[00:00:06]

I WILL CALL CITY COUNCIL TO ORDER. THIS IS OUR JOINT MEETING. TODAY IS TUESDAY, AUGUST 20TH. YOUR 2024. IT'S 433 IN THE AFTERNOON, AND WE'RE IN COUNCIL CHAMBERS AT 222 NORTH TENNESSEE STREET. GREAT CITY OF MCKINNEY. THANK YOU, MR. MAYOR. AND COUNCIL, AT THIS TIME, I WILL CALL THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION BOARD TO ORDER. WE DO HAVE A QUORUM.

WE'RE ALL HERE AND APPRECIATE THE OPPORTUNITY TO HAVE THIS MEETING WITH YOU ALL. I DO NOT

[Consider/Discuss MEDC Monthly Reports]

SHOW THAT ANYONE HAS SIGNED UP FOR PUBLIC COMMENTS, SO WE WILL MOVE RIGHT TO OUR DISCUSSION.

ITEM 241874. CONSIDER DISCUSS MEDC MONTHLY REPORTS, MR. KOSKI. OH, GOOD. GOOD EVENING EVERYBODY. SO THANK YOU SO MUCH FOR ALLOWING US TO JOIN YOU FOR THIS JOINT MEETING. THIS IS OUR SECOND JOINT MEETING. THIS YEAR AND THIS ONE'S A BIT DIFFERENT. WE'RE NOT GOING TO GO BACK AND TOUCH ON ALL THE PROJECTS AND WHATNOT. WE'VE WE'LL DO THAT AT A LATER DATE. TODAY IS ABOUT STRATEGY OVERALL. BUT BEFORE WE DIP OUR TOE INTO THOSE WATERS, I'D LIKE TO GIVE YOU A TASTE OF WHAT WE PRESENT EACH MONTH TO MEDC. SO MICHAEL TALLEY, OUR SENIOR VICE PRESIDENT, AND LOU CAJARI, OUR MARKETING AND SOCIAL MEDIA MANAGER, WILL GIVE UPDATES ON WHAT'S GOING ON IN OUR OUR LITTLE WORLD. AND THEN I'LL FINISH UP THIS MEETING WITH A FULL DISCUSSION ON STRATEGY. SO WITH THAT, MR. TALLEY. THANK YOU. GOOD AFTERNOON MAYOR COUNCIL. OKAY YOU SHOULD HAVE A COPY OF OUR ORGANIZATIONAL REPORT ATTACHED FOR YOUR REVIEW. WE'LL GO OVER THAT IN JUST A MOMENT. JUST BRIEFLY. CURRENT PROJECT PIPELINE ACTIVE PROJECTS, 18 PROJECTS OF ABOUT 1.4 BILLION. JUST A NUMBER THAT WE HAVE HAD THIS YEAR. ONE $229 MILLION IN TOTAL PROJECTS.

CAPEX. WE DO BREAK THAT OUT NOW. SO IF YOU'VE SEEN THIS BEFORE, IT LOOKS A LITTLE DIFFERENT INTO TRADITIONAL INNOVATION, TRADITIONAL BEING MORE INDUSTRIAL OFFICE MIXED USE DEVELOPMENT AND THEN INNOVATION FUND BEING START UP TECH OF. LET'S GO TO THE NEXT SLIDE PLEASE. 86 CURRENT APPLICATIONS WERE ON TRACK TO PROBABLY DOUBLE OR POSSIBLY TRIPLE OUR APPLICATIONS. THAT'S DUE TO HIGHER PARTICIPATION AND A NUMBER OF DIFFERENT EVENTS MARKETING, MESSAGING. AND THEN OF COURSE THE PLUG AND PLAY PARTNERSHIP. NEXT SLIDE PLEASE.

JUST AN UPDATE ON SOME OF THE EVENTS WE'RE DOING. SO THE ORGANIZATIONAL REPORT IT DOES KIND OF RAMP BACK UP FOR THE FALL CONFERENCE TRADE SHOWS EVENT SEASON. SO AS SOON AS SCHOOL GETS BACK IN SESSION. SO YOU'LL SEE THESE NUMBERS BUMP UP HERE IN THE FALL. SOME EXAMPLES DFW RETAIL INDUSTRIAL DEVELOPMENT CONFERENCES WITH MR. KOWSKI SPEAKING. SOME OF THOSE THIS WEEK AND NEXT COLLISION START UP CONFERENCE THAT WE WENT TO ATTENDED IN JULY, EXCUSE ME IN JUNE. AND THEN THE EDC GOVERNOR'S TRIP TO ASIA THAT MR. KOSKI ATTENDED. AND AT THIS TIME, I'LL STAND FOR ANY QUESTIONS. OTHERWISE I'LL PASS IT ON TO MR. GAJJAR TO DISCUSS MARKETING. ANY QUESTIONS? SIR? MICHAEL OKAY. THANK YOU. GOOD EVENING, MR. MAYOR. COUNCIL.

