SESSION ITEM NUMBER 252407 UPDATE REGARDING CELLULAR TOWERS AND SOUTHWEST MCKINNEY. THANK YOU MA'AM. MICHAEL QUINT, EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES I HAVE A BRIEF UPDATE. WHAT? I HAVE A BRIEF UPDATE ON CELL SERVICE CELL TOWERS IN SOUTHWEST MCKINNEY. A COUPLE OF THINGS I'M SURE THAT YOU GUYS HAVE HEARD. I KNOW WE'VE HEARD A COUPLE OF COMMENTS. MAYBE THE CELL COVERAGE DOWN THERE ISN'T NECESSARILY THE GREATEST. SO I WANT TO GIVE YOU A BRIEF UPDATE. TALK THROUGH WHAT'S CHANGED, WHAT'S COMING, WHAT FOLKS CAN EXPECT IN THE NEAR FUTURE. SO BEFORE I JUMP INTO THAT, I DO WANT TO MAKE ONE KIND OF CLARIFYING COMMENT. SO THE HEADING ON THIS ITEM SAYS CELL TOWERS. YOU SEE IN THE PRESENTATION ABOVE IT SAYS TELECOMMUNICATIONS STRUCTURES. I'M GOING TO FLUCTUATE BETWEEN THE TWO. THEY'RE ONE AND THE SAME. A CELL TOWER IS A TELECOMMUNICATION STRUCTURE.

TELECOMMUNICATION STRUCTURE IS JUST THE TECHNICAL TERM THAT'S IN OUR CODE. SO IF YOU HEAR ME SAY BOTH TALKING ABOUT THE SAME THING. SO SOUTHWEST MCKINNEY, WHERE IS THAT SPECIFICALLY. SO WHAT WE'RE TALKING ABOUT IS ABOUT THE 4000 ACRES GENERALLY LOCATED ON THE EAST SIDE OF CUSTER, SOUTH OF SILVERADO, SOUTH OF MCKINNEY RANCH, AND NORTH OF STATE HIGHWAY 121. SO ABOUT 38,000 PEOPLE CALL THAT AREA OF MCKINNEY HOME RIGHT NOW. SO RIGHT NOW THERE ARE ONLY THREE REGISTERED CELL TOWERS IN THAT VICINITY, AND TWO OF THEM ARE ALMOST RIGHT NEXT TO EACH OTHER. SO NOT PROVIDING A LOT OF WIDE RANGING CELL COVERAGE THERE. BUT BEFORE WE GET INTO KIND OF WHY THOSE CELL TOWERS MATTER, I DO WANT TO POINT OUT A COUPLE OF THINGS. CELL COVERAGE IS NOT A CITY SERVICE. SO A LOT OF FOLKS WILL CALL YOU GUYS. THEY'LL CALL US AND SAY, HEY, THE CELL SERVICE IN MY NEIGHBORHOOD OR IN MY AREA OF MCKINNEY IS TERRIBLE. WHAT ARE YOU GUYS DOING ABOUT IT? IT IS A PRIVATE UTILITY, MUCH LIKE YOUR HOMES. GAS, ELECTRIC, TELEPHONE.

