COUNCIL IS DOING A GREAT JOB WITH NEW PENDING LEGACY PROJECTS SUCH AS THE VENUE, THE SURF AND ADVENTURE PARK, JW MARRIOTT RESORT AND OTHERS. BUT WHERE ARE THESE SERVICE INDUSTRY EMPLOYEES GOING TO LIVE? THESE ARE PEOPLE OF THESE PEOPLE OR THOSE PEOPLE AS THEY HAVE BEEN REFERRED TO AND NEED A HELPING HAND. WE HAVE BEEN ONE OF THOSE PEOPLE. I CERTAINLY HAVE BEEN, AND I WOULD VENTURE TO GUESS ALL OF YOU HAVE BEEN AT SOME POINT IN TIME OR A FAMILY MEMBER. AND I'M TALKING ABOUT AFFORDABILITY AND HAVING TO LIVE IN A MULTI-FAMILY UNIT. TODAY, THOUGH, WHAT I WANT TO SPEAK ABOUT IS A PATHWAY TO OWNERSHIP. I DON'T THINK THERE'S ENOUGH OF THOSE TYPES OF DISCUSSIONS GOING ON. AND AT THE END OF THE DAY, I THINK IF YOU'RE WILLING TO WORK FOR IT, EVERYONE DESERVES THEIR SLICE OF THE AMERICAN PIE. SO WE'VE BEEN DOING A CONSTRUCTION CASE STUDY ESSENTIALLY WITH OUR DEVELOPMENT UP IN DENISON. AND WHAT IT COMES DOWN TO IS THE TEST CASE USED 40 FOOT FRONTS WITH AN EFFICIENT LOT PLAN. AND BASED ON THE TAKEOFFS THAT WE'VE GOT, THE DEVELOPMENT WOULD BE ABOUT 180,000 TO 210,000 PER ACRE DEVELOPMENT, OR APPROXIMATELY 36,000 PER LOT VERTICAL COSTS OF CONSTRUCTION STANDARD FINNISH.

WE'RE TALKING ABOUT $120 A FOOT, WHICH IS 180,000 FOR A 1500 SQUARE FOOT HOME AND 216,000 FOR 1800 SQUARE FOOT HOME. HORIZONTAL AND VERTICAL DEVELOPMENT COSTS 216,000 EQUALS 1500 SQUARE FEET, AND 252,018 HUNDRED SQUARE FEET. BUT KEEP IN MIND, I DIDN'T MENTION ANYTHING ABOUT LAND COSTS. SO AND THAT DOESN'T FACTOR IN CITY IMPACT FEES OR INSPECTION FEES OR PROFITS FOR DEVELOPERS. THE BIG BAD DEVELOPERS AREN'T GOING TO DO IT FOR FREE. SO WHEN YOU FACTOR ALL THAT IN, I THINK THAT THERE ARE SOLUTIONS. I THINK IT WOULD TAKE A GOVERNMENT SUPPORT BOTH CITY STATE AND FEDERAL AND CREATIVE FINANCING. BUT THERE ARE WAYS OUT THERE IF WE REALLY WANT TO TACKLE THE ISSUE AND CREATE A PROGRAM WHERE YOU RENT TO OWN. BUT ESSENTIALLY, AS LONG AS YOU HOLD YOUR END OF THE BARGAIN, THEN YOU CAN OWN YOUR OWN HOME. AND I THINK FOR NORTH TEXAS, ESPECIALLY IF WE IF WE LOSE THAT, WE LOSE OUR IDENTITY. UPDATE OF THE COMMUNITY DEVELOPMENT BLOCK GRANT. CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT TO. THANK YOU, MAYOR, TO OUR CITY COUNCIL, TO OUR PUBLIC AND ALSO THE MEMBERS THAT ARE HERE TODAY OF THE COMMUNITY GRANTS ADVISORY COMMISSION. I WANT TO PRESENT TO YOU THE REPORT THAT IS KNOWN AS THE CAPER. EACH YEAR. I APOLOGIZE, I'M SHIRLEY TO BEST COMMUNITY SERVICES ADMINISTRATOR AND ADMINISTRATOR OF THE COMMUNITY DEVELOPMENT BLOCK GRANT. EACH YEAR WE COME TO YOU IN AUGUST AFTER A LONG PROCESS THAT BEGINS IN FEBRUARY, WHERE WE TALK ABOUT THE THINGS THAT WE NEED TO DO, PARTNERSHIPS, HOW ARE WE ARE UTILIZING THE GRANT THROUGH THE UNITED STATES DEPARTMENT OF KNOWN AS HUD. AND SO WHAT WE'RE COMING TO YOU TODAY IS TO JUST GIVE YOU A OVERVIEW, RECAP, NOT