I ALSO LIKE THE ROCK AND WALK AND TALK LIKE THAT. CITY OF MCKINNEY PROCLAMATION. WHEREAS THE NATIONAL INSTITUTE OF SENIOR CENTERS HAS DESIGNATED THE MONTH OF SEPTEMBER AS NATIONAL SENIOR CENTER MONTH. WHEREAS NATIONAL SENIOR CENTER MONTH IS AN OPPORTUNITY TO PROMOTE A POSITIVE IMAGE OF AGING, SHOWCASE HOW THE CENTER ENRICHES THE LIVES OF OLDER ADULTS, HIGHLIGHT ITS VALUES TO THE COMMUNITY, AND ATTRACT POTENTIAL PARTICIPANTS AND COLLABORATIVE PARTNERS. AND WHEREAS THE CITY OF MCKINNEY SENIOR RECREATION CENTER MISSION IS TO PROVIDE LIFE ENRICHMENT OPPORTUNITIES THAT CREATE MEANINGFUL CONNECTIONS THROUGH PHYSICAL AND SOCIAL WELLNESS IN A WELCOMING ENVIRONMENT TO ADULTS 50 AND OLDER. AND WHEREAS THE SINCE 2002, THE FACILITY HAS OFFERED PASSIVE AND ACTIVE RECREATION OPPORTUNITIES, INCLUDING AN AQUATIC EXERCISE AND SENIOR ADULT SWIM LESSONS, HEALTH AND WELLNESS SERVICES, FITNESS CLASSES, SOCIAL GROUPS, AND COUNTLESS CONTINUOUS LEARNING OPTIONS. AND WHEREAS, IT IS THROUGH THESE ADULT SERVICES AND RECREATIONAL OPPORTUNITIES PROVIDED BY MCKINNEY SENIOR RECREATION CENTER THAT ALL ADULTS AGES 50 AND OLDER HAVE ACCESS TO A RECREATION FACILITY THAT OFFERS PURPOSE, HEALTH AND CREATIVITY WHILE DISCOVERING THEIR CONNECTIONS WITH OTHER SENIOR ADULTS THROUGHOUT THE MCKINNEY COMMUNITY AND BEYOND. NOW, THEREFORE, I, GEORGE FULLER, BY THE POWER VESTED IN ME AS THE MAYOR OF THE CITY OF MCKINNEY, DO HEREBY PROCLAIM THE MONTH OF SEPTEMBER 2024 AS NATIONAL SENIOR CENTER MONTH IN MCKINNEY, TEXAS, CALLING UPON ALL CITIZENS TO RECOGNIZE THE CONTRIBUTIONS OF THE MCKINNEY SENIOR RECREATION CENTER, ITS STAFF, AND VOLUNTEERS FOR THE BETTERMENT AND WELL-BEING OF ALL SENIOR ADULTS IN OUR COMMUNITY.

I SAY A VILLAGE OF PEOPLE THAT HAVE THEY BRING THEIR PASSION TO MAKE A DIFFERENCE IN THE LIVES OF THE OF THE RESIDENTS, EVEN OUR NON RESIDENTS THAT COME IN AS WELL. BUT THE MONTH OF SEPTEMBER, WE HAVE A LOT OF ACTIVITIES GOING ON THAT WE'RE, YOU KNOW, SHOWCASING ALL OF THE, THE, THE FUN, THE FUN NESS AT THE SENIOR RECREATION CENTER. SO FIRST OF ALL, I'LL INTRODUCE JENNIFER. JENNIFER WILLIAMS, SHE'S ONE OF OUR RECREATION COORDINATORS. AND SHE'S GOING TO TELL YOU BRIEFLY ABOUT SOME OF THE SOME OF THE EXCITING THINGS GOING ON IN THE MONTH OF SEPTEMBER. HELLO, SO OUR WE ALWAYS DO A CERTAIN THEME AROUND SENIOR CENTER MONTH. THIS YEAR IS DISCOVER YOUR CONNECTIONS. AS YOU CAN SEE ON OUR SHIRTS, AND IT'S BUILT AROUND THE GAME CALLED CONNECTIONS THROUGH NEW YORK TIMES. SO FOR THIS MONTH WE'RE GOING TO BE HAVING A COUPLE SEMINARS THAT WILL BE OVER BRAIN HEALTH, DEMENTIA, JUST COGNITIVE AWARENESS, AS WELL AS A HEALTHY EATING HABITS.

AND THEN WE ARE BRINGING TRIVIA NIGHT FOR THE FIRST TIME TO THE CENTER. THAT'LL WHICH WILL BE TOMORROW, THEN WE HAVE OUR, OF COURSE, OUR DAY TO DAY PROGRAMING, WHICH WE ALWAYS HAVE. OUR WE HAVE A FEW TRIPS MINGLED IN THERE, GRANDPARENT'S DAY CELEBRATION, AND WE HAVE A