NOT SOMETHING NECESSARILY THAT WE PROVIDE OR HAVE A LOT OF SAY IN. THE OTHER THING, THE NUMBER AND SITING OR TIMING OF WHERE THESE THINGS POP UP, NOT MUCH TO DO WITH US. NOW. WE DO HAVE A SMALL PIECE IN THAT, AND I'LL TALK ABOUT IT HERE IN A FEW SECONDS. BUT MOST OF THAT IS DICTATED BY THE CELL COMPANIES. THEY'LL DO PROPAGATION MAPS, THEY'LL SEE GAPS IN THEIR COVERAGE. THEY'LL PARTNER TOGETHER WITH A CELL TOWER CONSTRUCTION COMPANY. THEY'LL GET THE TOWER PUT UP, THEY'LL PUT THEIR ANTENNAS ON AND BOOM, THERE YOU GO. YOU GOT INCREASED COVERAGE. SO DON'T HAVE THE CITY DOES NOT HAVE A LARGE ROLE IN THAT PROCESS EITHER. AND THEN OBVIOUSLY I THINK IT GOES WITHOUT SAYING, BUT I'LL SAY IT ANYWAY. JUST BECAUSE YOU SEE A CELL TOWER DOESN'T MEAN YOUR CELL COVERAGE WILL IMPROVE. IF YOUR CELLULAR PHONE PROVIDER DOESN'T PUT THEIR ANTENNAS ON THAT TOWER, YOU'RE NOT GOING TO SEE IMPROVED COVERAGE. FOR EXAMPLE, I HAVE AT&T. IF I'M IN AN AREA THAT DOESN'T HAVE AT&T ANTENNAS ON A CELL TOWER, I'M NOT GOING TO SEE IMPROVED SERVICE. VERIZON, T-MOBILE, SOMEBODY ELSE MIGHT, BUT I WON'T. SO I WANT TO MAKE SURE THAT'S CLEAR. SO WHAT'S CHANGED OVER THE LAST COUPLE OF YEARS AND WHAT'S CHANGING GOING FORWARD? SO I THINK THE BIGGEST THING THAT WE NEED TO MENTION IS THE ADOPTION OF THE UNIFIED DEVELOPMENT CODE IN NOVEMBER OF 22. THAT BASICALLY MADE IT WAY EASIER TO GET CELL TOWERS PUT UP IN THE CITY OF MCKINNEY. SO PRIOR TO THAT POINT, ALMOST EVERY CELL TOWER THAT YOU SAW ERECTED IN THE CITY OF MCKINNEY REQUIRED SOME SPECIAL APPROVAL, A SPECIFIC USE PERMIT CONSIDERATION BY PLANNING AND ZONING COMMISSION, AND ULTIMATELY ACTION BY THIS BOARD. HOWEVER, IN NOVEMBER OF 22, WITH THE COUNCIL'S ADOPTION OF THAT UDC, WHAT WE DID WAS WE MADE CERTAIN CELL TOWERS ALLOWABLE EVERYWHERE. FOR EXAMPLE, LOW RISE TELECOMMUNICATION STRUCTURES, BASICALLY 40FT AND LESS ARE ALLOWED BY RIGHT. NO SPECIAL APPROVAL IN EVERY ZONING DISTRICT IN THE CITY OF MCKINNEY, HIGH RISE TELECOMMUNICATION TOWERS, THOSE TOWERS THAT ARE TALLER THAN 40FT DO STILL REQUIRE THAT SPECIAL APPROVAL, THAT SPECIFIC USE PERMIT APPROVAL THAT DOES REQUIRE CONSIDERATION BY PLANNING AND ZONING, AND THEN ULTIMATE CONSIDERATION BY THIS BOARD. BUT THEN WE ALSO HAVE

THIS QUIRKY THING CALLED STEALTH TOWERS. AND STEALTH TOWERS COULD BE A NUMBER OF THINGS. THEY COULD BE ANTENNAS THAT ARE MOUNTED INSIDE A BUILDING THAT YOU CAN'T SEE THEM. THOSE ARE STEALTH AND ALLOWED BY RIGHT IN EVERY ZONING DISTRICTS. LET'S SAY ANOTHER EXAMPLE MIGHT BE AND WE'LL TALK ABOUT ONE OF THEM BEFORE OR LATER, IS A CELL TOWER THAT DOESN'T LOOK LIKE A CELL TOWER OR SOME OTHER CONFIGURATION THAT YOU CAN'T SEE THE ANTENNAS. AND THIS IS A NEW CHANGE THAT WAS JUST ADOPTED IN NOVEMBER 22ND, BECAUSE WE