AND IT'S LISTED AS A HIGH PRIORITY HOME, THE HOME DOES HAVE A HISTORIC MARKER ON IT AND PREVIOUSLY HAD A HISTORIC MARKER LEVEL. HOWEVER, THAT EXEMPTION DID EXPIRE LAST YEAR. THE CRITERIA FOR REHABILITATION LEVEL INCENTIVE REQUIRES THAT THE HOME BE AT LEAST 40 YEARS OF AGE, WHICH IS OVER 90. AT THIS POINT, THE OWNER RECEIVED A LETTER OF ELIGIBILITY, WHICH THEY DID RECEIVE LAST YEAR, AND THEN NO LATER THAN 12 MONTHS FOLLOWING THE ISSUANCE OF THAT LETTER OF ELIGIBILITY. THEY EITHER NEED TO COMPLETE OR CAUSE TO BE COMPLETED, VERIFIED, ELIGIBLE IMPROVEMENTS THAT HAVE A COMBINED COST OF AT LEAST 10,000, THE RECEIPTS THAT STAFF HAS VERIFIED FOR THEM, DOES SHOW THAT THEY SPENT THE REQUIRED AMOUNT. THE FIRST ONE HAPPENED SHORTLY AFTER CONSTRUCTION IN THE 20S, WHICH IS WHEN THEY ADDED, THE BEGINNING OF THE SECOND STORY AND THEN AGAIN IN THE 40S, THEY TOOK A SLEEPING PORCH AND ENCLOSED THAT AND BUILT ON A NEW PORCH IN 2020, THERE WAS ALSO A SUBSTANTIAL REHABILITATION PROJECT, WHICH INCLUDED ADDING NEW ROOMS TO THE SECOND FLOOR AND THE REAR OF THE HOME, THIS HOME IS LISTED AS LOW PRIORITY IN THE 2023 HISTORIC RESOURCES SURVEY. AND THEN SOME OF THE CHARACTER DEFINING FEATURES OF THIS HOME INCLUDE THE WINDOWS, WHICH ARE ALL ONE OVER ONE, AND THAT FULL WIDTH FRONT PORCH. THE HISTORIC MARKER APPLICATION GOES INTO A LOT MORE DETAIL ABOUT THE HISTORY OF THE HOME, BUT I DID WANT TO SUMMARIZE SOME OF IT. NOW, JAMES MERRITT WAS AN EARLY PROPERTY OWNER WHO SOLD THE PROPERTY THEN TO WILLIAM R ABERNATHY. ABERNATHY AND HIS NAMESAKE, LAW FIRM REPRESENTED MANY HIGH PROFILE CASES, INCLUDING A CASE IN 1915 WHERE HE REPRESENTED CHEEVES BROTHERS AND COMPANY. AFTER THE MISSISSIPPI STORE COLLAPSE THAT HAD KILLED SEVERAL PEOPLE, HE HAD CONTRACTED WILLIAM JORDAN HIGGINS AS A AS THE BUILDING CONTRACTOR FOR THIS HOME. HIGGINS WAS A VERY POPULAR BUILDER AND CREDITED IN THE NEWSPAPERS WITH OVER 36 PRIVATE RESIDENCES IN MCKINNEY ALONE, WHEN HE CONTRACTED HIGGINS, HE ASKED HIM TO BUILD THEM A RENT HOUSE, BUT SHORTLY AFTER THAT, INSTEAD OF IT CONTINUING A LIFE AS A RENT HOUSE, HENRY C MILLER BOUGHT THAT HOME IN 1919. THEY LIVED THERE FROM 1919 UNTIL 1970, MAKING THEM THE LONGEST OWNERS OF THE PROPERTY. HENRY MILLER WAS ELECTED AS MAYOR IN 1921. HE WAS ALSO THE MCKINNEY. MCKINNEY CITY ATTORNEY. FOR MORE [00:15:03] THAN A DECADE. HE DIED IN 1955, BUT HIS WIFE DID CONTINUE LIVING THERE, LIKE I SAID, UNTIL 1970. WHILE THE APPLICANT COULDN'T BE HERE TONIGHT, HE DID WANT ME TO READ A BRIEF NOTE FROM HIM, TO INCLUDE WITH THIS APPLICATION. WE FOUND THIS HOME IN 2020, 2021 AND HAVE WORKED TO REHABILITATE IT OVER THE LAST THREE YEARS TO A VERSION OF WHAT WOULD HAVE LOOKED LIKE, WHAT IT WOULD HAVE LOOKED LIKE IN THE 20S WHEN IT WAS ORIGINALLY LIVED IN BY THE MILLER FAMILY. THIS HAS INCLUDED MAKING IT HABITABLE ON THE INSIDE WHILE MAINTAINING THE 20S ESTHETIC, REINFORCING IT STRUCTURALLY, AND REHABILITATING TO WHAT HISTORIANS BELIEVE TO BE HISTORICALLY ACCURATE EXTERNALLY. WE FOUND IT SO INTERESTING THAT THE MAYOR OF MCKINNEY AND HIS FAMILY STARTED THIS HOMESTEAD, AND THE HISTORY THAT HAS CARRIED THROUGH THE PROPERTY THAT WE SUBMITTED IN OUR APPLICATION. WE TAKE PRIDE IN BEING PART OF THE COMMUNITY, TAKING PART IN ITS TRADITIONS, ALL WHILE PRESERVING ITS HISTORY. IN FACT, THE 85 YEAR OLD GRANDDAUGHTER OF THE MILLER'S STOPPED BY AND THANKED US FOR RESTORING THE HOUSE TO THE WAY SHE REMEMBERED IT GROWING UP IN THE 40S AND 50S. LATER, SHE BROUGHT BY SEVERAL MEMBERS OF HER FAMILY TO SEE HOW SHE GREW UP FOR PICTURES AND A TOUR. OUR PLANS ARE TO KEEP THE HOME AS AN EXAMPLE. IT HAS BEEN FOR MANY TO STOP BY AND ENJOY.
