THIS FORWARD THINKING AMENDMENT WOULD REDUCE THE BURDEN ON OUR CITY AND DEVELOPERS FROM TWO SPACES FOR MULTI-FAMILY DWELLING, DOWN TO 1.75 SPACES. I WOULD LIKE TO ADD THAT IT SHOULD BE OUR GOAL TO REDUCE THAT NUMBER EVEN FURTHER IN THE FUTURE, IF POSSIBLE. PARKING REQUIREMENTS REDUCE THE CITY'S ABILITY TO NOT ONLY BUILD BEAUTIFUL SPACES FOR THE FUTURE, BUT ALSO TO BUILD ADAPTIVELY FOR THAT FUTURE. BY COMPARISON, ONLY 6% OF HOMEOWNERS MADE $25,000 OR LESS PER YEAR. SIMPLY PUT, UNNECESSARY PARKING, PARTICULARLY EXCESS MULTI-FAMILY PARKING, WHICH DISPROPORTIONATELY IMPACTS THOSE MEMBERS OF OUR COMMUNITY WHO ARE MOST LIKELY TO FEEL THE LOSS OF AN EXTRA 200 OR $300 PER MONTH. GIVEN THAT MANY OF THOSE COMMUNITY MEMBERS ALSO QUALIFY FOR TRANSPORTATION ASSISTANCE THROUGH MUD, THEY ARE EFFECTIVELY PAYING MORE FOR RENT FOR A PARKING SPACE THEY MAY NOT EVEN USE. AS LONG AS WE ARE CAR DEPENDENT AND LACK PUBLIC TRANSIT INFRASTRUCTURE, AS A CITY, WE WILL UNFORTUNATELY NEED PARKING. HOWEVER, THIS PROPOSED AMENDMENT IS A STEP IN THE RIGHT DIRECTION. I'M GOING TO GIVE YOU A BRIEF HISTORY OF WHAT WE'VE DONE FOR TECHNICAL RESCUE IN THE MCKINNEY FIRE DEPARTMENT, TALK ABOUT OUR CURRENT RESPONSE CAPABILITIES AND THEN GIVE YOU SOME DIRECTION AND SOME FUTURE FOR OUR PROGRAM. SO AS WE LOOK ACROSS OUR CITY AND I KNOW YOU GUYS KNOW PROBABLY BETTER THAN ANYBODY, JUST THE AMOUNT OF INFRASTRUCTURE WORK AND GROWTH THAT IS OCCURRING IN OUR CITY. SO THE PICTURE ON THE LEFT HERE IS A TRENCH THAT OCCURRED AT THE STONEBRIDGE RANCH COUNTRY CLUB. THEY'RE DOING SOME INFRASTRUCTURE WORK THAT HAS LEFT WALL COLLAPSE AND PINNED ONE OF THE ONE OF THE WORKERS IN THE TRENCH. THE MIDDLE PICTURE IS TAKEN. THIS IS A WATER DISTRIBUTION WORKER. THEY'VE CUT A TRENCH ABOUT AS WIDE AS THE WIDTH OF A BUCKET. AND HE'S DOWN THERE TRYING TO FIND SOMETHING WITH NO SHORING IN THE WALL. THE PICTURE ON THE FAR RIGHT IS A VERTICAL SHAFT THAT GOES DOWN INTO A TUNNEL THAT IS DUG UNDERNEATH THE ELM FORK OF THE TRINITY RIVER, SO THAT WE CAN GET WATER FROM THE NEW LAKE INTO MCKINNEY AND INTO THE PUMP STATION. WE HAD AN INCIDENT IN THE BOTTOM OF THAT PARTICULAR VERTICAL SHAFT RIGHT AFTER THEY COMPLETED IT ON THE FAR LEFT HERE. THIS IS THE TOP OF A CRANE. SO THIS IS A CONSTRUCTION CRANE THAT WAS AT RAYTHEON. THIS IS ACTUALLY A TRAINING EXERCISE THAT WE PUT ON IN THAT CRANE, BECAUSE WE WERE CONCERNED ABOUT HAVING TO GET SOMEONE FROM THE TOP OF THE CRANE TO THE BOTTOM OF THE CRANE. THE MIDDLE PICTURE IS ANOTHER TRAINING EVOLUTION. THAT'S A CONCRETE TRUCK THAT'S ROLLED OVER ON TOP OF A PASSENGER VEHICLE. CONCRETE