THANK YOU VERY MUCH. THANK YOU. KEN. OKAY. THANK YOU. OKAY. DO YOU HAVE ANY PUBLIC COMMENTS? NEXT[PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]
IS PUBLIC COMMENTS ON AGENDA ITEMS FOR WHICH WE DO NOT HAVE ANY. SO WE'LL MOVE TO OUR[CONSENT AGENDA]
CONSENT AGENDA. THESE ITEMS CONSIST OF NONCONTROVERSIAL OR HOUSEKEEPING ITEMS REQUIRED BY LAW AND ITEMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH REQUEST PRIOR TO A MOTION TO VOTE ON THE CONSENT ITEMS, MAKE A MOTION. WE APPROVE THE CONSENT AGENDA.SECOND, MR. MAYOR, CAN WE PULL? YEAH, I THINK WE'RE GOING TO PULL DOWN ONE ITEM, THOUGH. IS THAT ALL RIGHT WITH YOUR MOTION, COULD WE PULL DOWN ITEM JUST FOR SOME FURTHER DISCUSSION? 241989.
YEAH THAT'S RIGHT. IS THAT WORK FOR YOU JUSTIN. IS THAT THE RIGHT. PLEASE CAST YOUR VOTES.
[Consider/Discuss/Act on a Resolution Approving the Request for Qualifications for Future Affordable Housing Development Utilizing Public Private Partnership with the McKinney Housing Finance Corporation]
AT THE ITEM PULLED DOWN IS CONSIDER DISCUSS ACT ON A RESOLUTION APPROVING THE REQUEST FOR QUALIFICATIONS FOR FUTURE AFFORDABLE HOUSING DEVELOPMENT UTILIZING PUBLIC PRIVATE PARTNERSHIP WITH THE MCKINNEY HOUSING FINANCE CORPORATION. WE HAD A LOT OF SPIRITED DISCUSSION ABOUT THIS AT WORK SESSION. THE RESOLUTION THAT IS ON THE TABLE, IF YOU WILL, WOULD BE APPOINTING TWO COUNCIL MEMBERS. TO BE ON THE COMMITTEE EVALUATING THE REQUEST FOR QUALIFICATIONS. I KNOW THAT THE THING WE PULLED DOWN WAS JUST THE RESOLUTION OF SUPPORT. OH, I'M SORRY, YOU ARE CORRECT. SORRY. AND I'M. I'M FINE WITH JUST TAKING A VOTE ON IT. I DON'T KNOW THAT WE NEED TO ADD ANY MORE COMMENTARY TO IT. OKAY YEAH. YOU'RE RIGHT. THIS IS JUST THE RESOLUTION OF SUPPORT.SO IS THERE A MOTION TO APPROVE? I'LL MAKE A MOTION TO APPROVE. SECOND. CAST YOUR VOTES. I JUST WANT TO MAKE. THAT YOU DON'T HAVE A BUTTON FOR MAYOR PRO TEM. WE'RE VOTING AGAIN. ALL RIGHT.
WE'LL NOW MOVE TO OUR FINAL. THE FINAL VOTE IS FIVE SEVEN. 5 TO 2. I VOTED YES, OKAY. NOW MOVE ON TO OUR REGULAR OR. EXCUSE ME, OUR PLAT CONSIDERATION ITEM 230048 PP TWO. SENATE YES. VOTE.
I VOTED. IT POPPED BACK UP AND I THINK I VOTED. YEAH. POPULATED THE FIRST TIME. WE MAYBE HAVE AN ISSUE. SO, THE TWO THE TWO NAY VOTES WERE COUNCILMAN CLOUTIER AND COUNCILMAN BELLER. THE REST WERE, YESES. THANK YOU. NOW, ITEM 2300482. CONSIDER AN ACT ON A PRELIMINARY PLAT FOR KENTUCKY STREET ADDITIONS, LOT ONE THROUGH 17, BLOCK A, AND LOTS ONE THROUGH 17, BLOCK B, LOCATED AT 800 SOUTH KENTUCKY STREET. ANYBODY I WENT AND LOOKED AT THE PROPERTY. I CAN PRESENT IT IF YOU LIKE. WE WILL COME BACK TO THIS ITEM AND WE WILL MOVE TO ITEM 241991. CONSIDER AN ACT ON A RESOLUTION APPOINTING TWO CITY COUNCIL MEMBERS TO SERVE ON A SUBCOMMITTEE OF THE MCKINNEY HOUSING FINANCE CORPORATION. THAT'S I APOLOGIZE, THAT WAS A SEPARATE ITEM. I WAS OVERLOOKING
[Consider/Discuss/Act on a Resolution Appointing Two City Council Members to Serve on a Subcommittee of the McKinney Housing Finance Corporation (MHFC)]
THAT, I DON'T KNOW THAT WE NEED, MARGARET OR KRYSTAL. I WOULD I WOULD LIKE TO APPOINT, JUSTIN BELLER AND MICHAEL JONES. I'LL SECOND THAT. PLEASE CAST YOUR VOTES.[00:15:12]
OKAY. JENNIFER IS BACK. WE'LL MOVE BACK NOW TO ITEM 230048. JENNIFER, YOU ARE UP THERE. SHE IS MY SINCEREST APOLOGIES, I WOULD COME UP WITH A GREAT EXCUSE, BUT I FORGOT I HAD A PLAT ON THE AGENDA, SO HERE I AM, I DO REMEMBER THE PLAT, THOUGH, SO IF YOU WANT TO SHOW[Consider/Discuss/Act on a Preliminary Plat for Kentucky Street Addition, Lots 1-17, Block A, and Lots 1-17, Block B, Located at 800 South Kentucky Street]
THAT PLAT. SO THIS PLAT IS ACTUALLY UP FOR CONSIDERATION BY THE COUNCIL, IT WAS ACTUALLY PREVIOUSLY SUBMITTED LAST YEAR, AND IT WAS VOTED FOR DISAPPROVAL BY THE PLANNING AND ZONING COMMISSION BECAUSE IT DID NOT MEET ALL OF THE REQUIREMENTS OF OUR, UNIFIED DEVELOPMENT CODE.HOWEVER, THEY HAVE SPENT TIME WORKING WITH STAFF OVER THE LAST YEAR AND HAVE CORRECTED THOSE ISSUES AND ARE NOW BRINGING A PLAT FORWARD AGAIN FOR RECONSIDERATION. STAFF IS RECOMMENDING APPROVAL WITH THE CONDITIONS OUTLINED IN YOUR STAFF REPORT, AND I'M HAPPY TO ANSWER ANY QUESTIONS. JENNIFER, WHERE'S THE INGRESS EGRESS GOING TO BE ON THIS LITTLE DEVELOPMENT? IT WILL BE COMING OFF OF KENTUCKY STREET ON THE NORTH SIDE OF THE PROPERTY AND ON THE SOUTH SIDE. SO IT'S AN INTEREST IF YOU WANT TO PULL UP THE ACTUAL PLAT. SO KIND OF LIKE MAKING A U. YES, SIR, THERE SHOULD BE A IT SHOULD BE CALLED PROPOSED PLAT ON THE. OKAY.
TO. THERE YOU GO. SO THERE'LL BE A MAIN DRIVE COMING THROUGH THERE ON THE CENTER OF THE TRACT. AND THEN THERE WILL BE ALLEYS COMING OUT ON THE NORTH AND THE SOUTH SIDE. AND SO THIS, AS YOU CAN SEE ON THE PLAT, THIS IS FOR A SINGLE FAMILY RESIDENTIAL DEVELOPMENT. THE PROPOSED SINGLE FAMILY UNITS WILL ACTUALLY BE TOWNHOME PRODUCTS. SO THEY WILL BE ATTACHED. AND WE HAVE VETTED ALL OF THIS THROUGH ENGINEERING AND OUR FIRE DEPARTMENT. THEY'RE RECOMMENDING APPROVAL WITH SOME CONDITIONS OUTLINED IN THE STAFF REPORT AND THE CONDITIONS CHECKLIST. OTHERWISE, WE ARE RECOMMENDING APPROVAL. I HAVE TO SAY, I WENT DOWN TO LOOK AT THE PROPERTY BECAUSE I JUST COULDN'T REMEMBER, SUCH A PIECE OF PROPERTY THERE AVAILABLE TO PULL UP. AND I WAS I WAS SURPRISED TO. YEAH. IT'S AN INTERESTING YOU KNOW, WE'VE GOT A LOT OF THESE SMALLER INFILL LOTS, THIS ONE IS JUST OUTSIDE OF FINCH PARK. SO THEY SPENT QUITE A BIT OF TIME WORKING THROUGH A LOT OF DIFFERENT LAYOUTS WITH THE TEAM INTERNALLY TO GET TO THIS ONE, WHICH IS SOMETHING THAT WE'RE HAPPY TO STAND UP AND RECOMMEND OR SUPPORT OF. WELL, I JUST WILL REMIND YOU, JUST PLANT IN EVERYONE'S MIND THAT WE WILL MOST PROBABLY BE GETTING EMAILS AT SOME POINT IN THE FUTURE ASKING, WHY ARE WE DIGGING UP FINCH PARK? AND THE ANSWER, OF COURSE, IS THAT WE'RE NOT. THIS PROPERTY BORDERED. IT BUT, BUT HAD I DROVE DOWN THERE WHEN IT WAS UNDER DEVELOPMENT, I WOULD HAVE BEEN ONE OF THOSE PEOPLE CALLING MYSELF SAYING, WHY ARE WE DIGGING UP FINCH? I WOULD HAVE TO. I DID GET THE SENSE DRIVING BY, PAYING CLOSE ATTENTION YESTERDAY, THAT WE'RE GOING TO BE INVADING QUITE THE TREE LINE THERE ON THE SOUTH, BECAUSE THERE'S JUST A LOT OF TREES THAT BORDER THE NORTH END OF THOSE HOMES THERE TO THE SOUTH THAT YOU SEE. SO THERE'S STILL GOING TO BE QUITE A BIT OF LAND OFF THAT LITTLE INGRESS INTO FINCH PARK, BUT, YOU KNOW, THERE'S GOING TO BE A LOT OF OLD, YOU KNOW, TREE LINE THAT'S GOING TO GET THAT IS TRUE. THAT IS TRUE, THEY HAVE SUBMITTED A TREE SURVEY, THERE ARE NOT ANY QUALITY TREES IN THAT. YEAH. SO IT STRIKES ME THAT THAT USED TO BE A TREE LINE FOR SOME RANCH OR FARM OR SOMETHING. AND THEY PLANT A BUNCH OF HACKBERRIES AND A BUNCH OF JUNK. SO YEAH, BUT IT'S TREES. SO THANK YOU. WE GET THE CALLS, THIS WILL BE THE THIS WILL BE THE I'VE ALREADY GOTTEN THE CALLS BECAUSE THERE'S A SIGN UP ON IT. SO I DIDN'T GET HOW ARE WE SELLING PARKLAND. YES. WE CAN'T CORRECT. ALL RIGHT, IS THE APPLICANT HERE? I'M NOT SURE. THEY'RE NOT. IS THERE ANYTHING THAT YOU'D LIKE TO ADD, OR DO YOU FEEL JENNIFER DID A, I JUST WANT TO SAY THANK YOU TO HER BECAUSE THIS THIS WAS A VERY LONG PROCESS FOR US, A LITTLE OVER TWO YEARS. AND JENNIFER REALLY HELPED OUT THE LAST SIX MONTHS, TO GET TO WHERE WE ARE TODAY TO HOPEFULLY SOMETHING THAT WILL BE APPROVED. AND WE'RE REALLY EXCITED TO GET MOVING FORWARD ON THIS PROJECT. GREAT.
