[00:00:02] YOU READY? GOOD AFTERNOON EVERYBODY. TODAY IS TUESDAY, DECEMBER 3RD. YEAR 2024. IT'S [CALL JOINT MEETING TO ORDER] 302 IN THE AFTERNOON. WE'RE IN COUNCIL CHAMBERS AT 222 NORTH TENNESSEE STREET IN THE GREAT CITY OF MCKINNEY. IT'S A JOINT MEETING OF MCKINNEY CITY COUNCIL. MCKINNEY COMMUNITY DEVELOPMENT CORPORATION, AND MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. AND WE ARE CALLED TO ORDER HERE IF THE BOARD WOULD LIKE TO DO THE SAME. YOU GO FIRST. ALL RIGHT. YEAH. ALL RIGHT. THIS TIME WE'LL CALL IT TO ORDER THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. AND THAT IS A LOT. MEDICI AGAIN, SAME THING. WE'RE AT 222 NORTH TENNESSEE STREET, MCKINNEY, TEXAS, AND WE HAVE A QUORUM, AND WE'RE PRESENT AND READY TO GO. WE'LL CALL THE MEETING TO THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION TO ORDER. THE TIME IS 302, AND WE ARE READY TO GO [PUBLIC COMMENTS] AS WELL. ALL RIGHT. PUBLIC COMMENTS. I DO NOT SHOW ANYONE HAS SIGNED UP TO SPEAK, SO WE [Discuss Capital Improvement Projects Eligible for Funding under the Transportation Infrastructure Initiative and Economic Development Program by MEDC and MCDC Sales Tax Revenues for FY 2024-2025] WILL MOVE TO ITEM 242218, DISCUSS CAPITAL IMPROVEMENT PROJECTS ELIGIBLE FOR FUNDING UNDER THE TRANSPORTATION INFRASTRUCTURE INITIATIVE AND ECONOMIC DEVELOPMENT PROGRAM BY MEDC AND MCDC. SALES TAX REVENUES FOR FISCAL YEAR 2024 AND 25. THANK YOU. MAYOR, COUNCIL MEMBERS, RESPECTIVE BOARDS, BOARDS. CHAIRS. I'M GARY GRAHAM, DIRECTOR OF ENGINEERING FOR THE CITY. WE'RE GOING TO WALK THROUGH A QUICK PRESENTATION ON OUR TRANSPORTATION INITIATIVE INFRASTRUCTURE PROGRAM. I'M NOT SURE THIS IS ON. THERE WE GO. SO JUST AS A REMINDER, THIS IS THE KIND OF THE ANNUAL CADENCE WE'RE ON ON REPORTING BACK THE AMOUNT OF REPORTING BACK ON THE PARTNERSHIP BETWEEN EDC, CDC AND THE CITY TO FUND ROADWAY INFRASTRUCTURE THAT'S RELATED TO ECONOMIC DEVELOPMENT. AS YOU REMEMBER, THE COUNCIL AND BOTH BOARDS ADOPTED A POLICY WHERE CERTAIN PORTION OF SALES TAX DOLLARS ABOVE AND BEYOND A MINIMUM THRESHOLD THAT WAS CREATED IN 2022 WOULD BE EARMARKED FOR TRANSPORTATION PROJECTS THAT HAD AN ECONOMIC VALUE OR AN ECONOMIC BENEFIT. SO ON THE SLIDE UP HERE ON THE LEFT, THAT WAS THE PROJECTED REVENUE WE PUT TOGETHER IN 2022, TO KIND OF SHOW YOU HOW THAT WOULD GROW OVER TIME, HOW EACH OF THE BOARDS WOULD CONTINUE TO SEE THEIR REVENUES INCREASE. BUT WE'D ALREADY START WE'D START TO PULL ABOUT