TRANSITION, GENERALLY WHAT WE'VE BEEN UP TO THE LAST THREE MONTHS. WE'RE GOING TO JUMP IN AND TALK ABOUT THE FISCAL YEAR 25 RATES, WE'RE GOING TO TALK ABOUT THE CENTRAL BUSINESS DISTRICT AGAIN, TWO PARTS TO IT. WE'RE GOING TO TALK ABOUT OPERATIONS AS WELL AS THE RATE STRUCTURE. THIS WILL BE A CONTINUATION OF THE DISCUSSION THAT WE HAD BACK IN MARCH, WE'RE GOING TO TALK ABOUT POSSIBLE SOLID WASTE ORDINANCE UPDATES. AND THEN FINALLY NEXT STEPS. SO NEXT SLIDE. EITHER WAY. ONE MORE. OKAY SO OUR SOLID WASTE MANAGEMENT STRATEGY. THIS HAS BEEN A LONG PROCESS FOR THE CITY A VERY DELIBERATE PROCESS. IT STARTED OVER FOUR YEARS AGO IN 2020 WITH THE DEVELOPMENT OF THE SOLID WASTE MANAGEMENT STRATEGY. SINCE THAT TIME, WE'VE DEVELOPED A REQUEST FOR PROPOSAL PROCESS. THE CITY COUNCIL HAS SELECTED A NEW VENDOR IN FRONTIER OR FRONTIER WASTE SOLUTIONS, AND NOW WE'RE IN THE TRANSITION PERIOD. SO YOU CAN GO TO THE NEXT SLIDE. AND THE MOST IMPORTANT DATE HERE IS THAT WE'RE ALMOST TO THE END OF THAT TRANSITION PERIOD. SO OCTOBER 1ST IS THE DATE FOR WASTE CONNECTIONS OR EXCUSE ME FOR FRONTIER TO START THEIR CONTRACT. NEXT SLIDE. SO OVER THE COURSE OF THE PAST THREE MONTHS, THERE'S BEEN A NUMBER OF TRANSITION ELEMENTS THAT WE'VE BEEN WORKING ON. SO THE FIRST IS WE'VE DELIVERED IN COMBINATION WITH WASTE CONNECTIONS AND FRONTIER, APPROXIMATELY 130 000 CARTS TO THE ENTIRE COMMUNITY. THAT WENT VERY WELL. THERE'S STILL SOME STRAGGLER CARTS OUT THERE, BUT WE'RE WORKING THROUGH THOSE IN TERMS OF SERVICE. THE LAST TIME WE SPOKE. WASTE CONNECTIONS WAS HAVING SOME STAFFING CHALLENGES. AND SO WHAT WE'RE ABLE TO DO WAS TO WORK WITH FRONTIER WASTE SOLUTIONS AND BRING THEM IN ON A TAPERED BASIS, AND THAT HAS GONE VERY WELL. THE SERVICE WITHIN MCKINNEY HAS STABILIZED, IN ADDITION, FRONTIER WASTE SOLUTIONS HAS BEEN MAKING PROVISIONS TO MAKE SURE THAT THEY HAVE ALL THE PERSONNEL AS WELL AS EQUIPMENT READY TO GO FOR THAT OCTOBER 1ST START DATE. IN TERMS OF FACILITIES. FRONTIER WILL BE SERVICING THE CITY OF MCKINNEY FROM THEIR NEW TEMPORARY FACILITY, WHICH IS LOCATED ON US 380 JUST WEST OF CUSTER. FOR A PERMANENT FACILITY, THEY'VE PURCHASED A PIECE OF PROPERTY ON AIRPORT ROAD, JUST NORTH OF THE EXISTING WASTE CONNECTION SITE, AND THEY'LL BE WORKING ON DEVELOPING THAT OVER THE NEXT SEVERAL YEARS. IN TERMS OF THE OUR RECYCLING PARTNER BALCONIES, THEY'RE IN THE PROCESS OF CONSTRUCTING THEIR $62 MILLION RECYCLING FACILITY THAT WILL BE LOCATED IN FRISCO, AND THAT'S EXPECTED TO BE IN OPERATION IN 2026, NEXT SLIDE. SOME OF THE OTHER, TRANSITIONAL THINGS THAT ARE NECESSARY, THERE WILL BE SOME ROUTE CHANGES FOR GARBAGE WITHIN THE CITY OF MCKINNEY. THE WAY WASTE CONNECTIONS CURRENTLY OPERATES THEIR ROUTES IS THEY HAVE OTHER CUSTOMERS IN THE AREA. SO FOR EXAMPLE, LIKE ON THURSDAY, THEY HAVE ABOUT 15,000 CUSTOMERS. AND ON FRIDAY THEY HAVE ABOUT 5000. THE WAY FRONTIER WASTE SOLUTIONS WILL APPROACH IT IS THEY'RE GOING TO HAVE IT BALANCED BETWEEN ALL DAYS OF THE WEEK. SO THIS IS GOING TO IMPACT AROUND 25% OF MCKINNEY'S CUSTOMERS. SO ON THE LEFT HAND SIDE, YOU CAN SEE THE MAP THAT SHOWS THE OLD ROUTES. AND THEN ON THE RIGHT HAND SIDE YOU CAN SEE THE NEW ROUTES AND GO TO THE NEXT SLIDE. SO THIS WILL INVOLVE A LOT OF COMMUNICATIONS. SO FIRST ANY ANY RESIDENT THAT HAS A ROUTE CHANGE WILL RECEIVE A LETTER FROM THE CITY OF MCKINNEY. THAT LETTER WILL SHOW THEIR OLD ROUTE DAY AND THEN THEIR NEW ROUTE DATE.

IN ADDITION RESIDENTS CAN GO ONLINE. THEY CAN ENTER THEIR ADDRESS ON A MAP AND SEE THE SAME INFORMATION, AND THEN FINALLY, THERE WILL BE A FLIER THAT WILL BE SUBMITTED OR THAT WILL BE PROVIDED TO ALL RESIDENTS, THAT HAS A QR CODE WHERE PEOPLE CAN THEN CAN THEN GO ONLINE AND SEE FREQUENTLY ASKED QUESTIONS, NEXT, NEXT SLIDE, SO FISCAL YEAR 2025 RATES, NEXT SLIDE. SO SEVERAL WEEKS AGO WHEN YOU ALL WERE CONSIDERING THE BUDGET, YOU SAW THE $19.75 CENTS PER MONTH RATE. THAT IS PROPOSED FOR THE CITY OF MCKINNEY. MCKINNEY MAINTAINS ITS SECOND RATE OR ITS SECOND POSITION RELATIVE TO OUR OTHER SISTER CITIES. AS YOU CAN SEE ON THE CHART, THERE, ONE IMPORTANT POINT IN TERMS OF THE STABILITY FOR THE CITY OF MCKINNEY RATES IS THAT, AS WE TALKED ABOUT, THIS IS THE BEGINNING OF THE CONTRACT FOR FRONTIER, AND THAT'S GOING TO BE AN EIGHT YEAR CONTRACT. AND SO FUTURE RATE INCREASES FOR THE SOLID WASTE COLLECTIONS WILL BE TIED TO THE LESSER OF EITHER 5% OR CPI. AND SO THAT WILL PROVIDE SOME STABILITY FOR FUTURE RATE INCREASES FOR THE CITY OF MCKINNEY. NEXT SLIDE. ALL RIGHT.

SO THE CENTRAL BUSINESS DISTRICT AND A LOT OF THE SLIDES YOU'RE GOING TO SEE HERE ARE GOING TO BE SLIDES THAT YOU'VE YOU'VE SEEN BEFORE. SO IN TERMS OF HOW WE PROVIDE SERVICE TO THE CENTRAL BUSINESS DISTRICT. SO IT IS A SHARED GARBAGE SERVICE. AND SO THERE ARE FOUR CENTRALIZED

DUMPSTER LOCATIONS WHERE YOU CAN SEE WHERE THEY'RE LOCATED ON THE MAP. AND IN ADDITION, THERE ARE 7095 GALLON CARTS THAT ARE STRATEGICALLY LOCATED THROUGHOUT THE CENTRAL BUSINESS DISTRICT, BUSINESSES ARE EXPECTED TO TAKE THEIR GARBAGE TO ONE OF THESE LOCATIONS. SERVICES PROVIDED SIX DAYS A WEEK, AND BUSINESSES PAY WASTE CONNECTIONS DIRECTLY. NEXT SLIDE. ONE OF THE CHALLENGES WITH THAT METHOD OR THAT METHODOLOGY IS THAT RIGHT NOW, ONLY ABOUT 69 OUT OF THE 180 BUSINESSES WITHIN THE CENTRAL BUSINESS DISTRICT PAY FOR THE SERVICE. THE REVENUE THAT'S GENERATED FROM THOSE 69 BUSINESSES IS APPROXIMATELY $62,000 PER YEAR. SO AS PART OF WHAT WAS PRESENTED IN MARCH, BURNS AND MCDONALD DID THE RATE STUDY. AND SO THE AUDITED NUMBE, IN TERMS OF WHAT IT COST TO PROVIDE THE SERVICE TO THE CENTRAL BUSINESS DISTRICT, IS ABOUT $850,000 PER YEAR, THIS MEANS THAT OTHER RATEPAYERS ARE SUBSIDIZING THE COST OF THE DOWNTOWN, AND AN AMOUNT CURRENTLY IN ABOUT OF ABOUT $788,000 IN TERMS OF HOW THOSE 69 CUSTOMERS PAY FOR THE SERVICE DOWNTOWN, THERE ARE THREE RATE CATEGORIES A LOW, MODERATE, AND HIGH. YOU CAN SEE THE RATES THAT ARE LISTED THERE, IF YOU LOOK FOR WHAT A BUSINESS WOULD PAY OUTSIDE THE CENTRAL BUSINESS DISTRICT, YOU CAN SEE THESE RATES ON THE RIGHT HAND SIDE.

