WHEREAS IN 1943, PRESIDENT FRANKLIN D ROOSEVELT ISSUED THE FIRST PROCLAMATION FOR AMERICAN RED CROSS MONTH.

AND IT HAS BEEN AN ANNUAL TRADITION EVER SINCE TO CELEBRATE THE EFFORTS OF TURN, TURNING COMPASSION INTO ACTION AND HELPING OTHERS IN TIMES OF CRISIS.

AND WHEREAS THE NORTH TEXAS REGION OF THE RED CROSS CONSISTS OF FIVE LOCAL CHAPTERS, INCLUDING THE REGIONAL HEADQUARTERS OF DFW METRO EAST, WHICH SERVES 3.8 MILLION RESIDENTS IN COLLIN, DALLAS, GRAYSON, AND ROCKWALL COUNTIES.

AND WHEREAS VOLUNTEERS ARE THE LIFEBLOOD OF THE RED CROSS, MAKING UP OVER 90% OF THE RED CROSS WORKFORCE AND PROVIDING A BROAD ARRAY OF VITAL SERVICES, THE ESSENTIAL SUPPORT OF NEIGHBORS MAKES IT POSSIBLE TO SERVE THE RED CROSS MISSION 24 HOURS A DAY, 365 DAYS A YEAR.

WHEN I BEGAN WORKING IN THE NEWLY ESTABLISHED COMMUNITY SERVICES OFFICE 25 YEARS AGO WITH THE CITY, MR. SPARKMAN WAS ONE OF THE FIRST PERSONS THAT I MET.

MCKINNEY WAS APPROXIMATELY 55,000 ISH IN POPULATION, AND WE STILL HAD SUCH A HOMETOWN FEEL.

AND COUNCILMAN BILL WHITFIELD WAS DETERMINED TO BUILD AFFORDABLE SINGLE FAMILY HOMES.

AND A NEW JOURNEY BEGAN.

MR. SPARKMAN TOOK NOTHING FOR GRANTED.

HE HELPED TO BRING AFFORDABLE HOUSING ONLINE IN A FRESH NEW WAY IN MCKINNEY, PARTICULARLY EAST MCKINNEY.

AND I WILL NEVER FORGET THE WAY THAT MR. SPARKMAN RESPECTED ME.

YES, BUT MOST IMPORTANTLY, HE HONORED AND RESPECTED THE HISTORICAL KNOWLEDGE OF MR. GB HOLMES.

AND IT WAS MR. GB HOLMES WHO KNEW WHERE EVERY WATERLINE AND EVERY SEWER LINE WERE LATE LIKELY IN ALL OF MCKINNEY, BUT FOR SURE IN EAST MCKINNEY.

AND IT WAS THIS TYPE OF RESPECT THAT MR. SPARKMAN HAS ALWAYS EXHIBITED.

HE IS HONORABLE AND HE VALUES HUMAN BEINGS AND THIS COMMUNITY.

THE CITY MANAGER TO ENTER CONTRACT NEGOTIATIONS TO TRY AND GET FEDERAL TRANSIT AGENCY FUNDING TO HOPEFULLY EXPAND OUR URBAN TRANSIT DISTRICT.

AND I THINK I JUST WANTED TO SAY, UM, THESE ARE TWO GREAT ITEMS THAT WILL HELP OUR MOBILITY WITHIN THE CITY.

YOU KNOW, WE ALL COMPLAIN ABOUT THE ROADS AND YOU KNOW, WHEN WE LOST CCAR, I WAS OF THE OPINION WE NEEDED FIXED ROUTE BUSES, BUT MR. GRIMES CONVINCED ME THAT'S NOT THE FUTURE OF TRANSPORTATION IN THE CITY OR IN ANY CITY THAT'S THINKING FORWARD.

IN THE POINT TO SYSTEM THAT, UH, DART HAS BROUGHT TO OUR CITY WITH THE GO PASS SYSTEM HAS BEEN HUGELY SUCCESSFUL.

IT HAS GROWN OVER THE LAST COUPLE YEARS, UM, IN OUR CITY.

AND I THINK, THINK WE'RE THE PILOT CITY FOR THAT.

AND, UH, I LIKE TO SEE THAT GROW, BUT WE NEED MONEY TO DO THAT.

SO THE SECOND PORTION OF GETTING FTA FUNDING'S CRITICAL TO THAT.

AND I JUST WANTED TO SAY THANK YOU FOR BEING ATTENTIVE TO THAT.

