[CALL TO ORDER]

[00:00:06]

GOOD MORNING TO EVERYONE. HAPPY SEPTEMBER. END OF SEPTEMBER. I WILL NOW CALL THE MEETING OF THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION TO ORDER. THE TIME IS 8:00 AM. WE ARE IN COUNCIL CHAMBERS AT TWO TWO, TWO NORTH TENNESSEE STREET, MCKINNEY, TEXAS. TODAY WE ARE BLESSED TO HAVE OUR INVOCATION BROUGHT TO US BY PASTOR JOSH PEREZ OF THE COVENANT CHURCH OF MCKINNEY.

PASTOR PEREZ. AWESOME. WELL, THANK YOU FOR HAVING ME. WHY DON'T WE PRAY AND WE'LL BEGIN THIS GREAT MEETING? WELL, HEAVENLY FATHER, WE THANK YOU THAT YOU HAVE TRUSTED EACH AND EVERY ONE OF US. LORD, WITH THE ABILITY AND THE OPPORTUNITY TO LEAD THESE PEOPLE THAT YOU HAVE CALLED US TO STEWARD. SO, FATHER, WE JUST PRAY FOR WISDOM. WE PRAY FOR DISCERNMENT. WE PRAY THAT WE WOULD GET THE HEART OF THE CITY. WE'D GET THE HEART OF THE PEOPLE AND LORD, THAT THE DECISIONS MADE TODAY, LORD, WOULD BE ONES THAT WOULD HONOR YOU, THAT WOULD RAISE YOUR PEOPLE UP, THAT WOULD BRING GREATER JOY, BRING GREATER FREEDOM, BRING GREATER PROSPERITY TO THIS CITY. AND SO, FATHER, WE PRAY FOR OUR CITY. WE PRAY FOR THE CITY OF MCKINNEY.

LORD, THAT YOU WOULD PROSPER THIS CITY, THAT YOU WOULD PROSPER ITS PEOPLE, THAT YOU WOULD PROSPER ITS LEADERS. THAT YOU WOULD PROSPER EACH AND EVERY ONE OF US. THAT MAKES THE DECISION, LORD, TO CALL THIS GREAT PLACE HOME. LORD, WE PRAY FOR THE PEOPLE OF MCKINNEY.

LORD, THAT THIS WOULD BE SUCH A CITY, SET ON A HILL THAT COULD NOT BE HIDDEN. SO FATHER, WE PRAY THAT THE DECISIONS MADE IN THIS ROOM WOULD HELP HONOR THAT GREAT CALL AND THAT GREAT VISION THAT THIS WOULD BE A CITY SET ON A HILL. WE LOVE YOU AND WE TRUST YOU, AND WE THANK YOU FOR THIS DAY. IN YOUR NAME. WE PRAY. AMEN. AMEN. THANK YOU VERY MUCH. PLEDGE OF ALLEGIANCE. ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC. FOR WHICH IT STANDS. ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. WE ARE ON TO PUBLIC COMMENTS ON AGENDA ITEMS. DO WE HAVE ANY PUBLIC COMMENTS, LINDA? NO. WE HAVE NONE. THANK YOU. NEXT, I

[CONSENT ITEMS]

NEED I HAVE A CONSENT ITEM. ITEM 20 4-200 FIVE MINUTES OF THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION MEETING OF 2022. OH. I'M SORRY. AUGUST 22ND, 2024. SORRY CAN I GET A MOTION TO APPROVE? I'LL MAKE A MOTION TO APPROVE. MOTION TO APPROVE BY CHRIS. SECOND. SECOND BY DAVID.

IS THERE ANY DISCUSSION? CAN I GET A VOTE? NO, NO, NO. SHOW HANDS. MOTION

[Financial Report]

PASSES. THANK YOU. WE WILL NOW GO INTO REPORTS. ITEM 20 4-2006 FINANCE REPORT. CHANCE MILLER.

GOOD MORNING. CHANCE. MILLER COUNTY MANAGER WILL BE GOING OVER THE MONTH OF AUGUST TODAY.

DO YOU MIND PULLING UP THE PDF ON THE THIRD TAB? I'M SORRY. YOU'RE FINE. PERFECT. WE HAD A FAIRLY ACTIVE MONTH FOR THE CDC. WE COLLECTED A LITTLE OVER $3 MILLION. THE MAJORITY OF THAT COMING FROM SALES TAX REVENUE, YOU'LL NOTICE 750,000 OF CONTRIBUTIONS AND DONATIONS.

THAT'S RELATED TO THE TOPS LOAN. THE WAY WE HAVE TO DO ACCOUNTING FOR GOVERNMENTAL ACCOUNTING IS WE HAD TO RECORD IT AS REVENUE BECAUSE IT'S AN ASSET. SO JUST AN FYI, WHAT THAT'S RELATED TO, LOOKING MORE AT EXPENSES, WE HAD 58,000 AT ADMINISTRATIVE EXPENSES, 1.1.15. IN PROJECT EXPENSES AND 1.5 MILLION IN NON-DEPARTMENTAL, WHICH WAS THE MONTH THAT WE MAKE YOUR DEBT SERVICE PAYMENTS FALLS IN AUGUST. TOTAL EXPENSES FOR THE MONTH OF AUGUST WAS $2.7 MILLION. MOVING ON TO SALES TAX. SO THESE ARE SALES IN JUNE. WE SAW A 5.5. 4% INCREASE OVER LAST YEAR. YOU CAN SEE THAT OUR SISTER CITIES TRENDED FAIRLY WELL AS WELL, FRISCO HAS BEEN HOVERING RIGHT AROUND BREAK EVEN ALL YEAR. SO THEY'RE KIND OF THE OUTLIER IN THAT ASPECT. BUT, LOOKING AT OUR YEAR TO DATE, WE'RE AT 8%, WHICH IS MORE THAN WE BUDGETED FOR. AND WE'RE HIGHER IN TOTAL PERCENTAGE BASE OVER LAST YEAR AND TOTAL DOLLARS COMPARED TO OUR SISTER CITIES AS WELL, SO I THINK THAT'S SOMETHING IMPORTANT TO NOTE. AND IF WE'RE BREAKING THAT DOWN BY, INDIVIDUAL CITIES, BREAK IT DOWN A LITTLE BIT, YEAR TO DATE, THEY ALL LOOK VERY CONSISTENT, AND I DON'T HAVE MUCH TO COMMENT ON THIS, THAT IT'S BEEN CONSISTENT LIKE THIS FOR THE PAST 4 OR 5

[00:05:02]

MONTHS NOW. SO I FEEL GOOD ABOUT IT, BUT I'LL BE HAPPY TO ANSWER ANY QUESTIONS AT THIS TIME. ARE THERE ANY QUESTIONS FOR ALL OF THE REPORTS WERE ATTACHED TO THE AGENDA? PLEASE TAKE OPPORTUNITY TO LOOK AT THOSE REPORTS. MADAM CHAIR, I DID HAVE ONE QUESTION. YES. THANK YOU. CHANCE. THE 8% YEAR OVER YEAR. LOOKING INTO FUTURE, DO YOU EXPECT THAT TREND TO CONTINUE? DO YOU EXPECT THE GROWTH TO CONTINUE OR SLOW? SO OUR BEST INDICATOR IS THIS RETAIL TRADE, YOU CAN SEE THAT WE HAVE THE 6%. NOW IT'S UP TO 8% BECAUSE OF THE CATEGORIES BELOW IT. BUT WHEN WE'RE USUALLY PROJECTING INTO THE FUTURE WE'RE BASING IT OFF THAT RETAIL TRADE. SO WE DO PROJECT TO STAY ABOVE THAT FIVE 6%. BUT IT'S KIND OF HARD TO BASE IT ON A YEAR TO YEAR AS WELL, BUT RIGHT NOW EVERYTHING IS INDICATING THAT WE'LL BE AROUND THAT 6% OR SO. I THINK WE HAVE BUDGETED 4.5% GOING INTO THE NEXT FISCAL YEAR, YOU KNOW, THAT'S JUST KIND OF THE TIMING. WE DO STUFF, BUT AS OF RIGHT NOW, IT SHOWS AROUND THAT 6% MARK. THANK YOU. YEAH. THANK YOU. CHAIR. THANKS. WE

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation]

WILL NOW GO INTO ITEM 20 4-2007 BOARD AND LIAISON REPORTS. WE WILL RESERVE TO GIVE INDIVIDUAL REPORTS AT THE END. BUT I DO WANT TO SAY THANK YOU TO VICE CHAIR KELLY FOR PRESIDING OVER THE MEETING LAST MONTH IN MY ABSENCE. SO THANK YOU VERY MUCH FOR THAT. JUST OVER THE IN THE LAST MONTH, WE'VE HAD A LOT OF BOARD PARTICIPATION WITH SOME GREAT COMMUNITY EVENTS. SINCE THE LAST BOARD. WE HAD CHESTNUT SQUARE FARM TO TABLE THE HABITAT BLOCK PARTY, COLLIN COLLEGE SCHOLARSHIP RECEPTION THAT I ACTUALLY HAD AN OPPORTUNITY TO ATTEND. SO REALLY, REALLY NICE.

MILHOUSE. INTERNATIONAL POSTCAR, WHICH WAS REALLY NICE. A LOT OF OATS VENUE RECEPTION, THE TEXAS JOB COURTS, CORPORATE GRADUATION, AND EAST LOUISIANA BLOCK PARTY. THE NINE OVER 11 DAY OF REMEMBRANCE AT MITCHELL PARK AND JURASSIC NIGHT OUT AT THE HERD. SO A LOT OF ACTIVITY.

THANK YOU FOR THE BOARD MEMBERS THAT WERE ABLE TO ATTEND, AND I WILL ALLOW, WE'LL GIVE TIME AT THE END OF THE MEETING FOR YOU TO PROVIDE INDIVIDUAL COMMENTS. WE WILL NOW GO INTO CITY OF MCKINNEY. MISTER GRIMES. GOOD MORNING, MADAM CHAIR. MADAM PRESIDENT, MEMBERS OF THE BOARD, PAUL GRIMES, CITY MANAGER. A COUPLE OF ITEMS JUST TO SHARE WITH YOU TODAY. WE HAVE BEEN REQUESTED BY A COUPLE MEMBERS OF THE CITY COUNCIL TO BRING FORWARD A DISCUSSION. PROBABLY A BIT OVERDUE, BECAUSE THE LAST ONE WE HAD WAS IN 2016, 2017. BUT BRING FORWARD A DISCUSSION ON SHORT TERM RENTALS, IN PARTICULAR, HOW THE CITY APPROACHES SHORT TERM RENTALS.

