MEETING WITH ITEM 24 1 8 6 9 PRESENTATION BY CITY OF ALLEN POLICE DEPARTMENT, MR. MAYOR, UH, CITY MANAGER AND COUNCIL MEMBERS.

THANK YOU SO MUCH FOR ALLOWING US TO HAVE A FEW MINUTES.

I CAN TELL YOU I'VE GOT A LONG, UH, A LOT ALONG AND HISTORIC TIES WITH THE CITY OF MCKINNEY.

UH, GREG CONLEY AND I WE'RE ASSISTANT CHIEFS OF POLICE TOGETHER AT THE GARLAND POLICE DEPARTMENT, AND HAVE BEEN GOOD FRIENDS FOR A LONG TIME.

AND THEN, OF COURSE, MY PEER, UH, JOE ELLENBERG AND I ARE REALLY CLOSE FRIENDS.

SO GLAD TO BE HERE.

UH, CONGRATULATIONS ON YOUR NEW BUILDING.

UM, AS YOU ALL MAY RECALL, UH, MAY 6TH OF LAST YEAR, WE HAD A MASS SHOOTING AT OUR OUTLET MALL.

UM, IRONICALLY, THAT WAS THE SAME DAY THAT YOU ALL WERE PAYING TRIBUTE, UH, TO CAPTAIN GRAHAM WHO HAD PASSED AWAY.

AND SO, UM, AS THE GOOD LORD, UH, ARRANGED THINGS THAT ACTUALLY ENDED UP BEING A SIGNIFICANT BENEFIT TO US.

I WILL TELL YOU, UH, NORTH TEXAS, WE PRIDE OURSELVES ON A HIGH LEVEL OF COLLABORATION.

WE'RE VERY PROUD OF THAT, AND I THINK THAT WAS REALLY EXEMPLIFIED ON MAY 6TH OF LAST YEAR.

WITHOUT HESITATION, YOUR POLICE AND FIRE WERE TO OUR AID.

AS A MATTER OF FACT, YOU'LL HEAR FROM CHIEF STROM, WHO WAS LIEUTENANT STROM LAST YEAR, AND HE WAS THE INCIDENT COMMANDER THAT DAY.

HE WILL TELL YOU THE FIRST POLICE OFFICER HE SAW THAT DAY OUTSIDE OF OUR DEPARTMENT WAS NONE OTHER THAN CHIEF JOE ELLENBERG.

AND I THINK THAT SAYS A COUPLE OF THINGS.

I THINK THAT THAT SAYS THE, THE, THE RELATIONSHIP THAT WE ENJOY BETWEEN CITIES.

BUT YOU'VE GOT A CHIEF WHO UNDERSTANDS THAT HE WEARS A BADGE AND A GUN, AND WHEN THE BELL RINGS, HE'S NOT A CHIEF.

HE'S JUST ANOTHER POLICE OFFICER TO HELP US.

SO I CAN TELL YOU, IT WAS IMPORTANT FOR US TO BE HERE TODAY, UH, TO RECOGNIZE YOUR CITY FOR WHAT YOU ALL DID.

NOT ONLY THAT DAY, BUT IN THE DAYS FOLLOWING.

UH, WE'RE VERY HEALTHY AS A DEPARTMENT NOW, UH, DESPITE THAT TRAGEDY.

AND THAT WAS IN LARGE PART, UH, DUE TO OUR PART PARTNERS.

UH, BUT WE FELT IT WAS REALLY IMPORTANT FOR US TO BE HERE IN PERSON TO TELL YOU HOW MUCH WE APPRECIATED EVERYTHING THAT YOUR POLICE AND FIRE DID.

BUT THE ONLY REASON THAT HAPPENS, AND THE ONLY REASON THAT THAT HAPPENED IS BECAUSE OF YOUR, YOUR SUPPORT IN YOUR CULTURE TO ALLOW THEM THE, THE ABILITY AND AUTONOMY TO DO THAT.

SO, I'D LIKE FOR YOU TO HEAR FROM OUR FIRE CHIEF JOHN BOYD, AND THEN FROM CHIEF STROM AND THEN MAYOR, CITY MANAGER AFTER THAT.