LUKE GAJJAR, SOCIAL MEDIA MARKETING MANAGER FOR THE MEDC. WE'LL GO TO THE NEXT SLIDE.

EMPRESS. IF YOU DON'T MIND, WE'LL JUST REVIEW SOME MARKETING THINGS. WE PRESENT IN FULL THE MARKETING DETAILS THAT WE ARE ACTIVELY CHASING, THE THINGS THAT WE'RE DOING. CAMPAIGNS WE'RE RUNNING, SOCIAL MEDIA UPDATES THAT CAN BE FOUND IN THE MARKETING REPORT ATTACHED TO THE AGENDA. IF YOU'D LIKE TO SEE MORE DETAIL ON WHAT WE'RE DOING ON A MONTHLY BASIS. AND THEN I USUALLY LIKE TO CALL OUT A FEW THINGS. SO I'LL JUST POINT OUT A COUPLE OF THINGS GOING ON ON OUR WEBSITE. JUST NOTEWORTHY OF WHAT'S HAPPENING. NUMBER ONE, WE CLICKED OVER 3000 LINKEDIN FOLLOWERS, WHICH IS AWESOME. THAT IS FAR AND AWAY OUR MOST ACTIVE, ENGAGED SOCIAL MEDIA PLATFORM AS IT SHOULD BE, AND WE ARE WORKING TO INCREASE THE FOLLOWING AWAY FROM JUST BEING PRIMARILY MCKINNEY RESIDENTS AND BUSINESS OWNERS AND REAL ESTATE BROKERS INTO MORE ACROSS THE US AUDIENCES. ONE BIG RESULT FOR OUR REASON, FOR OUR LINKEDIN PLATFORM, CLICKING OVER 3000 WAS THROUGH DALLAS, AN EVENT THAT MR. KOWSKI SPOKE AT THAT WE ALL AGREED INTERNALLY, WAS PROBABLY ONE OF THE MOST RESPONSIVE, ENGAGED, ACTIVE. OUR INBOXES WERE ALL FULL AFTER THAT EVENT.

PEOPLE WANTING TO ENGAGE FOLLOW UP WITH WHAT WE'RE DOING. SO KUDOS TO THE TEAM FOR STAYING ACTIVE AND OUT THERE THAT REFLECTS IN OUR SOCIAL MEDIA ACTIVITY AND THEN OUR OUR TOP VISITED WEB PAGE ON OUR WEBSITE. OUTSIDE OF THE HOME PAGE IS THE INNOVATION FUND PAGE. AGAIN, SHOUT OUT TO OUR TEAM, PARTICULARLY MR. MIKE WILKS, FOR ALL THE ACTIVITY HAPPENING AROUND THE INNOVATION FUND. YOU CAN SEE THE NUMBER THERE FOR SITE VISITS. THIS LAST MONTH WAS 666. SO DO WITH THAT WHAT YOU WILL. BUT THAT'S OUR MARKETING ANALYTICS. JUST A QUICK GLANCE AT WHAT WE'RE DOING HERE WHEN IT COMES TO MARKETING FOR THE EDC. AND WITH THAT, I WILL GLADLY STAND FOR ANY QUESTIONS. QUESTIONS THANK YOU SIR. ALL RIGHT. THANK YOU LUCAS. SO ALL

[Consider/Discuss MEDC Fiscal Year 2024-25 Draft Strategic Objectives]

[00:05:10]

RIGHT. 241875. CONSIDER. DISCUSS. MEDC FISCAL YEAR 20 2425 DRAFT STRATEGIC OBJECTIVES.

THANK YOU, MR. MAYOR. CITY COUNCIL, CITY MANAGER, MR. GRIMES, MIKE MAKOWSKI, PRESIDENT AND CEO OF THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. TODAY, I WOULD LIKE TO STEP THROUGH OUR ACTIVE DRAFT VERSION OF OUR OBJECTIVES FOR THIS COMING YEAR. LET'S START WITH THIS. EVERY PRESENTATION I GIVE NOW STARTS WITH THIS SLIDE. AND THERE'S ALWAYS TWO THINGS THAT GET FROM THIS SLIDE. IT'S TWO OBSERVATIONS. THE FIRST ONE IS THIS CONGRATULATIONS. WELL DONE.

