CHIEF, BEFORE YOU START THAT, WOULD YOU LIKE TO COMMENT ON THE TRAVESTY SATURDAY NIGHT AT 630 IN THE BEER STEIN HOLDING COMPETITION? WE DON'T SPEAK OF IT. OKTOBERFEST IS. YEAH. MAYOR, COUNCIL. CITY MANAGER. WE'RE HERE TO RECOGNIZE A COUPLE OF MORE OFFICERS. AS YOU CAN SEE, THIS IS QUITE A BIG DEAL AT OUR DEPARTMENT. WE HAVE LOTS OF THE DEPARTMENT HERE, AS WELL AS THE ENTIRE MCKINNEY SWAT TEAM. SO ON IN MARCH OF 2024, THE MCKINNEY SWAT TEAM HELD TRYOUTS TO FILL OPEN POSITIONS AND ADD MEMBERS TO THE NEWLY ESTABLISHED TACTICAL MEDIC TEAM. 11 APPLICANTS BEGAN THE PROCESS, BUT ONLY FOUR POLICE OFFICERS AND TWO PARAMEDICS COMPLETED THE GRUELING DAY TO EARN A PROBATIONARY POSITION ON THE SWAT TEAM. OFFICER ANNA JAGNOW AND PARAMEDIC KAREN WILLIAMS ACCOUNTED FOR TWO OF THESE POSITIONS. THEY ARE THE FIRST FEMALE MEMBERS TO COMPLETE THE TRYOUT PROCESS AND EARN A POSITION ON THE SWAT TEAM, AND THIS IS THE FIRST IN MCKINNEY'S HISTORY. THE TRYOUT CONSISTED OF THREE PHASES. THE FIRST IS AN OBJECTIVE ASSESSMENT OF INDIVIDUALS. THIS INCLUDES A PT TEST, AND I'D LIKE TO JUST PAUSE THERE FOR A SECOND. THIS IS JUST NOT A NORMAL PT TEST. OFFICER JAGNOW DID 18 PULL UPS, WHICH IS SIGNIFICANT BECAUSE THAT'S APPROXIMATELY 15 MORE THAN I'VE EVER BEEN ABLE TO DO IN MY LIFE. AND KAREN WILLIAMS DID ABOUT 15, WHICH IS THAT MORE THAN YOU CAN DO, CHIEF. DOWN. OKAY IT ALSO HAD A PISTOL QUALIFICATION FOR OFFICERS AND A TRAUMA MEDICINE QUALIFICATION FOR PARAMEDICS AND AN ORAL BOARD. THE SECOND PHASE CONSISTED OF CRITICAL THINKING AND PROBLEM SOLVING AS A TEAM UNDER STRESS. AND THE THIRD PHASE OF THE TEST. TEST IN INDIVIDUALS RESOLVE IN THEIR ABILITY TO ACCOMPLISH TASKS WHILE PHYSICALLY EXHAUSTED. JAGNOW AND WILLIAMS DISPLAYED A HIGH DEGREE OF PREPAREDNESS AND INTESTINAL FORTITUDE THROUGHOUT THE TRYOUT PROCESS. THE EXCEPTIONALLY PHYSICAL DAY REQUIRED THEM TO CARRY THEIR MALE COUNTERPARTS, SCALE OBSTACLES, FIGHT THROUGH CS GAS EXPOSURE, SOLVE COMPLEX PROBLEMS WITHIN STRICT TIME PERIODS, AND ENDURE NEARLY TEN HOURS OF CONSTANT MOVEMENT WHILE UNDER A LOAD. OFFICER JAGNOW AND WILLIAMS MET EACH AND EVERY HISTORICALLY HIGH STANDARD REQUIRED OF A SWAT OFFICER. THEY ENTERED A SIX MONTH PROBATIONARY PERIOD AND DURING THIS PERIOD THEY WORKED ALONGSIDE THEIR PEERS AND FIELD TRAINING OFFICERS TO DEVELOP THEIR TACTICAL