[Financial Report]

WILL GO INTO REPORTS. ITEM 24 2116 FINANCIAL REPORT. CHANCE MILLER. GOOD MORNING. CHANCE MILLER. ACCOUNTING MANAGER WILL BE GOING OVER THE MONTH OF SEPTEMBER. AND THIS IS THE FIRST TIME WE'LL HAVE A SNAPSHOT OF THE PRIOR FISCAL YEAR AS WELL, TO KIND OF SEE WHAT IT INITIALLY LOOKS AT. AND OVER THE NEXT FEW MONTHS WE'LL BE CLOSING IT OUT. SO WE'LL BE MAKING A FEW MORE JOURNAL ENTRIES AND STUFF, BUT AT LEAST GIVES YOU AN IDEA OF WHAT THE NUMBERS WILL SHOW FOR FISCAL YEAR 24. SO STARTING OFF WITH REVENUES FOR THE MONTH OF SEPTEMBER, WE COLLECTED A LITTLE OVER 5.7 MILLION, A LITTLE BIT DIFFERENT THIS MONTH. THE MAJORITY OF THAT CAME FROM A $2.5 MILLION CONTRIBUTION, WHICH IS ACTUALLY THE CITY'S CONTRIBUTION FOR THE TUBS PROJECT. WE HAD TO WAIT TILL THE CEO WAS ISSUED AND WITH THAT BEING ISSUED IN SEPTEMBER, WE WERE ABLE TO TRANSFER THOSE FUNDS. SALES TAX CAME IN A LITTLE OVER 2 MILLION. INTEREST INCOME A LITTLE OVER 400,000. AND UNREALIZED GAINS AND LOSSES. WHILE THE GAINS WERE CLOSE TO 800,000. SO TOTAL REVENUES FOR THE MONTH OF SEPTEMBER WAS 5.7 MILLION. LOOKING AT EXPENDITURES, WE TOTALED CLOSE TO 700,000. WE HAD 63,000. AND ADMINISTRATIVE EXPENSES CLOSE TO 600,000IN PROJECT EXPENSES, AND THEN 60,000 IN NON-DEPARTMENTAL. SO CAN YOU SCROLL DOWN A LITTLE BIT? SO THIS IS THE FIRST TIME WE'LL KIND OF REALLY LOOK AT THIS BOTTOM LEFT CHART. SO IT DOES SHOW YOU THE BEGINNING FUND BALANCE. AT THE BOTTOM LEFT WAS THE 68 MILLION. RIGHT NOW WE HAVE REVENUES COMING IN FOR FISCAL YEAR 24 OF 31.6 MILLION. EXPENDITURES OF CLOSE TO 12 MILLION. SO YOUR PRELIMINARY ENDING FUND BALANCE IS 88 MILLION. I WILL NOTE THERE'S A LOT MORE JOURNAL ENTRIES WE STILL GOT TO MAKE. SO A FEW MORE THINGS WILL BE COMING OUT. AND THEN A LOT OF THE EXPENDITURES EXPENDITURES GET REAPPROPRIATED TO THE NEXT YEAR THAT PROJECTS THAT MIGHT NOT HAVE BEEN ABLE TO FINISH IN TIME THROUGHOUT THIS FISCAL YEAR AND STUFF LIKE THAT.

SO CINDY CAN CAN WALK YOU THROUGH ALL THOSE PROJECTS THAT WILL GET REAPPROPRIATED. BUT I WANTED TO AT LEAST GIVE YOU A HEADS UP ON THAT. AND THIS IS WHERE WE'RE CURRENTLY STANDING.

I'LL, I'LL PRESENT YOU THE FINAL FINANCIALS HERE IN ABOUT THREE MONTHS. WHEN WE ARE DONE WITH OUR AUDIT AND CLOSING OUT FISCAL YEAR 24. ANY QUESTIONS ON THIS BEFORE I MOVE ON TO SALES TAX? OKAY. CAN YOU MAYBE I CAN JUST A LITTLE BIT SLOWER. OOPS. OKAY. SO SEPTEMBER. SO THIS APPLIES TO JULY SALES. AND WE SAW 4.4% INCREASE. THAT BRINGS OUR YEAR TO DATE INCREASE UP TO 7.7%.

LOOKING AT OUR SISTER CITIES ALLEN HAD A 35.6% INCREASE, FRISCO HAD A 6.7% INCREASE AND PLANO HAD A 4.8% INCREASE. OBVIOUSLY, THE ONE THAT JUMPS OUT IS ALLEN. IT ACTUALLY WASN'T AN AUDIT COLLECTION OR ANYTHING LIKE THAT. IT TO ME IT LOOKS LIKE SOMEONE MIGHT HAVE DOUBLE PAID IN THIS MONTH BECAUSE IF I'M LOOKING AT NEXT MONTH, IT GOES BACK DOWN. SO IF I AVERAGE OUT THOSE TWO MONTHS, I'M LOOKING AT ABOUT A 13 TO 14% INCREASE OVER BOTH MONTHS. SO THAT SEEMS A LITTLE BIT MORE REALISTIC, WHICH IS STILL VERY STRONG FOR ALLEN, WHICH BE STRONG FOR ANY CITY. BUT IT'S NOT AS STRONG AS THE 35% THAT IT'S SHOWING RIGHT NOW. SO THAT'S MY BEST ESTIMATE AT THIS TIME, THAT IT WAS JUST A COMPANY THAT DOUBLE PAID OR THE TIMING OF THE PAYMENT ENDED UP BEING DOUBLE BOOKED TO SEPTEMBER. AND THEN LASTLY, LOOKING AT THE SALES TAX BY INDUSTRY. LIKE I SAID, THIS IS KIND OF THE FINAL NUMBERS FOR THE YEAR. JUST LOOKING AT WHAT, YOU KNOW, OUR COMPARISON TO LAST YEAR RETAIL TRADE ENDED UP AT 6%, WHICH IS REALLY STRONG, ESPECIALLY JUST CONSIDERING THE OVERALL ECONOMY. RIGHT NOW. AND THEN LOOKING AT ALL THE OTHER ONES, NOTHING REALLY JUMPS OUT AT ME. IT LOOKS PRETTY STANDARD AND LIKE I SAID, WE HAD ABOUT A 9% INCREASE GOING INTO THE NEW FISCAL YEAR, BUT I'LL BE HAPPY TO ANSWER ANY QUESTIONS. ARE THERE ANY QUESTIONS FOR ALL OF THE CHECKS AND EVERYTHING WERE ATTACHED TO THE AGENDA? ANY QUESTIONS? THANK YOU. THANK YOU. CHAIRMAN. WE WILL NOW GO INTO ITEM 20 4-2117.

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation]

BOARD AND LIAISON REPORTS OF BOARD. WHAT I'LL JUST DO IS JUST TALK ABOUT SOME OF THE EVENTS THAT WE'VE HAD AND SUPPORTED OVER THIS MONTH. AND THEN AT THE END, WE WILL RESERVE FOR MEMBERS TO SHARE EVENTS. THEY MAY HAVE PARTICIPATED IN. I DO WANT TO RECOGNIZE OUR MAYOR, OUR MAYOR PRO TEM, DOCTOR FELTUS, AND COUNCILMAN OUR LIAISON, COUNCILMAN JONES. I'M SURE THAT THAT'S TOP MODEL. TOP MODEL. I'M SORRY. TOP MODEL. MAYOR PRO TEM DOCTOR FILTERS. SO WE ARE SO EXCITED AND JUST GRATEFUL FOR YOUR CONTINUED SUPPORT FOR OUR BOARD AND THE LEADERSHIP THAT YOU SHOW EACH AND EVERY ONE OF US. SO AGAIN, I JUST WANT TO SAY THANK YOU TO ALL OF THE BOARD MEMBERS AND THE STAFF OVER THE MONTH. WE'VE REALLY BEEN BUSY. WE'VE HAD A LOT OF GREAT THINGS

[00:15:03]

HAPPENING IN THE CITY OF MCKINNEY. WE HAD THE MOON FESTIVAL, DIA DE LOS MUERTOS WINE AND MUSIC FESTIVAL. CHEERS TO CHARITY. TUBS CO CELEBRATION. TRICK OR TREAT. TRAILS. NATIONAL NIGHT OUT BOYS AND GIRLS GALA HUGS GALA. KICKOFF CHAMBER DEVELOPMENT AND AN UPDATE ON REGARDING THE AIRPORT EXPANSION. SO THANK YOU TO THE MEMBERS WHO WERE ABLE TO ATTEND AND REPRESENT THE BOARD AT THESE DIFFERENT EVENTS. AND AGAIN, AT THE END, WE WILL ALLOW EVERYONE TO SHARE THEIR COMMENTS AND FEEDBACK ON EACH EVENT. WE WILL NOW GO TO CITY OF MCKINNEY.

MISTER GRIMES. GOOD MORNING MADAM CHAIR. MADAM PRESIDENT, MEMBERS OF THE BOARD, CONGRATULATIONS TO NEW MEMBERS OF THE BOARD. WELCOME. WE LOOK FORWARD TO WORKING WITH YOU. A FEW THINGS TO SHARE. WE ARE VERY PLEASED TO ANNOUNCE THAT ON SEPTEMBER 27TH, GOVERNOR GREG ABBOTT APPOINTED JIM PARISH, OUR HUMAN RESOURCES DIRECTOR, TO THE BOARD OF THE TMS TEXAS MUNICIPAL RETIREMENT SYSTEM. JIM'S GOT GREAT EXPERIENCE. HE'S A FORMER DEPUTY CITY MANAGER IN PLANO. HE WAS AN ASSISTANT CITY MANAGER OR MAYBE EVEN, I THINK, DEPUTY HERE IN MCKINNEY IN A PREVIOUS LIFE.

AND HE'S BACK AND HE'S SERVING AS OUR HR DIRECTOR AND DOES A GREAT JOB, AND HE'S HIGHLY RESPECTED AND WE'RE EXCITED TO HAVE HIM SERVING IN THAT VERY IMPORTANT ROLE. WANTED TO ALSO SHARE WITH YOU AS SOON AS I SCROLL OVER TO THE PAGE WE HAVE OUR OUR LATEST POPULATION ESTIMATE. SO WE PUT THIS CHALK THIS IN THE GOOD TO KNOW CATEGORY. WE WERE AT 220,704. WE ARE NOW AS OF OCTOBER 1ST TWO, 20 2024 221,475. SO WE ARE NOW WELL OVER 220,000 RESIDENTS.

MCKINNEY AND LEST YOU THINK WE'RE MAKING THESE NUMBERS UP, I WILL REMIND YOU THAT THE LAST CENSUS, OUR CRACK PLANNING DEPARTMENT WAS WITHIN ABOUT 50 PERSONS OF THE POPULATION ESTIMATE FROM THEIR ESTIMATES AND WHERE THE US CENSUS CAME IN. SO THEY ARE VERY, VERY ACCURATE IN THEIR THEIR MODELING. FINALL, GET OVER HERE TO THE RIGHT PAGE. WE RECEIVED AND AARON MAY SPEAK TO THIS A LITTLE BIT WHEN HE TALKS, BUT WE DID RECEIVE CONFIRMATION A COUPLE WEEKS AGO THAT THE NCAA HAS EXTENDED MCKINNEY'S CONTRACT FOR NCAA DIVISION TWO FOOTBALL CHAMPIONSHIP FOR 2026 AND 2027, SO WE WERE ALREADY BAKED IN FOR 24 THIS YEAR AND THEN 25, BUT WE ALSO GOT A TWO MORE YEAR, A TWO YEAR EXTENSION AS PART OF THAT. WE LOVE HOSTING THE GAME. I THINK THE TEAMS REALLY ENJOY COMING TO MCKINNEY. THE FANS REALLY ENJOY IT. WE DO A NICE THING WITH TUPPS THE NIGHT BEFORE THE GAME, WHERE THE BANDS COME OUT, AND NOW WITH THE NEW TUBS GROUND, THERE'S A LOT MORE ROOM TO WORK WITH. SO YOU'RE NOT PACKED IN AND HAVING HORNS BLOWING IN YOUR EARS, ALTHOUGH THAT WAS A LOT OF FUN TOO. BUT WE ARE VERY MUCH LOOKING FORWARD TO CONTINUING TO HOST THE DIVISION TWO NATIONAL CHAMPIONSHIP. WITH THAT, I WILL STAND FOR ANY QUESTIONS. ANY QUESTIONS, MR. GRAHAM? I'M NOT SURE I QUITE UNDERSTOOD THE POPULATION INCREASE. WHAT WAS IT YEAR OVER YEAR ABOUT? WELL, IF I LOOK AT THE DO THE MATH AND I EXTRAPOLATE THE NUMBERS, LET ME GET BACK HERE TO THE PAGE. I BELIEVE WE'RE GROWING ABOUT 5000 A YEAR. BUT IF YOU TAKE SO IT'S ABOUT TWO AND A HALF, ABOUT 800 A MONTH. OKAY. THAT'S ABOUT 2.5% PER YEAR, APPROXIMATELY. SURE. OKAY. SO I'M GOING TO FIGURE FOR 220,005 THOUSAND. SO CLOSE ENOUGH TO 2%. TWO AND A HALF THE ONLY. SO WHAT'S INTERESTING ABOUT THAT. BUT IF YOU LOOK AT THE PERCENTAGE INCREASE ON OUR RETAIL SALES, THAT WAS AT FIVE POINT SOMETHING PERCENT. SO OUR GROWTH IN REVENUE FOR RETAIL IS FASTER THAN OUR POPULATION GROWTH, WHICH WHAT I WOULD POINT OUT IS INFLATION HAS TO BE BACKED INTO THAT TO AGREE. PRICES HAVE GONE UP. SO OUR INVARIABLY THE NUMBER IS GOING TO BE HIGHER AS WELL. YEAH. OKAY. THANK YOU. SO THERE IS ONE SILVER LINING TO INFLATION AT LEAST FOR OUR RETAIL SALES NUMBERS. RETAIL SALES TAX NUMBERS GO UP. WHOLESALE IS OUR MANUFACTURING IS UP 24%. SO THAT'S GOOD. YEAH. OKAY. THANK YOU. OKAY. THANK YOU. WE'LL NOW HAVE VISIT MCKINNEY AARON. LINDA I HAVE A LITTLE. ALL RIGHT. GOOD MORNING, MADAM CHAIR. MADAM PRESIDENT, MEMBERS OF THE BOARD, AARON WARNER, EXECUTIVE DIRECTOR AT VISIT MCKINNEY. EXCITED TO BE HERE WITH YOU. AND WELCOME TO THE BOARD. A COUPLE THINGS FOR YOU, AND THEN I'LL BE BACK UP IN A LITTLE BIT TO ACTUALLY GIVE A PRESENTATION ON WHERE WE'RE AT WITH HOTELS IN THE MARKET. ONE OF THE PRIMARY ONES THAT'S COMING UP REALLY QUICK IS THE BILLIE JEAN KING CUP PLAYOFF MATCH. THAT'S GOING TO BE AT THE COURTS OF MCKINNEY ON NOVEMBER 16TH AND 17TH. ESSENTIALLY, WE ARE PLAYING HOST HOME FOR UKRAINE. UKRAINE IS THE HOST

[00:20:01]

TEAM FOR THIS MATCH. THEY OBVIOUSLY CANNOT HOST THIS MATCH IN UKRAINE. AND THROUGH A CHAIN OF CONNECTIONS, IT MADE ITS WAY TO MCKINNEY, TEXAS AND SO WE WILL BE PLAYING HOST HOME BETWEEN UKRAINE AND AUSTRIA. DURING THOSE DAYS, THE WINNER OF THAT MATCH WILL GO OFF AND PLAY IN THE FULL BILLIE JEAN KING CUP MATCH. OUR TENNIS TOURNAMENT LATER THIS YEAR OR NEXT YEAR.

