A LITTLE NEW. IT SEEMS LIKE THIS IS LOWER THAN IT USED TO BE.

OKAY. SO FOR DECEMBER, WE HAD $2.3 MILLION IN REVENUES COME IN.

THE MAJORITY OF THAT WAS RELATED TO SALES TAX REVENUES.

MOVING DOWN TO EXPENDITURES, WE HAD 47,000 AND OPERATIONAL EXPENSES 417,000.

AND PROJECT EXPENSES, THE MAJORITY OF THAT BEING COMMUNITY GRANTS AND PROJECTS.

WE ALSO HAD $69,000 IN NON-DEPARTMENTAL EXPENSES.

TOTAL EXPENSES FOR THE MONTH OF JANUARY OR DECEMBER IS 534,000.

I WANT TO CAN I MOVE IT OVER? SEE? CAN YOU MOVE IT TO CAN YOU TRY IT SO WE KNOW IF IT WORKS? OH, THERE YOU GO. OKAY. THANK YOU. PERFECT. THANK YOU.

WE SAW AN 8.6% INCREASE. WE DID HAVE A FEW AUDIT COLLECTIONS.

SO OUR TRUE INCREASE WAS ABOUT 5.5%. THAT BRINGS OUR YEAR TO DATE THOUGH IN COLLECTIONS TO FOUR AND A HALF 4.7%.

IF YOU LOOK AT OUR SISTER CITIES, ALLEN SAW A 11% DECREASE.

FRISCO SAW 13% INCREASE IN PLANO SAW 11% INCREASE AS WELL.

IT SEEMS LIKE WE'RE ALL TRENDING THE SAME WAY EXCEPT FOR ALLEN. ALLEN STILL PROJECTS TO MEET THEIR 2% THAT THEY BUDGETED TO INCREASE THIS YEAR SAW THEIR LAST MANAGER NOTES.

AND SO I'LL TOUCH ON SALES TAX A LITTLE BIT MORE WHEN WE GET TO THE NEXT FINANCIALS AND SEEING WHAT ACTUALLY HAPPENED IN JANUARY. BUT IF WE'RE LOOKING AT BY INDUSTRY.

RETAIL TRADE HAS BEEN KIND OF CONSISTENT. NOW THAT WE'RE ABOUT FOUR MONTHS IN AND WE'VE SEEN WE'RE AT 2%.

THIS IS THREE MONTHS IN THE NEXT MONTH. WELL THE NEXT FINANCIALS WILL BE 4% OR FOR FINANCIALS.

BUT WE'RE AT 2% FOR RETAIL TRADE. SO THAT'S BEEN KIND OF CONSISTENT AT THIS POINT. SO IT DOES SHOW A LITTLE SLOW AND SLOWER THAN WHAT WE HAVE BEEN HISTORICALLY.

EVERYTHING ELSE I'M NOT TOO CONCERNED ABOUT. I WILL TOUCH ON ADMIN AND REMEDIATION CATEGORY HERE IN A SECOND WHEN WE GET TO JANUARY THOUGH.

DOES ANYONE HAVE ANY QUESTIONS ON DECEMBER BEFORE WE MOVE TO THE MORE CURRENT ONE OF JANUARY? OKAY, SO IT'S NOT OVER FOR ME. PERFECT. OH. OH, OKAY. SO THIS IS JANUARY. THIS IS OUR MOST RECENT MONTH THAT WE JUST CLOSED.

WE COLLECTED $2.1 MILLION IN REVENUES. THE MAJORITY OF THAT WAS SALES TAX REVENUE OF 1.9 MILLION.

WE'RE LOOKING AT IF WE'RE LOOKING AT EXPENSES, WE HAD 139,000.

IN OPERATIONAL EXPENSES, 175,000 ARE PROJECT EXPENSES.

THAT WAS SPLIT PRETTY EVENLY BETWEEN COMMUNITY GRANTS AND PARKS.

AND THEN WE HAD NON-DEPARTMENTAL OF 335,000. AND THAT'S WHERE WE DO THE MONTHLY OR THE TRANSFER INS DEBT SERVICE PAYMENT THAT WILL MAKE IF WE.

SO TOTAL EXPENSES FOR THE MONTH OF JANUARY WAS 670,000.

ALL RIGHT. NOW SALES TAX. THIS APPLIES TO NOVEMBER.

WE SAW A DECREASE OF 4.5%. OUR TRUE DECREASE WAS A LITTLE BIT CLOSER TO 1% WHEN YOU FACTOR IN AUDIT COLLECTIONS AND PRIOR PERIOD COLLECTIONS.

SO THAT DOES DROP OUR YEAR TO DATE PERCENTAGE TO 2.3%.

YOU CAN SEE THAT SOME OF THAT TRANSLATED TO OUR SISTER CITIES AS WELL AS ALLEN, HAD A 4.9% DECREASE.

FRISCO HAD A 5.5% DECREASE. PLANO SAW A 3.4% 0.4% INCREASE.