THE SECOND ONE IS HOW DID YOU GUYS DO THIS. AND THE SECOND QUESTION THAT'S MOST FUN TO ANSWER BECAUSE I ALWAYS RESPOND BACK IS WITH ALIGNMENT. ALIGNMENT OF COUNCIL ALIGNMENT OF OUR BOARD HERE. ALIGNMENT OF OUR MISSION TO GET STUFF DONE IN MCKINNEY. LET'S TAKE THAT FURTHER. WE'RE ABLE TO DO THIS BECAUSE WE'RE AGILE. WHAT DOES AGILE MEAN IN THIS CONTEXT? MOVING QUICKLY AND EASILY TO CREATE AND RESPOND TO CHANGE. AND OF COURSE, I THINK THIS DEFINES WHAT WE'RE DOING EVERY DAY IN THE CITY OF MCKINNEY. WE'RE IN A FAST EVOLVING ENVIRONMENT, AND THE FACT THAT WE CAN DEAL WITH THAT AND SUCCEED IN THAT SPEAKS VOLUMES ABOUT WHAT WE'RE DOING OVERALL. SO OUR CORE MISSION TODAY IS TO MAKE SURE WE HAVE THE BEST ALIGNMENT POSSIBLE, TO MAKE SURE THAT WE ARE WORKING ON BEHALF OF CITY COUNCIL TO EXECUTE THE VISION FOR THE CITY. SO I SUBMIT THAT OUR GUIDING PRINCIPLE FOR THIS FISCAL YEAR COMING UP SHOULD BE AGILE, ATTRACT, GROW, INNOVATE, LEAD AND ENGAGE. THINK OF THESE AS PILLARS, IF YOU WILL. AND WE JUST DIDN'T COME TOGETHER AND MAKE THIS STUFF UP. WE'VE ENGAGED WITH A SERIES OF INPUTS HERE. WE HAVE OUR CURRENT STRATEGIC PLAN. WE HAVE THE CITY GOALS THAT WERE ADOPTED BY COUNCIL RECENTLY. WE HAVE OUR COMP PLAN, WHICH IS A WHOLE CHAPTER ON ECONOMIC DEVELOPMENT, INCLUDING AN APPENDIX AND AN IMPLEMENTATION. WE HAD A BOARD RETREAT THAT WAS RUN BY MR. DOUG THOMAS, THE SAME FACILITATOR CITY COUNCIL USES THAT INCLUDED PRE-INTERVIEWS WITH THE BOARD AND SO ON. WE'VE HAD TWO INTERNAL STAFF RETREATS, VARIOUS COMMITTEE MEETING DISCUSSIONS, AND OF COURSE, MARKET RESEARCH. THAT'S ALL INFORMED AND DISTILLED INTO A SINGLE PAGE HERE. SO IT'S OUR AGILE STRATEGY DOCUMENT. THE ITEMS ON THE LEFT PROBABLY TOTAL 4 OR 500 PAGES. I THINK WE CAN GET DOWN TO ONE PAGE AS A TOUCHSTONE, IF YOU WILL. WE'LL GO THROUGH THESE STEP BY STEP IN A MOMENT, BUT I WANT TO SHOW SOMETHING ELSE. WE'RE DOING THIS INTERNAL MATRIX THAT WE DEVELOPED THAT REALLY HELPS US IN OUR DAY TO DAY, MONTH TO MONTH, QUARTER BY QUARTER. AND THIS INCLUDES, OF COURSE, THIS MATRIX FORMAT. AGAIN, DON'T LOOK AT THE TEXT HERE. JUST AN EXAMPLE OF HOW IT LOOKS AND HOW WE'LL USE THIS AND WHY IT'S SO IMPORTANT TO US TO HAVE THIS ONE PAGER. IS THAT ONE OF US CAN LOOK AT THIS SHEET OF PAPER, UNDERSTAND WHAT THE MISSION IS, WHAT THE INITIATIVE IS. SO BASICALLY THE GROW, IF WE WANT TO CHANGE ONE OF THOSE SQUARES IN THE MATRIX, IT'S CHANGING ONE SQUARE RATHER THAN A CHAPTER IN A DOCUMENT OR MULTIPLE PAGES. SO LET'S STEP THROUGH THESE REALLY QUICK. AND THEN CHAIRMAN LOCHMUELLER, I THINK YOU WANT TO MAKE SURE WE PAUSE AT CERTAIN POINTS TO HAVE SOME DISCUSSION ON EACH OF THESE. SO ATTRACT OUR OUR OBJECTIVE REALLY IS TO TARGET HIGH IMPACT INDUSTRIES, LEVERAGE OUR QUALITY OF PLACE IN MCKINNEY DOWNTOWN AIRPORT AND SO ON, AND THEN BE MORE STRATEGIC IN OUR LAND USE ACQUISITION, SELLING LAND AND SO ON. SO I'LL PAUSE HERE. I'M NOT SURE IF MR. CHAIRMAN HAS ANY COMMENTS ON THIS ONE OR IF THIS IS THE RIGHT DIRECTION. OVERALL GOOD, GOOD.