WE'VE GOT A COUPLE OF THINGS TO PRESENT TO YOU ALL, IF YOU HAVE A COUPLE OF OF MINUTES FOR THAT.

THANK YOU, UH, MAYOR, COUNCIL, CITY MANAGER FOR ALLOWING US THIS OPPORTUNITY TO EXPRESS OUR GRATITUDE.

UH, AS THE POLICE CHIEF MENTIONED, UH, IT WAS, UH, YOU KNOW WHAT, WE WERE AT CAPTAIN GRAHAM'S FUNERAL.

AND AS WE, UH, I REMEMBER STANDING UP TO LEAVE, UH, RIGHT IN THE MIDDLE OF IT AND SEEING SEVERAL PEOPLE STAND UP AT THE SAME TIME.

AND IT WASN'T, UH, YOU KNOW, AS I GOT TO OUR VEHICLE AND LEFT IT, I COULD SEE THAT THERE WAS A TRAIL OF EMERGENCY VEHICLES LEAVING THE FUNERAL TO JUST GO DRIVE DIRECTLY DOWN TO WHERE THE ALLEN MALLS WERE.

AND, UH, YOU KNOW, NO DOUBT ABOUT IT.

WHEN WE ARRIVED, IT WAS VERY CHAOTIC AND CONFUSING AND UNSETTLING AND REALLY TRYING TO UNDERSTAND THE, THE, THE SCOPE OF THE EMERGENCY AND KIND OF PUT OUR MINDS AROUND WHAT TO DO.

UM, I WILL SAY THAT THERE WAS, IT WAS DEFINITELY REASSURING TO BE ABLE TO HEAR AND KNOW AND SEE THE CALVARY COMING.

AND THAT WOULDN'T HAVE BEEN POSSIBLE WITHOUT THE GREAT RELATIONSHIP THAT WE HAVE HERE IN NORTH TEXAS AND COLLIN COUNTY.

AND, UH, JUST THE WILLINGNESS TO HELP EACH OTHER AS NEIGHBORS.

I THINK IT EMBODIED THE SPIRIT OF TEXAS.

IT DEFINITELY IN EMBODIED THE SPIRIT OF OUR AREA HERE, WHERE WE LOOK OUT FOR EACH OTHER AND TAKE CARE OF EACH OTHER.

SO I'M GRATEFUL OUR COMMUNITY IS GRATEFUL.

OUR DEPARTMENT IS GRATEFUL FOR THE HELP THAT THE, UH, THAT YOUR CITY PROVIDED.

SUFFICE IT TO SAY THERE ARE A LOT OF AFTER EFFECTS THAT I COULDN'T PROTECT.

THE VAST MAJORITY OF US FROM THAT DAY, UH, PRINCIPLE AMONG THEM IS WHAT HAPPENED TO THE GRAHAM FAMILY.

UH, IT, IT'S ONE OF THE THINGS THAT STILL HAUNTS ME THE MOST ABOUT WHAT HAPPENED THAT DAY.

UM, IT IS TERRIBLE THAT A PUBLIC SERVANT OF THAT CALIBER WAS LOST IN THE MANNER THAT HE WAS LOST.

AND THEN FOR THE FAMILY TO EXPERIENCE THIS.

ON TOP OF THAT, TO ECHO WHAT THE CHIEF SAID, COLLABORATION IS EVERYTHING.

UH, I, I'VE BEEN TO 50, 60 SOMETHING PRESENTATIONS.

I'VE BEEN AROUND THE WORLD TALKING ABOUT WHAT HAPPENED HERE.

AND PRINCIPLE AMONG MY MESSAGES ARE, WHEN SOMETHING LIKE THIS HAPPENS IN YOUR COMMUNITY, YOU'RE GONNA REACH OUT AND, AND YOU'RE GONNA NEED YOUR FRIENDS MORE THAN YOU'VE EVER NEEDED THEM IN YOUR LIFE.

UH, NO ONE AGENCY DOES THIS BY THEMSELVES, RIGHT? IT, IT WAS A, A GROUP EFFORT.

