A BATTLE WITH ADDICTION OR MENTAL ILLNESS MAY BE CLEARLY VISIBLE AND BECOMES A CONVENIENT WAY TO DISMISS MARKET BASED CAUSES OF HOMELESSNESS. WHILE BOTH CONDITIONS CAN BE CONTRIBUTING FACTORS TO EXTENDED PERIODS OF HOUSING INSTABILITY, THEY INADEQUATELY EXPLAIN PERSISTENT TRENDS IN HOMELESSNESS NATIONWIDE. ADDITIONALLY, THEY HAVE AN OUTSIZED IMPACT ON POINT AND TIME COLLECTION, LEADING TO SOLUTIONS THAT TREAT OBVIOUS SYMPTOMS BUT FAIL TO CURE MANY INDIVIDUALS WITHOUT HOMES ARE ACTUALLY INVISIBLE. THE CHAIRS REPRESENT AFFORDABLE HOUSING AND THE PEOPLE CIRCLING ARE EXPERIENCING HARDSHIP. THE MORE PEOPLE CIRCLING THE DWINDLING CHAIRS, THE GREATER THE NUMBER OF PEOPLE EXPERIENCING HOMELESSNESS AT ANY GIVEN TIME. FOR SOME, THE GAME IS SKEWED EVEN FURTHER. IT'S MUCH HARDER TO COMPETE FOR A CHAIR WHEN YOUR LEG IS BROKEN. TO END THE HORRORS OF THIS GAME, YOU HAVE TO INCREASE THE SUPPLY OF AFFORDABLE HOUSING. CONSIDER MINNEAPOLIS. ACCORDING TO PEW RESEARCH, AS THEY INCREASED HOUSING STOCK BY 12%, RENTS GREW BY ONLY 1% OUTSIDE THE CITY. HOUSING STOCK ONLY INCREASED BY 4% AND RENTS GREW BY 14%. IN MINNEAPOLIS, HOMELESSNESS DECREASED BY 12%. IN THE REST OF THE STATE, HOMELESSNESS INCREASED BY 14%. THERE ARE BENEFITS TO AFFORDABLE HOUSING BEYOND MORAL CONSIDERATION. AN ANALYSIS OF 16 STUDIES EXAMINING THE IMPACT OF LOW INCOME TAX CREDIT HOUSING FOUND THAT PROPERTY VALUES ELEMENTARY SCHOOL PERFORMANCE SCORES, AND VIOLENT CRIME RATES ALL IMPROVED IN DISTRESSED NEIGHBORHOODS WHERE SUCH HOUSING WAS BUILT. WHEN AFFORDABLE HOUSING WAS BUILT IN HIGH OPPORTUNITY AREAS, CRIME DID NOT INCREASE, BUT SOCIAL MOBILITY DID. SO MOVING ANY PROPERTIES OVER TO THE WEST SIDE, WE WANT THIS PROPERTY IS NOT LIKE A REGULAR PUBLIC HOUSING OR TAX CREDIT PROPERTY. IT'S ALREADY ESTABLISHED. AND WHAT THEY'RE SAYING TO US IS THEY'RE GOING TO ALLOCATE A PERCENTAGE OF THOSE UNITS, 5% OF THE UNITS AT THAT PROPERTY WILL BE AT THE 30% OF AMI. SO I KNOW YOU HAD SOME CONCERN ABOUT WHERE IT'S LOCATED AND THIS AND THAT, BUT THE PEOPLE THAT LIVE AROUND IN THAT AREA, WHETHER IT'S THE FOLKS THAT WORK AT THE RESTAURANTS, FOLKS THAT WORK AT THE LOCAL SCHOOLS, THOSE FOLKS WOULD BE GREAT CANDIDATES FOR THESE UNITS. SO WE DON'T GET TO PICK WHERE THEY ARE JUST AS THOSE UNITS COME AVAILABLE. SO THERE'S ANOTHER OF OTHER UNITS THAT ARE IN THE PIPELINE TO BE CONSIDERE. OKAY, SO THE PRESENTATION WILL INCLUDE A BRIEF UPDATE ON THE HOMELESS POPULATION IN THE CITY, HIGHLIGHTS SOME OF THE