMOST THE EXACT SAME OCCUPANCY RATES WITH VERY MINIMAL, UH, INCREASES OR DECREASES, LIKE YOU'RE WITHIN A PERCENT INCREASE OR A PERCENT DECREASE.

AND THAT'S BECAUSE THERE'S NOT A WHOLE LOT MORE TO DO.

WE'RE WE'RE FILLING UP OUR WEEKENDS, UM, TO THE POINT WHERE I THINK ALYSSA AND I LOOKED AT IT A COUPLE WEEKENDS AGO.

FRIDAY AND SATURDAY WE'RE BOTH AT 96% OCCUPANCY.

UM, SO THERE'S NOT A WHOLE LOT LEFT YOU CAN DO THERE.

UH, TYPICALLY WHAT WE HAVE IN THE BUDGET STAYS FROM THE PREVIOUS YEAR.

YOU'RE JUST REALLY ASKING FOR ANYTHING IN ADDITION TO THAT NUMBER.

AND SO FOR FY UH, 2324, UH, WE WERE SITTING AT AROUND A $1.3 MILLION BUDGET.

UM, I BROKE DOWN ON THIS, UH, GRAPH, KIND OF WHAT MAKES UP MOST OF OUR BUDGET AND HOW IT'S ALLOCATED BY, UM, LINE ITEMS. SO ONCE YOU GET PAST OUR, UM, STAFFING COST, UH, YOU'LL SEE THAT THE NEXT, UH, HIGHEST, UH, I, UH, ITEMIZED, UH, LINE ITEM IS MARKETING AND PROMOTION.

THAT IS THE REASON WHY WE EXIST.

WE ARE A DESTINATION MARKETING ORGANIZATION.

AND SO YOU, UH, WOULD WANT TO SEE THAT THERE.

AND ALSO YOU'LL SEE IN, IN A SECOND THAT THAT'S KIND OF AL OUR FOCUS FOR FUTURE GROWTH AS WELL.

SO WHEN I STARTED HERE, OUR BUDGET WAS NOT OVER A MILLION DOLLARS.

SO, UM, WE'VE, WE HAVE SEEN, YOU KNOW, INCREASED BUDGET GROWTH OVER THE PAST TWO YEARS AND, UH, AND APPRECIATE THE SUPPORT IN IN THAT EFFORT.

UH, IF YOU SCROLL DOWN A LITTLE BIT, UM, WHEN WE DID OUR, UH, SUPPLEMENTAL REQUEST, THESE ARE THE CATEGORIES, UH, THAT WE ARE ASKING FOR INCREASES IN.

UM, SO YOU CAN SEE THAT, UH, THE HIGHEST CATEGORY THAT WE'RE ASKING FOR IS MARKETING PROMOTIONAL.

THERE'S A LOT OF THINGS THAT MAKE THAT UP.

UM, SOME WEBSITE EDITS.

UM, JUST INCREASED MARKETING IN GENERAL, DIFFERENT THINGS THAT WOULD FALL INTO OUR MARKETING PROMOTIONAL CATEGORY.

UM, AS WELL AS, UM, SOME OTHER, UH, WEBSITE SOFTWARE, SOME NON-CAPITAL EQUIPMENT STUFF THAT, THAT'S KIND OF YOUR, UH, ANYTHING THAT IS FOR THE STORE OR ANYTHING THAT WE NEED TO UPDATE IN THE FIXTURE WISE, STUFF LIKE THAT.

AND THEN A LITTLE BIT MORE IN TRAVEL AND TRAINING FOR SOME ADDITIONAL TRADE SHOW, UH, WORK THAT WE WANNA DO NEXT YEAR FOR OUR SALES EFFORTS.

THIS, UH, SCREEN IS JUST A, A CAPTURE OF OUR SUPPLEMENTAL REQUEST AND, UH, WHAT MAKES UP THOSE NUMBERS.

UM, WE HAVE ALSO BEEN WORKING WITH THE CITY'S, UH, FINANCE AND CITY MANAGER'S OFFICE ON MOVING A COUPLE LINE ITEMS THAT WERE IN THE GENERAL HOT FUND, UM, INCLUDING THE 50,000 THAT WE USE FOR THE BYRON NELSON.

AND THE MONEY THAT WE USE FOR OUR INCENTIVE, UH, FUND INTO OUR BUDGET, RATHER THAN BEING IN THE SEPARATE HOT FUND JUST FOR, UM, EASE OF, UH, OF OUR TEAM'S USE.

IT'S, IT'S A LITTLE MORE CHALLENGING TO GO THROUGH ALL THOSE STEPS TO PULL MONEY OUT OF THOSE ACCOUNTS.

BUT IF THEN OUR BUDGET, IF WE SUBMIT IT TO POLISH, HE CAN TAKE CARE OF IT.

SO, UM, THOSE ARE NOT, UH, SHOWN ON THIS SCREEN 'CAUSE THEY'RE NOT TRUE SUPPLEMENTALS.

BUT, UM, UH, THAT THOSE WOULD ALSO BE INCREASED IN OUR ACTUAL BUDGET.

UM, WHEN YOU SEE THE FINAL NUMBER DOWN THE ROAD.

AGAIN, THIS IS AN ATTACHMENT ON YOUR AGENDA, SO IF YOU EVER WANT TO SEE THE FULL, UM, BUDGET AND ALL THE DIFFERENT LINE ITEMS, UH, YOU CAN PULL THAT UP AND REVIEW IT AND, UH, ALWAYS ASK ME ANY QUESTIONS YOU MIGHT HAVE.

UM, WE'RE, UH, WE ARE THE ONLY DEPARTMENT THAT HAS A BUDGET CREATED THROUGH THE HOT FUND.

OBVIOUSLY THERE ARE OTHER DEPARTMENTS THAT GET ACCESS TO FUNDS FOR SPECIFIC THINGS LIKE TEXAS MUSIC REVOLUTION, UM, AND, AND AND SUCH.

BUT WE ARE THE ONLY DEPARTMENT THAT'S FULLY FUNDED OUT OF THAT.

SO WE'RE, OUR BUDGETING PROCESS IS SLIGHTLY DIFFERENT THAN SOME OTHERS THAT ARE GOING AFTER THE GENERAL FUND POOL THAT'S, YOU KNOW, LIMITED TO A CERTAIN DOLLAR AMOUNT.

WITH THAT, I'LL STAND FOR ANY QUESTIONS, HAPPY TO ANSWER ANYTHING, BUT, UM, I WANTED TO, UH, UH, DO, UH, BY, ACCORDING TO OUR BYLAWS, ONCE A YEAR, I'LL, I'LL, UH, SUBMIT THIS PRESENTATION TO YOU GUYS SO YOU CAN SEE WHERE WE WERE AT, WHERE WE'RE GOING, AND UM, KIND OF WHAT OUR FOCUS IS FOR THE NEXT PHYSICAL YEAR.

UM, OUR TEAM IS ABOUT TO SHOP, UM, PRETTY HEAVY THOUGH WITH, UH, THE CHRISTMAS SEASON AROUND THE CORNER.

SO WE'RE GONNA START GETTING ALL OF OUR LIKE CHRISTMAS MERCHANDISE IN.

'CAUSE YOU CAN'T DO THAT LAST MINUTE.

SO, UH, WE'LL PROBABLY SPEND THAT FULL 50 BY THE END OF THE PHYSICAL YEAR, BUT THAT'S BEEN AN OKAY NUMBER FOR US SO FAR.