AND SO IT'S A REALLY BIG DEAL FOR THESE TEAMS. WE GET A CHANCE TO ROLL OUT THE RED CARPET AND WELCOME THIS INTERNATIONAL INTERNATIONAL GROUPS TO MCKINNEY. AND SO WE'RE LOOKING FORWARD TO DOING THAT. ANOTHER REALLY FUN ONE THAT POPPED UP. AND IT WAS FUN BECAUSE WE HAD TO GET REALLY CREATIVE ON WHERE WE COULD PUT THEM. WAS THE TEXAS STATE SILVER GLOVES BOXING TOURNAMENT. THEY REACHED OUT TO US TRYING TO FIND A SPACE BIG ENOUGH TO HOST THIS EVENT. AND WE DID NOT HAVE SOMETHING EASY IN OUR PORTFOLIO FOR THEM, BUT WE REMEMBERED IN ONE OF OUR MEETINGS WITH LANCE AT THE AT THE VOLLEYBALL FACILITY THAT IT'S A LARGE FACILITY AND HE'S OPEN TO UNIQUE OPPORTUNITIES LIKE THIS. AND SURE ENOUGH, IT ALL WORKED OUT. AND SO WE FOUND OUT A FEW WEEKS AGO THAT THEY ARE GOING TO HOST THAT BOXING MATCH OUT THERE ON NOVEMBER 21ST THROUGH THE 24TH. SO ROOM BLOCKS AND EVERYTHING ARE UP FOR THAT EVENT AS WELL. AND WE'RE KIND OF EXCITED TO SEE WHAT IT LOOKS LIKE. GET SOME PHOTOS OF THAT TAKING PLACE IN THAT FACILITY.

PAUL MENTIONED D2, SO I WON'T MENTION A WHOLE LOT MORE ON THAT. OBVIOUSLY, WE'RE REALLY PROUD TO BE SELECTED. I KNOW THAT A LOT OF PEOPLE WOULD LIKE TO HOST A D1 OR D2 FOOTBALL CHAMPIONSHIP, AND TO CONTINUE THAT MCKINNEY IS A IS A GOOD NOD TO HOW THEY FEEL ABOUT THEIR EXPERIENCE HERE. THIS YEAR'S GAME IS ON DECEMBER 21ST. IT IS LITERALLY RIGHT BEFORE CHRISTMA.

SO IF YOU HAVE IF YOU'RE IN TOWN OR IF YOU HAVE FAMILY IN TOWN AND ARE LOOKING FOR SOMETHING TO DO, THAT COULD BE A FUN THING TO SWING BY. ANOTHER EXCITING ONE THAT I GET TO OFFICIALLY ANNOUNCE NOW IS THAT IN MARCH OF 25, WE WILL BE HOSTING A PPA OPEN PROFESSIONAL PICKLEBALL ASSOCIATION. SO THIS IS ONE OF THEIR MAJOR PPA CHAMPIONSHIP MATCHES. THEY'LL HAVE AT LEAST SOME OF THE TOP TEN PICKLEBALL PLAYERS IN THE WORLD WILL BE PARTICIPATING IN THAT MATCH. IT IS A NATIONALLY TELEVISED EVENT, AND SO ESPN AND OTHERS WILL BE ON SITE. THEY ALSO STREAM THROUGH DIFFERENT PLATFORMS FOR PICKLEBALL PEOPLE, BUT THEY'LL ACTUALLY DO $115,000 BUILD OUT ON SITE AT THE COURTS OF MCKINNEY. WITH THEIR RAISED SEATING AND THEIR VIP PLATFORMS, AND KIND OF LIKE A MINI BYRON ESQUE EXPERIENCE FOR THE GUESTS, WHERE YOU GET DIFFERENT WAYS THAT YOU CAN VIEW THE EVENT. AND SO WE'RE REALLY PROUD TO HOST THAT, AND HOPEFULLY THAT MIGHT BECOME SOMETHING WE GET TO DO MORE OFTEN OUT THERE ONCE WE SET THE STAGE. YOU SEE, ALL THOSE THINGS ARE SPORTS RELATED. WE'VE MENTIONED THAT IN THE PAST. THAT'S WHAT'S BEEN A HUGE WIN FOR US LATELY. OUR TEAM HAS FOCUSED MORE AND MORE ON THAT AND SO THIS PAST WEEK, ALICIA WENT TO WICHITA, KANSAS TO ATTEND THE SPORTS RELATIONSHIP CONFERENCE. THIS IS A ONE ON ONE VENDOR TRADE SHOW WHERE WE ACTUALLY GET TO SIT DOWN AT A TABLE WITH A TOURNAMENT HOST AND PEOPLE LIKE NCAA AND HAVE CONVERSATIONS ABOUT MCKINNEY. WHAT I GAVE YOU, THOUGH, IS WHAT WE CAME UP WITH AS OUR HAND, OUR HANDOUT. WHEN WE SAT DOWN WITH THOSE SPORTS PLANNERS, WHEN YOU HAVE THOSE CONVERSATIONS, YOU GET JUST A FEW MINUTES TO MAKE AN IMPACT ON THEM AND HELP HAVE THEM REMEMBER YOU NOT LONG AGO, LUKE FROM MEDC HANDED ME A PACK OF A DECK OF CARDS AND I OPENED IT AND THEIR TEAM WAS ON THERE AND I IMMEDIATELY THOUGHT, I'M GOING TO DO THIS WITH SPORTS FACILITIES, BECAUSE THOSE SPORTS PLANNERS, THEY'VE ALL COLLECTED BASEBALL CARDS THROUGHOUT THEIR LIFE, AND THEY JUST LOVE THAT. SO NOW WE HAND THEM THAT AND ON EACH INDIVIDUAL CARD IS A SPORTS COMPLEX THAT WE HAVE. AND ON THE BACK IS ALL THE STATISTICS OF WHAT WE COULD HOST, HOW MANY FIELDS, IF IT HAS LIGHTS, CONCESSION STANDS, ETC. AND SO INSTEAD OF THEM LOOKING AT A FLAT PIECE OF PAPER, THEY'RE FLIPPING THROUGH A DECK OF PLAYING CARDS. AND THEY HAD A LOT OF FUN WITH THAT. AND SO I WANTED TO GIVE IT TO YOU. I KNOW THAT THERE'S A LOT OF MQDC INVESTMENT IN THOSE FACILITIES, AND JUST SO YOU CAN SEE THAT AND BE PROUD OF ALL THE WORK, AND THEN THE LAST THING I JUST WANT TO GIVE A QUICK SHOUT OUT TO BETH SHUMATE ON OUR TEAM, AS WELL AS THE MAIN STREET TEAM FOR COMING TOGETHER TO PUT ON THE 50TH ANNIVERSARY FOR THE BENJI MOVIE. THAT WAS THIS PAST WEEK, AND THERE ARE A LOT OF PEOPLE WHO ARE REALLY, REALLY PROUD OF THAT MOVIE. I THINK IT WAS OVER 100 PEOPLE SHOWED UP TO WATCH THE FILM AT EMPAC, AND THEY HAD A PET RESCUE ON SITE AND A LOT OF MEMORABILIA FROM THE FILM. AND SO THEY DID A REALLY AWESOME JOB OF GIVING THAT FILM ITS ITS ANNIVERSARY CELEBRATION. AND SO KUDOS TO THEM. AND THAT'S ALL I HAVE. I WANT TO ADD SOMETHING. YEAH, I FORGOT TO ADD AND I WANT TO HAVE AARON AND I PRESENTED BOTH. BUT YESTERDAY WE HAD THE OPPORTUNITY TO GO TO TUFTS FOR THE, WHAT DO THEY CALL IT, THE REVEAL OF THE NEW BRANDING OF OUR NEWEST MINOR LEAGUE SOCCER TEAM CALLED THE MCKINNEY

[00:25:02]

CHUPACABRAS. AND THAT WAS A THAT WAS A, WHICH I THINK IS AWESOME. IF ANYBODY DOESN'T KNOW WHAT A CHUPACABRA IS, I WOULD SAY GOOGLE IT, BUT IT'S A MYTHICAL MEXICAN ANIMAL LIKE CREATURE.

BUT THEY ARE. THEY PICKED A LOGO AND THEY WILL BE BASED IN MCKINNEY WILL BE PLAYING AT ROMPO STADIUM, I BELIEVE, STARTING IN MAY OF 25, AND WE'RE EXCITED ABOUT IT. SO THAT'S VERY COOL. YEAH. YEP. GOOD. I FORGOT THAT ONE. THANK YOU GUYS. SO WE WERE ALL UP HERE. WE'RE TRYING TO SHARE THIS LIKE WHAT IS IT? I'M KEEPING MY EYE OPEN. SO IN 20 YEARS, HOPEFULLY IT'LL BE WORTH SOME MONEY. YEAH. THANK YOU. AARON. NEXT WE WILL HAVE MEDC. MISTER KOSKI. MISTER KOSKI. JUST LIKE ON STAGE. LIKE, LET US GO. IS THAT THE SAME OUTFIT? MIKE MAKOWSKI, TOP MODEL. AND ALSO MDC PRESIDENT. THAT WAS A FUN TIME LAST NIGHT. THAT WAS. THAT WAS REALLY, REALLY A GREAT TIME FOR ME. WE GOT TO CELEBRATE AND HELP THEM RAISE SOME MONEY FOR SOME GREAT CAUSES. SO GREAT TEAM EFFORT FROM THE CITY OF MCKINNEY AND BEYOND. AND I WILL SAY THE MAYOR HAD PROBABLY THE TOUGHEST JOB UP THERE. HIM AND RICK MCDANIELS TO KEEP THAT ENERGY GOING. SO YEAH, KUDOS TO THE MAYOR FOR EMCEEING THE EVENT THERE. I WOULD LOVE TO SPEND MY TIME TODAY SPOTLIGHTING THREE BUSINESSES, IF I MAY, THAT YOU DON'T HEAR ME TALK ABOUT VERY OFTEN BUT ARE DOING GREAT THINGS IN MCKINNEY. THE FIRST ONE IS CALLED MAVERICK POWER. THEY ARE LOCATED JUST KIND OF WEST AND SOUTH OF THE AIRPORT. THEY WERE RECENTLY NAMED BY THE DALLAS BUSINESS JOURNAL AS A LEADER IN THEIR INDUSTRY. THEY DO POWER INFRASTRUCTURE DEVELOPMENT AND HARDWARE, SOFTWARE AND SO ON. LISTEN TO THESE NUMBERS. THEY WON FIRST PLACE AT THE DALLAS BUSINESS JOURNAL'S FAST 50 AWARDS. THIS IS ALL DFW. THEIR THREE YEAR REVENUE GROWTH OVER THREE YEARS WAS 5,789%. OVER 5,000% GROWTH. THAT WAS THREE TIMES HIGHER THAN THE SECOND PLACE GROUP IN THAT CATEGORY. HUGE WIN FOR THE CITY OF MCKINNEY. THEY HIT $100 MILLION IN REVENUE LAST YEAR.

THAT'S A COMPANY WE RECRUITED TO COME TO MCKINNEY. THEY WERE A NEIGHBORING CITY. THEY MOVED THEIR HQ HERE. TEAM EFFORT, BIG LIFT. AND HERE WE ARE NOW. THEY'RE BEING RECOGNIZED IN MCKINNEY, DFW AND BEYOND. SECOND GROUP SITCOM. SITCOM IS IN THE IT INFRASTRUCTURE SPACE WITH THE CLOUD BASED SUPPORT. THEY ARE MOVING INTO THE KAIZEN BUILDING IN DISTRICT 121, LOCATED AT 121 IN ALMA. THEY'RE TAKING 30,000FT■S, MOVING THEIR HQ FROM A SISTER CITY TO THE CITY OF MCKINNEY. CATCH WHAT I'M ABOUT TO SAY HERE. IF WE DID NOT HAVE THIS BUILDING, THEY WOULD NOT BE HERE IN MCKINNEY. THEY WANTED CLASS A SPACE IN MCKINNEY AND OUR BUILDING, PROVIDED THAT THEY ARE MOVING IN THE FIRST QUARTER OF NEXT YEAR. HIGH PAY SALARIES OVER 130 $140,000, AS I RECALL.

