COMMENTS. AND IS THERE ANY PUBLIC COMMENTS? NONE. OKAY. THEN WE'LL MOVE ON TO CONSENT ITEMS. THERE'S MINUTES OF MCKINNEY URBAN TRANSIT DISTRICT BOARD MEETING OF SEPTEMBER 17TH, 2024. THAT'S 20 4-2213. IF THERE'S NO QUESTIONS, WE CAN. I'LL ENTERTAIN A MOTION. MOTION TO APPROVE. SECOND. SECOND. MAYOR FULLER SECOND. BY COUNCILMAN. COUNCIL MEMBER.

FELTUS. I GUESS WE DO A HAND RAISE. ALL IN FAVOR? AYE, AYE. ALL RIGHT, THAT PASSES. NEXT, WE

[Collin County Transit Service Update]

HAVE REPORTS COLLIN COUNTY TRANSIT SERVICE UPDATE 24 2214. GOOD AFTERNOON, BOARD MEMBERS.

MY NAME IS JASMINE STILWELL. I'M SORRY, I HAVE A COLD. I AM GIVING THE SERVICE UPDATE TODAY AND JUST GIVE YOU A LITTLE RUNDOWN OF WHAT'S BEEN GOING ON. WE ARE SEEING IN AN INCREASE IN RIDERSHIP RIGHT NOW, WE HAVE TOPPED OUT AT 8000 RIDES FOR OCTOBER. WE ARE AVERAGING 260 RIDES FOR 2024 SO FAR. THIS IS A 35% INCREASE FOR THE MONTH OF OCTOBER FROM LAST YEAR AND FROM 22, 2022 TO 2023. WE SAW THESE NUMBERS DOUBLE. CANCELLATIONS. I THINK, ARE TRENDING WITH RIDERSHIP. WE DID SEE A DIP IN JULY AND WE ARE SEEING THIS GO DOWN OVERALL YEAR OVER YEAR.

WAIT TIME WE THINK IS ALSO INCREASING A LITTLE BIT WITH RIDERSHIP, BUT IT IS GOING DOWN YEAR OVER YEAR. STILL. TRAVEL DISTANCE IS REMAINING STEADY. THIS IS YOU KNOW, KIND OF THE SAME THING YEAR OVER YEAR. IT'S GOING UP, BUT IT'S REMAINING STEADY OVER THE YEAR. TRIP DURATION SAW LITTLE INCREASE OVER THE PAST COUPLE OF MONTHS IN TUNE WITH RIDERSHIP. JASMINE, CAN I ASK YOU A QUESTION? SURE. IT SEEMED LIKE AT THE LAST MEETING, MAYBE THE ONE BEFORE THAT WE DID A THING TO INCREASE THE FEES AND THE CO-PAYS THAT PEOPLE WOULD PAY. YES, SIR. DO.

IT APPEARS TO ME THAT DESPITE INCREASING THOSE FEES AND THE CO-PAYS, WE'RE INCREASING RIDERSHIP. IS THAT FAIR TO SAY? THE FARES HAVE NOT CHANGED YET. THEY WILL TAKE EFFECT JANUARY 1ST. OKAY. THANK YOU. RIDERS APPROVED FOR SERVICE. WE DID SEE A SPIKE IN MARCH. AND WE DO THINK THAT WAS DUE TO A MARKETING PUSH THAT WE HAD. THEY HAVE INCREASED A LITTLE BIT THROUGH THE SPRING AND SUMMER. AND WE THINK THAT THIS PROGRAM REMAINS TO BE POPULAR. UNIQUE RIDERSHIP. IT'S INCREASING AS WE SEE MORE APPLICATIONS BEING APPROVED. WE SEE MORE UNIQUE RIDERS TAKING TRIPS. AND WE HAVE SOME HEAT MAPS. THESE ARE ABOUT THE SAME AS LAST TIME WE MET. WE DID SEE KIND OF A SHIFT IN THE OUTSIDE. MCKINNEY ATTRACTIONS. WE SAW HOTSPOTS POP UP IN MELISSA. WE THINK THAT THERE IS A NEW CVS PHARMACY AND MEDICAL FACILITY RIGHT THERE. NUMBER TWO ON THE RIGHT AND WE REMAIN TO SEE THAT SAMARITAN IS STILL VERY POPULAR, AS WELL AS SOME OTHER RESIDENTIAL, SHOPPING AND MEDICAL FACILITIES SUCH AS BAYLOR SCOTT AND WHITE MEDICAL CITY AND SOME OTHER SMALLER URGENT CARES. WE ALSO SEE THAT MY POSSIBILITIES IN PLANO IS STILL VERY POPULAR, AS WELL AS DID YOU HAVE ANY QUESTIONS FOR ME? QUESTIONS? NOPE. OKAY. THANK

