BOARD AND LIAISON REPORTS.

STARTING WITH, WELL, COUNCILMAN BALLER, DO YOU HAVE ANYTHING YOU'D LIKE TO SAY? OKAY.

MOVING .

JUST WANT TO ASK, MOVING ON TO PAUL GRIMES.

GOOD MORNING, MADAM CHAIR.

MR. EXECUTIVE DIRECTOR, MEMBERS OF THE BOARD.

PAUL GRIMES, CITY MANAGER.

GOOD MORNING.

UH, A COUPLE OF THINGS TO SHARE WITH YOU THIS MORNING.

UM, YOU MAY HAVE HEARD BY NOW, BUT WE HAVE A COUPLE OF STAFF MEMBERS OF OUR, OUR EXECUTIVE STAFF MEMBERS LEAVING GREG CONLEY, OUR DIRECTOR OF PUBLIC SAFETY, FORMER POLICE CHIEF, UH, WHO'S BEEN SERVING AS DIRECTOR OF PUBLIC SAFETY FOR THE LAST COUPLE OF YEARS.

HE WILL BE RETIRING AT THE END OF JANUARY.

AND THEN, UH, KIMBERLY FLOM, OUR ASSISTANT CITY MANAGER, IS LEAVING US.

UH, KIM HAS BEEN HERE ALMOST FIVE YEARS.

UH, SHE IS GOING TO BE A CITY MANAGER BACK HOME FOR HER HOME IN WISCONSIN.

UH, IN HER, THE TOWN THAT WE HIRED HER FROM, UH, DE PERE, WISCONSIN, SHE'S GONNA GO.

SHE WAS THE, UH, DEVELOPMENT SERVICES DIRECTOR THERE.

WE BROUGHT HER IN HERE.

IT WAS, IT WAS HER FIRST OPPORTUNITY FOR AN A CM.

SHE DID GREAT, OF COURSE.

AND, UM, WE HATE TO LOSE HER.

SHE'S, IT'S A BIG LOSS 'CAUSE SHE'S THE SUPERSTAR.

UH, THAT SAID SHE'S GONNA GO, UH, RUN HER OWN SHIP, UH, IN DE PERE, WISCONSIN AS THE CITY MANAGER.

SO WE WISH HER ALL THE BEST.

SHE'LL BE HERE UNTIL EARLY MARCH.

SO I TOLD HER SHE CAN'T LEAVE BEFORE HELPING US TRY TO FIND HER REPLACEMENT .

AND WE ARE UNDERWAY.

THE SEARCH IS UNDERWAY FOR THAT POSITION.

WE ARE DOING A NATIONAL SEARCH, UH, MOSAIC, UH, PUBLIC PARTNERS IS THE RECRUITING FIRM THAT WE'RE GONNA BE USING.

AND SO OVER THE NEXT, UH, MONTH OR TWO, WE'LL HAVE A RECRUITMENT OUT THERE AND WE'LL BE GOING HOT AND HEAVY TO FIND A REPLACEMENT FOR MS. FLAM.

SO WANTED TO MAKE SURE YOU WERE AWARE OF THAT.

ALSO, WE HAVE, UM, OUR SITE PLAN FOR THE AMPHITHEATER, THE VENUE AMPHITHEATER, THE SUNSET AMPHITHEATER THAT IS, UH, WAS APPROVED AT THE LAST MEETING OF THE CITY COUNCIL, SO WE'RE MOVING OFF THAT OR MOVING ON TO THE NEXT PHASE.

THAT WAS AN IMPORTANT MILESTONE THAT THEY HAD TO REACH.

AND, UM, WE ARE LOOKING FORWARD TO THEM BREAKING GROUND, I BELIEVE IN FEBRUARY IS WHAT THEY'RE LOOKING AT IS MOVING, STARTING TO MOVE DIRT AND BREAK GROUND.

THEY'RE WANTING TO BE OPEN IN MID 26, SO IT'S AN AMBITIOUS TIMELINE.

THEY'VE GOT A LOT OF WORK TO DO AS YOU KNOW, IT'S A LARGE FACILITY, BUT, UM, WE'RE LOOKING VERY, VERY MUCH LOOKING FORWARD TO IT.

CITY HALL IS COMING TOGETHER.

I GOT A TOUR YESTERDAY, UH, TO KIND OF WALK THROUGH.

IT'S, UM, FURNITURE'S BEING INSTALLED.

IT'S REALLY LOOKING GOOD.

UM, IF YOU WERE OUTSIDE THOUGH, YOU WOULDN'T THINK IT LOOKS SO GOOD BECAUSE THE STREET'S TORN UP.

SO THE STREET WON'T BE FINISHED UNTIL PROBABLY A COUPLE OF MONTHS AFTER CITY HALL OPENS.

BUT WE WILL BE MOVING IN IN JANUARY.

WE'LL, WE'RE, WE'RE TENTATIVELY PLANNING TO HOST THE FIRST COUNCIL MEETING AT THE NEW COUNCIL CHAMBER IN FEBRUARY.

UM, SO OUR JANUARY MEETINGS WILL BE HERE IN THIS ROOM.

AND, UH, AS WE MIGRATE OVER, WE'RE GONNA WORK OUT THE, ALL THE KINKS AND MAKE SURE THAT THE SYSTEMS WORK AND THE RECORDING AND THE BROADCAST SYSTEM AND ALL THAT WORKS.

BUT, UH, IT IS EXCITING.

UH, FOR SURE IF YOU SAW THE PLAZA UP FRONT, UH, WHEN YOU GET TO SEE THAT, IT REALLY IS LOOKING IMPRESSIVE.

IT'S GONNA BE A REALLY COOL GATHERING PLACE FOR THE PUBLIC AND THE COMMUNITY.

FRAMED OF COURSE, BY THE MURAL ON THE SILOS, WHICH IS GONNA BE, I THINK, A BACKDROP FOR MANY, MANY SELFIES FOR YEARS TO COME.

MM-HMM, .

UM, WE'VE, UM, JUST LOOKING AT A COUPLE OF OTHER ITEMS HERE THAT I KNOW I MARKED ONE OTHER THING ON MY NOTES.

OH, I KNOW.

IT WAS THE RG WHIZ FACTOR.

I ALWAYS SAY, MARK THIS AS A GOOD TO KNOW, OUR MONTHLY POPULATION

[00:05:01]

ESTIMATE, 222,441, AS IN NOVEMBER 1, 220 2,441.

AND THAT'S ALL I HAVE.

I WILL STAND FOR ANY QUESTIONS.

I HAVE A QUESTION.

YES.

REGARDING THE AMPHITHEATER.

WHAT, WHAT ARE THE PLANS AROUND THAT? LIKE, LIKE DEVELOPMENT AROUND IT AS WELL, LIKE NEXT TO IT OR? SO THERE, I MEAN, THEY'RE TAKING UP THE WHOLE PIECE, UH, ON THE NORTH SIDE OF, UM, GATEWAY DRIVE, I THINK IT IS.

MM-HMM.

GATEWAY BOULEVARD OR DRIVE.

UH, THAT ALL IS GONNA BE TAKEN UP.

I THINK THERE IS SOME ROOM, 'CAUSE YOU HAVE PARKING DECK AND THEN THE AMPHITHEATER ITSELF ON THE SOUTH SIDE.

SO THERE'S A LITTLE BIT OF ROOM FOR ADDITIONAL DEVELOPMENT, UH, BY THE SHERATON.

UH, AND THERE'S SOME ADDITIONAL LOTS, UM, FURTHER TO THE SOUTH.

SO THOSE ARE JUST UP FOR DEVELOPMENT.

OKAY.

UM, THEY HAVE TALKED ABOUT MAYBE BRINGING A RESTAURANT CONCEPT OR SOME OTHER ENTERTAINMENT CONCEPT, BUT THAT HASN'T ADVANCED YET.

WE'RE NOT AT THAT POINT.

UM, BUT WE DO HAVE SOME OPPORTUNITY FOR ADDITIONAL DEVELOPMENT THERE.

OKAY.

THEY'RE EASY.

EVEN THE OPPORTUNITY FOR ADDITIONAL HOTEL, UH, GROWTH.

SO, ANYONE ELSE? ALL RIGHT.

OKAY.

THANKS SO MUCH.

THANK GREAT.

MICHAEL KOWSKI WITH MEDC.

GOOD MORNING EVERYONE.

I'M GONNA KICK OFF BY, UH, GIVING SOME KUDOS TO A TEAMMATE OF MINE.

MICHAEL TALLEY'S, OUR SENIOR VICE PRESIDENT.

HE WAS IN SALT LAKE CITY LAST WEEK, BEING HONORED AS ONE OF THE TOP 50 ECONOMIC DEVELOPERS IN THE COUNTRY, UH, THAT'S WORKING FOR YOU BEHIND THE SCENES AND IN THE SPOTLIGHT THAT GETS GREAT STUFF TO, UH, MCKINNEY, INCLUDING STUFF AROUND THE AMPHITHEATER.

THAT'S ONE OF OUR TOP PRIORITIES RIGHT NOW.

WORKING ON THAT.

UH, KUDOS TO OUR FRIEND AARON HERE FOR THE BILLY JEAN KING CUP, UH, HOSTED IN GABE NESBIT PARK IN THE TENNIS COMPLEX.

WHAT A GREAT EVENT.