SIGNIFICANT ACHIEVEMENTS THAT HAVE BEEN COMPLETED DURING THE PAST FISCAL YEAR. AND THEN OUTLINE SOME STRATEGIES THAT WE CAN BUILD ON FROM OUR PAST ACCOMPLISHMENTS. SO WE OPERATE UNDER TWO DEFINITIONS OF HOMELESSNESS IN THE CITY THAT RANGE FROM INDIVIDUALS THAT DO NOT HAVE A PHYSICAL PLACE TO RESIDE, TO THOSE THAT ARE LIVING IN TEMPORARY HOUSING OR EXPERIENCING HOUSING INSTABILITY, AND ARE AT RISK OF LOSING HOUSING. OUR HOMELESS POPULATION IS COUNTED DURING THE ANNUAL POINT IN TIME COUNT OR PIT COUNT. HOWEVER, THE PIT COUNT, AS HAS BEEN PREVIOUSLY NOTED, HAS ITS LIMITATIONS AND IS CONDUCTED ONLY ONCE DURING THE WINTER PER HUD REQUIREMENTS AND DOES NOT FULLY REPRESENT THE HOMELESS POPULATION WITHIN OUR COMMUNITY. THE MOST RECENT PIT COUNT IDENTIFIED THAT THERE WERE 233 HOMELESS INDIVIDUALS IN THE CITY. THIS REPRESENTS A SLIGHT INCREASE OF ABOUT 8% OVER THE PAST FOUR YEARS. AND CONVERSELY, THE COUNTIES OF DALLAS AND COLLIN HAVE SEEN A 19% DECREASE OVER THE SAME TIME FRAME, WHICH THEY ATTRIBUTE TO GREATER AMOUNT OF PUBLIC PRIVATE PARTNERSHIPS THAT CREATE PATHWAYS TO HOUSING. THE NEXT PIT COUNT IS SCHEDULED FOR JANUARY 23RD, AND THE VOLUNTEER SIGN UPS WILL BE AVAILABLE SHORTLY. SO THE DEMOGRAPHICS OF OUR HOMELESS POPULATION IS FAIRLY EVENLY DISTRIBUTED, WITH A SLIGHTLY GREATER NUMBER OF HOUSEHOLDS WITHOUT CHILDREN AND MALE INDIVIDUALS THAT ARE HOMELESS. THE LARGEST COHORT OF THE POPULATION INCLUDES CHILDREN UNDER THE AGE OF 18, FOLLOWED BY ADULTS AGED 35 TO 44. TO ADDRESS THE NEEDS OF THE CITY'S HOMELESS POPULATION, THE CITY ESTABLISHED THE MAYOR'S HOMELESSNESS TASK FORCE, WHICH HAS RECENTLY EVOLVED INTO THE MCKINNEY HOMELESS COALITION. THE COALITION MEETS QUARTERLY WITH OUR PARTNER ORGANIZATIONS TO STRATEGIZE ON ISSUES REGARDING HOMELESSNESS ISSUES. THIS PAST SPRING, THE COALITION CONDUCTED A SURVEY, AND WHILE IT'S NOT STATISTICALLY SIGNIFICANT, ONE OF THE KEY TAKEAWAYS WAS THAT WE NEED MORE AFFORDABLE AND PERMANENT SUPPORTIVE HOUSING. THE NEEDS OF OUR HOMELESS POPULATION ARE MULTIFACETED. CONSEQUENTLY, THE CITY HAS DEVELOPED COORDINATED EFFORTS ACROSS MULTIPLE DEPARTMENTS. WHETHER IT IS MAKING SURE OUR STAFF HAS THE APPROPRIATE PROTECTIVE EQUIPMENT TO CLEAN UP AN ENCAMPMENT OR PROVIDING US WITH ACCESS TO FEDERAL FUNDS TO PROVIDE CRITICAL PROGRAMS AND SERVICES TO HELP INDIVIDUALS BECOME HOUSED. EACH DEPARTMENT PLAYS AN ACTIVE ROLE IN SERVING THE HOMELESS. IN ADDITION, OUR PARTNER ORGANIZATIONS SUCH AS THE MANUAL LABOR, SHILOH