THE COMMITTEE THAT YOU SEE SEATED BEFORE YOU HAS BEEN APPOINTED BY THE CITY COUNCIL. TONIGHT WE WILL HAVE A REPORT FROM OUR STAFF. IF YOU'RE HERE TONIGHT TO PARTICIPATE IN THE PUBLIC HEARING PROCESS BEFORE YOU COME TO THE PODIUM, IF YOU WILL FILL OUT ONE OF THE YELLOW SPEAKER CARDS. REGULAR AGENDA. FIRST ITEM IS 24-0007MA PUBLIC HEARING TO CONSIDER A THE SEMIANNUAL REPORT WITH RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN FOR ROADWAY AND IMPACT UTILITY IMPACT FEES. AARON. THANK YOU, MR. CHAIRMAN. COMMITTEE MEMBERS. IT'S GOOD TO BE WITH YOU TONIGHT. AARON BLOXOM, CITY MCKINNEY. I'M THE PRINCIPAL PLANNER HERE. TONIGHT WE'RE GOING TO TALK ABOUT THE IMPACT FEE, SEMIANNUAL REPORT. AS YOU KNOW, OR SOME OF YOU KNOW, WE DO THIS TWICE A YEAR. CHAPTER 395 OF THE TEXAS LOCAL GOVERNMENT CODE REQUIRES THAT WE DO SO. AND IT'S TO REPORT OUT ON THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN AND TO REPORT ON ANY PERCEIVED INEQUALITIES WITHIN THAT PLAN AS IT'S IMPLEMENTED. THE LAST TIME WE WERE HERE WAS MAY 28TH OF 2024. SO YOU MAY BE ASKING YOURSELF WHAT IS THE CAPITAL IMPROVEMENTS PLAN? CAPITAL IMPROVEMENTS PLAN IS JUST A PLAN THAT IDENTIFIES ALL THE CAPITAL IMPROVEMENTS WITHIN THE NEXT TEN YEAR PERIOD THAT ARE ELIGIBLE FOR TO BE FINANCED, IN PART THROUGH IMPACT FEES. THIS IS NOT THE SAME AS THE CAPITAL IMPROVEMENTS PROGRAM. THE CAPITAL IMPROVEMENTS PROGRAM IS THE PROGRAM WHICH THE CITY BUILDS, IMPLEMENTS, NOT IMPLEMENTS, DEVELOPS, ROADS OR PICKS PROJECTS TO DEVELOP CAPITAL IMPROVEMENT PROJECTS WITHIN THE CITY. THOSE CAN BE FUNDED THROUGH IMPACT FEES OR NOT THROUGH IMPACT FEES. DEPENDING ON THE PROJECTS AND WHAT THEY'RE CONSISTENT OF. THE LAST TIME WE UPDATED OUR PLAN WAS IN DECEMBER OF 2020, AS PART OF THE 2019 IMPACT FEE UPDATE. SO WHAT THE REPORT INCLUDES, IT TALKS ABOUT OUR GEOGRAPHICAL BOUNDARIES FOR OUR ROADWAY AND UTILITY SERVICE AREAS, WHICH IS IMPORTANT BECAUSE THOSE ARE THE AREAS WHERE WE CAN COLLECT FEES AND ALSO THE AREAS WHERE WE SPEND THOSE FEES. WE INCLUDE THE FINANCIAL PORTION, WHICH HAS A SUMMARY OF THE ROADWAY AND UTILITY FUNDS THAT WERE COLLECTED, TRANSFERRED, AND THOSE THAT ARE AVAILABLE FOR THE CAPITAL IMPROVEMENTS PROGRAM TO BE USED TO DEVELOP PROJECTS. WE ALSO HAVE A LIST OF THE CAPITAL IMPROVEMENT, THE ACTIVE CAPITAL IMPROVEMENT PROJECTS FOR WHICH ANY IMPACT FEES HAVE BEEN ALLOCATED. WE WERE ASKED THIS QUESTION LAST TIME, SO I JUST WANTED TO COVER THIS REAL BRIEF ABOUT OUR REVIEW PROCESS FOR THE SEMIANNUAL REPORT. SO IT REALLY CONSISTS OF THREE PARTS. THE

FIRST PART IS WE DO A MONTHLY RECONCILIATION EVERY MONTH ON THE IMPACT FEES THAT WE CHARGE IN THE CITY OF MCKINNEY. WE MAKE SURE THAT THE FEES ARE CHARGED CORRECTLY, AND THEY ALSO END UP IN THE APPROPRIATE ACCOUNTS FOR THE ROADWAY SERVICE AREAS AND THE UTILITY. UTILITY ACCOUNTS.

THEN WE DO A REVIEW OF THE FINANCIAL REPORTS THAT WE HAVE. JUST MAKING SURE THAT ALL THOSE FUNDS ARE IN THE RIGHT ACCOUNTS THAT THEY'RE IN. THAT THEY'RE CONSISTENT WITH THE PERMITS THAT WE'VE ISSUED. AND THEN THE LAST THING WE DO, WE DO A REVIEW OF THE PROJECTS THAT THE ENGINEERING DEPARTMENT HAS LISTED FOR ELIGIBILITY AND MAKING SURE THAT THOSE ARE ALL ON THE LIST WHEN WE GO THROUGH. SO, LIKE I SAID, THE REPORT CONSISTS OF THOSE THREE PARTS.

SO THIS IS THE ROADWAY IMPACT SERVICE AREA FEE WHICH SHOWS THE 13 SERVICE AREAS FOR MCKINNEY.

