GRIMES, GARY GRAHAM, DIRECTOR OF ENGINEERING. IT'S BEEN A WHILE SINCE WE'VE BEEN IN FRONT OF YOU TO TALK ABOUT THIS PROJECT. AND SOME THINGS THAT HAVE BEEN HAPPENING BEHIND THE SCENES. I WANT TO GIVE YOU AN UPDATE ON THE LOWER FIVE PLAZA. SOME KEY TAKEAWAYS FOR TODAY'S MEETING IS FIRST SCHEDULE THE HIGHWAY FIVE PROJECT ITSELF FROM JUST NORTH OF EL DORADO, UP TO 380. IT'S SLIPPING. TXDOT IS. WE'LL TALK MORE ABOUT IT, BUT TXDOT HAS BEEN FOCUSING ON THE 380 BYPASS AND SPUR 399 EXTENSION. AND SO IT'S CAUSED THIS PROJECT TO SLIP A LITTLE BIT. THE ENVIRONMENTAL IMPACT ASSESSMENT IS GOING TO BE IS UNDERWAY. WE'LL TALK A LITTLE BIT MORE ABOUT THAT COST AND FUNDING OF THE PROJECT. WE'VE HAD SOME SIGNIFICANT CHANGES IN THAT. WE'LL HIGHLIGHT THOSE AND THEN, YOU KNOW, ONE OF THE ITEMS WE'VE BEEN TALKING ABOUT WITH THIS PROJECT IS BESIDES THE LOWER FEE PLAZA ON HIGHWAY FIVE, WHAT ELSE ARE WE DOING TO HELP IMPROVE PEDESTRIAN SAFETY? SO WE'LL HIGHLIGHT SOME OF THE ITEMS WE'RE TAKING CARE OF THERE. OF COURSE, THIS IS WHAT WE'VE BEEN TALKING ABOUT. THIS IS A RENDERING OF WHAT LOWER FEE PLAZA COULD LOOK LIKE. WE WILL GET INTO MORE DETAILED DESIGN AND PUBLIC MEETINGS IN THE IN THE FUTURE WITH THE PUBLIC, AND REALLY DEVELOP WHAT THIS PARK CAN LOOK LIKE. THIS IS JUST A CONCEPT. JUST WANT TO KEEP REMINDING EVERYBODY. WE MENTIONED THE ENVIRONMENTAL PROCESS. TXDOT IS TAKING THE LEAD ON THAT. THEY HAVE STARTED THE PROCESS. WHEN TO HIGHLIGHT THESE ARE THE FIVE PROPERTIES THAT WOULD BE IMPACTED BY THE PROPOSED PROJECT. WE ANTICIPATE THE ENVIRONMENTAL PROCESS IS GOING TO TAKE UNTIL ABOUT OCTOBER OF THIS NEXT YEAR. THERE WILL BE SOME SORT OF PUBLIC MEETING AS PART OF THE PROCESS. TEXTILES TAKE THE LEAD ON THAT AND WE WILL BE THERE TO SUPPORT AND MAKE SURE THAT WE HELP ENGAGE THE PUBLIC WITH OUR VIEW OF WHAT THE PROJECT COULD BE.

YOU KNOW, THE WAY TXDOT DOES A TYPICAL PUBLIC MEETING FOR ENVIRONMENTAL IS PRETTY CUT. AND DRY. IT'S NOT GOING TO GET INTO THE AMENITIES AND THE WONDERFUL PROJECT THAT WE HAVE PLANNED FOR, FOR THIS AREA. SO THAT'S IN THE WORKS. WE EXPECT AT THE END OF THAT, THEY WILL COME BACK TO THE CITY COUNCIL AND ASK US TO BRING A RESOLUTION OF SUPPORT FOR THE PROJECT AT THAT TIME.