AND CHARLIE, THAT'S THE LAST TIME YOU'RE GONNA BE ABLE TO DO THAT FOR OUR DISABILITY COMMUNITY.

ACCORDING TO THE CENSUS, YOU HAD A DATA BREACH ON OCTOBER 31ST OF LAST YEAR, AND YOU FOUND OUT ABOUT IT TWO WEEKS LATER.

DURING THOSE TWO WEEKS, DID WHOEVER HAD THE DATA BREACH HAVE ACCESS TO ALL THE INFORMATION AND THE DATA? AND ON TOP OF THAT, IT'S BEEN 110 DAYS SINCE NOTIFYING THE PUBLIC.

I OPENED MY MAIL TODAY TO THIS MAGAZINE RIGHT HERE.

IT COMES ONCE A MONTH.

AND I'M GLAD THE CITY ATTORNEY'S HERE BECAUSE I DID SOME INTERNET SEARCHING.

AND OF COURSE, IN YOUR DATA, UM, EVENT NOTICE THAT YOU'VE GOT ON YOUR WEBSITE, YOU DON'T MENTION THAT SUPPOSEDLY ONLY 18,000 CITIZENS WERE AFFECTED BY THIS.

I I FIND THIS HIGHLY UNUSUAL BECAUSE MOST CITIES AND MOST COUNTIES ACROSS THE COUNTRY USUALLY NOTIFY THEIR PUBLIC WITHIN 60 DAYS.

AND YOU CHOSE TO HOLD ON FOR 110 DAYS, ALMOST THREE AND A HALF MONTHS.

AND NOW THERE'S AT LEAST FOUR OR FIVE LAW FIRMS FROM ALL OVER THE COUNTRY THAT WANNA START A CLASS ACTION LAWSUIT AGAINST ALL OF YOU AND THE CITY.

UNIQUE BY NATURE, I GUESS SO, BUT CAN ANYONE ANSWER WHY IT'S TAKEN THREE AND A HALF MONTHS TO NOTIFY THE PUBLIC THAT THERE WAS A DATA BREACH WITH ALL THEIR PERTINENT INFORMATION, SOCIAL SECURITY DRIVER'S LICENSE NUMBER, CREDIT CARD INFORMATION, FINANCIAL ACCOUNT INFORMATION, A CERTAIN MEDICAL AND HEALTH INSURANCE INFORMATION.

I FIND THAT FAIRLY SERIOUS.

AND IF ANYONE KNEW ABOUT THIS IN DECEMBER, LET'S SAY, OR JANUARY, WHY WASN'T THE PUBLIC NOTIFIED? FURTHERMORE, LIKE I SAID, I'VE LIVED HERE SINCE 1996.

I'VE SEEN A LOT OF THINGS GO ON.

I WAS VERY DISAPPOINTED IN THE CITY AND THE COUNTY WHEN THEY WOULDN'T RELEASE C COVID DATA INFORMATION TO THE ELDERLY ABOUT THE INFECTION RATE.

WHEN I CALLED UP ABOUT THAT ON THE PHONE, I DIDN'T COME TO A COUNCIL MEETING.

OF COURSE YOU DIDN'T HAVE THIS BEAUTIFUL BUILDING THEN I WAS TOLD IT WAS BAD FOR BUSINESS.

IT WAS BAD TO BUSINESS TO NOTIFY THE LOCAL NEWS AGENCIES OF WHAT THE RATE WAS FOR THE INFECTION.

I FOUND THAT DISGUSTING AND I FIND THIS DISGUSTING.

UM, AS THIS CITY CONTINUES TO GROW, UM, WE KNOW THAT THAT SITUATION WILL CONTINUE TO GROW AND OUR WE WILL SEE MORE NUMBERS AS WELL.

VERY PLEASED AND EXCITED TO BE IN THIS WONDERFUL FACILITY AND TO BE THE FIRST PERSON TO HAVE A PUBLIC HEARING UNDER THIS, UH, THIS FACILITY.

THE COMMUNITY SUPPORT GRANT IS ONE OF THE MANY GRANTS THAT WE HAVE UNDER THE CITY THAT ASSISTS PERSONS WHO ARE IN NEED, BUT IT OVERALL ASSISTS ALL OF OUR RESIDENTS WHO ARE ELIGIBLE ACROSS THE CITY.

THERE'S NO AREA THAT'S REQUIRED FOR YOUR ASSISTANCE.