AND HERE'S WHAT'S GREAT ABOUT IT. THEY HOPE TO GROW AND DOUBLE THEIR EMPLOYEE STAFF, DOUBLE IT BY NEXT YEAR. SO 30,000FT■S TURS INTO 60, TURNS INTO 90, TURNS INTO A BRAND NEW BUILDING IN THE CITY OF MCKINNEY. THAT'S WHAT WE DO. OTHER GOOD NEWS. IN THE KAIZEN BUILDING, WE ARE NOW 90% FILLED UP. THAT WAS A SPEC BUILDING BUILT IN OCCUPIED REALLY IN THE EARLY DAYS OF COVID. AND HERE WE ARE. WE'VE PROVEN THE MODEL DOES WORK, SO KUDOS TO EVERYBODY INVOLVED WITH THAT. MY LAST STORY I WAS ON A PANEL AT A BIZ NOW EVENT. THAT'S AN EVENT WHERE WE GATHER PEOPLE FROM DFW TO TALK ABOUT ECONOMIC OPPORTUNITIES AND CHALLENGES. I WAS A MODERATOR, AND KEN CARLEY AND THE TEAM WAS PART OF THE PANEL PREACHING ABOUT THE GREAT THINGS IN MCKINNEY, 304 HUNDRED PEOPLE THERE. I GET MANY EMAILS AFTERWARDS FROM PEOPLE IN THE AUDIENCE. HERE'S ONE EMAIL I GOT THAT WAS FANTASTIC. A GENTLEMAN SAID, MICHAEL, I HAVEN'T MET YOU YET, BUT WE JUST MOVED OUR BUSINESS TO DOWNTOWN MCKINNEY. WE'RE IN A SECOND FLOOR OFFICE AND WE ARE IN THIS GREAT SPACE, AND WE'RE A SMALL TEAM RIGHT NOW, BUT WE'RE LOOKING TO RELOCATE SOME MORE OF OUR OPERATIONS TO MCKINNEY. AND BECAUSE OF HOW YOU PRESENT IN MCKINNEY, HOW YOU SPOKE ABOUT THE DOWNTOWN, WE ARE ALL IN. WE'RE BULLISH ON IT. SO WE HAD MADISON CLARK FOR OUR DIRECTOR OF BUSINESS RETENTION EXPANSION, AND GRAHAM MYERS FROM ANDREW'S TEAM WALKED THE SQUARE RECENTLY TO KIND OF KNOCK ON DOORS AND MEET WITH BUSINESSES. AND WE MADE A DIRECT, CONCERTED EFFORT TO VISIT WITH THIS NEW BUSINESS. WE FOUND OUT ABOUT TO AGAIN PUT A FACE TO NAMES AND SO ON. SO MY MESSAGE OVERALL IS THAT WHEN YOU'RE PRESENT, GREAT THINGS HAPPEN. SO WITH THAT, MADAM CHAIR, I WILL STAND FOR ANY QUESTIONS. ANY QUESTIONS. GREAT. THANK YOU. SO WE'LL NOW HAVE MAIN STREET IMPACT ANDREW. GOOD MORNING, MADAM CHAIR AND CDC BOARD. CONGRATS TO THE NEW LEADERSHIP TEAM. ANDREW JONES, CULTURAL DISTRICT DIRECTOR. FIRST OFF, A HUGE. I HAVEN'T SEEN Y'ALL SINCE OCTOBERFEST AND SO IT HAS BEEN QUITE A RIDE. IT WAS A GREAT OKTOBERFEST THIS

[00:30:03]

YEAR. SOME FUN STATS FOR Y'ALL. 467 PLUS KEGS, WHICH IS A RECORD 52,000 PLUS BEERS, 11 TONS OF TRASH. I DON'T KNOW IF THAT'S A GOOD ONE, BUT 30 PLUS BANDS OVER ON FOUR DIFFERENT STAGES, OVER 12,300 BRATS, 43,000 CORN DOGS, 8500 STEINS, ALL SOLD OUT ON SUNDAY. MEET THE BREWMASTER. 90 PEOPLE CAME TO THAT. SOLD OUT OVER 200 WEENIE DOG RACE ENTRIES ALSO SOLD OUT, AND THE OVER 1200 VIP TICKETS, WHICH WAS A RECORD FOR US. SO AND WE ESTIMATE CLOSE TO 80 OVER 80,000 PEOPLE ATTENDED OKTOBERFEST. IT WAS A GREAT EVENT. A HUGE KUDOS TO OUR CITY PARTNERS TO MAKE THIS HAPPEN AS WELL AS OUR STAFF. IT'S A VERY LONG WEEKEND, BUT IT WAS A GREAT WEEKEND AND AGAIN, APPRECIATE NCDC'S SUPPORT FOR THE EVENT AS WELL. WE COULDN'T DO IT WITHOUT Y'ALL, SO WE ALSO HAD A GREAT WEEKEND JUST THIS PAST WEEKEND WITH THE LONE STAR CIRCUS. GREAT ATTENDANCE THIS YEAR. ALSO WITH THE 50TH ANNIVERSARY. IT WAS HAPPENING DOWNTOWN WITH DIA DE LOS MUERTOS AND IT'S IN OCTOBER. IT IS EVERY SINGLE WEEKEND. THERE ARE NUMEROUS EVENTS HAPPENING AND IT'S EXCITING TO SEE THE GROWTH AND THE ENERGY THAT'S HAPPENING IN DOWNTOWN. YOU ALL HAVE RECEIVED SOME TROLLEY PINS, SO WE ARE EXCITED TO LAUNCH OUR TROLLEY PIN KIND OF COLLECTIBLES. JUST AS AN EFFORT TO HELP ENCOURAGE RIDERSHIP AS WELL AS JUST CELEBRATE THE TROLLEY IN DOWNTOWN. YOU'LL HAVE YOU'LL BE ABLE TO GO TO VISIT MCKINNEY. AND AFTER YOU RIDE THE TROLLEY, COLLECT A PIN THERE FOR THE KIDS WHO ARE ALREADY, YOU KNOW, VERY EXCITED ABOUT THE PINS. WE ARE ALSO IN THE MIDDLE OF THE BIRD TOBER ART INSTALLATION THAT WE'RE DOING THROUGHOUT THE DISTRICT. YOU MIGHT HAVE SEEN SOME OF THE VIDEOS WE ARE INSTALLING OVER 31 LIVE BIRDS OR NOT LIVE BIRDS. SORRY, THAT WOULD BE A LITTLE BIT MUCH. MURALS WITH LIFE SIZE BIRDS. THANK YOU VERY MUCH. YEAH, THE BUDGET FOR THAT WAS CUT, SO WE HAD TO DO MURALS INSTEAD. APOLOGIES. WE ARE WORKING ON A GREAT FIELD GUIDE TO BIRDING IN DOWNTOWN WHICH WE YOU'LL GET TO GET THAT. IT'S GOING TO BE FREE AT VISIT MCKINNEY. AND THEN YOU'LL GO AROUND TO THE DIFFERENT BUSINESSES AND COLLECT STICKERS OF THE PICTURES OF THE MURALS, WHICH WILL BE A REALLY FUN COLLECTIBLE. LAST BUT NOT LEAST, WE'RE GEARING UP FOR THE HOLIDAYS. YOU MIGHT HAVE SEEN MITCHELL PARK ALREADY. LIGHTS ARE GOING UP THROUGHOUT DOWNTOWN. WE ARE ALSO GEARING UP FOR OUR HOLIDAY ADVERTISING CAMPAIGN, SO YOU'LL SEE SOME BILLBOARDS GOING UP ON 75, AND THEN THERE'S A FEW, AND THEN WE'RE ALSO GEARING UP FOR A SCULPTURE INSTALLATION ON THE ROUNDABOUT. SO IF YOU HAPPEN TO SEE THE LAST CITY COUNCIL WORK SESSION, WE HAD THE ARTIST COME OUT AND PRESENT THAT PROPOSAL. VERY EXCITED TO KIND OF GET THAT GOING. AND THEN A FEW EVENTS. WE HAVE THE HALLOWEEN SPOOKTACULAR BEER WALK ON THE 26TH. WE HAVE YAG PRESENTING TRAP AT EMPAC AND THEN THE MARKSMEN QUARTET AT IMPACT ON OCTOBER 27TH. SO THAT I'LL STAND FOR ANY QUESTIONS. I'M SORRY, ANDREW, I MISSED WHAT YOU SAID ABOUT A ROUNDABOUT.

YEAH. SO OVER AT TUPPS ON LOUISIANA, THERE'S A ROUNDABOUT. AND SO WE'RE WE'VE. YEAH. ALL RIGHT. IF YOU IN BETWEEN THE FLOUR MILL TUPPS AND THEN EAST IN SALVAGE, THERE'S A BRAND NEW ROUNDABOUT THAT WAS INSTALLED. AND SO WE'VE WORKED WITH AN ARTIST ALLIE KAY FROM ALLIE KAY DESIGNS. SHE'S A GREAT LOCAL ARTIST HERE IN DFW AND SHE'S A MEMBER OF THE MILL HOUSE. AND SHE CAME UP WITH A GREAT SCULPTURE. SO AND I'LL HAVE TO SEND I'LL SEND JUST A RENDERING FOR THE BOARD. GREAT. THANK YOU. YEAH. ANY OTHER QUESTIONS? ANY QUESTIONS? THANK YOU. PARKS AND REC. RYAN WILL BE PRESENTING. GOOD MORNING, RYAN MULLINS, ASSISTANT DIRECTOR OF PARKS AND RECREATION, FILLING IN FOR MISS AMY KINCAID WHILE SHE IS OFF AT THE LEADING EDGE TRAINING THIS WEEK. FIRST THING I WANT TO TALK ABOUT IS THE RECREATION CENTER AT TOWN LAKE. IF YOU RECALL, THIS FACILITY HAS BEEN CLOSED FOR A LITTLE OVER A YEAR FOR SOME REMODELING. YOU KNOW, IT'S SUPPOSED TO BE DONE AROUND THIS TIME, BUT OLD BUILDING, YOU FIND SOME SKELETONS. LUCKILY, THEY WEREN'T ACTUAL SKELETONS, BUT WE DID FIND SOME THINGS THAT DELAYED THE PROCESS A LITTLE.

WE'RE LOOKING AT A LATE JANUARY EARLY FEBRUARY COMPLETION FOR THAT PROJECT. E RANDALL'S PARK, PART OF OUR REVAMPING OF PARKS. THIS ONE'S KIND OF GETTING A TOTAL CUT DOWN AND REBUILD OF A LOT OF THE PARK. ADDING A SPLASH PAD. WE'RE LOOKING FOR ALSO A JANUARY COMPLETION FOR THAT

[00:35:04]

PROJECT. GREENE'S PARK, LOCATED BETWEEN EL DORADO PARKWAY AND STEWART ROAD, OVER BY THE GREENS AND MCKINNEY PROPERTY. THE OLD GOLF COURSE THAT WE TOOK OVER. AGAIN, THE CONSTRUCTION IS ONGOING THERE. ALSO, THE TRAILS PROJECTS WITH THE GREENS. PHASE ONE. THE BRIDGES HAVE BEEN INSTALLED AND LOOKING FOR A JANUARY COMPLETION AND SEEING A THEME HERE. BUT IT'S NOT GOING TO KEEP UP. SO GREENS TRAIL PHASE TWO IS STILL IN DESIGN, BUT THAT IS MOVING RIGHT ALONG.

THE OLD SETTLERS PARK, THE DESIGN IS COMPLETE, 100% COMPLETE ON THE DEVELOPMENT OF THE DESIGN, BUT WE ARE WAITING ON THE ALIGNMENT OF VIRGINIA ON THE NORTH SIDE OF THE PARK.

ENGINEERING WILL BE WORKING ON ALIGNMENT TO GET THAT ROAD OUT TO THE AIRPORT DRIVE, AND ONCE THAT'S COMPLETED, WE CAN FINISH UP OUR PARK DESIGN AND MOVE ON TO BIDDING FOR THAT PROJECT.

TOWN LAKE LIGHT WALK. WE HAD THAT OUT FOR BID. WE GOT ONE BID AND IT WAS PRETTY HIGH. SO WE'RE ACTUALLY REBIDDING THAT IN NOVEMBER. HOPEFULLY WE'LL GET A MORE COMPETITIVE BIDS FOR THAT TOWN. LAKE DOG PARK. A REVISED REPORT WAS SUBMITTED TO THE TEXAS HISTORICAL COMMISSION, AND WE SHOULD HEAR BACK FROM THEM IN NOVEMBER. THE GABE SOFTBALL, THAT'S THE NEW PROJECT. WE HAVE A FOURPLEX COMING ON THERE. THE PREPPING FOR A JANUARY BID OPENING, HOPEFULLY FOR THAT PROJECT. ERWIN PARK, WE FINALIZED THE COORDINATION ON THE SECURITY CAMERAS. ADDITIONAL SERVICES REQUIRED FOR THE DAM BREACH ANALYSIS. SO THAT'S GOING TO BE ONGOING. AND THEN OUR HALLOWEEN FESTIVITIES THIS PAST WEEKEND WE HAD OUR TRICK OR TREAT TRAIL. I'M HAPPY TO REPORT WE HAD ZERO KEGS AND ZERO BEER SERVED WELL THAT WE KNOW ABOUT AT THE EVENT. WE ALSO HAD OUR PUMPKIN DUNK EVENT AT THE APEX CENTER ON SUNDAY. BOTH OF THEM WERE VERY WELL ATTENDED. IF YOU'VE EVER BEEN TO THE TRICK OR TREAT TRAIL, IT'S A GREAT EVENT TO WATCH THE KIDS GOING AROUND THE LAKE, YOU KNOW, WITH THE VENDORS GETTING CANDY. AND WE ALSO HAVE CONTESTS FOR COSTUME CONTESTS AND HENCE MY HAIR. I'M STILL LEFT OVER FROM MY HALLOWEEN COSTUME. I WILL BE GETTING A HAIRCUT SOON, HOPEFULLY. WE ALSO HAD SOME FOOD TRUCKS OUT THERE, SOME CARNIVAL RIDES. IT WAS A GREAT TIME. THOUSANDS OF PEOPLE COME OUT TO THAT EVENT. IT'S KIND OF BORN OUT OF WHAT WAS FORMERLY SCARE ON THE SQUARE. WE WERE HAPPY TO TAKE IT OVER AND START MAKING THAT A BIGGER AND BETTER EVENT. ALSO COMING UP, WE HAVE OUR TRICK OR TREAT MARCH AT THE SENIOR RECREATION CENTER. SO WE HAVE A BUNCH OF LITTLE KIDS, TRICK OR TREATERS THAT ARE, YOU KNOW, NOT IN SCHOOL. AND THEY COME OVER TO THE SENIOR REC CENTER AND THEY GET THE TRICK OR TREAT TO THE HALLWAYS. THE SENIORS LOVE TO SEE THE KIDS IN THEIR COSTUMES. AND WE HAVE OUR MOTHER AND SON, WESTON. ON FRIDAY, NOVEMBER 1ST. AND AS AS AARON MENTIONED, THE BILLIE JEAN KING CUP IS COMING IN NOVEMBER FOR. WE'RE EXCITED ABOUT THAT. TO BE HOSTING THAT AT THE COURTS IN MCKINNEY, BUT ALSO ON NOVEMBER 2ND, WE HAVE OUR TOUR WITH THE MCDC. WE'LL BE PARKING AT THE BARN AT GRAY BRANCH ROAD AND THEN TRAVELING AROUND TO THIS 221,000 SOMETHING CITY. WE ARE NOW SO HAPPY TO DO THAT. I'LL STAND FOR ANY QUESTIONS YOU MAY HAVE. THANK YOU. AARON. I MEAN, HAVING KEGS ON THE ON THE TOUR. MAYBE. NO PLURAL FOR KEGS. IT DEPENDS. IS ANYTHING ELSE COMING TO KEG BESIDES BEER? QUICK QUESTION ON THE PICKLEBALL THAT'S COMING. DO WE HAVE THE PICKLEBALL COURTS TO ACCOMMODATE THAT IN THE CITY, OR ARE YOU ALSO BE TAPPING LIKE SOME OF THE PRIVATE, YOU KNOW, AS FAR AS I KNOW, AND AARON MAY KNOW A BIT DIFFERENT. I THINK EVERYTHING'S GOING TO BE HAPPENING AT THE COURTS. SO. OKAY. YEAH, A LOT OF THE TENNIS COURTS WILL BE CONVERTED OVER TO PICKLEBALL FOR THAT TIME FOR THE FOR THE TOURNAMENT. OKAY. I KNOW SOME OF THE COUNTRY CLUBS HAVE HAVE PICKLEBALL. THAT'S WHY I WAS CURIOUS OF WHETHER OR NOT YOU'D BE TAPPING THOSE. THERE IS PICKLEBALL EVERYWHERE IN THE CITY. I THINK WE HEAR IT. IF I, IF I WERE TO PUT PICKLEBALL IN MY EMAIL SEARCH, IT WOULD IT WOULD BRING UP A MASSIVE AMOUNT OF EMAILS. I'VE SEEN HIM ON THE I'VE SEEN HIM STRIPED IN THE PARKING LOT OF AUTO SHOPS AROUND HERE IN MCKINNEY. SO, RYAN, I WANTED TO ASK ABOUT THE SCOREBOARDS AT GABE NESBITT.

