SO THIS IS KELSEY KENNEDY, AND I WOULD JUST LIKE TO BRIEFLY TELL YOU THAT WHEN CHIEF CONNELLY ANNOUNCED HIS RETIREMENT IN 2022, SHORTLY THEREAFTER, OUR ACCREDITATION MANAGER, JOELLE HARRISON, ALSO ANNOUNCED THAT SHE WOULD BE LEAVING, WHICH SENT ME INTO A PANIC. THIS PERSON IS RESPONSIBLE FOR BEING AN EXPERT ON POLICE OPERATIONS, AND ALSO AS THE PERSON THAT GATHERS THE PROOFS THAT WE FOLLOW OUR POLICIES, AND JUST UNDER 500 CALEA STANDARDS. SO I MADE THE DECISION TO PROMOTE KELSEY KENNEDY AS THE PLANNING AND COMPLIANCE SUPERVISOR, TO OVERSEE THE DEPARTMENT'S ACCREDITATION RESPONSIBILITIES. DESPITE HAVING MINIMAL TIME TO PREPARE, KELSEY DEMONSTRATED EXCEPTIONAL INITIATIVE BY QUICKLY FAMILIARIZING HERSELF WITH THE COMPLEX REQUIREMENTS AND REGULATIONS OF THE DEPARTMENT'S ACCREDITING AGENCIES. AND 2020 FOR THE MCKINNEY POLICE DEPARTMENT UNDERWENT ITS THIRD RECERTIFICATION WITH THE COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES, COMMONLY KNOWN AS CALEA. THIS CERTIFICATION IS A SIGNIFICANT ACCOMPLISHMENT, AS LESS THAN 1% OF THE APPROXIMATELY 18,000 LAW ENFORCEMENT AGENCIES IN THE UNITED STATES ACHIEVE CALEA ACCREDITATION. THE RECERTIFICATION PROCESS INVOLVED A COMPREHENSIVE POLICY REVIEW CONDUCTED BY CALEA COMPLIANCE SERVICE MEMBER, WHO REMOTELY EVALUATED OUR DEPARTMENT'S DOCUMENTATION FOR COMPLIANCE WITH ACCREDITATION STANDARDS. IN COLLABORATION WITH KELSEY. THE REVIEW CULMINATED IN AN INTENSIVE MULTI-DAY ON SITE ASSESSMENT BY A CALEA REVIEW TEAM. KELSEY PLAYED A PIVOTAL ROLE DURING THIS PHASE, ESCORTING THE TEAM OF ASSESSORS, ADDRESSING THEIR INQUIRIES PROMPTLY, AND DEMONSTRATING HER DEEP UNDERSTANDING OF THE DEPARTMENT'S OPERATIONS AND ITS POLICIES. AFTER THE ONSITE ASSESSMENT, THE ASSESSOR SUBMITTED THEIR FINDINGS AND RECOMMENDATIONS TO A CALEA BOARD FOR FINAL CONSIDERATION IN NOVEMBER. REPRESENTATIVES OF THE MCKINNEY POLICE DEPARTMENT ACCOMPANIED ME, AND THE ASSISTANT CHIEF ACCOMPANIED KELSEY TO JACKSONVILLE, FLORIDA TO APPEAR FOR A CALEA REVIEW BOARD. DURING THIS SESSION, THE BOARD HAD NO QUESTIONS FOR THE MCKINNEY POLICE DEPARTMENT DUE TO KELSEY'S THOROUGH PROCESS. AS A RESULT, THE MCKINNEY POLICE DEPARTMENT ACHIEVED A SEAMLESS RECERTIFICATION. KELSEY'S DEDICATION, DILIGENCE, AND LOYALTY WERE INSTRUMENTAL IN THIS ACCOMPLISHMENT. HER EFFORTS NOT ONLY ENSURED THE DEPARTMENT MET THE RIGOROUS STANDARDS REQUIRED BY CALEA, BUT ALSO HIGHLIGHTED HIGHLIGHTED HER CRITICAL ROLE IN SECURING THE CONTINUED RECOGNITION OF THE MCKINNEY POLICE DEPARTMENT AS A LEADER IN PROFESSIONAL LAW ENFORCEMENT PRACTICES. ON THE EVENING OF SEPTEMBER 21ST, 2024, AT APPROXIMATELY 9:40 P.M, COMMUNICATION SPECIALIST TINA SCHAEFER ANSWERED A 911 CALL FROM A DISTRAUGHT MALE DISTRAUGHT MALE WHO REPORTED THAT HIS GIRLFRIEND WAS IN LABOR ON 911. RECORDING. YOU CAN HEAR A WOMAN COULD BE HEARD IN THE BACKGROUND, CLEARLY IN PAIN AND DISTRESS. THE MALE CALLER WAS NOTICEABLY NERVOUS, CONCERNED AND UNSURE OF WHAT STEPS TO TAKE. TINA KNEW THAT SHE HAD TO WORK THROUGH THE MAN ON THE PHONE TO HELP THE WOMAN IN LABOR, SO SHE QUICKLY ENCOURAGED HIM AND CALMED HIM DOWN SO THAT THEY COULD WORK TOGETHER. TINA GATHERED ESSENTIAL INFORMATION, ENTERED A CALL FOR SERVICE, AND ASSURED THE CALLER THAT HELP WAS ON THEIR WAY. SHE IMMEDIATELY BEGAN TO PROVIDE THE CALLER WITH MEDICAL PRE-ARRIVAL INSTRUCTIONS. TINA MAINTAINED A CALM, DISCIPLINED COMPOSURE WHILE ASKING PERTINENT QUESTIONS TO HELP THE CALLER PROVIDE SUPPORT AND AID TO HIS GIRLFRIEND. THE PROFESSIONALISM, EMPATHY, AND PRECISE INSTRUCTIONS PROVIDED BY TINA SCHAEFER WERE INTEGRAL TO HELPING HIM ASSIST HIS GIRLFRIEND THROUGH A SUCCESSFUL BABY DELIVERY PRIOR TO THE ARRIVAL OF A MEDICAL UNIT. CITY MANAGER, CITY COUNCIL, WE COME BEFORE YOU THIS AFTERNOON WITH THE INTENT TO RECOGNIZE A FEW OF OUR WONDERFUL POLICE OFFICERS AS WELL AS OUR MCKINNEY FIREFIGHTERS AS WELL AS A MEMBER OF OUR COMMUNITY. I CAN'T LET POLICE TAKE ALL THE RECOGNITION, SO WE HAVE TO TAKE AN OPPORTUNITY WHEN WE CAN. ON NOVEMBER 8TH, 2024, CHRIS BARBER AND HIS WIFE WERE DRIVING DOWN CUSTER ROAD THROUGH OUR CITY WHEN HIS WIFE