ONLY OF WHAT THE CITY HAS DONE AND WHAT WE'VE ACCOMPLISHED, BUT ALSO THE PARTNERSHIPS. THE CAPER IS KNOWN AS A YEAR END REPORT THAT STARTS IN THE SAME FISCAL YEAR THAT WE HAVE WITH THE CITY. IT IS FROM OCTOBER THE 1ST THROUGH SEPTEMBER THE 30TH. SO WE RECENTLY ENDED THAT. YOU HAVE APPOINTED A SEVEN MEMBER GROUP CALLED THE COMMUNITY GRANTS ADVISORY COMMISSION. AND FROM FEBRUARY TO AUGUST THEY GO THROUGH THIS PROCESS TO NOT ONLY PROVIDE FUNDING RESOURCES IN HOUSING, BUT ALSO IN PUBLIC SERVICES AND COMMUNITY DEVELOPMENT THAT WE HAVE, THAT WE RECEIVE FROM CDBG ARE UNDER A NATIONAL OBJECTIVE, AND THAT IS SIMPLY TO BENEFIT LOW TO MID INCOME PERSONS, WHICH END UP BENEFITING THE ENTIRE CITY OF MCKINNEY. THE ELEMENTS OF THIS PROCESS INCLUDES GOALS AND OUTCOMES. NOT ONLY DOES IT INCLUDE RACIAL AND ETHNIC COMPOSITION OF BENEFICIARIES, DETERMINING WHETHER WE'RE SERVING CHILDREN, THOSE OF DIFFERENT BACKGROUNDS OR ETHNICITIES, BUT ALSO AFFORDABLE HOUSING, OR IN THIS CASE, ATTAINABLE HOUSING. WORKING WITH THE HOMELESS AND SPECIAL NEEDS PUBLIC HOUSING. AS WE WORK WITH OUR MCKINNEY HOUSING AUTHORITY MONITORING TO ENSURE THAT WE ARE USING THE FUNDS EFFECTIVELY, ETHICALLY AND USEFULLY FOR OUR CITY. BEING ABLE TO HAVE SUBRECIPIENTS, WHICH ARE KNOWN AS OUR PUBLIC SERVICE AGENCIES, AND BEING ABLE TO ENSURE THAT WE'RE WORKING WITH OUR FINANCE DEPARTMENT AND PROCUREMENT TO ENSURE THAT WE ARE TIMELY, AND ALSO ENSURING THAT OUR AUDITS ARE IN FAVOR. SO, OF COURSE, WE KNOW THAT ANYTIME WE HAVE FEDERAL FUNDING, WE HAVE REGULATORY AND STATUTORY REQUIREMENTS. I AM PLEASED TO TELL YOU THAT EACH YEAR WE MEET THIS REQUIREMENT IN AUGUST, NOT ONLY THROUGH THE FEDERAL GOVERNMENT, BUT ALSO WITH OUR CITY AUDITORS AS WELL, NO MORE THAN 20% OF OUR ENTIRE GRANT IS USED FOR PUBLIC ADMINISTRATION, WHICH ALLOWS US TO BE ABLE TO PROVIDE TRAINING, TO BE ABLE TO HAVE OUR PUBLIC EDUCATION, AND TO BE ABLE TO MOVE THE GRANT FORWARD IN SITUATIONS LIKE THIS, AND ALSO BEING ABLE TO TALK TO THE PUBLIC TO LET THEM KNOW NOT ONLY WHAT WE'RE DOING, BUT ALSO TO ASK WHAT ARE THE NEEDS? EVERY FIVE YEARS WE HAVE THIS ASK KNOWN AS THE CONSOLIDATED PLAN, AND WE ARE COMING TO THE END OF THAT FIVE YEAR PROCESS, WHICH BEGAN DURING THE PANDEMIC. AND SO WE WILL BE COMING TOGETHER TO HAVE THAT DISCUSSION IN THE NEXT YEAR. THIS IS SHOWING YOU THE DISTRIBUTION THAT WE'VE HAD FOR THIS TIME PERIOD. AGAIN, 65% OF OUR FUNDS IS USED IN HOUSING. YOU'VE HEARD ABOUT OUR HOUSING REHABILITATION PROGRAM. ALSO OUR PUBLIC SERVICES PROGRAM, AS WELL AS OTHER RESOURCES. THIS IS LETTING YOU KNOW SOME OF THE ORGANIZATIONS THAT WERE FUNDED WITH CDBG, CASA OF COLLIN COUNTY COMMUNITIES AND SCHOOLS AT CALDWELL COMMUNITY LIFELINE HOPE STORE, WORKING WITH DOMESTIC VIOLENCE PERSONS. SHILOH PLACE BEING ABLE TO ASSIST AT RISK MOTHERS TO PROVIDE TRANSPORTATION. EXCUSE ME.