DOES THE CITY CONTROL THOSE OR ARE THOSE, LIKE, CONTRACTED OUT FOR OPERATIONS? WE OWN THOSE.

THE ACTUAL CONTROL OF IT. THE DAY OF THE GAME IS DONE FROM A PHONE. SO, YOU KNOW, IF THERE'S ANY ISSUES WITH THAT, PLEASE LET US KNOW. SO WE CAN GET YOU THE I THINK IT'S FIELD SEVEN. FIELD SEVEN. PARDON ME. IT'S BEEN OUT FOR A COUPLE OF WEEKS. OH OKAY. WELL CERTAINLY I WILL LOOK INTO THAT. SO IT WAS A IT WAS A NEAT THING. WE DID A FEW YEARS AGO BECAUSE OUR OLD SCOREBOARDS USED TO HAVE TO HAVE A CONTROLLER THAT WE'D HAVE TO, YOU KNOW, GET FROM THE CONCESSION STAND, PLUG IN AND USE THESE ALL NOW WORK FROM AN APP, FROM SOMEONE'S PHONE. SO SOMEONE, A VOLUNTEER WITH THE TEAMS CAN ACTUALLY KEEP SCORE. BUT IF THAT'S NOT WORKING PROPERLY, WE WANT TO GET THAT

[President’s Report]

FIXED. FIELD SEVEN I'M ALMOST POSITIVE. YEAH. THANK YOU. ANY ADDITIONAL QUESTIONS FOR RYAN? THANK YOU. WE'LL NOW GO INTO ITEM 20 4-2118. PRESIDENT'S REPORT LINDA. I MY IPAD ISN'T WORKING PROPERLY. I JUST NEEDED TECHNICAL ASSISTANCE UNASSOCIATED WITH THE PRESIDENT'S REPORT. BUT THE UPCOMING. THANK YOU, MADAM CHAIR. MEMBERS OF THE BOARD.

FIRST OF ALL, CONGRATULATIONS TO EVERYONE. NEW MEMBERS AND OFFICERS ELECTED TODAY. LOOK

[00:40:06]

FORWARD TO ANOTHER GREAT YEAR WITH MCDC. I WANTED TO START WITH A COUPLE OF THANK YOUS. WE CELEBRATED THE COMPLETION OF THE TUBS PROJECT WITH THE ISSUANCE OF THE CO AND A THANK YOU EVENT THIS WEEK, AND A PERSON THAT I WANT TO MENTION AND EXPRESS THANKS TO ON BEHALF OF MCDC IS BRENDA SPINELLI, WHO SERVED AS OUR OWNER'S REP ON THAT PROJECT. A LONG AND COMPLEX PROJECT, AND I THINK THAT SHE REPRESENTED MCDC VERY WELL. WE ARE CONTRACTING WITH BRENDA GOING FORWARD TO BE OUR LANDLORD'S REP ON THAT PROJECT TO STAY UP TO DATE ON ANY PLANS THAT THEY MAY WANT TO, TO MOVE FORWARD, TO MAKE CHANGES IN THE SITE AND SO ON. SO LOOKING FORWARD TO CONTINUING TO WORK WITH HER. AND I ALSO WANT TO THANK JOY AND CHRIS FOR THEIR HELP IN UPDATING OUR GUIDELINES FOR OUR OUR GRANT PROGRAM, HELPING TO BRING SOME ADDITIONAL CLARITY TO THOSE GUIDELINES THAT THE BOARD HAS TALKED ABOUT OVER THE PAST YEAR. WHICH LEADS ME TO THE BEGINNING OF OUR GRANT CYCLE FOR THE NEW FISCAL YEAR, NOVEMBER 1ST. THE PROMOTIONAL GRANT APPLICATIONS WILL BE APPLICATIONS WILL BE ACCEPTED NOVEMBER 1ST THROUGH THE END OF THE MONTH. AND THEN WE MOVE RIGHT INTO PROJECT GRANTS AFTER THAT. PLEASE TAKE A LOOK AT THE REPORTS ATTACHED TO THE AGENDA. THE GRANT RECAP OUTLINES ALL OF THE GRANTS THAT WERE AWARDED BY MCDC OVER THE PAST YEAR. AND IF YOU LOOK AT THE TOTAL, INCLUDING WHAT IS ALLOCATED FOR THE ROADWAY INFRASTRUCTURE TO SUPPORT ECONOMIC DEVELOPMENT, IT'S ABOUT 18 MILLION THAT WAS AWARDED BY THIS BOARD LAST YEAR. SO GREAT JOB FOR ALL YOUR HARD WORK AND VETTING THOSE. WE WILL BE YOU ALL NEED TO BE THINKING ABOUT QUALITY OF LIFE AWARDS. LINDA IS WORKING ON A SCHEDULE THAT WILL FOLLOW FOR NOMINATIONS AND THE AWARD THIS YEAR, SO BE THINKING ABOUT WHO YOU MIGHT WANT TO NOMINATE IN THE INDIVIDUAL AND ORGANIZATIONAL CATEGORIES. AND THEN A COUPLE OF OTHER REPORTS.

MARKETING REPORT IS ATTACHED TO THIS MONTH'S AGENDA, BUT ALSO THE ARTS AND BALLOON FINAL REPORT. SO LOOK AT THOSE AND THEN I'LL END WITH JUST MENTIONING THERE'S A REALLY FULL WEEKEND COMING UP WITH EVENTS THAT CDC HAS SUPPORTED, BEGINNING WITH MAKE A DIFFERENCE DAY FRIDAY AND SATURDAY. LINDA IS ACTUALLY LEADING A PROJECT IN SUPPORT OF LIFE PATH SYSTEMS JUST OFF THE SQUARE IN DOWNTOWN, AND THEN WE'VE GOT SPOOKTACULAR BREWS AND BOOS, HALLOWEEN CONCERT MCKINNEY PHILHARMONIC ORCHESTRA IS PUTTING ON THE MASTER GARDENERS AND THEIR FALL PLANT SALE, WHICH IS A GREAT EVENT UP AT MYERS PARK. THE LIBRARY HAS HALLOWEEN HAUNT, YOUNG ACTORS GUILD HAS A PERFORMANCE AT IMPACT TRAP AND THEN FAMILY FUN MARKET AT CHESTNUT SQUARE DURING THEIR FARMER'S MARKET THIS WEEKEND. SO IF YOU THINK THAT THERE IS A SHORTAGE OF EVENTS IN MCKINNEY THIS WEEKEND, JUST TAKE A LOOK AT THE SCHEDULE BECAUSE THERE IS PLENTY, PLENTY TO DO. AND I'M HAPPY TO STAND FOR ANY QUESTIONS. OH, ONE THING I'LL ADD CHANCE MENTIONED THAT WE'RE WORKING ON REAPPROPRIATIONS, SO WHEN THAT REPORT IS COMPLETED, WILL BE PRESENTED TO THE FINANCE COMMITTEE AND THE BOARD. WE ARE WE'VE COMPLETED THE FIRST DRAFT AND ARE NOW REFINING THOSE REAPPROPRIATIONS FOR NEXT YEAR. FOR THE YEAR THAT WE'VE NOW STARTED, FY 25. SO ANY QUESTIONS? ARE THERE ANY QUESTIONS. THANK YOU, SANDY, FOR THAT VERY DETAILED REPORT. AND AS SHE STATED, THE GRANTS AWARD, FISCAL 24 AND MARKETING REPORT AND THE FINAL REPORT FOR ARTS AND BLOOM WERE ATTACHED TO THE AGENDA. THANK YOU. NOW WE GO TO THE DREADED REGULAR AGENDA ITEM 24 2119 TRAINING ON TYPE B CORP. CORPORATE REQUIREMENTS. TYPE B

[Training on Type B Corporate Requirements: Type B Permissible Projects and Related Issues]

PERMISSIBLE PROJECTS AND RELATED ISSUES PRESENTED BY THE FAMOUS. AND WE'RE GOING TO DO IT IN RECORD TIME. RECORD TIME ATTORNEY JEFF MOORE. WELL, MADAM CHAIR, MADAM PRESIDENT BOARD GOOD MORNING. GLAD TO BE HERE WITH YOU. I WILL SAY THAT I HAD MY SON UP HERE FOR OKTOBERFEST, AND WE DID VOTE FOR THE CHUPACABRA. SO I'M GLAD TO GLAD TO HEAR THE CHUPACABRA WON. AND SO. YEAH. GOOD TO BE WITH YOU. THIS MORNING. I'M GOING TO FLY THROUGH THIS UNLESS YOU WANT ME TO SLOW DOWN. THIS IS PART OF THE TAKEN FROM THE STATE MANDATED TRAINING. THERE'S SOME SOME STATE MANDATED TRAINING. LET'S SEE IF I CAN GET THIS TO WORK. THAT IS SIX HOURS IN LENGTH, BUT THIS WILL BE NOWHERE NEAR THAT. AND. BUT I'M GOING TO HIT THE HIGHLIGHTS. I'M GOING TO FLY. IF YOU HAVE ANY QUESTIONS, I'LL GET THEM ANSWERED. AND SO PROCEDURALLY, THERE'S A LOT OF PROCEDURES. AND THAT'S WHAT THIS SLIDE IS FOR. FOR TYPE MEDC IS A TYPE A CORPORATION. YOU ALL ARE

[00:45:04]

A TYPE B CORPORATION. THERE'S SOME DIFFERENCES BETWEEN THE TWO. THIS IS A MAIN DIFFERENCE IS THE PROCESS, THE PROCEDURE TO APPROVE PROJECTS. GENERALLY YOU HAVE TO HOLD A PUBLIC HEARING.

YOU HAVE TO PUBLISH NOTICE OF PROJECTS. YOU HAVE TO WAIT 60 DAYS BEFORE YOU FROM THE PUBLICATION, BEFORE YOU FUND THE PROJECT, CITY COUNCIL GETS TO APPROVE ALL EXPENDITURES.

THERE'S A STATE LAW REQUIREMENT THAT WE HAVE TO ENTER ENTER INTO PERFORMANCE AGREEMENTS. WE USUALLY DO IT AS A LOAN AGREEMENT, YOU KNOW, MAYBE WITH A NOTE, BUT THERE HAS TO BE AN AGREEMENT AND WE'RE PROVIDING PUBLIC FUNDS. SO THERE HAS TO BE AN AGREEMENT WITH THE DEVELOPER OR THE BUSINESS OR WHOMEVER. AND THERE ARE CERTAIN THINGS THAT HAVE TO BE IN IT, JUST, YOU KNOW, CAPITAL INVESTMENT MADE, JOBS CREATED OR RETAINED AND THEN THE PENALTY FOR NONPERFORMANCE AS THE BOARD, YOU OVERSEE THE SALES TAX. WHEN THE VOTERS VOTED IN THE SALES TAX YEARS AGO, THE CITY HAD TO CREATE A NONPROFIT CORPORATION. THAT'S WHAT YOU ALL ARE NONPROFIT. AND AS BOARD, YOU OVERSEE THE CORPORATION. BUT AS THE SLIDE POINTS OUT, YOU KNOW, CITY COUNCIL ALSO GETS TO APPROVE ALL PROGRAMS AND EXPENDITURES UNDER STATE LAW.

THOSE THOSE REFERENCES THERE ARE TO THE LOCAL GOVERNMENT CODE FIVE, CHAPTER 501 AND 505 OF THE LOCAL GOVERNMENT CODE, AND SO THAT'S, YOU KNOW, A STATE LAW REQUIREMENT THAT CITY COUNCIL GETS TO APPROVE EVERY EXPENDITURE OF THE OF AN EDC. YOU KNOW, DOES CITY COUNCIL APPOINT THE DIRECTORS? YES. YOU GOT A SEVEN MEMBER BOARD. YOU GOT TO BE A RESIDENT OF THE CITY. THAT'S A STATE LAW REQUIREMENT GIVEN GIVEN THE POPULATION. YOU KNOW, THE BOARD MEMBERS ARE APPOINTED BY CITY COUNCIL. STATE LAW PROVIDES THAT THEY CAN BE REMOVED WITH OR WITHOUT CAUSE AS A BOARD MEMBER, YOU SERVE A TWO YEAR TERM AND ALSO, YOU KNOW, THE BYLAWS PROVIDE THAT YOU HAVE A TERM LIMIT OF THREE TWO YEAR TERMS. NOW, WHO DETERMINES THE BOARD OFFICERS. WELL, YOU JUST DID THAT. AND SO I'LL SKIP THIS ONE BECAUSE YOU DID IT VERY WELL.