TRUCK FULL OF CONCRETE IS REALLY QUITE HEAVY. THOSE AREN'T THE SORT OF THINGS YOU JUST GRAB AHOLD OF AND PICK UP AND THE FAR RIGHT IS AN INCIDENT THAT OCCURRED ON HIGHWAY 75. THAT'S THE BACK OF A PICKUP TRUCK THAT ENDED UP UNDERNEATH A TANDEM TRAILER OF A OF A HEAVY VEHICLE, A BOX TRUCK RUNNING DOWN 75. AGAIN, NOT GENERALLY SOMETHING YOU WOULD JUST RUN INTO EVERY DAY. BUT WE DO HAVE TO GET THAT TRUCK THE BOX UP SO WE CAN REMOVE THE PICKUP FROM UNDERNEATH IT. ON THE FAR LEFT THERE. THIS IS A PICTURE THAT WAS TAKEN NOT TOO LONG AGO. WE HAD AN INCIDENT HERE THE NIGHT BEFORE THIS PHOTOGRAPH WAS TAKEN, AND WE ENDED UP WITH A DODGE RAM ON THE FRONT PORCH OF THIS PARTICULAR HOUSE, AND IT SHIFTED A FEW PARTS OF THE ACTUAL BUILDING ITSELF. SO ONCE THE TRUCK WAS REMOVED, WE CAME BACK AND WE SHORED THAT FRONT PORCH OF THAT HOME UP. IF WE HADN'T DONE THAT, THAT FRONT PORCH WOULD HAVE FALLEN OFF. THE MIDDLE PICTURE WAS ACTUALLY TAKEN ON MY LAST TOUR AT WORK. WE HAD A MEDICAL CALL THAT CAME IN, AND IT'S HARD TO SEE WHEN THOSE ARE REFLECTIVE VESTS. THOSE ARE AT THE BOTTOM OF A 30 FOOT SHAFT UNDERGROUND. THAT'S GOING TO BECOME A SEWER LINE THAT CONNECTS THE NORTH END OF TOWN INTO THE PUMP STATION ON AIRPORT DRIVE. THOSE ARE WORKERS THAT ARE DOWN THERE. THEY'RE PUTTING IN A NEW INFRASTRUCTURE PIECE. WE HAD A MEDICAL CALL. ONE OF THE PEOPLE THAT WAS IN THERE STARTED HAVING DIFFICULTY BREATHING. WHEN THEY HAVE DIFFICULTY BREATHING, SOMEONE'S GOT TO GO DOWN THERE AND GET THAT PERSON AND BRING THEM BACK OUT AGAIN. AND TO THE RIGHT HERE. THIS IS A TYPICAL THING THAT OCCURS FOR US IN A FEW PARTS OF TOWN. EVERY TIME IT RAINS REAL HARD, THE ROADS FLOOD. EVEN THOUGH THERE'S LOTS OF GREAT COMMUNICATION OUTWARD FROM THE FIRE DEPARTMENT AND THE STATE AND FEMA ABOUT TURN AROUND, DON'T DROWN. WE HAVE PEOPLE THAT MANAGE TO DRIVE THEIR CARS INTO MOVING WATER AND HIGH WATER EVERY YEAR. THIS IS A PICTURE THAT WAS TAKEN RESCUING TWO PEOPLE OUT OF THEIR VEHICLE ABOUT A YEAR AGO. SO THE INCREASED FREQUENCY AND PROBABILITY AND COMPLEXITY OF THESE ISSUES CONTINUES TO HAPPEN. THIS IS ANOTHER VERTICAL SHAFT. THIS IS A MANHOLE. WE HAD A WORKER DOWN THERE THAT WAS DOING SOME NONDESTRUCTIVE TESTING OF A SEWER LINE OVERCOME BY GAS, FELL, SLIPPED AND BROKE HIS LEG. HE HAS TO COME OUT. AND THIS IS AT RIDGE AND WILMOTH. THIS IS A LARGE OPEN TRENCH AND THIS IS AN EXCAVATOR. THE OPERATOR OF THE EXCAVATOR MANAGED TO FLIP THE EXCAVATOR OVER. LUCKILY HE DIDN'T GET PINNED IN THE CAB AND JUST HURT HIS FINGER OF ALL THINGS. AND HE CAME OUT. THERE'S NO REASON THAT ALL THOSE SCENES YOU SAW OF HOUSES