THERE'S A NUMBER OF OTHER CITIES THAT ARE DOING HAVE SOME DIFFERENT STRATEGIES, SO WE WILL BE PREPARING A DISCUSSION ITEM AT AN UPCOMING WORK SESSION. PROBABLY THE FIRST MEETING OF NOVEMBER, TO OUTLINE OR SURVEY WHERE THE LAW IS. AND THEN WHAT THE CITIES CAN OR CAN'T DO AND WHAT MAYBE SOME OTHER CITIES ARE DOING WITH RESPECT TO SHORT TERM RENTALS. IT'S A POLICY DISCUSSION THAT, LIKE I SAID, IS PROBABLY DUE TO AT LEAST BRING THE PUBLIC AND THE COMMUNITY UP TO DATE ON WHERE WE ARE WITH THAT. SO MORE TO FOLLOW ON THAT. I WANTED TO GET THAT ON YOUR RADAR AND THERE'S A COUPLE OF OTHER THINGS QUICKLY TO SHARE. WE HAVE, A COUPLE OF NEW POSITIONS THAT ARE TANGENTIALLY GERMANE TO SOME OF THE WORK THAT YOU SEE BEFORE THE COMMUNITY DEVELOPMENT CORPORATION. WE HAVE A NEW DIRECTOR OF CODE SERVICES. MR. PHIL HUBBARD. PHIL JOINED US ON SEPTEMBER 9TH. HE REPLACED CARRIE SIMPSON, ALTHOUGH. CARRIE. CARRIE IS AN IRREPLACEABLE PERSON. SHE'S A UNIQUE INDIVIDUAL. SHE'S OUT IN CALIFORNIA NOW, BUT I THINK PHIL IS GOING TO DO A TERRIFIC JOB. HE JOINED US FROM OREGON. SO HE LITERALLY MOVED HERE FIRST WEEK OF SEPTEMBER AND STARTED WORK. SO WE'RE EXCITED TO HAVE HIM ON BOARD. HE'S WORK COMES TO US WITH SOME EXPERIENCE IN EUGENE, OREGON, CHANDLER, ARIZONA. AND CORVALLIS, OREGON, AND THEN WE ALSO WELCOME MARGARET LEE. MARGARET, STARTED HER CAREER IN SOUTHERN CALIFORNIA, WAS A PLANNING DIRECTOR. I BELIEVE IT WAS IN SOUTH PASADENA, SHE HAS HER MASTER'S FROM UNIVERSITY OF SOUTHERN CALIFORNIA, AND SHE CURRENTLY LIVES IN FRISCO. AND WE'RE WE'RE EXCITED TO HAVE MARGARET LEE. SHE'S A HOUSING AND COMMUNITY DEVELOPMENT DIRECTOR. SO SHE JUST STARTED AS WELL. AND THEN, ONE OTHER POINT IS OUR PUBLIC INFORMATION, OUR COMMUNICATIONS DEPARTMENT. YET AGAIN, IS BRINGING HOME THE HARDWARE. THE NATIONAL ASSOCIATION OF TELECOMMUNICATIONS OFFICERS AND ADVISORS, AWARDS. WE'VE RECEIVED SEVERAL AWARDS FROM THEM. WE WERE RECOGNIZED IN THE BEST USE OF VIDEO AND SOCIAL MEDIA, WITH AN OPERATING BUDGET UNDER FOUR, IN THE CATEGORY OF OPERATING BUDGET, UNDER $250,000. AND IT WAS THE AWARD OF EXCELLENCE WAS GIVEN TO GOD. MUST HAVE SPENT A LITTLE MORE TIME ON MCKINNEY. I THINK IT'S A PARODY OF THE

[00:10:05]

COUNTRY SONG. AND THEN WE HAVE AN AWARD OF DISTINCTION FOR HAPPY INTERNATIONAL WOMEN'S DAY.

WE ALSO GOT SEVERAL SAVVY AWARDS, THE SAVVY AWARDS ARE FROM THE COMMUNICATIONS AND MARKETING ASSOCIATION IN ARLINGTON, TEXAS. THE THREE CMA HIGHEST RECOGNITION AWARDED WAS FOR ONE TIME SPECIAL VIDEO THE PERFECT GIFT, AND THEN MOST CREATIVE ACTIVITY WITH THE LEAST DOLLAR SPENT IN CINCY. I'M NOT EVEN SURE WHAT THAT IS, BUT I'D GO BACK AND LOOK AT IT. SILVER CIRCLE AWARD, AWARD OF EXCELLENCE AND OVERALL DIAMOND AWARD NOMINEE AS WELL. SO OUR COMMUNICATIONS AND MARKETING FOLKS CONTINUE TO DO OUTSTANDING WORK. THEY'RE A CREATIVE TEAM AND WE APPRECIATE ALL THE WORK THEY DO. AND I'D LIKE TO GIVE THEM A PUBLIC PAT ON THE BACK.

SO WITH THAT, I WILL STAND FOR ANY QUESTIONS. ANY QUESTIONS. SO ONE QUESTION, JUST CURIOSITY.

WAS THERE ANYTHING THAT SPARKED THE CONVERSATION AROUND THE SHORT TERM RENTALS, OR IS IT JUST OVERDUE? IT'S A COUPLE COUNCIL MEMBERS ASKED THAT WE BRING IT ON. SO TYPICALLY IF YOU GET TWO COUNCIL MEMBERS TO REQUEST AN ITEM BE PLACED ON A WORK SESSION AGENDA, AND WE DO IT, BUT AS IT'S EXPLAINED TO ME, IT'S WE NEED TO REVISIT THIS JUST TO BE SURE THAT WE'RE DOING THE THINGS THAT WE NEED TO BE DOING AS A COMMUNITY AND EITHER REGULATING OR NOT REGULATING SHORT TERM RENTALS. BUT THEY'RE THEY'RE HAVING AN INTERESTING CONVERSATION WHEN WE BRING THAT FORWARD, FOR SURE. YEAH. TO MARCUS'S POINT, THERE HAVEN'T BEEN ANY INCIDENTS OR INCREASES IN CRIME OR COMPLAINTS. NOTHING SPECIFIC TO THAT. I MEAN, WE GET COMPLAINTS FROM LOTS OF THINGS, WHICH MAY OR MAY NOT INCLUDE SHORT TERM RENTALS, BUT NOT REALLY. WE DON'T HAVE ANY TREND OR ANY PATTERN OF COMPLAINTS, BUT WE DO RECEIVE COMPLAINTS OCCASIONALLY. ANY ADDITIONAL QUESTIONS? ALL RIGHT. THANK YOU SO MUCH. VISIT MCKINNEY. ALICIA OH, THAT'S NOT YOU. THAT'S ALICIA, NOT ALICIA. NO. GOOD MORNING, MADAM CHAIR. MADAM PRESIDENT, MEMBERS OF THE BOARD.

AARON WARNER, EXECUTIVE DIRECTOR OF VISIT MCKINNEY. I BELIEVE THIS IS MY LAST STOP OF THIS MONTH WITH THE BOARD UPDATES TO OFFICIALLY AND PERSONALLY GET TO ANNOUNCE THE PROMOTION OF ALICIA HOLMBERG TO ASSISTANT DIRECTOR AT VISIT MCKINNEY. SUPER PROUD OF HER AND THE WORK SHE'S DONE ON OUR TEAM THE LAST COUPLE OF YEARS, AND I THINK SHE'S GOING TO DO SOME AWESOME THINGS AND A NEW LEADERSHIP ROLE. SO I JUST WANT TO MAKE SURE YOU KNOW THAT. AND IF I AM, IF I EVER AM AWAY, YOU'LL GET HER AS AS THE BACKUP HERE. LIKE WE ALMOST HAD TODAY. SO, I JUST RETURNED ACTUALLY FROM ICMA CONFERENCE WITH, I THINK, UPWARDS OF 12 OTHER CITY EMPLOYEES FROM THE CITY MANAGER'S OFFICE AND OTHER DEPARTMENTS HAD A CHANCE YESTERDAY TO SPEAK ON THE SOLAR ECLIPSE AND THE IMPACT OF THAT. I JOINED A PANEL OF TWO OTHER PEOPLE FROM DIFFERENT PARTS OF THE COUNTRY THAT WERE IN TOTALITY ONE IN OHIO, ONE IN VERMONT. AND SO THEY HAD VERY DIFFERENT PERSPECTIVES ON HOW THEIR COMMUNITIES WERE IMPACTED. AND BOTH OF THOSE WERE MORE RURAL THAN MCKINNEY. AND SO OBVIOUSLY, YOU HAVE A LOT MORE TRAFFIC ISSUES AND THINGS LIKE THAT THAN WHAT WE EXPERIENCED ON OUR ROADS AND STUFF. SO IT WAS REALLY INTERESTING PRESENTATION.

WE HAD A GREAT TIME LEARNING THIS PAST WEEK FOR EVENT UPDATES COMING UP, WE'RE WE'RE LEANING HEAVY ON SPORTS RIGHT NOW. SPORTS HAS BEEN OUR FOCUS FROM A CELL STANDPOINT. WE HAVE SOME WE HAVE GREAT HOTEL FACILITIES TO HOUSE SPORTS. AND THEN WE'VE ALSO INVESTED A LOT OF MONEY TO HAVE REALLY STATE OF THE ART SPORTS FACILITIES ALL ACROSS OUR COMMUNITY OVER THE PAST FEW YEARS. SO OUR TEAM HAS PUT KIND OF A BULL'S EYE ON THAT, COMING UP IN NOVEMBER, NOVEMBER 16TH AND 17TH, WE WILL BE HOSTING THE BILLIE JEAN KING CUP PLAYOFF MATCH BETWEEN UKRAINE AND AUSTRIA, WE ARE THE HOST COMMUNITY FOR UKRAINE. THEY'RE THE LEADING TEAM IN THIS MATCH.

SO TYPICALLY THEY WOULD PLAY THAT IN THEIR ON THEIR HOME TURF. AND OBVIOUSLY THAT'S NOT AN OPTION RIGHT NOW. AND THROUGH A CHAIN OF EVENTS MCKINNEY BECAME THE TOP LOCATION WITH OUR INDOOR FACILITY TO PLAY HOST TO THAT MATCH. SO WE'RE REALLY EXCITED ABOUT THAT. WE'LL HAVE MORE INFORMATION SOON ON ON WHAT THAT WILL LOOK LIKE AND WHEN TICKETS ARE AVAILABLE, BUT THEY'LL BE BUILDING OUT RAISED SEATING ON THE INDOOR COURTS TO CREATE KIND OF THAT CHAMPIONSHIP COURT FEEL. AND I REALLY THINK IT'S GOING TO BE A NEAT THING FOR US TO SEE THAT FACILITY USED THAT WAY. AND ALSO, KUDOS TO OUR PARKS AND REC TEAM ON REALLY EVERYTHING I'M SPEAKING ABOUT TODAY. THEY'RE THEY'RE A MASSIVE PARTNER IN ALL OF THESE EVENTS, THE OTHER ONE IN THE SPRING, THE SPRING KICKS OFF PROBABLY THE BUSIEST SPORTS SEASON THAT I'M AWARE OF IN MCKINNEY, KICKING OFF FIRST WITH THE INTERNATIONAL GIRLS CUP OF MCKINNEY, OVER 200 TEAMS WILL BE PLAYING AT CRAIG RANCH SOCCER SHOP AND SOME BACKUP AND MELISSA ZEEPLEX AT LEAST TEN OF THOSE WILL BE INTERNATIONAL. AND SO WE EXPECT A LOT OF PEOPLE IN OUR COMMUNITY. WE'RE WORKING ON A LOCATION FOR THEIR KICKOFF EVENT, BUT THEY, THEY HAVE AT LEAST 2500 PEOPLE AT THAT EVENT.

AND SO REALLY EXCITING EVENT, WHICH WILL BE FOLLOWED ALMOST IMMEDIATELY BY ANOTHER SPORTS

[00:15:02]

EVENT THAT I CAN'T ACTUALLY ANNOUNCE THE NAME OF YET. I'LL HAVE IT. I'LL BE ABLE TO FORMALLY ANNOUNCE IT, I THINK, NEXT MONTH WHEN THEY ANNOUNCE IN OCTOBER, BUT THIS IS ANOTHER, 1400 PLAYER EVENT. TOP FIVE IN THE WORLD WILL BE AT IT. AND THEN SEVERAL THOUSAND ATTENDEES PER DAY, SO STAY TUNED. I'LL KEEP YOU ON ON THE EDGE OF YOUR SEAT FOR THAT ONE, AND THEN WE GO STRAIGHT INTO THE BYRON NELSON. AND SO THAT'S OUR SPRING NEXT YEAR, AND IT'S GOING TO BE IT'S GOING TO BE PRETTY INCREDIBLE, I DO BELIEVE, PRESIDENT SCHNABEL ASKED ME TO JOIN YOU GUYS NEXT MONTH FOR A KIND OF AN IN-DEPTH HOTEL PRESENTATION. SO I'LL BE PUTTING THAT TOGETHER FOR YOU. AND I LOOK FORWARD TO DELIVERING THAT AND ANSWERING ANY QUESTIONS YOU MIGHT HAVE. STANFORD. ANY QUESTIONS? DID YOU SAY YOU DIDN'T HAVE A DATE FOR THAT TENNIS TOURNAMENT YET? THE BILLIE JEAN KING IS NOVEMBER 16TH AND 17TH. I WAS LOOKING ON MY WAY OVER HERE. I DO NOT SEE THE TICKET LINK LIVE YET. I'M ACTUALLY GOING TO REACH OUT TO THEIR, THEIR LEAD EVENT PLANNER THIS WEEK AND TRY TO SEE WHEN THAT WILL BE LIVE SO I CAN SHARE IT WITH ALL BOARDS. THANK YOU. ON THE ON THE SECRET, THE SPORT EVENT, WHAT KIND OF EQUIPMENT IS USED? WE'LL SEE. I'M GOING TO I'M GOING TO KEEP YOU ON THE EDGE OF YOUR SEAT FOR A LITTLE BIT LONGER. WHAT KIND OF EQUIPMENT DO WE USE ON THAT? YEAH, YEAH. THANK YOU, THANK YO.