NO, I MEAN, I DON'T REALLY HAVE ANYTHING TO ADD OTHER THAN, YOU KNOW, WE'VE WE'VE TALKED ABOUT THIS BEFORE AND OBVIOUSLY, YOU KNOW, WE SERVE AT THE PLEASURE OF THE COUNCIL. SO WE WANT TO WORK HAND IN HAND WITH YOU IN TERMS OF HOW WE STRATEGICALLY, STRATEGICALLY PLAN, ESPECIALLY SURROUNDING, I THINK PROBABLY FOR US, THE MOST IMPORTANT THING IS SURROUNDING THE LAND THAT'S OWNED OR CONTROLLED BY THE EDC. AND THEN, YOU KNOW, HOW DO WE NAVIGATE THAT? AND THEN WHAT DOES THAT MEAN IN TERMS OF POLICIES, IN TERMS OF POSSIBLE FUTURE ACQUISITION AS PROJECTS COME? SINCE WE HAVE NOTES LIVE, WE KNOW THAT'S ONE THAT'S YOU KNOW, THAT'S A GOOD EXAMPLE. SO NOW THAT WE HAVE THAT PROJECT, IF THERE'S A POINT IN TIME DOWN THE ROAD WHERE THERE'S A CONCERN OR DESIRE TO PURCHASE OTHER LAND FOR SIMILAR TYPES OF PROJECTS OR OTHER PROJECTS, WHAT IS THE COUNCIL'S THOUGHTS ON THAT? BECAUSE THAT WILL DRIVE A LOT OF A LOT OF OUR DECISION MAKING AS WELL. THAT'S REALLY ALL I HAVE. YEAH, VERY GOOD. SO I'M PRETTY GOOD AT JUMPING AHEAD. SO I

[00:10:03]

GUESS MY QUESTION IS COUPLED WITH THE NEXT PILLAR WHERE WE USE GROW AND WE SET A GOAL OF 3 TO 1 RESIDENTIAL TO COMMERCIAL DEVELOPMENT. AND I GUESS MY QUESTION IS DO OUR DOES OUR LAND PLANNING AND OUR FUTURE LAND USE ALLOW US TO DO THAT? AND THEN COMING BACK TO THIS ONE, HOW DO WE IF WE'RE TALKING ABOUT LAND PURCHASES AND THINGS LIKE THAT, HOW DO WE ENSURE THAT WE'RE GETTING TO THAT 3 TO 1 NUMBER. YEAH CAN DO WE DO THAT BY FINDING LAND THAT IS IN THE ETJ THAT NEEDS TO BE UNDER ANNEXATION AGREEMENTS. IS IT ABOUT FINDING LAND AND ZONING IT AND RESELLING IT? LIKE, WHAT ARE THOSE STRATEGIES THAT SHOULD COME INTO THAT? I GUESS THE, THE STRATEGIC LAND USE AND DEVELOPMENT COMPONENT THAT ALIGN WITH THE 3 TO 1 GOAL THAT WE HAVE ON, THAT'S A GREAT SEGUE. WHAT I'LL DO, COUNCILMAN BELLER, I'LL GO AHEAD AND JUMP TO THE NEXT ONE. GROVE SO WE'RE ALL ON THE SAME PAGE HERE. SO GROVE, OF COURSE, IS EXPAND OUR BIRD PROGRAMS, PROMOTE WORKFORCE DEVELOPMENT, AND THAT INCLUDES PARTNERING WITH EDUCATION PARTNERS ACROSS THE CITY AND BEYOND. AND THERE'S A 3 TO 1 TAX BASE, WHICH WE SEE IN MANY CITY DOCUMENTS AS AN ULTIMATE GOAL, THIS DOCUMENT HERE IS, IS HIGH LEVEL WITH INTENTIONALITY BECAUSE WE DON'T WANT TO SIGNAL OUR TACTICS OR SPECIFIC STRATEGY TO THE MARKET SPACE TOO QUICKLY.

I THINK WE'LL COVER SOME OF THAT IN EXECUTIVE SESSION TODAY TO TALK ABOUT OUR STRATEGY FOR GOING AFTER THAT. 3 TO 1, I'M SET UP TO MEET WITH OUR DIRECTOR OF PLANNING, JENNIFER ARNOLD, TO WALK THROUGH THE UPDATES OF THE COMP PLAN TO SEE HOW THAT MARRIES WITH THIS 3 TO 1 GOAL.