THANK YOU SIR. ANY QUESTIONS FOR THE APPLICANT AND ENTERTAIN A MOTION. THIS IS A PUBLIC
[00:20:06]
HEARING. MR. NO, SIR. OKAY. THEN I MAKE A MOTION THAT WE APPROVE THE, CENTER SITE PLAN AS PRESENTED BY STAFF. WELL, SECOND. CAST YOUR VOTES. ALL RIGHT. ITEM. 241992. CONSIDER[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute a Contract and All Necessary Change Orders with RPMx Construction, LLC for the Construction of Runway 18 Extension (500-Foot)]
ACT ON A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT AND ALL NECESSARY CHANGE ORDERS WITH RPM, LLC FOR THE CONSTRUCTION OF RUNWAY 18, EXTENSION 500FT. GOOD EVENING.MAYOR. MEMBERS OF COUNCIL KEN CARLI, AIRPORT DIRECTOR, THIS CONTRACT AUTHORIZES, RPM TO CONSTRUCT THE NORTH RUNWAY EXTENSION. IT'S A 500 FOOT EXTENSION. YOU MAY RECALL WE DID AN ADVANCED FUNDING AGREEMENT WITH TXDOT AND TO SUPPLY THE FUNDING FOR THE PROJECT, WE DESIGNED THE PROJECT OR GARVER DESIGNED THE PROJECT, AND WE BID THE PROJECT IN JUNE, WE HAD VERY COMPETITIVE BIDS. WE RECEIVED THREE BIDS. RPM WAS THE LOW BID ON THE CONTRACT, THEIR BID HAS BEEN REVIEWED BY THE ENGINEER OF RECORD AND RECOMMENDED. SO WE HAVE THE AGENDA ITEM BEFORE YOU TONIGHT, AND THEN THE THERE'S TWO COMPANION AGENDA ITEMS THAT FOLLOW. I CAN SPEAK TO THOSE NOW OR WHENEVER. GREAT. ANYONE HAVE QUESTIONS? KEN, FOR THE RECORD, HOW IS THIS EXTENSION OF THE RUNWAY BEING FUNDED, IT WAS, AN ADVANCED FUNDING AGREEMENT WITH, WITH TXDOT. AND LET ME GET THAT IN FRONT OF ME. IT'S BEEN A WHILE SINCE I LOOKED AT IT. I HAVE A COUPLE NOTES I WANT TO SHARE. THE TXDOT IS THE ENTITY THAT IDENTIFIED OVER OR BY NOW OVER A QUARTER OF $1 BILLION OF ANNUAL ECONOMIC IMPACT TO THE REGION FROM OUR LITTLE GENERAL AVIATION AIRPORT, IS IT NOT? I'M SORRY, SIR, THE ANSWER IS YES. YES, IT WAS A RHETORICAL ANSWER. OH, GOD, WHERE DID I PUT IT? IN THE MULTITASKING PAPERS IN FRONT OF ME. YEAH. IT'S. THE STATE RECEIVED MONEY FROM THE NORTH TEXAS TOLLWAY AUTHORITY, SO IT'S BASICALLY, I THINK, SURPLUS REVENUES FOR THE STATE HIGHWAY.
121 SUB ACCOUNT. AND IF YOU RECALL, INITIALLY, THE 399 SPUR WAS SUPPOSED TO BE ON THE, ON THE OTHER SIDE OF THE AIRPORT, ESSENTIALLY OVER AIRPORT DRIVE. SO PART OF THE COMPROMISE, IF YOU WILL, TO GET THE 399 SPUR AROUND THE SOUTH SIDE AND UP THE EAST SIDE WAS THAT WE WOULD MOVE TO DO A MORE EXPENSIVE RUNWAY EXTENSION PROJECT TO THE NORTH. SO THE AGREEMENT WAS BASICALLY THAT THAT FUNDING WOULD COME THROUGH THAT ADVANCED FUNDING AGREEMENT TO ENABLE THE EXTENSION TO HAPPEN TO THE NORTH, WHICH WOULD THEN ENABLE THE 399 SPUR TO COME AROUND THE SOUTH SIDE AND THE EAST SIDE OF THE AIRPORT. SO THIS IS NOT BEING FUNDED BY THE PROPERTY TAXES OF THE CITIZENS OF MCKINNEY. THAT IS CORRECT, SIR. THANK YOU. THANK YOU. KEN.
ANYONE HAVE ANY OTHER QUESTIONS? IF NOT, ENTERTAIN A MOTION. MR. MAYOR, I MOVE THAT WE APPROVE THIS ITEM AS PRESENTED BY STAFF. I'LL SECOND. PLEASE CAST YOUR VOTES. NEXT ITEM IS 241993. IT'S
[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute an Agreement with Garver, LLC for McKinney National Airport Project AI2452, Extend Runway 18 | Phase 1 - 500’ North]
COMPANION ITEM TO CONSIDER AN ACT ON A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH GARVER, LLC FOR MCKINNEY NATIONAL AIRPORT. PROJECT A12452 EXTEND RUNWAY 18 500FT TO THE NORTH. YES. THIS IS FOR THE CONSTRUCTION PHASE. SERVICES. THE AMOUNT OF $1.9 MILLION IS FOR THE CONSTRUCTION ADMINISTRATION, A RESIDENT PROJECT REPRESENTATIVE. SOME MATERIALS TESTING, SETTLEMENT MONITORING SYSTEM, SITE SURVEY, CLOSEOUT SERVICES. ANY QUESTIONS FOR KEN ON THIS ITEM? I'M ENTERTAIN A MOTION. I'LL MAKE A MOTION THAT WE APPROVE. APPROVE THIS ITEM. I'LL SECOND. PLEASE CAST YOUR VOTES. IS THERE A HESITATION BECAUSE OF THE SHIFTY GUY SITTING IN THE FRONT ROW OVER THERE? YES. SON PASSES 241994. CONSIDER ACT ON A[Consider/Discuss/Act on a Resolution Authorizing the City Manager to execute a Federal Aviation Administration (FAA) Reimbursable Agreement for the relocation and construction on the Runway 18 NAVAIDS as part of the McKinney National Airport Project AI2452, Extend Runway 18 | Phase 1 - 500’ North]
RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A FEDERAL AVIATION ADMINISTRATION REIMBURSABLE AGREEMENT FOR THE RELOCATION AND CONSTRUCTION ON THE RUNWAY. 18 NAVAIDS, AS PART OF THE MCKINNEY NATIONAL AIRPORT PROJECT, A12452 EXTEND RUNWAY 18, PHASE ONE 500FT TO THE NORTH. YES THIS CONTRACT IS WITH THE FAA FOR $749,586. THE FAA OWNS THE APPROACH LIGHTING SYSTEM AND THE INSTRUMENT LANDING SYSTEM. SO BASICALLY, WHEN WE GO IN AND AFFECT THOSE SYSTEMS, THEY WANT THEIR OWN PEOPLE TO BASICALLY PROVIDE OVERSIGHT FOR THE PROJECT FOR THAT COMPONENT OF IT. AND WE'RE BASICALLY REIMBURSING THEM FOR THAT WORK. SO THIS IS ALL IN THE PROJECT BUDGET WITH ALL THREE OF THESE RESOLUTIONS. I THINK THERE'S STILL THREE, ABOUT 3.7[00:25:03]
MILLION LEFT IN THE PROJECT FUND BUDGET. IF NO QUESTIONS, THERE A MOTION, I'LL MAKE A MOTION. WE APPROVE THIS ITEM. I'LL SECOND CAST YOUR VOTES. ITEM 24000383. CONDUCT. YEAH. THANK YOU. HONEY CREEK INVESTMENTS, LLC, AND BARCELONA 93 LIMITED. CASE NUMBER 230015D, A SUBJECT PROPERTY BEING 1649 ACRES, GENERALLY LOCATED EAST OF FM 1461. FUTURE LAKE FOREST DRIVE AND COUNTY ROAD 166 AND SOUTH OF COUNTY ROAD 168 AND FM 543 AND ACCOMPANYING ORDINANCE. THANK YOU, MR. MAYOR, AS YOU READ, THIS IS ACTUALLY A NUMBER OF DIFFERENT ACTIONS ALL ROLLED UP INTO ONE. SO WE DO HAVE ON THE SCREEN THE THREE DIFFERENT CASES THAT ARE BEING CONSIDERED ALL IN ONE ACTION. THEY ARE ALL ASSOCIATED WITH EACH OTHER. I DID WANT TO HIGHLIGHT SO THAT IS THE LOCATION OF THE COMPLETE PROPERTY THAT'S IN FOR CONSIDERATION TONIGHT, YOU READ YOU MADE REFERENCE TO AN ANNEXATION INTO THE CITY LIMITS. I DO WANT TO HIGHLIGHT OF THE LARGER 1600 ACRES THAT IS UP FOR CONSIDERATION TONIGHT. ONLY A SMALL PORTION OF THAT IS ACTUALLY GETTING ANNEXED INTO THE CITY. THAT IS THE RED PROPERTIES HIGHLIGHTED HERE. OF COURSE, WHEN YOU ANNEX PROPERTY INTO THE CITY, YOU HAVE TO ZONE IT. AS PART OF THE ZONING. WE ARE PROPOSING A ZONING OF THESE ANNEX TRACTS, AS WELL AS A REZONING OF THE LARGER 1600 ACRES KNOWN AS HONEY CREEK. AND[00:30:04]
THEN IN CONCERT WITH ALL OF THAT IS THE DEVELOPMENT AGREEMENT THAT GOVERNS THE PROVISION OF INFRASTRUCTURE AND DEVELOPMENT OF THE PROPERTY. SO I KIND OF WANT TO WALK THROUGH ALL THREE OF THOSE THINGS INDEPENDENTLY SO THAT WE KNOW WHAT WE'RE LOOKING AT IN TERMS OF AN ACTION BEFORE WE WALK THROUGH THOSE ITEMS. I DID WANT TO MAKE ONE CLARIFYING NOTE IN TERMS OF THE PROPERTY BOUNDARY. WE FIND A GOOD EXHIBIT HERE. SO WE DID, GET NOTIFIED LATE YESTERDAY THAT THERE IS LET ME TRY THAT AGAIN. THERE IS A SMALL PROPERTY RIGHT HERE THAT WAS INADVERTENTLY INCLUDED. IT WAS INADVERTENTLY INCLUDED IN THE METES AND BOUNDS PROVIDED BY THE SURVEYOR OF THE DEVELOPER.IT WAS NEVER INTENDED TO BE INCLUDED WITH THE ANNEXATION DEVELOPMENT AGREEMENT OR ZONING.
