ALL RIGHT. FIRST ORDER OF BUSINESS IS PROCLAMATION FOR NATIONAL NIGHT OUT. ITEM 242019.THANK YOU FOR JOINING ME. CITY OF MCKINNEY PROCLAMATION. WHEREAS ONE OF THE BEST WAYS TO BUILD A SAFER COMMUNITY IS TO KNOW YOUR NEIGHBORS AND YOUR SURROUNDINGS. AND SINCE THE 1980S, THE NATIONAL NIGHT OUT PROGRAM HAS BROUGHT NEIGHBORHOODS AND LAW ENFORCEMENT TOGETHER UNDER POSITIVE CIRCUMSTANCES, SUPPORTING A SENSE OF COMMUNITY.
AND WHEREAS NATIONAL NIGHT OUT IS A FUN WAY TO INCREASE NEIGHBORHOOD SPIRIT, RESIDENTS ARE ENCOURAGED TO LEARN ABOUT AND PARTICIPATE IN NEIGHBORHOOD BLOCK PARTIES, COOKOUTS, AND OTHER ACTIVITIES SUCH AS SAFETY DEMONSTRATIONS, EXHIBITS, AND VISITS WITH EMERGENCY PERSONNEL AND CITY OFFICIALS DURING NATIONAL NIGHT OUT. AND WHEREAS, IN THE STATE OF TEXAS, NATIONAL NIGHT OUT IS CELEBRATED ANNUALLY ON THE FIRST TUESDAY IN OCTOBER. THE CITY OF MCKINNEY, TEXAS, SUPPORTS THE PUBLIC SAFETY TEAM OF POLICE, FIRE, AND EMERGENCY MANAGEMENT AND THEIR COMMUNITY PARTNERSHIPS FOR NEIGHBORHOOD SAFETY AWARENESS AND COOPERATION. AND WHEREAS IT IS ESSENTIAL THAT ALL CITIZENS BE AWARE OF THE IMPORTANCE OF CRIME AND FIRE PREVENTION PROGRAMS AS WELL AS THE IMPACT THEIR INVOLVEMENT CAN HAVE TOWARDS REDUCING CRIME, DRUGS AND VIOLENCE, AND HELPING MCKINNEY, TEXAS REMAIN ONE OF THE SAFEST CITIES IN THE COUNTRY. NOW, THEREFORE, I, GEORGE FULLER, BY THE POWER VESTED IN ME AS MAYOR OF THE CITY OF MCKINNEY, TEXAS, DO HEREBY PROCLAIM TUESDAY, OCTOBER 1ST, 2024, AS NATIONAL NIGHT OUT IN MCKINNEY, TEXAS, ENCOURAGING RESIDENTS TO JOIN PUBLIC SAFETY DEPARTMENTS AND THE NATIONAL ASSOCIATION OF TOWN WATCH IN SUPPORTING NATIONAL NIGHT OUT EVENTS. SO I ALWAYS HAVE THE OPPORTUNITY TO GO OUT AND MEET WITH DIFFERENT NEIGHBORHOODS TO TALK ABOUT COMMUNITY SAFETY AND WAYS TO KEEP OUR COMMUNITY SAFE, WAY TO KEEP OUR NEIGHBORHOODS SAFE. SO NATIONAL NIGHT OUT IS A GREAT TIME TO COME OUT AND FELLOWSHIP AND HAVE FOOD AND ENCOURAGE THAT PARTNERSHIP. CONTINUED PARTNERSHIP WITH WITH THE COMMUNITIES AND CONTINUED PARTNERSHIP BETWEEN THE POLICE AND THE COMMUNITIES. SO WE HAVE 25 REGISTERED NEIGHBORHOODS THIS YEAR. AND, PART OF THEM REGISTERING IS THEY COULD RESERVE WHAT'S CALLED A SUPPLY BOX AND IT'S JUST SWAG FROM THE POLICE DEPARTMENT. IT'S JUST A TOKEN OF APPRECIATION FOR THEM CONTINUING TO KEEP THEIR COMMUNITY SAFE AND ALLOWING US TO BE PART OF IT. SO THAT'S IT. DO YOU HAVE ANY DO YOU HAVE ANY COMMENT ON THE POLICE FIRE BEERSTEIN CHALLENGE THAT TOOK PLACE SATURDAY NIGHT? I HAVE NO COMMENT. THANK YOU. CAN. WE GET A PICTURE? THANK YOU. THANK YOU.