RECOGNIZED THAT HE WAS HAVING SOME DIFFICULTY BREATHING, SOME CHEST PAIN, AND EVENTUALLY WOULD PASS OUT BEHIND THE STEERING WHEEL. CHRIS WOULD COME TO A STOP ALONG THE CURB IN THE MEDIAN OF CUSTER ROAD, WHERE SHE QUICKLY. CHRIS'S WIFE QUICKLY DIALED 911 AND GOT AHOLD OF OUR DISPATCHERS. OUR DISPATCHERS QUICKLY. SENT POLICE UNITS AS WELL AS MED 11 AND ENGINE SEVEN TO THE LOCATION TO RESPOND. AND WE HAVE THREE POLICE OFFICERS THAT WE'D LIKE TO RECOGNIZE TONIGHT. WHO QUICKLY ARRIVED, STARTED A QUICK ASSESSMENT, PULLED CHRIS OUT OF THE VEHICLE AND BEGAN CHEST COMPRESSIONS. AS WE'LL DISCUSS LATER, YOU'LL UNDERSTAND WHY THESE CHEST COMPRESSIONS ARE SO IMPORTANT, BUT IT'S BECAUSE OF THEIR ACTIONS. THE QUICK ACTIONS OF ENGINE SEVEN AND 11 THAT CHRIS IS HERE WITH US TODAY FOR AN OPPORTUNITY TO RECOGNIZE THESE PEOPLE. CARDIAC SURVIVABILITY. ALL RIGHT. MAYOR. MEMBERS OF THE COUNCIL. BEFORE WE GET STARTED, I JUST WANT TO TALK TO YOU ABOUT HOW THIS STARTED. AND SO I THOUGHT ABOUT, YOU KNOW, IT'S EASY FOR ANYBODY TO BE INSPIRED. THE HARD PART IS THE MOTIVATION TO STAY MOTIVATED, TO CONTINUE THROUGH, TO FOLLOW THROUGH ON WHAT YOU WANT TO DO. SO ABOUT A YEAR AND A HALF AGO, SOME OF OUR FIREFIGHTERS WENT TO A AN EMS CONFERENCE. WHILE THEY'RE OUT THERE, THERE'S A LOT OF DISCUSSION ABOUT INCREASING CARDIAC SURVIVABILITY IN DIFFERENT COMMUNITIES. THEY LEARNED ABOUT LIGHTHOUSE COMMUNITIES. FOUR MINUTE CITIES TALKED ABOUT DIFFERENT ASPECTS OF HOW YOU MAKE THAT CHANGE. AND IT WASN'T ONE THING. IT'S COMPLEX. IT INVOLVES A LOT OF DIFFERENT DEPARTMENTS, THE ENTIRE COMMUNITY, AND A LOT OF BUY IN. WHEN YOU SAY THAT, THAT MEANS WORK. SO THEY COME BACK TO MCKINNEY. WE HAVE A DISCUSSION ON THAT, AND THEY ACCEPTED THE CHALLENGE AND THEY'VE MOVED FORWARD. AND IT'S HARD TO DO WHEN YOU'RE TRYING TO MAKE SOME HUGE CHANGES LIKE THAT IN A COMMUNITY BECAUSE YOU DON'T SEE ANYTHING. YOU SEE NO RESULTS FOR A WHILE. WELL, NOW WE'RE STARTING TO SEE THOSE RESULTS. WE HAVE TANGIBLE RESULTS THAT WE'RE STARTING TO SEE, AND THESE GENTLEMEN HAVE WORKED REALLY HARD TO MAKE CHANGES IN DISPATCH TO WORK ON OUR OWN FIREFIGHTERS OUT IN THE FIELD AS FAR AS TRAINING, MAKING SURE THAT WE CRITIQUE ALL OF OUR OUR CARDIAC CALLS. I CAN WALK DOWN THE HALLWAY AND I CAN HEAR SOME OF OUR FIREFIGHTERS LISTENING TO A DISPATCH TAPE, AREAS THAT WE CAN MAKE IMPROVEMENTS. THEY'RE GOING THROUGH THE ENTIRE CALL ON EVERY CARDIAC EVENT CALL THAT WE HAVE, AND FIGURING OUT WHERE CAN WE MAKE IMPROVEMENTS ON THOSE CALLS. THEY REDID THE AED CONTRACT, WHICH ESSENTIALLY DOUBLED THE NUMBER OF AEDS THAT WE HAVE BY STAYING WITH THE SAME AMOUNT THEY'VE GONE THROUGH, AND USED A GRANT SO THAT WE CAN ACTUALLY HAVE AN APP TO NOTIFY PEOPLE OF CARDIAC ARREST IN OUR COMMUNITY. SO THEY'VE MADE A LOT OF CHANGES IN THIS YEAR AND A HALF. AND SO I CAN SAY THEY WERE EASILY INSPIRED, BUT THEY DEFINITELY STAYED MOTIVATED. ENHANCE THE QUALITY OF LIFE AND SAFE AND SECURE COMMUNITY. THESE ARE TWO INITIATIVES OR TWO GUIDING PRINCIPLES THAT HELP GUIDE THIS INITIATIVE. BUT AS YOU WILL FIND OUT THROUGHOUT THIS POWERPOINT, IT'S NOT ABOUT A CHECKBOX FOR OUR COUNCIL GOALS. IT IS NICE. THERE'S MANY TYPES OF CARDIAC ARREST. AND I MUST ADMIT, I'M GRATEFUL THAT DOCTOR FELTZ IS NOT HERE BECAUSE SHE WOULD PROBABLY CRITIQUE ANYTHING I HAD TO SAY AND BRING ALL THE QUESTIONS. SO SHE MADE THIS A LOT EASIER. WE DO MISS HER, THOUGH, FOR THE RECORD. WE KNOW THROUGH SCIENCE AND THROUGH TRIALS THAT 10% OF YOUR SURVIVABILITY DROPS FOR EVERY MINUTE THAT YOU GO WITHOUT CHEST COMPRESSIONS ON THE HEART OR ANY TYPE OF DEFIBRILLATION. SO EVERY MINUTE THAT WE GO WITHOUT HELPING THAT INDIVIDUAL, YOUR SURVIVABILITY QUICKLY DROPS. YOU DO THE MATH. SO THE FIRST ONE IS OUR TELEPHONE OR OUR 911 GOES TO OUR DISPATCHERS. QUICKLY. WE GO TO HANDS ON THE CHEST. WE MOVE TO EARLY DEFIBRILLATION. WE GET THESE REAL NICE AMBULANCES WITH SOME TRAINED PROFESSIONALS WHO SHOW UP. WE MOVE THEM OFF TO THE HOSPITAL, AND ULTIMATELY WE HOPE THAT WE GET THEM OUT THROUGH THROUGH RECOVERY. THIS IS THE CHAIN. THIS IS THE SYSTEM THAT WE'RE GOING TO BE REFERENCING.