RECOGNIZE THERE ARE SOME AREAS OF THE CITY THAT COULD STAND TO HAVE BETTER COVERAGE. AND SINCE THAT ADOPTION, WE'VE BEEN WORKING ON THREE NEW CELL TOWERS THAT I WANT TO TALK SPECIFICALLY ABOUT TONIGHT IN SOUTHWEST MCKINNEY SPECIFICALLY. SO THE AREA THAT I MENTIONED BEFORE, EAST OF CUSTER, SOUTH OF SILVERADO, SOUTH OF MCKINNEY RANCH AND NORTH OF SAM RAYBURN TOLLWAY, SHOWN OUTLINED IN RED. THE TWO TOWERS THAT I MENTIONED THAT WERE ALREADY EXISTING VERY CLOSE TO EACH OTHER. YOU CAN SEE THEM NORTH OF STACY ROAD, JUST EAST OF ALMA. IF YOU DRIVE BY AND DRIVE BY THAT AREA, YOU'VE SEEN THEM BEFORE. AND THERE'S ALSO AN EXISTING CELL TOWER DOWN THERE BY A UTILITY SUBSTATION OR AN ELECTRIC SUBSTATION JUST SOUTH OF COLLIN MCKINNEY PARKWAY. THE THREE TOWERS THAT ARE UNDER CONSTRUCTION, THERE'S ONE ON COLLIN MCKINNEY PARKWAY. THERE'S ONE OVER BY THE STAR CENTER, AND THEN THERE'S ANOTHER ONE, OUR ELEVATED STORAGE TANK THAT WE'RE BUILDING ON STACY ROAD. SO A LITTLE BIT ABOUT THE THREE THAT ARE UNDER CONSTRUCTION RIGHT NOW. SO FIRST OFF STACY ROAD ELEVATED STORAGE TANK, BIG 200 PLUS TALL STRUCTURE. WE WILL HAVE CO-LOCATION OPPORTUNITIES UP TO ABOUT 140FT IN HEIGHT. WE ANTICIPATE THAT THAT WILL BE OPEN FOR CO-LOCATION OPPORTUNITIES IN THE FIRST PART OF 2026. THE NEXT ONE I WANT TO DRAW YOUR ATTENTION TO IS THE TPC CRAIG RANCH CELL TOWER. SO IT'S A IT'S GOING TO BE ABOUT 200 OR 115FT TALL. CO-LOCATION OPPORTUNITIES FOR FIVE CARRIERS. AND WE ESTIMATE THAT THAT TOWER WILL BE UP AND OPERATIONAL IN APRIL OF THIS YEAR. NOW, AGAIN, I WANT TO STRESS, JUST BECAUSE YOU SEE THE TOWER DOESN'T MEAN ANTENNAS HAVE BEEN MOUNTED TO IT. IT DOESN'T MEAN THAT YOU'RE GOING TO SEE INSTANT CELL COVERAGE IMPROVEMENTS. THEY ACTUALLY HAVE TO GO AND INSTALL THEIR EQUIPMENT, ONE ON THE TOWER AND THEN AT THE BASE OF THE TOWER THUS FAR ON THE TPC CRAIG RANCH, THE ONLY EQUIPMENT THAT WE'VE SEEN A PERMIT FOR IS AT&T. SO NO VERIZON, NO T-MOBILE, NOT YET AT LEAST. AND THEN LAST BUT NOT LEAST, THE CRAIG RANCH, THE STAR CENTER. SO THAT ONE IS ACTUALLY UNDER REVIEW BY STAFF RIGHT NOW. WE ANTICIPATE THAT IT WILL BE IN FRONT OF PLANNING AND ZONING COMMISSION FOR APPROVAL OF A SPECIFIC USE PERMIT LATER THIS MONTH, AND THE FIRST PART OR THE FIRST MEETING IN MARCH SHOULD BE IN FRONT OF CITY COUNCIL FOR CONSIDERATION IN THAT CASE, OR THAT SPECIFIC TOWER WILL HAVE OPPORTUNITIES FOR THREE CO-LOCATIONS, AND WE'RE NOT QUITE SURE WHEN IT'LL GO TO CONSTRUCTION, BUT AGAIN, WILL BE IN FRONT OF THE CITY COUNCIL FIRST MEETING IN MARCH. WE'RE HEARING AUGUST. IT WILL GO TO CONSTRUCTION LIVE BY AUGUST. SO LIVE IN AUGUST. BUT STILL THE COMING TO US FOR AN SP NEXT MONTH? YES, SIR. OKAY. WHY IS THIS ONE REQUIRING AN SP HEIGHT? OKAY. YES, MA'AM. IT'S OVER.