WHAT'S IMPORTANT ABOUT THIS IS THAT ESPECIALLY WITH THE ROADWAY IMPACT FEES, ANY FEE THAT IS COLLECTED IN ANY ONE OF THESE AREAS IS REQUIRED TO BE SPENT IN THAT SAME AREA. SO IF WE COLLECT FEES IN ROADWAY AREA D, THEY HAVE TO BE SPENT ON PROJECTS IN ROADWAY AREA D. HERE'S THE FINANCIAL PORTION FOR THE ROADWAY IMPACT FEES. AS YOU CAN SEE LISTS ALL THE THEY'RE LISTED AS ZONE. IT SAYS ZONE HERE. BUT THOSE ARE THE SERVICE AREAS A THROUGH M ON THE LEFT. AND IT KIND OF SHOWS THE FUNDS THAT WE HAVE IN THE ACCOUNT, THE REVENUES THAT WE GET AND ANY TRANSFERS THAT WE DO WITH THE REMAINING BALANCE. FOR THIS FISCAL YEAR, WE STARTED WITH A LITTLE OVER 12 MILLION. $12.5 MILLION. WE HAD 8.6 MILLION IN REVENUES. WE TRANSFERRED FUNDS TO PROJECTS OF 15.3 MILLION, WHICH LEFT A BALANCE OF 5.9 MILLION INCHES THE ROADWAY.

ACCOUNTS. THIS YEAR, AS COMPARED TO THE LAST FEW YEARS, WE WERE A LITTLE BIT DOWN IN ROADWAY IMPACT FEES THIS YEAR. THERE'S A NUMBER OF THINGS THAT COULD HAVE LED TO THAT. BUT IT'S NOT UNLIKELY. WE HAVE UP AND DOWN YEARS AS WE GO THROUGH. HERE'S THE LIST OF ACTIVE PROJECTS WITH IMPACT FEE MONEY THAT ARE ASSOCIATED WITH IT. THE BIG PROJECTS ON HERE. I MEAN, THEY'RE THEY'RE ALL BIG PROJECTS, BUT WILMOTH ROAD, PROJECT STREET 1719, WHICH GOES RIGHT THROUGH HERE. THAT WAS ONE OF THE LARGEST FEES THAT WE HAD THAT WAS TRANSFERRED OUT FOR THIS PROJECT. AND IT'S WELL UNDERWAY IN CONSTRUCTION. SO JUST WANTED TO NOTE SOME OF THOSE PROJECTS. NEXT, THIS IS OUR UTILITY UTILITY SERVICE AREA MAP. ONE THING TO NOTE ABOUT THIS IS DIFFERENT FROM THE ROADWAY SERVICE AREAS. THERE IS ONLY ONE UTILITY SERVICE AREA IN THE CITY, WHICH MEANS ANY MONEY COLLECTED GOES TO ANY PROJECT. AND THAT'S BECAUSE OF THE NATURE OF WATER AND WASTEWATER. ALL THE PIPES ARE CONNECTED, SO IT'S NOT LIKE IT'S A DIFFERENT THING THAN THAN A ROADWAY PROJECT WHERE YOU ONLY USE A PORTION THAT'S AROUND YOU. SO THAT'S WHY THAT'S A LITTLE BIT DIFFERENT. HERE'S THE FUNDS FOR THAT ACCOUNT AND KIND OF THE SUMMARY OF THAT. WE STARTED WITH 7.1 MILLION EARNED ABOUT 9.3 MILLION INCHES FEES COLLECTED. TRANSFERRED TO PROJECTS 12.5 MILLION WITH WHICH LEFT US WITH A LITTLE OVER $4 MILLION IN THAT ACCOUNT. AS YOU CAN SEE, KIND OF THE SAME THING HERE. WE'RE A LITTLE BIT DOWN THIS YEAR OVERALL. BUT AS IT EBBS AND FLOWS, WE'VE KIND OF BEEN UP OVER WHERE WE HAVE BEEN IN THE PAST. LAST BUT NOT LEAST, HERE IS OUR ACTIVE UTILITY PROJECT MAP. A COUPLE OF THE BIG PROJECTS ON HERE IS THE STONE BRIDGE WATER MAIN THAT GOES RIGHT HERE. AND THEN THE SEWER MAIN. THAT GOES THERE FOR THE BLOOMDALE BLOOMDALE PORTION. SO THOSE ARE THE TWO BIG PROJECTS ON THE MAP. WITH THAT. RECOMMEND THAT WE FILE THE SEMIANNUAL IMPACT FEE REPORT AS IT IS SHOWN, WHICH WOULD GO TO CITY COUNCIL ON I THINK IT'S JANUARY 7TH. SO DEPENDING ON THE PROJECT, THERE COULD BE PORTIONS OF THE PROJECT THAT EITHER ARE OR ARE NOT ELIGIBLE FOR ROADWAY FEES. AND SO IT'S THE PORTION THAT'S ELIGIBLE THAT IS PART OF THAT. AND SO THERE ARE SOME THAT ARE ON THERE THAT ARE 100% FUNDED BY ROADWAY FEES. BECAUSE OUR IMPACT FEES. BECAUSE OF THE WAY THE PROJECT IS SET UP. BUT THAT'S REALLY THE WAY IT IS. THAT MAKES SENSE. OKAY. I HAVE A QUESTION. SO WHAT IS BEING DONE TO THE STONE BRIDGE WATER MAIN. THAT IS ACTUALLY A NEW WATER MAIN THAT'S BEING BUILT ALONG STONEBRIDGE.