SO AGAIN, THIS IS SOMETHING THAT WE HAVE OUR SEATS AT LEAST WE KEEP IN MIND. IS IT ASPIRATIONA? MAYBE. BUT I THINK IT'S THAT NORTH STAR WE'RE TRYING TO HIT. WITH INNOVATION, EXPAND AND UPDATE OUR INNOVATION FUND. THAT'S A VERY SUCCESSFUL PROGRAM. IN FACT, IT'S SOMETHING WE LEAN INTO QUITE A BIT IN OUR OPENING STATEMENTS ABOUT THE MEDC TO PEOPLE NOT FAMILIAR WITH US, IT GETS GREAT TRACTION. WE NEED MORE COWORKING SPACES IN MCKINNEY. THAT'S SOMETHING WE DESPERATELY NEED BECAUSE PEOPLE HAVE CHANGED THEIR WORK HABITS. SO I BELIEVE WE'LL BE FOCUSING ON THOSE USES AND THEN LEVERAGE THE PLUG AND PLAY ECOSYSTEM TO REALLY HELP US BE A MAGNET FOR STARTUPS TO LAND FROM ACROSS THE COUNTRY. HERE INTO MCKINNEY. MIKE, YOU SAID WE NEED MORE CO-WORKING SPACES, AND I GUESS I'M JUST A LITTLE BIT BLIND TO THAT, REALLY. DO WE? I MEAN, IS COMMON DESK PRETTY FULL? AND THEN THERE'S THE PLACE IN YOUR BUILDING AND THEN THERE'S THAT, I CAN'T REMEMBER WHAT WE CALL IT. THAT PLACE ON REDBUD. WHAT DO WE CALL THAT? IT'S OKAY, SO, MR. WILLIS, HOW MANY DO WE HAVE RIGHT NOW? SO RIGHT NOW WE HAVE SEVEN DIFFERENT COWORKING SPACES. COMMON DESK IS PRETTY MUCH AT CAPACITY. WOW LUCID FOR ANY OF KIND OF THE. YOU KNOW, TWO FOUNDERS LOOKING FOR A SMALLER SPACE, NOT A LARGER TEN PERSON OFFICE. I DON'T HAVE ANY, SO WE ARE REACHING CAPACITY. GREAT TO HEAR. YEAH, I'LL GET THAT ON THE FULL RECORD. SO WHAT WE'RE SEEING IS NOT JUST ANECDOTALLY IS ESPECIALLY IN OUR BUILDING, LUCID. IT'S PACKED, IT'S BUSY, AND THE OTHER ONES ARE FILLING UP. WE HAD ONE CLOSED DOWN RECENTLY AS WELL THAT CLOSED DOWN 2 OR 3 MONTHS AGO. SO YEAH, WE SEE THAT AS A SPACE THAT NEEDS MORE ATTENTION.

CHAIRMAN LOCKMILLER YEAH, I DIDN'T WANT TO FORGET. I JUST WANTED TO ADDRESS MR. MILLER, ONE OF THE QUESTIONS OR ISSUES THAT YOU TALKED ABOUT. SO FROM THE STANDPOINT OF ACHIEVING SOME OF THIS, BASED ON WHAT Y'ALL'S POLICY IS, YOU KNOW, A LOT OF THIS DRIVES ULTIMATELY HOW WE LOOK AT THESE PROJECTS. SO IF SOMEBODY COMES IN, YOU KNOW, THIS ISN'T AN EXECUTIVE SESSION ISSUE. THIS IS A POLICY ISSUE. IF SOMEBODY COMES IN AND THEY SAY, WE WANT TO DO A PROJECT ON 30 ACRES, 40 ACRES, PICK A NUMBER AND THEY WANT TO PHASE IT, THAT, YOU KNOW, OUR ABILITY TO AGREE TO SOMETHING WITH THE RECOMMENDATION OF OUR PRESIDENT WILL IN TURN, DEPEND ON HOW DOES THAT PHASING FIT IN WITH ULTIMATELY WHAT YOU'RE TRYING TO ACHIEVE FROM FROM A PLANNING STANDPOINT? AND SO THAT MIGHT IMPACT YOU KNOW, HOW MUCH RESIDENTIAL OR IF ANY RESIDENTIAL OR YOU KNOW, THINGS LIKE THAT. SO WE DO WE DO PAY ATTENTION TO THAT IN TERMS OF APPROVING A PROJECT OR NEGOTIATING A PROJECT AS FAR AS THAT GOES, AS A BOARD. YEAH. I MEAN, I WOULD SAY THAT ONE OF THE BIGGEST ISSUES THAT WE HEAR THAT WE DON'T HAVE ANY TOOLS TO ADDRESS, IT IS THE ETJ AND THE CONCERN THAT THAT'S GOING TO DEVELOP OUTSIDE OF OUR ABILITY TO CONTROL OR REGULATE IN SOME WAY. AND SO WE SET GOALS OF THE 3 TO 1. WE MAY NOT HAVE ANY WAY TO BRING THAT ABOUT, YOU KNOW, WITHOUT SOME PROACTIVE EFFORT. AND I THINK WE'VE MADE THAT PROACTIVE EFFORT IN THE PAST WITH LAND ACQUISITIONS AT CORNERS TO RESERVE THEM FOR

