THEY CAN GENERALLY BE TAKEN UP BY ANY BOARD MEMBER, OR TOGETHER. BUT THERE IS LET'S SEE, THERE IS ONLY ONE WHICH IS 24 175 ONE MINUTES OF MCKINNEY ECONOMIC DEVELOPMENT CORPORATION MEETING OF JUNE 18TH. THERE'S NO QUESTIONS OR COMMENTS. I'LL TAKE A MOTION. I'LL MAKE A MOTION TO APPROVE. MOTION BY JULIE. WE HAVE A SECOND BY THAD. MR. VOTE. PASSES NEXT WE HAVE OUR BOARD[Board and Liaison Updates City of McKinney Chamber of Commerce Community Development Corporation Visit McKinney MEDC Committee Updates Board Chairman]
LIAISON UPDATES. FIRST UP, PAUL GRIMES, CITY OF MCKINNEY. GOOD MORNING, MR. CHAIRMAN. MR. PRESIDENT AND CITY. GLAD TO, WE ARE OF COURSE, IN THE THROES OF OUR BUDGET PROCESS. IF WE WERE TO STRETCH OUT THAT CIRCLE AND MAKE IT A LINEAR. ON AUGUST 9TH. FINALLY ENDS WITH THE ADOPTION OF THE BUDGET, WHICH WILL BE IN. OUR BUDGET. WE ADOPTED START BY OCTOBER 1ST. AND BUDGET FROM THE PREVIOUS YEAR. THE PROCESS WILL CONTINUE. THE BOARD AND COMMISSIONS HAVE PROCESS.YOU SPOKE FOR TWO MINUTES. OR TO BELIEVE, ISN'T IT? ANYWAY, THAT PROCESS CONTINUES. THAT WILL BE SIX SESSIONS. DO YOU WANT TO CALL THAT OR INTRODUCTION? THIS ONE IS. AND THEN WE ARE ALSO, AS YOU KNOW, WE HAVE A DELAY AND WE ARE AT THE END OF THAT PROCESS, 23RD, THE CHARTER, THE CHAIRPERSON AND THE VICE CHAIR WILL MAKE A PRESENTATION TO THE CITY COUNCIL AT WORK SESSION NEXT TUESDAY, JULY 23RD, ON THEIR FINDINGS. ANY RECOMMENDATIONS THEY MIGHT HAVE AND ANY DATA THAT HAS BEEN GENERATED AS PART OF THAT PROCESS. YOU HAVE TWO MEMBERS OF THIS BOARD THAT ARE ON THAT CHARTER REVIEW COMMISSION. IT'S BEEN VERY ENGAGED, VERY, VERY INTERACTIVE PROCESS, AND WE CERTAINLY APPRECIATE EVERYBODY'S PARTICIPATION. A LOT OF GREAT THOUGHT. AND SO MORE TO FOLLOW ON THAT. BUT THE NEXT MILESTONE IS THE PRESENTATION ON JULY 23RD. AND THEN IF THE COUNCIL CHOOSES TO CALL AN ELECTION, IT HAS TO BE DONE. IT WOULD PROBABLY BE DONE AT THE AUGUST 6TH CITY COUNCIL MEETING. A COUPLE MORE ITEMS HERE THAT I HIGHLIGHTED. I JUST HAVE TO FLIP THROUGH MY PAGES. ARE ONE MCKINNEY 2040 COMPREHENSIVE PLAN IS UNDERGOING ITS FIRST UPDATE, BECAUSE OF THE BYPASS, THE ALIGNMENT OF THE US 380 BYPASS, WE ARE NOW IN THE PROCESS OF DISCUSSING POTENTIAL CHANGES TO THE COMPREHENSIVE PLAN, MAINLY AROUND THE US. 380 CORRIDOR. WE'VE HAD SOME PUBLIC MEETING. WE HAD A PUBLIC MEETING ON JUNE 13TH. WE'VE HAD A SURVEY THAT WAS ISSUED AS WELL FOR A PERIOD OF TEN DAYS. WE HAD 291 RESPONDENTS. AND FEEDBACK WAS GENERALLY SUPPORTIVE OF SOME OF THE LAND USE CHANGES ALONG THAT
[00:05:04]