UH, I HAD A CHANCE TO GO THERE ON SATURDAY AND, UH, TO SEE THE TWO COUNTRIES COMING TOGETHER AND, UH, IT WAS REALLY SPECIAL.

SO GREAT JOB WITH THAT.

UH, ONE MORE, UH, SHOUT OUT TO AARON HERE.

HE INVITED ME TO JOIN HIM ON A PANEL.

I'M TRY TO GET THIS RIGHT.

THE T-A-C-B-B.

GOT IT.

AWESOME.

, UM, SHOWING REALLY HOW EDCS AND, YOU KNOW, CVBS WORK TOGETHER HAND IN HAND.

SO WE HAD A GREAT DISCUSSION, VERY INFORMAL CONVERSATION.

HERE'S MY TAKEAWAY WHEN I GOT BACK INTO THE CAR.

MCKINNEY IS SO WELL RESPECTED IN YOUR INDUSTRY.

IT IS UNBELIEVABLE.

WE HAD A LOT OF SISTER CITIES THERE, UH, CITIES FROM ACROSS TEXAS, AND THEY WERE JUST ASKING GREAT QUESTIONS, TRYING TO FIND OUT OUR SECRET SAUCE, AND WE HIT ON SOMETHING WHICH IS ALWAYS GOOD TO ANNOUNCE THE PUBLIC AND PEOPLE IN THE ROOM HERE.

IT'S ABOUT RELATIONSHIPS.

IT'S ABOUT THE CONTINUITY THAT WE HAVE AMONGST ALL STAFF AND HOW WE, THE FRAMEWORK OF OUR CITY OVERALL THAT ALLOWS THOSE PARTNERSHIPS.

I WILL SUBMIT THAT MANY EDCS AND CBBS DON'T ACTUALLY TALK VERY OFTEN.

THAT'S WHAT I LEARNED, WHEREAS WE TALK ALL THE TIME.

SO KUDOS FOR THAT HERE.

LET'S SEE HERE.

THE, UM, THE MICHELIN RECOGNITION OF HARVEST, UH, THAT HAS HAD A PRETTY COOL RIPPLE EFFECT IN MY WORLD AS WELL.

I WAS HOSTING PEOPLE FROM KOREA A COUPLE WEEKS AGO.

THEY FLEW IN TO, TO THINK ABOUT INVESTING IN, IN MCKINNEY AND IT JUST SO HAPPENED THAT THE NIGHT BEFORE MICHELIN ANNOUNCED THAT HARVEST WAS RECOGNIZED.

SO I UPDATED MY SLIDE DECK, HAD THAT AS MY SECOND OR THIRD SLIDE, AND AS SOON AS I HAD THAT UP THERE, THE ENTIRE ROOM OF 15 PEOPLE ALL SAID, AH, WE UNDERSTAND WHAT THAT IS.

RIGHT? IT'S THAT COMMON LANGUAGE ACROSS THE WORLD, THIS MICHELIN RECOGNITION.

UH, SO THE VALUE CERTAINLY IS FOR TEXAS AND MCKINNEY, BUT IT HELPS ME WITH MY INTERNATIONAL CONVERSATIONS AS WELL.

IT SHOWS THAT WE ARE A PROPER CITY, BUT PROPER, UH, THINGS TO DO.

UH, AND LAST BUT NOT LEAST, ON DECEMBER 3RD IN COORDINATION, WE'RE CO-HOSTING WITH THE CHAMBER.

WE'LL HAVE AN EVENT AT ENCO WIRE, OUR FOURTH QUARTER DEVELOPMENT UPDATE.

UM, I'LL BE THE, THE MAIN HOST THAT DAY TALKING ABOUT INNOVATION AND STARTUPS IN MCKINNEY.

SO CHECK YOUR CALENDARS, CHECK UH, LINKEDIN, AND SO ON DECEMBER 3RD, 8:00 AM ENCO WIRE.

AND WE'LL HAVE MCKINNEY STARTUPS TALKING ABOUT WHY THEY CHOSE MCKINNEY.

WE'LL HAVE MR. JOHN RATTON FROM THE BODY SHOP ON A PANEL TALKING ABOUT WHY HE, WHY HE LIKES AI AND, AND APPRECIATES THE ADVANCEMENTS OF TECHNOLOGY.

SO I THINK IT'LL BE A GREAT WELL-ROUNDED DISCUSSION.

SO WITH THAT, I WILL STAND FOR ANY QUESTIONS.

AND WHERE'S THIS GONNA BE? THE IRON CORE WIRE.

OKAY.

YEP.

OKAY.

THANKS MIKE.

THANK YOU.

CHRIS WILKES WITH MCDC.

GOOD MORNING.

FIRST TIME TO APPEAR IN FRONT OF YOU ALL.

I'M CHRIS WILKES, TREASURER OF MCDC.

SO IT'S ALSO THE, I WANTED

[00:10:01]

TO MAKE SURE WE HAD THE SAME THING THAT I HAD READ BEFORE THIS MEETING.

OKAY, GREAT.

.

ALL RIGHT.

SO FIRST THING, WE DID HAVE OUR, UH, OFFICER ELECTIONS.

UH, ANGELA WILL, UH, CONTINUE TO SERVE AS CHAIR.

DAVID CHE IS VICE CHAIR AND TREASURER.

AND DEBORAH IS SECRETARY, UH, FOR THE, UH, CALENDAR, WE ARE RIGHT NOW HAVING THE, UH, PROMOTIONAL, UH, THE PROJECT GRANTS.

LET'S SEE, PROMOTIONAL COMMUNITY GRANTS THROUGH THE END OF THIS MONTH.

SORRY, MY HEAD'S ALREADY IN DECEMBER.

UM, THAT'S THE END OF THIS MONTH.

AND WE'LL START, TAKE ACTION THAT IN OUR, UH, JANUARY MEETING, THE PROJECT GRANTS IS WHAT'S STARTING IN DECEMBER.

UH, WE WILL HAVE, UH, HEARING ON THAT IN THE 23RD, AND THEN TAKE ACTION ON FEBRUARY 27TH.

AND THEN WE HAVE THE RETAIL DEVELOPMENT INFRASTRUCTURE GRANTS, WHICH WE'LL START TAKING APPLICATIONS FOR IN JANUARY.

UH, WE ADDED THE SECTION, UH, THE NEXT TWO.

ONE IS JUST TO LET EVERYBODY KNOW WE DO HAVE THE DEDICATION OF THE LEARNING GARDEN, WHICH IS, UH, UH, PROJECT THAT MC MCDS HELP HELP FUND.

AND THEN THIS IS THE LIST OF ALL OF THE UPCOMING EVENTS WHERE MCDC, UH, DID ASSIST WITH FUNDING IN, IN SOME MANNER UP.

SO, PROMOTIONAL GRANTS, UH, FOR THIS.

SO QUITE A LONG LIST OF, UH, EVENTS THAT IS COMING UP FOR, UH, THIS GOES BACK TO TWO WEEKS AGO THROUGH THE END OF THE YEAR.

AND BEYOND THAT, I THINK THAT WAS IT, JUST THE CALENDAR.

SO REPEAT OF EARLIER, AND THEREFORE, I WILL STAND FOR QUESTIONS.

YOU LET ME OFF.

EASY THE FIRST TIME.

THANK YOU.

THANK YOU.

ANDREW JONES WITH MAIN STREET.

GOOD MORNING, MADAM CHAIR.

UH, VISIT MCKINNEY BOARD.

ANDREW JONES, CULTURAL DISTRICT DIRECTOR.

UM, WE ARE IN THE MIDST OF THE HOLIDAYS.

IF YOU HAVEN'T NOTICED.

UH, DOWNTOWN IS, UH, FEELING, FEELING THE LOVE.

UM, YOU KNOW, UH, MIKE KOWSKI TALKED A LITTLE BIT ABOUT IT, BUT I DID WANT TO, I HAD A NOTE HERE TO CONGRATULATE HARVEST AS WELL.

'CAUSE THAT IS SUCH A BIG THING FOR DOWNTOWN.

UM, WE'VE ALREADY HAD A COUPLE MEETINGS WITH THEM TO, TO FIGURE OUT HOW DO WE CAN EXTEND THAT.

AND, UH, WE WERE ABLE TO KIND OF UTILIZE SOME OF OUR, UH, VIDEO CONTENT THAT WE HAD ALREADY DONE AS PART OF THE TASTE MAKERS OF DOWNTOWN, UH, CAMPAIGN.

UM, BUT WE'RE REALLY EXCITED TO KIND OF HIGHLIGHT THEM.

UM, WE, OUR CHRISTMAS TREES UP, WE'RE READY FOR THE TREE LIGHTING CEREMONY, UH, THIS FRIDAY.

UM, WE ARE, UH, EXCITED TO KIND OF ENHANCE MITCHELL PARK EVEN MORE THIS YEAR.

WE ADDED ADDITIONALLY THREE CHRISTMAS CARD PHOTO OPS THROUGHOUT DOWNTOWN.

SO, UH, WE HOPE THAT YOU COME OUT FOR HOME FOR THE HOLIDAYS.

IT'S NOVEMBER 29TH THROUGH DECEMBER 1ST.

UM, WE ARE ALSO, UH, AT IMPACT, WE HAVE MRT, UH, CHRISTMAS CAROL.

UH, WE ACTUALLY, THEY EXTENDED AND WE HAD THEIR KIND OF KICKOFF NIGHT LAST WEEKEND.