PLACE, AND THE SAMARITAN INN PROVIDE MUCH NEEDED SUPPORT TO HELP ENSURE OUR HOUSED UNHOUSED RESIDENTS ARE PROVIDED WITH RESOURCES AND OPPORTUNITIES TO MEET THEM WHERE THEY ARE. THE [00:20:07] CITY CURRENTLY PROVIDES A WIDE RANGE OF PROGRAMS AND SERVICES. THIS INCLUDES THE COMMUNITY HEALTH PROGRAM THROUGH THE FIRE DEPARTMENT, WHICH PROVIDES ASSISTANCE TO FIND RESOURCES FOR FOOD OR MEDICATION. THE COMMUNITY SERVICE UNIT THROUGH THE POLICE DEPARTMENT, WHICH PROVIDES REFERRALS OR MENTAL HEALTH, SUBSTANCE ABUSE, AND HOUSING. THE OFFICE OF EMERGENCY MANAGEMENT, WHICH PROVIDES SUPPORT TO MANUAL LABOR FOR THE WARMING STATIONS AND THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT, WHICH FACILITATES GRANT FUNDING FOR ORGANIZATIONS TO PROVIDE FINANCIAL, LEGAL AND OTHER TYPES OF SUPPORT. OVER THE PAST YEAR, THE CITY HAS ACHIEVED SOME SIGNIFICANT ACCOMPLISHMENTS. 471 RESIDENTS WERE PREVENTED FROM BECOMING HOMELESS THROUGH PREVENTION AND DIVERSION PROGRAMS SUCH AS HOPE RESTORED MISSIONS AND THE MCKINNEY COMMUNITY LEGAL SERVICES PROGRAM. 170 UNHOUSED RESIDENTS RECEIVED EMERGENCY ASSISTANCE, CASE MANAGEMENT, COUNSELING, OR WORKFORCE DEVELOPMENT. 84 SAMARITAN INN RESIDENTS WERE PROVIDED WITH FREE TRANSIT SERVICES TO HELP THEM STAY EMPLOYED OR TRAVEL TO OTHER SERVICES, AND OVER $170,000 WAS PROVIDED TO OUR PARTNER AGENCIES TO PROVIDE PROGRAMS AND SERVICES SUCH AS THE COMMUNITY LIFELINE CENTER AND STREETSIDE SHOWERS. AN ENHANCED COORDINATION BETWEEN PUBLIC WORKS, POLICE AND CODE SERVICES HAS HELPED CUT DOWN ON THE RESPONSE TIMES FOR CLEANUP EFFORTS ASSOCIATED WITH ENCAMPMENTS. AS WITH MANY THINGS, THERE'S ALWAYS ROOM FOR IMPROVEMENT. IN PREPARATION FOR THIS PRESENTATION, WE CONDUCTED AN INTERDEPARTMENTAL MEETING TO IDENTIFY SOME SHARED CHALLENGES. SO AS THE PIT COUNT NOTED, WE HAVE SEEN AN INCREASE IN THE HOMELESS POPULATION. AND IN FACT, THE POLICE DEPARTMENT HAS SEEN THAT THE PATROL UNITS EXPERIENCED APPROXIMATELY 100 HOMELESS INDIVIDUALS PER MONTH. AND MANY DEPARTMENTS HAVE IDENTIFIED THAT THE POPULATION IS CHANGING. AND SO THEY'RE SEEING NEW FACES INSTEAD OF THEIR REGULARS. THE GROUP HAS ALSO NOTED THAT THE GREATER THAT GREATER COLLABORATION COULD HELP ENSURE PROGRAMS ARE MORE EASILY ACCESSIBLE AND IN CLOSER PROXIMITY TO PARTNER FACILITIES AND RESOURCES. STAFF TURNOVER HAS BEEN A CHALLENGE NATIONWIDE, AND WHILE MCKINNEY IS AN AMAZING PLACE TO WORK, WE'RE ALSO FACING SIMILAR RECRUITMENT CHALLENGES. PUBLIC OUTREACH IS ALSO AN AREA WHERE