CORRIDOR. BUT THIS IS AN IMPORTANT PIECE. WE ALWAYS KNEW IT WAS COMING BECAUSE WE DIDN'T KNOW WHERE THE ALIGNMENT WAS WHEN WE ADOPTED THE COMPREHENSIVE PLAN LAST TIME, SO WE KNEW WE WERE GOING TO HAVE TO COME BACK AND RESTITCH IT PARTS OF IT TOGETHER AS THE NEW ALIGNMENT, TRANSPORTATION, ROADWAYS ARE REALIGNED, SO TO SPEAK. AND THEN FINALLY, WE ARE IN THE PROCESS, AS SOME OF YOU MAY KNOW, MAYBE BY YOUR OWN EXPERIENCE, BUT CERTAINLY THE FEEDBACK WE'VE GOTTEN FROM RESIDENTS, WE ARE IN THE PROCESS OF TRANSITIONING FROM ONE WASTE HAULER TO ANOTHER. THAT'S NEVER A FUN PROCESS, I WILL TELL YOU, BUT WE'VE GOTTEN WE'VE HAD A FEW WEEKS WHERE WE HAD SOME MISSED PICKUP DATES. THEY USUALLY CAME THE DAY AFTER. WE DID HAVE 1 OR 2 INSTANCES WHERE THEY DIDN'T COME FOR THROUGH THE PICKUP THAT WEEK, WHAT WE'RE DOING NOW IS WE'VE CONTRACTED WITH OUR IN THE, THE INCOMING CARRIER. WE'RE BRINGING THEM FORWARD. WE'RE PULLING THEM FORWARD INTO THE CONTRACT. THEY BASICALLY ARE STARTING EARLY. THEY ARE NOW TAKING ABOUT 20% OF THE ROUTES OF THE CITY. AND THEY'VE STARTED THAT. THEY STARTED IT ON ON THE WEEK OF JULY 8TH. WE'VE HAD ALL ROUTES PICKED UP, THAT'S BEEN A BIG HELP BECAUSE THE INCUMBENT CARRIER HAS BEEN LOSING SOME OF THEIR EMPLOYEES. THEY KNEW THEY'RE LOSING THE CONTRACT AND SOME OF THOSE EMPLOYEES ARE LEAVING, GOING TO OTHER PLACES. AND SO IT MAKES IT REALLY DIFFICULT FOR THE INCUMBENT TO TRY TO FINISH OUT THE CONTRACT ON THE FULL ROUTES. SO WE CAME UP, WE SAT DOWN WITH THE PARTIES, WORKED OUT A SOLUTION, TO BRING OUR INCOMING CARRIER IN EARLY AND WE'VE SHOEHORNED THEM IN AND THEN BY OCTOBER 1ST, THEY WILL HAVE FULL ROUTE COVERAGE BY THEN. SO IT SEEMS TO HAVE MADE A SIGNIFICANT DIFFERENCE. AND, I WILL STAND FOR ANY QUESTIONS.BLESS YOU. OKAY. THANKS. SO MUCH. THANK YOU, LISA IS NOT HERE FOR THE CHAMBER. SO CINDY, CDC. GOOD MORNING, MR. CHAIRMAN. MEMBERS OF THE BOARD, MR. PRESIDENT, CINDY SCHNABEL, MCDC.
I APPRECIATE THE OPPORTUNITY TO PROVIDE A QUICK UPDATE FOR YOU. THIS TIME OF YEAR IS A BUSY TIME FOR CDC. AS WE COME TOWARDS THE END OF THE FISCAL YEAR, IT'S BUSY FROM A GRANT STANDPOINT, AT THE MEETING NEXT WEEK, WEEK FROM THURSDAY, THE BOARD WILL VOTE ON 13 PROMOTIONAL GRANT APPLICATIONS. WE HAD A GREAT GROUP THIS YEAR, THREE NEW ENTITIES WARRIORS KEEP IS ONE, YOUNG YOUNG ACTORS GUILD AND THEN THE MCKINNEY PUBLIC LIBRARY. LOOKING FOR PROMOTIONAL SUPPORT FOR A VARIETY OF CULTURAL AWARENESS EVENTS THAT THEY PRODUCE, SO THAT'LL TAKE PLACE. WE ALSO WILL HAVE, PUBLIC HEARINGS ON SEVEN PROJECT GRANT. SO LOOK FORWARD TO THE INFORMATION THAT THAT WILL BE PRESENTED. THE TOTAL REQUESTED IS 7.4 MILLION. BUT THE BIG CHUNK OF THAT IS THE PARKS ANNUAL 5.5. SO LOOK FORWARD TO, THOSE PUBLIC HEARING ACTIVITIES.