UM, BUT IT'S A PHENOMENAL TI UH, TIME IF YOU'VE NEVER HAD A CHANCE TO DO THAT.

IT'S BEEN A FAN FAVORITE FOR MANY, UH, FAMILIES AND A TRADITION EVERY YEAR FOR THEM.

A FEW OTHER EVENTS I WANT TO TALK ABOUT, UH, SANTA ON THE SQUARE.

UH, SANTA'S HELPERS, UH, TOY DRIVE DECEMBER 5TH, WE HAVE OUR UGLY SWEATER WINE WALK ON DECEMBER 11TH.

OUR GIRLS NIGHT OUT IS ALSO, UH, IS ON DECEMBER 12TH.

AND THEN, UH, THE PARADE OF LIGHTS.

IF YOU'VE NEVER BEEN TO THAT, THAT'S A PHENOMENAL EVENT.

WE ARE ADJUSTING THE, THE ROUTE TO START A SET UP OVER IN, UH, FINCH PARK AS WELL THIS YEAR.

UM, AND THEN OUR GIVING MACHINES, THEY ARRIVE, THEY'RE GONNA BE SITUATED IN THE GUAVA TREE.

WE ARE ACTUALLY DECORATING GUAVA TREE LIKE A CHRISTMAS, UM, UH, LIKE A CHRISTMAS TREE LOT AGAIN THIS YEAR WITH ALSO ONE OF THE CHRISTMAS CARD PHOTO OPS AS WELL.

AND THEN, UH, LAST BUT NOT LEAST ON DECEMBER 30TH, WE HAVE, UH, A MENORAH LIGHTING, AND THAT'S GONNA BE BACK AT MITCHELL PARK THIS YEAR.

SO WITH THAT, I'LL STAND FOR ANY QUESTIONS, BUT THAT'S KIND OF THE CALENDAR.

I'M SORRY.

EXACTLY.

WHEN IS THE CHRISTMAS TREE LIGHTING? WHAT DAY AND TIME? YEP.

SO THAT'S, UH, FRIDAY, UH, UH, NOVEMBER 29TH AT SIX 15 WAS THE PARADE OF LIGHTS.

THAT'S ON THE 14TH OF DECEMBER.

ANDREW, I JUST WANTED TO LET YOU KNOW THAT I HAD A VERY LONG VOICEMAIL FROM MY FORMER BOSS.

SHE WAS THE, UM, HEAD OF MARKETING COMMUNICATIONS FOR DART, AND SHE WENT ON AND ON ABOUT HOW WONDERFUL OUR, UM, UM, PUBLICITY IS AND COM COMPLIMENTED, UH, ON THE GUIDE AND HOW WHOEVER'S IN CHARGE IS DOING EVERYTHING.

RIGHT.

I'LL BE GLAD TO SHARE THAT VOICEMAIL 'CAUSE SHE GOES INTO GREAT DETAIL, , BUT CONGRATULATIONS.

AND LOTS OF MY FRIENDS IN IN DALLAS HAVE, UH, COMMENTED ON ALL THE EVENTS.

SO WELL, GREATLY APPRECIATED.

IT IS A TEAM EFFORT AND WE GOT A GREAT CREATIVE TEAM.

AND, UH, WE DO WORK, YOU KNOW, VERY CLOSELY WITH OUR MARKETING DEPARTMENT AS WELL.

OKAY.

BUT I'LL PASS THAT ALONG.

[00:15:01]

THANK YOU SO MUCH.

CONGRATULATIONS ON THAT.

MM-HMM.

.

THANK YOU, ANDREW.

APPRECIATE IT.

AND KENNY PARKS AND REC LIAISON, KEITH GOFF.

OKAY.

SO WE MET, UM, SO THE PARKS, UH, REC, UH, MEETING WAS, UH, WAS PRETTY, UH, EVENTFUL.

IT WAS ONE OF THE, UH, LARGEST ONES I WAS TOLD BY THE PARKS DIRECTOR THAT SHE'S EVER HAD.

UH, BUT, UH, SOME OF THE THINGS THAT HAPPENED WAS THEY, THEY, UH, VOTED ON THEIR NEW CHAIR AND VICE CHAIR, SO THEIR CHAIR WILL REMAIN BRUCE MEAD AND THEIR VICE CHAIR'S.

UH, DAVID CLARK, THEY TALKED A LITTLE BIT, UH, FROM THE DIRECTOR ABOUT DIFFERENT THINGS THAT HAD HAPPENED OVER, OVER THE PAST, THE TRICK OR TREAT PARKS TOUR, VETERANS DAY CEREMONY, UM, ITEMS LIKE THAT.

UM, THEY ALSO GAVE SOME UPDATES ON THE APEX CENTER.

UH, SOMETHING I THOUGHT WAS, UH, PRETTY COOL THAT MCKINNEY HAS.

I LOVE THE APEX CENTER MYSELF, UH, BUT THEY WILL HAVE THEIR FIRST RATE INCREASE IN FIVE YEARS.

SO, UH, AND IT DIDN'T LOOK LIKE IT WAS VERY MUCH AT ALL.

AND THEN, UH, THE BIGGEST THING THAT, UH, THAT TOOK EVERYBODY THAT, THAT EVERYBODY WAS THERE FOR PRETTY MUCH, WAS THE, UH, DISCUSSION ON THE GRAY BRANCH PARKLAND FOR A COMMUNITY FARM.

UH, SO THAT WAS KIND OF THE BIGGEST THING THERE.

SO THAT'S THE UPDATES FROM THE PARKS.

ANY QUESTIONS? NO.

AWESOME.

ALL RIGHT.

THANK YOU.

VISIT MCKINNEY FINANCE COMMITTEE.

PATRICK MCGUIRE.

OH, ALICIA.

ALICIA .

ALICIA HOLMBERG, .

GOOD MORNING EVERYONE.

ALICIA HOLMBERG, ASSISTANT DIRECTOR FOR VISIT MCKINNEY.

UM, WE MET WITH OUR FINANCE COMMITTEE YESTERDAY MORNING, BUT, SO I'M JUST GONNA GIVE A, A QUICK OVERVIEW.

UM, UH, THIS IS THE BALANCE SHEET THAT OUR FINANCE DEPARTMENT PROVIDES US, BUT THIS IS JUST KIND OF MORE THE STUFF THAT THEY USE ON OUR, ON THEIR SIDE.

SO WE CAN SKIP TO THE NEXT SLIDE.

SO THIS SLIDE, YOU'LL SEE, UM, HERE, THIS IS WHERE WE ARE.

WE'RE, THIS IS FOR OCTOBER.

SO WE'RE ONLY 8% THROUGH OUR FISCAL YEAR.

THAT OCTOBER IS THE STARTING MONTH OF OUR FISCAL YEAR.

UM, ONE THING TO HIGHLIGHT IS THE, UH, YOU'LL SEE UNDER REVENUES THAT LAST, THE LAST ROW THERE, THE STORE REVENUE.

SO FOR OCTOBER, WE BROUGHT IN, UM, ALMOST $2,900, WHICH IS A GOOD MONTH FOR US, A SOLID MONTH.

UM, SO WE'LL HOPEFULLY CONTINUE WITH THAT, GOING TOWARDS, UM, HITTING THAT, UH, $45,000 NUMBER THERE.

UM, WE ALSO HAVE SOMETHING DIFFERENT FOR US THIS YEAR.

I THINK WE TOUCHED ON IT A LITTLE BIT LAST MONTH, WAS HOW WE WERE, UM, ENCUMBERING OUR MONEY FOR THE, FOR THE FISCAL YEAR.

SO PAUL HAS WORKED REALLY HARD, UM, TO MAKE SURE IF YOU LOOK AT THE, IN THE EXPENSES OF SERVICE AND SUNDRY EXPENSES, UM, YOU'LL SEE THAT WE'VE ALREADY HAD QUITE A BIT.

UM, 18.3% OF OUR BUDGET HAS BEEN SPENT, SO ABOUT 132,000.

AND THAT'S JUST THINGS THAT WE'VE ALREADY, UM, PUT INTO ENCUMBERED.

SO IT'S THINGS THAT WE KNOW WE'RE SPENDING THROUGHOUT THE YEAR, DIFFERENT MARKETING THINGS THAT WE'VE SIGNED CONTRACTS FOR.

UM, PAUL HAS WORKED REALLY HARD TO MAKE SURE THAT THAT'S ALL ALREADY ACCOUNTED FOR.

SO AS WE GET THROUGH THE YEAR, WE KNOW THAT THAT MONEY IS ALREADY SPENT, SO WE DON'T HAVE TO WORRY TOWARDS THE END OF THE FISCAL YEAR.

UM, YOU KNOW, EVEN THOUGH THESE THINGS HAVE BEEN, UM, SIGNED CONTRACTS, SOMETIMES THEY'RE SLOW TO GET US INVOICES AND THEY, THEY, UM, WE GET THEM ALL RIGHT AT THE END, AND THEN IT'S LIKE, OH, NO, THERE'S, SO THIS IS A BETTER WAY.

WE'RE REALLY HAPPY, UM, WITH THE WAY PAULA WORKED REALLY HARD TO GET ALL OF THIS DONE EARLY ON IN THE YEAR.

SO WE KNOW THAT MONEY IS ALREADY BEING HELD.