IT WAS A TEAM LIFT.

UH, I'LL TELL YOU, IN ALMOST 27 YEARS OF POLICE SERVICE, IT'S THE FIRST TIME THAT I HAD TO HIT THE ALL CALL BUTTON, WHICH IS ESSENTIALLY, I NEED HELP FROM EVERYBODY EVERYWHERE WITHIN THE SOUND OF MY VOICE.

UH, FAIRVIEW TECHNICALLY GOT THERE FIRST.

THEY NEIGHBOR, BOTH OF US.

IT'S RIGHT ACROSS THE STREET.

UH, I STILL HAVE NIGHTMARES ABOUT IT, BUT CHIEF BERG'S FACE, UNFORTUNATELY, IS THE FIRST FRIENDLY ONE THAT, UH, I SAW.

AND, UH, TO HIS CREDIT, UH, HE WASN'T A A, A CHIEF.

HE WAS JUST JOE.

UH, IF I COULD BE FRANK, SIR, UH, HE SAID, WHAT DO YOU NEED? I GAVE HIM A LIST OF THE TOP 10 THINGS THAT WERE THE MOST URGENT TO ME AT THAT TIME.

AND HE GOT TO WORK.

AND, UH, WITHOUT THAT LEVEL OF COOPERATION, UH, WITHOUT THAT UNDERSTANDING THAT IT WAS GONNA TAKE A HERCULEAN EFFORT FROM EVERYBODY EVERYWHERE, THIS THING WINDS UP COMPLETELY DIFFERENT.

[Police Department Officer Recognition Program]

POLICE DEPARTMENT OFFICER RECOGNITION PROGRAM, MAYOR, COUNCIL, CITY MANAGER.

I'M BACK TO BRAG SOME MORE ON MY POLICE DEPARTMENT.

AND MR. HOLLOWAY HAS REMINDED ME THAT THE TIMING, YOU KNOW, IT'S DURING BUDGET TIME, BUT I PROMISE YOU THAT'S NOT THE REASON NOT TRUE.

TAKE AS LONG AS YOU NEED .

UH, I'M HERE TODAY TO TALK ABOUT THE WAR ON DRUGS AND ITS CONTINUOUS FIGHT TODAY SOCIETY.

I WOULD LIKE TO RECOGNIZE THE MEMBERS OF THE MCKINNEY POLICE DEPARTMENT'S NARCOTICS UNIT FOR THEIR DILIGENT EFFORTS IN COMBATING THEIR EXISTENCE HERE IN OUR COMMUNITY.

FENTANYL HAS BECOME A PLAGUE ON OUR NATION, AND WE HERE IN MCKINNEY ARE NOT IMMUNE.

OUR NARCOTICS UNIT IS DEDICATED TO REMOVING DRUGS FROM OUR STREETS

AND INVESTIGATING ALL DRUG DEALERS TO ENSURE THEY'RE HELD FULLY RESPONSIBLE FOR THEIR ACTIONS.

I JUST WANT TO TELL YOU A FEW THINGS THEY'VE DONE HERE RECENTLY.

THE MCKINNEY POLICE DEPARTMENT NARCOTICS UNIT EXECUTED A SEARCH WARRANT RECENTLY THAT WAS ISSUED AFTER AN INVESTIGATION OF NARCOTIC NARCOTICS ACTIVITY AT A HOME HERE IN MCKINNEY.

THE SEARCH YIELDED MULTIPLE TYPES OF NARCOTICS, INCLUDING FENTANYL, METHAMPHETAMINE, COCAINE, PSILOCYBIN, AND MARIJUANA.

THEY LATER IN THIS SAME TIME PERIOD, CONDUCT AN INVESTIGATION AFTER A TRAFFIC STOP, WHICH RESULTED IN A SUBSEQUENT ARREST.

HERE IN MCKINNEY, THE TRAFFIC STOP LED TO A NARCOTICS UNIT EXECUTING A SEARCH WARRANT IN ALLEN, TEXAS, AND THAT WARRANT YIELDED 343 GRAMS OF COCAINE, 334 GRAMS OF FENTANYL, AND 10 POUNDS OF MARIJUANA.