AND AGAIN, THIS IS THE SAME INFORMATION THAT WAS PRESENTED IN MARCH. NEXT SLIDE. OVER THE COURSE OF THE LAST SEVERAL YEAR, STAFF HAS MET WITH THE CENTRAL BUSINESS DISTRICT TO GET THEIR FEEDBACK ON SERVICE, THE FEEDBACK THAT HAS BEEN RECEIVED CAN GENERALLY FIT INTO THREE BUCKETS ECONOMICS, FAIRNESS AND COMPLIANCE. AND ESTHETICS. SO FIRST, BUSINESSES HAVE SAID THEY WANT TO KEEP RATES AS LOW AS POSSIBLE. SECOND, IN TERMS OF PAYING FOR THE SERVICE, THEY WANT TO MAKE SURE THAT IT'S FAIR AND THAT EVERYBODY PAYS THEIR FAIR SHARE. AND IN ESTHETICS, WE HAVE A VERY WELL DEVELOPED DOWNTOWN. IT'S VERY CLEAN, NEAT AND ORDERLY, AND THE FEEDBACK FROM THE BUSINESSES THAT THEY WANT TO MAKE SURE THAT THEY KEEP THAT SAME HIGH LEVEL OF SERVICE.

NEXT SLIDE. SO PRESENTED BACK IN MARCH. THERE WERE THREE OPTIONS FOR DIFFERENT RATES RATE OPTIONS THAT WERE PRESENTED. SO THE FIRST RATE OPTION A WAS WHERE EACH OF THE CUSTOMER CLASS WOULD PAY FOR ITS RESPECTIVE COSTS. SO IN THIS PARTICULAR RATE MODEL, RESIDENTIAL WOULD PAY FOR RESIDENTIAL COMMERCIAL FOR COMMERCIAL, AND THE DOWNTOWN WOULD PAY FOR ITSELF. RATE MODEL B WAS A SHARED COST OF SERVICE MODEL, WHERE OTHER RATE CLASSES WOULD HELP SUBSIDIZE THE CENTRAL BUSINESS DISTRICT, AND YOU CAN SEE THERE WAS A TRANSITION IN TERMS OF HOW THOSE COSTS WOULD BE ALLOCATED TO THE CENTRAL BUSINESS DISTRICT. AND THIS WOULD BE CONSIDERED ON SEPTEMBER 17TH WITH COUNCIL CONCURRENCE, IS THAT THE, THE CBD BUSINESSES WOULD BE BILLED ON THEIR WATER BILL, SIMILAR TO THE WAY THAT THE RESIDENTIAL GARBAGE BILL IS PLACED ON THE WATER BILL FOR BUSINESSES THAT WHERE YOU HAVE ONE WATER BILL AND MULTIPLE BUSINESSES, WHAT IT WOULD BE, IS IT WOULD THOSE BUSINESSES WOULD BE AGGREGATED ON THE SAME BILL.

AND THAT'S THE WAY WE'RE STRUCTURING THE PROPOSED ORDINANCE. THERE ARE SOME OTHER ORDINANCE UPDATES THAT WE'RE LOOKING AT AS WELL, TO CLARIFY, DOOR SIDE COLLECTION ASSISTANCE FOR DISABLED RESIDENTS, AS WELL AS THERE'S A NUMBER OF OTHER UPDATES THAT WE NEED TO MAKE WITHIN THE ORDINANCE FOR CURRENT PRACTICES AND BEST PRACTICES, AS WELL. SO NEXT STEPS AGAIN. OCTOBER 1ST IS A START DATE FOR FRONTIER. NOW ACTUALLY OCTOBER 1ST IS A TUESDAY. SO WE'VE MADE ARRANGEMENTS BETWEEN WASTE CONNECTIONS AND FRONTIER. SO THE ACTUAL START DATE WILL BE SEPTEMBER 30TH WHICH IS A MONDAY, THERE ARE FOUR ITEMS THAT WE WANT TO DO WITHIN FISCAL YEAR 25. THE FIRST IS WHAT WE'VE ALREADY TALKED ABOUT IS FOR THE TO DEVELOP THE RATE STRUCTURE FOR THE DOWNTOWN BUSINESSES FOR YEARS TWO AND THREE, AND THEN COMMUNICATE THAT AND COORDINATE THAT WITH THE BUSINESSES OVER THE NEXT YEAR. SECOND, WE WANT TO BE ABLE TO COMPLETE ANOTHER RATE STUDY FOR THE SOLID WASTE FUND. THE REASON FOR THAT IS THIS WILL BE THE FIRST YEAR IN WHICH WE HAVE THE NEW VENDOR, AS WELL AS A NEW POTENTIAL NEW PROCESS FOR CHARGING THE DOWNTOWN. AND WHAT WE WANT TO DO IS TO MAKE SURE THAT THE ASSUMPTIONS THAT WENT INTO THE ORIGINAL RATE STUDY ARE CORRECT, AND THEN THE NEXT STEP IN THAT PROCESS WOULD BE TO INCORPORATE THOSE RATES AND THAT PROCESS INTO THE FISCAL YEAR 26 BUDGET.

ONE ADDITIONAL ITEM IS THAT WE'RE PROPOSING TO DEVELOP A SUSTAINABILITY ROADMAP BASED ON THE ADOPTED SOLID WASTE MANAGEMENT STRATEGY. SO THERE ARE A NUMBER OF ITEMS THAT WE WANT TO BE ABLE TO DEVELOP AND GET YOUR INPUT ON. THAT WOULD GO INTO THE SUSTAINABILITY ROADMAP.

