I LIVE AT 8908 TROLLEY TRAIL MCKINNEY, TEXAS. OH, FIRST, AS A RESIDENT OF MCKINNEY, I'D LIKE TO APPLAUD AND COMMEND THE EXCELLENT TRANSPORTATION SERVICES PROVIDED TO OUR SENIORS, RESIDENTS LIVING WITH DISABILITIES, AND NEIGHBORS LIVING WITH LOW INCOMES IN COOPERATION WITH DART VIA TXDOT AND FEDERAL FUNDING. SECOND, I'D LIKE TO CHALLENGE US TO BUILD A BETTER MCKINNEY BY EXPANDING RIDER ACCESS TO MORE RIDERS IN NEED IN THE MCKINNEY URBAN TRANSIT DISTRICT VIA DART SERVICES. I WOULD ESPECIALLY LIKE TO SEE EXPANDED ACCESS FOR OUR UNDERSERVED, LOW INCOME NEIGHBORS THAT CURRENTLY EARN TOO MUCH. ACCORDING TO THE HHS. TO QUALIFY FOR SERVICES. FOR CONTEXT, THE HHS INDIVIDUAL INCOME CAP TO QUALIFY FOR PROGRAM ACCESS IS ONLY 15 K. I CAN'T THINK OF A SINGLE PLACE IN MCKINNEY WHERE ONE PERSON CAN CURRENTLY AFFORD TO LIVE ON 15 K A YEAR. THIS CAP EFFECTIVELY EXCLUDES A LARGE NUMBER OF OUR NEIGHBORS FROM GENUINELY ACCESSING SERVICE. IT ALSO REPRESENTS AN UNDUE FINANCIAL BURDEN IN THE FORM OF CAR OWNERSHIP OR COSTLY SERVICES LIKE UBER OR LYFT. FOR NEIGHBORS WHO MAY ALREADY BE EXPERIENCING FINANCIAL STRESS BUT LACK SAFE OPTIONS FOR CYCLING OR WALKING TO WORK, SCHOOL OR SHOPPING.

ACCORDING TO 2022 DATA FROM THE U.S. CENSUS BUREAU, APPROXIMATELY 10% OF MCKINNEY HOUSEHOLDS EARN 30 K PER YEAR OR LESS. OF THAT NUMBER, ONLY ABOUT 4% QUALIFY FOR TRANSPORTATION SERVICES UNDER THE CURRENT HHS INCOME CAP. THEREFORE, I WOULD LIKE TO PROPOSE THAT WE EXPAND ACCESS TO THE PROGRAM FOR OUR NEIGHBORS, EARNING UP TO TWO TIMES THE HHS GUIDELINE CAP, OR 30 K PER YEAR. IF THIS IS NOT POSSIBLE DUE TO HOW TXDOT AND FEDERAL FUNDING IS DISTRIBUTED FOR THE CURRENT PROGRAM, I WOULD LIKE TO PROPOSE THAT WE FORMALLY JOIN DART TO PROVIDE EXPANDED PUBLIC TRANSPORTATION TRANSPORTATION SERVICES LIKE OUR PEERS GARLAND AND RICHARDSON TO THE SOUTH. WE ARE RAPIDLY APPROACHING A CRITICAL MASS IN TRANSPORTATION IN OUR AREA. I SEE WHERE CELINA ANNOUNCED TODAY THAT THEY'RE HAVING $115 MILLION DEVELOPMENT OF THEIR DOWNTOWN AREA, AND WE ARE EXPLODING IN GROWTH IN ANNA AND OTHER AND MELISSA AS WELL. I JUST WOULD ASK THAT YOU TAKE UNDER CONSIDERATION, LONG TERM PLANS FOR THIS URBAN TRANSIT DISTRICT, WHETHER IT'S JOINING DART OR LOBBYING IN AUSTIN TO BECOME OUR OWN TRANSIT AUTHORITY, MUCH LIKE DENTON AND DART HAS DONE. I THINK IT'S SOMETHING WE NEED TO SERIOUSLY CONSIDER CONSIDERING THE IMPACT OF THE ADDITIONAL PEOPLE WOULD HAVE ON OUR ROADWAYS. AND I KNOW EVERYBODY COMPLAINS ABOUT ROADWAYS, AND WE'RE SPENDING A LOT OF MONEY FIXING THEM, BUT THAT'S JUST THE NATURE OF THE BEAST. BUT I DO THINK WE SHOULD CONSIDER AT SOME POINT MAYBE HIRING A LOBBYIST AND TAKE A LOOK AT WHAT TYPE OF FUNDING AND OPTIONS MIGHT BE AVAILABLE AT THE STATE TO SUPPORT WHAT THE URBAN TRANSIT DISTRICT DOES AND EXPAND OUR REACH INTO THE INTO THE AREA THAT WE'RE SERVING. WE'VE GROWN THIS DISTRICT SINCE IT STARTED. WE'RE SERVING MORE PEOPLE. WE'RE DOING A GREAT JOB. I JUST WANT US TO BE FORWARD THINKING ABOUT WHAT WE'RE GOING TO DO IN THE FUTURE AND BE ABLE TO REACH OUT TO WHATEVER FEDERAL FUNDING OR STATE FUNDING OPPORTUNITIES MIGHT BE THERE. SO A LITTLE BIT OF AN EXPENSE IN WORKING WITH THE CITY LOBBYIST OR THE CHAMBER LOBBYIST OR OR THIRD PARTY LOBBYISTS, I THINK WOULD BE BENEFICIAL. CURRENTLY SITTING AT 249 RIDERS ON AVERAGE PER DAY. NEXT, WE HAVE CANCELLATIONS. WE'VE SEEN A STEADY DECREASE IN CANCELLATIONS OVER THIS PAST YEAR. CURRENTLY SITTING AT 2.6% FOR THIS YEAR.