A LITTLE BIT OF ROADWAY DOLLARS. WE ESTIMATED 1 MILLION WOULD BE GENERATED IN FY 23, AND THEN A TOTAL AMOUNT OF 16 MILLION WOULD BE IN FY 23 AND 27. IT LOOKS LIKE WE'RE ON PACE TO HIT THAT, MAYBE EVEN EXCEED IT. FY 24 ACTUAL NUMBERS THAT WILL BE COMING FROM THE EDC AND CDC TO THE CITY TO BE USED ON ON ROADWAY PROJECTS, WILL BE 1.347 MILLION, FOR A TOTAL OF JUST UNDER 2.7 MILLION. THAT WILL BE EARMARKED FOR A PROJECT. THE PROGRAM TOTALS TO DATE ARE THERE AT THE BOTTOM ON THE RIGHT THERE 1.1 THAT FIRST YEAR. SO WE EXCEEDED THAT 1 MILLION THAT WE THOUGHT WE'D GET. AND THEN THIS YEAR WE AGAIN SALES TAX REVENUE STAYED STRONG. AND WE'RE AT THAT 2.7 NUMBER. SO A TOTAL OF 3.8 MILLION HAS BEEN EARMARKED FOR ROADWAY IMPROVEMENTS. WHAT STAFF HAS DONE THOUGH IS EACH YEAR WE WILL BRING A LIST OF PROJECTS. CAN YOU ADVANCE? OH, THERE WE G. THE A LIST OF PROJECTS THAT WOULD BE ELIGIBLE TO BE THE DOLLARS TO BE USED ON. SO WE CLEANED UP THE LIST FROM LAST YEAR. WE TOOK OFF A COUPLE OF PROJECTS THAT ARE NEARING END OF COMPLETION NOW, AND WE ADDED A FEW NEW PROJECTS. I WANT TO HIGHLIGHT THAT WE ADDED THE STREET 2514 PROJECT, WHICH IS THE SECOND ONE FROM THE BOTTOM, AND THAT'S THE VENUE, SUNSET AMPHITHEATER. CAPACITY IMPROVEMENTS. WE'RE ESTIMATING IN THE RANGE OF $7.5 MILLION RIGHT NOW FOR THE VARIOUS TURN LANES, STREET LIGHTING, SIDEWALKS AND WHAT WE'RE LOOKING AT IS OVERHEAD GANTRIES FOR LANE USAGE. IF YOU'VE BEEN TO ARLINGTON FOR THE COWBOYS STADIUM, WHERE THEY GOT THE LANE USAGE SIGN SO YOU CAN DO REVERSIBLE LANES TO GET PEOPLE IN AND OUT BETTER, WE'RE LOOKING AT DOING SOMETHING SIMILAR HERE AS WELL. WE'RE ALSO LOOKING AT INSTALLING FIBER OPTIC CABLE SO WE CAN ADD TRAFFIC MANAGEMENT SYSTEM VIDEO CAMERAS. SO ALSO FOR SECURITY FOR PD. BUT ALSO FOR THE EFFICIENT MOVEMENT OF TRANSPORTATION, COUPLE SIGNAL MODIFICATIONS AS WELL. WE DON'T HAVE AN EXACT PRICE ON THAT. WE'RE STILL WORKING WITH THE CONSULTANT ON THAT. BUT THAT RIGHT NOW IS AND THEN THE NEXT PAGE IS JUST A MAP OF ALL THESE PROJECTS. BUT RIGHT NOW, STAFF'S PLAN IS TO TAKE THAT 3.7 MILLION OR WHATEVER THE NUMBER WAS AND PUT IT TO THAT PROJECT. WE WILL ASK THE COUNCIL TO ADOPT THIS LIST OF PROJECTS TONIGHT AT THEIR MEETING, BUT WE WANT TO PRESENT THESE TO BOTH BOARDS AND SEE IF THERE'S ANY OTHER PROJECTS THAT THEY WANTED ADDED TO THIS LIST, AND IF SO, WE CAN WE CAN MODIFY THE RESOLUTION TONIGHT TO ADD THOSE PROJECTS. IF NOT, THIS WOULD BE THE LIST [00:05:03] OF PROJECTS