SO WHEN THOSE, UM, DIFFERENT INVOICES COME THROUGHOUT THE YEAR, IT'S ALREADY SET ASIDE AND WE HAVE, WE KNOW EXACTLY WHAT WE ARE ABLE TO SPEND, UM, ALL THE WAY THROUGH THE END OF THE FISCAL YEAR.

SO THAT'S WHY YOU'RE SEEING, IT LOOKS LIKE WE ALREADY SPENT A LOT OF MONEY, BUT IT'S JUST CONTRACTS AND THINGS THAT WE ALREADY HAVE SET ASIDE FOR THE FULL YEAR.

UM, SO THAT IS, WE'RE ON THAT ONE.

YOU GO TO THE NEXT ONE.

SO THIS WAS THE SHEET WE DIDN'T HAVE LAST MONTH, SO WE HAVE IT THIS MONTH.

YOU CAN SEE WE DID HIT, OH, UM, GO OVER THE 3 MILLION MARK FOR OUR, UM, UH, OCCUPANCY TAX, HOTEL, OCCUPANCY TAX.

UM, SO WE'RE VERY HAPPY ABOUT THAT.

THAT WAS A BIG MILESTONE FOR US TO GO OVER THAT 3 MILLION MARK.

UM, YOU'LL SEE FOR THIS, UM, FOR OCTOBER.

SO YOU'LL SEE, AND THE DIFFERENCE, UM, IT'S SHOWING THAT WE ARE DOWN, UH, SEVEN, A LITTLE OVER $7,000.

SO THAT, THE REASON BEHIND THAT IS BECAUSE ONE OF THE HOTELS DID NOT MAKE THE PAYMENT IN TIME FOR THIS REPORTING.

UM, SO THAT'S THE ONLY REASON WHY THAT'S SHOWING THAT WE HAVE A NEGATIVE THERE OR THAT WE'RE DOWN FROM LAST YEAR.

UM, SO IT WAS ONE HOTEL.

WE'VE, WE'VE LOOKED BACK AT PAST, UM, PERFORMANCE FROM THEM, THEIR, THEIR TEXTS THAT PAYMENTS, AND THEY TYPICALLY ARE ALWAYS OVER THAT 7,500 MARK.

THEY'RE MORE IN THE 8, 9, 10 MARK.

SO WE ARE CONFIDENT THAT ONCE THAT PAYMENT COMES THROUGH, WE'LL BE BACK AND SHOW, UM, THAT WE ARE ABOVE LAST YEAR'S FOR OCTOBER, UM, LAST YEAR'S HOTEL OCCUPANCY.

SO LET'S SEE THE NEXT SLIDE, I THINK ON THE NEXT ONE, STAR REPORT.

[00:20:01]

SO HERE'S OUR, UM, STAR REPORT FOR THE MONTH.

SO YOU'LL SEE WE HAVE, OUR OCCUPANCY WAS AT 74.8%.

UM, STILL DOING VERY, VERY WELL.

AGAIN, HIGHER THAN ALL OF OUR, UM, SURROUNDING CITIES, PLANO, ALLEN, FRISCO, AND THEN MORE OF OUR, UM, A SIMILAR CITY IS GEORGETOWN.

AND SO WE ARE STILL JUST SLIGHTLY ABOVE THEM AS WELL.

SO, AND IT JUST ABOUT A POINT HIGHER THAN LAST YEAR, A PERCENTAGE HIGHER THAN LAST YEAR.

UM, WE'RE SEEING OUR A DR RIGHT NOW, IT'S OVER A HUNDRED DOLLARS, SO WE'RE HAPPY ABOUT THAT.

WE'RE CONTINUING TO SEE THAT.

THAT'S WHERE WE'RE KIND OF HANGING.

UM, YOU'LL SEE THAT TIER ONE IS OBVIOUSLY THE HIGHEST AND THEN YOU, IT GOES DOWN FROM THERE, BUT WE'RE HAPPY TO SEE THAT WE'RE INCHING UP.

UM, SO THAT'S A POSITIVE.

UM, SOMETHING TO MAKE NOTE OF.

SO THE DENISON HOTEL OPENED LAST WEEK OR WEEK AND A HALF AGO, SO WE'LL SEE.

THAT MAY, YOU'LL SEE WE DON'T HAVE A MEETING IN DECEMBER, BUT IN JANUARY THAT, THAT MAY AFFECT OUR REPORTING, UM, BECAUSE THAT'S A BRAND NEW HOTEL BRINGING ON MORE ROOMS, BUT OBVIOUSLY IT'S BRAND NEW, SO IT'S NOT FILLING UP IMMEDIATELY.

SO JUST TAKE THAT IN MIND.

IT DEPENDS ON HOW THEY REPORT.

IF THEY'RE REPORTING THAT THEY HAVE THEIR FULL 102 ROOMS AVAILABLE, THEN, BUT THEY'RE REALLY ONLY BOOKING, YOU KNOW, A HANDFUL TO, YOU KNOW, 20 OR SO THAT'S GONNA AFFECT OUR, UM, OCCUPANCY PERCENTAGES.

UM, BUT IT DEPENDS ON HOW THEY REPORT.

IF THEY REPORT THAT THEY ONLY HAVE 27 ROOMS, BECAUSE THAT'S WHAT THEY'RE BOOKING AND THAT'S WHAT'S AVAILABLE AT THE TIME.

UM, SO WE WILL SEE HOW THAT LOOKS.

BUT JUST KEEP THAT IN MIND.

THAT'S A NOTE TO FOR THE NEXT MONTH WHEN WE, WHEN WE LOOK AT THE REPORTING WITH THAT NEW HOTEL.

WE'RE EXCITED ABOUT THAT, THAT IT'S COMING ONLINE, BUT IT JUST MAY TAKE A MINUTE TO, TO LEVEL OUT FOR THEM TO START FILLING UP.

SO THIS IS THE, UM, YOU SCROLL ALL THE WAY DOWN, I THINK TO, UM, YEAH, SO THAT SEPTEMBER YOU'LL SEE HERE, I THINK WHERE, UM, THE LAQUINTA IS THE ONE IN THE MIDDLE THERE THAT, UM, DIDN'T REPORT IN TIME.

SO THESE ARE ALL THE DIFFERENT, EACH HOTEL AS WELL AS SOME OF THE AIRBNBS AND THE SELF-REPORTED, UM, UH, SHORT TERM RENTALS THAT SUBMITTED AND PAID THEIR HOTEL OCCUPANCY TAX.

UM, I THINK THAT'S ALL WE HAVE FOR YOU TODAY.

UM, PATRICK, KEITH EFM, DO YOU HAVE ANYTHING FROM THE FINANCE COMMITTEE TO, TO OFF SAY? NO, I JUST KNOW THAT WE, WE MET YESTERDAY MORNING AND, UM, DEFINITELY FROM SOMEBODY WHO WORKS IN ANOTHER CITY, GETTING THOSE FUNDS ENCUMBERED, UM, IS GREAT FOR THE FINANCE DEPARTMENT TO GET THAT ALL DONE.

UH, IT REALLY HELPS NOT PUSHING EVERYTHING TO THE END OF THE YEAR.

SO, YEAH, I'LL STAND FOR ANY QUESTIONS.

IT JUST LOOKS LIKE, UH, SOME REALLY GOOD NUMBERS FOR LAST MONTH.

AND, UH, GREAT TO SEE THAT WE'RE AHEAD OF SCHEDULE TOO, ON, UH, ON TAX AND EVERYTHING.

.

YEAH.

THANK YOU, ALICIA.

THANK YOU.

VISIT MCKINNEY MARKETING COMMITTEE.

BRIAN, THANK YOU.

UM, THE MARKETING COMMITTEE MET YESTERDAY AS WELL, AND, UH, THESE ARE SOME OF THE HIGHLIGHTS FROM OUR CONVERSATIONS.

UM, WALK-INS ARE DOWN A BIT, UH, COMPARED TO LAST YEAR, BUT THE GOOD NEWS IS, IS IT ISN'T IMPACTING THE RETAIL SALES AS THEY SHARED.

UH, THERE'S A TOUR PROGRAM THAT'S DOWN AS WELL, BUT THEY'RE WORKING ON SOME IDEAS TO INCREASE TRAFFIC INTO THE STORE.

AND, UH, NEW IDEAS FOR THAT TOUR PROGRAM.

UM, IN ADDITION TO SOCIAL, UH, THEY'RE STAYING BUSY ON FACEBOOK AND INSTAGRAM.

INSTAGRAM'S UP 29%.

UH, A COUPLE OF THINGS, YOU KNOW, THEY'RE DOING MORE ON YOUTUBE AND LINKEDIN, AND THE REASON THEY'RE DOING MORE ACT ACTIVITY ON LINKEDIN IS JUST TO GET IN FRONT OF, UH, POTENTIAL PARTNERS, PLANNERS OUT THERE.

SO IF YOU'RE NOT CONNECTED WITH THE BOARD ON LINKEDIN, IF YOU'RE NOT FOLLOWING, YOU KNOW, US ON LINKEDIN, MAKE SURE YOU'RE, YOU'RE SEEING THOSE THINGS, SHARING THOSE THINGS, LIKING THOSE THINGS, THAT'S ONLY GONNA HELP US IN THE LONG RUN.

UM, COUPLE OTHER EXCITING THINGS.

YOU KNOW, WE HAVE THE KIOSK NOW AT THE AIRPORT.