FLOATING DOWN RIVERS, THAT IF THAT STORM TRACK SHIFTS OVER, WE MAY NOT HAVE THE SAME EXACT LOOKING PROBLEM, BUT WE HAVE A SIMILAR PROBLEM. A LOT OF WATER AND NOWHERE FOR IT TO GO. THE OTHER THINGS THAT WE'RE ALWAYS CONCERNED WITH HERE IN NORTH TEXAS, TORNADOES AND STRONG STORMS, WE'RE ALWAYS CONSIDERING TERRORISM AS A POTENTIAL PROBLEM. AN ATTACK ON OUR INFRASTRUCTURE. AND THEN WE HAVE A LOT OF GROWTH. WE HAVE AIRPORTS COMING OR AN AIRPORT COMING, GROWING AND GROWING EVERY DAY. AND THEN WE HAVE AN INCREASE IN POPULATION AND DENSITY. THAT'S PALPABLE IN OUR TOWN ALL THE TIME. SO WHAT IS TECHNICAL RESCUE? I WAS JUST GIVING YOU A BUNCH OF EXAMPLES OF THINGS THAT COULD HAPPEN. BUT WHAT ARE THEY REALLY? IT'S JUST A MEDICAL EMERGENCY OR A TRAUMATIC INJURY. IT'S A HUMAN BEING OR AN ANIMAL THAT'S STUCK AND HAS A PROBLEM. AND IT'S COMPLICATED. ON HOW TO GET TO THEM OR HOW TO REMOVE THEM. THAT'S THE DEFINITION OF TECHNICAL RESCUE FOR US. WE BREAK THAT INTO A COUPLE OF THINGS ROPE RESCUE, SWIFT OR FLOOD WATER, CONFINED SPACE, TRENCH, ANY SORT OF STRUCTURAL COLLAPSE, AND THEN A HEAVY VEHICLE EXTRICATION. SO IF THIS FELLA RIGHT HERE ENDS UP HAVING A MEDICAL EMERGENCY, SOMEBODY HAS TO GO GET HIM. THAT'S A TECHNICAL RESCUE. A LITTLE BIT ABOUT OUR HISTORY. THIS IS A PICTURE THAT'S AVAILABLE IN OUR MUSEUM. YOU GUYS COME BY AND TAKE A LOOK AT THIS ONE. AT ANY POINT IN THE 70S, ALL THE WAY THROUGH THE 90S, WE DID A LOT OF RESPONSE ON THE LAKE, ON LAKE LAVON. SO WE DID SURFACE WATER RESCUES, MISSING PERSON RESCUES. AND IN THIS PARTICULAR PICTURE, WE'RE DRAGGING THE BOTTOM OF THE LAKE FOR SOMETHING. THE 90S, WE STOPPED RESPONDING TO THE LAKE. THE COUNTY TOOK IT OVER. AND THEN IN 2003, RIGHT AFTER, ACTUALLY, I GOT HIRED, WE STARTED DOING A LOT OF ROPE RESCUE WORK. SO WE WENT TO A LOT OF CLASSES. AND FROM 2003 TO 2013, WE SPENT A LOT OF TIME AS A DEPARTMENT TRAINING OURSELVES. ROPE RESCUE, CONFINED SPACE, SWIFTWATER. WE SENT SOME GUYS DOWN TO NEW BRAUNFELS. I LEFT THOSE PICTURES OUT OF HERE BECAUSE WE'RE ALL IN WETSUITS AND THEY'RE NOT TERRIBLY FLATTERING. AND WE DID SOME ADVANCED VEHICLE EXTRICATION WITH A TRAINING CHIEF THAT WE HAD HERE AT THE TIME THAT TAUGHT US A LOT ABOUT HOW TO DEAL WITH THESE VEHICLE PROBLEMS. MORE RECENTLY, FROM 2013 TO 2022, WE STARTED HAVING LIKE IN MOST, MOST PLACES OF WHAT WE DEAL WITH. WE HAD A TECHNOLOGICAL ADVANCED, THINGS JUST STARTED IMPROVING. SO WE END UP WITH ALL THIS NEW GEAR AND ALL THESE NEW OPPORTUNITIES AND CAPABILITIES. WE INCREASED OUR TRAINING OPPORTUNITIES THROUGH A LOT OF OUR OUTSIDE VENDORS, AND THAT TAKES US THROUGH 