WE WOULD BE USING THEM ON WOULD BE ELIGIBLE PROJECTS. AND THEN DURING THE CIP PROCESS, WE WOULD ACTUALLY EARMARK THE MONEY TOWARDS ONE OF THE PROJECTS WHICH IN OUR INTENT IS VENUE RIGHT NOW. SO WITH THA, I'M HAPPY TO TAKE ANY QUESTIONS. QUESTIONS FOR GARY. SUGGESTIONS ON PROJECTS. QUESTIONS I HAVE A QUESTION FOR COUNCIL. THANK YOU. OKAY. HELLO. I BELIEVE LAST YEAR WHEN THIS CAME UP BEFORE MCDC, WE HAD ASKED FOR ANOTHER COLUMN TO BE ADDED THAT WOULD DESCRIBE JUST VERY BRIEFLY, A SENTENCE OR TWO ABOUT EACH PROJECT SO THAT IN THE TABLE WE COULD VISUALLY SEE WHAT WAS FOR. WOULD THAT BE POSSIBLE TO ADD THAT AGAIN OR TO ADD IT THIS YEAR I WILL GO BACK AND ADD THAT AND GET IT SENT OUT TO THE BOARD. SO I APOLOGIZE IF I FORGOT TO DO THAT. IT'S OKAY. THANK YOU. YEAH, YEAH, WE WILL MODIFY THIS. IT WON'T BE ON THE LIST FOR TONIGHT, BUT IT WILL BE DISTRIBUTED TO THE BOARDS WITHIN A WEEK OR SO. LET'S HAVE QUESTIONS. ALL RIGHT GARY THANK YOU. YEAH. THANKS, MAYOR I JUST NOT A QUESTION. MORE OF A COMMENT IS THAT I HAVE MORE OF A COMMENT THAN A QUESTION. I MEAN, OBVIOUSLY WE'RE IN SUPPORT OF THE PROJECTS, BUT FROM THE STANDPOINT OF THE EDC, ESPECIALLY IN LIGHT OF THE. YOU KNOW, THE PROJECTS THAT WE HAVE COMING FORWARD THAT WE'VE BEEN WORKING ON AND THE COST OF THE INCENTIVES FOR THOSE PROJECTS THAT WHILE I UNDERSTAND THAT WE ALREADY HAVE THE PROPOSITION IN TERMS OF HOW MONEY IS ALLOCATED FOR THIS, THAT IF THERE'S A NEED RELATED TO A SPECIFIC PROJECT THAT MIGHT IMPACT THIS LIST, YOU KNOW, WITHOUT GETTING INTO EXECUTIVE SESSION, FOR EXAMPLE, WE'RE NEGOTIATING A PRETTY BIG ONE RIGHT NOW THAT OBVIOUSLY COULD HAVE SOME INFRASTRUCTURE IMPACTS. SO I DON'T KNOW HOW THAT AFFECTS ULTIMATELY AS WE GO FORWARD OVER THE COURSE OF A YEAR WHEN THERE'S PROJECTS ALREADY BEEN APPROVED. I HEARD YOU WANT TO CONTRIBUTE TWICE AS MUCH. IS THAT WHAT I JUST SAID? I JUST WANT TO MAKE SURE THAT I JUST WANT TO MAKE SURE THAT I JUST WANT TO MAKE SURE THAT IF THERE'S A FUNDING REQUIREMENT FOR A MIXED USE PROJECT OR SOMETHING ELSE THAT THE EDC IS WORKING ON, THAT WE HAVE THE CAPACITY TO DO IT RELATIVE TO WHAT WE'RE ALREADY APPROVING. YEAH. SO FROM A STAFF PERSPECTIVE, WE WOULD JUST COME BACK IF THERE WAS A DESIRE TO ADD A NEW PROJECT AT ANY TIME DURING THE YEAR, WE WOULD COME BACK AND PRESENT A NEW LIST TO COUNCIL TO BE ADOPTED BASED ON INPUT FROM EITHER BOARD. IF THERE IS A PROJECT THAT COMES UP THAT NEEDS FURTHER ATTENTION, THEY COULD PRIORITIZE