SOME OF THOSE WOULD INCLUDE HOW DO WE IMPROVE COMMERCIAL AND MULTIFAMILY RECYCLING? HOW DO WE DIVERT MORE CONSTRUCTION AND DEMOLITION DEBRIS. AND WE'VE RECEIVED SOME INTEREST FROM RESIDENTS IN TERMS OF COMPOSTING AS WELL. AND SO THOSE ARE ALL THINGS THAT WE WANT TO BE ABLE TO GET YOUR INPUT ON AS WELL. NEXT SLIDE. AND LOOKING AT WHAT WE COULD DO TO IMPROVE THE COVERAGE OF FIRE SPRINKLERS IN OUR DOWNTOWN. SO WE'VE PULLED TOGETHER A GROUP OF EMPLOYEES. THIS IS WORKING NOW, THAT ARE WORKING ON THIS. SO I'M STANDING IN FRONT OF YOU TODAY, BUT THERE'S A NUMBER OF PEOPLE WHO'VE BEEN WORKING ON IT SPECIFICALLY. I'M GOING TO RATTLE OFF A FEW NAMES HERE. TALK A LITTLE BIT ABOUT WHAT SOME OTHER CITIES ARE DOING IN THE SAME SPHERE OF ISSUES. AND THEN TALK ABOUT OPTIONS TO IMPROVE THE FIRE PROTECTION DOWNTOWN. SO DESIRED OUTCOME. I'VE GOT SOME DESIRED OUTCOMES AT THE TOP, BUT I HAVE SOME PHOTOS THAT ARE REALLY THE UNDESIRED OUTCOMES OR THE OUTCOMES WE'RE HOPING TO AVOID. SO YOU CAN SEE THESE PICTURES AT THE BOTTOM. THE ONE ON THE LEFT IS IN ALPINE, TEXAS, WHERE THEY LOST A BLOCK OF THEIR DOWNTOWN. THE TWO MIDDLE PHOTOS ARE DENTON, TEXAS. I THINK THOSE ARE TWO SEPARATE INCIDENCES, 94 AND 2008 ISH, I BELIEVE. AND THEN THE ONE ON THE RIGHT IS IN DENISON, TEXAS. SO JUST NOW REBUILDING THAT PARTIAL BLOCK WHERE THEY LOST. SO THESE ARE THE THINGS WE'RE TRYING TO AVOID IN DOWNTOWN GIVEN THE NATURE OF THE DEVELOPMENT AND THE HISTORIC DOWNTOWNS OF OUR COMMUNITIES, THEY'RE SUSCEPTIBLE TO NOT ONLY FIRES STARTING, BUT SPREADING AMONGST MULTIPLE PROPERTIES. SO OUR DESIRED OUTCOME, AS WE TALKED ABOUT IT, ULTIMATELY IS 100% COVERAGE WITH FIRE PROTECTION. THAT'S FIRE ALARMS AND FIRE SPRINKLER SYSTEMS. WE ALSO WANT TO HAVE STAKEHOLDER BUY IN. THIS IS A PROGRAM WE NEED THE PROPERTY OWNERS AND SHOP OWNERS TO BE INVOLVED IN AND ON BOARD WITH. ULTIMATELY, PRESERVATION OF HISTORIC BUILDINGS. YOU CAN REBUILD A BLOCK DOWNTOWN, BUT YOU CAN'T REBUILD THE HISTORIC STRUCTURES THAT WERE LOST, AND THEN ALSO PRESERVATION OF THE ECONOMIC IMPACT AND SPECIFICALLY, WE TALKED ABOUT THE CULTURAL AND TOURISM IMPACT FOR DOWNTOWN. SO ONE OF THE THINGS WE ARE RECOGNIZED FOR IS THIS AUTHENTIC DOWNTOWN OF OURS. AND IF IT WERE TO BE LOST IN SOME MANNER, IT'S HARD TO REPLACE IN A IN KEEPING THAT CULTURAL SIGNIFICANCE. SO THIS IS A MAP THAT SHOWS A LOT OF DIFFERENT INFORMATION. WE CAN LOOK AT IT CLOSER IF WE NEED TO DISCUSS CERTAIN BLOCKS, BUT YOU CAN SEE OUR OUR DOWNTOWN SQUARE RIGHT HERE. THE GREEN OF COURSE ARE THOSE PROPERTIES THAT ARE COVERED WITH FIRE SPRINKLERS. THE RED ARE THOSE THAT ARE NOT.

SO YOU CAN SEE MANY OF THE BLOCKS DO HAVE SOME OF THE SITES THAT HAVE BEEN REDEVELOPED OVER THE YEARS AND HAVE IMPLEMENTED FIRE SPRINKLER SYSTEMS. OTHER BLOCKS ARE WHOLLY WITHOUT ANY FIRE SPRINKLER COVERAGE. SO THOSE ARE THINGS THAT NEED TO BE UNDERSTOOD. THIS MAP ALSO SHOWS OUR WATER LINES THROUGHOUT THE DISTRICT AND THE SIZE OF THOSE LINES. WITH THE RECONSTRUCTION OF THE INFRASTRUCTURE IN DOWNTOWN MCKINNEY OVER THE PAST SEVERAL YEARS, MOST OF THOSE LINES ARE 12 INCH LINES IN THE MAJOR THOROUGHFARES WE ALSO HAVE ON HERE THE AVERAGE PSI PRESSURE READINGS AT KEY LOCATIONS. THE LOCATIONS OF HYDRANTS. AND WE'VE ALSO BEEN LOOKING AT THE FIRE FLOW CAPABILITIES OF THE LINES, WHICH IS SOMEWHAT A IT'S A MEASURE OF HOW MUCH WATER YOU CAN PUSH INTO A SYSTEM TO FIRST TO FIGHT THE FIRES WITH THE AUTOMATIC FIRE SPRINKLER SYSTEMS, BUT ALSO SECOND, THE ABILITY TO FIGHT THE FIRES FROM THE HYDRANTS WHEN THE FIRE DEPARTMENT SHOWS UP TO EXTINGUISH FIRES. AND AS WE'RE TESTING THAT CURRENTLY, IT LOOKS LIKE OUR NUMBERS ARE SUFFICIENT TO PUSH WATER THROUGH THE SYSTEM IN THE NEED OR IN THE EVENTUALITY OF A FIRE. HYDRANTS ARE DISTRIBUTED APPROPRIATELY THROUGH DOWNTOWN. FIRE RESPONSE TIMES ARE VERY GOOD FOR DOWNTOWN. HOWEVER, THERE ARE SOME. THERE'S SOME GOOD NEWS AND BAD NEWS TO THAT. SO WITH FIRE STATION NUMBER ONE BEING LOCATED RIGHT HERE DOWNTOWN, VERY QUICK RESPONSE TIME. HOWEVER, THE STREETS ARE NARROW AND THE TRAFFIC CAN BACK UP. AND WHEN WE HAVE EVENTS AND OTHER FESTIVALS AND STREET CLOSURES, IT CAN HINDER THAT RESPONSE TIME. SO THESE ARE THINGS THAT HAVE TO BE TAKEN INTO ACCOUNT. AND THEN OVERALL, RELATIVELY FEW BUILDINGS ARE CURRENTLY PROTECTED WITH FIRE SPRINKLER SYSTEMS. SO THAT'S KIND OF THE EXISTING CONDITIONS THAT WE'RE DEALING WITH. AND THEN SOME CHALLENGES THAT WE LOOKED AT. SO THE ARCHITECTURE AND THE HISTORY OF THE BUILDINGS IS ONE CHALLENGE. TRYING TO IMPLEMENT OR RETROFIT WITH FIRE SPRINKLERS CAN BE COSTLY AND DISRUPTIVE FOR OUR DOWNTOWN BUSINESSES. THE PROPERTY OWNERSHIP IS SOMEWHAT FRACTURED. THERE AREN'T A LOT OF BLOCKS THAT HAVE SINGLE OWNERSHIP THAT CAN WORK TOGETHER, SO THAT'S SOMETHING THAT HAS TO BE TAKEN INTO ACCOUNT EXTENDING WATER SUPPLY TO THE BUILDINGS. SO WE PUT IN THOSE NICE WATER LINES UNDER THE STREET. HOWEVER, IN ORDER TO DO A FIRE TAP AND BRING THE LINE