AND THAT WILL BE THE NEXT MAJOR MILESTONE FOR THE PROJECT. IS APPROVAL OF THAT ENVIRONMENTAL DOCUMENT. DEPENDING ON THE FINAL RESULTS OF THAT STUDY COST. WE'VE DONE A LOT OF WORK ON COST ON THE OPERATION AND MAINTENANCE. WE HAVE NOT DONE MUCH ON THE CAPITAL PROJECTS PIECE OF IT. WE'RE STILL LOOKING AT ABOUT A 40 TO $45 MILLION PROJECT. THE INFRASTRUCTURE COST IS STILL ABOUT 20 TO 20 25 TO 30 MILLION RANGE. PART COST IS AROUND 15 MILLION. THE BIG CHANGE HERE, THOUGH, IS THE FEDERAL GRANT THAT WE GOT THE RECONNECTING COMMUNITIES GRANT.

WE THOUGHT WAS GOING TO BE JUST FOR INFRASTRUCTURE FOR THE FOR THE LOWER FEE PLAZA. SO RETAINING WALLS, THE DRAINAGE WE NEED TO DO THOSE TYPE OF THINGS. THEY HAVE NOW EXPANDED. WHAT WILL BE ELIGIBLE. WE WILL BE ELIGIBLE USES FOR THAT MONEY. SO ALL THE HARDSCAPE FOR THE LOWER FEE PLAZA WILL BE ELIGIBLE. PRETTY MUCH, YOU KNOW, PARAPHRASING A LITTLE BIT EVERYTHING BUT PLANTS. SO AS WE LOOK INTO PROGRAM OUT THIS THIS FEATURE THAT BIG $15 MILLION NUMBER WE THOUGHT WOULD ALL BE LOCALLY FUNDED. NOW HAS THE MONEY TO BE FROM THE RECONNECTING COMMUNITIES GRANT. WE'LL TALK A LITTLE BIT MORE ABOUT THAT IN THE NEXT SLIDE.

THE SHIFTING TO THE ANNUAL OPERATION AND MAINTENANCE. WE'VE HAD A EARMARKED NUMBER OF 2 TO 2.5 MILLION PENCILED IN THERE. WE GATHERED PARKS, FACILITIES, PUBLIC WORKS ENGINEERING BROUGHT EVERYBODY TOGETHER AND SAID, OKAY, WHAT REALLY ARE GOING TO BE THE TRUE COST? MAIN STREET WAS ALSO INVOLVED. WE WHITTLED THAT NUMBER. WE THINK THAT'S REALLY GOING TO BE ABOUT A 1 TO $1.5 MILLION NUMBER. ON AN ANNUAL COST BASIS. AND AS WE GET CLOSER TO ACTUALLY BUILDING THAT PROJECT AND IMPLEMENTING THAT PROJECT, THERE WILL BE SOME SUPPLEMENTAL REQUESTS TO KIND OF FUND SOME POSITIONS AND SOME ONGOING MAINTENANCE BUDGETS AT THAT TIME. I DO WANT TO HIGHLIGHT TO EVERYBODY THESE NUMBERS WERE 2023 FOR THE COST ESTIMATE. THIS I TOLD YOU, I MENTIONED THE SCHEDULE SLIPPED A LITTLE BIT. BY THE TIME THIS GOES AND GETS CONSTRUCTED, THESE NUMBERS WILL PROBABLY ESCALATE A LITTLE BIT. SO WE WANT TO KEEP EVERYBODY KEEP THAT IN MIND.

IT'S YOU'LL SEE THAT HERE IN A MINUTE ON THE SCHEDULE. ZOOMING IN ON THE FUNDING. WHAT WE

THOUGHT WE KNEW IN APRIL OF LAST YEAR WHEN WE LAST TALKED TO YOU, WE THOUGHT IT WAS A $30 MILLION PROJECT OR $30 MILLION WAS GOING TO COME FROM THE COG. THE RECONNECTING COMMUNITY GRANT.