ACCORDINGLY. AND THEN THE COUNCIL COULD SAY, OKAY, INSTEAD OF USING IT ON BECAUSE WE HAD TO ADOPT A CIP THAT PUTS THE MONEY ON A GIVEN PROJECT. THEY COULD ALSO DIRECT US TO MOVE THAT MONEY FROM X PROJECT TO Y PROJECT. SO YEAH, WE CAN BE FLEXIBLE WITH THAT IF THOSE NEEDS ARISE. THANK YOU SIR. THANKS, GARY. SERVICE MA'AM. ALL RIGHT. WE MARK I'LL JUST I THINK WE HAVE A LITTLE TIME. WE'RE TRYING TO WE'RE TRYING TO KILL A LITTLE TIME. WE HAVE. AND THEN I THINK MR. MIGHT BE HERE ANY MINUTE. ANY MINUTE. ALL RIGHT, SO CAN YOU FILIBUSTER FOR. I'LL TRY MAYBE GREEN EGGS AND HAM OR [Consider/Discuss/Act on the Second Amendment to Chapter 380, Grant, and Development Agreement by and among City of McKinney, Texas, McKinney Economic Development Corporation, McKinney Community Development Corporation, and VENU Holding Corporation, Successor-by-Name-Change to Notes Live, Inc.] SOMETHING. DO YOU WANT TO TEE UP THE ITEM? THE ITEM IS 242219. CONSIDER AN ACT ON A SECOND AMENDMENT TO CHAPTER 380 GRANT DEVELOPMENT AGREEMENT BY AND AMONG CITY OF MCKINNEY, TEXAS MCKINNEY ECONOMIC DEVELOPMENT CORPORATION MCKINNEY COMMUNITY DEVELOPMENT CORPORATION, AND VENUE HOLDINGS CORPORATION. THANK YOU SIR, AND MEMBERS OF THE BOARDS. MARK HAUSER, CITY ATTORNEY AND BOARD COUNSEL. THIS ITEM IS AN AMENDMENT TO A DEVELOPMENT AGREEMENT THAT IS ALREADY IN PLACE. YOU'VE AMENDED IT ONCE, ALREADY BACK IN OCTOBER. THIS AMENDMENT IS ANOTHER FAIRLY SIMPLE CHANGE WHICH DEALS WITH THE OPERATOR OF THE FACILITY. MR. BOB MUDD WILL BE HERE, HOPEFULLY WALK IN AND INTERRUPT ME AND TAKE ME AWAY. BUT THIS ITEM WOULD CHANGE THE DATE BY WHICH THE OPERATOR OF THIS FACILITY WOULD BE. HAD TO BE CHOSEN. THAT DATE WAS CURRENTLY IN DECEMBER OF THIS YEAR, BUT DUE TO SOME CHANGES IN THE INDUSTRY WHICH YOU'RE AWARE OF AND THAT MR. MUDD'S HOPEFULLY WILL BE ABLE TO SPEAK TO, IT ALLOWS FOR AN ENTITY THAT IS RELATED TO VENUE TO ALSO BE AN OPERATOR OF THE FACILITY, ALONG WITH OTHER MAJOR OPERATORS IN THE MUSIC INDUSTRY, WHICH YOU ARE ALREADY AWARE OF. SO THIS AMENDMENT, WHICH WOULD CHANGE THAT ONE DATE AND CHANGE THAT ELIGIBILITY FOR OPERATORS, IS WHAT IS NEEDED. AND THE REASON WE'RE HERE TODAY IS BECAUSE OF THE DATE IN THE CURRENT AGREEMENT, WHICH IS IN IN DECEMBER, WHICH WE NEED TO MAKE A DECISION TODAY. OTHERWISE WE DON'T HAVE THAT ABILITY. SO. [00:10:04] THAT'S REALLY IT FROM A TECHNICAL STANDPOINT. BUT THE INDUSTRY IS IN SOME FLUX RELATING TO LIVE NATION AND IT'S ABILITY TO SERVE