WAIT TIME HAS REMAINED STEADY OVER THE PAST COUPLE OF MONTHS AND HAS DECREASED OVER THE YEAR.

CURRENTLY SITTING AT TEN MINUTES OF AN AVERAGE WAIT TIME. TRAVEL DISTANCE. SLIGHT INCREASE THIS YEAR. CURRENTLY SITTING AT 7.9 MILES FOR 2024. TRIP DURATION. CURRENTLY SITTING ON 18 MINUTES AND HAS REMAINED STEADY OVER THE YEAR. RIDERS APPROVED FOR SERVICE. WE DID SEE A COUPLE OF JUMPS IN OCTOBER AND MARCH. CURRENTLY HAVE 221 RIDERS APPROVED FOR SERVICE AS OF AUGUST 2024. THOSE ADDITIONAL RIDERS NEW APPROVALS, CORRECT. THAT'S NOT THE TOTAL NUMBER OF RIDERS. THAT'S THAT'S ADDITIONAL. WE CURRENTLY HAVE AROUND 1000 APPROVED FOR SERVICE. WE DON'T SEE THAT MANY RIDING, BUT AROUND 1000 TOTAL APPROVED SINCE THE START. UNIQUE RIDERS WE CURRENTLY HAVE 391 UNIQUE RIDERS FOR 2024. SO THE CITY OF MCKINNEY TITLE SIX PROGRAM IS UPDATED EVERY THREE YEARS TO COMPLY WITH FEDERAL AND STATE REGULATIONS. THIS MOST RECENT UPDATE WAS UPDATED TO INCLUDE SPECIFIC LANGUAGE REGARDING MAJOR SERVICE CHANGES. WHAT A MAJOR SERVICE CHANGE IS, WHAT A MINOR SERVICE CHANGE IS, AND DISPARATE IMPACT POLICIES. SO CREATING DEFINITIONS FOR DISPARATE IMPACT AND POLICY AS WELL. THIS WAS A PROVED BY LEGAL AND YOU KNOW WE'RE REQUESTING BOARD APPROVAL TODAY SO THAT WE CAN UPLOAD THIS TO THE APPROPRIATE FEDERAL AND STATE ENTITIES.