IT'S ONE NOT STEALTH AND TWO OVER THAT 40 FOOT THRESHOLD. SO IT REQUIRES AN SP. THE ONE MENTION OR I MENTIONED ON A PREVIOUS SLIDE, THE STEALTH TOWER. THAT IS THE TPC CRAIG RANCH TOWER. IT'S KIND OF A TRIANGULAR SHAPE. YOU CAN'T REALLY SEE IT ON THE DIAGRAM. IT LOOKS FLAT, BUT IT'S KIND OF A MONOLITH STRUCTURE. IT ALMOST. I DON'T KNOW HOW TO DESCRIBE IT, BUT IT'S A TRIANGULAR STRUCTURE. IT DOESN'T LOOK LIKE A CELL TOWER, LIKE AN OBELISK OBELISK.

ABSOLUTELY. YEAH. MORE LIKE AN OBELISK. SO WOULD THE WOULD THE AT&T EQUIPMENT BE VISIBLE TO PEOPLE LOOKING AT IT, OR IS IT SOMETHING THAT WOULD BE INTERNAL SOMEHOW AND IT DOESN'T EVEN LOOK LIKE A CELL TOWER? YEAH. SO THE AT&T EQUIPMENT WILL BE INTERNAL TO THE OBELISK STRUCTURE. YOU WON'T SEE IT. BUT IF YOU DRIVE UP ON THE BASE, YOU'LL SEE CABINETS ON THE GROUND SURROUNDED BY A LITTLE SCREENING DEVICE. YOU WON'T KNOW THAT IT'S AT&T OR VERIZON. IT'LL JUST LOOK LIKE ELECTRICAL EQUIPMENT SITTING ON THE GROUND. BUT JUST LOOKING AT THE TOWER, YOU WON'T KNOW WHO WHICH CARRIER IS IN THAT TOWER OR NOT. AND YOU WOULDN'T KNOW IF THERE'S ZERO CARRIERS OR 4 OR 5, RIGHT? BECAUSE IT'S ALL JUST THE OBELISK THAT YOU'RE SEEING. AND SO YOU'D HAVE TO DO SOME DUE DILIGENCE ON THE GROUND TO SEE WHAT'S THERE. THAT SITE WE ARE OBVIOUSLY, SINCE WE OWN THE PROPERTY, WE HAVE A LITTLE MORE LATITUDE WITH THE SCREENING AND ALL THE LOCATION. IT'S GOING TO BE BACK TOWARDS THE CREEK THERE.

WE HAVE PEOPLE WHO CAN'T MAKE PHONE CALLS INSIDE OF HOMES, WHICH MEANS IN TODAY'S WORLD, THEY PROBABLY CAN'T CALL EMERGENCY SERVICES IN THEIR HOMES BECAUSE THEY DON'T HAVE PHONE LINES. YOU KNOW, MOST PEOPLE DON'T EVEN HOOK UP A PHONE LINE ANYMORE. AND SO FROM THE STANDPOINT OF OPPORTUNITIES TO KIND OF GET IN FRONT OF, I GET THAT, YOU KNOW, IT'S JUST LIKE ALL THE OTHER PRIVATE DEVELOPERS, BUT ALL THOSE OTHER PRIVATE DEVELOPERS HAVE EASEMENT RIGHTS AND THINGS LIKE THAT THAT THEY CAN UTILIZE. AND WE KIND OF STIMULATED THAT A LITTLE BIT. THIS ONE DOES STILL HAVE BARRIERS. IS THERE WAYS THAT WE CAN COME AROUND IT LIKE THIS, YOU KNOW, SITE THAT WE DID, YOU KNOW FINDING WAYS TO ENSURE THAT AT LEAST FROM THE INFRASTRUCTURE BARRIERS THAT EXIST, WE TRY TO CLEAR THOSE AND THEN IT BECOMES AN ISSUE OF THEY'RE JUST NOT PUTTING UP, YOU KNOW, MARKERS LIKE HOW WE HOW WE DETERMINE WHERE WATER TOWERS ARE, HOW WE DETERMINE WHERE FIRE STATIONS ARE, THAT WHERE THEY'RE SPREAD OUT IN A WAY THAT WE'VE GOT KIND OF THIS ABILITY.