PREVENTION WEEK PROCLAMATION. AND HERE ARE THE CHAMPIONS. IF I HAD THE ROCKY THEME PLAYING, I COULD PLAY THAT. YEAH I DO, FOR THE BEERSTEIN CHALLENGE. A COMMENT ON THE. YES, OUR FIRE DEPARTMENT IS WAY TOO HUMBLE TO TALK ABOUT THE ACHIEVEMENTS THAT WE HAVE TWO YEARS IN A ROW. WE'RE WAY TOO HUMBLE TO TALK ABOUT THAT IN FRONT OF THE POLICE DEPARTMENT. WE WOULD WE WOULD NEVER DO THAT. TALKING ABOUT NINE MINUTES AND FOUR SECONDS. NINE MINUTES. NO, NO. BUT MORE THAN THE SHATTERING, THE LAST RECORD AND MORE THAN THE POLICE. YES. YES, SIR. BUT WE DON'T WANT TO TALK ABOUT THAT. NEVER. I UNDERSTAND. JUST CITY OF MCKINNEY PROCLAMATION. WHEREAS THE CITY OF MCKINNEY, TEXAS, IS DEDICATED TO THE SAFETY OF ALL RESIDENTS AND VISITORS. AND WHEREAS THE 2024 FIRE PREVENTION WEEK THEME SMOKE ALARMS MAKE THEM WORK FOR YOU, EMPHASIZES THE CRITICAL ROLE OF SMOKE ALARMS AND FIRE DETECTION.AND WHEREAS THE NATIONAL FIRE PROTECTION ASSOCIATION STATES THAT 60% OF HOME FIRE DEATHS OCCUR IN HOMES WITHOUT SMOKE ALARMS, AND WHEREAS US FIREFIGHTERS RESPOND TO OVER 336,000 HOME FIRES EACH YEAR, RESULTING IN NEARLY 3000 DEATHS AND 11,000 INJURIES. AND WHEREAS MODERN HOMES BURN FASTER DUE TO LIGHTWEIGHT MATERIALS, AND MANY HOUSEHOLD ITEMS PRODUCE TOXIC SMOKE, REDUCING ESCAPE TIME TO AS LITTLE AS 1 TO 2 MINUTES. AND WHEREAS A HOME FIRE ESCAPE PLAN SHOULD INCLUDE TWO EXITS FROM EACH ROOM, SMOKE ALARMS AND REQUIRED LOCATIONS, AND A DESIGNATED MEETING SPOT OUTSIDE AND PRACTICING THIS PLAN TWICE A YEAR PREPARES HOUSEHOLDS FOR EMERGENCIES. AND WHEREAS MCKINNEY'S FIRST RESPONDERS ARE COMMITTED TO FIRE PREVENTION AND EDUCATION. NOW, THEREFORE, I, GEORGE FULLER, BY THE POWER VESTED IN ME AS MAYOR OF THE CITY OF MCKINNEY, TEXAS, DO HEREBY PROCLAIM OCTOBER 6TH THROUGH 12TH, 2024 AS FIRE PREVENTION WEEK IN MCKINNEY, TEXAS, URGING EVERYONE TO HEED THE IMPORTANT MESSAGE OF FIRE PREVENTION WEEK AND TO SUPPORT THE MANY PUBLIC SAFETY ACTIVITIES AND EFFORTS OF THE MCKINNEY FIRE DEPARTMENT. IT'LL BE AN OPPORTUNITY TO TOUCH THE TRUCK, TO GET UP, TO SPRAY WATER FROM THE FIRE HOSES ON SOME OF THE EQUIPMENT, AND WE MIGHT SHOW SOME OF THE KIDS HOW TO HOLD THE SIGN FOR EVEN LONGER, WE'RE NOT SURE HOW THE DAY WILL GO, BUT TEACH THEM ABOUT FIRE SAFETY. SO CLASSIC. I STARTED THAT FOR THE RAMPING IT UP. ALL RIGHT. ITEM
[Presentation on McKinney Public Protection Classification (PPC) Class 1]
242021 PRESENTATION ON MCKINNEY PUBLIC PROTECTION CLASSIFICATION PPC CLASS ONE. CHIEF DOW. ALL RIGHT. MAYOR. MEMBERS OF THE CITY COUNCIL. I WOULD LIKE TO INTRODUCE ASSISTANT FIRE MARSHAL FROM THE STATE OF TEXAS, CHUCK ALLEN. AND HE HAS A PRESENTATION FOR THE CITY. GOOD EVENING, MAYOR, CITY MANAGER, CITY COUNCIL. I WANT TO SAY A SPECIAL THANK YOU ON BEHALF OF THE STATE FIRE MARSHAL'S OFFICE TO THE MAYOR, CITY COUNCIL, YOUR FIRE DEPARTMENT, YOUR WATER DEPARTMENT, YOUR 911 COMMUNICATIONS STAFF AND ALL THE STAFF THAT TOOK PLACE THAT TOOK PART IN THIS SURVEY IN 2024. IT TAKES MANY PEOPLE TO ENSURE THESE SURVEYS ARE COMPLETED AND THAT THEY'RE SUCCESSFUL. THE TEAM THE CITY COMPILED DID A PHENOMENAL JOB OF PROVIDING ALL THE INFORMATION, DOCUMENTS AND OTHER INFORMATION TO SEE THE CITY MAINTAIN THEIR CLASS ONE RATING A LITTLE BIT. SOME OF YOU MAY NOT HAVE BEEN ON THE ON THE COUNCIL BACK IN 2018, BUT YOU HAD A POPULATION OF ABOUT 225,000. THE FIRE DEPARTMENT HAD ON DUTY PERSONNEL AT ABOUT 49.88 STAFF MEMBERS. YOU HAD NINE FIRE ENGINES, NINE FIRE ENGINES, FIVE LADDER COMPANIES THAT WERE RECOGNIZED IN THAT SURVEY. YOU SCORED A 100% ON YOUR 911 DISPATCH, AND YOU WERE 40 OUT OF 40 TOTAL POINTS WITH YOUR WATER SUPPLY. YOUR MOST RECENT SURVEY IN 2024, YOU HAD INCREASED YOUR[00:10:02]
ON DUTY PERSONNEL TO 56.54 PERSONNEL. YOU HAVE TEN FIRE ENGINES, SIX LADDER COMPANIES.AND AGAIN YOU SCORED 100 OUT OF A POSSIBLE 100 ON YOUR 911 DISPATCH AND YOU HAD 39.88 ON YOUR WATER SUPPLY ON THIS SURVEY, GIVING THE CITY A TOTAL OF 91.60 POINTS IN THIS SURVEY.