AND BUT YES BOARD YOU GET TO ELECT THE CITY COUNCIL APPOINTS THE BOARD. THE BOARD ELECTS THE OFFICERS. NOW HOW LONG DO YOU SERVE AS AN OFFICER? THE BYLAWS PROVIDE FOR ONE YEAR. AND STATE LAW GENERALLY HAS A DEFAULT THAT IF THE ARTICLES OR BYLAWS DON'T SPECIFY, IT'S A ONE YEAR TERM AND THAT YOU DO AN ANNUAL ELECTIONS. WHAT'S A QUORUM? YOU KNOW THIS FOR THE OPEN MEETINGS ACT, YOU'RE GOVERNED BY THE OPEN MEETINGS ACT. FOUR OF THE SEVEN IS NEEDED TO HAVE A MEETING SO THAT THAT'S A QUORUM. YES. YOU'RE SUBJECT TO THE OPEN MEETINGS ACT. AM I GOING TOO FAST? I FEEL LIKE I'M GOING. WAIT. OH, NO. NO, NO. OKAY, GOOD. OKAY. I'M DOING GOOD.

OKAY. ALL RIGHT, ALL RIGHT. YEA. SUBJECT TO THE OPEN MEETINGS ACT. AND SO THIS JUST A QUICK QUESTION. YEAH. YEAH. BECAUSE IT'S COME UP AMONG THE GROUP QUORUM IS FOR. BUT IF WE HAVE FEWER THAN SEVEN MEETING LIKE ONLY FIVE ARE AVAILABLE FOR A MEETING, IT STILL REQUIRES IT'S STILL FOUR. OKAY. YEAH. I'M SORRY, BECAUSE I WAS LITERALLY GOING TO ASK THAT QUESTION. SO IT'S HARD FOR TO PASS A MEASURE. OH, NO. IT'S A MAJORITY VOTE OF THE OF THE BOARD OF THE. THAT'S PRESENT TO PASS SOMETHING WHICH IN THIS CASE HER EXAMPLE WOULD BE THREE. GOOD QUESTION. UNDER UNDER STATE LAW IT IS A WHEN YOU HAVE A QUORUM PRESENT, IT TAKES A MAJORITY VOTE OF A QUORUM OF A QUORUM. AND SO IF YOU JUST HAD FIVE, THREE, THREE, TWO WOULD PASS. YEAH. IT'S LITERALLY GOING TO ANSWER THAT ONE TOO. SO HERE'S THE FUN PART. AND THIS IS KIND OF WHAT WE THE WHAT WE DO.

THE STATE MANDATED SALES TAX TRAINING ON. BECAUSE A LOT OF TIMES MAYBE, YOU KNOW, APPLICANTS THINK IT'S JUST A BIG BUCKET OF MONEY, DIP YOUR HANDS IN, TAKE AS MUCH AS YOU WANT.

AND UNFORTUNATELY, STATE LAW LAYS OUT OR MAYBE FORTUNATELY, STATE LAW LAYS OUT WHAT THE MONEY, THE TYPE B SALES TAX CAN BE SPENT ON. AND SO THAT'S WHAT THESE SLIDES WILL ADDRESS. THE STATUTES ARE IN CHAPTER 501 AND 505 OF THE LOCAL GOVERNMENT CODE. THIS IS A MAIN PROVISION USUALLY SAY THE MEDC IS A TYPE A THIS. THEY UTILIZE THIS PROVISION QUITE A BIT. IT'S FOR A PRIMARY JOB. YOU'LL SEE UNDER ONE THERE. IT'S FOR THE CREATION AND RETENTION OF PRIMARY JOBS.

THAT'S USUALLY MANUFACTURING OR MAYBE A WAREHOUSE THAT AS AN EDC OR EVEN AS THE CDC, YOU PROVIDE LAND, BUILDINGS, EQUIPMENT, FACILITIES, EXPENDITURES TARGETED INFRASTRUCTURE.

GENERALLY IT'S MANUFACTURING INDUSTRIAL FACILITIES. BUT IT CAN BE MORE THAN THAT. AND HERE'S A LONG, YOU KNOW, LAUNDRY LIST, DISTRIBUTION CENTERS AND REGIONAL OR NATIONAL CORPORATE HEADQUARTER FACILITIES ARE KIND OF THE USUAL SUSPECTS FOR FUNDING. THERE'S A WHOLE DEFINITION OF PRIMARY JOB THAT'S REALLY MORE FOR ME TO, TO FIGURE OUT THAT. DO THEY MEET THE DEFINITION OF PRIMARY JOB? GENERALLY, THEY HAVE TO BE EXPORTING SOMETHING EITHER REGIONALLY, STATEWIDE, NATIONALLY OR INTERNATIONALLY, AND THEY HAVE TO MEET ONE OF

[00:50:05]

THESE VARIOUS SECTOR CODES UNDER THE NORTH AMERICAN INDUSTRIAL CLASSIFICATION SECTORS. SECTOR CODES. THERE'S A STAR NEXT TO THIS BECAUSE WE DO A LOT OF PROJECTS UNDER THIS, A LOT OF LOAN AGREEMENTS THAT WE CAN PROVIDE INFRASTRUCTURE. AND, YOU KNOW, AS A BOARD, YOU COULD DETERMINE, YOU KNOW, IT HAS TO PROMOTE A NEW BUSINESS OR EXPAND AN EXISTING BUSINESS. IS THE REQUIREMENT UNDER THE STATUTE. BUT THEN IT DOES SAY LIMITED TO STREETS AND ROADS, YOU KNOW, RAIL SPURS, WATER, SEWER, ELECTRIC, YOU KNOW, GAS. MY FAVORITE IS SITE IMPROVEMENTS.

THAT'S NOT DEFINED. SO WHAT IS A SITE. THERE'S AN ATTORNEY GENERAL OPINION THAT TRIED TO ADDRESS IT. DON'T DON'T KNOW IF IT REALLY HELPED AS MUCH. BUT YEAH IF YOU'RE ON THE GULF OF MEXICO YOU CAN DO BEACH REMEDIATION. SO THAT'S WE DO A LOT OF PROJECTS UNDER THAT, UNDER THAT OBVIOUSLY A LOT OF INFRASTRUCTURE TO ASSIST WITH THE NEW BUSINESS OR EXPANDED BUSINESS MASS TRANSIT. SENATOR FLORENCE SHAPIRO FROM YEARS AGO AUTHORED THIS BILL TO REALLY FOR TYPE A AND TYPE B CITIES, WHO ALSO WANTED TO DO SOME ASSISTANCE WITH THE DART OR, YOU KNOW, MASS TRANSIT. THERE'S ABILITY TO HELP WITH THE WITH WITH MASS TRANSIT WITHOUT LOSING YOUR SALES TAX BECAUSE, YOU KNOW, THE SALES TAX IS THE STATE HAS SIX AND A QUARTER. GENERALLY CITIES HAVE HAVE HAD $0.01 AND THEN MASS TRANSIT HAS A PENNY. AND SO LIKE FOR DALLAS THEY CAN'T DO TYPE A OR TYPE B BECAUSE THE CAP IS EIGHT AND A QUARTER PLANO. THEY YOU KNOW, THEY GOT $0.01 CITY $0.01 DART SIX AND A QUARTER STATE. THEY CAN'T DO TYPE A TYPE B. AND SO SOME CITIES WANTED TO DO HELP WITH MASS TRANSIT WITHOUT LOSING THE TYPE A, TYPE B AND THAT'S THAT'S WHAT THIS STATUTE DOES. 505.152 THIS WAS WRITTEN FOR THE CITY OF ARLINGTON YEARS AGO.

THIS IS REALLY THE DIFFERENCE BETWEEN YOU AND THE MEDICI AND WHERE IT'S REFERRED TO QUALITY OF LIFE PROJECTS. I'VE KIND OF BOLDED, YOU KNOW, WHAT YOU CAN DO BECAUSE YOU CAN PROVIDE LAND, BUILDINGS, EQUIPMENT, FACILITIE, BUT IT'S FOR PROFESSIONAL AMATEUR SPORTS, YOU KNOW, CHILDREN'S SPORTS, ATHLETIC ENTERTAINMENT, TOURIST CONVENTION OR PUBLIC PARKS.

THIS, THIS IS WHERE WE'VE DONE A LOT OF PARKS AND THEN YOU GET THIS LAUNDRY LIST OF STUFF YOU CAN HELP WITH AFTER THAT. BUT THIS IS WHERE ARLINGTON DID YOU KNOW PROFESSIONAL SPORTS? FRISCO DID MINOR LEAGUE BASEBALL. BUT YOU CAN DO, YOU KNOW, PARKS AND ENTERTAINMENT, TOURIST CONVENTION SORT OF FACILITIES. THIS NEXT SLIDE AFFORDABLE HOUSING. THIS IS THE ONE AREA THAT YOU KNOW FOR TYPE B'S CAN HELP WITH RESIDENTIAL. AND IT'S FOR AFFORDABLE HOUSING. IT HAS TO MEET THE FEDERAL DEFINITION OF AFFORDABLE HOUSING, WHICH IS LOW INCOME OR VERY LOW INCOME FAMILIES. SO IT'S NOT YOUR MARKET RATE HOUSING. IT IS FOR AFFORDABLE HOUSING. AND THAT'S THE ONE AREA THIS NEXT SLIDE IS, YOU KNOW, WATER WATER SUPPLY FACILITIES, WATER CONSERVATION PROGRAMS. THIS IS WRITTEN FOR CITY OF SAN ANGELO YEARS AGO. IF YOU KNOW THE CITY WAS LOOKING TO DO THAT, THE EDC WAS LOOKING TO DO THAT AT THE VERY BOTTOM OF THIS SLIDE, YOU HAVE TO GO TO A VOTE OF THE VOTERS TO DO THIS TYPE OF PROJECT. AND THERE'S SOME MANDATORY BALLOT LANGUAGE LISTED AT THE AT THE BOTTOM OF THAT, OR IT'S REFERENCED IN THAT BOTTOM OF THE SLIDE. THIS NEXT STATUTE, I REALLY DON'T SEE A LOT OF PROJECTS DONE HERE IN THAT YOU HAVE TO IT HAS TO CREATE OR RETAIN A PRIMARY JOB. SO A MANUFACTURER OR WAREHOUSE, THAT LAUNDRY LIST I GAVE YOU EARLIER, BUT THIS IS NUMBER ONE. THIS IS WHERE SOME CITIES HAVE DONE PUBLIC SAFETY FACILITIES.

IT'S THAT THAT TERM IS NOT DEFINED. SO SOME HAVE BEEN ABLE TO DO A FIRE STATION NEXT TO A MANUFACTURER OR NEXT TO A WAREHOUSE TO, TO, TO, YOU KNOW, PROVIDE ASSISTANCE. SO TYPE BEES CAN DO PUBLIC SAFETY FACILITIES. SO THAT'S GENERALLY, YOU KNOW THE PROJECTS HOW YOU GET THEM APPROVED. AND THESE ARE THE STATUTES. AND THIS IS WHERE THE PROCEDURE AROUND THE STATE HAS BECOME REALLY CONVOLUTED GIVEN LEGISLATIVE CHANGES. AND I SPEND MORE TIME AT THE TRAINING TALKING ABOUT THESE SLIDES. IT SEEMS LIKE MORE THAN THE PROJECTS AND THAT FOR TYPE B YOU GOT KIND OF THREE STATUTES TO LOOK AT. THIS FIRST ONE SAYS CITY COUNCIL GETS TO APPROVE ALL EXPENDITURES. IT DOESN'T SAY WHEN OR HOW IT COULD BE DURING THE BUDGET. I THINK MOST DO IT DURING THE BUDGET. BUT YEAH, YOU HAVE TO. CITY COUNCIL GETS TO APPROVE ALL EXPENDITURES. IF I CAN SEE IF I CAN GO BACK, I GET THE QUESTION. WELL, IF IT'S UNDER $10,000, IS IT DEEMED APPROVE? IT'S LIKE, WELL, IT DEPENDS IF YOU HAVE IT IN THE BYLAWS. BUT THIS SAYS ALL EXPENDITURES, YOU KNOW, THEY USE THE TERM THE UNIT AND THAT'S CITY COUNCIL. THE UNIT WILL APPROVE ALL PROGRAMS AND EXPENDITURES. AND SO IT REALLY DOESN'T SAY WHEN OR HOW. BUT YOU KNOW, CITY COUNCIL GETS TO DETERMINE THAT HEARING FOR MOST PROJECTS AND REALLY FOR ALL YOUR Y'ALL'S PROJECTS, YOU WOULD HAVE GIVEN THE POPULATION UNDER B, YOU HAVE TO HOLD A PUBLIC

[00:55:02]

HEARING ON ALL PROJECTS BEFORE SPENDING MONEY. AND THAT THAT IS FOR THE, YOU KNOW, THE CORPORATION TO HOLD THE HEARING, NOT NOT CITY COUNCIL. THIS STATUTE IS WHERE WE GET A LOT OF QUESTIONS. IT TALKS ABOUT ELECTION REQUIRED FOR PROJECTS, BUT REALLY WHAT IT SAYS THAT WHEN YOU READ THROUGH IT IS THAT WE'RE GOING TO PUBLISH NOTICE OF A PROJECT. WE HAVE TO WAIT 60 DAYS BEFORE MAKING EXPENDITURES RELATED TO THAT PROJECT. IF A PETITION IS SUBMITTED TO THE CITY, IT HAS TO BE SIGNED BY 10% OR MORE OF THE REGISTERED VOTERS, AND THEN THAT PROJECT WOULD GO TO THE VOTE OF THE VOTERS. AND THIS WAS WRITTEN FOR ARLINGTON YEARS AGO. IT'S STILL ON THE BOOKS. AND BUT YEAH, GENERALLY GOT PUBLISHED. NOTICE, NOTICE IN THE NEWSPAPER OF ALL OUR PROJECTS IN THE WAIT 60 DAYS. SO PROCEDURALLY, THIS COULD BE THE PROCESS. AGAIN, IF CITY COUNCIL HAS ALREADY APPROVED IT IN YOUR BUDGET, THEN YOU KNOW YOU'VE ALREADY GOT APPROVALS, BUT BUT GIVEN THE OPEN MEETINGS ACT POSTING AGENDA 72 HOURS IN ADVANCE, PUBLISH NOTICE, HOLD THE HEARING AND THEN VOTED UP OR DOWN AND YOU KNOW, CITY COUNCIL LIKEWISE COULD DO THE SAME. SO THAT'S PROJECTS. AND YOU'VE GOT TWO OTHER EXPENDITURES THAT YOU CAN DO AS A BOARD. YOU CAN DO PROMOTIONAL EXPENDITURES, ADVERTISING AND THEN JOB TRAINING. AND SO I'M GOING TO TALK ABOUT THOSE REAL QUICK PROMOTION. BASICALLY STATE LAW SAYS, YOU KNOW, IT'S A REFERENCE TO 505. THE LOCAL GOVERNMENT CODE SAYS YOU GET TO SPEND 10% OF YOUR REVENUE PER YEAR. THE SALES TAX REVENUE ON PROMOTION. STATE LAW DOES NOT DEFINE WHAT PROMOTION IS. THERE'S AN ATTORNEY GENERAL OPINION THAT SAYS IT HAS TO PUBLICIZE OR ADVERTISE THE CITY FOR BUSINESS DEVELOPMENT. AND SO IS THAT ADVERTISING OKTOBERFEST? SURE.