TRANSITIONAL SUPPORT, THE SAMARITAN INN, AND THEN, AS I MENTIONED BEFORE, OTHER COMMUNITY INVESTMENTS SUCH AS INFRASTRUCTURE. NOT ONLY ARE THESE PROGRAMS TAKING PLACE WITHIN THE EAST PART OF THE OLDER PART OF OUR COMMUNITY, BUT EVERY DISTRICT THAT WE'VE HAD THROUGHOUT THE CITY OF MCKINNEY HAS UTILIZED IN SOME FORM OUR CDBG FUNDS. WE HAD ONE PROGRAM THAT DECIDED THEY DID NOT WANT TO USE THOSE FUNDS. AND EACH YEAR, ALL OF THE FUNDS THAT WE HAVE THAT WE DO NOT USE ARE JUST ROLLED BACK INTO THE NEXT PROGRAM YEAR. SO CURRENTLY THIS YEAR, WE ARE USING LAST YEAR'S FUNDS. THIS IS SHOWING YOU JUST BRIEFLY WHAT OUR REGULAR ALLOCATION IS. RIGHT NOW. WE HAVE IN THIS PAST YEAR, $961,099 AND APPROXIMATELY 179,500 HAS BEEN USED IN THE PAST TO LEVERAGE OUR CDBG PROGRAM, WHICH IS KNOWN AS OUR COMMUNITY SUPPORT GRANT. AND WE THANK YOU FOR THIS ALLOCATION. AND WE ALSO APPRECIATE THE INCREASE THAT WE

HAVE RECEIVED IN THIS COMING YEAR. WHAT ARE SOME OF OUR ACCOMPLISHMENTS THAT WE'VE HAD? WE'VE HAD CITIZEN ENGAGEMENT. WE'VE BEEN ABLE TO WORK WITH THE PUBLIC HOUSING AUTHORITY TO BE ABLE TO FIND OUT WITH THEIR RESIDENTS WHAT ARE THE NEEDS OF OUR COMMUNITY. WE'VE BEEN ABLE TO WORK WITH TRANSITION IN TERMS OF OUR HOMELESSNESS. WE HAD THE MAYOR'S TASK FORCE THAT NOW HAS TRANSITIONED INTO THE MCKINNEY HOMELESS COALITION. AND THEN ALL DURING THAT PROCESS, WE STILL CONTINUE TO WORK WITH HUD FOR TRAINING AND ALSO MEETING OUR REGULATORY REQUIREMENTS.