NEXT WE HAVE EMMY DC. MR. OH, PAUL, YOU GOT SOMETHING TO SAY? OKAY, I APOLOGIZE, MADAM CHAIR.

THANK YOU. I FORGOT TO MENTION AARON REMINDED ME HE WAS AT THE ICMA. I ATTENDED THERE AS WELL, AND I GOT THE OPPORTUNITY OR WE GOT THE OPPORTUNITY TO SHARE WITH JOHN CUNNINGHAM ON OUR STAFF. WON A NATIONAL AWARD. HE WON THE 2024 EMERGING LEADERS AWARD OR EARLY CAREER LEADERSHIP AWARD, JOHN CUNNINGHAM IS OUR TRAINING COORDINATOR, TRAINING ADMINISTRATOR. HE WORKS IN OUR DEPARTMENT OF ORGANIZATIONAL DEVELOPMENT. THEY DO OUTSTANDING WORK, ON BEHALF OF THE ENTIRE CITY, THE ENTIRE GROUP. SO I EVEN GOT A PICTURE OF IT, IF YOU CAN SEE THAT. THAT'S HIM ON THE BIG SCREEN THERE. RIGHT. SO HE GOT UP THERE AND WAS RECOGNIZED FOR IT. JOHN'S A GREAT A GREAT EMPLOYEE, A GREAT MEMBER OF OUR TEAM. AND I WAS REMISS FOR NOT MENTIONING THAT. SO THANK YOU.

CONGRATULATIONS, MR. CUNNINGHAM. NOW WE HAVE MR. KOSKI. GOOD MORNING, MADAM CHAIR. MADAM PRESIDENT, BOARD MEMBERS MICHAEL KOSKI, PRESIDENT OF THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION, OCTOBER 3RD. NEXT WEEK, PLUG AND PLAY. YOU'VE HEARD ME SPEAK MANY TIMES ABOUT THIS GROUP. THEY'RE OFFICIAL. GRAND OPENING OF THEIR OFFICE IS HAPPENING THE EVENING OF OCTOBER 3RD. THEY ARE LOCATED AT HIGHWAY FIVE AND VIRGINIA IN THE ARCADE 92 BUILDING ON SECOND FLOOR. SO AGAIN, ANOTHER STEP IN THE EVOLUTION OF HOW WE'RE ADVANCING STARTUPS AND INNOVATION IN MCKINNEY. AND ON THAT NOTE, WE ALSO WON SOME AWARDS RECENTLY FROM THE INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL. WE ARE IN THE CATEGORY NOW OF 200,000 TO 500,000 POPULATION. THAT PUTS US IN THE SAME REALM AS THE PITTSBURGH, MIAMI, ANAHEIM, SALT LAKE CITIES. WE WON BRONZE MEDALS IN TWO CATEGORIES, ONE FOR OUR INNOVATION FUND AND SECOND FOR OUR ANNUAL REPORT FROM A MARKETING PERSPECTIVE. SO KUDOS TO THE TEAM BACK AT THE SHOP FOR THOSE TWO, TWO AWARDS.

WE ARE GROWING OUR TEAM. YOU MAY HAVE HEARD THAT WE ARE HIRING NEW PEOPLE. WE HAD THREE POSITIONS OPEN. THEY ARE NOW CLOSED. WE HAD 8000 PEOPLE ENGAGED WITH THE APPLICATIONS OR THE JOB POSTINGS. AND 600 APPLICATIONS SUBMITTED FOR THREE POSITIONS, ONE POSITION WILL HELP MADISON CLARK WITH BUSINESS RETENTION AND EXPANSION. ANOTHER POSITION WILL ASSIST LUKE CAJARI WITH MARKETING AND EVENT PLANNING, AND THE THIRD POSITION WILL REPORT TO ME AS AN ANALYST TO HELP US GET BETTER WITH COLLECTING AND USING DATA MOST EFFECTIVELY. AND THANK YOU TO SOME BOARD MEMBERS WHO CAME LAST NIGHT TO VENUE NOTES LIVE TO LOOK AT THEIR SALES OFFICE AND GET A SNEAK PEEK AT SOME SOME COOL THINGS THAT WE'RE WORKING ON. THAT PROJECT IS ALL SYSTEMS GO, AND WE ARE VERY EXCITED BY IT. IT'S MADAM CHAIR. I'LL STAND FOR ANY QUESTIONS, ANY QUESTIONS FROM CONGRATULATIONS TO YOUR TEAM. YEAH THAT'S GOOD. SO GREAT. THANK YOU. NEXT WE WILL HAVE MAIN STREET IMPACT. MR. ANDREW. GOOD MORNING, MADAM CHAIR. AND CDC BOARD, ANDREW JONES, CULTURAL DISTRICT DIRECTOR, FIRST OFF, APOLOGIES TO DAVID. I'M NOT WEARING A HAT TODAY, AND I. I NEGLECTED TO GET MY OKTOBERFEST HAT FOR YOU TODAY, SO APOLOGIES FOR SUSPENDERS. I WAS LOOKING AT OR THE LEDERHOSEN. HE'S MORE CONCERNED WITH ANYTHING. I KNOW I'M VERY LACKING. SO WE ARE EXCITED TO OBVIOUSLY, WE'RE GEARING UP FOR OKTOBERFEST.

YOU'VE PROBABLY ALREADY SEEN A LOT OF TENTS STARTING TO GO UP AROUND IMPACT. WE ARE EXCITED.

THE WEATHER'S LOOKING FINE, SO THAT'S ALWAYS GREAT, AND WE'RE EXCITED ABOUT OUR VIP EXPERIENCE

[00:20:01]

AGAIN. THIS YEAR WITH CHEF NOAH HESTER ACTUALLY IN THE AUDIENCE THERE. SO HE'S GOING TO DO A GREAT JOB FOR US, AND ALONG WITH A MUCH OTHER KIND OF REFRESH OF OUR BRAND, KUDOS OF OUR GREAT MARKETING DEPARTMENT, SO WE HOPE TO SEE YOU FRIDAY, SEPTEMBER 27TH FOR THE OPENING CEREMONIES AND THE KEG TAPPING. AND THEN IF YOU'VE NEVER COME TO THE STEIN HOLDING COMPETITION, IT'S A GREAT EXPERIENCE. WE KICK IT OFF WITH A POLICE VERSUS FIRE ROOT BEER STEIN HOLDING COMPETITION.

AND THEN WE DO JUST KIND OF THE NORMAL WITH THE PUBLIC, THE LARGER STEIN HOLDING COMPETITION AS WELL, SOME OTHER EVENTS THAT WE HAVE COMING DOWN THE PIPELIN, WE HAVE BIRD TOBER, WHICH IS AN ART INSTALLATION WITH LOCAL ARTIST ANDREA HOLMES. SO THEY'RE ALREADY STARTING TO GO UP. WE HAVE OVER 31 LIFE SIZE BIRDS THAT ARE GOING TO BE PAINTED AND HIDDEN THROUGHOUT DOWNTOWN, EXCITED ABOUT THAT. AND THEN WE ARE GEARING UP FOR OUR COFFEE CRAWL AS WELL AS THE CIRCUS IS COMING BACK. IF YOU'VE EVER BEEN TO THE CIRCUS THAT'S IN DOWNTOWN, IT'S KIND OF LIKE A CIRQUE DU SOLEIL TYPE EXPERIENCE, VERY BOUTIQUE, SMAL, YOU KNOW, ONE RING CIRCUS. IT'S A REALLY FUN, OCTOBER 19TH, WE HAVE THE 50TH MOVIE MOVIE SCREENING AT EMPAC. AND THEN DIA DE LOS MUERTOS, AS WELL AS. AND ON OCTOBER 26TH, WE ALSO HAVE THE SPOOKTACULAR BEER WALK. SO JUST A FEW OF THE VERY BUSY EVENTS THAT WE HAVE IN DOWNTOWN IN OCTOBER. SO WITH THAT, I'LL STAND FOR ANY QUESTIONS. YEAH. ARE THERE ANY QUESTIONS? I HAVE ONE QUESTION. SURE, ANDREW, CAN YOU GO THROUGH THE HOURS OF OKTOBERFEST AND IN PARTICULAR THE TIME FOR THE KEG TAPPING AND THE STEIN COMPETITION? YEAH. SO THE KEG TAPPING IS FRIDAY 27TH AT 6 P.M, THE OPENING CEREMONIES, THEY START WITH A PARADE, AND IF YOU'RE IN THE PARADE OR YOU WANT TO WALK IN THE PARADE, THAT'S AT 530 AND IT WILL START OVER BY THE GRAND HOTEL, AND THEN FOR THE POLICE VERSUS ROOT BEER STEIN HOLDING COMPETITION. THAT'S SATURDAY THE 28TH AT 6:30 P.M. AND THEN THE TOTAL FESTIVAL HOURS, WE KICK OFF ON FRIDAY AT 2 TO 5 WITH A HAPPY HOUR. AND IT GOES UNTIL 11 P.M. ON SATURDAY. IT'S 11 TO 11. AND THEN SUNDAY, NOON TO NOON TO FIVE. OKAY. THANK YOU. THANK YOU SO MUCH. THANK YOU. TRY TO GET ALL THAT RIGHT. SO THE KEG TAPPING WILL BE RIGHT AFTER THE PARADE, CORRECT? YES. SO I THINK OUR MAYOR YES, SHE IS, WILL BE TAPPING THE WE ARE VERY EXCITED.

SO EVERYBODY BE THERE TO KIND OF MESS UP DOCTOR FELTZ. OH THERE SHE IS IN THE BACK. OKAY DOCTOR SAYS YEAH, I THINK IT'S YOUR FIRST KICK TAPPING, SO YEAH, SHE'S GONNA DO GREAT. SO I DON'T KNOW ABOUT THAT CITY. TECH CITY. YEAH. CITY KICKED OUT. SHE'S PRACTICING. HAVE YOU BEEN TO MUNICH? OKAY AND IT LOOKS LIKE PERFECT WEATHER. YES. SO CONGRATULATIONS AGAIN FOR ARRANGING GREAT WEATHER FOR OKTOBERFEST. WE PAID ENOUGH FOR THE RATE INSURANCE, SO ANY OTHER QUESTIONS? ANDREW, I JUST WANT TO SAY THANK YOU FOR SOME HELP YOU GAVE TO ME AND MY INDUSTRY LAST MONTH, WE, THE TEXAS WATER DEVELOPMENT BOARD, WHICH IS AN AGENCY THAT, THE NORTH TEXAS MUNICIPAL WATER DISTRICT, WHO IS MY EMPLOYER, WORKS VERY CLOSELY WITH HELD A FIELD HEARING, A FIELD MEETING HERE IN NORTH TEXAS. AND THEY WERE LOOKING FOR A PLACE TO DO THAT. AND THEY HAD MANY REQUIREMENTS AND I SUGGESTED THAT THEY LOOK AT THE PERFORMING ARTS CENTER. AND YOU WERE VERY GRACIOUS TO PROVIDE THAT SPACE TO THEM AND TO MAKE SURE THAT IT MET THEIR NEEDS.