ALL OF THE EXHIBITS ASSOCIATED WITH THOSE DO NOT INCLUDE THAT PROPERTY. IT WAS JUST THE LEGAL DESCRIPTION WITHIN THE SURVEYORS NOTES. SO WHEN WE FOUND OUT ABOUT THAT, WE QUICKLY WORKED WITH THE DEVELOPER AND THE SURVEYOR TO GET THOSE METES AND BOUNDS CORRECTED SO THAT THAT PROPERTY IS NOT INCLUDED WITH ANY OF THE ACTIONS TAKEN TONIGHT. SO MR. QUINT JUST HANDED MAP THAT SHOWS EXACTLY WHERE THAT PROPERTY IS. I ALSO HAVE RED LINES AND CLEAN COPIES WHERE WE CAN SEE THAT THOSE CALLS FOR THOSE METES AND BOUNDS HAVE BEEN REMOVED. SO I DID WANT TO PUT THAT ON THE RECORD JUST AS A CLARIFICATION POINT, BOTH FOR THE PROPERTY OWNER WHO WAS CONCERNED ABOUT BEING INCLUDED. AND FOR YOU ALL ON THE RECORD. SO WITH THAT OUT OF THE WAY, I'LL JUMP RIGHT INTO, THE PROPOSED ZONING ON THE TRACT. SO WITH THE ANNEXATION AND DEVELOPMENT AGREEMENT, THE PROPOSED ZONING ACTUALLY, CREATES A NUMBER OF DIFFERENT DISTRICTS OVER THE 1600 ACRES KNOWN AS HONEY CREEK. THEY'RE UP HERE ON THE ON THE SCREEN FOR YOU. EACH ONE OF THOSE DISTRICTS HAS ITS OWN UNIQUE CHARACTER. AND DEFINING FEATURES, THAT RANGE AND ALLOWANCES FOR COMMERCIAL AND A RANGE OF RESIDENTIAL USES ACROSS THE ENTIRETY OF THE 1600 ACRES. THE PROPOSED ZONING LIMITS TOTAL RESIDENTIAL USES TO 10,500 RESIDENTIAL USES THAT COULD BE SPLIT BETWEEN SINGLE FAMILY MULTI-FAMILY TOWNHOMES, WHAT WE CALL COTTAGE COURT MULTI-FAMILY, AND WHAT WE CALL THE FOUR PACK, WHICH IS SINGLE FAMILY. THAT'S KIND OF DONE IN A COURTYARD STYLE. SO IT'S A RANGE OF RESIDENTIAL PRODUCTS. IT ALSO OUTLINES PROVISIONS FOR MINIMUM REQUIRED COMMERCIAL DEVELOPMENTS THROUGHOUT THE DISTRICT, AND IT PINPOINTS THE LOCATIONS OF ALL OF THOSE DIFFERENT USES. THAT WOULD BE PERMITTED. AND THAT'S WHAT THIS SECOND MAP SHOWS. SO ANYWHERE WHERE YOU SEE THAT LIGHT YELLOW, THAT IS GOING TO BE A SINGLE FAMILY RESIDENTIAL PRODUCT, AND ANYWHERE WHERE YOU SEE THE DARKER YELLOW, IT WOULD BE A RANGE OF MULTI-FAMILY SINGLE FAMILY OR COMMERCIAL OR MULTI-FAMILY OR SINGLE FAMILY PRODUCTS. AND ANYWHERE WHERE YOU SEE THAT RED, IT'S GOING TO BE A COMMERCIAL PRODUCT, THE PURPLE THAT'S THERE UP AT THE INTERSECTION OF LORD HOWELL AND HARDIN IS INTENDED TO BE A DENSE, MIXED USE, SORT OF CENTRAL NODE FOR THE HONEY CREEK DEVELOPMENT. AND IT ALLOWS FOR A RANGE OF USES, BOTH VERTICALLY INTEGRATED OR HORIZONTALLY INTEGRATED. SO WITH THE PARAMETERS THAT ARE OUTLINED IN THE ZONING, EVERY ONE OF THESE DISTRICTS IS SET A MINIMUM AND A MAXIMUM IN TERMS OF NUMBER OF UNITS AND ACREAGES THAT ARE PERMITTED FOR THOSE SINGLE FAMILY RESIDENTIAL MULTIFAMILY, RESIDENTIAL, AND COMMERCIAL USES. THOSE ARE ALL OUTLINED, IN THIS TABLE HERE. THIS HIGHLIGHTS THE RESIDENTIAL ALLOWANCES SO THAT WE HAVE A BIT OF AN IDEA OF EXACTLY WHAT TYPE OF PRODUCTS WE'RE GOING TO BE GETTING IN EACH ONE OF THOSE DISTRICTS. AND WE ALSO HAVE AN IDEA OF THE TYPE OF COMMERCIAL OR THE AMOUNT OF COMMERCIAL THAT WOULD BE EXPECTED IN EACH ONE OF THESE DISTRICTS, THE EXISTING ZONING ON THE PROPERTY IS ACTUALLY VERY SIMILAR TO WHAT'S BEING PROPOSED TONIGHT. IT'S GETTING CLEANED UP QUITE A BIT TO BE A BIT MORE MODERN, AND IT IS REALLOCATING WHERE SOME OF THOSE USES ARE PERMITTED ON THE TRACT. BUT THE HEART OF THE EXISTING ZONING AND THIS NEW ZONING ARE ACTUALLY VERY SIMILAR TO EACH OTHER.
STAFF'S REVIEWED THE ZONING. WE'VE ACTUALLY SPENT QUITE A BIT OF TIME WORKING WITH THE APPLICANT ON IT. WE'RE HAPPY TO OFFER OUR RECOMMENDATION OF APPROVAL FOR IT PLANNING AND ZONING COMMISSION HAS ALSO RECOMMENDED APPROVAL OF THE ZONING COMPONENT OF THIS ACTION.