ASSISTING OUR HOMELESSNESS IS KNOWN AS CONTINUUM OF CARE IN HUD TERMS, AND WE'VE BEEN ABLE TO NOT ONLY ASSIST NONPROFIT ORGANIZATIONS FOR THOSE THAT ARE WORKING WITH HOMELESS, BUT EVEN THOSE THAT ARE AT RISK. SO WE HAVE CITY FUNDS IN WHICH WE'VE BEEN ABLE TO LEVERAGE TO HELP PEOPLE WITH SECURITY DEPOSITS. WE'VE BEEN ABLE TO HAVE A PROGRAM KNOWN AS THE LIFT FUND TO BE ABLE TO HELP PEOPLE TRANSITION FOR DIFFERENT RESOURCES, WHETHER THEY'RE GOING FROM THE SAMARITAN IN OR MOVING INTO ANOTHER LOCATION, SUCH AS A NEW APARTMENT. WE'VE BEEN ABLE TO DO THIS NOT ONLY WITH OUR CITY FUNDS AND OUR FEDERAL FUNDS, BUT ALSO THROUGH THE PARTNERSHIPS AND IN-KIND SUPPORT THAT WE'VE HAD. IN OUR CITIZEN PARTICIPATION. WE JUST WANT TO BE ABLE TO GIVE YOU JUST A PICTORIAL VIEW OF SOME OF THE SERVICES THAT WE'VE BEEN ABLE TO PROVIDE OVER THE YEARS, BEING ABLE TO ALSO TALK ABOUT FAIR HOUSING. ONE OF THE KEY THINGS THAT'S VERY IMPORTANT WITH THIS IS NOT ONLY ARE WE ABLE TO PROVIDE THIS IN TERMS OF WHAT'S REQUIRED UNDER THE GRANT, BUT IT GIVES STANDS TO BE ABLE TO LET THE CITY KNOW THAT WE ARE ABLE TO HAVE A PRICE POINT OF DIFFERENT TYPES OF HOUSING FOR ANY STAGE OF A PERSON'S LIFE, FOR ANY INCOME. AND SO WE'VE BEEN ABLE TO DO THIS THROUGH NOT ONLY OUR CITY PROGRAMS IN TERMS OF HOUSING SERVICES, BUT ALSO AS WE REPORT ON THE CAPER. IT ALSO INCLUDES WHAT WORKS FOR THE MCKINNEY HOUSING AUTHORITY, ALSO OUR OTHER RESOURCES AND PARTNERS THAT WE'VE HAD AS WELL. SO AS WE COME TO A CLOSE, WE JUST WANT TO BE ABLE TO SHOW YOU SOME OF THE THINGS THAT WE'VE BEEN ABLE TO DO WITH OUR HOUSING REHABILITATION PROGRAM, BEING ABLE TO LET YOU KNOW THAT WE HAVE CELEBRATED NATIONALLY 50 YEARS IN AUGUST, AND ALSO JUST LAST MONTH, 20 YEARS IN THE CITY OF MCKINNEY. WE'VE BEEN ABLE NOT ONLY TO ASSIST OUR SENIORS, OUR FAMILIES, OUR INDIVIDUALS. WE'VE BEEN ABLE TO PROVIDE INFRASTRUCTURE. WE'VE BEEN ABLE TO HAVE SUPPORT THROUGH OUR PUBLIC PRESENTATIONS, AND MOST IMPORTANTLY, BEING ABLE TO SHOW THE PUBLIC THAT WE ARE UTILIZING THESE FUNDS THE WAY THEY DESERVE AND NEED TO. THAT THE REASON FOR THE BOND WAS TO BE PUT ON THE BALLOT FOR A VOTE WAS BECAUSE, AND I QUOTE, LET'S LEAVE IT TO THE CITIZENS TO SPEAK WITH THEIR VOTE ON WHETHER THEY WANT COMMERCIAL SERVICE AT TKI. SO THE CITIZENS SPOKE, AND WHEN THE VOTE DIDN'T TURN OUT AS EXPECTED, THE TUNE SUDDENLY CHANGED. AND NO LONGER WAS IT LET THE VOTERS KNOW BEST. BUT NOW THE VOTERS GOT IT WRONG.

AND THE LATEST NARRATIVE GOING AROUND SOCIAL MEDIA AND NEXT DOOR IS THE VOTERS ONLY SAID NO TO THE BOND MONEY AND NOT TO THE COMMERCIAL SERVICE. NO MAYOR AND CITY COUNCIL, RESPECTFULLY. THE NO VOTE WAS FOR BOTH USING TAXPAYER MONEY FOR A COMMERCIAL AIRPORT EXPANSION, AND ESPECIALLY THE EXPANSION ITSELF. IT'S NOT LOGICAL TO THINK ANYTHING ELSE. AND THE VOTERS SAID THIS TO THE TUNE OF 58 TO 42. AND TO CLARIFY, THE 58 TO 42 IS NOT A LOUD MINORITY IN MATH CLASSES THAT I TOOK A MAJORITY. IT'S A MAJORITY. IT'S A MANDATE. AND TO SAY ANYTHING ELSE, IT'S JUST PROPAGANDA. AND THE SAD ATTEMPT TO PULL THE ROSE COLORED GLASSES OVER OUR EYES. IT'S NOT WORKING. THE MORE WAS THE CITY COUNCIL USING THE MEDC AND THE MCDC AS A BANK TO CONTINUE TO FUND IMPROVEMENTS TO THE AIRPORT REGARDING THE COMMERCIAL EXPANSION, TO THE TUNE OF $5.6 MILLION. YES. CITIZENS OF MCKINNEY, YOUR ELECTED OFFICIALS THAT YOU SUPPOSED TO BE REPRESENTING YOU. WHEN YOU TOLD THEM NO, THEY SAID THEY CIRCUMVENTED YOUR LOUD MAJORITY VOTE AND WENT AROUND YOU TO DO IT ANYWAY. I ENCOURAGE THE CITIZENS OF MCKINNEY TO DIG DEEP TO THE NUMBERS THAT HAVE BEEN PRESENTED TO SUPPORT THE EXPANSION OF COMMERCIAL SERVICE.