THEY'RE ALL PRETTY ACCURATE REGARDING BESIDES OURS, WITH US ONLY BEING 1% DECREASE, BUT IT JUST SHOWS THAT THE ECONOMY THIS MONTH WAS NOT AS ACTIVE AS IT WAS A YEAR AGO TODAY. NOW, IF WE WANT TO TALK ABOUT REASONS WHY WE'RE STILL KIND OF LOOKING INTO THE DATA, BUT THAT'S WHAT I'LL TOUCH ON RETAIL TRADE IS THAT OR I'LL TOUCH ON THE SALES TAX BY INDUSTRY.

RETAIL TRADE DID DROP TO 1%. I KNOW READ OR LET'S NOT RAISE ALARMS YET.

LET'S KIND OF SEE HOW THESE NEXT FEW MONTHS PLAYS OUT.

I DID SEE THE SALES TAX FOR DECEMBER COME IN NEXT MONTH, AND WE HAD A STRONG 6% INCREASE.

SO THAT WILL HELP A LOT. WE HAVEN'T GONE BY INDUSTRY, SO I'M INTERESTED IN SEEING HOW THAT PLAYS OUT.

THE ONLY OTHER ONE I'LL NOTE ON HERE IS THE ADMIN SUPPORT WASTE.

WASTE MANAGEMENT AND REMEDIATION WHICH WAS DOWN 25%.

A LOT OF THOSE PEOPLE DO PAY QUARTERLY. THEY'LL BE COMING IN DECEMBER.

I HAVEN'T WE? IT TAKES US A FEW WEEKS TO GET THROUGH ALL THE SALES TAX BY INDUSTRY.

SO WE'RE LOOKING THROUGH THAT RIGHT NOW. AND SO IT SHOULD BE A BETTER NEXT MONTH I'LL HAVE A LITTLE BIT MORE INFORMATION ON THAT.

BUT OUR FINANCE DEPARTMENT IS LOOKING OVER THIS AND STAYING ACTIVE AND WHAT IS GOING ON.

BUT AT LEAST FOUR MONTHS TO A YEAR, WE CAN SEE THE RETAIL TRADE AND ALL THAT IS A LITTLE BIT SLOWER THAN WE HAVE HISTORICALLY.

AND THAT'S KIND OF ACCURATE WITH OUR SISTER CITIES AS WELL. SO I'LL BE HAPPY TO ANSWER ANY QUESTIONS RIGHT NOW, BUT I THINK NEXT MONTH WILL BE A LITTLE BIT MORE TELLING WHEN I SHOW DECEMBER'S NUMBERS, WHICH IS OUR BIGGEST SALES TAX MONTH OF THE YEAR. SO JUST ONE QUESTION.

ARE YOU SEEING ANY NATIONAL TRENDS AT THIS MATCHES? I'M CURIOUS BECAUSE, YOU KNOW, INFLATION IS HIGHER THAN WHAT OUR RETAIL TRADE INCREASE IS.

SO THAT'S YEAH, IT'S ALWAYS I MEAN, TEXAS, THIS AREA OF TEXAS HAS ALWAYS DONE BETTER THAN THE NATIONAL AVERAGE OR RECENTLY.

SO YOU HAVE TO WEIGH THAT IN A LITTLE BIT. AND HONESTLY, IT ALMOST SEEMS LIKE WE'RE GETTING BACK CLOSER TO WHAT THE NATIONAL AVERAGES ARE THESE PAST 5 OR 6 MONTHS OR SO, KIND OF IN LINE WITH THE NATION.

BUT IF I'M LOOKING AT DIRECTLY LIKE BY INDUSTRY, I HAVEN'T SEEN A LOT OF CORRELATIONS YET.

IT'LL BE INTERESTING TO SEE WHEN WE HAVE A FEW MORE MONTHS TO KIND OF PLAY OUT, AND IT TAKES THE NATION A LITTLE BIT, YOU KNOW, A FEW MONTHS BEHIND WHEN WE GET THIS DATA.

SO TO TIE IT TO MONTH TO MONTH AND ALL THAT STUFF.

ADDITIONALLY, WE ARE LOOKING FORWARD TO OUR COMMUNITY AWARDS THIS COMING FRIDAY AT THE CHAMBER AWARDS, WHERE MCDC WILL PRESENT OUR QUALITY OF LIFE AWARDS AS WELL.

BOARD PRESIDENT, THANK YOU FOR LETTING ME COME AND TALK TO YOU TODAY. I'M SPENCER SMITH, DIRECTOR OF LIBRARIES FOR THE CITY OF MCKINNEY. I JUST WANT TO TALK TO YOU ABOUT WHAT WE HAVE GOING ON ACROSS HIGHWAY FIVE AT THE ROY AND HELEN HALL LIBRARY, AND WHAT WE'RE LOOKING FORWARD TO.

THERE WE GO. SO WE'VE STARTED THIS PROJECT A WHILE BACK, BUT WITH OUR GOALS IN MIND OF THIS VISION THAT WE WANT TO TURN HALL INTO EVEN MORE OF A VIBRANT COMMUNITY HUB FOR THE EAST SIDE OF TOWN, WE THINK IT HAS THE OPPORTUNITY TO BE A NORTH SIDE GATEWAY TO THE DOWNTOWN, WHILE ALSO EXTENDING THAT DOWNTOWN EXPERIENCE FURTHER NORTH BY A COUPLE OF BLOCKS.