AND THEN THE OTHER THING I'LL MENTION IS OUR RETAIL INFRASTRUCTURE GRANT APPLICATION PERIOD IS OPEN THROUGH THE END OF THIS MONTH. IT'S THE FINAL ONE FOR THIS YEAR. AND JUST AS A REMINDER, WE CAN FUND EXTERIOR INFRASTRUCTURE AND FIRE SUPPRESSION. SO IF YOU HAVE IF YOU KNOW OF BUSINESSES IN THE DOWNTOWN AREA, IT'S TARGETED TO DOWNTOWN AND THEN, AREAS THAT WOULD BENEFIT FROM REDEVELOPMENT GATEWAYS INTO MCKINNEY ALONG 75 ALONG HIGHWAY FIVE. SO THERE'S AN OPPORTUNITY TO PARTICIPATE IN THAT MATCHING GRANT PROGRAM. APPLICATIONS ACCEPTED THROUGH JANUARY OR JULY 31ST. AND THEN THE LAST THING I'LL MENTION IS THERE'S AN EVENT COMING UP AUGUST 17TH. LOVE MCKINNEY EVENT, THE LIBRARY AND NEIGHBORHOOD SERVICES ARE SPEARHEADING IT, BUT VIRTUALLY ALL OF THE CITY DEPARTMENTS ARE PARTICIPATING. IT'S AN EVENT AT TOWN LAKE AND IS GEARED TO PROVIDE. IT'S AN OPPORTUNITY TO PROVIDE NEW RESIDENTS WITH INFORMATION ABOUT RESOURCES AVAILABLE IN MCKINNEY, CDC SPONSORING, AND I THINK EDC IS SPONSORING AS WELL. BUT LOOK FORWARD TO A GREAT OPPORTUNITY TO INTERACT WITH CITIZENS, SHARE INFORMATION ABOUT MCKINNEY, AND, WHAT CDC DOES AND ALSO WHAT EDC DOES. AND I'M HAPPY TO STAND FOR ANY QUESTIONS. I DON'T HAVE ANY QUESTIONS, BUT I WILL SAY I WAS ABLE TO PARTAKE IN THE TROLLEY.
AND SO I KNOW YOU GUYS HELPED, SPONSOR THAT TROLLEY AND IT WAS IT'S A GREAT ADDITION AND A VERY COOL ADDITION TO DOWNTOWN. YEAH. I GOT A CALL FROM ANDREW ON FRIDAY, AND HE WAS SO EXCITED ABOUT HOW IT'S BEEN RECEIVED DOWNTOWN, BUT HE SAID THAT PEOPLE WERE LINED UP FOR LIKE TWO HOURS BEFORE IT STARTED ON ITS ROOTS ON FRIDAY. SO I IMAGINE THEY'LL BE LOOKING AT OPPORTUNITIES TO EXPAND SERVICE IF THAT KIND OF VOLUME CONTINUES. SO IT'S EXCITING.
YEAH. THE GENTLEMAN WAS LIKE, YOU CAN RIDE, BUT ONLY ONE TIME YOU GOT TO GET OFF. WELCOME TO
[00:10:05]
MCKINNEY. EXACTLY. PICK YOUR SPOT BECAUSE YOU GOT TO GET OFF. YEAH. THANK YOU VERY MUCH. THANK YOU. VISIT MCKINNEY. HEY SO MEDICI COMMITTEE UPDATES MARKETING. NO UPDATES TODAY.FINANCE. NO UPDATES. REAL ESTATE. WE MET. WE'LL TALK IN EXECUTIVE SESSION, WHAT ELSE WE GOT GOING ON? GOVERNANCE IS COMING. GOVERNANCE IS COMING. INNOVATION AND INNOVATION IS GONE. INNOVATION IS MARK'S NOT HERE FLOWN THE COOP. YEAH. THE UPCOMING MEETING OKAY. SINCE IT'S INNOVATION IT'S GOING TO BE VIRTUAL RIGHT. YES OKAY. GOOD OKAY. BOARD CHAIRMAN, NOTHING REALLY TO REPORT THERE. WE DO HAVE A COUPLE EVENTS, COMING UP, ONE, ACTUALLY, I THINK IT'S TOMORROW. PLUG AND PLAY. IS IT TOMORROW PLUG AND PLAY. 17TH. 17TH THURSDAY. THERE'S A COFFEE.