AND WE HAD SOME LOCAL MONEY. THE MONEY WE'VE SPENT TO DATE TO DO THE INITIAL KIND OF CONCEPT WORK. PLUS WE HAVE SOME MONEY TO DO UTILITY RELOCATIONS. THAT'S THAT MILLION DOLLAR NUMBER. AND THEN WE THOUGHT HAVE NOW SHIFTED. WE KNOW THAT THE RECONNECTING COMMUNITIES GRANT CAN COVER MORE THINGS. TXDOT HAS ALSO BROUGHT $4 MILLION, ROUGHLY $4 MILLION, TO COVER THE COST OF THE CONSTRUCTION OF THE BRIDGE. WE THOUGHT PREVIOUSLY THAT TXDOT WAS GOING TO BUILD THE BRIDGE OUT OF THAT $30 MILLION, SO NOW THEY'RE BRINGING ADDITIONAL STATE DOLLARS. SO THAT'S A GOOD THING FOR THE CITY. SO OUR 15 MILLION LOCAL CONTRIBUTION FOR THE PARK, PLUS OUR $1 MILLION LOCAL, IS NOW SHIFTING DOWN TO CLOSE TO THAT $3 MILLION NUMBER.

SO A BIG NUMBER WE THOUGHT WE WERE GOING TO CARRY BEFORE HAS BEEN REALLY REDUCED BY OUR PARTNERSHIP WITH THE COG. THEY HAVE BROUGHT MORE MONEY TO THE TABLE. SO REALLY EXCITING. THOSE ARE THE USES WE THINK HOW THEY'RE GOING TO ALL SHAKE OUT. I WANT TO GIVE YOU AN UPDATE ON HIGHWAY 53.99, THAT PHASE ONE THAT SHOULD LET THIS MONTH THAT GREEN SECTION. SO IT WILL BE REALLY EXCITING TO ACTUALLY SEE THAT ACTUALLY LET GO TO CONSTRUCTION EARLY NEXT YEAR.

YOU CAN SEE A LOT OF WORK DOWN IN THAT AREA. TXDOT HAS PURCHASED A LOT OF RIGHT OF WAY.

THEY'VE CLEARED SOME OF THE AREA AS YOU LOOK AT HIGHWAY FIVE TO THE TO THE EAST, JUST NORTH OF WHERE THE CONCRETE BATCH PLANTS ARE. I MEAN, YOU KNOW, WE HAVE OUR UTILITY CONTRACTOR DOING A LOT OF UTILITY RELOCATION. IT'S REALLY EXCITING TO START THIS TO SEE IT'S STARTING TO FEEL REAL.