THERE IS NOT A REQUIREMENT OF LOW TO MOD INCOME ONLY THAT YOU ARE ABLE TO UTILIZE THE SERVICES THAT WE HAVE.

AND WE ARE VERY THANKFUL THAT IN 2006, CITY COUNCIL THOUGHT THAT THERE WAS A NEED AND PROVIDED FUNDING AND INCREASED OUR FUNDING OVER THE MANY YEARS IN THE CATEGORIES THAT WE HAVE.

THEY ALLOWED ALSO FLEXIBILITY TO BE ABLE TO ALLOW NONPROFIT ORGANIZATIONS AND A FEW CITY ADMINISTERED PROGRAMS TO BE ABLE TO HAVE OVERARCHING RESOURCES THAT WOULD INCLUDE VERY SIMPLIFIED CATEGORIES, BASIC NEEDS, SHELTER, MENTAL HEALTH ASSISTANCE, COUNSELING OR TRANSPORTATION PROVIDED FOR THE SERVICES OF WHICH THOSE PUBLIC SERVICES WOULD ENTAIL.

AND SINCE THAT TIME, WE HAVE SERVED HUNDREDS OF, OF, UH, RESIDENTS AND FAMILIES OVER THE COURSE OF THE YEARS.

IN THOSE CATEGORIES, AS IT WAS ALLUDED EARLIER, WE HAVE SEEN AN INCREASE IN NEED AND ONE OF THOSE NEEDS INCLUDES THOSE THAT ARE AT RISK OF HOMELESSNESS OR THOSE EXPERIENCING HOMELESSNESS.

WE HAVE WORKED WITH THE MAYOR'S COUNCIL ON HOMELESSNESS, WHICH IS NOW KNOWN AS THE MCKINNEY, UM, HOUSING, EXCUSE ME, THE COMMITTEE, THE MCKINNEY UM, HOMELESS COALITION.

AND WE HAVE DETERMINED THAT THERE IS A NEW CATEGORY THAT IS NEEDED, PARTICULARLY AS IT RELATES TO COOLING STATIONS OR WARMING STATIONS AS IT REFERENCES TO THE EXTREME TEMPERATURES THAT WE'VE EXPERIENCED.

SO WE'RE ASKING COUNCIL TO, NOT FOR FUNDING, BUT TO JUST INCREASE THE CATEGORIES THAT WE HAVE WHERE WE CAN HAVE A CATEGORY KNOWN AS HOMELESSNESS RESPONSE AS IT RELATES TO COOLING STATIONS OR WARMING STATIONS SO THAT WE CAN HAVE ORGANIZATIONS SPECIFICALLY TO APPLY OUR FUNDING.

UH, FISCAL YEAR IS COMING UP WHERE THIS CATEGORY WOULD TAKE PLACE BEGINNING OCTOBER, ONE OF THE FISCAL YEAR.

JUST FOR SOME BACKGROUND.

THE NEZ PROGRAM BEGAN IN 2009.

UM, IT'S TO SUPPORT INFILL IN THE TOWN CENTER AREA AND THEN WAS EXPANDED INTO THE AREA THAT YOU SEE ON THE MAP IN 2013.

UM, MULTIFAMILY PROJECTS SUCH AS REMNANT TWO ARE ELIGIBLE FOR ROADWAY IMPACT FEE WAIVERS UNDER THIS PROGRAM.

UH, TYPICALLY ALL OF THESE IMPACT FEE WAIVERS ACTUALLY GO THROUGH STAFF APPROVAL.

HOWEVER, IF THEY'RE MULTIFAMILY OR OVER 50,000, THEY COME BEFORE CITY COUNCIL FOR REVIEW AND APPROVAL.

SO JUST A LITTLE BIT ABOUT THIS PROJECT AS A NOTE THAT APPLICANT DOES HAVE A PRESENTATION FOLLOWING MINE.

UM, BUT THERE ARE 50 RESIDENTIAL UNITS IN THIS PROJECT THAT ARE SPREAD ACROSS FOUR DIFFERENT RESIDENTIAL BUILDINGS.

AND THIS IS FOR THE MCKINNEY HOUSING AUTHORITY.

THERE ARE FIVE DIFFERENT BUILDING TYPES BECAUSE THAT INCLUDES THE, UH, CLUBHOUSE AS WELL.