CONNECT WITH PLUG AND PLAY AT THE BREAKFAST CLUB 51 ON HIGHWAY 2121 THIS WEEK. IF ANYBODY'S INTERESTED IN PLUG AND PLAY IS ACTUALLY TOMORROW 17TH. YEAH. OKAY. TOMORROW MORNING, IF YOU WANT BREAKFAST AND TO LEARN MORE ABOUT PLUG AND PLAY AND WHAT THEY'RE DOING HERE IN THE COMMUNITY, THERE'S THE DCI DRUM CORPS INTERNATIONAL, JULY 23RD AT 23RD AT MCKINNEY STADIUM, WHICH IS A REALLY COOL EVENT. I ACTUALLY HAVE A FRIEND WHOSE SON PERFORMED IN THAT YEARS AGO, REALLY COOL EVENT. THE DRUM LINE, THOUGH, IS PLAYING AT AT TUPPS MONDAY MONDAY. SO THE DRUM LINES AGAINST EACH OTHER. SO AWESOME. SOME DRUMS BEING BANGED TOGETHER. THAT'S A GREAT PLACE TO SEE. DRUM COMPETITION AND DRINK BEER. THAT'S THE PLACE TO BE. THAT'S WHERE YOU NEED TO GO.
IT SOUNDS BETTER WITH THE MORE BEER. YES. OKAY. YES. ALL RIGHT. BUT OTHER THAN THAT, IT'S JUST IT'S SUMMER AND WE GOT A LOT OF PROJECTS GOING ON AND THINGS HAPPENING, BUT, WE'LL JUST MOVE
[Consider/Discuss MEDC Monthly Reports]
ALONG. SO WE'VE GOT 24 1753 MONTHLY REPORTS. JANKOWSKI BACK FROM ASIA. YEAH. WELCOME BACK.THANK YOU SO MUCH. HAD A GREAT TRIP, I WAS HONORED TO JOIN THE GOVERNOR ON HIS MISSION TO ASIA.
WE HAD THE CHANCE TO VISIT TAIWAN, SOUTH KOREA, AND JAPAN TO MEET WITH BUSINESS AND REALLY POLITICAL LEADERS THERE TO TALK ABOUT MCKINNEY AND TALK ABOUT TEXAS, VERY POSITIVE EXPERIENCE.