AND THEY HAD A GREAT MEETING, BROUGHT A BUNCH OF PEOPLE WHO STAYED IN DOWNTOWN MCKINNEY THE NIGHT BEFORE. AND PARTICIPATED IN OUR COMMUNITY, AND THEY WERE EXCITED TO BE HERE, AND WORKING WITH YOUR TEAM WAS VERY EASY FOR THEM. SO I APPRECIATE YOU, MAKING THAT AVAILABLE. AND IT'S GOOD THAT STATE AGENCIES ARE LOOKING TO MCKINNEY AS A PLACE TO, TO HOST THEIR MEETINGS. SO I APPRECIATE THAT AND WANTED TO RECOGNIZE YOU AND YOUR TEAM. THANK YOU AGAIN. OUR TEAM DOES A GREAT JOB WITH THOSE SORT OF THINGS. SO JOY AND LAURA, PARTICULARLY I HAVE ONE MORE QUESTION THOUGH. SURE TOMORROW AT 2 P.M. I BELIEVE HAPPY HOUR STARTS. YES THIS I WASN'T FAMILIAR WITH HAPPY HOUR FOR OKTOBERFEST. WHAT DOES THAT MEAN EXACTLY? IS IT DOES THAT WHEN ACTUALLY WE'RE GOING TO START, ROADS WILL BE SHUT DOWN AND THE ENTIRE EVENT WILL BE OPEN? OR IS THAT JUST BASICALLY BEER SALES STARTED TO BEGIN? YES AND YES. SO THE BEER SALES DO START EARLIER, REALLY FOR US IT WAS A STRATEGIC DECISION, A WHILE PROBABLY ABOUT 2 OR 3 YEARS AGO, WE WANTED TO DRAW MORE TRAFFIC EARLIER IN THE DAY FOR, FOR OUR DOWNTOWN BUSINESSES. AND SO WE WERE LOOKING AT WAYS THAT YOU KNOW, SOMETIMES NOT EVERY VENDOR IS SET UP FULLY, YOU KNOW, AT TWO. BUT WE ALSO WANTED TO START DRAWING SOME TRAFFIC DURING THE EVENT. AND SO THAT'S WHY WE

[00:25:04]

STARTED THAT. NOW THIS YEAR, WE WILL HAVE OUR VIP EXPERIENCE OPEN AT TWO. WE ALSO HAVE THE CARNIVAL WILL BE OPEN AT TWO. SO WE'RE TRYING TO EXPAND THAT SO THAT IT IS THE FULL KIND OF OKTOBERFEST EXPERIENCE AT TWO. ULTIMATELY, WE WANT TO CHANGE OUR HOURS AND START FULLY OPENING AT TWO IN THE FUTURE. WE ALSO KNOW THAT TRAFFIC IS A LITTLE LIGHTER. IT'S STILL A WORK DAY. SO, YOU KNOW, WITH ALL THOSE CONSIDERATIONS, WE STARTED WITH A HAPPY HOUR ABOUT THREE YEARS AGO. SO GREAT. THANKS, ANDREW. YEAH THANK YOU ANDREW I APPRECIATE IT. NEXT WE HAVE PARKS AND REC. MISS KINCAID. GOOD MORNING, MADAM CHAIR. MADAM PRESIDENT, BOARD, AMY KINCAID, THE DIRECTOR OF PARKS AND REC. JUST WANTED TO DO A QUICK FOLLOW UP. I KNOW LAST MONTH, AND MISS BOOTH ASKED THE QUESTION ABOUT HOW MANY VISITORS WERE APEX FROM STONEBRIAR OR STONEBRIDGE.

SORRY. SO WE PARTNERED WITH THEM KNOWING THAT THEY WERE SHUTTING DOWN THE POOL, SO WE DID A SPECIAL WITH THEM. I GAVE THEM A DISCOUNTED RATE JUST SO THE MEMBERS OF STONEBRIDGE WOULD BE ABLE TO UTILIZE. WE HAD A TOTAL OF 533 PASSES, SO PRETTY GOOD NUMBERS THAT CAME OVER FROM STONEBRIDGE OVER TO APEX, A COUPLE OF PROJECT UPDATES, TOWN LAKE LIGHT BID AS YOU KNOW, LAST TIME WE SPOKE, IT WAS DUE TO OPEN THAT DAY. WE ONLY RECEIVED ONE BID. SO WE'RE HAVING TO REOPEN THE BID, BUT WE'VE TALKED TO SEVERAL PEOPLE THAT ARE PLANNING TO BID. SO THE ONE BID THAT WE DID GET WAS, SIGNIFICANTLY OVER BUDGET, BUT WE FEEL VERY CONFIDENT THAT WE'LL BE ABLE TO FIND THE RIGHT COMPANY IN THIS BID PROCESS, I MENTIONED LAST TIME, HORIZON AND AVIATOR. PLAYGROUNDS ARE BEING REPLACED. I AM EXCITED THAT THE HORIZON PLAYGROUND IS GOING TO BE ONE THAT IS REPURPOSED WITH A PROJECT PLAYGROUND. THAT IS ONE OF OUR THINGS THAT WE PARTNER WITH A COMMUNITY THAT'S NOT ABLE TO PROVIDE PLAYGROUNDS. SO WE WILL BE DONATING THAT PLAYGROUND TO THEM. I WILSON CREEK GREENS PHASE ONE WILL BE COMPLETED BY THE END OF THE YEAR, SO WE'RE EXCITED ABOUT THAT. THAT'S GOING TO BE GREAT. MCKISSICK AND SERENITY BACKSTOPS HAVE BEEN COMPLETED, GRADY LITTLEJOHN, WE'VE BEEN INSTALLING BLEACHERS AND BUT THROUGH THE RENOVATIONS, THOSE WILL BE REINSTALLED AT THE END. BUT WE KNEW THAT IT WAS IMPORTANT TO DO THAT. NOW, REC CENTER AT TOWN LAKE IS STILL PROJECTED TO REOPEN THE BEGINNING OF 2025. SO VERY, VERY EXCITED ABOUT THAT. WE HAD I'VE BEEN HAVING VISIONARY MEETINGS WITH ALL THE DIVISIONS AND HEARING ALL THE NEW PROGRAMS THAT THEY HAVE IS VERY EXCITING AND LOOK FORWARD TO THAT.

REOPENING. OLD SETTLER'S PARK IMPROVEMENTS ARE LOOKING TO BID CONSTRUCTION EARLY 2025, SO THAT PROJECT IS MOVING FORWARD, AND MCKINNEY SOCCER COMPLEX PHASE TWO WILL BE A BID AT THE END OF THE YEAR. SO WE'LL START CONSTRUCTION EARLY NEXT YEAR ON THAT TO BE COMPLETED PROBABLY EARLY 26. AND TIME FOR, ALL THINGS SOCCER. I'M GABE FIELD AND SIGNAGE IMPROVEMENT. AND THAT WAS THE ONE THAT WE CAME TO YOU GUYS AND WORKED. WE'RE EXCITED TO SAY THAT, IT'S PLANNED FOR CONSTRUCTION BIDDING BY THE END OF THE YEAR. SO WE WILL BE MOVING FAST AND FURIOUS ON THAT PROJECT, ONE THING TO TALK ABOUT IS THE WAYFINDING. WE KNOW THAT THAT'S IMPORTANT MOSTLY IN GABE NESBITT. SO WE ARE LOOKING WE'RE WORKING WITH MARKETING AND COMMUNICATIONS ON WHAT THAT TEMPLATE LOOKS LIKE. SO THAT WILL BE A PART OF THIS PROJECT AS WELL, ERWIN AND WE HAVE HAD TO ADD ADDITIONAL ENGINEERING STUDY TO IT REQUIRED FOR THE POND, BUT, WE'RE STILL WORKING THROUGH DESIGN, SO THAT PROJECT IS STILL MOVING FORWARD AS WELL. A COUPLE EVENTS COMING UP, TRICK OR TREAT, TRAIL, WHICH IS A FAVORITE, WILL BE AT TOWN LAKE ON SATURDAY, OCTOBER 9TH FROM 3 TO 9 OR 3 TO 7. SORRY. AND WE'LL I THINK WE HAVE ABOUT 30 SOMETHING VENDORS SO FAR SET UP WITH SOME FUN ENTERTAINMENT. SO MAKE SURE TO PLAN TO COME VISIT THAT. AND LAST BUT NOT LEAST, THE WE'LL BE DOING THE TOUR ON NOVEMBER 2ND WITH THE CDC BOARD AND PROS BOARD. SO WE ARE FINALIZING WHAT THAT SCHEDULE IS GOING TO BE, WHAT IT'S GOING TO LOOK LIKE, AND I WILL MAKE SURE TO SHARE IT AS SOON AS POSSIBLE. WE'RE LOOKING AT AT 8:00 START. SO WE'LL BE

[00:30:01]

ABLE TO FINISH PROBABLY BY 11 OR SO. S FORWARD TO HAVING THE FIRST HERE WITH YOU GUYS.

AND WITH THAT I'LL STAND FOR ANY QUESTIONS. ANY QUESTIONS FOR ME. I HAVE TO TELL YOU, WE'VE BEEN GOING TO ERWIN QUITE, QUITE A BIT LATELY. AND IT'S NOT BEING NOT NOTICED. PEOPLE ARE STOPPING AND THANKING EVERYBODY FOR THE JOB WE'RE DOING AT ERWIN PARK AND KEEPING IT UP. AND IT'S BEEN PRETTY COOL. THANK YOU, THANK YOU. YEAH. AND DORA HAS A HUGE PART OF THAT. SHAWN IS THE EYES ON IT ALL THE TIME AND MAKES A LOT OF THE REPAIRS. SO A HUGE KUDOS TO DORA AS WELL. ANY ADDITIONAL QUESTIONS? THANK YOU AMY. THANK YOU. WE WILL NOW GO INTO ITEM 20 4-2008. PRESIDENT

[President’s Report]

REPORT. THANK YOU, MADAM CHAIR. MEMBERS OF THE BOARD, FIRST OFF, CONGRATULATIONS TO TUBS FULL CO ON ALL THREE BUILDINGS ON THEIR SITE. SO WHAT ABOUT YES. AND THEY ARE PLANNING A BIG EVENT THIS WEEKEND TO COINCIDE WITH THE DOWNTOWN MCKINNEY OKTOBERFEST. SO LOOK FOR BIG CROWDS OVER THERE. I WANTED TO CALL ATTENTION TO A COUPLE OF REPORTS ATTACHED TO THE AGENDA.

MCKINNEY REPERTORY THEATER AND MARCHING MUSIC MADE IN MCKINNEY SUBMITTED THEIR FINAL REPORTS.

BOTH OF THEM ARE QUITE, DETAILED, AND I THINK THE REPORTS REALLY DO KEEP GETTING BETTER. AND BETTER AS TIME GOES ON. AND WITH THIS, THIS ROUND OF REPORTS, I THINK YOU CAN SEE THAT THE GROUPS THAT ARE ORGANIZING THOSE EVENTS REALLY ARE DOING SERIOUS ANALYSIS OF WHAT WORKED, WHAT DIDN'T WORK, AND THE IMPACT OF THE PROMOTIONAL GRANTS THAT WE HAVE PROVIDED THEM. SO BE SURE AND TAKE A LOOK AT THAT. ANOTHER BIT OF EXCITING NEWS I THINK I SHARED WITH THE BOARD, BUT THE MCKINNEY LEARNING GARDEN, RECEIVED A $100,000 GRANT FROM THE SPROUTS COMMUNITY HEALTH FOUNDATION, WHICH WILL FUND THEIR OPERATIONS FOR A THREE YEAR PERIOD, WHICH IS THEIR LEASE PERIOD ON THE PROPERTY OVER ADJACENT TO TUPPS. THERE WERE SEVERAL EVENTS MENTIONED THAT HAVE ALREADY TAKEN PLACE. THE FARM TO TABLE DINNER AT CHESTNUT SQUARE. I WAS ABLE TO ATTEND AND JUST WANTED TO COMPLIMENT THAT GROUP ON A REALLY GREAT EVENT. THE FOOD WAS EXCELLENT. CHEF HESTER AND HER TEAM DID A GREAT JOB AT THE ENVIRONMENT THERE, JUST MADE IT A REALLY SPECIAL NIGHT. IT WAS A LITTLE WARM, BUT IT WAS A BEAUTIFUL NIGHT AND GREAT EVENT. AND THEN THE INTERNATIONAL POSTCARD ART EXHIBIT AT MILL HOUSE IS REALLY VERY INTERESTING AND I THINK UNIQUE. THEY HAD SUBMISSIONS FROM ALMOST 600 PEOPLE, 600 ARTISTS AROUND THE WORLD WHO SUBMITTED THEIR ARTWORK FOUR BY SIX SIZE, POSTCARD SIZE. THAT'S ON DISPLAY IN THE COTTON MILL AND ALSO FOR SALE. SO I THINK THAT RUNS UNTIL OCTOBER 10TH. SO IF YOU HAVEN'T BEEN THERE AND HAVE A CHANCE TO GET OVER THERE, IT'S REALLY WORTH IT, WORTH YOUR TIME. AND THEN THE LAST THING IS, DIA DE LOS MUERTOS IS COMING UP OCTOBER 19TH. WE HAVE YARD SIGNS BEHIND ME. IF ANY OF THE BOARD MEMBERS WOULD LIKE TO TAKE ONE AND PLACE THEM IN THEIR YARDS TO PROMOTE THAT EVENT, PLEASE DO SO. AND I'M HAPPY. OH ONE WE'RE TAKING A BIT OF A BREAK FROM PROJECT AND PROMOTIONAL GRANT APPLICATIONS. OUR NEXT APPLICATION PERIOD DOES NOT OPEN UNTIL NOVEMBER 1ST, SO THE FIRST PRESENTATIONS TO THE BOARD WILL BE IN DECEMBER, OCTOBER. WE'RE REALLY GOING TO DEDICATE TO, PROVIDING INFORMATION TO THE BOARD. AARON MENTIONED THE PRESENTATION. HE'S HE IS WORKING ON REGARDING THE HOTEL ENVIRONMENT IN MCKINNEY.