AND THIS PROJECT HAPPENING AFTER YEARS AND YEARS OF TALK ON IT. SO GARY THE GREEN IS SPUR 399 PHASE ONE. IS THAT CORRECT? THAT'S CORRECT. YEP OKAY. YEP. WHICH WILL INCLUDE COMPONENTS OF THE 399 FREEWAY. SO WHEN THAT GETS BUILT, THE TRAFFIC LIGHT TO GO SOUTH ON HIGHWAY FIVE INTO FAIRVIEW WILL GO AWAY. THERE'LL BE AN INTERCHANGE, AN OVERPASS THERE. SO THERE WILL BE NO MORE SIGNAL. YOU'LL START TO SEE THE MAIN LANES EXTENDED FROM 121 SAM RAYBURN. YOU'LL SEE THAT FREEWAY EXTENDING NORTH STEWART ROAD, WHERE YOU SEE THE BATCH PLANT TRUCKS COME OUT. THAT WILL BE AN OVERPASS NOW. SO FREEWAY TRAFFIC WOULD GO OVER, REDUCING THE AMOUNT OF TRAFFIC HAS TO CROSS THROUGH THAT CRAZY SITUATION THERE TODAY. SO THEN THE BLUE SECTION IS HIGHWAY FIVE, PHASE ONE MAKING UP TO POWERHOUSE. SO THAT'S JUST NORTH OF 380. THIS IS THE BAD NEWS WE'VE HEARD FROM TXDOT. THAT PROJECT IS SLIPPING. THEY'RE SAYING IT'S GOING TO BID MID 2028. WE DON'T HAVE AN EXACT DATE YET, BUT WE'RE LOOKING AT MID 2028. WE THOUGHT IT WAS 2026 ORIGINALLY THAT SLID TO 27. NOW IT'S SLID TO 28. THE REASON FOR THAT IS THEY HAVE BEEN FOCUSING ON THE GREEN PROJECT. THEY HAVE TOLD THEIR UTILITY CONTRACTORS THEY HAVE TO MOVE THE FRANCHISE UTILITIES FOCUS SOUTH. THEY HAVE TOLD US FOCUS SOUTH OF EL DORADO. GET THAT AREA CLEARED SO WE CAN BUILD THAT. SO THAT IS THE UTILITIES IS WHAT'S PUSHING THAT DELAY. NOW FOR THE BLUE PROJECT AND GIVING THOSE FRANCHISE UTILITIES TIME TO COMPLETE THE RELOCATIONS FOR THIS PROJECT, THE GREEN PROJECT, AND THEN SHIFT THEIR ATTENTION NORTH. AS I MENTIONED, THE BIG, BIG PLUS IS TXDOT HAS NOW AGREED TO FUND THE BRIDGE CONSTRUCTION OF IT. OTHER BUCKET OF MONEY, FREEING UP MORE MONEY FOR THE CITY TO USE ON THE PROJECT. ONE OF THE OTHER THINGS WE'VE TALKED ABOUT IS ON THE CORRIDOR SAFETY IMPROVEMENTS. HOW ELSE? HOW ELSE CAN WE INCREASE THE PEDESTRIAN SAFETY ALONG THE CORRIDOR? SO WHAT WE HAVE DONE IS WE PARTNERED WITH A COMPANY TO LOOK AT 25 LOCATIONS UP AND DOWN FROM EL DORADO TO 380, AND THIS IS A SNAPSHOT ON THE LEFT HERE OF ONE LOCATION WHERE WE COUNTED PEDESTRIANS USING A TRAFFIC CAMERA, A LITTLE CAMERA FOR A WEEK. SO WE GOT ALL THE TRAFFIC THAT'S, YOU KNOW, PEDESTRIAN TRAFFIC AND VEHICLE TRAFFIC. SO YOU CAN SEE HOW MANY PEDESTRIANS ARE CROSSING VERSUS WHAT VOLUME BY TIME OF DAY BY DAY OF WEEK. SO IT'S GOING TO GIVE US GOOD AMMUNITION TO TALK WITH TXDOT ABOUT DOING POTENTIAL TREATMENTS. UNFORTUNATELY, IT'S NOT A IT SO OVER LIKE THIS. ONE PARTICULAR LOCATION. ONE DAY WE HAD 25 PEOPLE CROSS THE ROAD ONE WAY OR ANOTHER OVER THE COURSE OF THE ENTIRE DAY, IT AVERAGES OUT TO ABOUT ONE PEDESTRIAN PER HOUR. IN TEXAS, MINE. THAT'S NOT A BIG SAFETY ISSUE. AND IF WE'RE GOING TO MEANINGFULLY GROW OUR DOWNTOWN AREA, IT'S GOING TO BE TO A LARGE EXTENT ON THE EAST WEST, WHERE OUR CURRENT CITY HALL IS, WHERE OUR NEW CITY HALL IS GOING, AND THAT SORT OF THING.

