WE CAN LEASE LAND TO THEM, BUT WE OWN IT. THAT'S THE WAY IT'S GOT TO BE. GENERAL OBLIGATION DEBT WAS THE CHEAPEST WAY TO GO BY. OUR VOTERS SAID NO, AND I'M GOING TO RESPECT THAT. ANOTHER WAY TO DO IT IS WHAT'S CALLED A P3 PUBLIC PRIVATE PARTNERSHIP. NOW THAT IS A GOOD IDEA TO ENTERTAIN. BUT I'VE GOT ONE DIFFICULTY WITH THE ONES THAT I'VE SEEN, AND THAT IS THAT THEY WANT ESSENTIALLY A GUARANTEE FROM THE CITY TO PAY THEM A RENT PAYMENT BACK. THAT GUARANTEE GOES AGAINST OUR PROPERTY TAXES. AND THE VOTERS SAID NO. NOW THAT LEAVES LEFT ME WITH KIND OF A COUPLE WAYS TO DO THIS. AIRPORT REVENUES. WE CAN BOND AIRPORT REVENUES. YOU SEE DFW OUT THERE BUILDING A $130 MILLION NEW RUNWAY AND ALL THIS NEW TERMINAL AND EVERYTHING. THEY'RE BONDING [00:55:03] THEIR AIRPORT REVENUES. WE'VE BONDED OUR AIRPORT REVENUES. AND WHAT WE'VE WHAT WE'VE INVESTED IN IS NEW CORPORATE HANGARS FOR THE GENERAL AVIATION SIDE OF THIS AIRPORT. IT'S GOOD BUSINESS FOR US. THIS AIRPORT MAKES MONEY. IT MAKES TAX REVENUE. IT HAS ECONOMIC IMPACT, WHICH IS MORE NEBULOUS. AND IT PAYS FOR EVERY DIME OF ITS OWN EXPENSES, PLUS SOME. WHEN YOU SEE OUR AIRPORT MANAGER THERE, KEN CARLY, HIS SALARY IS PAID FOR BY IT. WHEN YOU SEE ALL THE OTHER STUFF WE'VE GOT, THAT'S ALL PAID FOR BY IT. THIS DOESN'T COST US ANYTHING. DID IT EVER COST THE CITY ANYTHING? YES, SIR. BACK AT MR. HUFF'S DAY, THERE WAS A SUBSIDY FROM THE GENERAL FUND TO DO THIS. THE AIRPORT IS PROFITABLE NOW. NOW EVERYBODY DOESN'T LIKE THE AIRPORT. THERE'S A LOT OF PEOPLE WHO LIVE SOUTH OF HERE THAT REALLY DON'T LIKE THE AIRPORT. AND YOU KNOW WHAT? I DON'T BLAME THEM. IF I WERE THERE, I WOULDN'T LIKE THE AIRPORT. THAT'S THE DEAL I WANT IN ORDER TO MOVE THIS FORWARD TO DO THE FUNDING MECHANISM. BUT SEATTLE HAS A POPULATION OF 4.1 MILLION PEOPLE. THAT'S THE GENERAL METRO AREA. THEY HAD ONE AIRPORT, NOW THEY GOT TWO. WE GOT 8.2 MILLION IN DFW. WE GOT TWO AIRPORTS. ONE OF THEM AIN'T GROWING. THIS IS THE NEXT ONE. IT'S NOT SHERMAN. IT'S NOT EXECUTIVE. THIS IS THE NEXT ONE AND IT'S GOING TO GET THERE. THE ONLY QUESTION I HAVE IS WHEN. BUT THE BUMPERS THAT I'M PUTTING UP DEAL WITH. IF THIS IS IMPORTANT FOR THE ECONOMIC IMPACT OF THIS AREA, AND IT IS IF THIS IS IMPORTANT TO THE TRAVELER, WHICH IT IS. I HAD A GUY AT THE GYM YESTERDAY WHO I MET AND HE SAID HE ASKED ME ABOUT THE AIRPORT AND I EXPLAINED THE KIND OF STUFF I'VE EXPLAINED TO YOU. AND HIS EYES GOT KIND OF GLASSED OVER. AND I SAID, YOU KNOW, I DON'T WANT TO IMPACT THE TAXPAYER, THE CITY OF MCKINNEY. AND HE SAID, OKAY, OKAY, CAN WE PUT ON A NEW TAX TO DO IT? NO. WHY DO YOU WANT THAT? WELL, BECAUSE HE WAS THERE AT THANKSGIVING AT DFW IN GRIDLOCK. AND ANY OF YOU ALL SAW THAT IT WAS GRIDLOCK. PEOPLE WERE RUNNING UP AT THE CURLICUE THINGS FOR THE EXITS TO GET TO THE GATES. I DON'T KNOW WHAT THE HELL THEY DID WITH THEIR CARS. I GUESS THEY HAD PEOPLE DRIVING THEM. BUT THERE IS NO ALTERNATIVE. THIS IS GOING TO HAPPEN. BUT THIS IS A LOW TRUST TIME IN POLITICS. YOU KNOW THAT. AND I SURE KNOW THAT. SO THE TAXPAYERS CAN TRUST ME TO NOT INVADE THEIR PROPERTY TAXES ON THIS OR INVADE THE CREDIT OF THE CITY. BUT I WILL TELL YOU, THIS IS GOING TO HAPPEN.