VENUES. AND SO I DON'T WANT TO SPEAK FOR BOB. SO WE CAN DO ONE OF TWO THINGS. WE CAN GO TO CLOSED SESSION AND TALK ABOUT IT. OR WE CAN WAIT FIVE MINUTES BECAUSE BOB SAID HE WOULD BE HERE ANY MOMENT. SO I'M HAPPY TO ANSWER QUESTIONS. I MEAN, I'LL LET ME TAKE CAN I TAKE A DETOUR FOR A MINUTE TO SPEAK TO SOMETHING? AND IF YOU FEEL IT'S INAPPROPRIATE, LET ME KNOW. I WAS GOING TO SPEAK TO THE SITE PLAN TOO, SO GO AHEAD. YES. WELL, OKAY, SO WE DID HAVE A LOT OF CONVERSATION A FEW WEEKS AGO ON THE SITE PLAN. ONE OF THE CONCERNS IS WE DID NOT HAVE AN UPDATED SOUND STUDY. WE DID. WE HAVE RECEIVED AN UPDATED SOUND STUDY. AND I THINK OR I KNOW THAT IT IT SHOWS THAT IT HAS BEEN AN IMPROVED RESULT WITH ALL OF THE MITIGATION THAT THEY DID. SO JUST FOR THE RECORD, I WANT TO SAY THAT WE HAVE NOW RECEIVED THEIR UPDATED STUDY WITH THE ADDITIONAL AMENITIES AND MITIGATING THINGS THAT THEY THEY IMPLEMENTED, CORRECT. THAT THAT STUDY UPDATE WAS REQUIRED BY THE AMENDMENT IN OCTOBER. THAT WAS RECEIVED YESTERDAY AND I SENT IT OUT TO THE COUNCIL. I CAN SEND IT OUT TO THE BOARDS AS WELL. BUT THE NEW STUDY, THE UPDATED STUDY, TAKES INTO CONSIDERATION THE BUILDINGS AND THE CONFIGURATIONS OF THE PARKING DECK AND THE VERTICAL STRUCTURES THAT WILL BE IMPACTED BY OR THAT WILL IMPACT NOISE ON OTHER PROPERTIES. SO I JUST WANT TO SAY FOR THE RECORD, IT HAD SOME SIGNIFICANT REDUCTIONS AND IT DID. AND THEN ALSO FOR THE BOARD'S BENEFIT, THE SITE PLAN WAS APPROVED IN NOVEMBER. I KNOW THAT SOME PERMITS HAVE BEEN SOUGHT, SO THE PROJECT IS RIPE FOR GROUNDBREAKING. ONE SMALL DETAIL FOR MR. KOSKI AND THE MDC IS THEY HAVE TO BUY THE PROPERTY FIRST, WHICH IS WHAT WE ARE SCHEDULING IN THE NEXT FEW WEEK. SO WHAT WILL HAPPEN? PROBABLY BEFORE YOU SEE THIS GROUP AGAIN IS PROPERTY WILL TRANSFER AND CONSTRUCTION WILL BEGIN ON THE SITE. SO THAT'S THE GOOD NEWS. I HOPE MR. MUDD HAS A GROUNDBREAKING ON SITE, WHICH YOU GUYS CAN ASK HIM WHEN HE GETS HERE. AND I ALSO UNDERSTAND THAT THERE'LL BE SOME NEIGHBORHOOD MEETINGS WITH THE PROPERTIES AROUND THE FACILITY. SO THOSE ARE THE UPCOMING THINGS ON OUR PLATE. MARK, ARE THOSE NEIGHBORHOOD MEETINGS BEING DRIVEN BY THE CITY OR BY A VENUE VENUE? THEY WILL SCHEDULE? OBVIOUSLY WE'LL HAVE A CITY STAFF MEMBER THERE THAT COULD ANSWER QUESTIONS RELATING TO THE SITE, BUT MY UNDERSTANDING IS THOSE MEETINGS ARE FULL INFORMATIVE FOR EVERYTHING FROM TRAFFIC, EGRESS, NOISE, SCHEDULING, ETC. I KNOW THAT MR. MUDD'S GROUP HAS MET WITH THE