THERE'S A LITTLE OVER 500 CLASS ONE COMMUNITIES ACROSS THIS GREAT COUNTRY. THERE'S 102 OF THEM IN THE STATE OF TEXAS. THIS GOES TO SHOW THAT TEXAS CARES ABOUT THE FIRE SERVICE AND PROTECTING THEIR COMMUNITIES FROM THE VULNERABILITY OF FIRE. AND OTHER RISKS. TEXAS IS THE ONLY STATE WHERE THE STATE FIRE MARSHAL HAS DIRECT OVERSIGHT AND APPROVAL FOR YOUR ISO AND YOUR PPC SCORES. NO OTHER STATE HAS THAT AVAILABILITY BEFORE YOUR SCORE IS PUBLISHED, ALL THAT STUFF COMES TO OUR OFFICE. WE HAVE TO APPROVE IT. AND THEN IT GOES TO ISO FOR PUBLISHING ON BEHALF OF COMMISSIONER KASEY BROWN WITH THE TEXAS DEPARTMENT OF INSURANCE. STATE FIRE MARSHAL DEBORAH KNIGHT AND MYSELF, WE WANT TO RECOGNIZE THE HARD WORK AND DEDICATION OF THE CITY OF MCKINNEY FOR MAINTAINING THEIR CLASS ONE RATING. THE SUPPORT THE CITY PROVIDES, THE FIRE DEPARTMENT, THE WATER DEPARTMENT 911 COMMUNICATIONS CAN BE SEEN BY THE SCORE THE CITY RECEIVED.
BETTER YET, THE CITIZENS OF MCKINNEY SHOULD BE EXCITED TO KNOW THAT THE CITY PROVIDES THE SUPPORT TO THESE DEPARTMENTS TO HELP THEM BE SUCCESSFUL. ON BEHALF OF CHIEF KNIGHT AND MYSELF, AS A TOKEN OF APPRECIATION, WE PRESENT THE CITY OF MCKINNEY WITH THIS AWARD OF ACHIEVEMENT FOR MAINTAINING YOUR CLASS ONE ISO RATING. CITY THANK YOU SIR. MAYOR. MEMBERS OF THE CITY COUNCIL. THIS IS AN INCREDIBLE ACHIEVEMENT IN THE FIRE DEPARTMENT. REALLY PROUD TO RECEIVE THIS FROM THE STATE FIRE MARSHAL'S OFFICE. BUT IT COMES FROM THE SUPPORT THAT WE HAVE FROM THE COMMUNITY, FROM THIS COUNCIL AS WELL, TO MAKE SURE THAT WE HAVE THE ASSETS, THE RESOURCES, THE STAFFING, SO THAT WE CAN MAINTAIN THAT ISO ONE. SO THANK YOU. ON BEHALF OF ALL OF OUR FIREFIGHTERS FOR SUPPORTING US. THANK YOU CHIEF. WE'VE BEEN ASKED TO DO A PHOTOGRAPH WITH YOU DOWN HERE. PERFECT THANK YOU SO MUCH. YOU'RE WELCOME. ALL IN FAVOR? AYE. OPPOSED AS THE END OF OUR REGULAR AGENDA AND PUBLIC HEARING ITEMS, I DON'T BELIEVE ANYONE HAS SIGNED UP FOR PUBLIC COMMENTS. I DO, YOU DID? I DID, I JUST DID, I JUST GOT HERE. SORRY. COME ON UP. COME ON UP. GOD, THAT COULD NOT HAVE WORKED OUT BETTER. TO END THIS ON A GOOD NOTE, Y'ALL. OKAY. HI. MY NAME IS JUST TOO EASY. I'M GOING TO START. LET'S DO THIS WHOLE MEETING OVER AGAIN IF YOU'LL SIT DOWN AND WAIT. YEAH. NO. YEAH NO. LET ME GET MY GLASSES OUT. ACTUALLY, I ACTUALLY CHECK OUT THIS FONT. LET'S TALK ABOUT THAT FOR A MINUTE. OH YEAH. I'M STILL GOING TO PUT MY GLASSES ON. I CAN SEE THAT FROM HERE. OKAY. OKAY SO I WANT TO READ OUT SOME NAMES TO YOU GUYS. YOU'RE GOING TO RECOGNIZE ALL THESE PEOPLE.JORDAN EASTER RYAN PHELAN, JOY STONE, JACKIE BRUNELL, GRAHAM MYERS, GREGORY HEARNS, ANDREW JONES, YOU KNOW THAT THEM AS YOUR WONDERFUL MAIN STREET STAFF. I'D