AND THEN JEFF MOORE WILL BE WITH US TO TALK ABOUT TYPE A AND TYPE B AND LOOK FORWARD TO THAT MEETING. I KNOW YOU ALL WILL TOO. CAN'T WAIT. I'M HAPPY TO STAND FOR ANY QUESTIONS. CINDY, I'VE SAID IT BEFORE, BUT I'M GOING TO SAY IT AGAIN, THANK YOU TO YOU AND BRENDA AND TREVOR AND THE ENTIRE TEAM. THAT HAS GONE THROUGH THE FIRE ON TUBBS, IT HAS BEEN A, AS WE ALL KNOW, AN EXTREMELY LONG, ARDUOUS, DIFFICULT PROCESS, AND WE HAVE PRODUCED A VERY GOOD PRODUCT THERE, FOR I USUALLY ONLY SPEAK FOR MYSELF, BUT I THINK I'M SAFE IN SPEAKING FOR DEBORAH AND ANGIE, MY FELLOW COMMITTEE MEMBERS, AS WE SAY, YOU HAVE DONE AN AMAZING JOB. BRENDA SPINELLI HAS DONE AN AMAZING JO. TRISH JACKSON WITH THE CITY, ALL OF THEM PROTECTING OUR INTEREST, PROTECTING THE CITIZENS INTEREST. AND EVEN TREVOR, I WILL SAY THANK YOU TO HIM AS WELL. HE'S DONE AN AWESOME JOB, SO THANK YOU. THAT IT'S GREAT THAT WE'RE THAT WE FINISHED

[00:35:01]

THIS, AND, YOU. THANKS. IT'S A GREAT PROJECT. THANK YOU. THANK YOU AGAIN. I'LL JUST ADD A COMMENT. SO AS CINDY TALKED ABOUT THE INTERNATIONAL POSTCARD, I JUST ENCOURAGE EVERYONE. I THINK THEY CAN GO TO THE MILL HOUSE SITE AND PROBABLY A LINK IS THERE. YES. OKAY. AND I WANT TO JUST SAY BECAUSE YOU HAD ALL DIFFERENT MEETINGS OF ART THAT WAS PRESENTED THAT CAME FROM ALL OVER THE WORLD AND SO ON. I THINK THE INITIAL PURCHASE WAS AROUND $40, AND I BELIEVE THEY HAD COME DOWN MAYBE TO DO LIKE A REDUCED REDUCTION. AND YOU CAN PURCHASE ONLINE. SO I ENCOURAGE EVERYONE TO, IF YOU CAN GO AND PURCHASE SOMETHING BECAUSE YOU'RE MAKING A DIFFERENCE IN AN ARTIST'S LIFE AND THEY'VE SUBMITTED THESE ARTWORKS, AND I JUST THINK THEY DEFINITELY NEED TO BE CELEBRATED. SO IF YOU HAVE AN OPPORTUNITY AND IT'S IN YOUR HEART TO PURCHASE 1 OR 2 CARDS, I DON'T KNOW WHAT THE REDUCED PRICE IS NOW, BUT I THINK YOU KNOW, WE OWE IT TO THESE INDIVIDUALS. I DON'T KNOW THE AGES. I MEAN, THEY RANGE FROM DIFFERENT AGES, BUT I THINK IT IS A TESTAMENT TO SUPPORT THEM IN ANY WAY THAT WE CAN. SO I JUST WANTED TO ADD THAT. THANK YOU. OKAY. WE WILL NOW GO INTO REGULAR AGENDA ITEM ITEM 20

[Consider/Discuss/Act on a Retail Development Infrastructure Grant Application Submitted by Hope Hardware Building, LLC (RI 24-09) in an Amount up to Fifty Thousand and NO/100 Dollars ($50,000.00) for the Installation of a Grease Trap including Necessary Plumbing and Site Work at the Hope Hardware Building Located at 214 E. 4-2009. CONSIDER, DISCUSS, ACT ON A RETAIL DEVELOPMENT INFRASTRUCTURE GRANT APPLICATION SUBMITTED BY HOPE HARDWARE BUILDING, LLC. RE 2409 IN THE AMOUNT OF 50 $50,000 FOR THE INSTALLATION OF A GREASE TRAP, INCLUDING NECESSARY PLUMBING AND SITE WORK AT THE HOPE HARDWARE BUILDING, LOCATED AT 214 EAST LOUISIANA STREET, MCKINNEY, TEXAS. MISS CLEO, GOOD MORNING, GOOD MORNING, FIRST I WANT TO THANK YOU, LINDA, AND HELP ME SORT OUT, YOU KNOW, A LOT OF DETAILS. WHAT QUALIFY AND WHAT IS NOT. AND BECAUSE OUR SITUATION IS A LITTLE COMPLICATED, SO FAR, I THINK THE MOST IMPORTANT ITEMS WE'RE TALKING ABOUT IS OPEN ACCESS ON THE SIDE OF THE BUILDING TO, TO HAVE A ENCLOSURE KIND OF SPACE FOR THE GREASE TRAP AND THE BUILDING ITSELF, IT'S A VERY FRAGILE. AND BECAUSE THIS IS SUCH A OLD BUILDING. SO WE HAVE TO DO A LOT OF EVALUATION. AND THEN JAMES IS HELPING ME MAKE SURE THE STRUCTURE IS SOUND AND MAKE SURE THE OPEN IS GOOD. AND WE MIGHT HAVE TO PUT SOME IN ENFORCEMENT AND TO MAKE SURE THE SPACE IS GOOD. SO OPEN THE BREAK AND THE BREAK WALL FOR THE BUILDING ON THE SIDE OF JOHNSON ALLEY IS PRETTY, IS A PRETTY BIG JOB FOR US. AND THEN WE DO NEED A LOT OF HELP. AND ALSO BRINGING THE SOIL, LINE AND PLUMBING FROM THE JOHNSON ALLEY AND THEN TAKE A LOT OF DIGGING, DIGGING. I THINK THE CITY IS HELPING US. AND BECAUSE JOHNSON ALLEY HAVE A LOT OF UTILITY LINES THAT IT'S, SO WE STILL UNDER THE CITY, EVALUATION AND SEE WHAT WE CAN DO AND WHAT WE CAN DO. PLUMBING WISE. SO THAT'S THE PART I WANT TO KIND OF, GIVE, GIVE YOU A FILLED IN, IF YOU ALL HAVE ANY QUESTIONS AND, ANYTHING WE NEED TO DISCUSS, ANY QUESTIONS I CAN ANSWER FOR THE APPLICANT. ANY QUESTIONS FOR THE APPLICANT? WELL, THANK YOU VERY THANK YOU. YEAH. THANK YOU, THANK YOU SO MUCH. OKAY, IS THERE, CAN I GET A MOTION ON THIS ITEM, SO, MADAM CHAIR, FOR DISCUSSION. SO NOW THE CALL FOR A MOTION, ANY ADDITIONAL

[00:40:01]

DISCUSSION ON JUST READY TO SECOND? OKAY. SO WILL YOU MAKE A FORMAL MOTION? I WILL THEN MAKE A MOTION TO APPROVE AT 75% OF ELIGIBLE UP TO $50,000. CAN I GET A SECOND? YES YOU CAN. OKAY.

MOVE BY MOVE BY CHRIS. SECOND BY DAVID KELLY. SO SHOW OF HANDS. AM I THE ONLY ONE WORKING? YEAH.

ALL OF THE ABOVE STILL APPLIES FOR PROCESS AND DECISION MAKING FOR THIS APPLICANT, THE SUBCOMMITTEE RECOMMENDS FUNDING IN THE AMOUNT OF 75% OF TOTAL ELIGIBLE REIMBURSEMENT EXPENSES, UP TO $50,000, AND I WILL MAKE A MOTION TO THE SAME. CAN I GET A SECOND? I WILL SECOND IT. OH WOW. GOTTA BE QUICK. JOHNNY ON THE SPOT OR JUST NOT INTERRUPTED EITHER. MOTION MADE BY CHRIS WICK, SECOND BY MARCUS. WOW. WOW. THAT WAS THAT WAS COMPETITION. WE'RE GETTING COMPETITION. CAN I GET A MOTION BY I MEAN, CAN I GET A VOTE? CHRIS WAS RAISING HIS HAND TO TALK LIKE, NO, THAT'S GOOD. I'M STILL NOT SURE WE'RE PUNCHY TODAY. LET'S GO. [Consider/Discuss/Act on a Request from Habitat for Humanity of Collin County to Extend the Term of the Loan Agreement Executed with McKinney Community Development Corporation for Project 4B 23-15 to March 31, 2025.]

DEVELOPMENT INFRASTRUCTURE GRANT APPLICATIONS. NEXT ITEM 20 4-2011. CONSIDER, DISCUSS, ACT ON A REQUEST FROM HABITAT FOR HUMANITY, COLLIN COUNTY TO EXTEND THE TERM OF THE LOAN AGREEMENT EXECUTED WITH THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION FOR PROJECT FOR B 20 3-1 15 TO MARCH 31ST OF 2025. IS THERE DO YOU WANT OKAY, MISS SCHAEFER. THANK YOU SO MUCH FOR CONSIDERING THE REQUEST. I THINK YOU HAVE MOST OF THE INFORMATION THE OBVIOUS, HOPE IS THAT WE CAN EXTEND THIS JUST A LITTLE BIT. WE DO HAVE MULTIPLE PROJECTS THAT WILL USE UP THIS MONEY.

PLUS, OVER THE NEXT SIX MONTHS THAT WERE SOMEWHAT DELAYED, I THINK, DUE TO THE TRANSITION IN LEADERSHIP. I'VE ONLY BEEN IN THE JOB FOR A COUPLE OF MONTHS HERE, BUT CLEARLY THE NEED IS THERE. WE HAVE A FANTASTIC CONSTRUCTION DEPARTMENT THERE. THEY'RE ITCHING TO GET THIS DON.

SO IF WE CAN GET THAT EXTENSION, WE'LL PULL THE TRIGGER. AND, SHOULD HAVE NO PROBLEM SPENDING ALL OF THOSE DOLLARS IN THE NEXT SIX MONTHS. PLENTY OF WORK TO BE DONE, BUT I'M HERE FOR ANY QUESTIONS? ANY QUESTIONS FOR MISTER. SO I HAVE A QUESTION. I'M NOT SURE IF IT'S FOR YOU OR FOR CINDY, BUT, WE'RE CALLING THIS A LOAN AGREEMENT. I DON'T ALL FORGIVABLE LOANS. THAT'S HOW THEY'RE STRUCTURED. OKAY, SO WE SAW IT OR APPROVED IT AS A GRANT, BUT TECHNICALLY, IT'S A FORGIVABLE LOAN. OKAY COOL. ANY ADDITIONAL DISCUSSION FROM THE BOARD? YOU DON'T SEE ANY ISSUES BEING ABLE TO GET THINGS COMPLETED BY THE MARCH 31ST DATE? I DON'T I WILL SAY THAT ONE OF THE BIGGEST PROJECTS IS RIGHT OFF OF GREEN STREET, AND OUR CONSTRUCTION CREW HAS IS STILL EVALUATING WHETHER THAT'S GOING TO BE A COMPLETE TEAR DOWN AND REBUILD. SO THAT PROJECT WILL BE FAIRLY INTENSE AND BE THE MAJORITY OF THE FUNDS. SO THE COMPLETION DATE OF THAT IS YET TO BE SET IN STONE. BUT I'M GETTING ASSURANCES. I'M GETTING THE NOD FROM JAMES THAT THAT HE THINKS THAT THAT CAN BE COMPLETED. IT'S A BIG PROJECT, BUT IT WILL BE REALLY AMAZING.