YOU KNOW, IS IT YOU KNOW, IS IT GOING TO GET PEOPLE TO COME DOWN AND SHOP AND DO THOSE SORT OF THINGS THAT THAT THAT FITS THE STATUTE? IS IT IS IT A BILLBOARD? IS IT AN AD IN THE TEXAS MONTHLY? IS IT, YOU KNOW, RADIO SPOT, TV AD, YOU KNOW, IT GETS PEOPLE TO SHOP. YEAH. THAT, THAT IF IT PUBLICIZES OR ADVERTISES THE CITY FOR BUSINESS DEVELOPMENT SO THAT THAT'S PROMOTION. SO YEAH YOU CAN MAKE EXPENDITURES BUT YOU'RE CAPPED AT 10% PER YEAR. AND THEN YOU HAVE JOB TRAINING. YOU CAN PAY FOR JOB TRAINING. IT CAN BE ANY SORT OF BUSINESS. WHAT THIS STATUTE SAYS IS THAT USE THE TERM BUSINESS ENTERPRISE SO THAT BUSINESS HAS TO COMMIT IN WRITING TO INCREASE THEIR PAYROLL OR CREATE NEW JOBS THAT WILL PAY THEIR PREVAILING WAGE FOR THAT OCCUPATION. AND IF THEY'RE WILLING TO DO THAT, YOU CAN PAY FOR THE JOB TRAINING. IT COULD BE RETAIL, IT COULD BE A MANUFACTURER. JUST WHAT IT HAS TO BE IS A BUSINESS ENTERPRISE.

AND I THINK I DID THAT IN 14 MINUTES. YEAH. NO NO QUESTIONS, NO QUESTIONS. THANK YOU JEFF. WE GET A LOT OF QUESTIONS ABOUT JOB TRAINING. AND A LOT OF TIMES IT IS A TRAINING PROGRAM. OKAY. IT COULD BE MAYBE SOMETHING OFFERED THROUGH COLLIN COLLEGE OR IT COULD BE MORE SOFTER LEADERSHIP TYPE SKILLS. THOSE WOULD NOT BE ELIGIBLE UNLESS THAT SECOND COMPONENT WAS IN PLACE WHERE A BUSINESS HAD MADE A COMMITMENT TO ACTUALLY CREATE AND HIRE PEOPLE. THAT'S RIGHT. I MEAN, FOR THE MOST PART, THERE'S A PROVISION FOR HIGHER ED THAT THERE'S ABILITY TO PROVIDE ASSISTANCE. AND WE'VE DONE THAT OVER THE YEARS WITH FOR HIGHER ED, THERE'S A STATUTE FOR HIGHER ED, BUT GENERALLY FOR A BUSINESS, IT HAS TO BE WITH A BUSINESS ENTERPRISE. SO FOR SOME EDCS THEY SAY, WELL, I GOT THE HIGH SCHOOL, THEY WANT TO DO SOME SORT OF TRAINING. CAN THE EDC PAY FOR THE HIGH SCHOOL TRAINING? IT'S LIKE, WELL, THAT DOESN'T FIT. IT HAS TO BE A BUSINESS ENTERPRISE THAT THEY'RE GOING TO COMMIT IN WRITING, BASICALLY CONTRACT TO INCREASE THEIR PAYROLL OR CREATE NEW JOBS THAT WILL PAY THE PREVAILING WAGE THAT TERM. PREVAILING WAGE IS NOT DEFINED IN THIS STATUTE. SO WHATEVER THE AVERAGE WAGE IS FOR THAT OCCUPATION, IF THEY'RE IF THEY'RE WILLING TO PAY IT, THEN WE CAN, YOU KNOW, ASSIST. BUT YEAH, GENERALLY IT'S A BUSINESS. SO I HAVE A FOLLOW UP QUESTION ON THAT. LET'S JUST PLAY OUT AN EXAMPLE. IF MARRIOTT OR ANY BIG HOTEL CHAIN CAME AND COORDINATED WITH COLLIN COLLEGE, BUT THEY WERE LIKE THE PREVAILING BUSINESS ENTERPRISE AND THEY SAID, WE WANT TO PARTNER WITH COLLIN COLLEGE FOR HOSPITALITY PROGRAM SO WE CAN TRAIN THE STUDENTS AND THEY CAN WORK IN ALL THESE NEW HOTELS THAT ARE COMING. CAN MCDC KICK IN A LITTLE BIT MONEY FOR THIS TRAINING? I'VE HAD A PARTNERSHIP IN A COUPLE INSTANCES. WE'VE BEEN ABLE TO DO A KIND OF A THREE PARTY AGREEMENT THAT WE'RE GOING TO DO THE TRAINING, WE'RE GOING TO HIRE THEM OR WE'LL HIRE A CERTAIN NUMBER. AND BECAUSE IT JUST HAS TO BE A BUSINESS, A BUSINESS ENTERPRISE, AND IF THEY'RE GOING TO COMMIT TO HIRE A CERTAIN NUMBER OF PEOPLE, YOU KNOW, WE PAY FOR THE TRAINING. I GUESS ENTITY A IS GOING TO DO THE TRAINING, BUT B IS GOING TO HIRE THEM. YEAH, I THINK THERE'S A WAY TO GET THERE THROUGH MAYBE SOME SORT OF THREE PARTY AGREEMENT. IF EACH PARTY IS COMMITTED TO DO THEIR PART, BUT WITHOUT THE COMMITMENT TO CREATE AND HIRE, CREATE THE POSITIONS AND HIRE THE PEOPLE, WE COULD NOT DO THAT, RIGHT? YEAH. THAT'S THE THAT'S THE CAVEAT. OKAY. THANK YOU. SO THIS IS VERY

[01:00:04]

HELPFUL BECAUSE WE OFTEN ARE PRESENTED WITH PROJECTS AND OUR SPECIAL COMMITTEE. AND WE'RE ALWAYS ASKING OF COURSE SHE'S OUR GURU. IT'S LIKE CAN WE DO THAT? I'M ON THE PHONE. SO PHONE A FRIEND. YOU KNOW, HAVING THIS REFRESHER WITH US COMING, YOU KNOW, ON THIS UPCOMING YEAR, WE'LL DEFINITELY WE'LL GET THESE SLIDES AS WELL. YEAH. RIGHT. YEAH. EVERY SLIDE ON THE AGENDA.

SO I JUST THINK IT'S A GOOD REFRESHER AS WE START LOOKING AT PROJECTS THAT WILL BE PRESENTED TO US THIS UPCOMING YEAR. AND SO THAT WE KIND OF HAVE THIS INFORMATION AND WE DON'T ALWAYS HAVE TO GO TO CINDY AND SAY, BUT WE STILL SAY, CAN WE DO THAT AND KEEP IT IN THEIR HEAD? SO THANK YOU AND YOUR OH, YOU'RE VERY WELCOME. AND YEAH, GLAD TO VISIT ONCE A YEAR AND GOOD GOOD TO SEE

[Update on McKinney Hotels]

EVERYBODY. CONGRATS. THANK YOU THANK YOU I APPRECIATE YOU. NEXT ITEM WE HAVE ITEM 20 4-2120 UPDATE ON MCKINNEY HOTELS FROM AARON. ALL RIGHT THANK YOU MADAM CHAIR. MEMBERS OF THE BOARD AGAIN AARON WARNER EXECUTIVE DIRECTOR AT VISIT MCKINNEY. PRESIDENT ANIBAL ASKED ME IF I WOULD GIVE A QUICK UPDATE ON THE CURRENT STATUS OF HOTELS IN MCKINNEY, KIND OF WHERE WE'RE AT TODAY. WHAT'S IN THE PIPELINE? MAYBE WHAT ARE SOME OF OUR MISSING WHERE WE MIGHT BE MISSING THE MARK A LITTLE BIT? AND SO LET ME FLY THROUGH THIS FOR YOU GUYS REAL QUICK. I DO APOLOGIZE TO YOU WHEN IT MOVED FROM CANVA TO PDF. LOOKS LIKE A FEW LINES MOVED AROUND, SO IGNORE THE LINE THROUGH THAT. AT THE TOP. BUT HERE'S A QUICK MAP OVERVIEW OF OUR HOTEL PRODUCT TODAY, KIND OF WHERE IT IS THROUGHOUT THE CITY OF MCKINNEY. WE HAVE 20 ACTIVE HOTELS, MEANING THAT THEY ARE ACTIVELY BOOKING ROOM NIGHTS RIGHT NOW THROUGHOUT THE CITY. THE MAP SHOWS WHERE SOME OF THOSE HOTSPOTS ARE. OBVIOUSLY, YOU SEE MOST OF THOSE COMING OFF OF 75.

WE DO HAVE FOUR HOTELS THAT ARE UNDER CONSTRUCTION CURRENTLY AND A SECOND, I'LL SHOW YOU A SLIDE OF THOSE AND KIND OF WHAT STAGES THOSE HOTEL PROJECTS ARE IN OUR LARGEST CAPACITY TO HOST A GROUP AT A HOTEL OR A MEETING SPACE AT A HOTEL IS 824, AND THAT IS THE ADVERTISED CAPACITY ON THE SHERATON. IF YOU'VE ATTENDED AN EVENT AT THE SHERATON, YOU YOU PROBABLY KNOW THAT THAT NUMBER WOULD BE REALLY, REALLY TIGHT AND WOULD PROBABLY TAKE LIKE A THEATER STYLE SETUP. NO ROUNDS, THINGS LIKE THAT. BUT THAT'S THE ADVERTISED NUMBER. AND THEN THE LARGEST MEETING SPACE, THE LARGEST BALLROOM SPACE WE HAVE IN THE CITY CURRENTLY AT ONE OF THESE FACILITIES IS 7600FT■S.

THAT IS OBVIOUSLY AT THE SHERATON, AND THAT WOULD BE USING ALL OF THAT, THAT BALLROOM SPACE. SO YOU WOULD LOSE A LOT OF THAT BREAKOUT SPACE FOR HOSTING EVENTS. SO THAT'S OUR CURRENT QUICK FACTS. THESE ARE THE FOUR ACTIVE CONSTRUCTION PROJECTS. WE HAVE. DENIZEN HOTEL AT DISTRICT 121. THIS PICTURE IS PROBABLY ABOUT A MONTH OLD NOW. THEY ARE GETTING PRETTY CLOSE TO OPENING. I BELIEVE IF YOU LOOK ON THEIR WEBSITE YOU CAN BOOK A ROOM TENTATIVELY AFTER NOVEMBER 20TH OR SO. THERE IS A CAVEAT THAT IF THEY DON'T GET EVERYTHING FINALIZED, THEY'LL THEY'LL PUSH THAT OUT. SO THERE'S A LITTLE ASTERISK ON THEIR SITE. I BELIEVE DECEMBER 1ST IS A PRETTY SOLID NUMBER, THOUGH OUR DATE FOR THEIR OPENING THE TRU BY HILTON. THIS IS OVER ON CRAIG DRIVE. YOU'VE PROBABLY DRIVEN PAST THIS THING FOR YEARS. IT'S BEEN A REALLY, REALLY SLOW PROJECT. THEY ARE THEY HAVE HIRED A GM. THEY'VE HIRED STAFF. THEY DO HAVE A YOU CAN BOOK A ROOM NOW ON THEIR WEBSITE STARTING IN FEBRUARY OF 25. SO WE DO THINK THAT THAT PROJECT IS ABOUT TO CROSS THE FINISH LINE FINALLY, WHICH IS GOING TO BE REALLY NICE FOR US.

IT WAS JUST SLOW AND I THINK HIT SOME CONSTRUCTION BUMPS THROUGH THE ROAD AND OWNERSHIP ISSUES.