LIKE TO ADD TO THAT THE COMMUNICATIONS AND MARKETING TEAM, THE VISITOR CENTER, VOLUNTEER MCKINNEY AND THEIR WONDERFUL VOLUNTEERS, AND ESPECIALLY ALL OF THE SETUP AND TEARDOWN GUYS, OBVIOUSLY HERE TO TALK ABOUT OKTOBERFEST, UNTIL I WAS ON THE MAIN STREET BOARD, I DIDN'T. YOU KNOW HOW HARD OF A JOB THAT IS TO SET UP AN EVENT LIKE THIS, BUT I DIDN'T UNDERSTAND ALL OF IT. AND NOW I WAS IN I'M IN THE DEPTHS OF IT NOW TO HELP OUT. AND JUST THE AMOUNT OF EFFORT IT TAKES IS CRAZY. SO I'M GOING TO READ WHAT I HAVE TO WRITE ABOUT. THE AMOUNT OF EFFORT AND MANPOWER THAT IT TAKES TO PUT ON AN EVENT THE SIZE OF OKTOBERFEST, OR ANY ONE OF OUR DOWNTOWN MAIN STREET MAIN STREET EVENTS IS SIMPLY COLOSSAL. SUNDAY IS MY DAY TO MEANDER AROUND DOWNTOWN, GO TO THE BOOTHS, EAT MY WAY THROUGH THE SQUARE. ALONG THE WAY, I TRY TO SPEAK WITH AS MANY VENDORS AS I CAN TO WELCOME THEM AND CHECK IN TO GET FEEDBACK ABOUT THEIR EXPERIENCE. WHAT I HEARD YESTERDAY, OVERWHELMINGLY, WAS PRAISE, AND NOT JUST FOR THE WEATHER. SOME OF THE COMMENTS I HEARD. MCKINNEY IS THE MOST ORGANIZED. WE HAVE THE SMOOTHEST LOAD IN OUR PROCESS AND ORGANIZATION ARE TOP NOTCH AND MANY, MANY TIMES MCKINNEY OKTOBERFEST IS OUR FAVORITE EVENT TO ATTEND AND TO BE A PART OF. THAT SPOKE VOLUMES TO ME ABOUT THE TEAMS THAT WE HAVE IN PLACE TO MAKE THAT HAPPEN, AND I JUST WANT TO SEND A SHOUT OUT OF APPRECIATION TO EVERY CITY EMPLOYEE AND VOLUNTEER WHO MADE OKTOBERFEST HAPPEN. WHAT A PHENOMENAL WEEKEND IT WAS. THEY DESERVE A SINCERE THANK YOU. A RAISE DESERVED TIME OFF, AND IF NOTHING ELSE, A FREE LUNCH. WHAT THEY DO IS JUST MIND BOGGLING. ALL TO SPOTLIGHT OUR BEAUTIFUL CITY OF MCKINNEY. THERE'S A REASON OUR MAIN STREET IS A SHINING STAR OF TEXAS AND THEY ARE IT. I JUST REALLY, I, I WAS SO PROUD. I WAS THERE ALL DAY. I WAS THERE AT 645 IN THE MORNING UNTIL TWO FRIDAY. I WAS THERE AT 10 TO 1230 ON SATURDAY AND 1130 UNTIL FIVE ON SUNDAY. SOME OF IT WAS WORKING, SOME OF IT WASN'T, BUT JUST TO LOOK AROUND AND KNOW HOW MUCH TIME IT TAKES TO DO EVEN THE SMALLEST OF LITTLE THINGS THAT NOBODY ELSE THINKS ABOUT. BUT WE DO. AND TO KNOW THAT OUR TEAM DOES IT SO WELL JUST MADE ME REALLY PROUD. AND I JUST WANTED TO HAVE A PUBLIC MOMENT TO APPRECIATE THEM. AND I HOPE THAT YOU GUYS WILL TOO. AND, YOU KNOW, LOOK AT YOU, YOU YOU COME IN WITH A CARD RIGHT AT THE RIGHT TIME AND YOU FINISH YOUR LAST WORD AT THE BUZZER. THIS IS TOO, TOO GOOD. KIM, THANK YOU FOR NUMBER ONE. THANKS FOR TAKING THE TIME AS YOU DID THIS WEEK. AND I SAW YOU OUT THERE YESTERDAY. WELL, YOU DIDN'T SAY HI. ACTUALLY, YOU WERE TALKING TO SOMEBODY, AND I STOOD THERE FOR A LITTLE BIT, AND THEN THE FUNNEL CAKE CALLED ME, AND I HAD TO GO GET IT, BUT.
