THAT'S MY FIRST COMMENT THIS FRIDAY NIGHT. SO, INDIANA FOOTBALL, NOBODY EVER WOULD HAVE FIGURED IT WOULD BE IN THE FOOTBALL PLAYOFFS. SO ANYTHING CAN HAPPEN. ANYTHING IS POSSIBLE. IT'S ONE OF THOSE YEARS. SO. WELL, THIS IS OUR LAST MEETING BEFORE CHRISTMAS AND THE HOLIDAYS. SO MERRY CHRISTMAS AND HAPPY NEW YEAR TO ALL OF YOU. A COUPLE OF THINGS I WANT TO SHARE WITH YOU. OUR BUILDING INSPECTIONS DEPARTMENT. YOU KNOW, OFTENTIMES WE TALK ABOUT ECONOMIC DEVELOPMENT. WE DON'T TALK ABOUT BUILDING INSPECTIONS MUCH, BUT THEY'RE THE ONES WHO HAVE TO IMPLEMENT MANY OF THE CONSTRUCTION PROJECTS THAT ARE DONE, INCLUDING WITH ECONOMIC DEVELOPMENT PROJECTS. OUR BUILDING INSPECTIONS DEPARTMENT ACHIEVED ITS REACCREDITATION FROM THE INTERNATIONAL ACCREDITATION SERVICE, THE IRS. THE IRS ACCREDITATION IS AN INDEPENDENT THIRD PARTY RECOGNITION THAT COMES FROM IMPLEMENTING A NATIONALLY RECOGNIZED FRAMEWORK OF BEST PRACTICES, REFLECTING STANDARDS OF HIGH PERFORMANCE ESTABLISHED BY A PEER REVIEW AT THE HIGHEST LEVEL. THAT BASICALLY THERE ARE THREE EXPERT ASSESSORS THAT COME IN AND THEY INTERVIEW OUR INTERNAL AND EXTERNAL STAKEHOLDERS, OUR CUSTOMERS, IN OTHER WORDS, AMONG OTHER EXTERNAL STAKEHOLDERS. AND THEY REVIEWED OVER 60 DEPARTMENT POLICY DOCUMENTS AND QUALITY CONTROL REPORTS COVERING 13 CATEGORIES OF OUR OPERATIONS.

AND WE WERE ONE OF ONLY WE ARE ONE OF ONLY 26 CITY AND COUNTY BUILDING DEPARTMENTS IN THE COUNTRY TO BE ACCREDITED, AND ONE OF ONLY THREE IN TEXAS, THE OTHERS BEING PLANO AND SAN ANTONIO. SO WE'RE VERY PROUD OF OUR BUILDING INSPECTIONS DEPARTMENT UNDER THE LEADERSHIP OF SUZANNE ARNOLD. SHE'S OUR CHIEF BUILDING OFFICIAL. SHE DOES A GREAT JOB. AND THEY THEY REALLY TAKE THEIR WORK SERIOUSLY. EVERYBODY LIKES TO COMPLAIN ABOUT INSTITUTIONAL FOOD, AS I ALWAYS SAY, AND THINGS LIKE BUILDING INSPECTIONS AND THE OTHER THINGS ARE THINGS THAT WE LIKE TO POINT TO AND SAY, OH, YOU GOT TO GET THE BUILDING INSPECTOR OUT HERE. BUT THEY REALLY ARE PROFESSIONALS. THEY TAKE THEIR WORK VERY SERIOUSLY, AND THEY ALWAYS ARE TRYING TO FIND WAYS OF PLEASING THE CUSTOMERS AND A BETTER WAY POSSIBLE. AND THEY DO LISTEN. SO CONGRATS TO THEM. FINALLY, WE ARE PREPARING TO MOVE. BY THE TIME YOU HAVE YOUR NEXT MEETING, YOUR NEXT MEETING WILL PROBABLY STILL BE HERE. OUR BOARD HAS APPROVED OUR LEGISLATIVE PRIORITIES, WHICH DOES INCLUDE THE CITY'S LEGISLATIVE PRIORITIES AND SOME PRETTY EXTENSIVE. SUPPORT AND ALSO SOMETIMES OPPOSITION OF BAD POLICY OR GOOD POLICY, IF IT'S SUPPORT FOR ECONOMIC DEVELOPMENT. SO THAT WILL BE FIRST AND FOREMOST ON OUR MINDS.