THEN WE HAVE THE AVID HOTEL, WHICH IS SOUTHBOUND ON HIGHWAY 75. THAT PROJECT IS MOVING PRETTY QUICK. YOU PROBABLY SEE THAT IF YOU DRIVE 75 EVERY DAY, BUT AT KIND OF YOUR MID-TIER SELECT SERVICE PROPERTY THERE, AND THEN THE AC MARRIOTT AC HOTEL BY MARRIOTT, ALSO OVER AT HUB 121, LITERALLY BASICALLY IN THE FRONT YARD OF INDEPENDENT FINANCIAL, YOU'LL SEE THE CONCRETE PIERS OUT OF THE GROUND AT THAT SITE. THE PARKING LOT IS POURED. THAT IS GOING TO BE A REALLY NICE PROPERTY FOR US. IT WILL BE OUR SECOND LARGEST PROPERTY ONCE IT'S OPEN AND ALSO HAS THAT MARRIOTT FLAG, WHICH WILL BE ATTRACTIVE, SOME OF THE NEEDS. SO THESE ARE THESE ARE THE THINGS THAT WE HEAR WHEN WE TRAVEL, WHEN WE MEET WITH WITH OUR CLIENTS, WHEN WE'RE TRYING TO BOOK BUSINESS, WE NEED A HOTEL WITH OVER 200 ROOMS UNDER ONE ROOF. WHEN WE'RE BOOKING A CONFERENCE, PEOPLE LIKE TO KEEP THEIR ATTENDEES UNDER ONE ROOF IF AT ALL POSSIBLE. WHEN YOU START HAVING TO BRING IN SECOND, SECOND PROPERTIES TO HOST A GROUP, THEY START GETTING A

[01:05:03]

LITTLE ANTSY. THERE ARE A LOT OF PLACES IN TEXAS THAT CAN HOST THESE EVENTS, AND INCLUDING IN OUR IN OUR NEIGHBORING COMMUNITIES, AND SO IT'S EASIER FOR THEM TO GO OVER THERE AND KEEP EVERYBODY TOGETHER. ANOTHER THING THAT WE NEED IS MORE UPPER TIER PROPERTIES. I'LL SHOW YOU SOME DATA IN A SECOND THAT YOU CAN SEE, BUT WE NEED UPPER TIER PROPERTIES, BUT WE ALSO NEED THEM IN WALKABLE URBAN ENVIRONMENTS. SO WHAT WE'RE WHAT WE'RE HEARING FROM PEOPLE IS THAT THEY DON'T WANT TO BE IN A HOTEL BY ITSELF OFF THE HIGHWAY. THEY WANT SOMEWHERE WHERE THEY CAN WALK OUT OF THEIR FRONT DOOR OF THE PROPERTY, GO GRAB A DRINK, GRAB A BITE TO EAT, HAVE A GOOD TIME, WALK BACK INTO THEIR ROOM. AND SO WHEN WE THINK ABOUT OUR CORPORATE TRAFFIC FOR A SPECIFIC GROUP, WE LOSE. I WOULD SAY UPWARDS OF 90% OF OUR CORPORATE TRAFFIC FROM OUR LOCAL MCKINNEY CORPORATE HEADQUARTERS, BECAUSE THEY'RE PLACING THEIR THEIR VIP GUESTS AND THEIR GUESTS ARE BRINGING IN TOWN INTO NEIGHBORING COMMUNITIES WHERE THEY CAN PUT THEM IN THESE ENVIRONMENTS. THE CAVEAT THERE IS THE GRAND HOTEL. THE GRAND HOTEL IS A IS THE PERFECT LOCATION FOR THIS, AND THEY DO TRY TO PUT THEIR GUESTS THERE IF AT ALL POSSIBLE. BUT THE GRAND IS A SMALL, IT'S A SMALLER PROPERTY AND IT IS BOOKED ALMOST EVERY WEEKEND. WE'VE TRIED TO PUT TWO GROUPS THERE IN THE PAST COUPLE WEEKS, AND THE DATES WE WERE LOOKING AT WERE 100% SOLD OUT, AND SO THEN YOU HAVE TO GET CREATIVE ON WHERE YOU PLACE THOSE TYPE OF GUESTS. ANOTHER THING WE HEAR FROM THE GROUP, FROM LARGER GROUPS THAT WE LOSE OUT WHEN WE'RE LOOKING AT BIDDING OR WE JUST CAN'T BID BECAUSE THEY'RE LOOKING FOR THAT SPACE IS A MEETING SPACE WITH AT LEAST 40,000 45,000FT■S COMBINE. THAT DOESN'T HAVE TO BE ALL BALLROOM SPACE, BUT ONCE YOU ADD IN BREAKOUTS, YOUR YOUR PRE-FUNCTION SPACE OUT IN THE LOBBIES FOR YOUR VENDORS AND SPONSORS, AND THAT IS ABOUT THE CATEGORY THAT WOULD THAT WOULD ALLOW US TO BRING IN MORE BUSINESS TO MCKINNEY. SO WE OPERATE KIND OF IN THE SHERATON FULL LAYOUT IS AROUND 16 OR 17,000FT■S. AND SO THAT THAT IS THE SIZE MEETING THAT WOULD ALLOW US A LOT OF FLEXIBILITY IN MCKINNEY. AND THEN THE LAST QUESTION, YES, WHAT'S THE ACS MEETING SPACE? THE ACS IS NOT REALLY A MEETING SPACE HOTEL. I THINK THEY'RE GOING TO HAVE SOMEWHERE AROUND 4000FT■S COMBINED. AND THEN THEY'LL HAVE A ROOFTOP RESTAURANT THAT COULD BE RENTED OUT, BUT IT'S GOING TO BE A IT'S NOT GOING TO BE GEARED FOR THAT. THE LAST ONE IS A SECOND FULL SERVICE PROPERTY WITH SOME MEETING SPACE IN MCKINNEY. AN EXAMPLE OF WHY THIS NEED IS PRETTY BIG FOR US. WHEN WE HOST D2 FOOTBALL EVERY YEAR, WE HAVE TO PLACE ONE TEAM IN ALLEN OR IT'S ALWAYS BEEN IN ALLEN, BUT IT COULD BE IN PLANO OR ANYWHERE AT A FULL SERVICE PROPERTY WHERE THEY HAVE MEETING SPACE FOR THE TEAMS, WHERE THE COACHES AND EVERYBODY CAN HAVE THEIR BREAKOUT SPACE, RESTAURANTS AND EVERYTHING ON SITE AND SO WE LOSE HALF OF OUR OUR HOTEL MOTEL TAX EVERY YEAR OF THAT EVENT, BECAUSE ONE TEAM IS GOING TO BE IN A NEIGHBORING COMMUNITY. AND THAT AND THAT'S A TREND THAT HAPPENS AT OTHER TIMES AS WELL. WELL, THE AC FILL THAT NEED, I DON'T THINK THEY'RE GOING TO HAVE ENOUGH BREAKOUT SPACE TO THE NCAA HAS A REQUIREMENT. AND SO WE HAVE TO PROVIDE HOTELS THAT FIT THEIR THEIR MINIMUM REQUIREMENT, THEI. I PROVIDED THIS I'M NOT GOING TO GO INTO A LOT OF DETAIL, BUT THIS IS DIRECTLY FROM COSTAR, WHICH IS HOW YOU BREAK OUT HOTEL PROPERTIES BY DIFFERENT TIERS. AND SO I JUST WANTED TO GIVE YOU THE TERMINOLOGY THAT THEY USE.

AND SO THAT YOU CAN YOU HAVE THIS WHENEVER YOU'RE OUT TALKING WITH WHOEVER COMES YOUR WAY IN A SECOND, I'LL SHOW YOU WHAT THIS LOOKS LIKE IN MCKINNEY WITH HOW WE'RE BROKE, HOW WE BREAK OUT BY SUB MARKET CLASS. AND AGAIN, ALL THE INFORMATION I'M SHOWING YOU TODAY IS DIRECTLY FROM COSTAR.

AND SO THIS IS OUR HOTEL PROPERTIES IN MCKINNEY. WE HAVE UPPER TIER. AND SO WE CURRENTLY HAVE ONE ACTIVE UPPER TIER PROPERTY THE SHERATON IS TECHNICALLY AN UPPER TIER PROPERTY. AND SO THE BLUE SHOWS EXISTING. AND THEN YOU SEE PROPOSED AND PLANNING AGAIN THAT IS HOW COSTAR SHOWS ANY PROPOSED OR PLANNED POTENTIAL HOTELS. JUST BECAUSE IT'S IN THAT CATEGORY DOES NOT MEAN THAT IT'S GOING TO BE CONSTRUCTED IN MCKINNEY. THEY COULD EASILY FALL OFF THE MAP AND BECOME AN ABANDONED PROJECT AT SOME POINT. BUT I WANTED TO GIVE YOU EXACTLY WHAT IT SHOWED. AND SO WE DO HAVE ONE UPPER TIER HOTEL THAT IS IN PROPOSED IN PLANNING. THEN YOU SEE MID TIER, WE HAVE ALMOST OUR ENTIRE HOTEL PRODUCT THAT WE HAVE IN MCKINNEY FALLS IN THAT MID TIER CATEGORY. AND THEN EVERYTHING WE HAVE UNDER CONSTRUCTION RIGHT NOW FALLS IN MID TIER. AND THEN WE HAVE MULTIPLE IN THE PLANNING PROPOSAL THAT FALL IN MID TIER.

SO THAT IS A THAT YOU CAN SEE A TREND THERE. YOU CAN SEE THAT THAT'S WHAT THE HOTEL INDUSTRY IS BUILDING AT A HIGHER RATE THAN ANYTHING ELSE CURRENTLY. AND THAT'S A THAT'S A NATIONWIDE TREND. THAT'S NOT JUST IN MCKINNEY. THAT'S WHERE THERE'S A LOT OF MONEY FOR THEM. AND SO

[01:10:01]

YOU'RE SEEING THAT HERE. AND THEN YOU SEE OUR LOWER TIER PROPERTIES. WE ARE THE COUNTY SEAT. WE'RE ONE OF THE OLDER CITIES IN COLLIN COUNTY. WE ARE THE OLDEST CITY IN COLLIN COUNTY. AND SO WE DO HAVE SOME OF THE OLDEST PROPERTIES IN COLLIN COUNTY. AND WHEN YOU DRIVE DOWN HIGHWAY FIVE, YOU'LL SEE SOME OF THOSE. AND WHEN YOU LOOK AT OUR AVERAGE DAILY RATE IN A SECOND, YOU'LL SEE THAT IT'S QUITE A BIT LOWER. THERE'S A FEW REASONS, BUT ONE OF THOSE IS THAT WE DO HAVE MORE OLDER PROPERTIES THAT DRIVE DOWN OUR AVERAGE DAILY RATE. IN THE GRAND SCHEME OF THINGS, THIS IS A KIND OF AN EXAMPLE OF WHAT OUR DATA LOOKS LIKE. OUR HOTEL STATS LOOK LIKE COMPARED TO OUR NEIGHBORS. AGAIN, YOU CAN'T NECESSARILY NECESSARILY LOOK AT THIS AS APPLES TO APPLES BECAUSE WE DO NOT HAVE THE PRODUCT THAT PLANO OR FRISCO HAVE. AND SO WE LIKE TO COMPARE WITH EACH OTHER, BUT AT THE SAME TIME, YOU HAVE TO LOOK AT THE FACT THAT THEY HAVE PLANO HAS OVER 7000 ROOMS, FRISCO HAS OVER 4000. WE'RE CURRENTLY SITTING AT 1674 TOTAL ROOMS IN MCKINNEY. BUT I DID KIND OF THROW SOME HIGHLIGHTS ON ACTIVE CONSTRUCTION. YOU CAN SEE THAT WE HAVE 414 ROOMS ACTIVELY UNDER CONSTRUCTION RIGHT NOW, WHICH IS A 47% INCREASE. IT'S PRETTY INCREDIBLE TO SEE THAT THAT'S THAT'S JUST HAPPENING NATURALLY. WE WOULD LIKE TO SEE A SOME OTHER PRODUCT POTENTIALLY ADDED TO THAT. BUT BUT WE WILL FILL THOSE ROOMS, ESPECIALLY WITH OUR SPORTS BUSINESS BECAUSE THOSE ARE THE TYPES OF PROPERTIES THEY LOOK FOR. THEN IF YOU LOOK AT OCCUPANCY RATE, WE'RE DOWN 0.4% FROM LAST YEAR. ON OVERALL OCCUPANCY. BUT IF YOU LOOK DOWN THROUGH THE LIST OF THE OTHER CITIES EVERY SINGLE MONTH, MCKINNEY COMES IN AT THE HIGHEST OCCUPANCY RATE OF ANY OF OUR COLLIN COUNTY NEIGHBORS. AND SO EVEN IF THERE'S A DOWN MONTH, YOU'LL SEE THE TREND IS DOWN EVERYWHERE. BUT WE WILL ALWAYS BE THE HIGHEST OCCUPANCY. JUST A COUPLE WEEKENDS AGO, I GET WEEKLY REPORTS. A COUPLE WEEKENDS AGO DURING THE TEXAS OU GAME, WHICH I CAN'T CONFIRM THAT THAT'S THE REASON WHY, BUT I KNOW IT WAS THAT WEEKEND. WE HAD A 96 AND 97% OCCUPANCY ON FRIDAY, AND SATURDAY NIGHT, SO MCKINNEY IS LITERALLY MAXED OUT AT TIMES DURING PEAK PEAK WEEKENDS. WHEN IT COMES TO OUR HOTEL PRODUCT, AVERAGE DAILY RATES IS THAT FOURTH CATEGORY. WE'RE AT ONE 102. YOU CAN YOU CAN SCROLL THROUGH THERE AND SEE THAT WE'RE LOWER THAN OUR NEIGHBORS. WE TALK WITH OUR HOTELS A LOT ABOUT JUST TWEAKING THEIR THEIR RATES UP JUST A LITTLE BIT. BECAUSE SOMETIMES IF YOU'RE LOOKING AT IT FOR A HOTEL PROPERTY AS A AS A TRAVELING GUEST AND YOU SEE REALLY LOW RATES, YOU KIND OF ASSUME THAT IT MIGHT NOT BE AS NICE OF A PROPERTY. AND SO WE ARE STARTING TO SEE SOME OF OUR UPPER AND UPPER, OUR NICER MID-TIER PROPERTIES, CRANK THAT JUST A LITTLE BIT. AND IT'S NOT IT'S NOT AFFECTING THEM AT ALL. BUT YOU CAN DIG INTO THIS DATA. YOU CAN ALWAYS ASK ME QUESTIONS LATER ABOUT THE OTHER CITIES. I WANTED TO GIVE YOU THIS SLIDE TOO. IT'S JUST FOR INFORMATION, BUT THESE ARE THE HOTELS IN COSTAR THAT HAVE LISTED THAT THEY HAVE SOME TYPE OF MEETING SPACE IN THE HOTEL. IT SHOWS THE DATE THEY WERE BUILT. IT SHOWS THE RENOVATION DATE. I ACTUALLY THINK THE GRAND RENOVATION, IT JUST HAPPENED A COUPLE OF YEARS AGO. SO THAT NEEDS TO BE UPDATED IN THEIR SYSTEM. BUT I HIGHLIGHTED THE TWO THAT WHEN WE'RE ACTUALLY BOOKING BUSINESS, THOSE ARE THE TWO PROPERTIES WHERE WE CAN PUT A GROUP OF ANY SIZE WHATSOEVER AND THAT CAN HANDLE THAT. AND SO WE FOCUS HEAVILY ON THE GRAND THEIR MEETING SPACE AND, AND THEN THE SHERATON AS WELL. THIS SLIDE IS THIS IS SOMETHING THAT I TALK WITH PRESIDENT KOSKI A LOT ABOU.