22. FROM 22 UNTIL NOW, WE HAVE HAD TO GET A LITTLE BIT CREATIVE WITH HOW WE ACQUIRE EQUIPMENT. WE HAVEN'T BEEN ABLE TO GET SOME OF THESE ITEMS PUT INTO A LINE ITEM ON OUR BUDGET. SO WE'VE GONE OUT AND WE'VE DONE A LOT OF GRANT WORK. WE'VE UAC, WHICH IS A LOCAL GRANT COUNCIL OF GOVERNMENTS REGIONAL GRANT, HAS FUNDED MOST OF THESE. THESE WERE ALL SUCCESSFUL GRANTS THAT WE WROTE A CONFINED SPACE RESCUE EQUIPMENT ENHANCEMENT. WE HAVE NOW FULL CAPABILITIES OF PROVIDING ALL ALL FORMS OF CONFINED SPACE RESCUE, SWIFT AND FLOOD WATER RESCUE. WE HAVE BOATS THAT RESCUE BOAT PROJECT AND THEN AN ENHANCEMENT OF OUR TEAM CAPABILITIES FOR SEARCH AND RESCUE IN ALL THINGS WATER. WE'VE ALSO BEEN CHASING ANOTHER GRANT OPPORTUNITY THROUGH THE AFG AND THROUGH FEMA. THAT'S FOR AN ACTUAL RESCUE TRUCK. WE HAVE A LOT OF EQUIPMENT. IT'S HARD TO FIND PLACES TO PUT ALL THAT EQUIPMENT ON FIRE TRUCKS THAT ARE SERVING THE OTHER CAPACITIES OF THE FIRE DEPARTMENT, SO WE'VE REQUESTED THE AFG GRANT FOR FOUR YEARS IN A ROW. THE AFG GRANT IS AN 8020 SPLIT WITH FEMA AND THE MUNICIPALITY. YOU GUYS MAY REMEMBER AT SOME POINT THIS IS SOMETHING WE'VE TALKED TO. WE HAVE TO HAVE YOUR APPROVAL TO CHASE THAT GRANT. CENTRAL STATION APPARATUS CHANGED IN 2010, AND WE BASICALLY HAD TO SPREAD OUR RESCUE EQUIPMENT ACROSS THE CIT. MOST OF THE TECHNICAL RESCUE GEAR WAS SPLIT BETWEEN TWO LOCATIONS, AND THAT CAUSED A LITTLE BIT OF A PROBLEM FOR US, LARGELY THAT WE HAD SORT OF DILUTION OF EQUIPMENT, DILUTION OF TRAINING. AND THEN WE STARTED HAVING INCONSISTENCIES BECAUSE IT WAS SPREAD ACROSS TOWN AND IT STARTED TO CAUSE SOME TRAINING ISSUES FOR US. WE NOW HAVE, THANKFULLY, A CURRENT APPARATUS DEDICATED AS A RESCUE TRUCK. SO IT'S A 2006 REPURPOSED ENGINE. IT WAS A PUMPER ORIGINALLY THE PUMP PUMP ON THIS PARTICULAR TRUCK NO LONGER WORKS. IT JUST OCCUPIES THE MIDSHIP COMPONENT OF THE RIG. IT'S AN OLDER APPARATUS. IT WASN'T DESIGNED AS A RESCUE, BUT WE'VE MADE A FEW MODIFICATIONS AND WE'RE MAKING IT WORK AND WE ARE INCREDIBLY THANKFUL TO HAVE A PIECE OF EQUIPMENT WHERE WE CAN PUT ALL OF OUR RESCUE EQUIPMENT. UNFORTUNATELY, IT'S NOT GOING TO MEET OUR LONG TERM NEEDS. IT'S WORKING RIGHT NOW. BUT AS THIS PROGRAM GROWS, WE'RE RUNNING OUT OF SPACE FAIRLY QUICKLY. OUR CURRENT CAPABILITIES WITH THAT TRUCK AND THE CURRENT STAFFING. SO WE HAVE A DEDICATED FOUR PERSON STAFFING AT CENTRAL STATION. THOSE FOUR PEOPLE ARE TECHNICAL RESCUE EMPLOYEES. THEIR PROPOSED FARM USE IS NOT AN APPROPRIATE USE OF PUBLIC PARK LAND FACILITIES AND PROPOSED USE WOULD BE IN THE FLOODPLAIN. LACK OF ADEQUATE ON SITE UTILITIES. WE KNOW THAT