WE ARE WORKING WITH THE OTHER COLLIN COUNTY CHAMBERS FOR COLLIN COUNTY DAYS IN AUSTIN. SO IF YOU WANT TO MARK YOUR CALENDARS FOR APRIL 1ST AND SECOND, THERE WILL BE MORE INFORMATION COMING OUT ABOUT THAT, INCLUDING THE HOTEL LINKS, AND WE'LL MAKE SURE WE GET ALL THAT INFORMATION TO THE MEDC STAFF, WHO CAN THEN DISTRIBUTE TO THE BOARD AS WELL. THE RAISED BEDS ARE IN PLACE, AND THE MCKINNEY PARKS FOUNDATION VOLUNTEERS ARE READY TO START PLANTING. THE GRAND OPENING WILL BE LATER THIS SPRING, AND THAT'S WHEN THEIR PROGRAMING WILL START AS WELL. WE'RE ACCEPTING PROJECT GRANT APPLICATIONS THROUGH DECEMBER 30TH. THOSE WILL BE PRESENTED TO THE BOARD IN JANUARY. THE PUBLIC HEARINGS WILL BE SCHEDULED, THEN RETAIL INFRASTRUCTURE GRANTS WILL BE APPLICATIONS WILL BE ACCEPTED BEGINNING JANUARY 1ST.

WE ALSO HAVE A BUCKET THAT ALLOWS YOU TO DO NEW PROJECTS EVERY YEAR. AND SO SOME OF THOSE FUNDS WILL BE I'VE TALKED TO KOWSKI ABOUT THAT, AND SOME OF THOSE FUNDS WILL BE MOVED OVER TO FISCAL YEAR 25. SO IT SHOWS US FUND BALANCE RIGHT NOW. BUT WHEN WE GET INTO NEXT FISCAL YEAR, THAT'LL MAKE MORE SENSE WHEN WE DO A RE APPROPRIATIONS AND EVERYTHING LIKE THAT. THAT'S ACTUALLY A TRUE INCREASE, BUT IT WILL MAKE MORE SENSE WHEN YOU LOOK AT THE NEXT TWO MONTHS THAT THEY ACTUALLY HAVE A DECREASE OF 10% IN THE NEXT TWO MONTHS. AND THAT'S TYPICALLY WHAT WE SEE IN THE FIRST MONTH OF THE FISCAL YEAR. WITH NEW POS AND STUFF GETTING CREATED, IT TAKES A MINUTE FOR OUR PURCHASING DEPARTMENT TO GET EVERYTHING ROLLED OVER, SO IT'S TYPICAL TO SEE A LITTLE BIT SLOWER MONTH IN THE FIRST YEAR.

AND IF WE'RE LOOKING AT SALES TAX, THIS IS THIS IS AUGUST AND WE SAW 4.3% INCREASE, WHICH IS MUCH STRONGER THAN OUR SISTER CITIES ON THE VARIANCE BY A PERCENTAGE BASIS. ALLEN SAW THAT 1.3%. FRISCO SAW 1.4% AND PLANO SAW 2.2. DECREASE. AND LIKE I SAID, THE ALLEN'S BIG INCREASE.

NOW THEY'RE KIND OF COMING BACK TO REALITY IN THE NEXT MONTH, EVEN MAKES MORE SENSE AFTER WE LOOK INTO THAT. OUR RETAIL TRADE BY INDUSTRIES IS A LITTLE WHEN WE'RE LOOKING AT IT THE FIRST FEW MONTHS OF EVERY YEAR, BECAUSE IT'S A YEAR TO DATE VARIANCES, IT TAKES A LITTLE BIT TO KIND OF IT'S A LITTLE VOLATILE FOR OCTOBER AND NOVEMBER EVEN INTO DECEMBER. SO YOU CAN SEE THE RETAIL TRADE IS ONLY AT 2%. THIS IS ONLY ONE MONTH THOUGH. YOU KNOW WE'RE LOOKING IT DOWN. I'M NOT REALLY TOO CONCERNED, ESPECIALLY WHEN WE FACTOR IN THESE NEXT FEW MONTHS COMING INTO IT. BUT YOU DO SEE CONSTRUCTION DOWN 14%. SOME OF THOSE COMPANIES PAY ON A QUARTERLY BASIS. SO IF YOU'RE LOOKING AT OCTOBER, IT JUST TAKES A FEW MONTHS TO GET THOSE FACTORED OUT. SO I'M NOT CONCERNED ANYTHING HERE. AND I WILL MOVE ON TO NOVEMBER UNLESS ANYONE HAS ANY QUESTIONS ON OCTOBER, WHICH IS OUR LAST ONE. OKAY. PERFECT. SECOND MONTH OF FISCAL YEAR 25. WE COLLECTED 2.2. WE HAD A LITTLE BIT MORE ACTIVITY THIS MONTH, BUT WE COLLECTED $2.2 MILLION IN REVENUE. MAJORITY OF THAT IS OBVIOUSLY SALES TAX REVENUE.