AS CHIEF MENTIONED, WE SENT A FEW OF OUR MEMBERS, INCLUDING A MEMBER OF OUR DISPATCH, WHICH IS KEY TO THE SUCCESS OF THIS PROGRAM OUT TO SEATTLE, WASHINGTON, TO ATTEND WHAT'S CALLED THE RESUSCITATION ACADEMY. THE RESUSCITATION ACADEMY IS AN ORGANIZATION THAT WORKS OFF OF TRIALS, TRIAL STUDIES, SCIENTIFIC EVIDENCE, AS WELL AS PRACTICES BEST PRACTICES TO SET FORTH STANDARDS FOR SUCCESS WHEN IT COMES TO CARDIAC ARREST SURVIVABILITY. AT THAT CONFERENCE, WE LEARNED YOU WILL SEE ABOUT THESE TEN STEPS IN JUST A SECOND WHAT IT TAKES TO MAKE THESE CHANGES. SEATTLE, WASHINGTON SEATTLE FIRE DEPARTMENT RIGHT NOW HOLDS THE NUMBER ONE SPOT WHEN IT COMES TO SURVIVING A CARDIAC ARREST. IF YOU WERE TO HAVE A SUDDEN CARDIAC ARREST IN THE CITY OF SEATTLE, YOU HAVE A 50% CHANCE OF SURVIVING. THAT IS INCREDIBLE. NATIONAL AVERAGE IS ABOUT A LITTLE LESS THAN 30. SO YOU CAN SEE WE HAD WE HAD SOME SOME WORK OR SOME SOME GOALS, SOME LOFTY GOALS. WE WANTED TO WORK ON. THE RESUSCITATION ACADEMY SETS FORTH THESE TEN STEPS. SO THIS IS WHAT WE BROUGHT BACK TO MCKINNEY. WE'VE GOT A CARDIAC ARREST REGISTRY. WE'VE GOT TELEPHONE CPR WITH OUR DISPATCH. WE'RE HIGH PERFORMANCE CPR. YOU CAN SEE WE'VE ATTACHED ABOUT FIVE OF THESE THROUGH THE HELP OF. DISPATCH AND DIFFERENT DEPARTMENTS, POLICE DEPARTMENT, EVERYBODY. WE'VE BEEN ABLE TO WORK ON THESE AND IMPLEMENT THESE. WE'VE ONLY IMPLEMENTED FIVE OF THEM TO THIS POINT WHILE WE'RE STILL WORKING ON THESE OTHER ONES. BUT WE'RE ALREADY STARTING TO SEE THE RESULTS. AND THAT'S PROMISING FOR WHAT WE'RE DOING TO JUST GIVES THAT CONFIRMATION THAT WE'RE HEADING DOWN THE RIGHT ROUTE. SO FIRST I WANT TO JUST REFERENCE OUR DISPATCH. WE'VE WORKED TIRELESSLY WITH THEM. THEY'VE BEEN MORE THAN ACCOMMODATING. THEY'RE WILLING TO LEARN, THEY'RE WILLING TO ADJUST THEIR PRACTICES SO THAT WE CAN PROVIDE THE BEST PRODUCT TO THE CITIZENS OF MCKINNEY. WE IMPLEMENTED WHAT WE CALL A QUICK DROP. WE RECOGNIZE FOUR DIFFERENT CALL TYPES. IT'D BE A CARDIAC ARREST, A CHEST PAIN, A SEIZURE, OR AN UNCONSCIOUS. WE WOULD DO WHAT'S CALLED A QUICK DROP. ONCE. STAFF COMPLETED 169 OR 82% OF THE 205 OBJECTIVES. 32 OR 16% WERE PARTIALLY COMPLETED, WITH MANY CARRIED OVER INTO FISCAL YEAR 25 AND 4 OR 2% INCOMPLETE OR CANCELED DUE TO CERTAIN CHALLENGES, WHICH WE WILL REVIEW FURTHER IN THE REPORT. AGAIN, THE STATUS FOR EACH IS DETAILED IN THE SCORECARD THAT'S ATTACHED TO THE AGENDA. THESE ARE SOME OF THE EXAMPLES OF THE DEPARTMENT LEVEL OBJECTIVES. THEY REPRESENT SIGNIFICANT PROGRESS ON SEVERAL DIFFERENT FRONTS. TO HIGHLIGHT A FEW FROM QUALITY OF LIFE AND OPERATIONAL EXCELLENCE, $5.5 MILLION WERE ALLOCATED IN FUNDING FOR PARKS CAPITAL PROJECTS TO SUPPORT MCKINNEY PARKS AND RECREATION FACILITIES, AND HIKE AND BIKE TRAILS BY COMMUNITY DEVELOPMENT CORPORATION. A PLAN AND PERMIT REVIEW TURNAROUND TIME OF TEN DAYS, WITH A COMPLIANCE RATE OF OVER 50%, WAS ACHIEVED BY THE FIRE DEPARTMENT IN ITS INITIATIVE TO COMPLETE INTEGRATION AND IMPLEMENTATION OF THE ENTERPRISE RESOURCE PLANNING AND UTILITY BILLING SOFTWARE WAS CANCELED BECAUSE A CONTRACTOR FAILED TO FULFILL PROMISES, AND THE CITY EXPERIENCED SIGNIFICANT TECHNICAL PROBLEMS. STAFF THEREFORE HAD TO SHIFT THEIR FOCUS TO STABILIZING THE CURRENT SYSTEMS. NEXT, TO HIGHLIGHT A FEW EXAMPLES OF AIRPORT AND SAFE AND SECURE COMMUNITY IN SUPPORT OF THE NEW AND EXISTING TENANTS, THE AIRPORT BEGAN CONSTRUCTION ON AN ADDITIONAL 40 ZERO ZERO ZERO SQUARE FOOT HANGAR EXPANSION. PHASE ONE OF THE MODULE INTEGRATION TO IMPLEMENT A COMPREHENSIVE AIRPORT SOFTWARE WENT LIVE WITH THE INITIAL INTEGRATION WORK ON DECEMBER 9TH OF THIS YEAR, INSTEAD OF BY THE END OF SEPTEMBER, DUE TO A DELAY IN OBTAINING THE GIS DATA. WE'VE BROUGHT IT UP EVERY TIME WE'VE GIVEN YOU A HOUSING UPDATE FOR THE LAST TWO YEARS, BUT IT'S ONE THAT'S AT THE FOREFRONT RIGHT NOW, GIVEN A CLUSTER OF PROJECTS THAT HAVE BEEN BEFORE YOU THAT THE MHA IS CURRENTLY REVIEWING, I'M GOING TO DO A LITTLE OVERVIEW AND FOUNDATION BUILDING. MARGARET IS GOING TO GO INTO THE DETAILS OF THE PROPOSED METHODOLOGY. SO I'M GOING TO BACK UP QUITE A BIT IN JUST A VERY, VERY