SO THANK YOU FOR SUPPORTING MY ABILITY TO GO ON THAT TRIP WITH THE GOVERNOR AND THE WHOLE TEAM THERE. I WANT TO SPEAK A MOMENT ABOUT PLUG AND PLAY. WE MENTIONED THAT THE COFFEE EVENTS AND WHATNOT. SO THANK YOU TO THE BOARD MEMBERS WHO GO AND JOIN US FOR THOSE EVENTS. IT MEANS A LOT TO SEE YOU, YOU FOLKS THERE AND JUST SHOWING YOUR SUPPORT FOR WHAT PLUG AND PLAY IS DOING. THE FIRST BATCH OF START UPS IS COMPLETE. WE RECEIVED A REPORT YESTERDAY. I'M HAPPY TO ANNOUNCE THAT ONE OF THE START UPS RECEIVED THUS FAR, $3.5 MILLION, IN SUPPORT. SO THEY'VE RAISED THAT MUCH MONEY, IT'S A GOOD SIGN THAT THE PLUG AND PLAY ECOSYSTEM IS WORKING. HOW WE ANTICIPATE IT. OVERALL, I WILL PREPARE A SUMMARY SHEET AND PROVIDE IT TO THE BOARD THAT OUTLINES THAT SUCCESS AND MANY MORE. SO WITH THAT, I'LL ASK MR. TALLY TO SPEAK ABOUT THE SPECIFICS. WHAT REPORT AM I PULLING UP? KP. I THOUGHT HE WAS. I THOUGHT YOU WERE DOING A SEPARATE PRESENTATION. I DIDN'T, YES, NOT THAT I'M AWARE OF, BUT I CAN DO IT. GOOD MORNING BOARD. THANK YOU FOR HAVING ME THIS MORNING, MICHAEL TALLY, SENIOR VICE PRESIDENT. MEDICI, I WANT TO TOUCH ON THE ACTIVE PROJECT PIPELINE. SO WE'RE ACTUALLY AT A TOTAL OF 26. AS YOU CAN SEE, WE HAVE A NEW FORMAT THAT WE'VE IMPLEMENTED A COUPLE OF MONTHS AGO. 19 ACTIVE PROJECTS IS ACTUALLY THE MORE TRADITIONAL PROJECTS. INDUSTRIAL OFFICE MANUFACTURING, ADVANCED MANUFACTURING. THEN WE ACTUALLY BREAK THAT OUT WITH INNOVATION SEPARATELY. SO SEVEN INNOVATION THERE. IF YOU'LL GO ON TO THE NEXT ONE, PLEASE. SO 73 APPLICATIONS YEAR TO DATE THREE INNOVATION FUND. IF YOU REMEMBER THE NUMBER FROM LAST MONTH THAT'S BUMPED ABOUT 20 SINCE WE ATTENDED COLLISION IN TORONTO. SO JUST TO GIVE YOU AN IDEA OF LEADS WE'VE HAD FROM THAT, AND I KNOW LUKE WILL TOUCH ON THIS IN JUST A MOMENT, BUT CLOSE TO ABOUT 400 CONTACTS WE MADE THERE, I WOULD SAY 95% OF THOSE WERE ONES WE TALKED TO SPECIFICALLY ABOUT THEIR BUSINESSES, AND THEN BOUNCE DOWN TO THE NEXT ONE, PLEASE. AND THEN I WANTED A QUICK UPDATE ON BRI VISITS, WHICH IS AT ONE FOR JUNE, JUST BECAUSE WE HAD A LOT OF TRAVEL FOR VACATION, PERSONAL TRAVEL AND CONFERENCES AS WELL. SO THAT NUMBER WILL BUMP UP THROUGHOUT THE REST OF THE YEAR. YOU'LL ALSO START SEEING SOME THINGS THAT YOUR CALENDAR, WHICH ARE OPTIONS TO DO TOURS. SO IF YOU REMEMBER CORRECTLY, MADISON IS GOING TO BE SETTING UP SOME
[00:15:03]
TOURS THROUGHOUT THE REST OF THE YEAR TO WHERE IF YOU CAN MAKE IT, WE'LL DO COMPANY TOURS, DEVELOPMENT TOURS, ETC. SO FEEL FREE TO LOOK AT THAT AND SEE WHAT WORKS FOR YOUR SCHEDULE, AND HAPPY TO STAND FOR ANY QUESTIONS. QUESTIONS THANK YOU. GOOD REPORT LUKE. GOOD MORNING, MR. CHAIRMAN. MR. PRESIDENT, MEMBERS OF THE BOARD, GOOD MARKETING AND SOCIAL MEDIA MANAGER HERE FOR THE EDC, DINA, IF YOU WOULD GO TO THE NEXT SLIDE, I'M JUST GOING TO TOUCH ON A FEW METRICS AND THINGS TO MAKE NOTE OF YOUR FULL REPORT