WHEREAS THE MCKINNEY COMMUNITY CONCERT ASSOCIATION HAS BEEN A VITAL PART OF MCKINNEY'S CULTURAL LIFE SINCE 1974, ASSEMBLING A WORLD CLASS SERIES OF CONCERTS THAT HAVE ENRICHED AND INSPIRED OUR COMMUNITY. AND WHEREAS, AS A NONPROFIT, 501 C3 ORGANIZATION, MCA HAS THRIVED EVEN AS MANY COMMUNITY CONCERTS HAVE FALTERED THANKS TO THE DEDICATION OF ITS LEADERSHIP, VOLUNTEERS AND SUPPORTERS. THE FEDERAL GOVERNMENT HAS A THEME EVERY YEAR, AND THEY'RE FOCUSING IN ON BASICALLY VULNERABLE POPULATIONS. OR THEY FOUND IN A STUDY THAT THEY HAD A LACK OF CONFIDENCE IN PREPARING. AND SO OUR ASIAN POPULATION WAS ONE OF THOSE POPULATIONS. SO WE TOOK A LOOK AT MCKINNEY. AND WE HAVE ABOUT 8% ASIAN SPEAKING FOLKS IN OUR CITY. AND SO THIS YEAR OUR KNOW WHAT TO DO BAGS THAT ARE AT BOTH LIBRARIES ARE NOT ONLY IN SPANISH AND ENGLISH, BUT WE ALSO HAVE THEM IN TRADITIONAL CHINESE, SIMPLIFIED CHINESE AND VIETNAMESE. GOOD EVENING, MAYOR AND COUNCIL MARK HOLLOWAY, CHIEF FINANCIAL OFFICER. THE CITY TONIGHT. I HAVE FOUR ITEMS, ACTUALLY, IN FRONT OF YOU. THIS IS THE FIRST. IT'S THE FIRST STEP OF FOUR. WE'LL HAVE A PUBLIC HEARING ON THE BUDGET. AND THEN IF YOU SO CHOOSE, MAKE A MOTION TO APPROVE THE BUDGET, OR YOU'LL CLOSE THE PUBLIC HEARING AND THEN THE ADOPTION OF THE BUDGET. BUT JUST WANT TO KIND OF GO THROUGH THIS, ONCE AGAIN, THESE ARE THE HIGHLIGHTS OF THE 2425.

BUDGET, KIND OF HIGH LEVEL, WE'LL BE DECREASING THE PROPERTY TAX RATE OR PROPOSING TO BUY ABOUT 1.2 CENTS TO 415513. OUR SALES TAX STILL VERY STRONG THIS BUDGET WOULD PROVIDE MARKET ADJUSTMENTS FOR ALL NON-SWORN PERSONNEL THROUGH THE MARKET STUDY AND STEP INCREASES. AND THEN WE ALSO HAVE ALL OF OUR PLANNED STEP INCREASES AND MARKET ADJUSTMENTS FOR SWORN PERSONNEL THAT ARE OUTLINED IN OUR MEET AND CONFER AGREEMENTS. WE'LL NOTE HERE THAT THIS BUDGET ALSO WILL HAVE AN INCREASED INVESTMENT IN PUBLIC ART, UP TO $350,000 IF OUR LAST WORK SESSION, YOU ALL ASKED ME TO PUT THAT IN THE BUDGET. I WANTED TO MAKE SURE IN THIS HIGHLIGHT THAT I NOTED THAT WE WOULD BE PUTTING THAT TOWARDS, TOWARDS, THE, PUBLIC ART FOR FISCAL YEAR 25.

AND THEN WE WILL BE PROVIDING STAFFING AND I'LL SHOW A FEW MORE STAFFING SLIDES HERE IN A SECOND. THE GENERAL FUND IS PROPOSED TO BE JUST UNDER $220 MILLION THIS YEAR, WITH 51% OF THAT BEING FROM PROPERTY TAX, 21% BEING SALES TAX, AND THE REST MADE UP FROM THE. YOU CAN SEE CHARGES AND FINES, LICENSE AND PERMITS AND FRANCHISE FEES ON THE EXPENDITURE SIDE, IT'S A BALANCED BUDGET AS IS REQUIRED. 47% OF THE BUDGET IS PUBLIC SAFETY, WITH THE REST FALLING OUT WITH PUBLIC WORKS BEING THAT'S JUST THE GENERAL FUND SIDE OF PUBLIC WORKS BEING ABOUT 9% DEVELOPMENT SERVICES, 8%, AND PARKS AND LIBRARY ABOUT 9%. THIS IS THE STAFFING THAT I MENTIONED, 39 STAFF MEMBERS ON THE GENERAL GENERAL FUND SIDE, 21 OF THAT BEING IN PUBLIC SAFETY. WITH THE REST FALLING IN DEVELOPMENT SERVICES AND PUBLIC WORKS, WITH JUST A FEW THERE IN GENERAL. GOVERNMENT ON THE WATER WASTEWATER SIDE, I DID WANT TO HIGHLIGHT THAT THAT WE WOULD BE CONTINUING OUR WATER LINE REPLACEMENT PROGRAM. WE'VE SEEN A REAL LOSS OF TREATED WATER DOWN TO 7% THIS FISCAL YEAR, POINT OF REFERENCE WHEN WE BEGAN THIS WATER LINE REPLACEMENT PROGRAM, WATER LOSS WAS AT 28% IN FISCAL YEAR 14. SUPPLEMENTALS THERE ARE A FEW, PERSONNEL THERE, BUT NEW TEST BENCH FOR METERS AND SOME SOME EQUIPMENT BEING REQUESTED IN THE FISCAL YEAR 25 BUDGET, WHAT DOES THAT DO TO RATES? WELL, NORTH TEXAS MUNICIPAL WATER DISTRICT IS RAISING OUR WATER RATES ABOUT 4%, 17% ON THE WASTEWATER SIDE, WE WOULD BE PROPOSING TO INCREASE OUR WATER RATES ABOUT 2%. AND OUR WASTEWATER RATES ABOUT 9% TO PASS ON MOST OF THAT COST, WITH THAT, I'LL BE HAPPY TO TAKE ANY QUESTIONS ON THE BUDGET OR THEN ALLOW YOU TO OPEN THE PUBLIC HEARING. ANY QUESTIONS FOR MARK? [Consider/Discuss/Act on an Ordinance to Ratify the Property Tax Revenue Increase in the Fiscal Year 2024-25 Budget as a Result of the City Receiving More Revenues from Property Taxes than the Previous Fiscal Year]