YES THANK YOU. THAT HELP ALL RIGHT. THANK YOU FOR CONSIDERATION. THANK YOU. CAN I GET A MOTION A MOTION ON THIS ITEM? I MOVE TO APPROVE. MOVE TO APPROVE BY DAVID KELLY I'LL SECOND SECOND BY JOY. ENTERTAIN A VOTE. MOTION PASSES. THANK YOU. IT'S GOING TO MAKE THE PRESENTATION. OKAY? OKAY NEXT ITEM 20 4-2012. CONSIDER. DISCUSS. ACT ON A

[Consider/Discuss/Act on a Request to Grant an Easement to Oncor Electric Delivery Company LLC on the McKinney Community Development Corporation Parking Lot, located between Virginia and Louisiana Streets east of the DART Railway, for the Virginia and Throckmorton Infrastructure Improvements (Municipal Complex) Project]

[00:45:10]

REQUEST TO GRANT AN EASEMENT TO ONCOR ELECTRIC DELIVERY COMPANY, LLC ON THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION PARKING LOT LOCATED BETWEEN VIRGINIA AND LOUISIANA STREETS EAST OF THE DART RAILWAY FOR THE VIRGINIA AND THROCKMORTON INFRASTRUCTURE IMPROVEMENTS. MUNICIPAL COMPLEX PROJECT. AND WE. HI. GOOD MORNING, BLAKE SILLS, ENGINEERING CIP MANAGER. THIS ITEM IS RELATED TO THE CURRENT VIRGINIA AND THROCKMORTON INFRASTRUCTURE IMPROVEMENTS PROJECT THAT'S UNDER CONSTRUCTION ADJACENT TO THE CITY HALL, AS PART OF THE PROJECT, COUNCIL GAVE STAFF DIRECTION TO BURY THE EXISTING AERIAL UTILITIES ALONG THE CORRIDOR ALONG VIRGINIA STREET FROM HIGHWAY FIVE TO THROCKMORTON. THAT INCLUDES ENCORE AND SEVERAL COMMUNICATIONS LINES ON THE EXISTING AERIAL POLES. SO WE HAVE BEEN WORKING WITH OUR CONSULTANT ENGINEER AND THE ADJACENT UTILITIES, THE FRANCHISE UTILITIES, TO DESIGN A DUCT BANK THAT OUR CONTRACTOR IS CURRENTLY CONSTRUCTING RIGHT NOW. AND THAT DUCT BANK, THE CITY WILL BE INSTALLING VARIOUS PIPES UNDERGROUND FOR THE ASSOCIATED UTILITIES TO COME IN AND PULL THEIR INFRASTRUCTURE THROUGH THOSE PIPES. AFTER THE CITY IS COMPLETE, AND THAT WILL ALLOW FOR REMOVAL OF THOSE POLES ADJACENT TO FUTURE CITY HALL, DURING THIS PROCESS, WE ALSO WORKED WITH THE FACILITIES CONSTRUCTION GROUP WITH REGARDING THE CITY HALL PROJECT, ABOUT HOW THAT, FACILITY IS GOING TO MAINTAIN POWER AND GET POWER FROM THIS NEW DUCT BANK, SO ONCOR DID INDICATE THE NEED THAT THEY WILL NEED SPACE OUTSIDE OF THE STREET, RIGHT? OF WAY FOR A SWITCHGEAR. AND SO WE EVALUATED SEVERAL LOCATIONS ALONG THE PROJECT CORRIDOR FOR THAT SPACE, IT'S APPROXIMATELY THE SWITCHGEAR DIMENSIONS ARE APPROXIMATELY TEN FEET WIDE, SEVEN FEET DEPTH AND FOUR FEET HIGH. IT'S A METAL ENCLOSURE ABOUT THIS TALL, AND DUE TO VARIOUS CONFLICTS IN THE STREET RIGHT OF WAY, OTHER SITES WITH ENVIRONMENTAL ISSUES AND POTENTIAL CONFLICTS WITH CITY UTILITIES, THE REALLY ONLY VIABLE OPTION FOR THIS SWITCHGEAR IS ON THE NORTHWEST CORNER OF THE CDC PARKING LOT, IN BETWEEN VIRGINIA AND LOUISIANA STREETS, JUST ADJACENT TO THE DART RAILROAD TRACKS, SO THIS WILL REQUIRE REMOVAL OF THREE PARKING SPACES. THERE ARE CURRENTLY 43 EXISTING EXISTING SPACES IN THAT LOT, WE DID WORK WITH ONCOR TO REDUCE THE SIZE TO AS LITTLE AS AS POSSIBLE. THEY ORIGINALLY CAME TO THE CITY SAYING THAT THEY NEED TO REMOVE FOUR. WE GOT THEM DOWN TO THREE, AND THAT'S PRIMARILY DUE TO THE DEPTH OF THE DUCT BANK AT THE TO GO UNDERNEATH THE RAILROAD CROSSING. SO WITH THAT, I'M HAPPY TO STAND FOR ANY QUESTIONS. THE REQUEST HERE IS TO GRANT THE EASEMENT TO ONCOR. IS THERE ANY DISCUSSION ON THIS ITEM? THEN YOU GUYS ARE GOING TO DO AN APPRAISAL AS FAR AS WHAT WHAT THAT SPACE IS THE VALUE OF THAT SPACE. SO WE CAN ONCOR HAS PRESENTED THIS AS A REQUEST TO GRANT ON SEVERAL OTHER PROJECTS, CITY PROJECTS WHERE WE'VE INITIATED RELOCATIONS. ONCOR HAS, GONE OUT TO PROPERTY OWNERS REQUESTING A DEDICATION OF THE EASEMENT. IF THIS WERE A CITY WATER OR SEWER PROJECT, YES, WE WOULD GO OUT, VALUE THE EASEMENT THIS SIZE OF AN EASEMENT BEING 642FT■S, IT'S KIND OF ON THE EDE WHETHER WE'D GO OUT FOR AN APPRAISAL OR WHETHER WE WOULD LOOK AT JUST APPRAISED VALUES WITH COLIN, CAD OR OTHER COMPARABLE SALES, WE HAVE TALKED TO OUR REAL ESTATE STAFF AND LOOKED AT THAT APPRAISED VALUE IN CONCORD. IT'S APPROXIMATELY $15 A SQUARE FOOT RIGHT NOW, WHICH WOULD EQUATE TO ABOUT A $10,000 EASEMENT VALUE. BUT IF DIRECTED BY THE BOARD, WE COULD GO OUT AND GET A GET AN APPRAISAL, FOR IT IF NEEDED. SO I HAVE ONE ONE QUESTION AND IT'S HISTORICAL. SO MAYBE MORE FOR CINDY. SO THE PARKING LOT, WHICH IS, CDC HERE IS A PARKING LOT NOW. BUT AT THE TIME THAT THAT DECISION WAS MADE FOR CDC TO OWN THAT LAND AND PUT A PARKING LOT WAS IT A ESSENTIALLY A PLACEHOLDER FOR POTENTIAL FUTURE DEVELOPMENT? NO. IT WAS INTENDED AS A PARKING LOT. ALWAYS HAS A PARKING LOT. OKAY SO IF I UNDERSTAND CORRECTLY, IF WE APPROVE THIS ITEM TODAY WITHOUT DIRECTING YOU TO GET A OR AN APPRAISAL, WE WOULD RECEIVE $15 TIMES SIX, APPROXIMATELY 600FT■S FOR THAT EASEMENT. IS THAT NO LETTER SAYS $10? OH, THIS IS ESSENTIALLY A DEDICATION. OKAY.

SO WHERE DOES COMPENSATION FOR THE EASEMENT COME IN? I GUESS THAT'D BE UPON DIRECTION OF THE BOARD. WE COULD GO GET AN APPRAISAL. AND THEN OUR REAL ESTATE STAFF WOULD PUT TOGETHER AN OFFER AND PRESENT THAT. SO IF WE APPROVE THIS ITEM TODAY, WE WOULD BE COMPENSATED FOR THAT

[00:50:07]

EASEMENT, CORRECT? YES. AS WRITTEN HERE. IT'S NOT I THOUGHT HE SAID IT WAS 10,000. THAT'S THE VALUE. THAT WOULD BE THE THAT WOULD BE THE APPROXIMATE VALUE FOR DEDICATION. DEDICATION SO NO COMPENSATION. RIGHT. BUT I HAVE THE SAME QUESTION DAVID HAS. IF WE WERE TO REQUEST COMPENSATION, WOULD $10,000 PLUS OR MINUS GO BACK ON HIS? AS I UNDERSTAND IT, HE'S ESTIMATING WHAT THAT APPRAISAL WOULD END UP AT. WE WOULD HAVE TO ASK HIM TO DO THAT APPRAISAL IN ORDER TO BE COMPENSATED. I UNDERSTAND THERE'S NOT A FLAT $10,000 WOULD COME BACK ON OUR BOOKS. NO, NOT NECESSARILY. HE'S JUST SAYING THERE'S AN ESTIMATED VALUE THAT DOESN'T NECESSARILY MEAN WE WOULD GET. THAT'S WHAT I'M SAYING. PLUS OR MINUS. IT MIGHT BE MORE, IT MIGHT BE LESS. BUT WHATEVER THE VALUE IS OF THE APPRAISAL THAT WE REQUEST, IF WE WERE TO REQUEST, WOULD IT COME BACK ON OUR BOOKS AS LIKE A, YOU KNOW, SORT OF A SOLD WOULD BE REVENUE? THEY WOULD PAY US FOR THE. SO THIS IS ALL ASSOCIATED WITH THE CITY'S VIRGINIA AND THROCKMORTON PROJECT. THIS IS COST THAT THE CITY WOULD BEAR AND PAY TO CDC, I GUESS. SO IT WOULD BE A PASS THROUGH COST.

THESE WOULD BE CITY CITY COSTS PAID TO CDC. CORRECT. NOT ENCORE COSTS PAID TO CORRECT. SO THE INITIAL REQUEST WAS FROM THE CITY TO BURY THE ENCORE LINE. SO ENCORE WOULD PASS ON THOSE COSTS TO THE CITY. SO WHERE DOES THE $10 COME INTO PLAY? THE $10 THAT'S ESSENTIALLY STANDARD EASEMENT LANGUAGE FOR A DEDICATION. IT ACCOUNTS FOR ANY FILING FEES OR STUFF LIKE THAT.

WE HAVE TO HAVE CONSIDERATION. AND SO THE CONSIDERATION IS ONLY $10. THAT'S IT. IT MAY BE WORTH 10,000, BUT THE CONSIDERATION AND THE AGREEMENT IS $1,010. AND IF WE IF WE DID REQUEST THAT YOU GO OUT AND GET THE ESTIMATES AND ALL OF THAT, THAT WOULD SEEM TO IMPACT YOUR SCHEDULES WITH THE CITY, WHAT'S BEING BUILT, YOU NEED THE POWER THAT COULD TAKE A WHILE. NEGOTIATION AND I WOULD THINK THERE'S NO GUARANTEE THAT WE'RE GETTING 10,000. IT'S WHATEVER IT ENDS UP BEING NEGOTIATED. SO WHO WOULD BEAR THE COST OF THE ASSESSMENT? THE CITY WOULD THE CITY WOULD. YEAH SO WHAT WE HAVE HERE, SO WE CAN SOMEONE FROM THE BOARD CAN MAKE A MOTION THAT WE REQUEST FOR THEM TO GO OUT AND ASSESS OR WE CAN ENTERTAIN THE MOTION THAT WE HAVE HERE. DO YOU WANT TO SAY SOMETHING HERE? HI. GARY GRAHAM, DIRECTOR OF ENGINEERING. JUST TO ADD, WE NEED THE EASEMENT NOW FOR CONSTRUCTION SCHEDULE, BECAUSE THIS IS CITY RELATED PROJECT, WE WERE HOPING THERE WOULD BE A DONATION, OF THE EASEMENT TO ENCORE, BECAUSE THIS IS CITY, YOU KNOW, CITY RELATED COSTS. YOU KNOW, ENCORE IS PUTTING THAT TO US, WE WOULD LIKE FOR THE EASEMENT TO BE GRANTED TODAY, BY THE BOARD. AND IF WE NEED TO DO COMPENSATION, FINE. WE CAN WORK THAT OUT LATER, YOU KNOW? BUT, YOU KNOW, JUST WHATEVER THE DIRECTION IS, YOU KNOW, YOU KNOW, IS IT A MOTION FOR CONSIDERATION HERE TO GRANT THE EASEMENT, CONSIDERING BASED ON AN EVENTUAL NEGOTIATION OF COMPENSATION? OR IS IT JUST A DONATION? THAT'S KIND OF WHERE WE'RE TRYING TO GET TO TODAY.