SO IN MANY INSTANCES, YOU KNOW, WHEN THINGS HAPPEN, THE FIRE CODE AND THE BUILDING CODES REQUIRE CERTAIN THINGS TO HAPPEN IN OUR DOWNTOWN. NUMBER ONE, BECAUSE IT. WELL, TELL YOU WHAT, IF I ONLY HAD A SLIDE THAT EXPLAINED THIS, I WOULD FLIP TO IT. HERE YOU GO. SO RETROACTIVE FIRE SPRINKLER INSTALLATION. SO TYPICALLY THERE ARE CERTAIN TRIGGERS THAT KICK IN THE NEED FOR SOMEONE TO RETROACTIVELY INSTALL FIRE SPRINKLER SYSTEMS. SO THIS WOULD BE, YOU KNOW, IF THERE'S A CHANGE IN OCCUPANCY THAT INCLUDES A HIGHER REQUIREMENT. SO FOR INSTANCE, YOU'RE GOING FROM A RETAIL OR OFFICE TO A RESTAURANT. USE ALTERATIONS WHERE THE WORK AREA IS GREATER THAN 50% OF THE BUILDING OR FLOOR AREA. EXPANSION OF THE BUILDING FROM BELOW 6000FT■S, RESULTING IN MOE THAN 6000FT■S WORK AREAS, HAVE CORRIDORS SERVING MULTIPLE TENANTS. SO THAT'S SOMETHING THAT'S DOWNTOWN. EXISTING RESTAURANTS WHERE THE OCCUPANT LOAD IS GREATER THAN 300 AND ALCOHOL SERVED. SO THESE ARE A NUMBER OF TRIGGERS THAT KICK IN THESE REQUIREMENTS. SO IF SOMEONE WERE TO TRIGGER ONE OF THESE THEN THERE'S A REQUIREMEN.

AND THEN WE'RE REQUIRED BY BUILDING AND FIRE CODES. YOU CAN SEE THOSE NUMBERS. BUT HERE AT THE VERY BOTTOM WE HAVE A COUPLE EXCEPTIONS. AND THERE'S A REASON FOR THESE EXCEPTIONS. ONE IS IF THERE'S INSUFFICIENT MUNICIPAL WATER SUPPLY, WHICH WE'VE JUST TALKED ABOUT, THAT IS NOT THE CASE IN DOWNTOWN. BUT WE DON'T REQUIRE SOMEONE TO ADD FIRE SPRINKLER SYSTEMS TO THEIR BUILDINGS IF WE CAN'T PUSH WATER THROUGH IT. SO IT'S NOT USEFUL. THE LAST ONE IS HISTORIC BUILDINGS. SO IF SOMETHING IS REGISTERED AND HAS A PLACARD ON THE BUILDING AS A HISTORIC BUILDING, AND THIS IS IN THE INTERNATIONAL FIRE CODE AND BUILDING CODE, THAT THEY WOULD NOT BE REQUIRED TO DO THE WORK TO ADD FIRE SPRINKLERS. SO THERE WE JUST HAPPEN TO BE IN A HISTORIC DISTRICT IN DOWNTOWN WHERE MANY OF THE BUILDINGS WOULD MEET THIS REQUIREMENT. SO IT'S SOMETHING THAT WE HAVE TO DEAL WITH. FURTHERMORE, I WOULD SAY IF THERE WERE REQUIREMENTS THAT WOULD REQUIRE IF I OWNED A RETAIL BUILDING AND MY SHOP CLOSES DOWN AND MR. HAUSER DECIDES TO OPEN A DIFFERENT SHO, IF WE HAD A REQUIREMENT THAT EVERY LIKE FOR LIKE CHANGE IN USE. SO RETAIL STAY IN RETAIL PUT IN FIRE SPRINKLERS, WE WOULD PROBABLY HAVE A LOT OF VACANCIES DOWNTOWN BECAUSE OF THE EXPENSE OF DOING THAT. SO THOSE ARE SOME OF THE CHALLENGES. SO WE CAN'T JUST LEAN ON THE CODE AND SAY EVERY TIME SOMETHING HAPPENS, WE CAN FORCE A PROPERTY OWNER OR A SHOP OWNER TO INSTALL FIRE SPRINKLERS. SO WITHIN THE CULTURAL DISTRICT WHICH WE HAVE, WHICH IS DOWNTOWN, AS WELL AS THE EAST SIDE, IT ENABLES THESE TYPES OF GRANTS TO INFRASTRUCTURE IMPROVEMENTS AND INCLUDES FIRE SUPPRESSION AS AN ELIGIBLE IMPROVEMENT. SO THIS ALSO HAS A PROJECT CAP OF $50,000 PER PROJECT IN GRANT MONEY. THIS ONE, HOWEVER, OFFERS A 7525 MATCH, SO YOU COULD ACHIEVE, 75 OR, I'M SORRY, $50,000 IN GRANT MONEY BY BRINGING, I BELIEVE IT'S $16,666 OF PRIVATE MONEY TO THE PROJECT. YOU'RE GOING TO HAVE FOLKS THAT ARE GOING TO HOLD OUT AND FIGURE EVERYBODY ELSE WILL EXPEND IT, YOU KNOW, ENGAGE IN THE PROGRAM AND THEY'LL HOLD OUT. AND THEY NOT ONLY ARE THEY FREE RIDING, IF YOU WILL, ON FIRE SUPPRESSION SERVICES AND THEIR NEIGHBORING PROPERTIES, BUT THEY'RE ALSO RISKING STILL PLACING SOME RISK ON THE OTHERS, AT LOSS. AND SO THE COUNCIL WILL HAVE TO THINK LONG AND HARD ABOUT HOW TO ADOPT SOME SORT OF A SO-CALLED STICK, IF YOU WILL, WHICH IS MOST LIKELY THROUGH SOME SORT OF A REGULATORY SCHEME, WHICH WOULD BE A CODE AMENDMENT. BUT GRADUALLY, IF YOU WILL, WE'LL COME UP WITH A LIST OF OPTIONS ON THE INCENTIVE SIDE AND A, A PRETTY BROAD LIST OF STICKS THAT COULD BE IMPLEMENTED TO LET THEM KNOW THERE'S GOT TO BE A BALANCE BETWEEN THESE. AND THE GOAL IS WHAT WE TALKED ABOUT 100% COMPLIANCE WITH FIRE SUPPRESSION DOWNTOWN. WHAT AT WHAT BALANCE.

AND THEN WE COULD BRING THAT INFORMATION BACK TO THE COUNCIL FOR DECISIONS AT THAT POINT.

AGAIN AND FURTHER DISCUSSION ON ALONE FOR SOME AMOUNT. BUT THERE'S ALWAYS THE OPPORTUNITY IF THE COUNCIL HAD, LET'S SAY A WHOLE BLOCK WAS EVERY ONE BUT ONE HOLDOUT. YOU ALWAYS HAVE THE ABILITY IF THERE IS A HEALTH AND SAFETY ISSUE TO DO EMINENT DOMAIN. IF YOU NEEDED AN EASEMENT FROM ONE LAST PERSON, NOT THAT THAT'S, YOU KNOW, DESIRED AND HOPEFULLY THAT WOULD NOT HAPPEN. THANK YOU, MR. MAYOR. MEMBERS OF COUNCIL, I'M GOING TO GIVE A BRIEF PRESENTATION ON OUR PROPOSED LEGISLATIVE AGENDA FOR THE 89TH MEETING OF THE TEXAS LEGISLATURE STARTS AT 133 DAYS.