[00:15:06]

CERTAIN USES. AND, YOU KNOW, SHOULD WE BE LOOKING AT DOING THAT MORE TO, KIND OF IN A, IN A 380 BYPASS CORRIDOR OR ON, OTHER INTERSECTIONS THAT WE WANT TO PRESERVE SO THAT YOU ARE ABLE TO KIND OF MEET THOSE NEEDS. SURE. YEAH LEAD THIS IS MORE INWARD FACING. THIS IS ALIGNING OUR GOVERNANCE WITH OUR OBJECTIVES, COLLABORATION WITH CITY COUNCIL, OF COURSE, AND OPTIMIZING OUR PROCESSES. SOMETHING I'VE BEEN WORKING ON DILIGENTLY SINCE I JOINED THE TEAM ABOUT A YEAR AGO. AND THEN ENGAGE, YOU KNOW, MAKING SURE OUR BRAND IS OUT THERE, THAT WE'RE PUBLIC FACING, THAT WE'RE NOT TURNING DOWN OPPORTUNITIES TO MEET THE PUBLIC AND FOLKS ACROSS THE NATION AND ACROSS THE WORLD OVERALL. AND THEN JUST RETURNING TO THIS INTERNAL MATRIX FOR A SMALL MOMENT HERE WE HAVE KEY ACTIONS THAT GO ALONG WITH THIS. WE IDENTIFY THESE CAME OUT OF ALL THOSE SESSIONS THAT I MENTIONED AT THE START OF MY PRESENTATION, AND SOME OF THE KEY ACTIONS THAT KIND OF FIT UNDER ONE PILLAR, LIKE A TRACK. SO THAT RED BAR THERE IS ONE ITEM RIGHT UNDER ATTRACT SOME ACTIVITIES FALL UNDER TWO COLUMNS, SOME OVER THREE. WE WANTED TO ILLUSTRATE THAT THE ACTIONS WE'RE TAKING THEIR TENTACLES TO THEM. SO IT'S NOT JUST ABOUT ATTRACTING, BUT IT CAN BE ATTRACTING, PROMOTING INNOVATION, HELPING BUSINESSES GROW AS WELL. AND THEN I HAVE THE LIST HERE OF KEY ACTIONS THAT WE'RE LOOKING TO UNDERTAKE, INCLUDING COUNCILMAN BUTLER, WHERE WE SPOKE ABOUT, YOU KNOW, LOOKING AT THE MASTER PLANNING OF SOME OF OUR LAND TO MAKE SURE WE'RE GETTING THE RIGHT MIX OF USES IN THERE, A BIG ONE IS STUDYING THE INFLOW OUTFLOW OF JOBS IN MCKINNEY. WHERE ARE PEOPLE LEAVING MCKINNEY TO GO WORK. WHAT INDUSTRY AND FIND OUT. HOW DO WE GET THOSE INDUSTRIES INTO MCKINNEY? THAT'S ONE OF OUR KEY THINGS. WE WANT TO LOOK AT AND SEE HOW THAT INFORMS OUR LAND PLANNING STRATEGY. DO WE ACQUIRE MORE LAND? AND I JUST HAVE A FEW MORE SLIDES HERE. HOTEL AND CONVENTION CENTER. WE HEAR THAT ALL THE TIME NOW, IN PARTICULAR WITH THE AMPHITHEATER COMING ON BOARD. WE HEAR ABOUT THE NEED FOR THAT. SO WE'D LIKE TO TAKE A CONCERTED EFFORT TO MAKE THAT HAPPEN IN MCKINNEY. AND THEN WE DO NEED MORE CLASS A OFFICE. OUR CURRENT OFFICE BUILDING IS ABOUT 80% LEASED UP. THAT WAS THAT MASTER LEASE PROGRAM WE DEVELOPED, AND IT'S PROVEN VERY SUCCESSFUL CO-WORKING SPACE ON HERE. INFRASTRUCTURE READINESS AND OUR CURRENT PROPERTIES AND BEYOND. AND THEN ALSO SUPPORTING DOWNTOWN MCKINNEY. YOU KNOW, THE EDC HAS NOT BEEN AN ACTIVE PLAYER. WITH OUR FULL ENERGY IN DOWNTOWN MCKINNEY, CAN WE HAVE A BIGGER PLAY WITH PROMOTING OFFICE AND OTHER USES IN DOWNTOWN AND THEN A PIPELINE WITH PLUG AND PLAY TO BRING PEOPLE HERE? AND HERE'S THE LAST SLIDE ON THE ACTIONS HERE. INNOVATION FUND UPDATES, UPDATING RESOURCE GUIDES A SCORECARD A BENCHMARK, OUR INCENTIVE PROGRAMS GOING BACK IN TIME TO MAKE SURE WE'RE WE'RE GRADING OUR SUCCESSES AND ACKNOWLEDGING THAT, YOU KNOW, WORKFORCE DEVELOPMENT PLAN, REFRESH OUR LOGO AND BRANDING. AND FINALLY, LET'S GO AFTER OUR NATIONAL LEVEL ECONOMIC DEVELOPMENT CONFERENCE HOSTED IN MCKINNEY. WE TRAVEL OUT QUITE A BIT AND GREAT ENERGY. BRING THAT ENERGY TO MCKINNEY. SO THESE ARE OUR GUIDING PRINCIPLES. IF THERE'S ONLY ONE TAKEAWAY FROM TODAY, IT'S AGILE. THAT'S WHAT WE'RE GOING FOR. AND THEN NEXT STEPS WILL ASSESS ANY FEEDBACK, MAKE UPDATES, GET FINAL DOCUMENTS OUT TO THE GROUPS AND THEN MAKE THIS EFFECTIVE.

