THE HOMEOWNER, DENNIS MCKINNEY, COULD NOT BE PRESENT TONIGHT, BUT HE DID ASK ME TO GO AHEAD AND MOVE FORWARD WITH THIS APPLICATION. THIS FOLK VICTORIAN HOME WAS BUILT CIRCA 1910 AND IS LISTED AS A HIGH PRIORITY HOME. THE HOMEOWNER HAS NOT HAD ANY PREVIOUS HAS EXEMPTIONS ON THIS PROPERTY, AND YOU'LL SEE THE 1985 PHOTO ON THE BOTTOM AS WELL AS THE 2015 PHOTO ON TOP. THE CRITERIA FOR A REHABILITATION LEVEL INCENTIVE REQUIRES THAT THE HOME BE AT LEAST 40 YEARS OF AGE, AND THIS ONE IS OVER 100 YEARS OLD. THE OWNER RECEIVED A LETTER OF ELIGIBILITY, WHICH THEY DID RECEIVE ON SEPTEMBER 30TH, AND THEN NO LATER THAN 12 MONTHS FOLLOWING THAT LETTER THEY COMPLETE OR CAUSE TO BE COMPLETE THE VERIFIED ELIGIBLE IMPROVEMENTS, HAVING A COMBINED COST OF AT LEAST $10,000. THE RECEIPTS HAVE BEEN VERIFIED THAT THE HOMEOWNER SPENT THE REQUIRED AMOUNT OVER THE LAST YEAR. THIS OVERALL PROJECT INCLUDED FOUNDATION, REPAIR AND A DRAINAGE SYSTEM, WHICH TOTALED $38,737. THESE ARE THE PHOTOS THAT WERE TAKEN FROM THE FOUNDATION BID THAT THEY RECEIVED BEFORE THE PROJECT BEGAN. AFTER. THE HOME WAS CONSTRUCTED CIRCA 1935 AND IS LISTED IN THE 2023 HISTORIC RESOURCE SURVEY AS A MEDIUM PRIORITY, A MEDIUM PRIORITY RATING BUILDING CAN CONTRIBUTE SIGNIFICANTLY TO LOCAL HISTORY, BUT HAS ALTERATIONS THAT HAVE DIMINISHED THE PROPERTY'S INTEGRITY. BOTH THE APPLICANT AND MYSELF HAVE DONE HISTORIC NEWSPAPER RESEARCH ON THE PROPERTY. THERE IS A HANDOUT AT EACH OF YOUR CHAIRS THAT GAVE YOU A LITTLE BIT OF A SNIPPET OF THOSE HISTORIES THAT SHOWS THAT THE HOME WAS USED AS A PARSONAGE FOR MANY YEARS. THE FIRST MENTION OF A GARAGE THAT I COULD LOCATE WAS IN THE 1950S. THEN AGAIN, IT'S MENTIONED IN THE 2001 LISTING, WHICH TALKED ABOUT A GARAGE THAT WAS CONVERTED TO A WORKSHOP. THE APPLICANT IS SEEKING APPROVAL TO DEMOLISH THIS DETACHED GARAGE IN CONJUNCTION WITH THE DEMOLITION OF THE REAR DECK, AS WRITTEN IN THEIR LETTER OF INTENT. THEY'RE HOPING TO BUILD AN ADDITION AND A NEW TWO CAR GARAGE. AND THESE ARE JUST SOME CURRENT PHOTOGRAPHS OF THE STRUCTURE. IT'S IMPORTANT TO NOTE THAT WHILE I'VE GIVEN AN ESTIMATED CONSTRUCTION DATE OF 1935, SIMILAR TO THE CONSTRUCTION DATE OF THE HOME, THE SEARCH TO PINPOINT AN EXACT CONSTRUCTION DATE WAS INCONCLUSIVE. THE APPLICANTS ARE NOT SURE THAT THE GARAGE WAS THE HISTORIC GARAGE THAT WAS TALKED ABOUT IN THAT 1955 ARTICLE IS THE ONE THAT IS ON THEIR PROPERTY. AND THEN HERE ARE SOME ADDITIONAL PHOTOGRAPHS.

BECAUSE THIS IS A GARAGE, WE DON'T HAVE ANY HISTORIC PHOTOGRAPHS THAT ARE FOCUSED SOLELY ON THE GARAGE. SO I DID MY BEST TO EMPHASIZE THEM WITH THE RED. THE 2015 PHOTOS AT THE TOP, AND THEN THAT 1985 PHOTO IS TO THE RIGHT. THE PHOTO IS ACTUALLY OF 707 WEST HUNT, BUT YOU CAN SEE IT IN THE BACKGROUN. AND THEN THIS VERY BLURRY IMAGE IS TAKEN FROM THE GOOGLE IMAGES FROM 2007. I INCLUDED THIS TO SHOW THAT THE DETACHED GARAGE STRUCTURE, EVEN IF IT WAS THE HISTORIC GARAGE, IS NOW UP ON CONCRETE BLOCKS AND HAS A WOOD FLOOR. HISTORICALLY, GARAGES WERE BUILT, USUALLY WITHOUT A FOUNDATION AND WITHOUT A FLOOR, BUT WERE REPURPOSED THROUGHOUT THE YEARS. HOWEVER, THIS WOULD LIKELY NOT BE ABLE TO SERVE AS A GARAGE AGAIN DUE TO BOTH THE SMALLER SIZE OF IT AND THE LARGER SIZE OF MODERN CARS. IN ADDITION TO THE OBVIOUS RAISED HEIGHT. SO THEN THE BOARD HAS FOUR OPTIONS FOR THIS APPLICATION. THEY CAN APPROVE, APPROVE WITH CONDITIONS, DENY, OR ISSUE A 90 DAY DELAY AT THE END OF A 90 DAY DELAY, THE CODE FOR DEMOLITION WOULD BE ISSUED. A MOTION TO APPROVE THE ITEM APPROVES THE REQUEST FOR A DEMOLITION. STAFF HAS RECOMMENDED APPROVAL OF THIS REQUEST OF THE DEMOLITION OF THE DETACHED GARAGE, WHILE THE HOME AS A PARSONAGE HAS HISTORICAL SIGNIFICANCE, THE DETACHED GARAGE IS NOT INTEGRAL TO THE STORY OF THE PROPERTY AND THAT CONCLUDES MY PRESENTATION. ALTHOUGH THE ONLY HOME THAT WE OWN, THAT'S PER SE IN THE HISTORICAL DISTRICT IS THIS NONE OF THE HOMES NOW ARE THERE THAT ARE BEING USED FOR ANY PURPOSE OTHER THAN OUR OWN PURPOSE.