AND WHO'S COUNTING, IT'LL LOOK VERY SIMILAR TO WHAT THIS COUNCIL HAS SEEN IN THE PAST.

I'LL TOUCH BASE ON SOME A FEW MINOR ADJUSTMENTS. AND THEN OBVIOUSLY IS YOUR AGENDA. SO IF THERE'S ANYTHING YOU'D LIKE TO ADD, EDIT, SUBTRACT, FEEL FREE TO INTERJECT AS I GO THROUGH THE SLIDES. SO FIRST THINGS FIRST, THIS IS KIND OF WHERE WE STAND AS A FOUNDATIONAL VIEWPOINT OF WHAT MCKINNEY IS AND WHAT WE REPRESENT WHEN WE ARE IN AUSTIN. FROM TIME TO TIME, THE CITY MANAGER WILL PROVIDE THEIR INPUT AND THEN FAIRLY REGULARLY, I'M DOWN IN AUSTIN. KIND OF BEATEN FEET TO LET THE ELECTED OFFICIALS IN AUSTIN KNOW WHAT OUR POSITIONS ARE ON A RANGE OF BILLS. WE ALSO HAVE SOME LEGISLATIVE SUPPORT FROM PRIVATE COMPANIES, PRIMARILY RED MEDIA GROUP, WHICH IS ANGELA HILL FOCUSED ADVOCACY, WHICH IS LINDSEY WALLACE AND SNAPPER CARR. THEY ASSIST US WITH A VARIETY OF REGULATORY AND LEGISLATIVE SUPPORT THROUGHOUT THE SESSION AND BEYOND THE SESSION FOR THAT MATTER, WE PARTNER WITH THE CHAMBER AND THEN THE NORTH TEXAS COMMISSION. WE DON'T ALWAYS HAVE THE SAME MARCHING SHEET, IF YOU WILL. WE SOMETIMES HAVE DIFFERENT VIEWPOINTS ABOUT DIFFERENT PIECES OF LEGISLATION, BUT PRIMARILY WHERE WE SEE THE SAME, WE WILL COME TOGETHER ARM IN ARM TO MAKE THAT KNOWN TO THE ELECTED OFFICIALS IN AUSTIN. AND THEN FINALLY, WE CONTINUE OUR PARTNERSHIP AS WE HAVE FOR MANY, MANY YEARS NOW WITH THE TEXAS MUNICIPAL LEAGUE AND OVER A THOUSAND OTHER CITIES THROUGHOUT THE STATE OF TEXAS. JUST TO GIVE YOU A LITTLE FLAVOR, THE HOUSE MAP AND THE SENATE MAP CHANGED A LITTLE BIT DURING THE LAST SESSION. SO THIS IS A REPEAT, BUT YOU CAN SEE HERE NOW WE'VE GONE FROM HAVING ONE HOUSE REPRESENTATIVE. WE HAD TWO, BUT ONE JUST HAD A LITTLE SLIVER.

BUT PRIMARILY ONE HOUSE REPRESENTATIVE TO UP TO FOUR. SO 61 IS CURRENTLY FREDERICK FRAZIER, 66 IS MATT SHAHEEN, 67 IS JEFF LEACH. AND THEN ON THE BOTTOM RIGHT OF YOUR SCREEN, 89 IS CANDI NOBLE. OUR SENATE SIDE IS ALWAYS PRIMARILY BEEN SENATE DISTRICT EIGHT. THAT'S ANGELA PAXTON. AND THEN THE SMALL BLOCK THAT YOU SEE SENATE DISTRICT 30 IS CURRENTLY DREW SPRINGER. SO I POINT THAT OUT TO REALLY MAKE A NOTE TO UNDERSCORE, FOUR YEARS AGO, WE WERE REPRESENTED BY MOSTLY TWO PEOPLE IN AUSTIN, AND NOW WE'RE UP TO SIX. THAT'S JUST A TELLTALE SIGN OF A GROWTH AREA GETTING MORE REPRESENTATION AS EVERYTHING IS ALLOCATED DURING THE CENSUS. AND THE MAP DRAWING.

SO WE GOT A LITTLE BIT MORE GOING ON IN AUSTIN THESE DAYS THAN WE HAVE IN PREVIOUS SESSIONS. SO POINT BY POINT, I'LL GO THROUGH EACH ONE OF THESE AGAIN. SOME OF THIS IS GOING TO LOOK FAMILIAR OVERALL, WE ARE IN SUPPORT AND WE RECOMMEND BEING IN SUPPORT OF UPHOLDING MUNICIPAL HOME RULE AUTHORITY AS IT STANDS AS IT EXPANDS AND THEN OPPOSING ANYTHING THAT WOULD REDUCE MUNICIPAL HOME RULE AUTHORITY. THAT'S KIND OF OUR HIGH LEVEL BULLET POINT THAT GUIDES ALL OF THE OTHER ITEMS THAT WE CALL OUT, SPECIFICALLY THE RATIONALE BEHIND THAT IS, AS THE SESSION GOES ALONG, A LARGE KIND OF BIG TENT ITEM BEING PRESENT IN OUR AGENDA GIVES US A LITTLE FLEXIBILITY WHEN BILLS COME ACROSS OUR DESK THAT DON'T SPECIFICALLY HAVE A BULLET POINT IN THE ADOPTED AGENDA, WE'VE ADOPTED A STANDPOINT THAT'S UPHOLDING MUNICIPAL HOME RULE AUTHORITY, OPPOSING ITEMS THAT DEGRADE THAT AUTHORITY. I BELIEVE IN EVERY LEGISLATIVE AGENDA THAT I'VE BEEN A PART OF AND THE PREVIOUS FEW BEFORE THAT. THAT INCLUDES MAINTAINING CURRENT REVENUE STRUCTURES, EVERYTHING ELSE YOU SEE THERE.

AND THEN WE WANT TO REALLY POINT OUT THE ISSUES OF LAND USE, ANNEXATION, EVERYTHING THAT SURROUNDS A FAST GROWING CITY LIKE MCKINNEY, ESPECIALLY IN LIGHT OF WHAT WE'VE SEEN IN THE PAST COUPLE OF SESSIONS, AS WE SEE ETJ LAW CHANGE, MOST NOTABLY, SENATE BILL 2035.