WE CAN IMPROVE AS OUR COMMUNITY HAS A VERY BIG HEART, WHICH CONTRIBUTES TO THE PREVALENCE OF PANHANDLING. AND THEN DATA COLLECTION HAS ALSO BEEN A BIG CHALLENGE FOR MANY DEPARTMENTS. AND WHILE DATA IS A GREAT TOOL TO SHARE STORIES, IT'S ALSO VERY TIME CONSUMING AND DIFFICULT TO TRACK. SO THE CITY COUNCIL HAS RECOMMITTED ITS DEDICATION TO SERVING THE HOMELESS AND HAS INCREASED FUNDING BY $50,000 THIS FISCAL YEAR, IN ADDITION TO THE $450,000 THAT'S AVAILABLE FOR GRANTS, PROGRAMS AND SERVICES SUCH AS THE CITY'S LIFT PROGRAM OR EMERGENCY WATER UTILITY ASSISTANCE, AN ADDITIONAL $60,000 HAS BEEN AWARDED THROUGH THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM TO ASSIST HOMELESS INDIVIDUALS AND FAMILIES. SOME ADDITIONAL OPPORTUNITIES WE'RE CURRENTLY EXPLORING INCLUDE WORKING WITH OUR FAITH GROUP AND COMMUNITY PARTNERS TO DEVELOP AN INVENTORY OF POTENTIAL LOCATIONS AND RESOURCES TO HELP SUPPORT OUR WARMING STATIONS AND EMERGENCY SHELTERS. WE WILL ALSO BE EVALUATING PROGRAMS AND SERVICES TO IDENTIFY ADDITIONAL AREAS FOR COLLABORATION, SUCH AS LIFE PATHS, JAIL DIVERSION CENTER, WHICH WILL BE OPENING IN THE CITY NEXT YEAR. A LOT OF THE OTHER PROJECTS THAT WE WERE WORKING ON WERE REALLY WONDERFUL, AND HAD LOTS OF WONDERFUL OUTCOMES AND BENEFITS, BUT IT DETRACTED US FROM THAT CORE, AND WE ARE ONE OF THE ONLY ONES DOING THE HOME BUIL PERMANENT HOUSING. SO WE BETTER BE GOOD AT IT AND WE BETTER BE BETTER, HAVE MOST OF OUR FOCUS. AND THAT'S THE WAY WE ARE, ARE MOVING FORWARD. THE COTTON GROVES PROJECT, WE JUST HIT A REALLY WONDERFUL MILESTONE. MEDICAL E.R. EMERGENCY SHELTERS, AND MENTAL HEALTH AND THE COUNTY IS THE DELIVERER OF ALL THOSE THINGS. BUT, YOU KNOW, FOR A CITY WE DON'T DELIVER THOSE SERVICES. WE'RE NOT DELIVERING HOSPITAL SERVICES. WE'RE WE HAVE THE FIRE PROGRAM THAT THAT HELPS. BUT ULTIMATELY, HOW ARE WE ENSURING THAT THOSE SERVICES ARE BEING DELIVERED IN A WAY THAT MEETS A NEED? WE ALSO MADE THE SURVEY AVAILABLE THROUGH A QR CODE AT THE FACILITY FOR THOSE TRANSIENTS OR TENANTS THAT WERE THERE THAT WANTED TO FILL IT OUT THAT WAY. WE HAD A NICE RESPONSE BACK, GETTING A VARIETY OF DIFFERENT CLIENT TYPES LEASEHOLDERS, TRANSIENTS, AND SO IT WAS GOOD TO BE ABLE TO SEE A ROBUST SAMPLE WITH ALL THE DIFFERENT CLIENT TYPES REPRESENTED. WE RECEIVED 54 COMPLAINTS BACK, WHICH IS A 21% RESPONSE RATE, WHICH IS ACTUALLY A REALLY EXCELLENT RESPONSE RATE. USUALLY WE'RE SEEING CLOSER TO 10%, SO WE CAN HAVE SOME CONFIDENCE IN THESE RESULTS.