WE WANT TO MAKE IT FUTURE READY. FOR THAT BUILDING WAS BUILT IN YOU KNOW, RIGHT AROUND THE, THE TURN OF 2000, 2001. AND IT JUST THINGS LIKE LAPTOPS EXISTED, BUT WE DON'T HAVE POWER OUTLETS DISTRIBUTED.

SO WE WANT TO MAKE SURE WE SOLVE ALL THOSE PROBLEMS MOVING FORWARD.

THERE'S NOTHING THAT ACTUALLY IS INVITING FOR TEENS OR YOUTH IN THOSE SPACES RIGHT NOW.

WE WANT TO IMPROVE THE INDOOR OUTDOOR FLOW. WE WANTED TO UPDATE THE TECHNOLOGIES.

WE WANT TO ACTUALLY INCREASE PUBLIC MEETING SPACE.

THERE'S SUCH A DEMAND FOR IT THAT WE JUST KNOW THAT THERE'S AN OPPORTUNITY ON THIS SIDE OF TOWN TO OFFER THAT.

AND THEN WE REALLY WANT TO HIGHLIGHT THE LOCAL HISTORY CENTER. IT'S NAMED AFTER ROY AND HELEN HALL HISTORY ICONS IN MCKINNEY, GREAT LOCAL HISTORY PEOPLE. AND WE WANT TO MAKE SURE THAT WE CAN HIGHLIGHT THAT HISTORY THAT THEY'VE PRESERVED AND WE CONTINUE TO PRESERVE. OKAY.

AND IN MEETING WITH STAFF IN THE ARCHITECT, WITH THE NUMBER OF YOUNG FAMILIES WE DRAW AND EXPECT TO DRAW, WE THOUGHT THAT THAT WAS A NECESSARY THING TO HAVE IN THE YOUTH AREA.

AS YOU'RE AND THEN STORAGE, THAT'S REALLY EXCITING TO US.

I KNOW IT'S NOT EXCITING TO EVERYBODY ELSE, BUT RIGHT NOW THERE'S NEXT TO NO STORAGE IN THE BUILDING. SO EVERY TIME I POINT OUT STORAGE STAFF GETS REALLY HAPPY. AS YOU HEAD OVER TO THE OTHER SIDE OF THE BUILDING HERE, YOU'LL ACTUALLY HAVE A DEDICATED TEEN AREA WITH OUR TEEN COLLECTION, AND THOSE TABLES WILL BE USED FOR OUR ALL VOLUNTEER TEEN TUTORING PROGRAM THAT WE'RE GOING TO START UP WHEN THIS OPENS UP, WHERE TEENS CAN GET VOLUNTEER HOURS TO HELP STUDENTS WHO NEED HELP AT LOWER GRADES WITH THEIR WITH THEIR STUDYING.

SO THAT WILL BE A GREAT VOLUNTEER OPPORTUNITY FOR OUR LOCAL RESIDENTS AND PLUG FOR THE LIBRARY FOUNDATION THAT'S NOW OFFERING A SCHOLARSHIP TO STUDENTS, SENIORS WHO VOLUNTEER AT LEAST 20 HOURS AT THE LIBRARY THIS YEAR.

AND THEN THEY'LL ACTUALLY HAVE A SPECIAL TEEN ROOM DEDICATED TO THEM FOR GROUP WORKS PROJECTS HANGING OUT.

THIS FALL, WE PLAN ON OFFERING A FIRST PERSON VIEW DRONE PILOTING PROGRAM FOR TEENS.

SO WHEN WE OPEN UP THIS SPACE, THEY COULD ACTUALLY BE PILOTING IN HERE.

WHILE THE DRONES ARE FLYING IN THE COURTYARD AND THE DRONES ARE FLYING ACROSS THE ACROSS THE ROOM THERE.

THIS IS A CONFERENCE ROOM, SO IT'S A PUBLICLY BOOKABLE CONFERENCE ROOM, BUT ALSO FOR STAFF.

CORRECT. OKAY. AND WHEN YOU CAME TO THIS BOARD WITH THIS REQUEST THE FIRST TIME, I ASSUME, AND I BELIEVE IT'S THE CASE THAT THAT WAS WITH THE CONSENT AND UNDERSTANDING OF THE PLAZA OWNERSHIP ON THE PLACEMENT, THE PLAN, THE AMOUNT, THE REQUEST, EVERYTHING WAS APPROVED BY THEM.

THEY WILL BE WALKING ACROSS JUST IN THE STREET, NO SIDEWALK AT ALL WITH THEIR BACKPACKS ON. ALSO, THE PATRONS OF THE MILL. WE HAVE JOGGERS, WALKERS, A LOT OF PEOPLE, AND THEY'RE JUST ALL WALKING STREET SIDE.