THE SIGNIFICANCE OF THIS SEIZURE IS THAT THE FENTANYL SEIZED EQUATED TO 167,000 LETHAL DOSES THAT WERE TAKEN OFF OUR STREET.

AND FINALLY, THE SEIZURE OF DRUGS OFF OUR STREET BY OUR NARCOTICS UNIT TEAM IS VERY SIGNIFICANT.

HOWEVER, WHEN A DRUG DEAL ENDS IN AN OVERDOSE DEATH, THAT MURDER IS NOT ONLY VERY DIFFICULT TO INVESTIGATE, BUT EVEN MORE CHALLENGING TO PROVE.

UNFORTUNATELY, A 17-YEAR-OLD MCKINNEY RESIDENT DIED RECENTLY OF WHAT WAS SUSPECTED AS A FENTANYL OVERDOSE.

THE DETECTIVES ASSIGNED TO THE CASE OVER THE NEXT SEVERAL MONTHS APPLIED FOR AND RECEIVED MULTIPLE SIGNED SEARCH WARRANTS FOR VENMO INSTAGRAM CASH APP, AND THEY EXTENSIVELY INVESTIGATED THE SUSPECT.

ONCE THE COLLIN COUNTY MEDICAL EXAMINER'S TOXICOLOGY REPORT REVEALED THAT THE VICTIM'S OFFICIAL CAUSE OF DEATH WAS TOXICITY OF FENTANYL, THE NARCOTICS UNIT RECEIVED A VERY RARE SIGNED ARREST WARRANT FOR MURDER, AND LATER ARRESTED THE SUSPECT AND CHARGED THEM WITH THE 17 YEAR OLD'S MURDER.

LIEUTENANT JOSHUA LAIRD AND SERGEANT RUSS GETZ ARE HERE TO BE RECOGNIZED AND WILL BE PRESENTED WITH THE CHALLENGE COIN.

UH, I'VE ALREADY PRESENTED THE CHALLENGE COINS TO THE DETECTIVES, UH, WHO ARE NOT BEING IDENTIFIED AND AREN'T PRESENT DUE TO THEIR UNDERCOVER NATURE, BUT I JUST WAS PROUD OF THE NARCOTICS UNIT AND WOULD LIKE TO RECOGNIZE THEM PUBLICLY AND GET A PICTURE WITH COUNSEL, IF THAT'S OKAY WITH YOU, MAYOR.

UM, ON AUGUST 9TH, WE MET HERE IN THESE CHAMBERS FOR OUR ANNUAL BUDGET WORKSHOP WHERE WE REVIEWED OUR ADD WARM VALUES, OUR TAX RATE, UH, REVENUES, EXPENDITURES FOR THE GENERAL FUND.

UH, WE HAD A, A, A LENGTHY DISCUSSION ON OUR UTILITY FUND RATES.

UM, AFTER THAT PRESENTATION, WE, UH, WE ANSWERED SOME OF COUNCIL'S QUESTIONS, UH, REGARDING THE FISCAL YEAR, UH, 25 BUDGET.

AND WITH TODAY'S PRESENTATION, THIS IS, UH, WHAT WE TALKED ABOUT AT THE BUDGET WORKSHOP TO HANDLE ANY OUTSTANDING ITEMS OR ADDITIONS OR DELETIONS BY THE COUNCIL.

UH, THIS IS, SO WE CAN MEET OUR GOAL FOR AN ADOPTION OF SEPTEMBER THE THIRD WHERE WE WILL ADOPT A BUDGET TAX RATE, AND THEN OUR FEES AND RATES ORDINANCE FOR THE YEAR.

SO, UH, WE'LL GO JUST QUICKLY THROUGH THIS.

UH, WE'VE SEEN THIS SLIDE, UH, AT OUR WORKSHOP, BUT THESE ARE THE HIGHLIGHTS FROM THE FISCAL YEAR 25 BUDGET, UH, AN OVERALL DECREASE, UH, IN OUR PROPOSED TAX RATE, UH, BY ABOUT 1.20 CENTS.