MAY I JUST ASK, IS THE INITIAL REQUEST TO BURY THE LINES PURELY FOR ESTHETICS, OR WAS THERE ANOTHER REASON THAT BURYING THE LINES HAD BENEFITS? NO, IT WAS PURELY ESTHETICS. IT WAS COUNCIL DIRECTION. WE WANTED THAT AREA CLEANED UP IN FRONT OF CITY HALL. OKAY. THANK YOU GARY, FOR THAT. IS THIS LAND IS IT ALWAYS GOING TO BE A PARKING LOT? THAT WAS WHAT I WAS ASKING. YEAH, YEAH, IT DOESN'T HAVE. IT WAS NEVER PROPOSED TO BE ANY, ANY OTHER, BUT THIS WILL BE ABOVE GROUND STRUCTURES AT THAT CORNER. IT'S THIS PART IS AN UNDERGROUND. THEY HAVE TO HAVE EQUIPMENT THAT'S SITTING ABOVE GROUND. THAT'S WHY YOU'RE LOSING THREE PARKING SPACES. CORRECT BUT I. I'M NOT SURE IT'S WORTH GOING THROUGH ALL OF THAT PROCESS VERSUS JUST APPROVING THE REQUEST THAT, IN MY OPINION, SHOULD MAKE A MOTION IN SUCH A WAY. CAN I GET A MOTION ON IT? WELL, I WAS WAITING FOR A DISCUSSION TO FINISH. SO ARE WE DONE WITH DISCUSSION? I WILL MAKE A MOTION THEN TO APPROVE THE ITEM AS PRESENTED FOR THE EASEMENT. AS REQUESTED. MOVED BY CHRIS. CAN I GET A SECOND, SECOND, SECOND BY DAVID? RICHAR. IS IT WORKING? NO, IT'S NOT. THE MOTION PASSES. THANK YOU, THANK YOU, MADAM CHAIR. MAY I MAKE ONE COMMENT? NOW THAT WE'VE DONE THAT, ISN'T THAT DISCUSSION BECAUSE IT'S OVER RIGHT? NO, IT'S NOT DISCUSSION. I JUST I WOULD RESPECTFULLY REQUEST THAT THE CITY REMEMBER THIS FAVOR WE HAVE PROVIDED FOR THEM ACTUALLY, IN THE FUTURE WHEN THERE MIGHT BE MR. GRIMES, WHEN THERE MIGHT BE SIMILAR REQUESTS FROM THIS

[00:55:06]

CORPORATION TO THE CITY, I JUST REQUEST THAT THIS BE REMEMBERED. I'D LIKE TO SAY THAT THREE CDC LABELED PARKING SPOTS AT CITY HALL. YES. YES VIP PARKING AT CITY HALL, VIP PARKING AT CITY HALL. YEAH. THREE SPACES, PLEASE. THREE SPACES. THANK YOU. THANK YOU SO MUCH. IN ALL SERIOUSNESS, THERE ARE OTHER INSTANCES WHERE MCDC AND THE CITY WORK TOGETHER ON A NUMBER OF THINGS, AND THERE ARE VARIOUS FEES THAT THE CITY CHARGES. YOUR TIME IS UP. CDC FROM DESIGN WORK FOR THAT PARKING LOT WAS DONE BY THIS ENGINEERING DEPARTMENT FOR FREE. SO IT REMINDED THERE IS A WHOLE GOES BACK AND FORTH. WE ALL TAKE CARE OF EACH OTHER. IT IS ALL TEAM MCKINNEY HERE. I'M JUST ASKING FOR ONE ONE DISCUSSION ITEM ASKING FOR A NOTCH ON THE ON THE SCOREBOARD.

[Consider/Discuss/Act on a Request from City of McKinney Housing and Community Development to Extend the Term of the Loan Agreement Executed with McKinney Community Development Corporation for Project 4B 23-12 to September 30, 2025.]

THANK YOU, MR. GRIMES. WE WILL MOVE TO ITEM 20 4-2011. CONSIDER, DISCUSS ACT ON THE REQUEST FROM THE CITY HOUSING AND COMMUNITY DEVELOPMENT TO EXTEND THE TERM OF THE LOAN AGREEMENT EXECUTED WITH THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION FOR PROJECT FOR B 23 DASH 12 TO SEPTEMBER 30TH, 2025. OH OH NO. OH! MADAM CHAIR, MEMBERS OF THE BOARD, THE STAFF MEMBER FROM THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT IS UNDER THE WEATHER TODAY. AND NOT AVAILABLE. SO THE THEY HAVE REQUESTED THIS EXTENSION WAS ORIGINALLY TERMED OUT AT SEPTEMBER 30TH OF THIS YEAR. THEY NEED MORE TIME. THEY HAVE EIGHT PROJECTS I THINK IN THE PIPELINE. THEY'VE GONE THROUGH A PERIOD OF TRANSITION WITH THEIR LEADERSHIP. PAUL MENTIONED EARLIER DURING HIS REMARKS THAT MARGARET MARGARET LEE HAS JUST COME ON BOARD. SO THEY ARE REQUESTING ADDITIONAL TIME TO USE THE FUNDS THAT WERE APPROVED LAST YEAR. ANY DISCUSSION ON THIS ITEM AS PRESENTED? CAN I GET A MOTION, MADAM CHAIR, I MOTION THAT WE EXTEND THE TERM OF THE LOAN AGREEMENT EXECUTED BY MCDC FOR THIS PROJECT. MOVED BY DEBORAH. I'LL SECOND. SECOND BY JOY. MOTION PASSES. THANK YOU VERY MUCH FOR EVERYONE. NOW WE HAVE PUBLIC COMMENTS. DO WE HAVE ANY PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA? I

[BOARD COMMENTS]

DON'T SEE ANY. THANK YOU VERY MUCH. BOARD COMMENTS. AND SO I WILL START TO MY RIGHT. JOY, YOU HAVE ANY BOARD COMMENTS? WELL, I'VE BEEN TRAVELING QUITE A BIT, IT'S ALWAYS A PLEASURE TO COME HOME TO MCKINNEY. CERTAINLY FEELS LIKE HOME AFTER THE TRAVELS, AND I DIDN'T GET AN OPPORTUNITY TO ATTEND MANY OF THE EVENTS BECAUSE OF THOSE OUT OF TOWN VISITS, BUT I DID ATTEND THE EVENT AT HEARD THE JURASSIC EVENING WAS A VERY LOVELY EXPERIENCE AT THE MUSEUM. I APPRECIATED THE INVITATION THERE, AND I JUST WANT TO THANK THE CITY STAFF AND COMMEND THEM FOR THEIR AWARDS. I'D LIKE TO TAKE THE TIME TO JUST REALLY FOCUS ON THEM. I MEAN, IT'S CERTAINLY ONE THING TO EVEN APPLY FOR THESE AWARDS, BUT SOMETIMES IT'S NOT EVEN BY APPLICATION, IT'S JUST BY RECOGNITION. AND I THINK IT'S TREMENDOUS. IT SHOWCASES THE CITY IN SUCH A POSITIVE LIGHT. IT BRINGS GREAT ATTENTION TO THE CITY AND IS REALLY WELL DESERVE.

SO KUDOS MARCUS, JUST KUDOS IN THE YOU KNOW, BUILD ON THOSE KUDOS AS WELL. JUST SO MUCH JUST AS, AS ONE OF THE NEWER MEMBERS OF THE BOARD JUST BEING ABLE TO COME IN HERE EACH TIME AND HEAR SO MANY THINGS GOING ON IN THE CITY AND BEING ABLE TO BE OUT IN THE CITY MYSELF AND NOW BE ABLE TO KIND OF MOVE PEOPLE ALONG AND TELL THEM ALL THE THINGS THAT ARE GOING ON, IT'S JUST BEEN GREAT. SO THANK YOU FOR ALL THE WORK YOU'RE DOING, I WAS EXCITED TO GO TO HABITAT'S FIRST BLOCK PARTY AND MEET THAT CREW AND ENGAGE IN THE SWEAT WITH EVERYBODY OUT THERE, BUT, MAN, THE UNITS WERE REALLY FANTASTIC. I HADN'T BEEN IN ANY OF THE UNITS BEFORE, AND SO YOU DON'T KNOW WHAT TO EXPECT WHEN YOU'RE WALKING IN. YOU'RE LIKE, I DON'T KNOW WHAT IT'S GOING TO BE IN THESE THINGS. AND IT'S JUST BEAUTIFULLY DONE, GREAT USE OF SPACE, AND IT WAS KIND OF NOSTALGIC TO ME. IT ACTUALLY REMINDED ME OF MY LA APARTMENT. WHEN I WALKED IN, I WAS LIKE, OH MY GOSH, THIS FEELS LIKE MY APARTMENT, BUT THANK YOU SO MUCH FOR JUST ALL THE GREAT WORK THAT YOU'RE DOING. I KNOW, SHONDA, YOU'RE KIND OF DROPPING IN AND FIGURING IT OUT, AND BUT YOU GOT A GREAT TEAM AROUND YOU, AND SO WE APPRECIATE ALL THE WORK YOU'RE DOING OVER THERE AT HABITAT. THANK YOU. JUST A COUPLE COMMENTS. I WANT TO ECHO WHAT WAS SAID EARLIER ABOUT SOME OF THE EVENTS THAT HAVE HAPPENED THIS MONTH. I ALSO WAS ABLE TO ATTEND, CHESTNUT SQUARE. THAT WAS AN EXCELLENT EVENT, IT WAS A LITTLE WARM BUT LOVELY AND, GOOD TIME THERE AND ALSO ATTENDED

[01:00:01]