THE PROJECT, UH, LIKE YOU HAD PREVIOUSLY STATED, IS LOCATED AT THE NORTHWEST CORNER OF DREXEL STREET AND TH ROCK MORTON STREET AND THE SOUTHWEST CORNER OF DREXEL STREET AND THROCKMORTON PLACE.

AND THEN THIS IS THE SITE PLAN FOR MULTIFAMILY PROJECTS TO RECEIVE NEZ PROJECT PROGRAM IMPACT FEE WAIVERS.

THE DESIGN AND COMPLETION OF THE NEW CONSTRUCTION HAS TO BE GENERALLY COMPATIBLE WITH THE MASSING SIZE, SCALE, AND ARCHITECTURAL FEATURES OF THE SURROUNDING NEIGHBORHOOD.

ELIGIBILITY IN PART SHALL BE DETERMINED BY REVIEWING THE PROJECT AGAINST THE GUIDELINES FOR NEW CONSTRUCTION IN THE NEZ, WHICH IS FOUND IN APPENDIX B OF SECTION 98 DASH 85 OF THE CODE OF ORDINANCES.

THE NEXT FEW SLIDES, I AM JUST GONNA SHOW YOU THE ELEVATIONS.

UM, AS THE HISTORIC PRESERVATION OFFICER, I HAVE APP APPRO OR I HAVE REVIEWED THE PROJECT AGAINST THE GUIDE DESIGN GUIDELINES AND I'M COMFORTABLE THAT IT IS COMPATIBLE WITH THESE ASPECTS SUCH AS MASSING SIZE, SCALE, AND ARCHITECTURAL FEATURES.

AND LIKE I SAID, I'M JUST GOING THROUGH THE ELEVATIONS.

UM, THE STAFF REPORT DOES GO INTO DETAIL ON EACH ONE OF THESE.

AND THEN JUST AS A BRIEF OVERVIEW, THE SURROUNDING NEIGHBORHOOD IS A MIX OF SINGLE FAMILY AND MULTIFAMILY, WHICH ARE RANGING FROM ONE STORY TO THREE STORY BUILDINGS.

APPROVAL OF THE IMPACT FEE WAIVER WILL RESULT IN FOREGONE ROADWAY IMPACT FEE REVENUES OF $129,250.

SO EVEN THOUGH THIS WAS ALREADY DEVELOPED, UH, THE WAY THE ORDINANCE READS, WE ARE HAVING TO BASICALLY ADD MORE MONEY TO THE PARKLAND DEDICATION, UH, UH, ACCOUNT IF YOU WOULD AS WELL.

AND THEN ULTIMATELY ENGINEERING INSPECTION FEES AND BUILDING FEES ON THIS PROJECT ALONE, THREE QUARTERS OF A MILLION DOLLARS FOR AN AFFORDABLE HOUSING DEVELOPMENT COMMUNITY, WHICH IS A SIGNIFICANT AMOUNT OF MONEY.

THERE IS A PROVISION THAT, THAT WE FOUND WHEN WE WERE GOING THROUGH THE DETAILED DEVELOPMENT OF THIS IN APPENDIX A OF CHAPTER 2.1 B.

THAT'S AN ITALIC THERE THAT ALLOWS US TO ALSO WAIVE ENGINEERING INSPECTION FEES IF, HOWEVER, IT MEETS THE CRITERIA.

THAT TWO PART ARCHITECTURE SYSTEM ALLOWS THE LARGER DRONE TO STAY HIGH UP IN THE SKY AND THEN THE SMALLER DRONE COMES DOWN TO MAKE THAT DELIVERY THAT ALLOWS US TO HAVE A REALLY HYPER PRECISE SYSTEM SO CUSTOMERS WHEN THEY PLACE THE DELIVERY CAN PICK FRONT YARD, BACKYARD WITHIN A THREE FOOT RADIUS.

UM, SO WE'RE REALLY EXCITED ABOUT THAT.

IN TERMS OF PAYLOAD, WE CAN CARRY UP TO EIGHT POUNDS AND I'LL SPEAK TO KIND OF WHAT EXACTLY THAT MEANS IN A SECOND HERE.

ONE IS THE BUILDING OR THE PROPOSED, UH, TOWER HEIGHT OF 110 FEET EXCEEDS THE OTHERWISE ALLOWED BUILDING HEIGHTS.

AND SO THE SUP IS REQUIRED TO CONSIDER THAT INCREASE.