OCTOBER FIRST. IF YOU, THE PUBLIC, ANYBODY HERE WISHES TO SIGN UP FOR OUR NEWSLETTER TO TRACK OUR PROGRESS, HERE'S A QR CODE FOR YOUR EASE OF SIGNING UP TO OUR NEWSLETTER AND AT THIS POINT, BEFORE I SIGN OFF, I WANT TO THANK MY TEAM WHO IS HERE. SO MICHAEL TALLY ALREADY SPOKE.

FANTASTIC PARTNER IN THIS WHOLE JOURNEY. SO THANK YOU MICHAEL, LUCA, JARI. HE MAKES EVERYTHING HAPPEN IN TERMS OF GETTING THE BRANDING OUT THERE, MAKING SURE WE'RE BEING CONSISTENT. MADISON CLARK, YOU KNOW, DIRECTOR OF BUSINESS RETENTION AND WORKFORCE DEVELOPMENT. IS THERE ANYBODY WHO KNOWS MORE PEOPLE IN MCKINNEY? I DON'T KNOW, IT'S PRETTY PRETTY IMPRESSIVE. MISTER MIKE WILKS OVER PROJECT MANAGER, OVERSEES INNOVATION FUND. SO ANY AND ALL SUCCESS YOU HEAR ABOUT THAT PROJECT, THAT ENERGY THAT WE'RE PUTTING OUT THERE IS DUE IN LARGE PART TO MR. WILKS. DENA SMITH RUNS OUR OPERATIONS OPERATIONS MANAGER, COMPLIANCE, COMPLIANCE, COMPLIANCE. SO MAKE SURE THAT WE'RE DOING EVERYTHING PERFECTLY AND MUCH MORE THAN THAT. OF COURSE, CAROLINE CAUSEY, PROGRAM MANAGER. HER ENERGY IS FOCUSED ON OFFICE INDUSTRIAL REALLY BUSINESS ATTRACTION FOR THE CITY OF MCKINNEY. AND MELANIE MOLINA, OUR EXECUTIVE ASSISTANT, WHO IS THE FACE IN OUR OFFICE WHO KEEPS US ON TASK AND EVERYTHING ELSE. AND I DON'T ANYBODY I THINK SO, RIGHT? YEP. VERY GOOD. WELL THANK YOU, TEAM I REALLY APPRECIATE YOU. THIS WAS A PRODUCT OF MANY PEOPLE, NOT JUST ME. I GET TO BE THE SOUNDING BOARD OF THIS. BUT THANK YOU SO MUCH. THANK YOU. MICHAEL, I, JUST TO JUSTIN'S POINT AND YOU DIDN'T MENTION IT, BUT AND MAYBE YOU DON'T WANT TO WE DON'T WANT TO TALK ABOUT MAYBE IN DETAIL, BUT JUST JUST TO AFFIRM THAT, IN

[00:20:03]