KNOWLEDGE, BUILD UPON THEIR PHYSICAL ABILITIES, AND LEARN THE OPERATIONAL RHYTHM OF THE SWAT TEAM. DURING THE PROBATION, THEY ATTENDED A WEEK LONG TRAINING PROGRAM CALLED SWAT WEEK AT FORT CAVAZOS, TEXAS, AND THEY GRADUATED FROM THE TEXAS TACTICAL POLICE OFFICERS ASSOCIATION'S BASIC SWAT COURSE AND COMPLETED ALL ASSIGNED LESSONS AND TRAINING OBJECTIVES ALONGSIDE THEIR MALE COUNTERPARTS. IN SEPTEMBER, JAGNOW AND WILLIAMS RECEIVED A UNANIMOUS YES DURING A TEAM VOTE AND EARNED THEIR COVETED BLACK SHIRT, ENDING THEIR PROBATIONARY PERIOD AND SOLIDIFYING THEMSELVES AS FULL MEMBERS OF THE MCKINNEY SWAT TEAM. WHILE THEIR ACCOMPLISHMENT OF BECOMING THE FIRST FEMALE SWAT OFFICERS IN MCKINNEY'S HISTORY IS GREAT, THEY ARE QUICK TO POINT TO THE SPOTLIGHT. THE TEAM. MISTER QUINT, ARE YOU NOT COMING UP HERE? OH NO, IT'S RIGHT HERE. NO, I UNDERSTAND THE A TEAM IS HERE, BUT JUST CHARITABLY, WE'D LIKE YOU TO COME UP. NO. OKAY. OKAY CITY OF MCKINNEY. PROCLAMATION WHEREAS CHANGE IS CONSTANT AND AFFECTS ALL CITIES, TOWNS, SUBURBS, COUNTIES, BOROUGHS, TOWNSHIPS, RURAL AREAS, AND OTHER PLACES. AND WHEREAS COMMUNITY PLANNING AND PLANS CAN HELP MANAGE THIS CHANGE IN A WAY THAT PROVIDES BETTER CHOICES FOR HOW PEOPLE WORK AND LIVE. SESSION. ITEM 24 2016. UPDATE ON ELECTIONS FOR COLLIN CENTRAL APPRAISAL DISTRICT BOARD OF DIRECTORS. THIS COMES AFTER. GOOD AFTERNOON, MAYOR FULLER AND COUNCIL MEMBERS. CITY SECRETARY THIS EVENING. AS YOU KNOW, THE COUNCIL WILL BE DISCUSSING WHETHER TO APPOINT SOMEONE OR NOMINATE SOMEONE TO BE PLACED ON THE COLLIN CAB BALLOT. SO WE THOUGHT THIS WOULD BE A GREAT TIME TO JUST PROVIDE A REMINDER OF SOME OF THE CHANGES THAT HAVE TAKEN PLACE FROM THE STATE IN TERMS OF THE COMPOSITION OF THE COLLIN CAB BOARD. OKAY, IN GENERAL, HISTORICALLY, THE CAB HAS CONSISTED OF FIVE MEMBERS THAT ARE APPOINTED BY THE TAXING ENTITY. SO, OF COURSE, THE CITY OF MCKINNEY. MCKINNEY ISD AND THE OTHER PARTICIPANTS ACROSS THE COUNTY TO APPOINT WHO SERVES ON THAT BOARD. AND THEY'RE GENERALLY APPOINTED TO A TWO YEAR TERM. IN 2023, THE STATE LEGISLATURE DECIDED TO ADD THREE ADDITIONAL MEMBERS TO THAT BOARD WHO ARE PUBLICLY ELECTED DURING ELECTION CYCLES, AS WELL AS TO MODIFY THE TERMS TO BECOME FOUR YEAR TERMS INSTEAD OF TWO YEAR[00:10:05]