UM, THAT BEING SAID, STAFF HAS REVIEWED THE REQUEST, WE'VE REVIEWED THE PROPAGATION MAPS.

WE DO FEEL LIKE THE CELL TOWER IN THIS LOCATION WILL SERVE A GREATER NEED.

UM, AND THE LOCATION, UH, ON THE PROPERTY IS TUCKED BY, UM, THE FLOODPLAIN.

YOU KNOW WHY? BECAUSE THE PREVAILING WINDS IN THE NORTHERN HEMISPHERE BELOW FROM WEST TO EAST.

SO WHEN TOWNSEND HAD TRAIN TRACKS LIKE THIS ONE, TRAINS WOULD COME IN.

ALL THE STUFF, ALL THE COLD DUST, ALL THE SULFUR, ALL THE JUNK BLOWS TO THE EAST.

THERE'S THE TRAIN TRACKS RIGHT THERE, JUST A LITTLE BIT WEST OF US.

SO WHEN OUR TOWN WAS AN AGRARIAN TOWN, THE TRAINS CAME IN WHEN WE WERE MAKING MORE DENIM THAN ANYBODY ELSE IN THE COUNTRY IN 1900, THIS WAS THE BAD SIDE OF THE TRACKS.

NOW EVENTUALLY THE TRAINS KIND OF WENT AWAY AND THE INTERSTATE HIGHWAYS CAME UP AND WE SAW A LOT OF ABANDONMENT ON THIS WHOLE SIDE OF TOWN, INCLUDING THE DOWNTOWN SQUARE, WHICH IS JUST WEST OF THE TRACKS.

MY OFFICE FOR THE LAST 29 YEARS HAS BEEN IN THE OLD COMMERCIAL HOTEL, WHICH WAS THE HOTEL IN MCKINNEY.

BUT THINGS CHANGED.

BUT THE EAST SIDE OF THE TRACKS DIDN'T CHANGE FOR A LONG TIME.

AFTER THE TRAINS WERE DONE, THIS BE THIS, THE ICE HOUSE WAS HERE AND FOLKS WHO WOULD COME HERE BECAUSE WE DIDN'T HAVE REFRIGERATION.

SO THEY'D GET A PIECE OF ICE.

THERE'S A BIG MACHINE HERE THAT MADE ICE, AND THEY'D GET A PIECE OF ICE AND STORE IT FOR THEIR STUFF AND EVERYTHING.

AND JUST A LITTLE BIT TO THE OTHER SIDE OF THE TRACKS WAS MCKINNEY METALS.

NOW MCKINNEY METALS IN THE ICE HOUSE WENT AWAY AND RIGHT BEFORE I WAS BORN, BUT ROUGHLY 1960, WHERE WE'RE SITTING RIGHT NOW, WHERE THE ICE HOUSE WAS, BECAME A WRECKER YARD.

AND IT BECAME, IT WAS A WRECKER YARD OF ONE IN ONE WAY, SHAPE, OR FORM WHERE CARS WERE TOWED AND LEFT TO ROT IN MANY CASES FOR 60 YEARS.

MCKINNEY METALS GOT TORN DOWN, BUT THAT WAS, YOU KNOW, THAT MCKINNEY METALS WAS THERE BEFORE WE HAD A BUNCH OF CITY CODE MCKINNEY METALS WOULD NOT DO WELL TODAY GIVEN THE WAY THEY OPERATED BEFORE.

AND WHEN IT CAME TIME TO REDEVELOP THAT PIECE OF LAND JUST TO THE WEST OF US, THERE WAS TONS, $2 MILLION WORTH OF DIRT REMEDIATION THAT HAD TO BE DONE.

AND THERE WAS DIRT REMEDIATION THAT HAD TO BE DONE.

WHERE WE'RE SITTING RIGHT NOW, THE PRIVATE SECTOR CAN GO INTO MY DISTRICT, DISTRICT TWO OR TO A LOT OF PLACES IN TOWN AND GET DIRT THAT DOESN'T NEED REMEDIATION.

SO IT TOOK THE PUBLIC SECTOR A HEAVY LIFT, AND IT WAS MAINLY DONE BECAUSE OF OUR CITY STAFF AND THE LEADERSHIP AT GEORGE FULLER WHO'S NOT HERE TONIGHT.

BUT WHEN YOU LOOK AROUND HERE, Y'ALL DON'T HAVE THE VIEW THAT WE DO.

WE'RE ONE OF THE OLDER ONES.
