GOOD MORNING. CHANCE. MILLER COUNTY MANAGER WILL BE GOING OVER THE MONTH OF JULY. IT WAS A QUIET MONTH FOR THE CDC, WE RECEIVED A LITTLE OVER $2.1 MILLION IN REVENUE. THE MAJORITY OF THAT CAME FROM SALES TAX, MOVING ON DOWN TO EXPENDITURES, WE HAD 51,000 AT ADMINISTRATIVE EXPENSES, 62,000IN PROJECT EXPENSES AND 56,000 NON-DEPARTMENTAL. TOTALING 170,000 FOR THE MONTH OF JULY. LET'S MOVE ON TO SALES TAX. SALES TAX FOR JULY. THIS IS, LET ME PULL MY NOTES. THIS APPLIES TO THE MONTH OF MAY. SO THIS IS MAY SALES THAT WE COLLECTED IN JULY, WE HAD A VERY STRONG MONTH OF A 10.8% INCREASE. AND YOU CAN COMPARE THIS TO THE CITY, OUR SISTER CITIES, THAT WERE CLOSE TO THAT 2% RANGE. WE HAD A FEW AUDIT COLLECTIONS, BUT WE STILL WERE SHOWING ABOUT A 7.5% INCREASE. AND YOU CAN SEE OUR YEAR TO DATE IS UP TO 8.3%, WHICH IS TRENDING ABOVE BUDGET. WE DO HAVE A FEW MORE MONTHS BEFORE WE GET TO OUR FINAL NUMBERS, BUT IT IS GREAT TO SEE US TRENDING THIS, ESPECIALLY CONSIDERING WHERE OUR SISTER CITIES ARE AT, LASTLY, I WILL TOUCH BASE ON THE SALES TAX BY INDUSTRY, I DON'T HAVE MUCH TO NOTE HERE, BUT EVERYTHING LOOKS STRONG. YOU CAN SEE IT'S KIND OF EQUALLY SPREAD OUT. RETAIL TRADE HAS STAYED AT THAT 5% FOR ABOUT 4 OR 5 MONTHS NOW, WHICH IS GOOD TO SEE. WAS VERY HAPPY TO SEE, A LARGE PORTION OF THE BOARD AT THE BOYS AND GIRLS CLUB THIS WEEK FOR THEIR EXTRA GAME UNVEILING, I KNOW BOARD MEMBERS PARTICIPATED IN THE NEW TEACHER BREAKFAST, THE LOVE MCKINNEY NEIGHBORHOOD EVENT AT THE PARK THIS WEEKEND. I WAS THERE, GREAT TURNOUT BY ALL OF OUR CITY DEPARTMENTS. EXCELLENT EVENTS. I THINK THE WAY THAT HAS BEEN REIMAGINED WAS AWESOME. AND I THOUGHT BROUGHT A LOT OF PEOPLE OUT, AND IT WAS VERY BUSY, AND IT WAS THE HOTTEST DAY OF THE YEAR, I THINK KNOW WHAT? I WAS OKAY BECAUSE I GOT TO GO PADDLING AGAIN AND, APPRECIATE PARKS HAVING FREE PADDLES OUT THERE FOR ME, TO GET UNDER THAT FOUNTAIN AND COOL OFF A LITTLE BIT. SO IT WAS NICE. AND THE KIDS HAD, WET BOUNCE HOUSES TO RUN ON, AND SO THAT WAS COOL, GOOD EVENT THERE, WE HAD LOVE MCKINNEY. WE HAD THE LOVE MCKINNEY NEIGHBORHOOD EVENT. WE HAD WESTSIDE VILLAGE APARTMENTS, BACKPACK DRIVE. I KNOW THAT LOVE LIFE DID A HUGE BACKPACK DRIVE, AND A LOT OF PEOPLE WERE INVOLVED IN THAT, ESPECIALLY DAVID RITCHIE, AND THE WHOLE LOVE LIFE TEAM. SO THANK YOU FOR THAT, WE HAD A DOWNTOWN REDEVELOPMENT UPDATE AND WE HAD THE LEADERSHIP MCKINNEY CLASS OF 2025 WELCOME EVENT AND A NUMBER OF US WERE THERE AS WELL. I WILL SAY SOMETHING ABOUT THAT, I THINK IS A LOT OF LEADERSHIP MCKINNEY ALUMNI KNOW, ESPECIALLY THOSE WHO WENT THROUGH THAT PROGRAM IN THE LAST TEN YEARS AND THAT BUZZ COLBY, THE MENTOR FACILITATOR AND DIRECTOR OF THAT PROGRAM, DIED LAST MONTH, AND HE WAS VERY SPECIAL TO A LOT OF US AND A NUMBER OF ALUMNI CAME TOGETHER TO CREATE THE BUZZ COLBY MEMORIAL SCHOLARSHIP FOR LEADERSHIP. PARTICIPATION IN THAT BY ALL ALUMNI WAS JUST ABSOLUTELY, GREAT. I WAS VERY GRATEFUL FOR EVERYONE WHO PARTICIPATED IN THAT, PARTICULARLY THE PEOPLE THAT YOU LOOK TO IN THIS COMMUNITY TO BE LEADERS WHEN WE CALL ON THEM FOR LEADERSHIP, THEY STAND UP AND THEY SAY YES IMMEDIATELY, THOSE PEOPLE WERE GEORGE FULLER, MICHAEL JONES, PATRICK CLOUTIER, SCOTT WOODRUFF, JAMES CRAIG, INDEPENDENT BANK, FROST BANK. THEY SAID YES. SO FAST, WE HAD WE HAD RAISED $7,000 IN AN HOUR AND A HALF AND SO THEN THE REST OF THE LEADERSHIP MCKINNEY CREW CAME AROUND AND RAISED OVER $15,000 FOR THAT SCHOLARSHIP. SO WHEN ASKED TO STEP UP, THEY ALL STEPPED UP. SO THANK YOU ALL VERY MUCH FOR PARTICIPATING IN THAT. WE ARE, GOING TO SAVE THE REST OF THE BOARD COMMENTS FOR THE END OF THE MEETING. A FEW ITEMS TO UPDATE YOU ON, THIS PAST TUESDAY, THE CITY COUNCIL HAD ITS FIRST, PUBLIC SESSION. IF YOU WILL, FROM ON THE BUDGET. THAT WAS PROPOSED EARLIER IN AUGUST. AND THEY WE HAD A PUBLIC COMMENT PERIOD. WE HAD NO PUBLIC COMMENTS, BUT THAT DOESN'T MEAN THAT THAT'S THE ONLY TIME FOR THE PUBLIC TO COMMENT, BECAUSE ON SEPTEMBER 3RD, THE REQUIRED PUBLIC HEARING WILL BE HELD AT THE COUNCIL MEETING. SO THE PUBLIC WILL HAVE ANOTHER OPPORTUNITY TO SPEAK, ON THE BUDGET IF THEY WISH. THEY ALSO WILL HAVE AN OPPORTUNITY TO SPEAK ON THE PROPOSED TAX RATE, WHICH IS ONE AND A HALF CENT DECREASE ON THE TAX RATE. THE, IT WILL BE I THINK, 41.5 CENTS PER $100 VALUATION, I BELIEVE THAT'S THE NUMBER. AND SO WE WILL BE ONCE THE PUBLIC HEARINGS ARE HELD, THE COUNCIL WILL DECIDE WHETHER TO ADOPT THE BUDGET, AND THEN WE WILL BE OFF TO THE RACES WITH A NEW BUDGET, WHICH WILL BEGIN, OF COURSE, ON OCTOBER 1ST. THE EFFECTIVE RATE WILL BE EFFECTIVE PLUS 2.97%.

THE EFFECTIVE RATE OR THE NO NEW REVENUE RATE. AS IT'S NOW KNOWN, IT'S NO NEW REVENUE PLUS 2.97%, WHICH IS WELL BELOW THE RATE OF INFLATION. INFLATION RATE IN THE DALLAS FORT WORTH AREA IS 5%. WE DID NOT HIRE A BUNCH OF NEW PEOPLE TO FILL THOSE POTHOLES. WE HIRED A NEW PIECE OF EQUIPMENT, ACTUALL, THAT I ACTUALLY GOT TO SEE A COUPLE OF MONTHS AGO, WHICH IS A FASCINATING PIECE OF EQUIPMENT. IT'S A TRUCK. IT'S OPERATED BY ONE PERSON. IT'S GOT ALL OF THE AGGREGATE, ALL OF THE MATERIALS IN IT. THE TRUCK COMES IN, IT'S ALMOST, IT'S, HAS LIKE A LITTLE, A BLOW DRYER THAT IT BLOWS. THE WITH HIGH PRESSURE AIR TO CLEAN THE AREA. THEN IT WILL SPRAY IT WITH A TAR TYPE OF MATERIAL.