PROPERTY OWNERS ON THE SITE. EMERSON, THE COLLEGE, SO THOSE MEETINGS HAVE OCCURRED. I DON'T MEAN TO SPEAK FOR YOU, MIKE. YOU MIGHT HAVE BEEN IN SOME OF THOSE MEETINGS. ALSO, THE NEW OWNERS OF THE SHERATON. YEAH. OH, WE'RE JUST KILLING TIME. MIKE MAKOWSKI, PRESIDENT OF THE EDC. THEY ALSO HAD A CHANCE TO SPEAK WITH THE NEW OWNERS OF THE SHERATON. AND THE NEW OWNERS OF THE SHERATON ARE VERY BULLISH ON WHAT'S HAPPENING WITH THE AMPHITHEATER AND SO ON. SO I THINK THAT'S GOING TO ADVANCE SOME IDEAS ON THAT SIDE OF THE STREET GOING FORWARD. DOES ANYONE HAVE QUESTIONS FOR BOB MUDD? AS WE MAY NOT NEED TO WAIT FOR BOB AND LET HIM WALK IN POST ACTION UNLESS. YEAH, FOR PURPOSES OF WHAT HE GETS HERE, WE CAN CERTAINLY IF YOU HAVE OTHER QUESTIONS, BUT IF YOU HAVE, DOES ANYONE HAVE A QUESTION THAT IS GOING TO IMPACT THEIR THEIR POSITION ON THIS ITEM? AND IF NOT, I'M ACTUALLY GOING TO CALL FOR A MOTION. YOU CALL FOR A MOTION BY YOUR MOTION TO APPROVE THIS ITEM I'LL MAKE A MOTION. WE APPROVE THIS ITEM. I'LL SECOND. ALL IN FAVOR? AYE. OPPOSED? NAY. SO THAT MOTION PASSES FROM THE COUNCIL STANDPOINT. ENTERTAIN A MOTION FROM THE EDC. UNLESS THERE'S. [00:15:08] ONE SECOND. THAT'S OKAY. ENTERTAIN A MOTION FROM THE EDC. I'LL MAKE THAT MOTION. JULIE WILLIAMS SECOND. SECOND BY DAN HOUSLEY JULIE WILLIAMS THAT HOUSLEY. ALL IN FAVOR SAY AYE. AYE AYE. MOTION PASSES UNANIMOUSLY. I MOVE THAT WE APPROVE THE SECOND AMENDMENT TO THE DOCUMENTS RETAINED BY THE PROJECT VENUE. CAN I GET A SECOND? I SECOND THE MOTION. DEBORAH BRADFORD SECOND. ALL IN FAVOR? AYE. HI. OPPOSED? PASSES. I'M GOING TO CALL BOB AND TELL HIM TO TURN AROUND. I THINK IT WAS A SHORT TRIP FROM COLORADO TO GET HERE. HE WAS IN FRISCO. I WILL LET HIM KNOW. ALL RIGHT. AND THAT IS THE ONLY TWO ITEMS WE HAD THIS. YEAH, WE HAVE [JOINT MEMBER COMMENTS] EXECUTIVE SESSION. IS THERE ANY COMMENTS BY BOARD MEMBERS OR COUNCIL PRIOR TO MOVING INTO [JOINT EXECUTIVE SESSION] EXECUTIVE SESSION? IF NOT, THEN IN COUNCIL SIDE IN ACCORDANCE WITH TEXAS GOVERNMENT CODE SECTION 551071, CONSULTATIONS WITH ATTORNEY ON ANY WORK SESSION, SPECIAL SESSION OR REGULAR SESSION. AGENDA ITEM REQUIRING CONFIDENTIAL ATTORNEY CLIENT ADVICE NECESSITATED BY THE DELIBERATION OR DISCUSSION OF SAID ITEM. SECTION 551087 DELIBERATION REGARDING ECONOMIC DEVELOPMENT MATTERS. PROJECT HEMISPHERES, PROJECT MIRAGE AND VENUE. NOTES. LIVE. GET A NO. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, WE'LL TAKE THE EDC INTO EXECUTIVE SESSION AS WELL. ON THE ON THE ITEMS LISTED IN THE AGENDA UNDER SECTION 551071, SUBPARAGRAPH TWO. SECTION 551087. DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT MATTERS AS LISTED IN THE AGENDA. AND OF COURSE, OF THE TEXAS CODE, THE GOVERNMENT CODE SECTION 551.00712 CONSULTANTS WITH ATTORNEY AND ANY WORK SESSION. SPECIAL SESSION. REGULAR SESSION AGENDA ITEMS THAT REQUIRE CONFIDENTIALITY OR ATTORNEY CLIENT PRIVILEGE IS NECESSARY FOR DELIBERATION AND DISCUSSION, AND SAID AS NEEDED, BE IT SECTION 551087. DELIBERATION REGARDING THE ECONOMIC DEVELOPMENT MATTERS OF PROJECT HEMISPHERES. PROJECT MIRAGE VENUES. SLASH NOTES. LIVE. BOB, WE JUST VOTED. SADLY, YOU WEREN'T HERE. IT IT GOT GOT WEIRD. WENT BAD, BUT PULLED OUT AT THE END AND THAT AMENDMENT HAS BEEN APPROVED BY ALL THREE BODIES. THANK YOU. BUT YOU DID MAKE SURE I COULD HAVE ADDED ANY VALUE TO THAT CONVERSATION. BUT YOU DID MAKE A SHORT TRIP HERE FROM COLORADO. SO IF THERE'S SOMETHING YOU'D LIKE TO SHARE, WE JUST APPRECIATE THE PARTNERSHIP AND WE'RE SUPER EXCITED ABOUT WHERE THINGS ARE GOING. THERE ARE SOME CHANGES IN THE INDUSTRY THAT I HOPE WERE FAIRLY REPRESENTED HERE THAT ARE GOING TO PRESENT A LOT OF OPPORTUNITY FOR US FOR MANY, MANY YEARS TO COME. AND THIS POSITIONS US WELL TO DO THAT. AND I APOLOGIZE, MARK, FOR SITTING IN MY HOTEL, WORKING AWAY AND ASSUMING A 6 P.M. JOINT. SO MY APOLOGIES TO THE DAIS AND TO THE BEACH COMMITTEES. YEAH, I THINK I THINK WE MAY NOT HAVE COMMUNICATED THAT THIS ITEM WAS ON, ON THIS WORK SESSION, THAT IT WOULD BE VOTED HERE. SO I KNOW THAT FOR THOSE OUT THERE WONDERING, YOU WERE UNDER THE IMPRESSION THAT IT WAS AT 6:00, BECAUSE THAT WAS OUR MEETING TIME AND THE MEETING TIME. BUT RIGHT BEFORE YOU GOT HERE AND BEFORE WE VOTED ON THAT, JUST WE SHARED ABOUT THE SOUND STUDY, IT'S IMPROVED SIGNIFICANTLY WITH ALL THE MITIGATING THINGS. A LOT OF WHICH THE VENUE DID NOT REQUIRED BY THE CITY, NOT REQUIRED IN CODE, NOT REQUIRED BY ANY ORDINANCE ON OUR PART. AS FAR AS CONSTRUCTION SIDE. BUT YOU GUYS STEPPED UP AND OFFERED TO DO QUITE A BIT. AND THOSE THINGS HAVE PROVEN TO BE REALLY EFFECTIVE AND IMPROVING THE SOUND MITIGATION THAT YOU WERE ALL AFTER. SO THANK YOU FOR THAT. AND YEAH, PUBLICLY, I WANT TO THANK THE VENUE FOR GOING ABOVE AND BEYOND WHAT YOU NEEDED TO DO. AND WE APPRECIATE THAT. YEAH. AND WE WILL CONTINUE TO DO THAT WHERE THERE ARE OPPORTUNITIES THAT PRESENT THEMSELVES OVER TIME TO IMPROVE THIS PROJECT. WE'RE