FOR TONIGHT, IN CONCERT WITH THE ANNEXATION. AND THE ZONING, OF COURSE, IS ALSO A DEVELOPMENT AGREEMENT THAT OUTLINES THE PROVISION OF INFRASTRUCTURE AND SERVICES TO THE TRACTS, THIS DEVELOPMENT AGREEMENT IS NOT UNFAMILIAR TO YOU ALL. YOU CONSIDERED THE TERM SHEET, LAST YEAR, AND YOU ALSO CONSIDERED APPROVAL OF CONSENT FOR THE CREATION OF A MUNICIPAL, MANAGEMENT DISTRICT. THANK YOU. AND MMD, THAT GOVERNS HOW THE FUNDING STRUCTURE WORKS FOR THE
[00:35:07]
PROVISION OF THAT INFRASTRUCTURE. SO THE DEVELOPMENT AGREEMENT INCLUDED TONIGHT OUTLINES ALL OF THOSE TERMS, BOTH FROM THE ANNEXATION TO THE ZONING AND THAT DEVELOPMENT AGREEMENT. I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE. BUT AGAIN, STAFF IS OFFERING OUR RECOMMENDATION OF APPROVAL AND OF COURSE, WE HAVE THE APPLICANT HERE AS WELL TO ANSWER ANY QUESTIONS YOU HAVE OF THEM. JENNIFER, I KNOW IT'S BEEN A TREMENDOUS AMOUNT OF WORK. SO YES. AND SO WE'VE GOT A GREAT TEAM THAT'S HERE TONIGHT, I MAY BE THE MOUTHPIECE TONIGHT, BUT I GUARANTEE YOU THE HEAVY LIFTING WAS DONE BEHIND ME. SO I APPRECIATE ALL THE WORK FROM EVERYBODY THAT'S PUT THEIR TIME INTO THIS. ANYONE HAVE QUESTIONS FOR JENNIFER? AND WE'VE BEEN WATCHING THIS PROCEED FOR QUITE SOME TIME, WITH THE APPLICANT. LIKE TO SPEAK. GOOD EVENING MAYOR. COUNCIL JAKE WAGNER, REPUBLIC PROPERTY GROUP. I'LL KEEP MY REMARKS BRIEF, BUT I REALLY JUST WANTED TO SAY THANK YOU TO STAFF AND THE CITY OF WORKING THROUGH THIS, THIS PROJECT. IT HAS BEEN DISCUSSED FOR A VERY LONG TIME, MY INVOLVEMENT, LONG BEFORE MY INVOLVEMENT, WHICH WAS ABOUT TWO YEARS AGO, ALMOST TO THE DAY OF STARTING TO WORK THROUGH THIS PROCESS. IT'S BEEN, AS YOU CAN IMAGINE, COUNTLESS EMAILS, MEETINGS, CALLS, TRIPS TO AUSTIN, SOME SUCCESSFUL, SOME NOT QUITE AS SUCCESSFUL, BUT AT THE HIGH LEVEL, IT REALLY DOES TWO IMPORTANT THINGS. ONE, IT CLEANS UP THE ZONING AND MODERNIZES IT. AS JENNIFER EXPLAINED. SUFFICE TO SAY, FUTURE AGENDA ITEMS WITH THIS PROPERTY WILL BE MUCH EASIER TO WALK THROUGH IN ONE SINGLE, COHESIVE ORDINANCE, RIGHT? AND THEN TWO, IT CREATES A FINANCING VEHICLE TO FUND REALLY CRITICAL INFRASTRUCTURE, BOTH FOR THE PROJECT AND THE CITY, BUT ALSO FUND ENHANCEMENTS AND QUALITY. AND I THINK IT STRIKES A REALLY NICE BALANCE BETWEEN THOSE TWO THINGS. SO, IT ALWAYS AMAZES ME HOW MUCH EFFORT AND TIME COLLABORATION GOES INTO A PROJECT LIKE THIS BEFORE YOU EVER EVEN STICK A SHOVEL IN THE GROUND, BUT THANK YOU TO STAFF CITY, TOP TO BOTTOM FOR THE EFFORT THUS FAR, REALLY EXCITED TO BE STANDING BEFORE YOU TODAY.EVEN MORE EXCITED TO GET THIS PROJECT OFF THE PAGE AND INTO THE GROUND SO WE CAN ALL SEE IT COME TO LIFE. SO THANK YOU SO MUCH. I'M HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS. REMEMBER OUR FIRST MEETING? I THINK IT WAS YOUR FIRST WEEK ON THE PROJECT. SO THAT'S RIGHT. IT'S TIME FLIES. IT FLIES AND IT'S A LOT OF WORK. BUT I THINK FOR THE AMOUNT OF WHERE WE ARE TODAY, AFTER TWO YEARS AND PROBABLY WOULD HAVE BEEN HERE EARLIER ABSENT SOME OF THE STATE LEVEL THINGS, I MEAN, I THINK WE'VE ACCOMPLISHED A LOT, JEFF. ALL RIGHT. THANK YOU, SIR. THIS IS A PUBLIC HEARING. IS THERE ANYONE WOULD LIKE TO SPEAK TO THIS ITEM I'VE GOT? NOBODY HAS SIGNED UP.
OH JENNIFER, CAN YOU GET THAT SCREEN BACK UP? SURE THANK YOU.
YOU'RE WELCOME. YES. MY NAME IS PAUL POWELL. I LIVE AT 4805 GUERIN TRAIL IN MCKINNEY. MY WIFE AND I LIVE THERE ABOUT BY THE WAY, SHE. SHE RUNS THE PLACE. I WANT TO SPEAK IN BOTH TO THANK THE CITY OF MCKINNEY FOR ALLOWING US TO DO THIS AND THE TREMENDOUS AMOUNT OF WORK THAT WENT INTO THIS SUBDIVISION. I AS A REALTOR, I RECOGNIZE THAT AS A RETIRED REALTOR YEARS AGO, WHEN BILL WHITFIELD WAS MAYOR, WE HAD A BIG ARGUMENT OVER THE RIGHT OF WAY OF LORD HOWE PARKWAY, AND WE ASKED THE CITY TO MOVE THE LORD HOWE TO THE SOUTH AND GET IT OFF OUR BOUNDARY LINE AND NOT COME THROUGH HALF OF IT THROUGH OUR PROPERTY, WHICH IS HAPPENING TODAY. AND I'M VERY PLEASED WITH THAT. THAT THAT WAS SOMETHING THAT WE REQUESTED THAT THE CITY CAREFULLY CONSIDERED AND STAFF MADE IT HAPPEN. AND I'M THANKFUL FOR THAT. AND MY OPPOSITION TO THIS PLAN IS AND I'M A BIG BELIEVER IN PERSONAL PROPERTY RIGHTS, BUT GARY AND TRAIL NEIGHBORHOODS ARE A LITTLE OUTCROPPING. MR. POWELL, MR. BERRY OH, YOU GOT A POINTER. YOU DO RIGHT HERE. IF YOU PUSH THE ANNOTATION. I DON'T KNOW HOW TO DO THAT. OH, JUST PICK WHAT COLOR, ANY COLOR. THERE YOU GO. AND YOU CAN HIGHLIGHT IT. JUST YOU CAN JUST DRAW A LITTLE CIRCLE. THERE YOU GO. RIGHT THERE, WE'RE SURROUNDED ON THREE SIDES BY WHAT IS NOW. I DON'T I DON'T SEE WHERE YOU MARK. SORRY OH OKAY. DIFFERENT COLOR YOU WOULDN'T SEE. OH HOLD ON. THERE IT IS. OH THERE IT IS. OKAY, I SEE IT NOW. YEAH. WE HAVE 105 ACRES THERE AND THERE'S SEVEN HOMES, THAT WE'VE BEEN THERE SINCE THE MID 90S. AND IT LOOKS LIKE WE'RE SURROUNDED BY
[00:40:06]
MULTI-FAMILY ON THE NORTH AND SOUTH WITH A LITTLE BIT OF PUBLIC DEDICATION, SOME NEIGHBORHOOD COMMERCIAL AND SOME LIGHT COMMERCIAL. AND THEN UNFORTUNATELY, ON OUR WEST BOUNDARY, THAT'S NOT PART OF IT, IS THIS TRACK RIGHT HERE. YOU ALL ARE WELL FAMILIAR WITH THAT.THAT'S MANSIONS OF MCKINNEY'S 99 ACRES. THAT'S ANOTHER RENT TO OWN NEIGHBORHOOD SO INEFFECTIVELY. WE'RE BE SURROUNDED BY RENTAL PROPERTY OR OR SOME TYPE OF MULTIFAMILY. AND I'M NOT OPPOSED TO THAT BECAUSE I REALLY THINK PERSONAL PROPERTY RIGHTS PEOPLE, THEY OWN THE LAND, THEY SHOULD BE ABLE TO DO WHAT THEY WANT TO WITH IT. MY CONCERN IS WE GOT A LETTER FROM AN ENGINEERING COMPANY NOT TOO LONG AGO WANTING TO COME SURVEY OUR PROPERTIES ON OUR SIDE OF THE FENCE LINE AGAIN. AND I ASSUME I DON'T KNOW THIS FOR A FACT THAT THAT HAS TO DO WITH THE WATER LINE THAT IS PROPOSED TO GO EAST AND WEST TO FEED THIS PROPERTY, AS WELL AS THE 99 ACRES. Y'ALL HAD A MEETING OVER THAT WITH SOME TAX CREDITS AND THINGS NOT TOO LONG AGO, BUT MY REQUEST IS THAT THE CITY AND THE STAFF RESPECT OUR PROPERTY LINE AND LEAVE US ALONE THAT THAT WATER LINE NOT TAKE OUT OUR TREES, WHICH ARE VERY IMPORTANT TO US. WE'VE GOT ABOUT A 30 FOOT BUFFER BETWEEN ALL OF THIS IN OUR PROPERTY THAT WE'D SURE LIKE TO KEEP. THANK YOU. THANKS, PAU.