EXCUSE ME. I'LL COME BACK TO IT, BUT THERE YOU GO. 2038. THAT'S GOING TO HAVE A HEARING THIS THURSDAY. AND SENATE LOCAL GOVERNMENT. LIKEWISE, WE OFTEN HIGHLIGHT THE MCKINNEY NATIONAL AIRPORT AND ITS BENEFIT TO THE ENTIRE FAA SYSTEM. BUT THEN ALSO TO THE REGION AS AN ECONOMIC ENGINE. WE WOULD BE IN SUPPORT OF ANY AND ALL OPPORTUNITIES THAT LINK AVIATION, TRANSPORTATION THROUGHOUT THE STATE AND BEYOND. WE HAVE A FEW SPECIFIC PROJECTS THAT ARE CALLED OUT. THESE WILL LOOK FAMILIAR AS GENERAL INFRASTRUCTURE PROJECTS THAT SUPPORT GETTING DEVELOPMENT TO THE EAST SIDE. IT'S AGNOSTIC TO WHAT THAT TYPE OF DEVELOPMENT IS, BUT IT ACKNOWLEDGES THAT WE'RE RUNNING OUT OF SPACE ON THE WEST SIDE OF MCKINNEY NATIONAL AIRPORT AND TO DEVELOP THE EAST SIDE, WE WILL NEED TO DEVELOP TAXI LANES, ROADWAY ACCESS. ET CETERA. ET CETERA. THOSE PROJECTS ARE LISTED OUT THERE ON THE SCREEN. WE'VE ALSO

IN TIMES PAST, THERE'S BEEN WHISPERS OF FURTHER ECONOMIC DEVELOPMENT PROGRAMS AT THE STATE LEVEL THAT ARE SPECIFIC TO AVIATION. NOTHING'S JUMPED OUT OR GOTTEN SIGNED BY THE GOVERNOR, BUT WE WANT TO BE READY FOR THAT. SO WE RECOMMEND BEING SUPPORTIVE OF THE STATE'S EFFORTS AND INVESTING IN ECONOMIC DEVELOPMENT AS IT RELATES TO AVIATION. WHILE I'M ON ECONOMIC DEVELOPMENT, I WILL GO THROUGH THESE FAIRLY QUICKLY, BUT THE NEXT FOUR SLIDES ARE REALLY THE FOCUS OF, WHAT WE SEE SUPPORTING FOR THE MOST PART DURING THE SESSION, YOU'LL SEE A RANGE OF KIND OF SMART GOVERNMENT INITIATIVES ON THIS FIRST SLIDE AND THEN OVERALL, WHAT DRIVES WHAT WE SUPPORT OR THE THINGS THAT WE WOULD BE OPPOSED TO ARE IF IT INCREASES JOBS, INCOMES OR THE WELL-BEING OF OUR RESIDENTS IN RELATION TO ECONOMIC DEVELOPMENT, A FEW SPECIFIC POLICY ISSUES, PRIMARILY WHAT WE HAVE TODAY, WE'D LOVE TO KEEP, WHEN THE WHEN THE MOOD SHIFTS OR WHEN PROGRAMS ARE ADJUSTED TAKEN AWAY OR IMPROVED FROM THE STATE'S PERSPECTIVE BUT DEGRADED FROM OUR PERSPECTIVE, THAT CREATES UNCERTAINTY, NOT ONLY UNCERTAINTY IN OUR CURRENT DEALS THAT WE HAVE ONGOING, BUT UNCERTAINTY ON ANYTHING IN THE FUTURE THAT RELOCATIONS MAY BE IMPACTED. SO WE WANT TO MAINTAIN SOME FIDELITY OF PROCESS FOR WHAT THE CURRENT PROGRAMS ARE UNDER LAW, AS I MENTIONED, WE REPEAT THAT WE WANT THE STATE TO GET A LITTLE MORE INVOLVED IN AEROSPACE AND AVIATION, THIS IS A NEW SHIFT. PREVIOUSLY, WE HAD TALKED ABOUT IMPLEMENTING SUPPORT FOR 313, WHICH ISN'T A PROGRAM THAT WE USE, BUT IS A PROGRAM THAT IS USEFUL. HOWEVER, THE STATE AND THE LAST SESSION MADE SOME CHANGES TO CURRENT 380 LAW THAT ADDRESSED THAT FROM THEIR PERSPECTIVE, SO WE SEE THAT REPRESENTED UNDER LOCAL UTILIZATION OF TAX ABATEMENTS. WE'D ALSO LIKE THERE TO BE, CONTINUED SUPPORT OF OUR TYPE A AND TYPE B FUNDING. THAT'S OUR SALES TAX FOR NOT ONLY THE ECONOMIC DEVELOPMENT CORPORATION, BUT THE COMMUNITY DEVELOPMENT CORPORATION. YOU SEE A FEW OTHER THINGS THERE, LIKE BROADBAND, AS AN ASIDE, OUR CURRENT FUNDING THAT'S AVAILABLE IN THE STATE OF TEXAS FOR BROADBAND INITIATIVES, THE CITY OF MCKINNEY, THOUGH ITS STATE FUNDS, IT'S NOT TIED UP IN BEING A FEDERAL FUNDED PROGRAM, THAT STATE FUNDING THAT COMES FROM STATE DOLLARS IS ALLOCATED ONLY TO THOSE THAT ARE FEDERALLY ELIGIBLE. SO THERE'S AN AREA THAT WE COULD SEE SOME WORK WITH THE BROADBAND DEVELOPMENT OFFICE OPENING UP, THAT FUNDING CATEGORY TO ALL CITIES. THAT WOULD BE USING IT. AND KIND OF AVOIDING THE FEDERALLY QUALIFIED ELIGIBILITY AREAS THAT THEY FORESEE. HERE'S A RANGE OF HOTEL, MOTEL, ISSUES THAT WE'D SEE, OR WE WOULD PROPOSE TO BE SUPPORTIVE OF SHIFTING OR AMENDING, YOU'LL SEE A VARIETY OF QUALITY OF LIFE ISSUES LIKE INVESTING IN TRAILS, INVESTING IN PARKS, LODGING ESTABLISHMENTS, ETC. THERE IS SOME CONTEMPLATION ABOUT INCREASING HOTEL MOTEL OCCUPANCY, TAX COLLECTION, OR THE AUTHORITY FOR LOCALITIES TO HAVE LOCAL OPTIONS, I WILL ADMIT THOSE THINGS, SOMETIMES FALL LIKE A LEAD BALLOON, BUT IT'S IMPORTANT FOR US TO SHOW THAT THOSE ARE AREAS WHERE WE CAN BE A LITTLE MORE SPECIFIC IN HOW WE RAISE FUNDING FOR SPECIFIC PURPOSES. AND THEN HERE'S A FEW OTHERS THAT ARE MORE NICHE WITH THE IMPLEMENTATION OF BEING, A MUSIC FRIENDLY CITY, BEING OPEN TO FILM AND TELEVISION ITEMS IN DOWNTOWN, BEING MORE FOCUSED ON THE ARTS AND THEN OBVIOUSLY WE ALL ARE, WE GIVE DEFERENCE TO OUR HISTORIC AREAS THROUGHOUT THE COMMUNITY. THESE ARE AREAS WITHIN THE STATE THAT THEY HAVE SOME OVERSIGHT ON, THAT WE WOULD LIKE THEM TO MAKE SURE THAT WE ARE SUPPORTIVE OF, OR AREAS IN WHICH WE HAVE IDEAS, VERY RARELY ARE WE COMING OUT IN OPPOSITION TO ANYTHING IN RELATION TO TEXAS FILM COMMISSION. BUT WE WANT TO HAVE THAT IN THERE. IF THERE'S SOME LOCAL PAIN THAT WE FEEL WHEN SOMEBODY COMES IN AND SHUTS DOWN 12 STREETS FOR TWO DAYS OR THREE DAYS OR A WEEK, WE'D LIKE THE TEXAS FILM COMMISSION TO KNOW KIND OF WHAT OUR EXPERIENCES ARE THERE. AND THAT ANECDOTE FOLLOWS WITH THE COMMITTEE ON THE ARTS AND THE HISTORIC COMMISSION. CAN I ASK A QUICK QUESTION? YEAH, I KNOW THE STATE HAS BEEN WORKING ON LEGISLATION TO HELP THE FILM INDUSTRY BECAUSE WE'VE BEEN COMPETING WITH LOUISIANA AND NEW MEXICO. YEP. HOW IS THAT COMING ALONG? I THINK THEY'RE DOING A GREAT JOB. I THINK IT'S BEEN A PRIORITY OF THE GOVERNOR'S OFFICE, IT'S ALL ABOUT MONEY. IT'S. WHERE DO WE WANT TO THROW ABATEMENTS? WHERE DO WE WANT TO THROW INCENTIVES? SO I THINK THAT RIGHT NOW THE STATE IS VERY