QUICK REFRESHER. HOUSING IS AND CONTINUES TO BE A NATIONAL ISSUE. IT IS AN ISSUE IN MCKINNEY. WE ARE LUCKY IN MCKINNEY THAT WE HAD ROOT POLICY DUE A HOUSING NEEDS ASSESSMENT SPECIFIC FOR OUR NEEDS. SO WE KNOW THAT IN MCKINNEY, IN ADDITION TO ALL THE OTHER THINGS GOING ON, WE HAVE A NEED FOR AFFORDABLE RENTALS. STARTER HOMES, INCREASED OWNERSHIP, DIVERSITY, AND THEN STRATEGIC REDEVELOPMENT AND CONDITION IMPROVEMENTS. WE HAVE BEEN WORKING ON ALL OF THESE. THE TAX EXEMPTION COMPONENT SPECIFICALLY ADDRESSES THAT FIRST BULLET POINT, WHICH IS THOSE ADDITIONAL AFFORDABLE RENTALS. WHEN ROOT POLICY DID THE STUDY FOR US IN 2021, WE HAD A GAP OF 3700 UNITS AT THAT PRICE POINT. WE ASKED THEM TO REFRESH THE DATA IN 2023, THAT GAP GREW BY 40% TO 5145. SO WHEN I SAY 35,000 AND THE HOUSING WORLD, WE OFTEN TALK ABOUT THAT AS 30%. AMI ALSO KNOWN AS AREA MEDIAN INCOME. THIS SLIDE GIVES YOU KIND OF THE DOLLAR AMOUNTS OR THE SALARY

AMOUNTS ASSOCIATED WITH YOU. BUT IT ALSO JUST REITERATES WHAT ROOT POLICIES RECOMMENDATION IS SHOWING YOU THAT MASSIVE GAP OF UNITS IN THAT 30% AMI AREA. ALSO NOTE IT DOES SHOW A LITTLE BIT OF A SURPLUS IN THE 50 AND 60% AMI AREA. FOR US, THAT MEANS WE SHOULD TARGET THESE 30% AREAS BECAUSE WE DON'T HAVE THEM AND WE'RE DOING OKAY ON THE 50S AND 60S. A LOT OF TIMES WHEN WE TALK ABOUT THAT 30% AMI, WE MENTION ELDERLY AND DISABLED, AND THAT IS VERY MUCH PART OF THAT POPULATION. AND WE HAVE LIFELONG RESIDENTS OF MCKINNEY WHO NEED HOUSING AT THAT LEVEL. BUT IT'S ALSO WORTH KNOWING THAT IT'S A LOT OF OUR SERVICE WORKERS. SOME OF IT IS OUR SCHOOL WORKERS. THE CITY OF MCKINNEY HAS 11 POSITIONS THAT START AT LESS THAN $35,000 A YEAR. SO THESE ARE OFTEN PEOPLE THAT ARE SUPPORTING OUR COMMUNITY AND MAKING IT DYNAMIC, BECAUSE THEY'RE THE ONES YOU SEE AT THE RESTAURANT THERE, MAKING SURE THE BUILDINGS ARE CLEAN AND THEY'RE DOING THE FOUNDATIONAL WORK TO EDUCATE OUR KIDS. SO THAT IS, YOU KNOW, I EMPHASIZED THE 30% BECAUSE THE TAX EXEMPTION IS REALLY ONE OF THE MAIN TOOLS THAT WE HAVE ON HAND TODAY TO ADDRESS THAT 30% NEED. AND IT'S A NEED THAT'S GROWING FASTER THAN WE CAN KEEP UP RIGHT NOW. AND WE HAVE BEEN LUCKY TO HAVE SOME PROJECTS COME ON BOARD TO HELP US ADDRESS THAT. SO LET'S REFRESH WHAT I'M TALKING ABOUT WHEN I SAY TAX EXEMPTION FOR AFFORDABLE HOUSING. SO AS I MENTIONED IT IS A POWERFUL TOOL. IT'S A POWERFUL LOCAL TOOL BECAUSE IT'S HAPPENING AT OUR LEVEL THAT CAN FURTHER AFFORDABLE HOUSING GOALS. CURRENTLY, THERE ARE THREE ENTITIES THAT CAN PROVIDE TAX EXEMPTION TO A DEVELOPER IN MCKINNEY. THE MCKINNEY HOUSING AUTHORITY, MHA, THE MCKINNEY HOUSING FINANCE CORPORATION, MFCC, AND THEN THE PUBLIC FACILITIES CORPORATION, OR PFC. EACH OF THOSE HAVE A DIFFERENT BOARD, DIFFERENT COMPOSITION OF BOARD. THE PFC IS COMPRISED OF THE COUNCIL. YOU APPOINT MEMBERS TO THE MHA AND MFK. TO MAKE IT EVEN MORE CONFUSING, STATE LAW HAS DIFFERENT RULES FOR EACH OF THEM AND DIFFERENT TYPES OF PROJECTS, DEPENDING ON HOW TAX EXEMPTION IS BEING PROVIDED. THAT MAKES IT A COMPLICATED SYSTEM TO UNDERSTAND, AND TO DATE, ALL ENTITIES HAVE BEEN DOING IT A LITTLE BIT DIFFERENTLY, REVIEWING IT JUST A LITTLE BIT DIFFERENTLY. ONE OF THE BENEFITS OF TAX EXEMPTION IS THAT A DEVELOPER COMES FORWARD AND GAINS TAX EXEMPTION IN EXCHANGE FOR PROVIDING A CERTAIN AMOUNT OF AFFORDABLE UNITS IN THEIR PROJECT, BUT THEY ALSO PROVIDE A PAYMENT TO THE ENTITY THAT GIVES THE TAX EXEMPTION. SO WHEN YOU, AS A PFC, GRANTED TAX EXEMPTION TO THE JEFFERSON PROJECT, YOU, THE PFC WAS PROVIDED A LEASE PAYMENT AND A CLOSING PAYMENT. THAT MONEY CAN THEN BE USED TO FURTHER AFFORDABLE HOUSING GOALS, SO IT CAN BE USED FOR HOUSING IN MULTIPLE DIFFERENT WAYS. GENERALLY, WE'VE BEEN USING AN RFQ PROCESS FOR MFK TO SOLICIT THESE PROJECTS, AND GENERALLY IT'S BEEN ONE EVERY YEAR OR ONE EVERY OTHER YEAR. MHA ALSO HAD AN RFQ THAT HAD SOME DIFFERENT REQUIREMENTS THAN OUR RFQ HAD, AND THEY WEREN'T REALLY SEEING ANY PROJECTS THAT MET THOSE NEEDS UNTIL RECENTLY. WHAT WE DO KNOW IS THE MFK PROJECTS THAT ARE BUILT, WHICH IS THE INDEPENDENCE AND PALLADIUM, ARE HIGH QUALITY AND HIGH DEMAND.