AND YOU KNOW, WE NEED GOOD PEDESTRIAN CROSSING IN ORDER TO DO THAT. SO STANDIFER ON THE SOUTH, LAMAR IN THE MIDDLE, AND SMITH STREET ON THE NORTH SIDE. AND SO WITH TXDOT DELAYING THE PROJECT, WE'RE LOOKING AT ACCELERATING THOSE SIGNALS AND BUILDING THEM AS SPAN WIRE SIGNALS. SO NOT THE PRETTY MAST ARMS, BUT TEMPORARY SIGNALS THAT COULD BE USED DURING CONSTRUCTION. BUT WE COULD ALSO PUT PEDESTRIAN FEATURES ON THERE TODAY AND ENHANCE SAFETY CROSSING SPECIFICALLY AT SMITH AND AT STANDIFER. NOT AS MUCH OF DEMAND AT LAMAR, BUT WE WOULD STILL DO IT. BUT YOU KNOW, IT WOULD HELP WITH THE AS THE TRAFFIC VOLUMES INCREASE COMING IN AT DOWNTOWN, IT'S SOMETIMES HARD TO MAKE LEFT TURNS OUT OF THESE NEIGHBORHOODS IN LAMAR ON ONTO HIGHWAY FIVE, BUT THEN ALSO HAD THE PEDESTRIAN ASPECT. SO WE ARE LOOKING WE JUST WE JUST FOUND THAT OUT IN THE LAST MONTH OR SO, THAT THEY APPROVED THE SIGNALS THAT THESE LOCATIONS PERMIT SIGNALS WILL BE ADDED TO PART OF THE HIGHWAY FIVE PROJECT. BUT WE ARE INVESTIGATING MOVING FORWARD WITH A CHEAPER BUT MORE IMMEDIATE FIX, YOU KNOW, FOR THE AREA. TALKING ABOUT PROJECT TIMELINE, I JUST WANT TO HIGHLIGHT THE RED LINES WHERE WE'RE AT. THE 399 IS IN THE MIDDLE. ANNOTATE. SO THIS IS THE 399 CONSTRUCTION THAT'S HAPPENING THERE. SO WE WILL SEE CONSTRUCTION FOR THREE YEARS ON HIGHWAY FIVE. WE WILL THEN HAVE A LITTLE BIT OF DELAY. AND THEN TXDOT PROPOSED LETTING DATE STARTS MID 2028 FOR HIGHWAY FIVE THROUGH THE CITY. SO WE'RE GOING TO SEE HIGHWAY FIVE CONSTRUCTION FOR A LONG TIME. WE NEED TO START THINKING ABOUT THAT MESSAGING FOR OUR BUSINESSES ALONG THE COMMUNITY. THEY NEED TO BE PREPARED FOR A LONG DURATION CONSTRUCTION. GETTING INTO MCKINNEY THROUGH DOWNTOWN.

IT'S NOT GOING TO BE PRETTY. WE WENT THROUGH IT WITH 75. WE'VE LEARNED A FEW THINGS SINCE THEN, AND EDC WAS A GREAT PARTNER WITH US. WHEN WE DID 75. WE'LL HAVE TO BE LOOKING AT THOSE SAME TYPE OF TRICKS MOVING FORWARD WITH THIS PROJECT. BECAUSE OF THAT SCHEDULE PUSHING OUT. WE'RE THINKING WE DO THE DESIGN OF THE PARK AND THE INFRASTRUCTURE, PUSHING THAT OFF UNTIL MID 2026.

WE DON'T WANT TO DESIGN THIS PARK NOW AND HAVE THAT DESIGN SIT FOR YEARS AND THEN THE IDEAS AND TRENDS THAT WE MIGHT WANT TO CAPTURE WHEN WE GO TO CONSTRUCTION. WE DON'T WANT TO COME UP WITH THOSE TOO EARLY. WE WANT TO GET THAT CLOSER TO THE ACTUAL CONSTRUCTION TIMEFRAME.

SO WE WILL HOLD OFF ON MOVING FORWARD WITH THOSE DESIGN ELEMENTS AND THEN JUST REINFORCING WE'VE GOT THE ENVIRONMENTAL PROCESS THAT TXDOT STARTED, AND WE ARE TRYING TO ENGAGE WITH THEM AND MOVE THAT PROCESS FORWARD. AND WE THINK THAT WILL COME TO A RESOLUTION TOWARDS THE END OF NEXT YEAR. NEXT STEPS. TONIGHT WE HAVE ON YOUR AGENDA FOR THE REGULAR MEETING AND THE EXECUTION OF OUR END OF THE $15 MILLION RECONNECTING COMMUNITY GRANT WITH TXDOT AND WITH THE FEDERAL OR U.S. DEPARTMENT OF TRANSPORTATION.
