25TH, 2024 MEETING WITH A VERY SIMILAR REQUEST. PREVIOUSLY WAS REQUESTING A WOODEN FENCE ALONG THE SOUTHERN PORTION OF THE PROPERTY LINE HERE, WHICH DID NOT MEET OUR. OUR SCREENING REQUIREMENTS FOR MULTIFAMILY USES THAT REQUEST BEFORE PNC WAS ULTIMATELY DENIED. SINCE THEN, THE APPLICANT HAS COME BACK TO STAFF, HAS PROPOSED A NEW MATERIAL, AND THEY ARE REQUESTING A NEW VARIANCE FOR THIS PARTICULAR PIECE OF PROPERTY. SO, JUST A REMINDER, THE APPLICANT IS PROPOSING AND I SAY PROPOSING THEY ARE NEARING COMPLETION OF 276 MULTI-FAMILY RESIDENTIAL UNITS. THEY ARE IN OUR MULTIFAMILY COTTAGE STYLE, SO THEY ARE GOING TO LOOK AND FEEL LIKE SINGLE FAMILY, BUT THEY ARE A MULTIFAMILY PRODUCT, CURRENTLY THE APPLICANT IS NOW PROPOSING TO UTILIZE A COMPOSITE MATERIAL, WHICH THEY HAVE ATTACHED. HERE SO THE COMPOSITE MATERIAL DOES HAVE LONGER DURABILITY AND IT ACTUALLY WILL WEATHER MUCH, MUCH LONGER THAN WOOD. WILL IT ACTUALLY IS COMPARABLE TO MASONRY IN A LOT OF A LOT OF THINGS. HOWEVER, IT IS MUCH LIGHTER THAN MASONRY. ONE OF THE CONCERNS THAT THE APPLICANT HAD WAS DUE TO THE FACT THAT THE RETAINING WALL THAT IS PROPOSED ON THE PROPERTY AND EXISTING DOES NOT HAVE THE ABILITY TO SUPPORT A MASONRY WALL ON TOP OF IT. SO IF THE APPLICANT, WAS ABLE TO MOVE FORWARD, THEY WOULD BE ABLE TO BUILD THIS COMPOSITE MATERIAL ON TOP OF THE RETAINING WALL TO BE ABLE TO MEET THAT SIX FOOT SCREENING REQUIREMENT, IF NOT, THE APPLICANT WOULD THEN HAVE TO BUILD A SIX FOOT SCREENING WALL IN FRONT OF THE RETAINING WALL TO MEET OUR SCREENING REQUIREMENTS. LAST TIME, STAFF'S INITIAL CONCERNS WERE THAT THE WOOD FENCE, THE DURABILITY OF THE MATERIAL AND OF COURSE, THE LONG TERM MAINTENANCE. AND SO SINCE THEN, THE APPLICANT WITH THE COMPOSITE MATERIAL BEING ENGINEERED TO BE HIGHLY DURABLE, RESISTANT TO ROT, AND OF COURSE, MOST IMPORTANTLY, RESISTANT TO MOST WEATHER, STAFF IS FINDING THAT IT IS COMPARABLE IN THE LONGEVITY. AS SUCH, ONE OF THE CONDITIONAL APPROVALS FOR THE SITE IS THAT THE APPLICANT WILL EXECUTE A SHARED WALL MAINTENANCE AGREEMENT FOR THIS PORTION OF THE WALL SO THAT ALONG THAT RETAINING WALL, WHERE THEY WOULD BE PUTTING THE COMPOSITE FENCE ON TOP OF THE RETAINING WALL UNTIL SUCH A POINT THAT IT NO LONGER THE RETAINING WALL, IT WAS NO LONGER THERE, THEY WOULD BE WORKING IN PERPETUITY WITH THE SINGLE FAMILY TO HAVE THAT MAINTENANCE AGREEMENT, WHICH WAS ONE OF THE CONCERNS THAT PLANNING AND ZONING HAD LAST TIME WITH ALL OF THESE UPDATES, STAFF HAS TAKEN INTO CONSIDERATION THE COMPOSITE MATERIAL AND OF COURSE, THE MAINTENANCE AGREEMENT AND STAFF IS RECOMMENDING APPROVAL OF THE VARIANCE, AND I WILL STAND FOR ANY QUESTIONS. AND THE TRANSITION FOR THE SECTION WHERE THEY'RE WANTING TO DO THE COMPOSITE IS THE ELEVATION SUCH IT'S GOING TO MEET UP WITH THE OTHER THE ONE THERE ALONG WHERE THE FIRE STATION IS, IS IT GOING TO KIND OF MEET UP OR ARE THEY GOING TO HAVE TO TRANSITION IT OR WHAT'S THE THERE WILL BE A LITTLE BIT OF A TRANSITION.