BUT WE ALSO KNOW THAT THE PROCESS WE'VE BEEN USING WITH THIS RFQ MEANS WE SOMETIMES MISS OPPORTUNITIES. WE SET OUT AN RFQ IN A POINT IN TIME SAYING, BRING US WHAT YOU HAVE RIGHT NOW, AND THAT MEANS WE CAN'T TAKE ADVANTAGE OF PROJECTS THAT MIGHT COME UP FOR SALE OR BE RIPE FOR DEVELOPMENT AT A GIVEN TIME. AND IN THE PAST, COUNCIL HAS ASKED US ABOUT PURSUING AN OPEN RFQ.

WE'RE JUST BRINGING EVERY PROJECT THAT HAS INTEREST TO THE COUNCIL FOR REVIEW. RECENTLY, IN THE PROJECTS THAT YOU'VE SEEN RECENTLY, MHA HAS HAD SUCCESS IN GETTING THOSE 30% UNITS IN THE PROJECT. WE HAVE NOT HAD THAT SUCCESS IN THE PAST, AND THE DEVELOPMENT CONSULTANT FOR MHA HAS NOTED IT'S THE ONLY CITY HE'S WORKED IN THAT'S BEEN ABLE TO SECURE 30% UNITS AS PART OF THOSE PROJECTS. THE OTHER THING TO NOTE IS THAT ALL OF THE ENTITIES PFC, MHA, MHC, WE ALL HAVE PROFESSIONAL CONSULTANTS THAT HELP US REVIEW THESE PROJECTS. NOW THEY'RE ALL DIFFERENT. WE USE A DIFFERENT ONE FOR MFK. MHA USES A DIFFERENT ONE, AND WE USE SOMEONE ELSE FOR PFC, BUT THEY ARE THE ONES WHO REVIEW THE PERFORMANCE, RUN THE CALCULATIONS TO ENSURE THAT THERE IS A PUBLIC BENEFIT TO ANY PROJECT THAT IS COMING FORWARD.

WHAT LEVEL OF PUBLIC BENEFIT IS ACCEPTABLE IS SOMETHING THAT'S UP TO THE COUNCIL, SO WE'LL GET INTO THAT A LITTLE BIT. SO WHY ARE WE TALKING ABOUT IT TODAY? RIGHT BEFORE CHRISTMAS WE'VE HAD A PACKED WORK SESSION OF ALL KINDS OF THINGS. AS YOU'VE SEEN, THE TAX EXEMPTION REQUESTS HAVE DRAMATICALLY INCREASED, ESPECIALLY OVER THE PAST YEAR. WE KNOW THAT THE RFQ PROCESS THAT WE'RE USING RIGHT NOW ISN'T THE MOST EFFICIENT WAY TO GET OUR WORK DONE. AND AS MENTIONED, THE THREE ENTITIES THAT DO THIS, WE'RE ALL OPERATING UNDER SLIGHTLY DIFFERENT SETS OF RULES, BUT WE ALL WANT TO DO THE BEST FOR MCKINNEY. SO IS THERE A WAY TO PULL THAT ALL TOGETHER? WHEN PFC BECAME VERY POPULAR, THERE WAS SOME RESEARCH DONE THAT SHOWED THAT NOT ALL PFC

DEALS HAVE ADEQUATE COMMUNITY BENEFIT FOR THE PROPERTY TAXES THAT ARE FOREGONE. WE USE DEVELOPMENT CONSULTANTS, BUT IT'S WORTH KNOWING THAT NOT EVERY PROJECT THAT COMES FORWARD IS A GOOD PROJECT. SO HOW CAN WE ENSURE WE'RE GETTING A GOOD PROJECT THAT MEETS MCKINNEY'S NEED? THE LEGISLATIVE LANDSCAPE ON THIS CONTINUES TO CHANGE. FOR A LONG TIME, PFCS WERE THE PROJECT ALL DEVELOPERS WANTED TO PURSUE. THE LAWS CHANGED AROUND THAT, AND NOW THEY'RE PURSUING OTHER AVENUES. WE CAN ANTICIPATE THAT THE LEGISLATIVE LANDSCAPE HERE WILL CONTINUE TO SHIFT. AND AT THE END OF THE DAY, WE REALLY JUST WANT A UNIFIED APPROACH ON HOW TO TACKLE THESE SO THAT WE ARE ALL WORKING OFF THE SAME SHEET OF MUSIC TO ILLUSTRATE THE POINT ON REQUESTS OVER TIME.