YOU MIGHT CATCH A PICTURE OF SOMEBODY WORKING THAT KIOSK ON SOCIAL .

AND THEN, UH, WE'VE HAD SOME, UH, GOOD ACTIVITY, UH, ON OUR EMAIL LIST.

UH, THAT'S ANOTHER GREAT THING.

I WE SEND THIS OUT WITH WHAT'S GOING ON.

IF YOU'RE NOT ON OUR EMAIL LIST TO SEEING WHAT ACTIVITIES ARE GOING ON IN THE COMMUNITY, WE HAVE OVER 36,000 EMAILS AND WE GET A 23% OPEN RATE.

THE TEAM ALSO HAD AN AGENCY IN TO HELP WITH A BRAND POSITIONING.

WE'LL GET SOME MORE IDEAS AND FEEDBACK FROM THEM, UH, MID-SPRING.

AND, UH, AMBER'S WORKING ON SOME REALLY GOOD OTHER ACTIVITIES, UH, CHRISTMAS, ADVENT CALENDAR.

SO, UH, KEEP AN EYE ON WHAT'S GOING ON.

ANY QUESTIONS? OKAY.

UH, THE VISIT MCKINNEY, PROJECT BASED GRANT COMMITTEE, THAT IS BACK TO BRIAN, BACK TO ME .

UM, WE HAD A GOOD MEETING, UH, AND THE FIRST MEETING WAS PRIMARILY JUST TO KIND OF SEE WHAT THE CURRENT PROCESS AND WORKFLOW IS OF RECEIVING GRANTS.

A LOT OF GOOD FEEDBACK.

SOME OF US ALREADY CAME WITH A FEW IDEAS, BUT NOW WE HAVE THE STAFF GOING BACK AND KIND OF COMING BACK WITH SOME OF THEIR IDEAS.

AND WE HAVE ANOTHER MEETING PLANNED FOR JANUARY 14TH WHERE

[00:25:01]

WE'RE GONNA KEEP IRONING, UH, THE DETAILS FOR THIS PROCESS.

OKAY.

I APPRECIATE, APPRECIATE YOU GUYS WORKING ON THAT AS WELL.

THANK YOU.

[Executive Director’s Report]

OKAY, MOVING ON TO TWO FOUR DASH 2 2 1 0 EXECUTIVE DIRECTORS REPORT FROM AARON WARNER.

ALRIGHT, THANK YOU SO MUCH, MADAM CHAIR.

UH, I HAVE A QUICK POWERPOINT, LET IT LOAD REAL FAST.

JUST TO GIVE YOU SOME VISUALS.

IT WAS A REALLY BUSY MONTH.

UM, AS SOON AS WE GET TO THE HOLIDAYS, IT SEEMS LIKE, UH, IT'S MCKINNEY'S TIME TO SHINE, UM, IN ALL ASPECTS FROM DOWNTOWN TO OTHER EVENTS.

AND SO, WE'LL, UH, ONE SECOND GO LOWER.

RIGHT? SWITCH TO CANVA.

YEAH, ACTUALLY BUILD IT IN CANVA AND THEN, UH, MOVE IT TO POWERPOINT.

SO THAT'S THE .

THERE WE GO.

THERE WE GO.

ALRIGHT, AND WE CAN GO TO THE NEXT SLIDE.

SO, UH, PRESIDENT KOWSKI MENTIONED THE BILLIE JEAN KING CUP.

UM, I DID WANT TO JUST MAKE A, A FEW COMMENTS ON THIS EVENT AND, UM, AND SHOW YOU A FEW PICTURES AS WELL.

BUT, UH, THIS REALLY WAS A ONCE IN A LIFETIME OPPORTUNITY, I THINK, FOR MCKINNEY TO, UM, PUT OURSELF ON THE WORLD STAGE.

UH, WHEN IT COMES TO SPORTS, UH, THERE WERE SO MANY HANDS, UM, IN THIS EVENT, AND I COULDN'T HAVE DONE IT WITHOUT THE, THE COLLABORATION WITH THE CITY OF MCKINNEY.

I, I'M NOT GONNA SAY, UM, FROM HERE HOW MANY THINGS, UH, POPPED UP AT THE LAST MINUTE THAT WE HAD TO GET A, A COLLABORATIVE TEAM TOGETHER ON TO, TO PULL IT OFF.

BUT IT WAS A REALLY CHALLENGING EVENT, UM, ESPECIALLY WHEN YOU, UH, BRING IN SOMETHING THAT IS INTERNATIONAL.

YOU HAVE DIFFERENT, UM, REQUIREMENTS AND RESTRICTIONS, UM, THAN YOU DO IN THE US TENNIS WORLD.

AND SO THERE WERE, THERE WERE JUST A LOT OF LAST MINUTE THINGS, BUT WE HAVE AN AWESOME TEAM IN THE CITY OF MCKINNEY AND WITH A FEW PHONE CALLS AND, UH, SEVERAL MEETINGS, WE PULLED IT ALL TOGETHER.

UM, AND I THINK WE ENDED UP GIVING THEM A WORLD CLASS EXPERIENCE IN MCKINNEY.

OBVIOUSLY, UKRAINE WOULD'VE LOVED TO HAVE HOSTED IN UKRAINE THIS YEAR, UM, THAT THEY WERE THE HOME TEAM AND THAT'S WHERE THEY WANTED TO BE.

BUT, UM, KNOWING THAT THEY COULDN'T BE HERE, BE THERE BECAUSE OF THE WAR, THEY, UM, THEY WERE ABLE TO COME TO MCKINNEY RELAX HERE, I HOPE.

AND, UM, THEY DID PULL OUT THE COMPETITION AND THEY WON, WHICH WAS A REALLY TIGHT, IT WAS A HARD FOUGHT COMPETITION.

THEY WERE DOWN ON THE LAST DAY AND CAME BACK AND WON.

I DID A FEW LOGOS FROM THE DIFFERENT, UM, UH, PLACES WHERE THE PRESS COVERED, UH, THE MATCH IN EACH OF THESE.

IT WAS TALKED ABOUT MCKINNEY, TEXAS BEING THE HOST HOME FOR UKRAINE, UM, DURING THIS TIME.

AND, UH, AND JUST THE FACT THAT WE WERE ABLE TO DO THAT, I THINK IS, UH, IS PRETTY PHENOMENAL.

AND SO, UM, THANK YOU TO EVERY, EVERY, I'VE ALREADY TOLD THE CITY PEOPLE.

UM, THANK YOU.

I DO WANNA SAY FROM THE UH, D THOUGH, MATT HANLIN AND THE TEAM OVER AT THE COURTS, UH, WE'RE INSTRUMENTAL IN THIS.

THEY HAD THEIR ENTIRE STAFF WORKING ALL WEEKEND.

MATT'S DAUGHTER WAS A BALL GIRL THE WHOLE WEEKEND.

UM, AND THEY, THAT IT WAS A, IT WAS A GREAT PARTNERSHIP AND A WAY TO SHOW OFF OUR BRAND NEW, UM, INDOOR FACILITY, WHICH, UH, IS NOW, UM, SOMETHING THAT PEOPLE RECOGNIZE ACROSS THE COUNTRY.

AND SO, UH, THAT, THAT'S REALLY MY COMMENTS ON THE VILLAGE AND KING CUP, BUT I'M JUST REALLY THANKFUL THAT WE HAD AN OPPORTUNITY TO HAVE A LITTLE HAND IN THAT EVENT.

THIS IS A LITTLE BIT OF, UH, THE MONTH IN REVIEW, SO NOTHING SHOWS IT LIKE PICTURES DO, BUT WE HOSTED THE, UH, T-A-C-B-B REGIONAL WORKSHOP THAT IS THE, UH, STATE ASSOCIATION FOR CONVENTION AND VISITORS BUREAUS.

UM, AND SO WE HAD PEOPLE FROM, UM, ALL OVER THE REGION JOIN US HERE IN MCKINNEY.

UH, PRESIDENT KOWSKI MENTIONED THAT HE JOINED US FOR ONE OF THE SESSIONS AND, UM, AND HE, HE MIGHT EVEN BE DRUG WITH ME TO WACO, TEXAS LATER THIS YEAR TO SPEAK TO THE FULL, THIS WAS JUST A REGIONAL WORKSHOP IN MCKINNEY, BUT WE HAVE A FULL WINTER CONFERENCE.

AND, UM, THAT TOPIC WAS, UH, WAS REALLY, WAS TAKEN REALLY WELL.

AND SO THEY, THEY'RE INTERESTED IN MAYBE BRINGING US DOWN THERE TO TALK TO THE LARGER GROUP.

WE ALSO, UH, I ROLLED ONTO THE T-A-C-V-V BOARD THIS PAST YEAR, AND SO WE WERE ALSO ABLE TO HOST THE BOARD RETREAT IN MCKINNEY.

UM, SO THAT TOP, UH, OR THAT KIND OF, THAT RIGHT PHOTO NEXT TO THAT, THAT'S OUR, UM, T-A-C-V-B BOARD.

WE HELD THAT AT, UH, RICK'S CHOP HOUSE, UM, IN THE GRAND HOTEL.

JUST HAPPENED TO BE THAT, UH, HARVEST WAS NAMED A MICHELIN RECOGNIZED RESTAURANT TWO DAYS BEFORE THEY CAME, BUT WE HAD ALREADY RESERVED CHEF DRE'S DINING ROOM.