I DON'T HAVE ANYBODY ELSE SIGNED UP. JENNIFER, ARE YOU ABLE TO SHED ANY LIGHT ON THAT OR SOMEBODY SHED LIGHT ON THAT? WHY THEY WOULD BE SURVEYING ON THEIR SIDE IS HIS ASSUMPTION CORRECT OR. YEAH. I CAN'T SPEAK TO WHY THEY BE SURVEYING OFF THEIR PROPERTY LINES, BUT INSOFAR AS IT SPEAKS TO TREES, ALL TREES HAVE TO BE SURVEYED. THAT WILL BE DONE THROUGH THE DEVELOPMENT PROCESS ON SITE. AGAIN, WHY THEY WOULD BE SERVING SOMEBODY ELSE'S PROPERTY, I DON'T KNOW, UNLESS THEY'VE ACQUIRED AN EASEMENT. THEY PROBABLY SHOULDN'T BE DOING THAT. BUT AGAIN, WE CAN TALK TO MR. POWELL AND FIGURE THAT OUT. I'M NOT SURE. OR OR THE PEOPLE TO THE WEST, WE CAN SPEAK TO MR. POWELL AND SORT THAT OUT FOR SURE. CERTAINLY WE WOULD BE VERY INTERESTED IN NOT HAVING THEIR TREE LINE TORN DOWN OR ANYTHING. YEAH. YES SIR. SORT OF SPEAK TO THE MOTION THAT I GAVE THE COUNCIL. AS JENNIFER MENTIONED, THERE'S SOME EXHIBITS ON THE LEGAL DESCRIPTION THAT WE'RE GOING TO BE SWAPPING OUT. AND THERE'S SOME OTHER EXHIBITS WE'RE WORKING ON WITH THE DEVELOPER, ONE IN PARTICULAR ON THE DEVELOPMENT AGREEMENT. SO THE MOTION REALLY SPEAKS TO A COUPLE OF THINGS THAT ARE JUST IN HOUSE PROCEDURAL THINGS. OKAY. THAT'S WHAT THIS PAPERS FOR. YES, SIR. OKAY. SO, ASSUMING FOR A MINUTE THAT. THIS MOTION IS GOING TO BE VOTED ON AND PASSED, CERTAINLY. WE MADE IT CLEAR, RIGHT, MICHAEL AND JENNIFER, THAT WE HEARD, PAUL AND WE ABSOLUTELY ARE. I THINK I SPEAK FOR EVERYONE UP HERE ADVOCATES FOR MAKING SURE WHAT HIS FEAR IS, IS NOT EVER REALIZED. AND SO WE'D BE KEPT ABREAST OF THAT. I'M SURE IT HAVE TO BE AN EASEMENT ON HIS PROPERTY. GRANTED, AT SOME POINT, IF THAT WERE THE CASE AND THAT'S CORRECT, THAT WOULD COME HERE RIGHT? TO MICHAEL'S POINT EARLIER, IF THE TREES ARE ON HIS PROPERTY AND ON HIS, ON HIS PROPERTY SIDE, NOBODY WOULD HAVE THE ABILITY TO TAKE THOSE OUT WITHOUT HIS PERMISSION, SO. OR WITHOUT SOME OTHER MECHANISM FROM THE CITY WHICH WOULD BE HERE. THAT IS CORRECT. YES. THAT'S CORRECT. WE HEAR YOU, PAUL. YEAH OKAY. ALL RIGHT. I'D LIKE TO MAKE A MOTION THAT WE CLOSE THE PUBLIC HEARING AND I MOVE FOR THE APPROVAL OF ITEM TWO 3-0006, A/230106Z2 WITH THE EXPRESS CONDITION THAT THE CITY MANAGER AND THE CITY ATTORNEY REVIEW AND MODIFY AS NEEDED, AND APPROVE THE SUBMITTED EXHIBITS TO THE HONEY CREEK ANNEXATION AND DEVELOPMENT AGREEMENT AND GO BACK EXHIBITS TO THE ZONING, THE ZONING ORDINANCE, AND THE HONEY CREEK ANNEXATION AND DEVELOPMENT AGREEMENT. YOU GOT IT? YEP I'LL SECOND AND TO CLOSE THE PUBLIC HEARING. AND I THINK YOU SAID THEY ALREADY. I'M SORRY. I MISSED THAT. SORRY PLEASE CAST YOUR VOTES. I'M SORRY. RICK, I WASN'T ABLE TO GET THAT THERE QUICKER. I WAS ASSUMING YOU MAY HAVE. HAD YOU THOUGHT IT WAS A SLOW TALKER, DIDN'T YOU? THE ONE TIME YOU DIDN'T, YOU WERE RIGHT ON IT. THANK YOU. NEXT ITEM, 240002A/240054Z. CONDUCT A PUBLIC HEARING TO CONSIDER. ACT
[00:45:08]
ON A PETITION TO ANNEX CASE NUMBER 2400028 AND A REQUEST TO ZONE CASE NUMBER 240054Z. THE SUBJECT PROPERTY TO R SIX RESIDENTIAL DISTRICT LOCATED AT 5082 COUNTY ROAD 1205 AND ACCOMPANYING ORDINANCE AND THIS HAS BEEN REQUESTED TO BE TABLED. YES SIR. YES, SIR. STAFF IS REQUESTING THAT THIS ITEM BE TABLED AND ARE WE NOTICING OR IS THIS THE ONLY TIME? 930 OKAY, SO TABLED TO THE SEPTEMBER 30TH, CITY COUNCIL MEETING, THE ZONING SIGN AFFIDAVIT WERE NOT PROVIDED IN THE TIME FRAME REQUIRED BY THE ZONING ORDINANCE. SO WE'LL HOPEFULLY GET THAT INFORMATION FROM THE APPLICANT AND GET IT BACK ON THE AGENDA FOR THE 30TH OF SEPTEMBER. OKAY YOU HAVE A MOTION TO TABLE. I'LL MAKE A MOTION THAT WE TABLE THIS ITEM UNTIL 930. THANK YOU. SECOND, MR. VOTES. THAT IS THE END OF OUR REGULAR AGENDA AND PUBLIC HEARING ITEMS. WE DON'T HAVE ANYONE THAT SIGNED UP FOR CITIZEN COMMENTS. ARE THERE ANY COUNCIL COMMENTS, WE DO. THEY'RE NOT ON MY. PAUL BALLESTEROS. SORRY, PAUL. YOU'RE NOT. GOOD EVENING, PAUL BALLESTEROS, 6508 MARVIN GARDENS, MCKINNEY, TEXAS. I'M NOT JUST A CITIZEN. I'M ALSO THE FOUNDER OF THE NONPROFIT AND MANUAL LABOR. AND OUR MISSION IS TO REMOVE THE LOSTNESS FROM HOMELESSNESS HERE IN MCKINNEY AND BEYOND. AND I WANT TO THANK YOU FOR YOUR TIME AND ATTENTION RIGHT UP FRONT AS I, HAVE A THOUGHT EXPERIMENT IN AN INVITATION TO TWO THINGS FOR YOU. SO I HAVE HERE WITHOUT ME ASKING, YOU COULD PROBABLY TELL THAT I HAVE A CUP HERE, A BLACK CUP THAT IS DESIGNED TO KEEP A DRINK HOT OR COLD FOR A LONG PERIOD OF TIME. FROM YOUR PERSPECTIVE, THAT'S PRETTY EASY TO KNOW. WHAT YOU CAN'T TELL FROM YOUR PERSPECTIVE IS HOW FULL IT IS OR WHAT'S ACTUALLY IN IT. WITHOUT HAVING A DIRECT EXPERIENCE YOURSELF OR ME SHARING THAT WITH YOU. AND I'D LIKE TO TELL YOU, I HAVE SOME DELICIOUS COFFEE IN HERE, SWEETENED JUST THE WAY I LIKE IT MIGHT NOT BE THE WAY YOU LIKE IT. I SAY THAT BECAUSE WHEN WE SEE HOMELESSNESS, YOU CAN TELL THAT IT'S UNDESIRABLE. AND FOR THE PERSON EXPERIENCING IT, EXTREMELY UNSAFE. WHAT? YOU CAN'T TELL IS HOW HARD THEY'RE TRYING. HOW THEY GOT THERE AND WHAT'S AVAILABLE OR WHAT THEY'RE DOING OR WHAT CAN BE DONE. UNLESS YOU HAVE A DIRECT ACCOUNT OR SOMEBODY SPEAK TO IT THAT DOES HAVE THAT. WHAT I'D LIKE TO DO IS INVITE ANYBODY IN HERE NEXT MONTH, IN OCTOBER, WE'RE GOING TO BE OFFERING TWO SPECIFIC CLASSES. ONE JUST CALLED UNDERSTANDING MY HOMELESS NEIGHBOR, WHICH IS JUST AN INTRODUCTION. IT'S AN A SAFE, WELCOMING ENVIRONMENT. NO PRESSURE. JUST COME LEARN MORE ABOUT HOW IT'S GROWN TO WHERE IT IS HERE AND WHAT WE'RE DOING ABOUT IT NOW. THE SECOND CLASS IS PERTAINING TO MEOWS. WE JUST GOT OUT OF THE HEAT AND BEFORE WE KNOW IT, IT'S GOING TO BE COLD. AND FOR THOSE OF YOU WHO DON'T KNOW, MEOWS IS THE MCKINNEY EMERGENCY OVERNIGHT WARMING STATION AND WE NEED HELP. AND IT'S A GREAT OPPORTUNITY NOT TO JUST OBSERVE IT FROM A LIMITED PERSPECTIVE.AND EVEN THOUGH YOU SEE THAT THIS CUP, YOU'RE ABSOLUTELY RIGHT. YOU CAN SEE A BLACK CUP, RIGHT? YOU'RE GOING TO GET A BETTER PERSPECTIVE BY COMING IN A LITTLE BIT CLOSER AND HAVING A DIRECT UNDERSTANDING OF IT. WE WANT TO INVITE YOU INTO THAT. WE WANT YOU TO GET TO KNOW YOUR NEIGHBORS. JUST EARLIER TODAY, WE DO A WEEKLY LUNCH AND LEARN. WE CALL IT TRANSFORMATION TUESDAY. AND WE HAD OVER 30, HOMELESS NEIGHBORS PARTICIPATE IN A CONVERSATION ABOUT DECISION MAKING AND THE CONTRIBUTION TO THE CONVERSATION, I WOULD SAY, WOULD SOUND LIKE YOU'RE SITTING IN A COLLEGE CLASS. OUR NEIGHBORS ARE ARE INSIGHTFUL, THEY ARE GRITTY. THEY HAVE BIG HEARTS. AND I WOULD LOVE FOR YOU TO KNOW THAT AND EXPERIENCE THAT DIRECTLY. SO I WANT TO JUST INVITE PEOPLE TO GET MORE INVOLVED. IF YOU'D LIKE TO DO THAT, A MANUAL LABOR ORG, YOU CAN FIND US ON FACEBOOK AT A MANUAL LABOR. YOU SEE THE CLASSES WHEN WE POST THEM. WE'LL HAVE THEM POSTED BY THE END OF THE MONTH WHEN THEY'RE GOING TO BE AVAILABLE. AND THEN THE LAST THING IS THAT IT IS NORTH TEXAS GIVING THIS DAY THIS WEEK. THERE'S A LOT OF GREAT AGENCIES, INCLUDING ONE CALLED EMMANUEL LABOR. AND I WOULD LIKE TO TELL YOU THAT ANY GIFT UP TO $5,000 WILL BE MATCHED THIS THIS THURSDAY. AND YOU CAN START GIVING NOW. ALL RIGHT. THANK YOU SO MUCH. THANKS, PAUL. THANK YOU, JOHN MONTES. YEP. GOOD EVENING, COUNCIL MEMBERS. JOHN MONTES FROM MCKINNEY, TEXAS, JUST WANTED TO SPEAK THIS EVENING ABOUT THE
[00:50:06]
PROPOSITION A THAT'S GOING TO BE ON THE BALLOT IN NOVEMBER. SO WANTED TO SPEAK TO THOSE IN MCKINNEY THAT ARE OUT THERE WATCHING OUTSIDE THE ROOM AND THOSE HERE IN THE HERE IN THE CHAMBER. SO, I JUST WANT TO, OR HOPE THAT THE MCKINNEY CITIZENS KNOW REALLY WHAT PROP A IS ABOUT. SO THE LANGUAGE OF HOW IT'S WRITTEN AND HOW YOU INTERPRET WHAT'S WRITTEN, YOU KNOW, THERE MIGHT BE SOME CONFUSION. SO I'LL TRY TO SIMPLIFY IT. BASICALLY THAT PROPOSITION IS GOING TO EXTEND AND GIVE MORE TERMS TO OUR CURRENT MEMBERS OF THE COUNCIL.THEY'RE NOT GOING TO LIMIT OR REDUCE IN ANY WAY. SO THERE COULD BE SOME. AND YOU KNOW HOW IT IS, PEOPLE THAT DON'T PAY ATTENTION LIKE SOME OF US OR DON'T HAVE THE TIME TO, YOU KNOW, WATCH AND REALLY DIG INTO IT. THEY MIGHT READ THAT, OH TERM LIMITS. YEAH. I'M FOR THAT.