THIS CHART SHOWS YOU THAT PRIOR TO 2021, IT WAS REALLY MHA THAT WAS LIVING IN THE WORLD OF TAX EXEMPTION THROUGH THE PROJECTS THEY HAD ON THE GROUND. IN 2021, THE MFK ISSUED THEIR FIRST RFQ THAT YIELDED THE INDEPENDENCE PROJECT. TWO PROJECTS IN 2022, TWO PROJECTS IN 2023 AND THEN IN 2024. SEVERAL PROJECTS HAVE COME FORWARD TO MHA NOW. THE COUNCIL HAS ALREADY PROVIDED LETTERS OF SUPPORT FOR MAGNOLIA RANCH AND KINSTON. JEFFERSON WILMOTH AND JEFFERSON TERRY ARE ON THE AGENDA TONIGHT, AND THE MHA BOARD TALKED ABOUT THE COTTON MILL PROPOSAL TODAY AT THEIR MEETING, WHICH I BELIEVE IS HAPPENING RIGHT NOW. A LITTLE BIT MORE DETAIL ON THESE PROJECTS. I'M NOT GOING TO GO INTO A TON OF DETAIL HERE, BUT HERE'S A COUPLE OF THINGS I WANT TO YOU TO NOTE BY THIS DATA. SO FIRST, NOTE THE NUMBER OF UNITS BEFORE 2023. WE HAD ABOUT 920 UNITS TOTAL THAT WERE AFFORDABLE BASED ON TAX EXEMPTION. WE'RE AT THAT IF NOT MORE FOR 2024. SO THAT'S A GREAT THING. WE'RE ADDING THE UNITS WE NEED TO ADD, BUT IT ALSO MEANS WE'RE GIVING UP. THE CITY IS GIVING UP PROPERTY TAXES. NOW THAT IS NOT A 100% GIVE ON THE CITY SIDE BECAUSE FOR MFK, FUNDS WILL COME BACK IN TO SUPPORT HOUSING GOALS. EVEN MHA FUNDS WILL COME IN. ONE THING TO NOTE WITH MHR IN PARTICULAR AND I'LL GO BACK TO THIS SLIDE. THEY'VE BEEN MANAGING MERRITT AND NEWSOME FOR SOME TIME, AND THEY'RE NOW IN THE PROCESS OF REDEVELOPING AND REBUILDING THROCKMORTON AND MURRY. THE COST OF MANAGING MULTIFAMILY, PARTICULARLY IN INSURANCE, ETC, CONTINUES TO GO UP. IT HAS MADE IT VERY HARD FOR THEM TO MAINTAIN THE AFFORDABILITY THAT THEY WANT TO MAINTAIN IN THOSE PROJECTS. SO THESE AVENUES, THESE TAX EXEMPTION PROJECTS THEY'RE REVIEWING ALSO PROVIDE A FUNDING SOURCE FOR THEM TO ENSURE THAT THE FOLKS WHO LIVE IN MERRITT AND NEWSOME CAN CONTINUE TO LIVE THERE. FINALLY, NOT ALL PROJECTS ARE THE SAME. THEY ALL LOOK, THEY ALL JUST HAVE TITLES ON A LIST. BUT THESE ARE ALL THAT CAN BE VERY DIFFERENT. SO MAGNOLIA RANCH WAS AN EXISTING OLDER COMPLEX IN MCKINNEY, AND THE DEVELOPER IS USING THE TAX EXEMPTION TO REHAB UNITS AND PROVIDE AFFORDABILITY AT THE 30 AND 60 LEVEL. THE KINSTON IS AN ACQUISITION OF A PROPERTY THAT WAS NOT THAT OLD, BUT PROVIDES AFFORDABILITY IN AN AREA OF MCKINNEY. WE DON'T REALLY HAVE IT. AND THEN THE FOLLOWING THREE JEFFERSON, THE TWO JEFFERSON'S AND COTTON MILLS ARE NEW BUILD, SO THEY'RE COMPLICATED. THEY ALL HAVE DIFFERENT RULES. THEY'RE ALL DIFFERENT TYPES OF PROJECTS. WHAT DO WE DO TO GET ON THE SAME PAGE? TO FIGURE THIS OUT, WE HAVE DEVELOPED A SCORECARD APPROACH THAT AND THEN WE'RE GOING TO GO INTO DETAIL. BUT THAT'S WHAT WE WANT TO PRESENT TO YOU TODAY. WE'VE WORKED WITH MHR ON THIS. AND MFK AND PFC OF COURSE ARE CITY STAFF. SO THAT'S AN EASY ONE. BUT HERE'S GENERALLY HOW IT WORKS. A DEVELOPER WOULD SUBMIT A PROPOSAL TO WHOEVER THEY WANTED TO PROPOSE TO, WHETHER IT BE PFC, MFK OR MHA. THEY WOULD HAVE TO SUBMIT A CERTAIN AMOUNT OF MATERIAL. WE WOULD WORK THAT THROUGH A SCORECARD AS STAFF. THEY WOULD GET DIFFERENT POINTS FOR DIFFERENT FACTORS. THESE ARE CATEGORIES THAT ARE UNIQUE TO MCKINNEY. FOR EXAMPLE, WE KNOW THAT THE REHAB OF EXISTING UNITS IS MORE VALUABLE TO US THAN A NEW BUILD OUT OF THE GROUND BECAUSE IT TAKES STOCK WE HAVE THAT NEEDS TO BE IMPROVED AND ALSO MAINTAINS AFFORDABILITY THAT WILL SCORE HIGHER THAN A NEW BUILD OUT OF THE GROUND. WE ALSO KNOW THAT WE HAVE A LOT OF AFFORDABILITY AND KIND OF EAST MCKINNEY, BUT WE DON'T HAVE A LOT IN NORTHWEST MCKINNEY. A PROJECT THAT'S PROPOSED IN NORTHWEST MCKINNEY WILL SCORE HIGHER. AND WE ALSO KNOW THAT WE DON'T WANT TO HAVE A MILLION OF THESE PROJECTS COME ALL AT ONE TIME. THAT'S A BURDEN TO OUR TAX SYSTEM. SO THE MORE PROJECTS THAT HAVE BEEN APPROVED IN A YEAR, THE LOWER YOU WILL SCORE, YOU WILL GET A LOWER SCORE OR POSSIBLY EVEN A NEGATIVE SCORE. IF WE ALREADY HAVE PROJECTS IN THE PIPELINE FOR THAT CALENDAR YEAR. IF YOU SCORE TEN OR HIGHER, YOU WILL BE INVITED TO GO THROUGH ANOTHER LAYER OF ANALYSIS. AND AT THIS POINT, IT WILL BE WHAT WE CALL A UNIFIED ANALYSIS, MEANING WE'RE GOING TO BE ON THE SAME PAGE WITH WHAT MHA IS DOING. MFK AND PFC IS RELATED TO HOW WE CALCULATE PUBLIC BENEFIT, HOW WE CALCULATE RENT, SAVINGS, ETC. STAFF WILL COMPILE THAT INTO A REPORT, A PRESENTATION, ETC. AND IT WILL BE BROUGHT TO THE BOARD FOR