AND I CAME BACK HERE. YOU HAD MOVED ON TO THE NEXT PERSON, BUT, YOU NUMBER ONE, TAKING THE TIME TO DO ALL THAT, TAKING THE TIME TO COME HERE AND REALLY HIGHLIGHTING THE STAFF ALL BY NAME AS YOU DID, AND ACKNOWLEDGING THEM. THAT'S THAT'S WE APPRECIATE THAT. AND THAT'S THAT'S GREAT. THAT SAYS A LOT ABOUT YOU, AND OF COURSE, I KNOW AS A LIAISON TO THAT BOARD AND BEING THERE EVERY, EVERY MEETING, HOW YOU ARE AN ASSET TO THE BOARD. THANK YOU. AND YOU REALLY ARE. AND YOU COME WITH A PERSPECTIVE OF, OF COURSE, DOWNTOWN. AND YOU TAKE GREAT, GREAT PRIDE. AND YOU, YOU HAVE A FIERCE YOU ARE A FIERCE MAMA BEAR PROTECTING THE INTEGRITY OF DOWNTOWN AND THEN ALSO JUST A FIERCE WORKER IN WANTING TO SEE THESE EVENTS SO SUCCESSFUL. AND
[00:25:02]
THE NUMBER I HEARD YESTERDAY, WAS THAT WE WERE UP LIKE 48% IN, IN ATTENDANCE FROM PREVIOUS YEARS AND OVER 75,000. YEAH. THAT WAS THAT'S A CRAZY NUMBER OF PEOPLE. AND IT WENT OFF WITHOUT A HITCH. AND THE ONLY THING I WOULD ADD TO WHAT YOU SAID AND EVERYTHING YOU SAID IS PERFECT. I WOULD ADD OUR POLICE AND FIRE WHO WHO ARE DOWN THERE THAT. OH, NO, I KNOW, I KNOW, I KNOW, IT'S IN THE HEART IN YOUR HEART. YOU JUST YOU HAD THE BUZZER. IF YOU SAID POLICE AND FIRE, YOU'D BEEN OVER, SO I'M GOING TO SAY IT. OKAY, BUT POLICE AND FIRE AND EMERGENCY TEAM DOWN THERE, WHO, YOU KNOW, THEY'RE JUST THEY'RE CREATING A GREAT SENSE OF SECURITY AND MAKING THAT SECURITY A REALITY. SO WE APPRECIATE THEM SO MUCH, AS I KNOW YOU DO AS WELL. SO THANK YOU. AND THANKS AGAIN FOR TAKING THE TIME TONIGHT TO COME SAY THAT. YEAH. Y'ALL HAVE A GOOD NIGHT. TAKE CARE. THANK YOU. THANK YOU. ALL RIGHT. ALL RIGHT. THAT IS THE END OF OUR[COUNCIL AND MANAGER COMMENTS]
REGULAR AGENDA. AND PUBLIC HEARING ITEMS. AND THE END OF CITIZEN COMMENTS. ANY COUNCIL COMMENTS WANT TO BE MADE? JUST START YOUR END IF YOU DO. I DON'T HAVE ANY TONIGHT. THANK YOU. I'M GOOD. HERE. MCKINNEY NORTH ON SEPTEMBER 20TH. THEY CAME INTO THE GAME ZERO AND THREE, BUT THEY HAD PLAYED NOTHING BUT SIX EIGHT FOOTBALL PROGRAMS AND I GOT TO SEE THEIR FIRST ROUND WITH A QUALITY FIVE-A TEAM. AND I BELIEVE THE FINAL SCORE WAS 57 TO 17, IN FAVOR OF NORTH. THEY'VE GOT A GOOD PROGRAM GOING ON THERE. THEY ALWAYS DO. AND IT'S SOMETHING FOR EACH AND ALL OF YOU TO BE EXTREMELY PROUD OF YOUR YOUNG MEN AND WOMEN, NOT ONLY NORTH ON THE FOOTBALL TEAM, THEIR CHEERLEADERS AND THEIR BAND. THEY'RE OUT THERE WORKING HARD FOR YOU. GET OUT AND EXPRESS YOUR PRIDE. THANK YOU VERY MUCH. NOW NO, I DON'T HAVE MUCH. I JUST. SO A COUPLE THURSDAYS AGO, I HAD THE OPPORTUNITY TO FLY TO DC FOR THE COLLIN COUNTY DROP IN AND GOT TO HEAR A LOT OF CONGRESSMEN SPEAK AND CONGRESSWOMEN SPEAK ON THINGS LIKE IMMIGRATION, TRADE. WE HAD THE PRIVILEGE TO HEAR CONGRESSMAN CONGRESSWOMAN BETH VAN DUYNE SPEAK ON, WORKFORCE. WE EVEN HAD ONE OF OUR OWN INNOVATION FUND WINNERS IN MCKINNEY COME DOWN AND SPEAK ON CYBERSECURITY. HE OWNS A COMPANY CALLED CONTRA FORCE, WHICH IS ONE OF OUR RECIPIENTS, WHICH WAS A GREAT PRESENTATION ON CYBERSECURITY AND AI AND WHERE AI IS GOING ALL AROUND A GREAT EVENT. WE HAVE OUR OUR OWN CONGRESSMAN, KEITH SOUTH, GAVE PRIVATE TOURS OF THE CAPITOL, THE INTIMATE, TOUR. GOT TO SEE THINGS YOU DIDN'T NORMALLY GET