AND SO, UH, THE, THE BOARD WAS ABLE TO, UH, GET A FIRSTHAND EXPERIENCE OF WHY THAT IS A MICHELIN RECOGNIZED RESTAURANT.

UM, YOU HAVE, UH, CEOS AND PRESIDENTS OF, UH, OF SOME OF THE LARGEST CITIES, UH, VISITOR, UH, VISITOR BUREAUS IN THE LARGEST CITIES IN TEXAS IN THAT ROOM.

AND THEY'VE ATE AT SOME OF THE NICEST RESTAURANTS IN TEXAS, AND THEY ALL WALKED OUT BLOWN AWAY BY THAT EXPERIENCE.

OF COURSE, RICK POPPED BY AND, AND DID HIS THING, AND, AND THEY GAVE HIM A, AN ALL UH, EXPERIENCE.

AND SO, UM, KUDOS TO RICK.

WE'VE ALREADY SAID IT, BUT THAT IS A TOURISM ASSET FOR MCKINNEY.

THEY ALWAYS WERE, UM, BEFORE THIS.

[00:30:01]

BUT NOW THAT YOU LOOK AT THE MICHELIN MAP, THERE'S A, THERE'S A RED SPOT AT THE TOP OF NORTH TEXAS ALL BY ITSELF.

AND, UH, AND THAT IS, UH, HARVEST MCKINNEY.

AND THAT ALONE IS A, IS A MARKETING CAMPAIGN BY ITSELF.

SO WE ALSO ATTENDED STATE OF THE CITY, UM, WE SET UP OUR BOOTH.

UM, THE, UH, KEN, UM, FROM THE AIRPORT, THE AIRPORT DIRECTOR AND HIS TEAM ACTUALLY JOINED US AT OUR BOOTH AND, UM, AND SET UP WITH US.

I'M TALKING ABOUT THE AIRPORT, UH, ALONG WITH THE VISIT MCKINNEY TABLE.

WE HAVE OUR BRAND NEW KIOSK THAT WAS MENTIONED AT THE AIR, UH, MCKINNEY AIR CENTER NOW.

SO THIS IS OUR FIRST TIME TO HAVE A PHYSICAL PRESENCE IN THE FBO.

UH, WE WENT BY, UM, ON A TOUR THIS PAST WEEK AND GOT TO SEE IT IN ACTION.

UH, WE ARE GONNA DO A LITTLE BRANDING AT THE BOTTOM OF THE KIOSK THERE.

UM, BUT, UH, IT IS A FULLY OPERATIONAL, UM, IT RUNS OUR VISIT MCKINNEY MOBILE APP SO PEOPLE CAN FIND PLACES TO EAT AND DINE AND SHOP WHILE THEY'RE AT THE AIRPORT.

AND THE DAY THAT WE POPPED BY, THERE WERE PEOPLE AT ALMOST EVERY SINGLE TABLE AT THE FBO WORKING ON THEIR LAPTOPS, HAVING MEETINGS, UM, JUST, JUST ENJOYING THE FBO.

IT WAS, IT WAS A REALLY HOPPING PLACE THAT DAY.

TOP, UH, THE BOXING MATCH, UM, MCKINNEY HELPED TOAST THE TEXAS STATE SILVER GLOVES, UH, BOXING TOURNAMENT AND NOT BOX TOURNAMENT.

SORRY ABOUT THAT.

UM, COULD BE FUN TOO, BUT, UM, IT WAS THE BOXING TOURNAMENT.

AND, UM, WE DID THAT OVER AT THE BRAND NEW, UM, ATE, UH, VOLLEYBALL FACILITY.

AND SO WE WERE ABLE TO, UH, WORK WITH THEIR TEAM TO HOST, UH, A BOXING MATCH INSIDE THAT FACILITY.

GREAT OPPORTUNITY TO, TO STRETCH, UM, OUR, UM, OUR, YOU KNOW, MINDS AND FIND A PLACE FOR THEM TO HOST.

AND THEN THE LAST ONE ON THE FAR RIGHT, THAT WAS OUR, UH, WE ARE STEWARD.

THEY ARE OUR MARKETING AGENCY THAT WE'VE, UM, BROUGHT ON BOARD TO HELP US WITH BRAND POSITIONING, UM, WITH SOME OF OUR, UM, MARKETING PLANS, AND THEN EVENTUALLY INTO, UM, AD CREATIVE.

UH, BUT THEY CAME AND DID THEIR SITE VISIT IN MCKINNEY.

AND SO WE HAD A TWO HOUR MEETING AT OUR OFFICE WITH MULTIPLE DEPARTMENTS, UM, IN THE ROOM.

AND THEN, UH, WE WENT ON ABOUT A TWO HOUR, UH, SITE VISIT AT MCKINNEY IN A BUS, UM, AND SHOWED THEM ALL ASPECTS OF MCKINNEY.

UH, REALLY WHAT WE'RE TRYING TO DO WITH THIS PROJECT IS, UM, IS UTILIZE OUR AGENCY TO HELP US COMMUNICATE.

MCKINNEY.

MCKINNEY HAS SO MANY THINGS TO OFFER, BUT COMMUNICATE MCKINNEY WHEN YOU ONLY HAVE A FEW WORDS TO SAY, AND YOU HAVE A FEW SECONDS TO CATCH PEOPLE'S ATTENTION, AND YOU'RE TRYING TO WRAP ALL THE THINGS THAT MCKINNEY IS, UM, AND IS BECOMING, UM, IN, IN THAT CAMPAIGN.

AND SO THEY HAVE A, A BIG TASK ON THEIR HANDS.

MY FAVORITE PART, I THINK OF THAT WHOLE TOUR WAS WHEN WE PULLED INTO ADRIA ATICA AFTER WE'D ALREADY SEEN SPORTS FIELDS AND DOWNTOWN AND ALL THAT.

THEN WE PULL INTO A CROATIAN VILLAGE AND THEIR MINDS ARE JUST BLOWN AT THIS POINT.

THEY DON'T EVEN KNOW WHAT TO EXPECT NEXT.

AND SO, UM, MCKINNEY'S A GREAT PLACE, AND WE HAD A, WE HAD A NICE VISIT WITH THEM.

UM, UPCOMING EVENTS AND BOOK BUSINESS.

UH, WE ARE ONTO N-C-A-A-D TWO FOOTBALL.

THAT IS DECEMBER 21ST AT MISD STADIUM.

UH, D TWO IS WORKING THROUGH THEIR, UM, CONFERENCE BRACKET RIGHT NOW.

UH, THEY ARE ONE WEEK THROUGH AT THIS POINT.

UH, I WAS TALKING WITH COUNCILMAN BELLA, UH, EARLIER THIS WEEK.

HIS ALMA MATER IS STILL IN THE RUNNING.

THEY ACTUALLY HAD A BLOWOUT WIN IN THE, IN THE FIRST ROUND.

UM, BUT IF YOU LOOK AT EVERY OTHER GAME IN THAT ENTIRE BRACKET, IT WAS A REALLY TIGHT MARGIN AND A VICTORY.

AND SO IT LOOKS LIKE THERE'S SOME COMPETITIVE FOOTBALL IN D TWO THIS YEAR, AND WE'RE EXCITED TO SEE WHO MAKES THEIR WAY TO MCKINNEY.

UH, IN MARCH.

UH, WE'LL, UH, BE HOSTING A PPA OPEN LAST MONTH, I DID NOT, I DON'T THINK I ANNOUNCED THE NAME OF WHAT WE WERE.

UH, WE WERE HOSTING PPAS PROFESSIONAL PICKLEBALL ASSOCIATION.

UH, THIS IS A, UM, FAIRLY SIGNIFICANT PICKLEBALL EVENT.

THEY HAVE $115,000 BUILD OUT JUST TO PUT THEIR EVENT ON AT THE COURTS OF MCKINNEY.

UM, IT'LL HAVE RAISED SEATING, UM, VIP, UH, LEVELS WITH FOOD AND BEVERAGE, KIND OF LIKE A MINI VERSION OF LIKE THE BYRON EXPERIENCES.

UH, THIS WILL BE NATIONALLY TELEVISED.

AND, UM, THERE'LL BE A THOUSAND PLAYERS, UH, TOP 10 PICKLEBALL PLAYERS IN THE WORLD.

AND, UH, AND THEN UPWARDS OF, YOU KNOW, 3000, 3,500 ATTENDEES THROUGHOUT THE, UM, EACH DAY, UM, THROUGHOUT THE WEEKEND.

AND SO WE'RE REALLY EXCITED ABOUT THAT.

THAT'LL BE OUR SECOND MAJOR EVENT TO HOST, UM, WITH THE COURTS IN A FAIRLY SHORT AMOUNT OF TIME.

UM, THE OTHER EVENTS WE'VE TALKED ABOUT, UM, IN THE PAST FEW MONTHS, I WON'T GO BACK INTO 'EM EXCEPT FOR THEATER ON ICE.

AND ALLEN, UH, THIS IS A, UH, AN EVENT HAPPENING AT THE, UM, SKATING FACILITY IN ALLEN.

UH, THEY DO HAVE ANOTHER EVENT THAT SAME WEEKEND.

SO THEIR HOTELS WERE, UM, FAIRLY FULL ALREADY IN JUNE.