THE SCORECARD, AS KIM MENTIONED, WOULD PROVIDE A UNIFORM WAY OF EVALUATING PROJECTS ACROSS ALL GRANTING ENTITIES AND ALLOW US TO COMPARE PROJECTS MORE EASILY. THE SCORECARD, IF ADOPTED, COULD BE INTEGRATED INTO OUR RFQ PROCESS TO PROVIDE DEVELOPERS WITH A BETTER UNDERSTANDING OF OUR MINIMUM REQUIREMENTS IN SEEKING AFFORDABLE HOUSING PROJECTS, AND POTENTIALLY ALSO ENCOURAGE THE TYPE OF DEVELOPMENT THAT WE WOULD LIKE TO SEE. SO POTENTIALLY DEEPER AFFORDABILITY LEVELS OR HOMEOWNERSHIP OPPORTUNITIES USING THE UNIFORM SCORECARD WOULD ALSO PROVIDE US WITH A MORE CONSISTENT APPROACH TOWARDS DATA COLLECTION AND REPORTING, SO THAT WE CAN ANALYZE OUR PROGRESS AND COMPARE PROJECTS, AS KIM MENTIONED. SO AS OF RIGHT NOW, THE SCORECARD IS DEVELOPED WITH SEVEN DIFFERENT CATEGORIES, AND I'LL GO INTO MORE DETAILS ABOUT IT IN A MINUTE. BUT AFFORDABILITY, HOUSING TYPE, PUBLIC BENEFIT LOCATION, PUBLIC TYPE OR PROJECT TYPE, THE NUMBER OF PROJECTS THAT WOULD BE APPROVED FOR THAT YEAR AND THE TOTAL AMOUNT OF TAX DOLLARS BEING EXEMPTED FOR THAT YEAR. SO THE SCORECARD WOULD ALSO HELP SCREEN OUT PROJECTS THAT DON'T MEET THOSE MINIMUM REQUIREMENTS AND HELP LIMIT THE POTENTIAL NUMBER OF TAX EXEMPTION PROJECTS THAT WE HAVE PER YEAR, SO THAT WE CAN CONTINUE TO ALSO EVALUATE AND REVIEW OUR PROCESS AND ADOPT REVISIONS AS NEEDED. SO CURRENTLY, EACH GRANTING ENTITY CONTRACTS WITH DIFFERENT CONSULTANTS TO PROVIDE FINANCIAL ANALYSIS FOR THESE TYPES OF PROJECTS. HOWEVER, AS KIM MENTIONED, THOSE ASSUMPTIONS CAN VARY. SO THE VACANCY RATES, THE DIFFERENT ASSUMPTIONS THAT GO INTO THE RENT SAVINGS. ALL OF THOSE CAN BE CALCULATED DIFFERENTLY FROM ONE CONSULTANT TO ANOTHER. SO THEREFORE, IN ADDITION TO THE SCORECARD, WE WOULD ALSO PROVIDE A PROPOSED A UNIFIED APPROACH TO PROVIDING MORE IN-DEPTH QUANTITATIVE ANALYSIS WHERE WE WOULD USE EITHER THE SAME CONSULTANT ACROSS ALL THREE ENTITIES OR DEVELOP A STANDARD METHODOLOGY FOR CALCULATING ALL OF THESE. THESE FACTORS, AND IN ADDITION TO THAT, PART OF THESE SCORECARD REVIEW COULD ALSO INCORPORATE QUALITATIVE CONSIDERATIONS SUCH AS THE TYPE OF AMENITIES AND SERVICES THAT ARE PROVIDED, AND ALSO SOME OTHER FACTORS, SUCH AS OTHER PROJECTS IN THE SURROUNDING AREA THAT MIGHT ALSO INFLUENCE THE GRANTING ENTITY'S DECISION TO SUPPORT A PROJECT. SO HERE'S A MORE IN-DEPTH VISUAL INTERPRETATION OF WHAT THE PROCESS WOULD LOOK LIKE. SO THE DEVELOPER WOULD SUBMIT THEIR PROPOSAL TO THE ENTITY OF THEIR CHOOSING, WHETHER THAT BE THE MHA OR THE MHC. EACH ENTITY WILL EVALUATE THE PROPOSALS USING THE SAME SCORECARD AND METHODOLOGY, AND THEN MOVE FORWARD TO THEIR RESPECTIVE BOARDS FOR CONSIDERATION. THE BOARD OR COMMITTEE WOULD THEN DETERMINE IF THE PROPOSAL SHOULD BE PRESENTED TO THE COUNCIL FOR CONSIDERATION. STAFF WOULD THEN PRESENT THE PROPOSAL, ALONG WITH THE SCORECARD RESULTS FOR THE COUNCIL'S CONSIDERATION. AND SO IF THERE IS A POSSIBILITY OF GETTING SINGLE FAMILY HOME OWNERSHIP, THOSE POINTS ARE AWARDED FOR PROJECTS WITH THAT. AND THEN THE PUBLIC

BENEFIT RATIO, WHICH IS CALCULATED BASED ON THE SUM OF THE RENT SAVINGS PLUS THE ENTITY BENEFITS. SO FOR EXAMPLE, MHA WOULD GET LEASE PAYMENTS FEES. SO THOSE BENEFITS DIVIDED BY THE TOTAL AMOUNT OF TAX EXEMPTION, WE CAN COME UP WITH A PERCENTAGE. AND SO ZERO POINTS WOULD BE AWARDED TO A PROJECT THAT WOULD BREAK EVEN IN TERMS OF THE AMOUNT OF TAX EXEMPTIONS AND THE BENEFITS THAT WE WOULD SEE. BUT A PROJECT THAT HAS MORE THAN 200% WOULD GET FOUR POINTS.