THE REALITY IS THAT WITH ONLY 6 TO 10 FLIGHTS A DAY, YOU'RE STILL GOING TO DRIVE THE 35 TO 45 MINUTES TO THESE AIRPORTS, BECAUSE IT'S GOING TO BE THE COST THAT DETERMINES YOUR CHOICE. IT'S NOT THE DRIVE. AND THEN IN MY LAST FEW MOMENTS, I THINK I'VE SAID IT BEFORE, PUT IT ON THE BALLOT. THE ACTUAL QUESTION OF IF THERE'S A THIRD AIRPORT IN THIS AREA THAT'S NEEDED, IS IT YET? THEY'D REALLY ENJOY COMING TO MCKINNEY, AND WE'RE EXCITED TO HAVE THEM. CITY HALL IS OPENING SOON, SO FIRST WEEK OF JANUARY BASICALLY. WELL, I SHOULD SAY THE FIRST FULL WEEK, JANUARY 6TH IS THE WEEK THAT WE WILL BE MOVING IN. WE WILL HAVE OUR COUNCIL MEETING. COUNCIL MEETINGS IN JANUARY WILL BE AT THIS LOCATION WE'VE GOT WE WANT TO MAKE SURE WE WORK THROUGH THE TECHNOLOGY ISSUES, AND WE'RE GOING TO BE IN THE MIDDLE OF A MOVE. SO IT WOULDN'T BE A GOOD IDEA TO HAVE OUR COUNCIL MEETING AT THE NEW CITY HALL IN JANUARY. WE ARE AIMING FOR THE SECOND COUNCIL MEETING IN FEBRUARY AT THE NEW COUNCIL CHAMBER. IT IS BEAUTIFUL. IT'S A BEAUTIFUL FACILITY. THE PUBLIC, I THINK, IS GOING TO REALLY EMBRACE IT AND BE PROUD OF THE NEW CITY HALL. BUT STAFF WILL BE MOVING. THERE WILL BE SOME MINOR INTERRUPTIONS. JANUARY 6TH, FOR EXAMPLE. THAT WILL BE A MONDAY. WE'RE GOING TO BE MOVING THAT DATE. IF IT TAKES A LITTLE LONGER TO GET A RESPONSE, BEAR WITH US. WE WILL BE BACK IN FULL MOTION ON THE SEVENTH FOR THE CITY MANAGER'S OFFICE. SOME OF THE OTHER DEPARTMENTS WILL BE MOVING THE FOLLOWING WEEK. SAME THING, BUT WE'RE DOING OUR BEST TO KEEP IT AS SEAMLESS AS POSSIBLE. BUT IT IS AN EXCITING TIME TO HAVE OUR FOLKS TOGETHER. THAT'S ALL I HAVE, SIR. ALL RIGHT, I WON'T GO THROUGH WHAT EVERYONE'S ALREADY COVERED OTHER THAN QUICKLY. YEAH THE PARADE WAS FANTASTIC. AND STAFF DOES SUCH A GREAT JOB. AND I THOUGHT THE ATTENDANCE WAS THEY SAY LARGER THAN IT'S BEEN IN ANY PREVIOUS YEARS. SO THAT WAS GREAT. CERTAINLY PART OF THAT'S THE WEATHER. BUT I THINK IT'S JUST OUR EVENTS CONTINUE TO GROW IN POPULARITY AS PEOPLE GET TO EXPERIENCE THEM AND EXPERIENCE THEM AND SPREAD THE WORD. I ALSO LOVE THIS MORNING AT FABIAN. I WANTED TO SHOW THEM THAT THOUGH THAT, YOU KNOW, AS YOU MIGHT IMAGINE ON COUNCIL, EVERYONE WAS IN FAVOR OF, WELL, NO UNIFORMS. THEY WERE IN FAVOR OF RECESS AND IN FAVOR OF INCREASING LUNCH. SO I TOOK AN OPPOSING POSITION JUST TO TRY TO, YOU KNOW, GIVE THEM THE REAL EXPERIENCE OF WHAT HAPPENS. AND I FINALLY, WHEN I ACQUIESCED TO INCREASING OR BRINGING BACK RECESS, I SUGGESTED THAT WE INCREASE THE TIME IN SCHOOL, DELAY THE, YOU KNOW, INCREASE