TO SEE ON A BASIC TOUR. SO IT WAS A GREAT EVENT, GREAT FOR COLLIN COUNTY TO BE ABLE TO GO OUT THERE AND GET TO SPEAK FACE TO FACE WITH OUR OUR FEDERAL OFFICIALS AND SO, YEAH, IT WAS A GREAT TIME. OBVIOUSLY, OKTOBERFEST, WE'VE A LOT OF US ATTENDED. I'LL I'LL PROBABLY LEAVE THAT FOR THE MAYOR. HE WAS HE HAD A GOOD JUDGING EVENT, YOU KNOW, WITH OUR WITH OUR WITH OUR FINEST MCKINNEY'S FINEST THE POLICE AND FIRE. SO I WON'T TAKE YOUR THUNDER THERE. I'LL LEAVE THAT FOR HIM. ALL RIGHT. FIRST, I WANT TO START AND SAY WE HAD A FANTASTIC PRESENTATION DURING OUR WORK SESSION WHERE ANNA ANNA JUNEAU AND CORINNE WILLIAMS WERE HONORED AS THE TWO FIRST WOMEN TO BE ON THE MCKINNEY SWAT TEAM. IT IS NOT LOST ON ME HOW DIFFICULT IT MUST BE AND HOW JUST PROFESSIONALLY EXCELLENT. YOU HAVE TO BE TO ACHIEVE THAT LEVEL OF PROFESSIONAL SUCCESS, ESPECIALLY IN A VERY MALE DOMINATED FIELD. BUT THESE TWO WOMEN ARE AMAZING. I UNDERSTAND THAT SOMEBODY HAD 18 PULL UPS AS PART OF THE PHYSICAL EXAM, PART OF THAT. AND SO WE'RE JUST SUPER PROUD OF THAT. I JUST WANTED TO PUBLICLY ACKNOWLEDGE BOTH OF THOSE LADIES BECAUSE THAT'S OUTSTANDING WORK, I HAD THE OPPORTUNITY TO SPEAK ON A PANEL AT A PUBLIC POLICY FORUM THAT WAS THROWN BY THE ALPHA KAPPA ALPHA SORORITY, THE OMEGA ALPHA OMEGA CHAPTER, WHICH WAS OVER IN FRISCO. I'M HONORED TO BE A GUEST OF DANETTE DAVIS, WHO'S ON THE SCHOOL BOARD THERE IN FRISCO. AND WE HAD A LOVELY GROUP OF WOMEN TALKING ABOUT BEHAVIORAL HEALTH POLICY AND FUNDING AND ALSO PUBLIC SERVICE AND WHAT IT MEANS TO RUN FOR OFFICE AND WHAT IT MEANS TO SERVE YOUR COMMUNITY. SO I WANTED TO THANK THAT GROUP BECAUSE THEY HAD SOME GREAT QUESTIONS, AND IT WAS JUST A VERY WELL ORGANIZED EVENT. I DO WANT TO RECOGNIZE THE ALPHA PHI ALPHA GROUP THAT IS ACTUALLY HERE. CAN YOU GUYS WAVE FOR ME, PLEASE? WONDERFUL GROUP OF GUYS.THEY ACTUALLY APPROACHED ME AND SAID, WE WANT TO GET INVOLVED IN MCKINNEY. WE WANT TO COME AND GET INGRAINED IN THE COMMUNITY AND FIGURE OUT, YOU KNOW, WHAT ARE THE NEEDS OF THE COMMUNITY? HOW CAN WE HELP? THESE ARE MY FAVORITE KIND OF PEOPLE WHO COME UP AND TALK TO ME. AND I JUST WANT TO SAY THANK YOU, BECAUSE A LOT OF TIMES, YOU KNOW, WE GET APPROACHED ABOUT ISSUES AND WE WANT TO HEAR ABOUT THE ISSUES. WE WANT TO TRY TO HELP SOLVE THE PROBLEMS. BUT IT'S SO GREAT TO HAVE PEOPLE WHO SAY, WE WANT TO COME IN ALONG WITH YOU AND HELP TO SOLVE SOME OF THE PROBLEMS IN
[00:30:06]
OUR COMMUNITY. SO I JUST WANTED TO OPENLY THANK THEM. WE HAD A NICE MEETING ON SATURDAY WHERE WE AGAIN TALKED ABOUT MCKINNEY, THE HISTORY OF MCKINNEY, WHAT IT MEANS TO BE A PUBLIC SERVANT IN SOME WAYS TO GET INVOLVED. SO I JUST WANTED TO PUBLICLY THANK YOU ALL FOR COMING OUT AND SHOWING SUPPORT TONIGHT. APPARENTLY I WAS THE FIRST WOMAN TO TAP THE KEG AT OKTOBERFEST.WHAT? AND I HIT IT LIKE A GIRL, YOU KNOW? SO WE GOT IT. WE GOT NICE TAP ON THAT. I DID NOT HIT IT SIDEWAYS. WE DIDN'T SPRAY YOU KNOW, SPRAY BEER ON EVERYBODY. THANK GOODNESS, BUT WANTED TO AGAIN, JUST REITERATE WHAT KIM SAID ABOUT THE WE HAVE AN AMAZING STAFF. THEY PUT A LOT OF WORK AND TIME INTO THIS. IT'S VERY STRESSFUL. THERE ARE LAST MINUTE THINGS THAT REALLY CAN, YOU KNOW, CAUSE A LOT OF STRESS FOR THEM, BUT THEY