AND THEN, AS KIM MENTIONED, WE DON'T SEE A LOT OF AFFORDABLE HOUSING IN THE NORTHWEST. SO PUTTING FOUR POINTS FOR PROJECTS THAT WOULD BE LOCATED THERE AND THEN ONE POINT FOR PROJECTS LOCATED IN THE EAST SIDE, ESPECIALLY IF THEY'RE LOCATED IN CLOSE PROXIMITY TO OTHER AFFORDABLE HOUSING PROJECTS. AND SO THE GEOGRAPHICAL LOCATIONS WE USED WAS BASED OFF OF USING THE THREE, 80 AND 75, SINCE THEY'RE EASILY IDENTIFIABLE GEOGRAPHICAL DELINEATORS. AND THEN, AS KIM MENTIONED, WITH THE PROJECT TYPES, REHAB PROJECTS TEND TO HAVE A DOUBLE BENEFIT BECAUSE IT IS AN EXISTING OLDER BUILDING THAT IS THEN ALSO BEING RENOVATED. AND SO PROJECTS LIKE THOSE WOULD BE PROVIDED MORE POINTS THAN NEW BUILDS. AND THEN TO TRY TO LIMIT THE NUMBER OF PROJECTS AND THE AMOUNT OF TAX EXEMPTIONS THAT ARE APPROVED ON AN ANNUAL BASIS, WE'VE ESTABLISHED A BASELINE OF TWO PROJECTS PER YEAR AS OF RIGHT NOW, AND IF THERE ARE MORE THAN TWO PROJECTS, THEN WE START TO PROVIDE NEGATIVE POINTS SO THAT WE CAN TRY TO BRING THOSE BACK DOWN. AND FOR THE TOTAL TAX EXEMPTIONS, WE'RE LOOKING AT A 20 MILLION THRESHOLD BEFORE WE START PROVIDING NEGATIVE POINTS. AND AS KIM MENTIONED, THE MINIMUM SCORE THAT WE'VE ESTABLISHED RIGHT NOW IS A SCORE OF TEN. SO IF YOUR PROJECT SCORE IS TEN OR HIGHER, THEN IT WILL BE TAKEN TO THE ASSOCIATED BOARD OR COMMITTEE FOR REVIEW AND THEN PRESENTED TO THE COUNCIL IF IT WAS APPROVED. SO THE NUMBER OF 3060, 80 AND MARKET RATE UNITS FOLLOWED BY THAT WE HAVE THE TOTAL TAX BENEFIT, WHICH IS THE AMOUNT OF TAX EXEMPTION THAT WOULD BE PROVIDED TO THOSE PROJECTS. AND THIS IS OVER A TEN YEAR PERIOD. THAT'S THE TAXES THEY WILL NOT PAY. CORRECT. NO I UNDERSTAND. I WANT TO MAKE SURE PEOPLE UNDERSTAND THAT ARE JUST LOOKING AT THIS. YES. AND THEN THE RENT SAVINGS IS THE AMOUNT OF SAVINGS THAT WOULD BE PROVIDED. SO FOR EXAMPLE, IF YOU'RE AT 30% AMI, HOW MUCH ARE YOU ACTUALLY SAVING IN RENT BY BEING AFFORDED OR BEING OFFERED THIS UNIT AT A LOWER RATE. AND SO THAT'S THE TOTAL AMOUNT AGAIN, ALSO OVER A TEN YEAR PERIOD. AND THEN THE MHA BENEFIT IS THE TOTAL AMOUNT OF FUNDS OR REVENUE THAT THE ENTITIES ARE RECEIVING. AND SO THIS IS THE TOTAL AMOUNT THAT THEY WOULD BE RECEIVING FOR THAT PROJECT. AND THEN THE PUBLIC BENEFIT IS THE SUM OF THE RENT SAVINGS AND THE MHA BENEFIT HERE. AND THEN THE PUBLIC BENEFIT LESS TAX BENEFIT IS THE DIFFERENCE BETWEEN THE PUBLIC BENEFIT AND THE TOTAL TAX BENEFIT. NOW, ON SOME LEVEL, THAT COULD BE OKAY, I THINK, BECAUSE I THINK AS A CITY WE OUGHT TO DO OUR OWN LIFTING ON MAKING SURE THAT OUR WORKFORCE HAS THE ABILITY TO BE HOUSED HERE. BUT AS I THINK WE'VE LITIGATED, AND AT LEAST I'VE POINTED OUT IN PRIOR COUNCIL MEETINGS, WE'RE DOING A HECK OF A JOB COMPARED TO SOME OF OUR NEIGHBORING CITIES. AND I THINK WE'RE HOUSING THEIR PEOPLE. AND IT'S COMING ON THE MCKINNEY TAXPAYER. NOW, WHAT I'D BE WHERE I REALLY SEE A NEED IS TWO THINGS. AND I'D BE HAPPY TO BE COACHED UP. IF I'M MISSING SOMETHING, I SEE A NEED IN THE 30%, ESPECIALLY FOR SENIORS, AND I SEE A NEED FOR A FUNDING OF OUR COMMUNITY LAND TRUST OR SOME OTHER MECHANISM, WHICH IS A QUASI HOME OWNERSHIP THING, WHERE PEOPLE GRADUATE OUT TO IT. AND I HAVE AN APPETITE TO HELP THOSE THINGS WHERE I CANDIDLY DON'T HAVE AN APPETITE TO HELP ANYBODY IS IN THE 80% OF AMI. I DON'T. SO WHAT'S THE BENEFIT FOR US DOING AN 80% AMI PROJECT? AND I SEE THE ONLY BENEFIT REALLY IS THAT TO SOME EXTENT, THE MHA IS GETTING MONEY TO HELP IN SOME OF THESE OTHER AREAS, BUT I DON'T THINK THE JUICE IS WORTH THE SQUEEZE. A WORKAROUND THAT I COULD GET AROUND WOULD BE A PILOT PAYMENT, A PAYMENT IN LIEU OF TAXES. NOW, WHEN ONE OF THESE PROJECTS COMES UP AND IS GOING TO BE BUILT, THEY'RE SAVING TAXES ON THE CITY, WHICH IS ABOUT $0.41 PER HUNDRED. THEY'RE SAVING TAXES ON THE SCHOOL DISTRICT, WHICH AT LEAST IN MISD IS ABOUT $1.12 PER HUNDRED.

THEY'RE SAVING IT ON THE COLLEGE, WHICH IS ABOUT $0.08 PER HUNDRED. AND AT THE COUNTY LEVEL, WHICH IS ABOUT $0.15 PER 100. NOW GOD BLESS THE COUNTY. GOD BLESS THE SCHOOL DISTRICT AND GOD BLESS THE COLLEGE. I DON'T CARE ABOUT GIVING UP THEIR TAX BASE. I CARE ABOUT THE CITY OF MCKINNEY TAX BASE, I REALLY DO. SO WHAT I'D LIKE TO SEE IS, TO THE EXTENT WE'RE DOING ANY OF THESE 80% AMI THINGS, THAT WE'RE GETTING A PILOT PAYMENT FROM THESE FOLKS SO THAT THERE IS SOME LIFT GOING ON THERE, AND IT MAY NOT BE A PILOT PAYMENT THAT OFFSETS 100% OF OUR CITY TAXES, BUT IT WOULD BE SOMETHING TO OFFSET THE COST OF COPS, ROADS AND PARKS. AND I GET THERE'S SOME BENEFIT, BUT I JUST DON'T HAVE ANY APPETITE AT ALL FOR ANY MORE OF THESE 80% AMI UNITS COMING IN HERE AND ERODING OUR TAX BASE. SO THAT'S NOT A QUESTION. AND THAT'S WHERE WE KIND OF GO FROM THE MIXED USE LEANING COMMERCIAL TO PRIMARILY THAT RESIDENTIAL. AS WE GET INTO THE HISTORIC DISTRICT, GOING FURTHER WEST, CROSSING HIGHWAY FIVE, WE HAVE TWO TRANSIT VILLAGE DISTRICTS, THE CORE AND THE EDGE. LIKEWISE. NOT RECOGNIZED IN THE MTC, HOWEVER, ARE DISTILLERIES AND SIMILAR THINGS SUCH AS CIDERIES AND BARS. BARS, INTERESTINGLY, ARE NOT ALLOWED ANYWHERE IN MCKINNEY.