SO AND WE WOULD BE SUPPORTIVE OF IT BECAUSE WE HAVE KIND OF THAT PICTURESQUE DOWNTOWN THAT IS SOMETHING THAT PEOPLE DESIRE IN IMAGERY. SO IT'S SOMETHING THAT WE'RE BEHIND. WE WOULD SUPPORT THE STATE AS IS REASONABLE. YEP. OKAY AND THEN SWITCHING GEARS TO TAXATION AND TAX REFORM, WE CONTINUE TO BE SUPPORTIVE OF TAX REFORM, NAMELY SCHOOLS TAX REFORM, WE'VE CALLED THIS OUT FOR A FEW SESSIONS NOW, SPECIFICALLY IN RELATION TO HOW THE STATE CALCULATES THE OVERALL TAX BILL. SO NOT JUST OURS, BUT IN RELATION TO WHAT THEY DO WITH SCHOOL TAX FUNDING. AND THEN, THERE HAS BEEN EFFORTS IN THE PAST AND ALMOST, THINGS THAT HAVE PASSED IN RELATION TO STUDYING INFLATIONARY IMPACTS OR GROWTH IMPACTS AS IT RELATES TO TAXATION AUTHORITY. A FEW SESSIONS BACK THERE WAS SUPPORT, SOME SUPPORT FOR EVALUATING AND STUDYING WHAT TAX RATES TIED TO INFLATION PLUS POPULATION LOOKED LIKE. AND OVER THE COURSE OF A FEW SESSIONS THAT KIND OF LOST FAVOR, WOULDN'T YOU KNOW IT, WE'RE IN A HIGH INFLATIONARY ENVIRONMENT. WE'RE STILL ADDING TEN 000 RESIDENTS A YEAR. THINGS LIKE THAT WOULD HAVE BEEN SUPPORTED OR WOULD HAVE BEEN BENEFICIAL TO HAVE IN OUR CURRENT ENVIRONMENT HAD THEY MADE IT ACROSS THE FINISH LINE IN, SAY, 2017 AND THEN, AS ALWAYS, WE DO OPPOSE ANY LEGISLATION THAT SEEKS TO TAKE AWAY LOCAL TAXATION AUTHORITY FROM THIS BODY. AND THAT'S IN RELATION TO DEBT FINANCE AND MAINTENANCE AND OPERATION FINANCING. THE AMOUNT OF FINANCING OR THE AMOUNT OF TAX RATE THAT YOU ALL CAN ADOPT AS A BODY. IT'S REALLY TO CEDE THE AUTHORITY OF LOCAL TAXATION WITH LOCAL ELECTED OFFICIALS. WE HAVE OVER EDUCATION AND WORKFORCE. THIS IS WITH OUR PARTNERSHIP WITH THE CHAMBER OF COMMERCE. THEY HAVE SOME ITEMS THAT ARE MORE SPECIFIC IN RELATION TO EDUCATION AND WORKFORCE ON THEIR AGENDA THAT THEY'LL BE CONSIDERING, BUT WE ALWAYS WANT TO COME ALONGSIDE THEM, THE COLLIN COLLEGE, TO MAKE SURE THAT WE ARE BEING THERE ARM IN ARM, WHERE IS APPROPRIATE TO SUPPORT THEIR EFFORTS IN EXPANDING EDUCATION, EXPANDING WORKFORCE IN THE COMMUNITY. TRANSPORTATION IS ANOTHER LARGE AREA, THERE'S A LOT OF FUNDING THAT'S GONE INTO TRANSPORTATION OVER THE LAST THREE SESSIONS, REALLY, AS THERE'S BEEN INCREASES IN THE STATE'S SALES TAX AND OTHER REVENUE SOURCES. WE WOULD LOVE TO SEE MORE FUNDING THAT HAPPENS IN COLLIN COUNTY. IF YOU TAKE A BIRD'S EYE VIEW OF COLLIN COUNTY AND OVERLAY IT ONTO DALLAS COUNTY, YOU WILL SEE THAT WE ARE IN NEED OF A LOT MORE NORTH SOUTH AND EAST WEST ARTERIALS AND HIGHWAYS AND FREEWAYS. THAT IT MAKES NO SENSE SOMETIMES THAT A POPULATION OF OVER $1 MILLION REALLY ONLY HAS 4 TO 5 OF THOSE TYPES OF FREEWAYS GOING THROUGH TO PROVIDE ACCESS. WE DO HAVE A FEW MCKINNEY ROAD PRIORITIES, SOME OF THESE CONTINUED. SOME ARE A LITTLE NEWER. SO I'LL POINT OUT THE NEWER ONES, AS ALWAYS, WE WANT TO MAKE SURE THE STATE, THE STATE STAYS FOCUSED ON US 380 AND THAT ONGOING PROJECT THERE. SO WE SUPPORT LEGISLATION, MAINTAINS THOSE UNIFORM ELECTION DATES IN MAY AND NOVEMBER. AND THEN OUR FINAL ITEM IS TO ENCOURAGE THE STATE, BUT ALSO TO ENCOURAGE OTHERS TO DO WHAT MCKINNEY DOES. AND BE TAKE THE FIRST STEP INTO BEING TRANSPARENT WITH OUR OPEN GOVERNMENT POLICIES. AND, ONE OF THOSE WAYS IS CALLED OUT SPECIFICALLY AND IT'S KIND OF IT'S KIND OF A WONKISH, BUT IT'S SUPPORTING OUR ABILITY TO PUBLISH VARIOUS PUBLICATIONS ABOUT WHAT'S HAPPENING IN AN AGENDA OUTSIDE OF JUST A NEWSPAPER, SO, FOR INSTANCE, WE GO THROUGH ALL SORTS OF EFFORT TO POST THINGS ABOUT PLANNING AND ZONING OR THINGS ABOUT BOND ELECTIONS ON SOCIAL MEDIA, ON OUR DIGITAL PLATFORMS ALL OVER MCKINNEY.