UM, THEY REACHED OUT TO ALICIA SEVERAL MONTHS AGO AND ASKED IF WE HAD LIKE 600 ROOMS OR SOMETHING.

AND, AND WE AND ALICIA WORKED ON THAT TO GET THOSE CONTRACTED.

THEN THEY REACHED OUT AGAIN.

THEY NEEDED, YOU KNOW, DO YOU HAVE ANY MORE? WENT UP TO A THOUSAND, WENT UP TO 1600.

I THINK WE'RE AT 2000 CONTRACTED ROOM NIGHTS IN JUNE, UH, AT THIS POINT FROM THEATER ON ICE.

AND SO, UM, TO, WE,

[00:35:01]

OBVIOUSLY EVERYONE KNOWS THAT WE SHARE OUR D TWO ROOMS WITH ALAN EVERY YEAR.

THEY GET ONE OF OUR TEAMS, AND NOW WE'RE, WE'RE SHARING BACK, UH, WITH THE THEATER ON ICE.

SO WE'RE EXCITED ABOUT THAT AS WELL.

AND THE LAST SLIDE IS JUST TO SAVE THE DATE.

UH, OF COURSE OUR BOARD HOLIDAYS DECEMBER 4TH, UM, AND THEN OUR NEXT MEETING WON'T BE UNTIL JANUARY.

SO THOSE ARE YOUR MARKETING, FINANCE, AND BOARD MEETING DATES.

UM, BUT YOU WILL RECEIVE THOSE IN EMAILS FROM PAULA AS WELL AS REMINDERS.

SO THAT'S ALL I HAVE.

I'LL STAND FOR ANY QUESTIONS, ANYONE? THANK YOU.

YEAH, THANK YOU.

LOTS OF GOOD THINGS GOING ON.

[Consider/Discuss/Act Tourism Partner of the Year 2024 Chamber Awards Recipient]

OKAY, MOVING ON TO REGULAR AGENDA ITEMS TWO FOUR DASH 2 2 1 1.

CONSIDER DISCUSS ACT.

TOURISM PARTNER OF THE YEAR 2024.

OKAY.

EACH BOARD MEMBER HAS A LIST OF STAFF RECOMMENDATIONS AND A BALLOT.

DOES EVERYONE HAVE ONE OF THESE? OKAY.

BOARD MEMBERS WILL COMPLETE THE BALLOT SELECTING A, B, OR YOU CAN WRITE IN YOUR CHOICE.

AND EVERYONE SHOULD HAVE ONE OF THESE PIECES OF PAPER WITH LIKE SOME EXPLANATIONS ON WHY THEY WERE RECOMMENDED.

I'LL GIVE YOU A MINUTE TO LOOK OVER THAT TOO, IF YOU FEEL THE NEED TO OPENLY DISCUSS.

THIS IS UP FOR DISCUSSION.

IF YOU FEEL THE NEED TO, IF YOU FEEL COMFORTABLE JUST PICKING ONE, GO AHEAD AND DO THAT.

AND THEN WE WILL HAVE A STAFF MEMBER COME BY AND PICK THAT UP.

DOES THE STAFF HAVE A LEANING TOWARDS ? IT WOULD BOTH BE GREAT.

UH, GREAT CHOICES.

YEAH, I THINK THEM GETTING IT CONCISE TO TWO IS PRETTY, THEY PROBABLY HAD SOME GOOD DISCUSSION ABOUT IT, I WOULD GUESS.

I REMEMBER HAVING THAT, UH, DISCUSSION LAST TIME.

WELL, THAT DOESN'T MAKE IT ANY EASIER.

NO, WASN'T THE, WASN'T THE FAIRFIELD ON THERE LAST YEAR? THEY WERE, YES.

YES.

AND I DID HAVE A QUESTION ABOUT 2013.

IT SAYS MIX UP ON DATES.

WHAT'S, WE KNOW WHAT THAT MIGHT HAVE BEEN? MM, JUST CONFUSION ON DATES.

OKAY.

GOT IT.

YES.

YOU, YOU ALL DO HAVE A LIST OF, UM, PREVIOUS RECIPIENTS IF YOU WOULD LIKE TO LOOK OVER THAT.

OH, I GOT IT.

I SEE WHAT YOU'RE SAYING.

YES.

I BELIEVE THEY GOT IT IN 2021.

GATHER.

THANKS.

WHAT GOES A TIE BREAKING VOTE? .

OKAY, WE'RE GONNA TALLY THE VOTES.

OKAY.

THE VISIT MCKINNEY TOURISM PARTNER OF THE YEAR IS THE COURTS.

I LOOK FORWARD TO MAKING THAT CALL.

THAT'LL BE FUN, .

IT'S NOT A SURPRISE FOR THEM.

NOW, IS IT ? I DO YOU THINK THEY'RE WATCHING THIS? I, I HOPE SO.

I DON'T KNOW.

CONGRATULATIONS TO THE COURTS.

[Consider/Discuss/Act on a Board Policy Regarding the Purchase of Alcohol by Employees for Authorized Business Purposes]

.

UM, OKAY.

MOVING ON TO TWO FOUR DASH 2212.

CONSIDER, DISCUSS, ACT ON A BOARD POLICY REGARDING THE PURCHASE OF ALCOHOL BY EMPLOYEES FOR AUTHORIZED BUSINESS PURPOSES, AARON? YEAH.

UH, SO THIS ONE IS, UH, A FORMALITY THAT I WANTED TO, UH, BRING BEFORE THE BOARD.

UM, THIS IS GETTING IN ALIGNMENT WITH, UM, NEIGHBORING, UM, CITY CBBS ECONOMIC DEVELOPMENT, COMMUNITY DEVELOPMENT TYPE, UH, DEPARTMENTS.

I BELIEVE THIS ONE WAS MODELED AFTER VISIT PLANO, UM, BUT SENT THROUGH OUR, UM, CITY'S LEGAL TEAM.

BASICALLY WHAT WE DO IN OUR WORLD, UH, ESPECIALLY ON THE SALES SIDE, IS WE TAKE PEOPLE, UM, MEETING PLANNERS AND SUCH OUT TO DINNER, UM, AND WE HAVE TO BUY THEIR FOOD.

UM, AND TYPICALLY THERE IS A DRINK, UM, IF YOU TAKE 'EM TO, UH, A LOCAL RESTAURANT

[00:40:01]

AS WELL.

AND SO, UM, INSTEAD OF HAVING TO HAVE THE CONVERSATION OF LIKE SPLITTING TABS WITH THEM AND THEM HAVING TO TAKE THEIR OWN, UH, IT'S A LOT EASIER IF WE CAN JUST PURCHASE THE FULL MILL.

AND SO IN TALKING WITH, UM, OUR CITY LEGAL TEAM, UH, WE WANTED TO HAVE A POLICY THAT WE FELT WE COULD, UM, LIVE WITHIN AND THAT WE COULD GIVE OUR SALES STAFF WHEN THEY'RE OUT AND HAVING THESE MEETINGS.

UM, UH, THAT WOULD BE, UH, JUST REALLY BLATANT AND TO THE POINT AND TELL YOU EXACTLY WHAT YOU ARE ALLOWED TO DO.

UM, AND SO SOMETIMES THE POLICIES ON THESE JUST SAY YOU CAN PURCHASE, UH, ALCOHOL, BUT OURS IS A LITTLE BIT MORE RESTRICTIVE.

AND SO I WANTED TO, UH, I CAN READ IT TO YOU GUYS.

UM, IT DOES NEED BOARD APPROVAL.

AND THEN WE'LL GO TO, UH, CITY MANAGER GRIMES AS WELL, UM, UH, FOR HIS APPROVAL.

HE HAS REVIEWED, UM, THE LANGUAGE IN IT THOUGH.

UM, SO IT DOES SAY THAT VISIT MCKINNEY EMPLOYEES ARE REQUIRED TO TRAVEL AND ENTERTAIN IN ORDER, UH, TO, UH, SERVICE THE CUSTOMER BASE AND TO CULTIVATE NEW BUSINESS.

ALL EMPLOYEES ARE EXPECTED TO PRACTICE HIGH STANDARDS OF BUSINESS, PERSONAL ETHICS AND INTEGRITY.

EMPLOYEES SHALL ENDEAVOR TO MAKE SOLID BUSINESS DECISIONS TO DETERMINE WHEN IT IS IN THE BEST INTEREST OF THE CORPORATION TO INVEST IN CLIENT ENTERTAINMENT.

DOCUMENTATION SHALL INCLUDE INFORMATION ABOUT THE PURPOSE OF THE EXPENSE PERSONS INVOLVED IN POTENTIAL BENEFITS.

THIS POLICY ALLOWS FOR THE LIMITED RESPONSIBLE, RESPONSIBLE CONSUMPTION OF ALCOHOL BEVERAGES.

NO MORE THAN TWO DRINKS PER EMPLOYEE PER MEAL, OR THE REASONABLE PURCHASE OF ALCOHOL BEVERAGES FOR CLIENTS.

ALCOHOL SHALL ALS ONLY BE PURCHASED WITH THE CONCURRENT CONSUMPTION OF FOOD AT SCHEDULED DINNERS.

SO NO HAPPY HOURS.

THE MAXIMUM ALLOW ALLOWED EXPENSE FOR ALCOHOL AT ANY BUSINESS OR BUSINESS ENTERTAINMENT MEALS SHALL NOT EXCEED 50% OF THE AGGREGATE COST OF THE FOOD AND BEVERAGE PURCHASED, INCLUDING TAX AND TIPS.