IS ATTACHED TO THE AGENDA AS WELL.IF YOU WANT TO DIVE INTO THE NUMBERS. AND OF COURSE, THERE'S SOME STRATEGIES AND CONCEPTS THAT I'M NOT SHARING HERE FOR THE SAKE OF NOT SHOWING HOW ALL THE SAUSAGE GETS MADE, BUT IF YOU HAVE QUESTIONS ABOUT OTHER DIGITAL OUTREACH, I WILL DEFINITELY ANSWER THOSE, AT ANOTHER TIME AS WELL. SO SOMETHING INTERESTING TO NOTE HERE, OUR DESKTOP TRAFFIC TO THE WEBSITE HISTORICALLY, TRADITIONALLY, IN ANY OTHER INDUSTRY OR OTHER AVENUES, MOBILE TRAFFIC IS SKYROCKETING AND DESKTOP IS DECLINING. WE ARE SEEING AN INFLUX OF DESKTOP USERS, VISITORS, WHICH TO ME IS A GOOD THING BECAUSE THAT SHOWS THAT WE ARE ATTRACTING TO OUR WEBSITE, CORPORATIONS, BUSINESS LEADERS, PEOPLE WHO ARE NOT SCROLLING THROUGH ON THEIR PHONE, BUT THEY'RE INTENTIONALLY VISITING FROM A DESKTOP WORK COMPUTER. RIGHT. SO THAT'S A GOOD METRIC, SOMETHING THAT I NOTE, AGAIN, IN ANY OTHER INDUSTRY, THOSE NUMBERS WOULD BE FLIPPED. WE WOULD BE SEEING 75% MOBILE TRAFFIC. BUT TO ME THAT'S A GOOD THING. THAT WE'RE SENDING PEOPLE THE RIGHT TYPE OF PEOPLE TO OUR WEBSITE, AND IT'S PRETTY COOL TO SEE. THE OTHER THING TO NOTE HERE IS MASSIVE SPIKE TO OUR WEBSITE FROM TORONTO, WHICH IS NOT A REGION WE HAVE TARGETED A LOT IN THE PAST, BUT AS A RESULT OF THE TEAM'S PARTICIPATION IN THE COLLISION CONFERENCE, WE PUT A STACK OF $500,000 OF FAKE CASH THEATER MONEY ON A TABLE, AND THAT DREW AN INFLUX OF PEOPLE TO THE BOOTH WITH INTENTIONALITY. SO THEY WOULD SCAN OUR QR CODE, AND THAT WOULD TAKE THEM TO THE COLLISION CONFERENCE APP, WHICH THEN EXCHANGED OUR CONTACT INFORMATION WITH THEM. WE ATTRACTED 373 SOLID LEADS FROM THAT ONE THREE DAY CONFERENCE ALONE, AND WE'VE NOW BEGUN THE FOLLOW UP AND THE OUTREACH AND ALL OF THAT. SO WE LEFT OUR FAKE MONEY IN CANADA. WE DIDN'T WANT TO GET STOPPED AT CUSTOMS ON THE WAY BACK. SO BUT IT PROVED TO BE A VERY, SUCCESSFUL EYE CATCHING, CONVERSATION STARTER, THERE. AND SO THAT'LL BE KIND OF A NEW THING WE IMPLEMENT AT OTHER EVENTS AS WELL. SO YOU'LL SEE STACKS OF CASH LAYING AROUND.
IT'S FAKE MONEY, DON'T WORRY. AND WITH THAT I'LL STAND FOR ANY QUESTIONS. THAT'S WHAT I WAS GOING TO ASK ABOUT. I WAS LIKE, WOW. YEAH. PETTY CASH IS BUILT UP. YEAH WE DID. DEENA JUST GIVES US STACKS OF MONEY TO WALK AROUND WITH. I DON'T KNOW WHAT'S GOING ON. YEAH. ALL RIGHT. ANY QUESTIONS? THANK YOU. THANKS ALL RIGHT. WE HAVE OUR REGULAR AGENDA ITEMS, AND WE HAVE ANY PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. ANYBODY IN BOARD COMMENTS? NOPE.
[EXECUTIVE SESSION]
THEN WE'LL GO INTO EXECUTIVE SESSION IN ACCORDANCE WITH TEXAS GOVERNMENT CODE SECTION 551071, SUBPARAGRAPH TWO. CONSULTATION WITH GENERAL COUNSEL ON ANY WORK SESSION, SPECIAL OR REGULAR SESSION. AGENDA ITEM REQUIRING CONFIDENTIAL ATTORNEY CLIENT ADVICE NECESSITATED BY DELIBERATION AND DISCUSSION OF SAID ITEMS ON THE FOLLOWING PROJECTS. PROJECT YES, TERRA-GEN AND