OKAY. I VOTE YES FOR IT. AND THEY MAY NOT KNOW THEY'RE VOTING TO ADD SOME EXTRA TIME FOR POLITICIANS. SO I JUST WANTED TO MENTION THAT SO THAT FOLKS, YOU KNOW, THAT PERSPECTIVE, BE CAREFUL ABOUT THE LANGUAGE AND HOW IT'S WRITTEN, BECAUSE YOU'LL SEE IN CITY COUNCILS ACROSS THE COUNTRY WHERE THE WORDING OF THINGS LIKE THAT CAN BE A LITTLE, NOT AS STRAIGHTFORWARD FOR PEOPLE, AND THEY MIGHT MISINTERPRET THOSE. SO I JUST WANTED TO MENTION THAT AND, YOU KNOW, I KNOW THAT PUBLIC OFFICIALS, THOSE THAT SERVE IN GOVERNMENT OVER THE COURSE OF TIME, YOU KNOW, THEY CAN WHEN THEY'VE DONE SOME GOOD THINGS, THEY CAN GET THE FEELING THAT, YOU KNOW, THEY'RE THEY'RE SUPERHUMAN. SUPERMAN, SUPERMAN, SUPERWOMAN. AND YOU JUST GOT TO HAVE US IN HERE ALL THE TIME. WE'RE THE ONLY ONES THAT CAN SOLVE THE PROBLEMS. YOU KNOW, SOMETIMES YOU HAVE TO BE ABLE TO LET GO, YOU KNOW, AND MOVE ON AND DO SOMETHING ELSE. IT DOESN'T MEAN YOU DON'T HAVE TO BE THE CITY COUNCIL MAYOR OR THE MAYOR ALL THE TIME. YOU CAN BE INVOLVED IN THE COMMUNITY IN OTHER WAYS AND BE A SERVANT LEADER, SO I JUST WANTED TO EXPRESS THAT AND, YOU KNOW, WE KNOW THIS OVER THE COURSE OF HISTORY WORLDWIDE, ALL OVER THE GLOBE, WHEN HUMAN BEINGS, EVEN WITH THE GOOD INTENTIONS AND HEARTFELT INTENTIONS, GOOD INTENTIONS GET INTO POSITIONS OF POWER AND RULE AND GOVERNMENT AND RULE OVER THE CITIZENRY, OVER TIME, THAT POWER CAN HAVE A CREEPING INFLUENCE AND A CORRUPTIVE INFLUENCE, AND YOU MAY NOT NOTICE IT OVER TIME AND BEFORE YOU KNOW IT, YOU START TO MAKE DECISIONS THAT YOU MAY NOT HAVE MADE. LOOKING AT IT FROM THE OUTSIDE, YOU GET SO ENTRENCHED IN THAT POSITION, YOU'RE THINKING YOU'RE ONLY YOU AND YOUR YOUR FELLOW MATES CAN MAKE THE RIGHT DECISIONS, AND YOU SOMETIMES CAN LOSE TOUCH WITH THE CITIZENRY. SO I JUST WANTED TO REFLECT THAT TONIGHT.
JERRY, I DON'T HAVE, LIKE, A CITATIONS OF YOU KNOW, THE PROS OR CONS, BUT ONE OF THESE DAYS I'LL SHARE SOME OF THAT WITH YOU. SO THERE'S NOT A CLEAR ANSWER IN RESEARCH. SO NO, JOHN, I APPRECIATE YOUR COMMENTS. AND I AND I SO AGREE WITH YOU THAT OUR I WILL SAY SO GRATEFUL THAT NOBODY, NOBODY UP HERE ON THIS COUNCIL OR ANY COUNCIL CAN DECIDE IF THEY STAY IN THEIR OFFICE THEY'RE IN. THANKFULLY, IT'S ALWAYS UP TO THE PEOPLE AND WHEN THEY VOTE AND THAT'S AWESOME. THAT'S GREAT, GREAT ASPECT OF OUR DEMOCRACY, THAT'S THE END OF OUR SESSION TONIGHT, WE'LL GO BACK TO COMMENTS. WE'LL START AT YOUR END, IF THAT'S RIGHT. SURE. MR. MAYOR, I, SPOKE ABOUT NICK WESLOWSKI OF MCKINNEY BOYD HIGH SCHOOL, AND I HAD THE OPPORTUNITY TO GO SEE HIM ON FRIDAY NIGHT. SIX THREE, 215 POUNDS. THEY HAD A 4510 VICTORY OVER PLANO WEST AND THREW FOR AN OUTSTANDING 82.4% AND HAD A QUARTERBACK RATING OF 162.4, I BELIEVE. GET OUT AND SEE THIS YOUNG MAN BEFORE HE'S PLAYING ON SOME NATIONALLY RANKED FOOTBALL TEAM ON SATURDAYS NEXT YEAR.
THANK YOU VERY MUCH. THAT'S SOMETHING FOR EVERYBODY IN MCKINNEY TO BE VERY PROUD OF.