THE PROACTIVE STEPS YOU'VE MET WITH DEVELOPERS, I'VE BEEN IN SOME OF THOSE MEETINGS AND WE'VE TALKED WITH, LANDOWNERS AND WHATNOT, BOTH OUT ON OUTER LOOP AND OTHER AREAS AND HAVE BEEN PROACTIVELY TALKING ABOUT AREAS AND OFFICE PARKS AND HOW MEDC CAN PARTICIPATE. AND IN QUITE A FEW, QUITE A FEW DIFFERENT AREAS. SO I JUST WANT TO SAY THAT THAT YOU HAVE BEEN VERY PROACTIVE IN DOING THAT. AND YE, AND I THINK WE'LL REAP GOOD BENEFITS. THANK YOU. COULD I JUST MAKE ONE COMMENT, IF YOU DON'T MIND, MR. MAYOR, MR. KOSKI RECENTLY WENT TO ASIA, MADE A TRIP TO ASIA, WAS EXTREMELY PRODUCTIVE. IF YOU READ HIS REPORT, IT IT RAISED THE BAR FOR THE TYPE OF THE QUALITY OF REPORTING AND WHAT IT DOES FOR THE COMMUNITY. WHAT WHAT DID THE TRIP MEAN FOR MCKINNEY? AND HE EXPLAINS IT IN UNBELIEVABLE, SUCCINCT. BUT IT'S REALLY, REALLY GOOD. AND I JUST WANT TO PUBLICLY THANK HIM FOR THAT BECAUSE THAT DOESN'T ALWAYS HAPPEN. AND IT'S REALLY, I THINK, HELPFUL FOR THE BOARD. BUT IT'S I THINK WOULD BE HELPFUL FOR US TO IF YOU DON'T HAVE A COPY OF IT, WE CAN PROBABLY GET ONE. OKAY. THANK YOU. MR. I ALSO LOVE THE ACRONYM. I DON'T KNOW THAT IT RIVALS KIM'S WORD OF THE DAY. I DID NOT KNOW YOU DIDN'T YOU DIDN'T COME WITH A NEW WORD, BUT YOU CAME WITH A GREAT ACRONYM.

BUT VERY FAIR ENOUGH. CHAIRMAN LACHMAN, ARE THERE ANY COMMENTS FROM YOU OR THE BOARD MEMBERS? WARD I JUST WANT TO SAY FROM THE COUNCIL'S PERSPECTIVE, WE HAVE A REALLY WELL OILED MACHINE, BOTH IN IN LEADERSHIP AND IN STAFF AND IN BOARD, SO WE'RE IT'S VERY IMPRESSIVE. AND THAT WILL BE I THINK YOU'LL SEE THAT VERY MUCH AFFIRMED COMING UP NEXT WEEK. SO THANK YOU. WE'RE WE'RE VERY PLEASED WITH THE STAFF AT THE EDC AND WITH MR. KOSKI AND OF COURSE, WE'RE WORKING ON HIS REVIEW, SO THAT IN THERE, BUT NO, AND EVEN THAT WE'RE, WE'RE EVEN APPROACHING THAT A LITTLE BIT DIFFERENTLY BECAUSE OBVIOUSLY, YOU KNOW, THERE'S A LOT OF THINGS THAT PLAY INTO HIS ROLE, NOT JUST THE PROJECTS, BUT RELATIONSHIPS AND ALL OF THAT. SO IT'S ALL GOING WELL. YEAH ALL OF YOU ON STAFF. THANK YOU. AND JUST ONE MORE FURTHER COMMENT, WHAT YOU SAID, PAUL, THIS REPORT I GOT THE PLEASURE OF READING STUPIDLY THE WHOLE STRATEGIC PLAN TODAY. I DON'T REMEMBER 30 SOME PAGES AND I WON'T CALL IT CLIFFSNOTES, BUT THE SUMMARY THAT WE HAVE HERE GOING FORWARD FOR NOT ONLY THE BOARD, THE COUNCIL, BUT THE CITIZENS, THIS IS A GREAT LAID OUT FOUNDATION FOR EVERYBODY TO UNDERSTAND WHAT WHAT THE DIRECTIVES ARE RIGHT NOW. SO KUDOS TO YOU AND THE TEAM FOR GETTING THIS DONE. VERY GOOD, VERY GOOD. WELL, I'LL LEAVE WITH I WANT TO THANK THE BOARD OF DIRECTORS FOR ALL YOUR SUPPORT AND ALL THE ENERGY BOARD. RETREATS AREN'T FUN ALL THE TIME, BUT YOU GUYS AND GALS DID A GREAT JOB IN SUPPORTING US. SO THANK YOU VERY MUCH FOR