TERMS. SO WE RECENTLY IN THE MAY 4TH ELECTION, THERE WERE THREE CANDIDATES WHO WERE UNOPPOSED FOR THOSE ELECTED SEATS, SO THEY WERE CERTIFIED TO SERVE ON THAT BOARD WITHOUT AN ACTUAL ELECTION, TAKING PLACE. AND THAT'S IN ACCORDANCE WITH STATE LAW. AND THEN, OF COURSE, THE FIVE MEMBERS YOU DID APPOINT AND NOMINATE AND GO THROUGH THAT PROCESS OF ELECTIONS LAST YEAR.BUT OF COURSE, THERE IS SOME TIME THAT TAKES PLACE TO KIND OF SORT OUT THE STAGGERING OF THE TERMS THAT ARE REQUIRED AND ESTABLISHED BY STATE. SO AS YOU CAN SEE, THE MEMBERSHIP INCLUDES THE FIVE APPOINTED MEMBERS WHICH THE TAXING ENTITIES WILL CONTINUE TO DO. YOU'RE PARTICIPATING IN A PART OF THAT PROCESS TONIGHT. THE THREE ELECTED MEMBERS WHO HAVE BEEN ELECTED AND THE TAX ASSESSOR COLLECTOR, WHO IS CURRENTLY KENNETH MOEN. THOSE THREE ELECTED MEMBERS CURRENTLY ARE ROBERT FELLOW SUN BELT ZEB AND ANDREW COOK. THOSE THREE PLACES ARE COUNTYWIDE. THEY'RE NOT, YOU KNOW, PRECINCT BASED OR ANYTHING LIKE THAT. IT'S JUST WHOEVER GETS THE MOST VOTES DURING THAT ELECTION. AND AS MENTIONED BEFORE, THOSE FOLKS ARE CURRENTLY WERE UNOPPOSED. SO THEY WERE PLACED IN THAT NEXT ELECTION WILL OCCUR IN 2026.
OKAY. SO AND LET ME BACK UP, I JUST WANT TO KIND OF SORT THIS OUT. IT CAN BE A LITTLE BIT CONFUSING. THAT'S WHY WE PUT A LOT OF THIS ON PAPER. I WON'T GET TOO MUCH INTO THE WEEDS. WE WANT TO CLARIFY THAT THE REASON THEY HAD THAT ELECTION IN MAY WAS TO JUST GET PEOPLE IN THOSE SEATS, BUT THE GENERAL ELECTION CYCLE WILL BE EVERY OTHER NOVEMBER WHEN THIS GROUP FIRST MEETS IN JANUARY, THEY WILL DRAW LOTS TO DETERMINE WHO'S GOING TO BE ON THOSE STAGGERED CYCLES, AND THAT WON'T BE APPOINTED BY ANYONE. THEY WILL DRAW LOTS TO MAKE THOSE DETERMINATIONS. THE NEXT GROUPING OF DIRECTORS ARE THE APPOINTED DIRECTORS. SO AGAIN, THAT'S VERY SIMILAR TO WHAT THE TAXING ENTITIES HAVE ALREADY BEEN DOING WITH THE CITY OF MCKINNEY HAS BEEN DOING, WHICH IS PARTICIPATING IN A NOMINATION PROCESS. ONCE YOU MAKE YOUR NOMINATIONS TODAY, WE'LL TURN THAT INFORMATION OVER TO THE COUNTY. THE COUNTY WILL, BUILD AN ACTUAL BALLOT THAT WILL BE SENT BACK OUT TO US, AND YOU WILL CAST YOUR VOTES FOR THE INDIVIDUAL OR INDIVIDUALS THAT YOU WOULD LIKE TO SEE SERVE ON THAT BOARD. AND AGAIN, THERE'S A STAGGERING THAT DID NOT EXIST BEFORE. SO THAT WILL THOSE MEMBERS WILL DRAW LOTS IN JANUARY TO DETERMINE WHAT THOSE STAGGERS ARE.
