WHEREAS FOLLOWING AN ACCOMPLISHED RECORD OF LOCAL GOVERNMENT SERVICE WITH THE CITIES OF DE PERE AND GREEN BAY, WISCONSIN, AND THE VILLAGE OF ORLAND PARK, ILLINOIS, KIM FLOM WAS NAMED AN ASSISTANT CITY MANAGER WITH THE CITY OF MCKINNEY, TEXAS IN JANUARY OF 2020, ADDING AN EXPANSIVE KNOWLEDGE AND EXPERIENCE IN THE AREAS OF PLANNING, ECONOMIC DEVELOPMENT, AND GOVERNMENTAL MANAGEMENT. AND WHEREAS, ON THE HEELS OF MANAGER FLOM'S ARRIVAL, THE CITY OF MCKINNEY, LIKE MUCH OF THE WORLD, WAS STRUCK BY THE COVID 19 PANDEMIC. AND WHEREAS, DURING MANAGER FLOM'S TIME IN MCKINNEY, THE CITY HAS CONTINUED TO GROW AND CHANGE RAPIDLY, WITH THE POPULATION INCREASING FROM 198,507 TO 224,043 PEOPLE, TWO SQUARE MILES OF LAND BEING ANNEXED INTO THE INCORPORATED LIMITS, AND THE NEW CONSTRUCTION OF NEARLY 7000 SINGLE FAMILY DWELLING UNITS AND NEARLY 450 NON RESIDENTIAL BUILDINGS, VALUING $5.6 BILLION. AND WHEREAS MANAGER FLOM'S RESPONSIBILITIES HAVE INCLUDED THE CITY DEPARTMENTS OF DEVELOPMENT SERVICES, HOUSING AND COMMUNITY SERVICES.

THE CITY IS THE SCHOOLS. IT'S THE CHURCHES. IT'S THE NONPROFITS. IT'S ALL OF THE RESIDENTS. THAT'S WHAT MAKES A CITY. AND I'M JUST I FEEL REALLY LUCKY TO BE PART OF ALL OF IT.

MARGARET LEE, HOUSING AND COMMUNITY DEVELOPMENT DIRECTOR. TONIGHT I'LL BE PRESENTING TO YOU THE AFFORDABLE HOUSING SCORECARD. JUST AS A REMINDER, THE DRAFT OF THE SCORECARD WAS PRESENTED TO COUNCIL IN DECEMBER WITH SOME INITIAL FEEDBACK PROVIDED TO STAFF. AND SINCE THEN WE HAVE REVISED THE SCORECARD IN COLLABORATION WITH THE MCKINNEY HOUSING AUTHORITY.

SO I KNOW THIS SLIDE LOOKS VERY FAMILIAR TO ALL OF YOU. BUT JUST TO PROVIDE CONTEXT IN TERMS OF WHY WE'RE TALKING ABOUT THIS. HOUSEHOLDS THAT SPEND MORE THAN 30% OF THEIR HOUSEHOLD INCOME ARE IN HOUSING, ARE CONSIDERED COST BURDENED. AND IN 2023, OVER APPROXIMATELY HALF OF THE MCKINNEY RENTERS WERE CONSIDERED COST BURDENED. AND THE HOUSING NEEDS ASSESSMENT INDICATED THAT THERE IS A NEED FOR OVER 5000 HOUSING UNITS FOR INDIVIDUALS WITH LOWER INCOME. SO JUST TO PUT THIS IN PERSPECTIVE, ACCORDING TO THE 2023 AMERICAN COMMUNITY SURVEY, THE AVERAGE MEDIAN INCOME FOR INDIVIDUALS UNDER THE AGE OF 24 IN THE CITY WAS JUST UNDER 55,000. SO THINK OF A COLLEGE GRADUATE THAT IS STARTING OFF AT AN ENTRY LEVEL POSITION HERE AT THE CITY. THE AVERAGE MEDIAN INCOME FOR INDIVIDUALS BETWEEN 25 TO 64 WAS APPROXIMATELY 130,000. HOWEVER, KEEP IN MIND THAT THIS AGE RANGE IS VERY WIDE AND MANY WORKING PROFESSIONALS MAKE MUCH LESS THAN THAT. SO, FOR EXAMPLE, THE SALARY OF A TEACHER WITH TEN YEARS OF EXPERIENCE RANGES BETWEEN 65,000 TO 78,000. AND FOR INDIVIDUALS THAT ARE 65 AND OVER, THEY ARE LIKELY RETIRED OR ARE ON A FIXED INCOME, AND THEIR AVERAGE MEDIAN INCOME WAS $74,000. SO WHEN WE TALK ABOUT AFFORDABLE HOUSING, WE'RE REALLY TALKING ABOUT A WIDE RANGE OF INDIVIDUALS IN DIFFERENT LIFE STAGES AND DIFFERENT CIRCUMSTANCES. SO TO INCENTIVIZE THE DEVELOPMENT OF AFFORDABLE HOUSING, THE TEXAS GOVERNMENT CODE PROVIDES OPPORTUNITIES FOR TAX EXEMPTIONS TO DEVELOPERS THROUGH GRANTING ENTITIES SUCH AS THE MCKINNEY HOUSING AUTHORITY, MCKINNEY HOUSING FINANCE CORPORATION, AND PUBLIC FINANCE. PUBLIC FACILITY CORPORATIONS, WITHOUT THE APPROVAL OF THE TAXING ENTITIES. THESE TAX EXEMPT DEALS ALSO PROVIDE THE GRANTING ENTITIES WITH AN OPPORTUNITY TO RECEIVE PAYMENTS THAT CAN BE USED TO FURTHER OTHER HOUSING INITIATIVES. HISTORICALLY, TAX EXEMPTION PROJECTS IN THE CITY HAVE BEEN INITIATED THROUGH AN RFQ PROCESS. HOWEVER, THIS MIGHT NOT ALIGN WITH THE TIMING OF THE DEVELOPMENT MARKET. WE'VE ALSO SEEN THAT TAX EXEMPTION REQUESTS HAVE DRAMATICALLY INCREASED OVER THE PAST FEW YEARS, WITH ONLY 923 UNITS LOCATED IN THE CITY PRIOR TO 2024, AND OVER 1000 UNITS PROPOSED THIS PAST YEAR IN 2024. NOW, THIS IS LIKELY DUE TO HIGH INTEREST RATES AND DEVELOPERS FINDING IT DIFFICULT TO SECURE FINANCING, AND THIS ALSO SOUNDS LIKE A SIGNIFICANT AMOUNT OF REVENUE FOR THE CITY.