THAT BRINGS OUR YEAR TO DATE UP TO 4.4 MILLION. AND LOOKING AT EXPENDITURES, WE HAD CLOSE TO $200,000 IN OPERATIONAL EXPENSES. WE HAD A BIG MONTH IN PROJECT EXPENSES WAS A LITTLE OVER $1.2 MILLION, NON-DEPARTMENTAL WAS 244,000. FOR THE MONTH IT WAS 1.7 MILLION. AND IF WE LOOK AT SALES TAX, A LOT OF STUFF STARTS COMING TOGETHER HERE. MCKINNEY HAD A 1.7% INCREASE FOR THE THROUGH THE FIRST TWO MONTHS. WE'RE ONLY AT A 2.9% INCREASE, SO THAT'S SLOWER THAN WE WOULD EXPECT. WE DON'T WANT TO MAKE ANY JUDGMENTS OFF OF TWO MONTHS OF DATA, ESPECIALLY WHEN WE TURN THAT BACK FOUR MONTHS. WE'RE STILL AROUND THAT 5%, BUT IT IS SOMETHING WE'RE GOING TO KEEP AN EYE ON KIND OF GOING FORWARD. LOOKING AT ALLEN, THIS IS KIND OF WHAT I WAS SAYING. THEY SAW A 10% DECREASE. SO IT'S STARTING TO MAKE SENSE. WHILE THEY HAD THAT BIG INCREASE THAT NOW IF YOU AVERAGE OUT THREE MONTHS THEY'RE BACK TO NORMAL PERCENTAGE RANGE. THEY'RE ACTUALLY SEEING A DECREASE SO FAR THIS YEAR 5.2% FRISCO 1.3% PLANO HAD A BIG INCREASE AND THAT WAS ACTUALLY AUDIT COLLECTIONS. SO THAT IS NOT TRUE BUSINESSES OR ANYTHING INCREASING SALES. THAT IS THEY HAD A BIG AUDIT COLLECTION LAST YEAR. WHEN YOU FACTOR THAT OUT IT GIVES THEM A BIG INCREASE THIS YEAR. SO IT'S NOT REALLY DATA WE CAN GO OFF OF FOR THAT. NOW LOOKING AT OUR INDUSTRIES, IT DOES START TO MEAN MORE NOW THAT WE'RE IN THE SECOND MONTH. IT DOESN'T MEAN AS MUCH. IT'S STILL VOLATILE. SO IT'S YEAR TO DATE VARIANCES. BUT YOU CAN SEE RETAIL TRADES AT 0%. AND WE'RE COMING CLOSER TO THE BIGGER MONTHS OF DECEMBER AND STUFF LIKE THAT. SO WE WANT TO SEE HOW THESE MONTHS PLAY OUT. IT IS SOMETHING WE'RE KEEPING AN EYE ON ON A MONTHLY BASIS. WE ACTUALLY JUST GOT DECEMBER'S IN AND WE'RE ANALYZING THAT DATA NOW. WE DON'T HAVE IT BY TRADE YET. IT TAKES US A FEW WEEKS TO GET THAT BROKEN OUT. BUT EITHER WAY, I THINK NEXT MONTH WILL BE REALLY MEANINGFUL TO SEE WHAT THE NUMBERS COME BACK, ESPECIALLY THREE MONTHS INTO THE YEAR.