[Consider/Discuss/Act on McKinney Urban Transit District Board Officer Elections]

YOU. NEXT WE HAVE 24 2215. CONSIDER. DISCUSS ACT ON MCKINNEY URBAN TRANSIT DISTRICT BOARD OFFICER ELECTIONS. HI. BOARD. SO OBVIOUSLY, MR. LYLE MILLER IS OUR CHAIR, BUT WE WILL NEED TO VOTE ON A VICE CHAIR AND A SECRETARY POSITION TODAY. I'D LIKE TO START WITH THE VICE CHAIR POSITION. EMOTIONS. Y'ALL OUT THERE? ANY VOLUNTEERS? LAST TIME THIS POSITION WAS DOCTOR

[00:05:07]

FELTS. IF SHE'D LIKE TO CONTINUE THE ROLE, THAT'S PURELY WITHIN HER WHEELHOUSE. DRAFTED A MOTIO.

I HAVE A SECOND, SECOND ALL IN FAVOR? AYE. NOW, UNFORTUNATELY, THE SECRETARY WILL NOT BE AS EASY TO VOTE IN BECAUSE THE CITY OF MELISSA WILL NOT BE A MEMBER. YOU KNOW, CONTINUING ON FORWARD.

SO WE WANT TO GIVE THAT OPPORTUNITY TO SOMEONE ELSE TO BE THE SECRETARY FOR THE BOARD.

HOW ABOUT ONE OF Y'ALL THREE SOMEBODY OTHER THAN MCKINNEY DOESN'T REQUIRE LOTS OF SIGNATURES. AND NOW WHAT DO WE NEED? NOBODY WANTS TO BE SECRETARY. WOW. GREAT JOB.

WONDERFUL. THANK YOU, MR. PETTIT. ALL RIGHT. DO WE HAVE A MOTION? I'LL. I'LL MAKE THE MOTION TO NOMINATE BOB. ALL IN FAVOR? AYE. A GOOD MOTION CARRIES. I THINK I SIGNED SOMETHING, SO DOES HE SIGN WHAT I SIGNED EARLIER? YES. THERE YOU GO. WE ALREADY HAVE SOMETHING

[Consider/Discuss/Act on Changes to the Disadvantaged Business Enterprise (DBE) Program Policy for Transit Services]

FOR YOU TO SIGN. THE WORK COMMENCES. THERE YOU GO. ALL RIGHT. THANK YOU. NEXT WE HAVE 24 2216. CONSIDER. DISCUSS. ACT ON CHANGES TO DISADVANTAGED BUSINESS. ENTERPRISE PROGRAM POLICY FOR TRANSIT SERVICES. YES. THE DISADVANTAGED BUSINESS ENTERPRISES POLICY WAS UPDATED BY THE LEGAL DEPARTMENT AS A RESULT OF THE TRIENNIAL REVIEW. WE HAD TO ADD ONE SENTENCE STATING THAT TRANSIT VEHICLE MANUFACTURERS HAVE TO REPORT, YOU KNOW, SOME INFORMATION TO THE FTA, BUT ESSENTIALLY WE'VE PUT THAT INTO THE POLICY AND WE'VE GOT IT HERE FOR BOARD APPROVAL. QUESTIONS. I NEED A MOTION ON THIS. SO MOVED. SECOND MOTION. WE HAVE A SECOND. ALL IN FAVOR. I REMEMBER WONDERFUL. MOTION PASSES. NEXT WE HAVE ANY BOARD COMMENTS. WE DON'T HAVE AN EXECUTIVE SESSION. SO AT THIS TIME WE JUST NEED A MOTION TO ADJOURN. SO MOVED. SECOND. ALL RIGHT. WE ARE