WITH, THE CHAIRWOMAN. THE POSTCARD EVENT THIS WEEKEND AT MILL HOUSE. LOTS OF FUN THERE, AND GOT TO BUY A FEW WEIRD PIECES OF ART. FOR CREATIVE KNOW A, I PURPOSEFULLY BUY WEIRD SMALL PIECES. I HAVE A WALL OF CURIOSITY, AS WE CALL IT, AND WE BUY KIND OF, YOU KNOW, DIFFERENT PIECES FOR THAT WALL. SO I WAS ABLE TO FIND A COUPLE THERE. I WAS EXCITED ABOUT IT, AND I WANT TO TALK ABOUT A YOUNG WOMAN. I MET, LAST MONTH. I WAS, AT AN EVENT FOR THE HEARD CRAIG CENTER FOR THE PERFORMING ARTS, AND I MET A WOMAN, A YOUNG WOMAN NAMED SAM. OVERLY, OVERLY, YES, AND SHE IS 16 YEARS OLD, AND SHE AND HER FRIEND CHLOE HAVE A CHARITY CALLED CHLOE AND SAM. CHARITY AND THEY HAVE ONE FOCUS AND ONE PURPOSE. AND THAT IS TO RAISE MONEY FOR THE CHILDREN'S ADVOCACY CENTER OF COLLIN COUNTY. AND THEY HAVE SET A GOAL, I BELIEVE, OF $25,000. AND THEY BASICALLY JUST HOST GARAGE SALES AND ALL OF THE PROCEEDS FROM THAT. GO TO CHILDREN'S ADVOCACY CENTER OF COLLIN COUNTY. THAT IN AND OF ITSELF WOULD BE IMPRESSIVE ENOUGH, BUT THESE TWO YOUNG WOMEN ARE ALSO ASPIRING NEUROLOGISTS, NEUROSCIENTISTS WHO ENGAGE IN, THE INDUSTRY, I GUESS, FOR LACK OF A BETTER TERM FOR, ARE ALREADY ENGAGING IN PREPARATORY ORGANIZATIONS TO BECOME, NEUROSCIENTISTS. I WOULD ENCOURAGE YOU TO CHECK OUT CHLOE AND SAM CHARITY, TWO REALLY IMPRESSIVE YOUNG WOMEN WHO ARE DOING REALLY IMPRESSIVE THINGS IN OUR COMMUNITY AND DESERVE TO BE RECOGNIZED. SO, WITH THAT, I THINK THAT'S ALL I HAVE. I WAS ABLE TO ATTEND THE NOTES LIVE OFFICE VISIT AND GET TO CHECK OUT THE SIZE OF THE SUITES, THE CHAIRS. IT WAS JUST AWESOME. CAN'T WAIT FOR THAT PROJECT TO GET GOING, SHE DID SAY THAT THERE ARE SUITES STILL AVAILABLE, AND THERE'S ALSO INDIVIDUAL SEATS. AND UP IN THE OWNER'S BOX, I THINK IS WHAT SHE CALLED IT. SO IT'S GOING TO BE VERY COOL EVENT. LOOKING FORWARD TO IT, ESPECIALLY WHEN THEY START MOVING DIRT. I THINK WE'RE GOING TO GET A LOT MORE EXCITEMENT ABOUT IT, BUT IT IS GOING TO BE A FANTASTIC EVENT AND FANTASTIC VENUE, SO LOOKING FORWARD TO IT. THANK YOU MADAM CHAIR, I ATTENDED A COUPLE OF EVENTS, A COUPLE OF COMMENTS.

THE MEXICAN INDEPENDENCE CELEBRATION EVENT AT OLD SETTLERS. SHOUT OUT TO TRISH JAMES AND HER TEAM. IT WAS A FANTASTIC EVENT, THERE WERE THE MARIACHI DANCERS. THERE WAS THE BAND, THE SELENA TRIBUTE, LOTS OF VENDORS AND FOOD TRUCKS AND THE DANCERS, THEIR REGALIA AND THE THEATRICS. EVERYTHING TOLD THE STORY. DEPENDING ON WHICH AREA YOU WERE FROM. AND IT WAS IT WAS VERY WELL DONE. SO GLAD TO HAVE ATTENDED THAT. ALSO ATTENDED THE JOB CORPS GRADUATION, 65TH ANNIVERSARY AND GRADUATION 60 YEARS OF CREATING CAREERS. CITY MANAGER PAUL GRIMES WAS THERE. PASTOR CHARLES WHATLEY GAVE THE COMMENCEMENT ADDRESS. ADA SIMMONS, ROSALYN MILLER, LAURA BRUTON, WHO IS THE COMMUNITY ENGAGEMENT PERSON, BOBBY BROWN, WHO'S THE DIRECTOR, SITS ON 99 ACRES, IT WAS NICE TO HEAR ONE OF THE TESTIMONIES. SHE IS A COUNSELOR, BUT SHE BEGAN AS A JOB CORPS STUDENT, AND SHE TAUGHT THE STUDENTS AND ENDED UP BEING TRANSFERRED HERE. SO TO SEE HER, SHE WAS HOMELESS IN CHICAGO, ON THE STREETS AND TO WATCH REALLY WHAT WAS A TESTIMONY OF WHAT THE LORD HAS DONE IN HER LIFE WAS REALLY AMAZING TO HEAR. SO LOTS OF GREAT THINGS. HAD SPENT A GOOD AMOUNT OF TIME WITH THE STUDENTS. I WENT BACK THE NEXT DAY AND THEY HAD KIND OF A BLOCK PARTY TYPE OF THING FOR THE STUDENTS AND THE PARENTS, SOME OF THE SUCCESSES YOU HAVE ONE STUDENT WHO WAS GOING INTO THE AIR FORCE, CULINARY SOMEONE WAS HIRED TO GO WORK AT DISNEY, AND THEN THERE'S AN AVIATION SCHOOL IN DENTON, AND THEY HAVE TRANSPORTATION THAT DRIVES THEM BACK AND FORTH. SO I THINK THIS IS A HIDDEN GEM THAT MAYBE WE DON'T TALK A LOT ABOUT. I THINK IN THE PAST, MAYBE IT'S HAD A STIGMA, BUT A LOT OF HOPEFUL INDIVIDUALS, A LOT OF GREAT OPPORTUNITY. IT WAS VERY GLAD TO BE ABLE TO ENGAGE IN THAT. MY LAST COMMENT, NATIONAL NIGHT OUT, IS OCTOBER. THE FIRST, WHERE WE WILL BE PARTNERING DIFFERENT COMMUNITIES ACROSS THE CITY WITH OUR POLICE FORCE. SO IT'S A GREAT OPPORTUNITY TO

[01:05:02]

ENGAGE, AND TO FELLOWSHIP, SPEND SOME TIME, THE LEGACY NEIGHBORHOOD COMMUNITY WILL BE HOSTING ONE AT OLD SETTLERS AND IT WILL BEGIN. I BELIEVE, AT 5 P.M. AT OLD SETTLERS. SO IF Y'ALL WANT TO SWING BY OUR SPOT, WE'LL HAVE A LOT OF GOOD THINGS GOING ON FOR KIDS AND ADULTS.

BUT I THINK THERE ARE SPOTS ALL OVER THE CITY THAT WILL ENCOURAGE OUR POLICE FORCE. AND AGAIN, SHOUT OUT TO THE STAFF TO ECHO JOY'S COMMENTS ON WHAT YOU'RE DOING FOR THE CITY. ALL OF THE CITY STAFF, CINDY, LINDA, ALL, EVERYBODY WHO GAVE REPORTS VISIT MCKINNEY, MEDICI. I'M CALLING NAMES, SO I'M GOING TO GET IN A LOT OF TROUBLE. BUT THE WAY THAT YOU PRESENT US, I ACTUALLY HAD A CONVERSATION WITH MY SISTER YESTERDAY AND I'M WINDING UP. SHE LIVES SHE LIVES IN ATLANTA AND SO SHE WAS SHARING WITH SOME OF HER FRIENDS THAT SHE WAS GOING TO VISIT HER SISTER, WHO LIVES IN DALLAS. SHE SAYS, ACTUALLY, A SMALLER COMMUNITY, YOU PROBABLY WOULDN'T KNOW IT IF YOU HEARD IT. THEY SAID, WHO? AND SHE SAID, MCKINNEY. OH, WE KNOW ABOUT MCKINNEY. SO THAT WAS GREAT TO HEAR. AND AGAIN, THANK YOU FOR ALL THAT YOU DO AND THE WAY THAT YOU PRESENT US. YOU MAKE US VERY PROUD. THANK SEVERAL EVENTS THIS WEEK OR THIS THIS LAST MONTH.

ALSO WENT TO THE DINOSAUR EVENT WITH JOY AT THE HEARD NATIONAL SCIENCE MUSEUM AND THE DINNER OVER AT CHESTNUT SQUARE FARM TO TABLE, WHICH WAS A WONDERFUL EVENT. AND I WANT TO HIGHLIGHT ONE THING WHEN FOR THAT EVENT. SO SAT ACTUALLY WITH, WITH CINDY AND WITH DAVID, AND ASKED CINDY FOR THE HISTORICAL REFERENCES, YOU KNOW. SO CAN YOU JUST SIT HERE? WE WERE SITTING OUTSIDE AND POINT OUT ALL THE DIFFERENT PROJECTS THAT MQDC HAS BEEN INVOLVED IN, AND SO SHE STARTED POINTING TO THE DIFFERENT ONES AND PROBABLY NAMED 6 OR 7 DIFFERENT ONES. SO THEN THEN I WENT BACK AND LOOKED IT UP AFTERWARDS AND, AND OVER THE YEARS IT'S BEEN OVER 2.2 MILLION OF INVESTMENT BY MQDC INTO THE HERITAGE GUILD AT CHESTNUT SQUARE. VARIETY OF PROJECTS BUILDING RESTORATIONS, SIGNIFICANT WORK THAT'S BEEN DONE OUT THERE AND IT WAS JUST ENJOYABLE TO SIT THERE AND SEE WHAT A NICE FACILITY THAT IS, WHAT THEY'VE BEEN ABLE TO DO WITH IT. THEY TALKED ABOUT THE SUCCESS OF THE FARMERS MARKET. WE HAD TWO OF THE FARMERS THAT WERE ACTUALLY AT OUR TABLE THAT WE GOT TO SPEAK WITH. AND, I ENJOYED SEEING THE IMPACT, BECAUSE I HAVEN'T BEEN HERE FOR THOSE 20 YEARS THAT HAVE BEEN, A PART OF MQDC WITH THEM. AND IT WAS NICE TO SEE WHAT WHAT THE ORGANIZATION HAS DONE. THANK YOU. THANK YOU ALL FOR YOUR COMMENTS. I'LL BE VERY BRIEF. KUDOS TO WHAT EVERYONE HAS SAID. I DID HAVE THE OPPORTUNITY TO GO TO THE COLLIN COLLEGE SCHOLARSHIP CELEBRATION. LINDA AND I REPRESENTED MQDC AND WE WERE SITTING AT THE TABLE WITH ONE OF OUR RECIPIENTS. WELL, A RECIPIENTS BASED ON THE DONATIONS THAT WE GIVE, BUT IT WAS TWO OTHER STUDENTS, ONE OF THEM WAS GOING INTO CULINARY, AND HE WAS A YOUNG MAN IN HIS PASSION WAS AROUND PASTRIES AND TO HEAR HIS PASSION TO TALK ABOUT BECAUSE I WAS LIKE, YOU KNOW WHAT? WHAT ARE YOU SELLING? HE SAID, CULINARY. OH, TELL ME MORE. AND SO AS HE TALKED ABOUT IT, HIS HIS FAMILY HAS A HIS UNCLE, HE TALKED ABOUT HIS UNCLE HAD A PASTRY SHOP I THINK IN MANSFIELD. SO THAT IS WHAT HE WAS GOING IN. BUT TO HEAR HIS STORY AND TO HEAR HIS PASSION ABOUT HIS, HIS JOURNEY AND HIS FUTURE WAS VERY INSPIRING. MET ANOTHER YOUNG LADY WHO WAS GOING INTO, I THINK ENTREPRENEURSHIP WAS WAS HER FIELD OF STUDY. AND THEN THE RECIPIENT THAT WE WERE SUPPORTING WAS GOING INTO NURSING. AND SO IT JUST AND I KUDOS TO COLLIN COLLEGE BECAUSE THEY WERE AN HOUR AND 15 MINUTES AND WE HAD DINNER PROGRAM EVERYTHING HOUR AND 15 MINUTES. SO I TELL ANYBODY LOOK AT THEIR MODEL. IF YOU LOOK AT THEIR MODEL, IT WAS PERFECT. AND IT JUST KIND OF GOT TO THE POINT AND HIGHLIGHTED AND CELEBRATED THE STUDENTS, WHICH I THINK IS ALWAYS MOST IMPORTANT. SO I'M JUST PROUD OF WHAT WE DO AS A BOARD AND HOW WE SUPPORT. AND WE ARE LIFTING UP OUR YOUNG, OUR YOUNG STUDENTS AND OUR STUDENTS IN COLLIN COLLEGE. SO KUDOS TO THAT. AND ALSO AGAIN, HAD AN OPPORTUNITY TO GO TO THE INTERNATIONAL POSTCARD EXHIBIT AND TO THE NOTES LIVE RECEPTION. AND AGAIN, JUST MAKES ME PROUD.

AND I JUST WANT TO CONGRATULATE OUR THAT WILL BE COMING ON IN OCTOBER. RJ AND THEN AS OUR NEW BOARD MEMBER AND THEN MARCUS WILL COME BACK AS AN ALTERNATE. THANK YOU FOR YOUR WORK. THANK YOU FOR CITY COUNCIL FOR CONSIDERING AND LOOKING AT HOW WE REPRESENT OUR DIFFERENT