ALL RIGHT. WE HAD THE PLEASURE OF ATTENDING OUR LEADERSHIP MCKINNEY DAY. CITY DAY, I THINK ALMOST ALL THE COUNCILMEN MEMBERS WERE THERE. IT WAS GREAT. I GET TO SEE THE NEW MEMBERS OF LEADERSHIP. MCKINNEY, TALKED ABOUT THE CITY A LITTLE BIT, AND SOME OF THE THINGS THAT WE'RE PASSIONATE ABOUT AS CITY COUNCIL MEMBERS AND ALSO, GO OVER, YOU KNOW, SOME OF THE FUNCTIONS OF, OF CITY COUNCIL AND THE CITY STAFF. SO IT WAS A GREAT EVENT. GREAT, GREAT TO ATTEND. LOVE LEADERSHIP MCKINNEY, CLASS OF 2018, MYSELF, AND THEN ALSO, IF YOU DIDN'T KNOW, THERE'S A CHURCH NEW CHURCH COMING IN TO MCKINNEY, ONE COMMUNITY CHURCH, CHURCH
[00:55:04]
THAT I ATTEND. AND I HAD THE PLEASURE OF ATTENDING THEIR ANNUAL GOLF TOURNAMENT. AND, THERE HAD A PREVIEW OF THEIR CHURCH THIS PAST SUNDAY, AND IT'S GOING TO THEY BOUGHT THE OLD MOVIE THEATER, THE MOVIE 14 CINEMARK RIGHT THERE OFF OF 75, GREAT FACILITY. JUST GLAD TO HAVE HIM. COMING TO THE TO THE CITY HERE AND LIKE, COUNCILMAN PHILLIPS I DID, I GOT TO GO TO TWO HIGH SCHOOL GAMES, ONE IS MY YOUNGEST, MY, MY SON HERE. HE'S A PART OF BLUE CREW, WHICH WHICH IS WITH ROCK HILL HIGH SCHOOL. SO THEY GET TO RUN OUT WITH THE PLAYERS. AND SO WE ALWAYS END UP GOING TO THOSE GAMES. BUT WE UNFORTUNATELY, WE WENT TO THE ROCK HILL VERSUS ALLEN AND, AND IT WAS I DON'T EVEN WANT TO REPEAT THE SCORE. SO BUT IT WAS A GREAT GAME. GREAT GREAT GREAT TO BE THERE WITH THE STUDENTS. AND THEN WE ALSO GOT THE FORTUNATE ENOUGH TO VISIT, THE MCKINNEY HIGH VERSUS MY, MY ALMA MATER, WHICH IS LAKEVIEW CENTENNIAL. AND, MY ALMA MATER DIDN'T SHOW UP. AND, MCKINNEY REALLY PUT A BEATING ON HIM. IT WAS IT WAS A GREAT GAME TO WATCH. AND BY THE END OF IT, THERE WAS A LARRY THERE, SCHOOL BOARD MEMBER THERE. YOU KNOW, GOT TO AT FIRST, I WAS REALLY HAPPY THAT YOU KNOW, MY SCHOOL WAS THERE BY THE END OF IT. I WAS JUST KIND OF QUIET, AND HE WAS JUST TELLING ME HIS STORIES ABOUT HIM BEING IN MCKINNEY HIGH. SO THAT WAS GREAT. GREAT OPPORTUNITY TO CHAT WITH HIM. I LIKE THAT. THAT'S GREAT. I GOT AN OPPORTUNITY TO ON THE MORNING OF MY BIRTHDAY AT 645 IN THE MORNING, GO TO THE SPROUTS RIBBON CUTTING CEREMONY RIGHT THERE ON 75 IN VIRGINIA. AND WONDERFUL EVENT, WONDERFUL STAFF THERE. THE STORE IS IMMACULATE, FULL OF FRESH PRODUCE AND WONDERFUL GROCERIES THERE, THE SEVERAL DAYS FOLLOWING THAT TRAFFIC IN THAT AREA, I HEAR YO. I KNOW THAT THAT THERE WERE SOME ISSUES JUST WITH THE LIGHT THERE, BUT THE CITY HAS BEEN FINE TUNING THAT SINKING OF THE LIGHT RIGHT THERE BEFORE. IF YOU'RE GOING EASTBOUND ON VIRGINIA PARKWAY, RIGHT WHERE THAT SPROUTS IS, AND I'VE SEEN A WHOLE LOT OF IMPROVEMENT THERE, THANKFULLY. BUT WE ARE SUPER, SUPER GLAD TO HAVE SPROUTS THERE. IT'S AS CLOSE TO THE TRUE EAST SIDE OF MCKINNEY, TO SEE A NEW GROCERY STORE OVER THERE. SO GLAD TO HAVE THEM AS PART OF OUR COMMUNITY, THEY ALSO MADE A SIGNIFICANT DONATION TO THE MCKINNEY PARKS FOUNDATION. I THINK IN THE AMOUNT OF $100,000, WHICH IS A FANTASTIC WAY TO SHOW THAT THEY WANT TO BE A GREAT NEIGHBOR. AND SUPPORT THE EFFORTS HERE IN MCKINNEY. SO I JUST WANTED TO THANK THEM PUBLICLY FOR THAT, I ALSO WANTED TO THANK THE CHAMBER FOR HOSTING LEADERSHIP MCKINNEY DAY. THEY HAD SOME REALLY GREAT QUESTIONS FOR US. BUT THE DAY PRIOR TO THAT, COUNCILMAN BELLER AND I HOSTED A GROUP OF STUDENTS FROM IMAGINE ACADEMY, AND THEY CAME RIGHT HERE TO COUNCIL CHAMBERS. I THINK THEY WERE IN THIRD GRADE. WAS IT, AND THOSE THIRD GRADERS HAD QUESTIONS THAT WERE JUST AS GOOD AS THE QUESTIONS THAT WE HAD FOR LEADERSHIP MCKINNEY DAY. SO I WANTED TO THANK THAT ENGAGED GROUP OF YOUNG RESIDENTS. HERE THEY ARE, OUR FUTURE. SO IT'S REALLY AWESOME TO SEE THEIR INTEREST IN LOCAL GOVERNMENT. ALL RIGHT. A COUPLE OF THINGS I'LL ADD. I WILL ADD ON TO GERRY'S COMMENTS, IN RATING THE LEVEL OF ENGAGEMENT I THINK THE IMAGINED THIRD GRADERS WOULD BE NUMBER ONE. THE LEADERSHIP CLASS OF 2012 WOULD BE NUMBER TWO, AND THEN ALL THE OTHER LEADERSHIP CLASSES THAT HAVE HAPPENED WOULD BE TIED FOR THIRD. SO THEY WERE VERY IMPRESSIVE AND SO HAPPY TO DO THAT WITH THEM, LAST SUNDAY, THE BISHOP OF THE EPISCOPAL DIOCESE OF DALLAS CAME TO HOLY FAMILY CHURCH IN MCKINNEY AND GAVE SOME BLESSINGS TO SOME IMPROVEMENTS THEY'VE MADE TO THAT CHURCH AND LISTENED TO A PRESENTATION BY ANDREW NICHOLS ON THE VEGA FAMILY AND THE IMPACT THAT THEY'VE HAD IN THAT COMMUNITY. AND IT WAS A FUN DAY. AND COINCIDENTALLY, TODAY'S ANDREA'S BIRTHDAY. SO HAPPY BIRTHDAY TO ANDREA TODAY, THIS LAST SATURDAY, THE OLD SETTLERS RECREATION CENTER CELEBRATED MEXICAN INDEPENDENCE DAY, A CELEBRATION THAT HAS BEEN GOING ON IN EAST MCKINNEY FOR A LONG TIME, LARGELY OUT OF THE HOLY FAMILY CHURCH AND THEIR CONGREGATION. AND SO I DID NOT GET TO GO TO IT, BUT I SAW LOTS OF PICTURES AND IT LOOKED LIKE A VERY GOOD TIME. I WAS BUSY GOING TO A CELEBRATION FOR DOCTOR ISAIAH. JOSHUA JUNIOR, AND I READ A PROCLAMATION OF THE MAYORS TO CELEBRATE HIS 30 YEARS AT SHILOH MISSIONARY BAPTIST CHURCH IN PLANO AND THAT'S AN ODD THING FOR MCKINNEY TO BE CELEBRATING. BUT DOCTOR JOSHUA WAS A EDUCATOR IN MCKINNEY FOR DECADES BEFORE HE BEGAN HIS FULL TIME FELLOWSHIP. AND SO THERE WERE LOTS OF MCKINNEY, PEOPLE IN THE ROOM CELEBRATING HIS, YEARS AND DECADES OF SERVICE STARTING.[01:00:05]
I THINK IT WAS 46 YEARS AGO IN MCKINNEY, TODAY IS NATIONAL VOTER REGISTRATION DAY. SO IF YOU ARE NOT REGISTERED TO VOTE FOR THE NOVEMBER ELECTIONS, IT WOULD BE A GOOD TIME TO MAKE A PLAN TO DO THAT. IF YOU NEED SOMEBODY TO DO THAT. THERE ARE LOTS OF VOLUNTEER REGISTRARS, INCLUDING MY WIFE, WHO WILL DO THAT FOR YOU. OR YOU CAN GO BY THE COLLIN COUNTY ELECTIONS OFFICE OR A GOOD DAY TO DO THAT MAY BE ON NATIONAL NIGHT OUT, WHICH IS OCTOBER FIRST. I FIGURED PAUL'S GOING TO SAY SOMETHING ON IT, BUT, MY WIFE IS SETTING UP AT THE OLD SETTLERS NATIONAL NIGHT OUT EVENT TO REGISTER PEOPLE TO VOTE ON THAT DAY. SO YOU HAVE TO BE REGISTERED BY OCTOBER 7TH TO BE ELIGIBLE FOR THE NOVEMBER ELECTIONS. SO DON'T WAIT UNTIL THEN. AND THEN LATER THIS WEEK ON SEPTEMBER 19TH, PAUL MENTIONED IT'S NORTH TEXAS GIVING DAY. THERE IS ALSO A CELEBRATION. WITH HABITAT FOR HUMANITY. THEY'RE HAVING A BLOCK PARTY AND HOME DEDICATION FOR FOUR NEW HOMES ON THEIR DEVELOPMENT AT, BUMPUS AND KINGS ROW. THAT'S THURSDAY FROM 4 TO 6 CAN MEET THE NEW CEO, SHONDA SCHAEFER. THEY'RE GOING TO HAVE FOOD. THEY'RE GOING TO HAVE GAMES. AND IT'S ALWAYS FUN TO TAKE PART IN A NEW HOME.BLESSING. SO THURSDAY 4 TO 6 919. IT'S ALSO NATIONAL OR NORTH TEXAS GIVING DAY. SO THAT'S ALL I HAVE. THANK YOU, I HAVE THE PRIVILEGE ATTENDING, A GALA THIS WEEKEND. IT WAS FOR MISSION REGAN, AND THIS IS MY THIRD YEAR TO ATTEND. EVERY EVERY TIME I GO, THEY'VE EXCEEDED NEW RECORDS IN WHAT THEY'RE BRINGING IN. BUT THE PREMISE IS THEY GO OUT AND THEY TALK TO THESE HOSPITALS AND HOSPITALS CAN ONLY KEEP SUPPLIES FOR SO LONG. THEN THEY HAVE TO GIVE THEM OUT OR GIVE THEM AWAY OR WHATEVER. THEY TAKE ALL THE SUPPLIES THAT ARE STILL USABLE. THEY'VE JUST EXPIRED AND THEY SPREAD THEM OUT THROUGHOUT THE WORLD. AND IT TRULY IS A BLESSING. AND IT'S NAMED AFTER A YOUNG BOY THAT THEY SAVED, IN ZAMBIA NAMED REGAN. AND THAT'S HOW IT GOT STARTED. AND IT'S GONE TO, UNTOLD LEVELS. I MEAN, IT'S A FANTASTIC CHARITY. SO THANK YOU. I GOT A FEW THINGS, JOHN, I'M GOING TO START WITH YOU, SIR, YOU KNOW, WHEN I READ THE BALLOT, A, I IMMEDIATELY EMAILED THE CITY ATTORNEY, AND I SAID, YOU KNOW, IT'S NOT REALLY CLEAR WHERE WE ARE AND WHERE WE'RE GOING. AND HE SAID, YOU KNOW, THIS IS WRITTEN TO STATE GUIDELINES. AND IT DAWNED ON ME, WELL, LOOK AT THE OTHER ONES. LOOK AT B. B DEALS WITH OUR COMPENSATION. IT DOESN'T SAY WHERE WE ARE, IT JUST SAYS WHERE WE'RE GOING. AND I STARTED READING OTHER CITIES AND IT REALLY IS KIND OF A STATE THING. SO IT SO WHAT I, WHAT I HAVE DONE IS I'VE EMAILED STAFF AND I THINK THEY'VE ALREADY UPDATED OUR CITY WEBSITE TO WE CAN'T CONTROL WHAT'S ON THE BALLOT, HOW IT'S WORDED, BUT WE CAN CONTROL WHAT WE PUT ON THE CITY WEBSITE AND ON THE CITY WEBSITE.