CLASSES AND KEEP THEM IN SCHOOL UNTIL 530. SO WE COULD HAVE THE RECESS AND ALL OF A SUDDEN PLACE CAME, WENT NUTS, AND THEY DIDN'T WANT RECESS ANYMORE. FOR A MINUTE, IF IT MEANT HAVING EXTRA, EXTRA SCHOOL TIME. BUT WE VOTED AND THEY WON THAT VOTE THREE ONE. I WAS ON THE LOSING END OF THAT, SO THEY GOT RECESS AND NO EXTENDED CLASSES. BUT IT WAS GREAT. THEY WERE THEY WERE SO ENGAGED. YOU KNOW, ANOTHER PERSON THAT PASSED AWAY IN THE COMMUNITY IS DOTTIE STEPHENS. I JUST LEARNED THAT TODAY. I DIDN'T REALIZE SHE PASSED AWAY A FEW WEEKS AGO. AND DOTTIE WAS SOMEONE THAT WAS WAS OFTEN ENGAGED IN THE CITY AND CITY THINGS JUST WAS, WAS WAS A VOICE IN THE COMMUNITY AND CERTAINLY CARED ABOUT CITY OF MCKINNEY. SO I KNOW MANY WILL MISS WE'LL MISS HER. I JUST I REALLY WANTED TO JUST END WITH IS WE HAD A PRESENTATION AND ONLY A FEW PEOPLE I SEE HERE WERE HERE THIS MORNING OR EXCUSE ME, THIS AFTERNOON AT WORK SESSION, BUT OUR FIRE DEPARTMENT GAVE A PRESENTATION ON IMPROVING CARDIAC SURVIVABILITY, TALKED ABOUT ALL THE THINGS THAT THEY'RE DOING. ONE OF THE THINGS IS, IS THEY HAVE REALLY WORKED ON IDENTIFYING WAYS AND SUCCESSFULLY IDENTIFYING WAYS TO CUT DOWN THE TIME FROM WHEN THEY GET A CALL ON A CARDIAC ARREST, GETTING SOMEONE IN ROUTE, AND THEY'VE ALMOST CUT THAT TIME IN HALF SINCE THEY STARTED THIS PROGRAM. THEY TALKED ABOUT SOME OF THE OTHER THINGS THEY'VE

DONE, BUT BEFORE THAT WAS RECOGNITION OF CITY STAFF. BY THE BY BOTH POLICE AND, AND FIRE DEPARTMENT ON EMERGENCY RESPONSE AND LIFESAVING EFFORTS. AND WE GOT TO BE HERE AS A GENTLEMAN BY THE NAME OF CHRIS GOT UP AND WALKED OVER AND SHOOK THE HANDS OF EVERYONE THAT SAVED HIS LIFE.

AND SO THOSE VERY FIRST RESPONDERS THAT WERE RESPONSIBLE FOR SAVING HIS LIFE, THE POLICE WHO WERE FIRST ON THE SCENE AND THEN THE EMS WHO CAME AFTER, SAVED THIS MAN'S LIFE. AND HE WAS HERE TO THANK HIM. AND THEN HE GOT TO WRITE HIS NAME. THEY HAVE A THEY HAVE A 737 OR SOME BIG JET WITH ALL THE SEATS. AND THEY WANT TO THEIR GOAL IS TO FILL EVERY SEAT WITH A SURVIVOR HERE IN THE CITY OF MCKINNEY. AND SO THAT GENTLEMAN WENT UP AND WROTE HIS NAME ON ONE OF THE SEATS, BECAUSE HE IS NOW ON THAT SURVIVOR JET. AND IT WAS VERY HEARTWARMING TO SEE THAT, AND AT THE SAME TIME MAKES US ALL VERY PROUD. I'M SURE I SPEAK FOR EVERYONE IN THIS ROOM OF OUR POLICE AND FIRE, AND THE AND THE DEDICATION EFFORT THEY PUT INTO JUST INCREASING SURVIVABILITY RATES IN OUR COMMUNITY BY PUTTING IN THE TIME AND DEDICATION AND EDUCATION AND EFFORTS TO IMPROVING EVERY PROCESS POSSIBLE TO INCREASE CHANCES.