WE'RE LIVING IN 901 OAK. WE'RE REPURPOSING 701 OUT TO 901 OAK WAS BUILT IN 1903. WE BOUGHT THAT. THIS SUMMER TO LIVE IN WHILE WE REMODELED THIS HOUSE. WE WANT TO LIVE HERE AND RETIRE HERE. WE NEED A GARAGE. WE NEED A PLACE TO PARK. WE NEED A PLACE THAT'S SAFE FOR MY KIDS TO COME INTO. I CAN'T, I'M NOT. UNFORTUNATELY, WE CAN'T PARK THREE FEET IN THE AIR AND UNFORTUNATELY, THE I DO BELIEVE THAT THIS AT BEST FROM A HISTORICAL PERSPECTIVE, WAS POTENTIALLY RAISED, BUT I THINK IT WAS ALSO MOVED BECAUSE OUR BEST EVIDENCE OF WHERE THIS WAS LOCATED WAS IN THE HOME. THE PICTURE THAT YOU SAW EARLIER, WHERE THERE WAS THE FROM THE NEXT DOOR NEIGHBORS IS THE DRIVEWAY WENT DOWN AND THEY SHARED A DRIVEWAY. AND THEN BOTH OF THEM HAD THEIR CARPORTS SLASH SHED, SLASH WHATEVER AT THE BACK OF THE PROPERTY. THAT'S OUR BEST GUESS, WHETHER THIS WAS THAT STRUCTURE THAT WAS THE ORIGINAL GARAGE. I DON'T KNOW, THE DECK WAS ADDED PROBABLY. I THINK MOST LIKELY THERE WAS A REMODEL DONE. AND I KNOW THIS FROM LOOKING AT THE WEBSITE FROM THE BRITISH BUILDER DID A REMODEL ON THIS HOME AT THE PRIOR OWNER TO OUR PURCHASE. WE'VE OWNED IT SINCE 2010, ROUGHLY. AND IS THAT THAT THAT I THINK HE MAY HAVE ADDED THAT DECK SO THAT I THINK SOMEBODY ASKED WHEN WAS THAT ADDED OR WHAT WAS THERE BEFORE.

SO I THINK BEFORE IT WAS JUST DIRT. IT WAS USED BY THE PRIOR OWNER AS A AS A SHE HAD A KILN IN THERE, BUT THERE'S NO AIR CONDITIONING OR ANYTHING LIKE THAT. THERE'S NO SIDING, THERE'S NO SHEETROCK. THERE'S THERE IS ONE LITTLE AREA THAT HAS SOME SHEETROCK, BUT NOTHING, BUT IT'S JUST RAW SHEETROCK. IT'S SO FOR US IT'S BEEN A BIG STORAGE SHED. SO WHEN WE MOVED, WE MOVED FROM THE HIDDEN FOREST NEIGHBORHOOD TO DALLAS AND LIVED IN DALLAS IN A HOME THAT WE TOOK A RANCH STYLE HOME AND DID A COMPLETE REMODEL OF THAT AND MADE IT BEAUTIFUL AND THEN SOLD THAT THIS SUMMER BECAUSE THE DAUGHTER WANTED TO COME TO PUBLIC SCHOOL. SO SHE'S A JUNIOR AT MCKINNEY HIGH, ALTHOUGH WE'RE ZONED IN BOYD, WE WERE TRANSFERRED INTO MCKINNEY HIGH BECAUSE SHE WANTED TO GO BACK TO SEE SOME OF HER FRIENDS FROM VALLEY CREEK. SO WE INTEND TO, IN WHATEVER WE DO, TO HONOR THE HISTORY OF THE PROPERTY, TO WE EVERY WHEN WE'RE DOING THE REMODEL, EVERY WINDOW THAT YOU SEE THERE IN THE PICTURE WILL REMAIN ON THE PROPERTY IN SOME FORM OR FASHION. SO WE'RE ABLE TO ADD A ROOM, ADD A WE'LL BE ABLE TO ADD IN THE SECOND STORY WITHOUT AND USE THE EXISTING TWO WINDOWS ON THE VERY END. FOR THE TWO WINDOWS, THAT CODE WILL REQUIRE THE ONE BEING THE BEDROOM WINDOW, AND THEN ONE WILL BE KIND OF A LOFT WINDOW. SO BECAUSE OF THE HEIGHT WHERE THE WINDOWS ARE, IT REQUIRES THAT WE ARE WE'RE KIND OF WE FEEL LUCKY ABOUT THAT. CASSIE, I'D LIKE TO ASK, I THINK THIS HAS BEEN IDENTIFIED AS A MEDIUM PRIORITY.