FOR ANYBODY WATCHING OUT THERE, YOU CAN LOOK AT A, B, C AND D LIKE C AND D CLEAN UP GRAMMAR.
WE'RE EVEN PUTTING ON THERE WHAT THEY'RE CLEANING UP ON THERE. SO YOUR POINT IS WELL TAKEN SIR, AND I'LL ALSO JUST SAY AND I SAY THIS FREQUENTLY UP HERE, IT'S REALLY HARD TO BE UP HERE AND INTERVIEW FOR BOARDS AND COMMISSIONS TO NOT BE PHENOMENALLY HUMBLED AT WHAT A LEVEL OF TALENT AND AMAZING PEOPLE WE HAVE HERE IN MCKINNEY. SO I'M VERY BULLISH ON THE FUTURE OF MCKINNEY. REGARDLESS OF HOW ANY OF THIS SETTLES OUT. BUT I'LL CERTAINLY RESPECT THE VOTERS, THE LEADERSHIP MCKINNEY FORUM WAS ALWAYS GREAT, JUST LIKE THESE GUYS SAID, THE MAYOR AND I WENT TO A UNITY EVENT THAT WAS PUT ON BY THE CHURCH OF LATTER DAY SAINTS AT FINCH PARK, NOT FINCH PARK. AT BONNIE WENK PARK THIS SATURDAY. AND IT WAS AN INTERFAITH THING, AND IT WAS REALLY AMAZING. AND THE GUY WHO I CAN'T REMEMBER HIS NAME, MR. MAYOR, MAYBE YOU REMEMBER THE GUY WHO WON THE AWARD. HE WAS TALKING ABOUT HOW EASY IT REALLY IS, IS TO LOVE SOMEONE AND LISTEN TO SOMEONE. AND IT WAS REALLY SOMETHING ELSE TO BE THERE. IT WAS A LITTLE TOO HOT AND HUMID FOR MY TASTE. BUT, YOU KNOW, WE FOUGHT THROUGH IT. AND THEN I ALSO WANT TO CALL OUT, COUNCILMAN FRANKLIN, THE MAYOR, OUR STAFF AND OUR FRIEND JAKE WAGNER. RIGHT THERE. HONEY CREEK IS A BIG DEAL. I KNOW WE JUST DID IT TODAY, AND IT KIND OF. YOUR EYES GLAZE OVER THIS AND THAT. BUT SOMETIME AROUND WHEN URBAN COWBOY CAME OUT AROUND 1980, SOME CITY COUNCIL PASSED STONEBRIDGE RANCH. THIS CAN BE BIGGER. THIS IS GOING TO BE NICE. THIS IS GOING TO BE AMAZING IN SOME OF THE MOST BEAUTIFUL LAND IN THE CITY OF MCKINNEY. AND IT'S GOING TO BE GREAT HOMES FOR GREAT CONTRIBUTING PEOPLE. AND REPUBLIC IS A WONDERFUL COMPANY THAT HAS DONE IT. I THINK YOU'RE DOING WALSH FARMS OUT NEAR FORT WORTH, AND YOU DID LIGHT FARMS UP IN PROSPER, THIS IS AMAZING. SO I KNOW WE JUST KIND OF GO THROUGH IT, AND YOU DO WHAT YOU DO AND YOU WANT TO STAB YOURSELF IN THE FEMUR WHEN WE'RE DOING ZONING AND ANNEXING. BUT, YOU
[01:05:05]
KNOW, MAN, IT IS A BIG DEAL FOR THE CITY OF MCKINNEY. SO THANK YOU, MR. MAYOR. WELL, WE HOPE TO SEE EVERYONE AT OKTOBERFEST AT OKTOBERFEST NEXT WEEKEND IN DOWNTOWN MCKINNEY. ALL THREE DAYS WILL INCLUDE PLENTY OF ACTIVITIES FOR KIDS AND FAMILIES. FESTIVITIES WILL KICK OFF FRIDAY AT 2 P.M, AND YOU CAN FIND OUT MORE AT DOWNTOWN MCKINNEY.COM. AND I DON'T KNOW WHO'S DOING THE KEG TAP THIS YEAR. MR. MAYOR, ARE YOU PLANNING TO DO IT? BUT I WILL BE THERE. THAT WILL BE FRIDAY EVENING AROUND 5:30 P.M. YES I WILL NOT BE HERE FOR THE KEG TAPPING, BUT I WILL BE HERE FOR THE BEER STEIN CHALLENGE. OH, ANDREW SAID I COULD NOT MISS THAT. SO I AM CUTTING SHORT A TRIP BY A COUPLE OF DAYS TO BE HERE FOR THAT. TO THE DISMAY OF MY WIFE, I FOUND THE BEER STEIN CHALLENGE MORE IMPORTANT THAN SPENDING TIME WITH HER, SHE SAYS. BUT, ANYWAY, THE, IF ANYONE OUT THERE PLAYS PICKLEBALL AND I KNOW A LOT OF PEOPLE PLAY PICKLEBALL RIGHT NO, THE COURTS IN MCKINNEY IS HAS PUT TOGETHER THIS BUDDY OF PICKLEBALL. IT'S A 60 MINUTE PICKLEBALL PROGRAM, SPECIFICALLY CREATED FOR INDIVIDUALS WITH DOWN SYNDROME. AND WHAT THEY REALLY NEED IS PEOPLE THAT CAN PLAY WITH, THE DOWN SYNDROME, PLAYER, AND, YOU KNOW, JUST HELP THEM AND HELP THEM UNDERSTAND THE RULES AND, AND SPEND JUST AN HOUR OR SO DOING THAT. SO IF YOU PLAY PICKLEBALL AND YOU WANT TO DO SOMETHING REALLY GOOD AND REWARDING, THEY ARE SHORT. I THINK STILL, AS OF YESTERDAY MORNING, THEY WERE SHORT TEN BUDDIES. SO IF YOU CAN BE A BUDDY TO A DOWN SYNDROME INDIVIDUAL THAT YOU KNOW WANTS TO PLAY PICKLEBALL, YOU'LL YOU'LL MAKE SOMEONE'S DAY, WEEK, MONTH, YEAR. SO IT WOULD BE GREAT IF YOU CAN, UNITY FESTIVAL. YEAH. YOU TALKED ABOUT IT. IT WAS REALLY GREAT. CHURCH OF JESUS CHRIST, LATTER DAY SAINTS AND THE AND THE INTERFAITH COMPASSIONATE SERVICE COUNCIL WHO PUT THAT TOGETHER, I THINK IT WAS THEIR FOURTH YEAR AND THEY BENEFITED CITY CHURCH, WHICH I'M A HUGE FAN OF. I THINK WE'RE ALL HUGE FANS OF. THEY DO SUCH INCREDIBLE THINGS WITH OUR YOUTH ON THE EAST SIDE OF MCKINNEY, SO HATS OFF TO THEM FOR PARTNERING WITH SUCH A GREAT ORGANIZATION, AND THAT'S ALL I HAD. SO. AND YES, HONEY CREEK, IT'S BEEN YEARS AND YEARS. I REMEMBER MEETING WITH THE GROUP SIX AND A HALF YEARS AGO, RIGHT AFTER I GOT ELECTED, AND WE'VE HAD, YOU KNOW, DOZEN MEETINGS OR MORE AND COME TO TODAY AND HAVE THAT FINALITY. I KNOW IT MEANS MORE. IT'S A LOT MORE, YOU KNOW, THE HURDLE THAT YOU'VE BEEN THROUGH. BUT IT'S GREAT ON THIS END AS WELL UP HERE FOR ALL OF US TO SEE THIS, GET TO WHERE IT IS AND JENNIFER AND HER STAFF AND EVERYBODY A LOT, A LOT, A LOT OF WORK WENT INTO THAT. AND TO PATRICK'S POINT, YOU KNOW, IT'S HARD TO PUT IT IN PERSPECTIVE, BUT THINK OF STONEBRIDGE AND THEN THINK BIG, BIGGER. SO VERY COOL WITH THAT. A MOTION TO ADJOURN. SO MOVED SECOND. ALL IN FAVOR. AYE AYE