UM, AND SO THAT IS BASICALLY, UH, IT'S AT MEALS ONLY AND, UM, AND THAT IT CANNOT EXCEED THE 50% MARK OF, UH, FOOD TO BEVERAGE, UM, RATIO.

SO, UH, I THINK IT KEEPS IT VERY MUCH IN LINE WITH, UH, A WAY THAT WE CAN UPHOLD OURSELF AND, AND TAKE CARE OF OUR CLIENTS AT DINNER WITHOUT, UM, YOU KNOW, HAVING THEM SPLIT OUT AND STUFF.

BUT IT ALSO PROTECTS US AS EMPLOYEES.

AND I PRESUME THERE'S, UH, STANDARD CONTROLS AND APPROVALS FOR EXPENSE REPORTS AND ALL THAT STUFF.

EXACTLY.

YEAH.

SO THESE WOULD MOST LIKELY BE A PCARD PURCHASE.

THAT'S HOW WE PURCHASE OUR, OUR FOOD.

AND SO, UM, WHEN YOU DO THAT, YOU DO HAVE TO SUBMIT YOUR RECEIPTS.

AND SO WE'RE IN, IN THIS DOCUMENTATION, THERE WOULD HAVE TO BE NAMES OF THE PEOPLE THAT WERE IN ATTENDANCE, YOU KNOW, MEETING PLANNERS, STAFF, ET CETERA.

UM, AND, AND THEN THAT DOES MY PCARD OR I, I APPROVE STAFF'S PCARDS, BUT MY PCARDS GO TO, UM, CITY MANAGER'S OFFICE FOR APPROVAL.

SO THOSE RECEIPTS COULD BE AUDITED TO MAKE SURE THAT THEY'RE MEETING THE RATIO.

MM-HMM.

? YES.

ALL RIGHT.

DOES ANYONE ELSE HAVE QUESTIONS? OKAY.

CAN I GET A MOTION TO APPROVE? I MOVE TO APPROVE.

MOVE TO APPROVE BY PATRICK.

CAN I GET A SECOND? SECOND BY EPHRAIM.

ALL IN FAVOR SAY AYE.

AYE.

AYE.

AYE.

ALL RIGHT.

MOTION PASSES.

OKAY, NOW'S THE TIME FOR PUBLIC COMMENTS REGARDING MATTERS.

NOT ON THE AGENDA.

ANYONE HAS ANYTHING?

[BOARD AND DIRECTOR COMMENTS]

OKAY.

BOARD COMMENTS OR COMMISSIONER COMMENTS? ANYBODY ON THE BOARD HAVE ANYTHING? I HAD A QUICK, UH, QUESTION THAT I THOUGHT OF AFTER, UH, MR. GRIMES, UH, SAT DOWN.

UM, IS THERE ANY NEWS ON THE AIRPORT? IS THAT STILL BEING PURSUED? I KNOW THAT ALTERNATIVES WERE BEING CONSIDERED.

YES.

THANK YOU FOR THE QUESTION.

YES, THE AIRPORT IS STILL BEING PURSUED.

WE ARE, UH, THE COUNCIL AT THIS POINT HAS AUTHORIZED US TO DESIGN, START THE DESIGN WORK.

WE ARE WORKING WITH GARVER, OUR ENGINEER AT THE AIRPORT.

THEY ARE DESIGNING THE INFRASTRUCTURE THAT'S DUAL USE.

COULD BE USED FOR GENERAL AVIATION OR, OR COMMERCIAL AVIATION, BUT IT'S INFRASTRUCTURE TO GET TO THE EAST SIDE OF THE RUNWAY, THE EAST SIDE OF THE AIRPORT.

'CAUSE THAT'S THE NEXT GROWTH AREA.

REGARDLESS OF WHAT THAT USE MAY BE.

UH, THE COUNCIL HAS STATED THUS FAR THAT THEY WANT TO KEEP MOVING TOWARD COMMERCIAL SERVICE.

UM, MY GUESS IS THAT THIS SPRING THEY WILL PROBABLY AWARD A CONTRACT FOR CONSTRUCTION, UM, OF THE, UH, INFRASTRUCTURE AS WELL AS SOME OF THE BUILDINGS.

UM, AND THAT WILL BE THE POINT IN TIME WHERE THEY WOULD FIND, MAKE A FINAL DECISION ON MOVING FORWARD WITH COMMERCIAL SERVICE.

THAT'S, THAT THEY'RE HEADING IN THAT DIRECTION.

THAT'S BEEN THE DIRECTION THEY'VE GIVEN US.

AND WHAT IS DIFFERENT IS THEY'RE NOT USING PROPERTY TAX.

THE, THE BOND ELECTION WE HAD A COUPLE YEARS AGO, MM-HMM.

FAILED.

THAT WAS FOR USE OF PROPERTY TAX TO BACK THE DEBT.

NOW THEY'RE USING SALES TAX.

UM, AND IT'S A MUCH, IT'S A MUCH LESS EXPENSIVE, UM, DESIGN, UM, REALLY TO GET STARTED WITH PASSENGER SERVICE IF THAT'S THE WAY WE GO.

AND SO IT WOULD BE USING SALES

[00:45:01]

TAX REVENUES.

SO THERE'S NO, UM, THERE'S NO PROPERTY TAX RELATED TO THAT.

OKAY.

MM-HMM.

.

ALRIGHT.

ANYTHING ELSE? YEAH.

QUICK QUESTION.

YES, SIR.

UH, THE T DOT PROJECT, DO YOU KNOW WHERE THAT WAS? WAS GOING ON WITH THE TECH DOT PROJECT ON THREE 80.

IT WAS SUPPOSED TO COME THROUGH THERE.

AND SO THE, THERE'S, THERE'S A NUMBER OF THINGS WITH THAT.

UM, THERE'S THE BYPASS ITSELF THAT'S BASICALLY EAST WEST, THAT'S, OR WEST EAST.

UH, IF YOU THINK COMING FROM THE WEST, COMING FROM, UH, PROSPER FRISCO, THE BYPASS IS GONNA THEN GO UP AROUND AND CONNECT BACK DOWN TO THREE 80 EAST OF AIRPORT ROAD, UH, EAST ON THE EAST SIDE OF THE AIRPORT.

IN ADDITION, ON THE SOUTH SIDE YOU'D HAVE SPUR 3 99, RIGHT? MM-HMM.

, UH, 1 21 MM-HMM.

, SAM RIVER TOLLWAY THEN TURNS INTO SPUR 3 99.

THAT'LL BE A LOOP THAT COMES UNDERNEATH OR SOUTH OF THE AIRPORT INTO THE EAST SIDE OF THE AIRPORT.

AND THEN WE'LL CONNECT TO THE BYPASS LOOP.

THAT'S ALL, UH, IN DESIGN RIGHT NOW.

IN FACT, UH, T.IS MOVING ON THE SPUR 3 99.

THEY'RE LOOKING TO LET THE PROJECT, THAT'S A TERM FOR BIDDING AND, AND AWARDING A CONTRACT.

THEY WOULD LET THE CONTRACT PROBABLY, THEY WERE THINKING MAYBE BY YET THIS YEAR, MY GUESS IS GONNA BE FIRST QUARTER OF 25 MM-HMM.

FOR GETTING STARTED WITH SPUR 3 99 CONSTRUCTION.

OKAY.

SO IT'S, IT'S GONNA START HAPPENING SOON.

AND THEN HIGHWAY FIVE RECONSTRUCTION, THAT'S THE FIRST PART OF IT.

THAT SOUTH PHASE SPUR 3 99 AND HIGHWAY FIVE ARE KIND OF JOINTLY RELATED.

UM, ALTHOUGH THE ENGINEERS WOULD TELL ME DIFFERENTLY, BUT IT'S GONNA FEEL SIMILAR TO THE REST OF US.

BUT ULTIMATELY, HIGHWAY FIVE'S GONNA BE WIDENED COMING RIGHT THROUGH TOWN HERE.

AWESOME.

AND THAT'S IN THREE PHASES AS WELL.

LOT OF WORK'S GONNA BE HOT AND HEAVY.

.

YEAH, IT'S ALL GOOD.

BUT IT IS, YOU KNOW, PROGRESS HAS ITS COST.

, , ANY OTHER QUESTIONS? ALRIGHT, THANK YOU.

THANK YOU.

OH, THANKS PAUL.

OKAY.

AS USUAL, WE WOULD LOVE TO THANK THE STAFF FOR ALL OF YOUR HARD WORK AND DEDICATION.

I APPRECIATE ALL THAT YOU DO.

I HOPE THAT ALL OF YOU HAVE A LOVELY, UM, HOLIDAY WITH YOUR FAMILY AND FRIENDS AND EAT LOTS OF FOOD AND HOPEFULLY COME OUT FOR HOME FOR THE HOLIDAYS THIS WEEKEND, DOWNTOWN.

ALL RIGHT.

MAY I GET A MOTION TO ADJOURN? MOTION? WHO'S THAT? KEITH MOTION FROM? KEITH.

MAY I GET A SECOND? I, SECOND.

SECOND FROM PATRICK.

ALL IN FAVOR SAY AYE.

AYE.

AYE.

OKAY.

WE ARE DISMISSED AT 8:47 AM.