HANDLE IT SO WELL. IT WAS WELL ATTENDED. IT WAS A LOT OF FUN. EVERYONE WAS HAPPY. JUST WANTED TO THANK EVERYONE ONCE AGAIN FOR PUTTING ON ANOTHER GREAT FESTIVAL FOR US, JUST A COUPLE OTHER THINGS. GOT A CHANCE TO GO TO COURT OVER IN ALLEN. THEY HOSTED AN EVENT FOR NORTH TEXAS GIVING DAY, AND WE HAD SOME OF MCKINNEY'S NONPROFITS THAT WERE FEATURED THERE. SO I WANTED TO THANK YOU FOR THAT. IF YOU DON'T KNOW ABOUT NORTH TEXAS GIVING DAY, GO GOOGLE IT. IT'S A GREAT OPPORTUNITY TO DONATE TO A NUMBER OF THE NONPROFITS IN THE ORGANIZATIONS THEY TAKE MONEY ALL YEAR. YOU DON'T HAVE TO WAIT FOR NORTH TEXAS GIVING DAY. SO IF YOU MISSED IT, PLEASE GO LOOK AT THE LIST AND FIND A GROUP THAT YOU ARE PASSIONATE ABOUT. AND PLEASE CONTRIBUTE BECAUSE WE HAVE A TON OF GREAT NONPROFITS IN THE AREA. AND THEN LASTLY, I WANT TO THANK THE TEAM WITH T.D. JAKES ENTERPRISES AND SPECIFICALLY THE GOOD SOIL GROUP, WHO IS, JUST THIS PAST YEAR, STARTED AN INITIATIVE TO EDUCATE AND EQUIP OUR BUSINESS OWNERS HERE IN THE NORTH TEXAS REGION. THEY DO THINGS LIKE HELP TO, YOU KNOW, FIND INVESTMENT SEED MONEY FOR A LOT OF START UPS AND TO ENCOURAGE PEOPLE TO SCALE THEIR BUSINESS. BUT THERE WAS A WOMEN'S CONFERENCE IN IN ARLINGTON, AND I WAS INVITED BY THE GOOD SOIL GROUP TO GO OUT THERE, GOT AN OPPORTUNITY TO TALK ABOUT ALL OF THE WONDERFUL ECONOMIC OPPORTUNITY OPPORTUNITIES HERE IN MCKINNEY AND REALLY EXCITED TO SEE THEM COME IN. AND YOU KNOW, BE A PART OF THAT HERE IN THE FUTURE. SO JUST WANTED TO GIVE THEM A PUBLIC THANK YOU FOR THAT. MR. MAYOR, I HAVE SOME LATE BREAKING NEWS AND I WANTED TO VERIFY THIS BEFORE I MADE A PUBLIC ANNOUNCEMENT. WE HAVE A YOUNG RUNNING BACK NAMED GREG ARD, WHO IS NUMBER FIVE FOR MCKINNEY NORTH, AND HE IS RUSHING FOR 204 YARDS PER GAME. WOW. IT'S OFF THE CHARTS. WOW NICE. WELL, NO. OKAY, WELL, A COUPLE OF THINGS, KIM BLACK KIND OF STOLE MY THUNDER, BUT I WANT TO THANK KIM BLACK FOR COMING HERE AND SHARING. NOTHING MAKES SOMEBODY IN MY POSITION MORE PROUD THAN TO SEE SOMEBODY FROM THE RESIDENCE OR FROM OUR CUSTOMERS, OUR COMMUNITY, OR EITHER BUSINESSES OR RESIDENTS COME IN AND PRAISE OUR STAFF FOR THE GREAT JOB. SO THANK YOU. IT MEANS A HUNDRED TIMES MORE PERHAPS THAN WHAT I COULD SAY, BUT I'M GOING TO SAY IT ANYWAY. I DO WANT TO THANK OUR TEAM, OUR POLICE AND FIRE AND EMERGENCY RESPONSE FOLKS WERE IN FULL FORCE. BUT THEY'RE NOT JUST THERE IN FULL FORCE. THEY'RE THERE. THEY'RE APPROACHABLE. THE PEOPLE CAN GO TALK TO THEM. AND THAT MAKES A BIG, BIG DIFFERENCE. WHEN THE RESIDENTS FEEL LIKE THEY CAN ACTUALLY APPROACH THEIR SWORN POLICE AND FIREFIGHTERS AND HAVE A CONVERSATION WITH THEM, AND WE APPRECIATE THAT. OUR CREWS, THE MAINTENANCE CREWS WHO STAND THERE OR THEY'RE IN THEIR GOLF CARTS SITTING ON STANDBY DURING THE WHOLE EVENT, WAITING TO SPRING INTO ACTION. AND IT REALLY IS A GREAT THING TO SEE.
WE VERY MUCH APPRECIATE THAT. AND OF COURSE, ANDREW JONES AND HIS TEAM IS JUST OUTSTANDING.
THEY'VE DONE AN AMAZING JOB. ANDREW IS SO LOW KEY, BUT HE HE AND HIS TEAM REALLY ARE. THEY THINK OF ABOUT EVERYTHING. THEY'RE YOU KNOW NOTHING'S PERFECT. BUT BOY THEY THEY SURE DO PUT AN AWFUL LOT OF THOUGHT INTO IT. AND WE'RE VERY APPRECIATIVE TO THEM FOR THAT.
