THANK YOU, MEMBERS OF THE BOARD, FOR HAVING US THIS AFTERNOON. TODAY WE'LL BE TALKING ABOUT THE HOPE HARDWARE BUILDING AND THE CRITICAL MAINTENANCE AND FIRE SUPPRESSION WORK THAT HAS BEEN DONE ON IT. WE'RE LOOKING AT FOUNDATION REPAIRS FOR REPAIRS, STRUCTURAL SUPPORT, REPAIRS, THE CONSTRUCTION OF A NEW FIRE RISER ROOM AND BRINGING THE WHOLE THING UP TO CODE. LOOKING AT THE BACKGROUND OF THE BUILDING, IT WAS CONSTRUCTED IN APPROXIMATELY 1880, CONVERTED TO THE HARDWARE STORE IN 1905. SOMETIME AFTER THAT, THE MEZZANINE THAT IS CURRENTLY BEING FIXED UP WAS ADDED. ADDITIONALLY, AT SOME POINT AROUND THE TURN OF THE CENTURY, THERE WAS A FIRE AND DAMAGED MATERIAL WAS THROWN INTO THE FOUNDATION. THIS WAS NOT DISCOVERED UNTIL SOME OF THE WORK BEING REQUESTED FOR REFUND TODAY WAS ACTUALLY BEGUN. I'M TOLD THAT THAT WAS JUST A THING THEY DID BACK IN THE DAY. THE PROPERTY IS IN THE MCKINNEY TOWN CENTER ZONING DISTRICT. AS WELL AS THE ONE VACANT AND UNDERUTILIZED PROPERTY ZONE. ADDITIONAL WORK AT THIS PROPERTY HAS INCLUDED WORK DONE THAT WAS THROUGH A RETAIL DEVELOPMENT INFRASTRUCTURE GRANT PROVIDED BY MCKINNEY COMMUNITY DEVELOPMENT CORPORATION IN MARCH 2024 FOR $50,000 THAT WAS UTILIZED TO INSTALL A FIRE ALARM SYSTEM AT THE PROPERTY. THE APPLICANT WAS ALSO APPROVED FOR A SEPARATE R.D. GRANT IN SEPTEMBER 2024 FOR UP TO $50,000 FOR INSTALLATION OF A GREASE TRAP. GOING INTO DETAILS ON SOME OF THE WORK THAT WAS DONE, HERE'S A LITTLE LOOK INTO THAT FOUNDATION AND SOME OF THE RUBBLE IMAGE OF THE HISTORICAL FLOORS AFTER THEY'VE BEEN REPAIRED AND RESTORED. HERE WE HAVE THE MEZZANINE REINFORCEMENT BEING SHOWN AND EQUIPMENT SPACE ADDED TO GET THE BUILDING UP TO CODE. THE EXIT STAIR WAS REVERSED TO MEET FIRE CODE. AND ADDITIONALLY THIS NEW CONSTRUCTED STAIR WAY WAS USED TO HOUSE THE NEW FIRE RISER ROO. SO WITH ALL THIS WORK LOOKING AT THEIR PROVIDED ESTIMATES, IT COMES OUT. TO $42,591 FOR ELIGIBLE WORK. BECAUSE THIS IS CRITICAL MAINTENANCE AND FIRE SUPPRESSION, BOTH OF WHICH OPERATE UNDER THE 50 OVER 50 REIMBURSEMENT PRINCIPLE. THE PROPOSED GRANT WOULD BE FOR $21,295. IT DOES MEET THE FUNDING POLICY LIMITS. ALL OF THAT WORK IS ELIGIBLE UNDER THE TOURS GUIDELINES. SO WITH THAT, STAFF IS RECOMMENDING APPROVAL OF THIS REQUEST. IS THE APPLICANT HERE? YES.