WE'RE OBVIOUSLY SUPER EXCITED ABOUT VENUE COMING TO MCKINNEY IN 2026. WE'RE ESTIMATING OVER 700,000 NEW VISITORS TO MCKINNEY COMING JUST TO THAT SITE, 54,000 HOTEL ROOM NIGHTS ATTRIBUTED TO THAT VENUE PER YEAR, GIVE OR TAKE. EITHER WAY. AND AGAIN, WE HAVE 1675 IN MCKINNEY TODAY. AND SO ONE OF THE THINGS WE TALK ABOUT IS IF WE WANT TO KEEP THOSE ROOM NIGHTS IN MCKINNEY AND KNOWING THAT AT OUR PEAK WEEKENDS ALREADY, WE GET UP TO 95, 96, 97. I'VE SEEN IT AS HIGH AS 98% OCCUPANCY. THE INCREASE IN ROOM NIGHTS WILL MOST LIKELY BE TRICKLING OVER TO OUR NEIGHBORING COMMUNITIES UNTIL WE BUILD UP OUR HOTEL PRODUCT TO KEEP THAT BUSINESS HERE. AND SO FROM A STRATEGIC PLANNING STANDPOINT, THAT'S A THAT'S A THING THAT I THINK ABOUT. WE KNOW THAT THOSE PEOPLE ARE COMING IN JUST A COUPLE OF YEARS, AND WE WANT TO TRY TO KEEP AS MUCH OF THAT THAT ECONOMIC IMPACT IN MCKINNEY AND MAKE SURE THAT THEY EAT AND DINE AND DRINK AND HAVE FUN IN MCKINNEY BEFORE AND AFTER THE SHOW. THIS IS A REPORT THAT CAME OUT ON COSTAR. I HAVE TWO OF THESE REAL QUICK, BUT THIS IS TALKING ABOUT THE DENTON LEWISVILLE MCKINNEY SUBMARKET FOR HOTEL DEVELOPMENT RIGHT NOW. YOU'LL SEE AS OF JUNE OF 24 OUR OUR SUBMARKET IS THE HIGHEST LEADING NEW HOTEL ROOMS IN KIND OF THIS TEXAS AREA. AND SO

[01:15:02]

YOU'RE SEEING A LOT OF INTEREST UP HERE. AGAIN, THAT'S NOT JUST MCKINNEY, BUT YOU'RE SEEING THAT PEOPLE ARE HOTEL DEVELOPERS ARE LOOKING HERE RIGHT NOW. BUT AT THAT BOTTOM LITTLE PARAGRAPH RIGHT THERE, YOU WILL SEE THAT MOST OF THAT IS FOCUSED AROUND THE MID-TIER CLASS, 54, 54% OF THE ROOMS IN THE IN THE SUBMARKET ARE MID-TIER. AND SO THAT THAT FOLLOWS WHAT WE'RE SEEING ALREADY IN OUR DEVELOPMENT PIPELINE. BUT WE WOULD OBVIOUSLY, IN ORDER TO FILL SOME OF OUR GAPS, NEED TO LOOK AT TRYING TO GET UPPER TIER TO MEET THOSE NEEDS. AND WITH THAT SAID, THOUGH, THERE WAS ANOTHER ARTICLE IN SEPTEMBER OF 24 TALKING ABOUT THE OUTLOOK FOR THE NEXT COUPLE OF YEARS, 2025 AND BEYOND, AND YOU ARE FINALLY STARTING TO SEE AN UPTICK, UPTICK IN DEVELOPERS LOOKING AT UPPER TIER PROPERTIES AGAIN. AND SO I THINK YOU CAN LOOK AT THAT FROM AN ECONOMIC STANDPOINT. YOU CAN LOOK AT IT FROM A GROWTH STANDPOINT IN TEXAS. TEXAS IS GROWING IN IN NEW, NEW PEOPLE, BUT ALSO IN, IN PRETTY INCREDIBLE SPORTS DEVELOPMENTS.

ALL OVER. YOU'VE GOT THINGS LIKE WORLD CUP ON OUR HILLS AND SO THERE'S JUST A LOT OF EYES ON ON WHAT'S HAPPENING HERE IN THE NORTH TEXAS MARKET. AND SO THERE YOU THERE IS A CHANCE THAT WE'LL SEE MORE INTEREST IN THAT POTENTIALLY NATURALLY COMING SOON. AND THE LAST ONE IS JUST TO KEEP IN YOUR FILE. THERE'S REALLY NO REASON TO GO THROUGH ALL OF THIS, BUT THIS IS A LIST PULLED DIRECTLY FROM COSTAR WHERE YOU CAN SEE EVERY HOTEL WE HAVE. YOU CAN SEE THE ROOMS, WHAT CLASS THEY FALL INTO IF IT'S EXISTING, AND THEN I ALSO INCLUDED THE ONES THAT SHOW UNDER FINAL PLANNING AND UNDER CONSTRUCTION. AGAIN, JUST MAKE SURE YOU KNOW THAT FINAL PLANNING AND PROPOSED DOES NOT MEAN THAT THEY WILL ACTUALLY BE BUILT, BUT IT DOES. IT HAS MADE IT FAR ENOUGH ALONG THAT THEY ENDED UP IN THE COSTAR PLATFORM, SHOWING THAT THEY WERE BEING LOOKED AT. AND SO I THINK WITH THAT, I'LL STAND FOR ANY QUESTIONS YOU HAVE OR ANY WAY I CAN HELP. LOTS OF INFORMATION. THANK YOU FOR THE VERY DETAILED. AS WE SEE WE ARE IN NEED OF HOTELS IN THE CITY OF MCKINNEY, BUT WITH THE PACE OF THE TYPE OF CLIENTS THAT WE WANT TO ATTRACT AND THAT ARE GOING TO CONTINUE TO COME TO OUR CITY. SO WE HAVE LOTS OF WORK TO DO. THANK YOU.

AARON, THIS IS VERY HELPFUL FOR SOME OF THE HOTELS THAT ARE AT THE ECONOMY LEVEL. I'M THINKING OF LIKE THE DAYS IN THE RED ROOF. DO YOU HAVE A SENSE OF WHETHER PEOPLE ARE USING THOSE AS HOUSING? SO THAT THERE'S JUST SORT OF LIKE A BASE OCCUPANCY RATE BECAUSE THEY CAN'T AFFORD TO LIVE ELSEWHERE? I'M NOT SURE ABOUT THAT SPECIFICALLY. I DON'T HAVE A DATA POINT TO SAY THAT THAT THAT'S HAPPENING NECESSARILY. BUT I DO THINK THAT AS PROPERTIES AGE, THERE'S A LOT OF STUDIES THAT SHOW AS THEY AGE AND RATES GO DOWN AND WEEKLY RATES GET ADDED, OR LIKE OLDER EXTENDED STAY PROPERTIES, A LOT OF TIMES THOSE DO BECOME A PLACE WHERE YOU STAY LONGER, POTENTIALLY AS AS YOUR PERMANENT HOME. AND SO I THINK YOU COULD MAKE THAT ASSUMPTION, BUT I DON'T HAVE A DATA POINT TO PROVE THAT, OKAY, FOR OUR AFFORDABLE HOUSING TASK FORCE, HAVE THEY EXPLORED THAT AT ALL PERMANENT PERMANENT HOUSING IS WHAT WE KNOW. I WAS JUST CURIOUS, LIKE IF OUR IF OUR GROUP HAD LOOKED INTO THAT, YOU KNOW, THE USE OF THE HOTELS BECAUSE IT WOULD IT WOULD AFFECT THE OCCUPANCY RATE OVERALL. YEAH. IF WE KNEW A LITTLE BIT ABOUT WHO WAS USING SOME OF THOSE HOTELS AT OUR INDUSTRY CONFERENCES, THERE ARE CONVERSATIONS RIGHT NOW ABOUT SOME COMMUNITIES YOU CAN GOOGLE AND FIND IT. SOME COMMUNITIES HAVE HAVE WORKED TO TAKE THEIR OLD PROPERTIES LIKE THAT OFFLINE. SOME OF THOSE PROPERTIES BECOME NUISANCES AS AS HOTELS AT A CERTAIN POINT. SO THEY'VE TAKEN THEM OFFLINE THROUGH DIFFERENT MECHANISMS AND WORKED WITH NONPROFITS AND OTHERS TO CREATE THAT AS KIND OF A PERMANENT SOLUTION FOR AFFORDABLE HOUSING. SO THERE IS A MODEL OUT THERE. I CAN'T SPEAK TO HOW IT'S DONE, BUT WE SEE THAT HAPPENING. THANK YOU. QUICK QUESTION, AARON, THE YOU WERE TALKING A LOT ABOUT THE HIGH OCCUPANCY RATES WE HAVE ON WEEKENDS. THIS IS THAT SIMILAR TO OUR SURROUNDING CITIES. ARE THEY ABLE TO BOOK HIGHER OCCUPANCY DURING THE WEEK, WHICH I WOULD SEE AS MORE BUSINESS TRAVEL TO LARGER CORPORATIONS THAT ARE BASED THERE? I WOULD SAY SOME OF OUR NEIGHBORS SEE A LOT MORE MIDWEEK THAN WE DO. AND THAT'S WHEN I WHEN I MEET WITH SEVERAL OF OUR HOTELIERS, THEY'RE LOOKING FOR MIDWEEK, ESPECIALLY LIKE OUR SHERATON PROPERTY. THEY'RE LOOKING FOR MIDWEEK BUSINESS BECAUSE THEY KNOW THAT WEDDINGS AND SPORTS AND THINGS LIKE THAT ARE GOING TO HAPPEN. SOME OF OUR ACTUALLY MID-TIER PROPERTIES DO OKAY MIDWEEK BECAUSE THEY ARE HOUSING CONSTRUCTION AROUND COLLIN COUNTY. AND SO LIKE WHETHER IT'S CHICK CHICK FIL A WILL BRING

[01:20:03]

THEIR ENTIRE CONSTRUCTION CREW AND LIKE THEIR OPENING CREW AND PUT THEM IN AT THE SPRING HILL AND HOME2 SUITES, THINGS LIKE THAT. SO THEY'RE THEY'RE ACTIVELY PURSUING THAT BUSINESS.

AND SO THEY CAN FILL UP THEIR ROOMS. BUT WHEN YOU GET INTO LIKE SOME OF OUR NICER HOTEL PROPERTIES THAT REALLY NEED THAT CORPORATE CLIENTELE, NOT YOUR LIKE TRAVELING CONSTRUCTION CREWS AND STUFF, THAT'S THAT'S OUR WEAKER POINT. AND SO THERE'S AN OPPORTUNITY THERE. THANK YOU.

AARON, DO YOU HAVE ANY SENSE OF IN A CASE WHERE A PROPERTY IS BOOKED LIKE THE SHERATON AND THERE'S AN EVENT TRYING TO COME IN, THEY CAN'T BOOK THERE TO SHERIDAN? DO THEY MAKE ANY EFFORT TO KEEP THE PEOPLE IN MCKINNEY WITH ANOTHER HOTEL WITHIN THEIR SYSTEM, OR DO THEY DO YOU HAVE A SENSE OF DO THEY JUST PUT THEM IN THE CLOSEST SHERATON? SO THEY'RE THEY'RE MANAGED CURRENTLY BY AIMBRIDGE. AND SO THERE IS A AIMBRIDGE TRIES TO KEEP THEIR BUSINESS WITH OTHER AIMBRIDGE PROPERTIES. AND SO WE ACTUALLY HAD A GROUP, THE BILLIE JEAN KING CUP. THEY REALLY, REALLY WANTED TO STAY AT THE DENIZEN HOTEL. IT'S BORDERLINE BEING OPEN AT THAT TIME. BUT IT WAS IT WAS TOO CLOSE AND SO WE DIDN'T FEEL COMFORTABLE KEEPING IT. SO AIMBRIDGE WORKED TO TRY TO GET THEM TO MOVE OVER TO THE SHERATON FOR THEIR BUSINESS. AND THIS IS JUST AN EXAMPLE. I'LL TELL YOU THE EVENT ORGANIZER DENIED THAT REQUEST AND ACTUALLY IS PUTTING THAT GROUP AT THE FAIRFIELD OFF OF 380 BECAUSE OF THE WALKABILITY TO THE RESTAURANTS IN THAT AREA. SO THAT'S SOMETHING THAT THAT WE FACE WITH THAT PROPERTY.

OBVIOUSLY, WE KNOW THAT THAT WON'T LAST FOREVER. THERE'S LIGHT AT THE END OF THE TUNNEL WITH ADDING SOME REALLY COOL ENTERTAINMENT OPPORTUNITIES RIGHT THERE. BUT BUT YEAH, SO LIKE AIMBRIDGE TRIED TO KEEP IT WITHIN MCKINNEY. THEY DID BECAUSE THEY DO WANT TO KEEP THE BUSINESS. THEY HAD A THIRD PROPERTY THAT WAS A FRISCO PROPERTY ON THEIR LIST WHEN THEY SENT IT TO THE TO THE PLANNER AND THAT'S KIND OF WHEN WE STEP IN AND WE'RE LIKE, HEY, YOU KNO, WE'VE GOT TO KEEP IT IN MCKINNEY. SO I UNDERSTAND THAT. BUT WE'VE WE'RE INVESTING HEAVILY. AND SO THEN WE WORK WITH THEM TO FIND ANOTHER OPTIO. THANK YOU SO MUCH. THANK YOU. I DON'T THINK WE HAVE ANY PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA REALLY QUICK. WE CAN

[BOARD COMMENTS]

IT'S INTIMATE. BUT I JUST THINK THE WAY IT'S GROWING AND ALL OF THE CULTURE THAT IT IS BRINGING TO OUR COMMUNITY, IT'S GOING TO OUTGROW MITCHELL PARK, WHICH IS A GOOD THING. BUT WE LOVE OUR GYM IN MITCHELL PARK. I JUST WANT TO GIVE KUDOS TO MAIN STREET AND ALL OF THOSE THAT WERE THERE AND JUST A GREAT EVENT.