BUT PLEASE KEEP IN MIND THAT THE CITY'S TAX RATE IS 0.4%. AND SO THE ROUGH ESTIMATE OF THE PROJECTS RECEIVED IN 2024 WOULD ACCOUNT FOR LESS THAN 2% OF THE CITY'S TOTAL TAXABLE VALUE.

WHILE THE CITY ACKNOWLEDGES THE NEED FOR MORE AFFORDABLE HOUSING, WE CURRENTLY DO NOT HAVE ANY SPECIFIC POLICIES ON THE TYPE OF PROJECTS THAT THE COUNCIL WOULD LIKE TO SEE. SO PROJECTS ARE BROUGHT ON A CASE BY CASE BASIS. IN ADDITION, THERE IS NO UNIFORM METRIC TO EVALUATE PROJECTS OR CALCULATE COMMUNITY BENEFITS. SO A UNIFIED SCORECARD THAT IS USED WITH ALL THREE GRANTING ENTITIES CAN PROVIDE US WITH A MORE CONSISTENT APPROACH TO EVALUATE AND COMPARE PROJECTS. THE UNIFIED APPROACH WOULD ALSO HELP AVOID DEVELOPERS SHOPPING AROUND BETWEEN THE DIFFERENT GRANTING ENTITIES FOR DIFFERENT ANSWERS. THE GOAL OF THE SCORECARD IS TO FOCUS ON THE AMOUNT OF COMMUNITY BENEFIT. SO BASICALLY THE AMOUNT OF RENT, SAVINGS AND PAYMENTS THAT ARE PROVIDED TO THE GRANTING ENTITIES IN RELATION TO THE AMOUNT OF TAX EXEMPTIONS THAT WOULD BE PROVIDED TO THEM. SO ULTIMATELY, SEEING IF IT'S A WORTHWHILE DEAL FOR THE CITY,

IN ADDITION, THE SCORECARD WOULD ESTABLISH MINIMUM REQUIREMENTS FOR PROJECTS TO BE CONSIDERED. SO THE SCORECARD WOULD BE LIMITED TO RENTAL PROJECTS. RIGHT NOW, SINCE HOMEOWNERSHIP PROJECTS ARE ENCOURAGED BUT WILL BE EVALUATED SEPAR THIS IS PRIMARILY DUE TO THE DIFFERENCES IN DEVELOPMENT AND FINANCING AS ESTABLISHED IN THE GOVERNMENT CODE. A MINIMUM AMOUNT OF 50% OF THE TOTAL UNITS MUST BE AFFORDED MUST BE MADE AVAILABLE AT AN AFFORDABLE RATE, BUT A NEW MINIMUM IN THE SCORECARD WOULD ESTABLISH 5% OF THE UNITS AT 30% AMI. TO FOCUS ON THE LOWER, LOWER AMIS THAT WE'VE SEEN IN THE RECENT MHA DEALS, AND TO TARGET THOSE HARDER TO REACH UNITS THAT ARE NEEDED. SO THE SCORECARD IS INTENDED TO BE PART OF A TWO STEP REVIEW PROCESS. DEVELOPERS WOULD SUBMIT AN APPLICATION TO THE GRANTING ENTITIES OF THEIR CHOOSING, AND THEN THE PROPOSAL WILL GO THROUGH AN INITIAL REVIEW USING THE SCORECARD. IF THE PROPOSAL MEETS THE SCORECARD THRESHOLD, THE PROPOSAL WILL BE PRESENTED TO THE RESPECTIVE BOARD OR COMMITTEE FOR CONSIDERATION. THEN THE BOARD OR COMMITTEE WILL DETERMINE IF THE PROPOSAL SHALL BE PRESENTED TO THE COUNCIL FOR SUPPORT. AND WHILE NEW BUILDS MAY PROVIDE THE MOST IN TERMS OF CAPITAL INVESTMENTS, WE DECIDED TO PRIORITIZE REHABILITATION PROJECTS AS THIS WILL INCENTIVIZE REINVESTMENT IN PROPERTIES THAT MIGHT NOT SEE ADDITIONAL INVESTMENT ON THEIR OWN. SO WE ANTICIPATE THAT THIS IS A STARTING POINT AND THAT SUBSEQUENT REVISIONS MAY BE NECESSARY AS WE MOVE FORWARD. BUT TONIGHT, STAFF IS ASKING FOR COUNCIL TO APPROVE THE AFFORDABLE HOUSING SCORECARD. BUT THEY ALL THEY COME THERE AND THEY SERVE AND IT'S AWESOME BECAUSE THEY HAVE AN OPPORTUNITY TO BE OUTSIDE THE ENVIRONMENT THAT THEY'RE SO COMFORTABLE IN AND EXPERIENCE AND MEET NEW PEOPLE IN A NEW ENVIRONMENT.