UM, OUR SALES TAX REMAINS STRONG.

UH, DID HAVE SOME QUESTIONS ABOUT OUR LIQUOR SALES TAX AND, UH, HOW IT'S AFFECTING OUR OVERALL SALES TAX.

I'M, I WILL SHOW A SLIDE ON THAT IN JUST A MOMENT.

WE DO INTEND TO PROVIDE MARKET ADJUSTMENTS FOR ALL OUR NON-SWORN PERSONNEL.

AND, UH, WE HAVE MADE AN ALLOWANCE FOR OUR MARKET STUDY IN THE FISCAL YEAR 25 BUDGET.

AND WE ALSO DO INTEND TO MAKE OUR STEP INCREASES FOR FISCAL YEAR 25, UH, HAND IN HAND WITH THAT, WE HAVE OUR, OUR INCREASES FOR OUR SWORN PERSONNEL AS WELL, UH, THAT ARE MANDATED BY OUR MEET AND CONFER AGREEMENTS.

WE DO, UH, INTEND TO CONTINUE, UH, FUNDING, UH, ROBUSTLY OUR STREET MAINTENANCE, UM, THAT, UH, WE'VE, WE'VE BEGUN IN EARNEST OVER THE LAST TWO FISCAL YEARS, AND WE ARE PROVIDING FOR STAFFING FOR SOME PUBLIC SAFETY AND THEN SOME OF OUR OTHER DEPARTMENTS AS WELL.

SO, WITH THAT, UH, I JUST WANNA HIT, UH, ONE OF THE INTERESTING QUESTIONS THAT WE, WE TALKED ABOUT AT OUR, UM, AT OUR BUDGET WORKSHOP, OR IT WAS A QUESTION THAT WAS POSED IF WE ARE STARTING TO SEE LIQUOR SALES TAX THAT'S POSSIBLY, UH, UH, UH, SUPPLANTING, UH, A SLOWING, UH, SALES TAX.

AND WHAT I CAN TELL YOU IS IT REALLY IS NOT AT THIS TIME.

UH, WE BROUGHT IN ABOUT, UH, $245,000 YEAR TO DATE, UH, AGAINST ABOUT $40 MILLION OF OVERALL COLLECTION.

SO IT'S A LITTLE UNDER, UH, 1% OF OUR, OF OUR GENERAL FUND, UH, SALES TAX REVENUE.

HOWEVER, I CAN TELL YOU THAT WE DO SEE STRONG GROWTH POTENTIAL.

THERE ARE A LOT OF BIG BOX, UH, UH, LIQUOR AND, AND BEER RETAIL SALES THAT HAVEN'T BEEN CAPTURED YET WITH, UH, SOME OF THE DEVELOPMENTS THAT ARE COMING ONLINE.

UH, ONE OF MY, UH, UH, COUNTERPARTS FROM A, UH, FROM ANOTHER CITY REACHED OUT, UH, SHARED THEIR, UH, OVERALL WHAT THEY ARE BRINGING IN.

UH, IT'S A LITTLE BIT LARGER, UH, SISTER CITY THAN WE ARE, BUT I CAN TELL YOU IT'S A LOT MORE THAN, THAN THAT NUMBER.

THERE, UH, WAS MORE CLO IT WAS CLOSER TO $2 MILLION A YEAR.

I DON'T EXPECT THAT NUMBER ANYTIME SOON.

UM, AND ANECDOTALLY, OUR, UH, OUR STAFF IN FINANCE HAS DONE SOME RESEARCH, UM, FINDS THAT IT TAKES ABOUT THREE TO FIVE YEARS TO SEE THE FULL EFFECT, UH, FOR, FOR SOME OF THESE CITIES.

SO I DO SEE THAT GROWING OVER THE NEXT FEW YEARS BECOMING A LITTLE MORE SIGNIFICANT.

BUT THE GOOD NEWS IS, UH, THE QUESTION WAS, ARE WE SEEING OUR OVERALL SALES TAX SLOWING? THE ANSWER IS NOT.