THERE IS SOME POWER AND SOME WATER ON, BUT IT'S NOT ENOUGH TO COVER THE ENTIRE AREA EXISTING ON SITE STRUCTURE IS NEEDED FOR THE STORAGE OF PARKS, MAINTENANCE AND EQUIPMENT. POTENTIAL NEED FOR SATELLITE OFFICES FOR THE PARK MAINTENANCE STAFF DUE TO LIMITED EXISTING SPACE, AND THEN THE POTENTIAL LENGTH OF THE LICENSE AGREEMENT COULD BE A RESTRICTION ON FUTURE PARKS DEVELOPMENT. SO HERE IS WHAT WAS PROPOSED ON THE LEFT, WHICH WAS GRAY BRANCH PARK. AND THE RIGHT IS YOU CAN SEE IN THE LINED AREA TO THE RIGHT AND THAT IS THE FLOODWAY. AND FLOODPLAIN. SO WHAT MOSTLY WAS PROPOSED IS IN FLOODPLAIN. THE TWO STEP PROGRAM HAS DEVELOPED THE ENHANCEMENTS, ENHANCES CLASSROOM INSTRUCTION AROUND PLANT LIFE CYCLES, NUTRITION AND AGRICULTURE, AND I DON'T KNOW IF YOU KNOW, BUT THE SECOND GRADERS IN MCKINNEY ISD, THEIR MAIN THING IS PLANT LIFE CYCLE. PRIOR TO THE UDC ADOPTION, WE HAD THE CHAPTER 146 AND I'LL HIGHLIGHT THE MAIN ITEM OF THE TOPIC FOR THE MULTIFAMILY PARKING IS THE HOW WE CALCULATE THE SPACES PER UNITS OR SPACES PER BEDROOMS. SO PRIOR IN THE CHAPTER 146 REQUIREMENT, WE CALCULATED THAT PARKING BASED ON ONE SPACE PER DWELLING PLUS A HALF A SPACE PER BEDROOM. WHEN WE ADOPTED THE UDC IN NOVEMBER OF 2022, WE CHANGED HOW WE CALCULATE THOSE PARKING STANDARDS. SO WE DID IT BASED OFF OF TWO SPACES PER UNIT FLAT. SO WE DIDN'T HAVE THAT INFLUX OF RATIO BASED ON THE NUMBER OF BEDROOMS THAT WERE PROPOSED ON THE DEVELOPMENT. DID SOME RESEARCH. PRIMARILY. WHAT WE FOUND WAS THAT THE CHAPTER 146 RATIO THAT WE HAD ALLOWED FOR A VARIETY OF RATIOS BASED ON THE TYPES OF UNITS. AS I MENTIONED. BUT WHAT WE WERE FINDING WITH THE TWO SPACES PER UNIT RATIO WAS THAT IT'S REQUIRING A SIGNIFICANT AMOUNT MORE PARKING FOR THOSE ONE BEDROOM DEVELOPMENTS THAT HAVE A HIGHER ONE BEDROOM UNIT COUNT. EXCUSE ME, COMPARED THAT TO THE SISTER CITIES. THEY STILL HAVE A PARKING RATIO SIMILAR TO WHAT WE ADOPTED WITH UDC AND SIMILAR TO WHAT WE USED TO REQUIRE WITH THAT. CHAPTER 146. HOWEVER, WE WERE FINDING THAT THEY'RE HAVING THE SAME DILEMMA THAT WE ARE AS A CITY STAFF OF. A LOT OF DEVELOPERS ARE COMING IN ASKING FOR THOSE PARKING MODIFICATIONS. AND WE FOUND THAT A LOT OF THEIR RECENT PROJECTS, AS WELL AS OURS, WERE RANGING FROM A 1 TO 2 SPACES PER UNIT RATIO. WITH THAT BEING SAID, STAFF IS PROPOSING TO MODIFY THAT RATIO AGAIN WITH THE CURRENT RATIO OF THE TWO UNITS PER DWELLING UNIT. WE ARE ASKING TO MODIFY THAT TO 1.75 PER UNIT. WE FOUND THAT THAT WAS MOST COMPATIBLE WITH OUR OLD WAY OF CALCULATING PARKING, AS WELL AS THE NUMBERS THAT WE WERE SEEING IN THOSE SISTER CITY. RECENT PROJECTS.