IS TWO FOR ONE NINE. TWO SEVEN. CONSIDER AN ACT ON AN ORDINANCE TO RATIFY THE PROPERTY TAX REVENUE INCREASE IN THE FISCAL YEAR 20 2425 BUDGET. AS A RESULT OF THE CITY RECEIVING MORE REVENUES FROM PROPERTY TAXES THAN PREVIOUS FISCAL YEAR, I'LL GO AHEAD AND RUN THROUGH THE SLIDES FOR THE PUBLIC HEARING ON THE TAX RATE. AS PART OF THIS ONE, WE'LL SAY THAT THE RATIFICATION OF THE PROPERTY TAX REVENUE INCREASE, ITSELF REQUIRES A SPECIFIC WORDING MOTION THAT YOU ALL HAVE BEFORE YOU. THIS IS JUST SIMPLY STATING THAT THE CITY WILL RECEIVE MORE IN PROPERTY TAXES THAN IT DID IN THE PREVIOUS YEAR, I WILL GO THROUGH THESE SLIDES THIS WILL ALSO COVER OUR THIRD ITEM, BUT WE ARE SEEING EXISTING VALUES UP ABOUT 6.2%, WE ARE PROPOSING TO BE ABOUT 2.97% ABOVE THE NO NEW REVENUE RATE ON THE NO SIDE, THIS WILL BE AN OVERALL TAX RATE OF 0.415513, WITH A TAX RATE CEILING THAT WAS SET ON A BELIEVE AUGUST THE 6TH OF 0.416922. SO THE PROPOSED BUDGET IS LESS THAN THE TAX RATE CEILING. THAT WAS SHOWN, ONCE AGAIN THOUGH, YOU CAN SEE THE DIFFERENCE IN THE PROPERTY TAX RATES PROPOSED FROM FISCAL YEAR 24 TO 25, THE VOTER APPROVAL RATE, WHICH IS 3.5% ABOVE THE NO NEW REVENUE RATE, PLUS ANY INCREMENT THAT HAS BEEN BANKED, IS, JUST ABOUT A CENT MORE THAN IS BEING PROPOSED. SO THAT'S SHOWING THE 2.97% NO EFFECTIVE RATE, THIS IS THE TAXABLE VALUE AND TAX RATE HISTORY, YOU CAN SEE THAT OUR VALUES ARE JUST UNDER $40 BILLION OF ASSESSED VALUE FOR THIS FISCAL YEAR, FISCAL YEAR 16, FOR EXAMPLE, WE WERE AT ABOUT 58.3 CENTS A COUPLE OF YEARS BEFORE THAT, WE WERE JUST UNDER $0.60 WITH THIS YEAR'S TAX RATE BEING, 41.55 OR AT LEAST PROPOSED. AND THIS IS THE HISTORY OF THE INS RATE MIXED WITH THE, NO RATE SHOWING THE TOTAL TAX RATE OVER TIME.

THE CITY OF MCKINNEY TRIED REZONING THAT AREA TO BUILD THE FAIRFIELD INN ACROSS THE STREET FROM COCKRILL MIDDLE SCHOOL IN 2018. THE RESIDENTS OF MCKINNEY. MCKINNEY ISD PARENTS AND STUDENTS OBJECTED. IT WAS SHORTLY AFTER THE LAS VEGAS CONCERT SHOOTING, WHERE THE HOTEL GUESTS SHOT OVER A THOUSAND ROUNDS OUT OF THE HOTEL WINDOW, KILLING 60 PEOPLE. THAT WAS ONLY ONE OF THE REASONS WHY PEOPLE OBJECTED TO THE HOTEL BY THE SCHOOL AT THAT TIME, IN THE END, IT WAS DECIDED THE FAIRFIELD INN WOULD BE MOVED FURTHER NORTH AND OUT OF THE DIRECT SIGHT OF THE COCKRELL MIDDLE SCHOOL. NOW WE ARE ARGUING AGAIN WHY A FOUR STORY HOTEL EVEN CLOSER TO THE SCHOOL IS ANOTHER BAD IDEA. THE FACT THAT THE HOTEL ITSELF HAS ALREADY BEEN APPROVED NEAR THE SCHOOL REALLY IS A PROBLEM, AND THERE SHOULD BE A BIGGER CONVERSATION ABOUT THAT MOVING FORWARD. PEOPLE MOVE TO MCKINNEY BECAUSE IT'S SUCH AN AWESOME PLACE TO RAISE A FAMILY. WE'VE BEEN HERE OVER 20 YEARS OURSELVES.