SO THANK YOU AGAIN TO OUR TEAM FOR MAKING ANOTHER GREAT OKTOBERFEST. MOTHER NATURE HELPED US TOO BECAUSE IT WAS FANTASTIC WEATHER, WHICH CERTAINLY HELPED WITH THE NUMBERS, I THINK. WE ALSO AGAIN WAS MENTIONED ABOUT NATIONAL NIGHT OUT TOMORROW. IT'S A IT'S AN ANNUAL THING IN TEXAS. WE DO IT IN OCTOBER. THE REST OF THE COUNTRY TYPICALLY DOES IT IN AUGUST, BUT IT'S AWFULLY HOT IN AUGUST. WE USED TO DO IT IN AUGUST AND IT WAS HOT, SO WE'RE WE'RE ALWAYS LOOKING FORWARD TO IT. IT'S A GREAT ANNUAL EVENT. IT'S UNIQUE IN MCKINNEY BECAUSE THEY REALLY DO CREATE A SET OF NEIGHBORHOOD BLOCK PARTIES. AND THE MORE NEIGHBORHOODS THAT WANT TO PARTICIPATE, THE BETTER. AND IT REALLY IS KIND OF A FUN WAY TO DO IT. OFTENTIMES, NATIONAL NIGHT OUTS ARE HELD AT A AT A GENERAL LOCATION, A CENTRAL LOCATION. IT'S A LOT LIKE A TOUCH-A-TRUCK EVENT, BUT THIS ONE IS WE GO OUT TO THE NEIGHBORHOODS AND THE NEIGHBORHOODS WELCOME OUR POLICE AND FIREFIGHTERS. AND AGAIN, IT REALLY IS ONE OF THE THINGS THAT MAKES MCKINNEY UNIQUE AND BUILD NEIGHBORHOOD CONNECTIONS. SO WE VERY MUCH APPRECIATE THAT. AND THAT IS ALL I HAVE, SIR. OH I'M SORRY. ONE MORE. ONE OTHER THING. THIS LAST WEEK WAS THE

ICMA IS THE INTERNATIONAL CITY COUNTY MANAGEMENT ASSOCIATION. IT IS THE PROFESSIONAL ASSOCIATION FOR PROFESSIONAL CITY MANAGEMENT FOLKS AND WE HAD THE OPPORTUNITY, THE PLEASURE TO SEE ONE OF OUR STAFF, JOHN CUNNINGHAM, WHO WAS OUR TRAINING COORDINATOR, HE IS OR TRAINING ADMINISTRATOR, AND HE WAS RECOGNIZED FOR HE RECEIVED THE NATIONAL AWARD, THE ICMA NATIONAL AWARD FOR THE CATEGORY OF EARLY CAREER LEADERSHIP, FOR THE ICMA FOR 2024. SO THAT'S A GREAT HONOR FOR US TO HAVE ONE OF OUR MEMBERS OF OUR TEAM GET SUCH A NATIONAL RECOGNITION. IT WAS VERY COMPETITIVE. 7000 PROFESSIONAL CITY MANAGEMENT FOLKS TYPICALLY ATTEND THIS EVENT, AND IT WAS GREAT TO SEE JOHN UP THERE GETTING AN AWARD. SO THANK YOU. THAT'S ALL I HAVE RIGHT? YES. OKTOBERFEST CAME AGAIN. I ALREADY SAID THANK YOU, BUT THANK YOU, THANK YOU, THANK YOU FOR, AS PAUL SAID, COMING UP AND SHARING THAT IT'S REALLY GREAT, THE I MENTIONED SEVERAL TIMES THROUGH THE NIGHT, YOU ALL KNOW WHAT THE, THE FIRE AND POLICE BEERSTEIN CHALLENGES. SO THEY, THEY COMPETE. HOLD THAT. THERE'S FIVE POLICE AND FIVE FIRE AND THEY COMPETE TO SEE WHO CAN HOLD IT THE LONGEST. AND THE WINNER THIS YEAR WAS THE SAME AS LAST YEAR, DEREK ALTON, HE HELD IT FOR I THINK IT WAS NINE MINUTES AND FOUR SECONDS, SOMETHING LIKE THAT. YOU KNOW, AND OVER NINE MINUTES AND WON THE ONE. I'M SORRY. FIRE. I SAID POLICE FIRE ONE. I SAID I TRIED TO GIVE IT TO YOU, BUT I CAN'T. I'M SORRY. DEREK ALTON. FIREMEN FIRE ONE. THEY WON LAST YEAR AS WELL. THE YEAR BEFORE, OF COURSE, WAS WON BY RON ALEXANDER WITH THE POLICE DEPARTMENT. BUT IT WAS A LOT OF FUN, A TREMENDOUS AMOUNT OF PEOPLE OUT THERE SUPPORTING THEM. AND JUST PARTICIPATING. AND IT WAS JUST GREAT, GREAT, GREAT FUN TO SEE THAT IN OUR DOWNTOWN. AND AGAIN, ALL THE KIM, YOU SAID, HOW MANY PEOPLE 175,000, 35,000. I THINK THE PROJECTION WAS 70. WE IT'S OVER 70. THAT'S A GREAT, GREAT WEEKEND FOR DOWNTOWN MCKINNEY, IT WAS ALREADY MENTIONED EARLIER TODAY. SATURDAY IS A FIRE SAFETY DAY AT ROY AND HELEN HALL LIBRARY FROM 10 TO 12, ALSO, THE SATURDAY THERE'S A FREE FRIENDS AND FAMILY SOCCER CAMP AT 1850 WINDINGBROOK. AND IT'S FROM 530 TO 730. BOHO MARKET IS AT TUFTS FROM 1 TO 6, AND THAT'S GREAT FOR ONE OF A KIND, HANDMADE, ETHICALLY SOURCED, AS THEY SAY, PRODUCTS DOWN THERE. AND THEN SATURDAY IS ALSO A WESTERN SWING WITH DAVID ALEXANDER BAND, AT THE BOYD AUDITORIUM. AND SO MCKINNEY PHILHARMONIC ORCHESTRA WILL BE PERFORMING WITH DAVE ALEXANDER, AND IT WILL BE A LOT OF FUN IF YOU WANT TO FIND SOMETHING TO DO DIFFERENT THAN YOU MIGHT NORMALLY DO ON A SATURDAY NIGHT, IT'S FROM 7 TO 8 AND TICKETS ARE 20 TO $25.