GOING TO BE PARTNERS. I THINK. I THINK WE UNDERSTAND THAT. DID YOU SPEAK TO THE NEIGHBORHOOD MEETINGS BECAUSE I MENTIONED THAT AND I DON'T KNOW WHEN THOSE WERE SCHEDULED. AND SO IF YOU COULD SPEAK TO THAT, THAT WOULD BE HELPFUL. YEAH. WE WILL BE ESTABLISHING AT LEAST TWO, IF NOT MORE NEIGHBORHOOD MEETINGS. WE DON'T HAVE THOSE DATES ESTABLISHED YET, BUT I WOULD ANTICIPATE THEM BEING RIGHT AFTER THE FIRST OF THE YEAR. YEAH. MENTIONED THE CLOSING AND THE SCHEDULE FOR US, BUT I KNOW THAT WE YOU HAVE THOSE PLANNED. INDEED, HAVING THE FINAL SITE PLAN COMPLETE SO THAT WE CAN SPEAK TO THE SPECIFIC ATTRIBUTES OF HOW IT'S GOING TO BE CONSTRUCTED AND THE IMPACT IN PARTICULAR OF SOUND AND TRAFFIC WERE PRECURSORS TO US BEING ABLE TO HAVE AN EFFECTIVE PUBLIC HEARING. SO NOW THAT WE HAVE ALL [00:20:05] OF THAT CODIFIED, IT'S TIME TO GET THOSE ON THE CALENDAR. OKAY. ANYONE ELSE HAVE A QUESTION FOR BOB? ALL RIGHT. BOB, THANK YOU SO MUCH. THANK YOU FOR MAKING THE TRIP. APPRECIATE IT. THANK YOU. ALL RIGHT. WE TURN THE BLENDER AND PUT AN IPA. ARE YOU READY? OH, WE HAVE [ACTION ON JOINT EXECUTIVE SESSION ITEMS] ACTION. TAKE FROM EXECUTIVE SESSION. IS THERE A MOTION? STILL HERE. TURN. THE MOTION. RIGHT. JUST THE TRUTH. WOW. PROJECT MOTION. MAYOR, I MOVE THAT WE APPROVE PROJECT AS DISCUSSED IN EXECUTIVE SESSION. I'LL SECOND. ALL IN FAVOR? I MOTION PASSES FOR COUNCIL. THANK YOU, MR. MAYOR. WITH THE MEDICI BOARD, WE ARE OUT OF EXECUTIVE SESSION. WHATEVER TIME IT IS. FIVE, FOUR 4440. THANK YOU. AND AT THIS TIME, I'LL ENTERTAIN A MOTION ON PROJECT MIRAGE. MR. CHAIRMAN, I'LL MAKE A MOTION THAT WE APPROVE PROJECT MIRAGE, PER THE DISCUSSION IN EXECUTIVE SESSION. SECOND. MOTION BY HOUSLEY. SECOND BY. WAS THAT SCOTT? YEP. ALL RIGHT. ALL IN FAVOR SAY AYE. AYE. AYE. MOTION PASSES. I MOVE TO APPROVE THE TERMS RELATED TO PROJECT MIRAGE, AS DISCUSSED IN EXECUTIVE SESSION. CAN I GET A SECOND? I'LL SECOND. CHRIS, WILL HAVE A SECOND. ALL IN FAVOR, RAISE YOUR HAND. AYE. AYE. OPPOSED? ALL RIGHT. I WILL ADJOURN THE MOTION TO ADJOURN. SO MOVED. SECOND. ALL IN FAVOR? AYE. WE ARE ADJOURNED. ON COUNCIL MOTION. NEED A MOTION TO ADJOURN. MEDIC, MOVE TO ADJOURN. SECOND. MOTION. WE GOT A SECOND. ALL RIGHT. WE ARE ADJOURNED. CAN I GET A MOTION TO ADJOURN? THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION MEETING. MOVE TO ADJOURN. DEBORAH BRADFORD SECOND. I'LL SECOND, JOY BOOTHE. ALL IN FAVOR? AYE, AYE. WE'RE DONE. THANK YOU ALL. THANK YOU. YEAH.
