AND WHEREAS THREE OF THE FOUR PRESIDENTS ON MOUNT RUSHMORE WERE SURVEYORS, INCLUDING THOMAS JEFFERSON, WHO COMMISSIONED MERIWETHER LEWIS AND WILLIAM CLARK TO EXPLORE THE NEWLY ACQUIRED LOUISIANA TERRITORY, SETTING THE STAGE FOR MANIFEST DESTINY AND AMERICA'S EXPANSION. WHEREAS JAMES PAUL SPARKMAN'S REMARKABLE CAREER WITH THE CITY OF MCKINNEY BEGAN ON AUGUST 18TH, 1988, WHEN HE JOINED THE PUBLIC WORKS DEPARTMENT AS A MAINTENANCE WORKER. WHEREAS OVER THE COURSE OF HIS DISTINGUISHED CAREER, MR. SPARKMAN DEMONSTRATED OUTSTANDING LEADERSHIP, COMMITMENT AND DEDICATION, RISING THROUGH THE RANKS TO HOLD KEY POSITIONS SUCH AS SUPERVISOR OF STREETS, DRAINAGE AND TRAFFIC. WE SET THOSE FAIRLY HIGH BECAUSE WE EXPECT THE RATES TO BE MUCH, MUCH LOWER THAN THAN WHAT ARE IN THOSE. SO WITH THAT, LET'S TALK A LITTLE BIT ABOUT OUR GENERAL GENERAL OBLIGATION SIDE. THIS IS DEBT THAT IS AUTHORIZED BY AN ELECTION BY THE CITIZENS. SO THIS YEAR WE'RE LOOKING AT AN AUTHORIZATION THAT WE WOULD LIKE TO ISSUE OF ABOUT $37 MILLION. MOST OF THAT BEING STREETS AT 23 MILLION. SMALL AMOUNT FOR PARKS AND RECREATION AT 2.5. AND THEN ON THE PUBLIC SAFETY SIDE, ABOUT 11.5 MILLION. THIS IS FROM THE 2019 AUTHORIZATION. THE OTHER TWO ARE FROM THE 2024 AUTHORIZATION. THIS WILL JUST ABOUT END ALL OF THE AUTHORIZATION ON THE PUBLIC SAFETY SIDE FROM OUR 2019 SERIES. AND THEN THERE WOULD

ALSO WITH THAT, WE'RE GOING TO BE DOING A REFUNDING OF OUR 2014 AND 2015 GEO BONDS THAT ARE CURRENTLY CALLABLE, AND WE DO ESTIMATE SAVING OVER THE LIFE OF THE REMAINING LIFE OF THE OF THE NOTES, ABOUT 2.6, ALMOST $2.7 MILLION. AND THEN IN ADDITION, IN 2010, WHEN THE ZONING WAS ALLOWED, IT WAS ONLY ALLOWED AS 7200 SQUARE FOOT. AS THE MINIMUM. AND THEN NOW WHAT'S BEING PROPOSED IS ONLY 6650FT■!. THE MULTIFAMILY WAS NEVER INTENDED TO BE THERE IN THE MCKINNEY COMPREHENSIVE MASTER PLAN. AND THE SINGLE FAMILY IS BEING MUCH MORE DENSE THAN WAS INTENDED. THE MULTIFAMILY IN PARTICULAR CONCERNS US WITH THE CLOSE PROXIMITY TO OUR NEIGHBORHOOD. YOU'RE RIGHT, IT'S NOT DIRECTLY ADJACENT TO OUR NEIGHBORHOOD, BUT IT IS. WE CANNOT AFFORD TO WAIT ANOTHER TWO YEARS FOR ANOTHER LEGISLATIVE SESSION. AND IN AUSTIN, OUR SCHOOLS ARE IN A CRISIS, AND WITHOUT ACTION, THE IMPACT WILL RIPPLE THROUGH OUR ENTIRE COMMUNITY. DESPITE A 26% RISE IN INFLATION SINCE 2019, THE PER STUDENT BASIC ALLOTMENT HAS REMAINED STAGNANT AT $6,160. GOVERNOR ABBOTT CLAIMS THAT THIS NUMBER IS CLOSER TO 15,000. HOWEVER, THAT IS AN AVERAGE OF ALL SCHOOLS, AND THE MULTIPLIERS AND THE ADDITIONAL FUNDS THAT SCHOOLS GET ARE STILL BASED ON THIS $6,160. IN ADDITION, THAT $15 IS ALSO TIED TO VERY SPECIFIC MANDATES THAT THE SCHOOLS HAVE TO FUND, SUCH AS THE SCHOOL SAFETY MANDATES FOR FUNDING THE SROS, THE SCHOOL RESOURCE OFFICERS. MEANWHILE, TEXAS HAS A $21 BILLION EDUCATION SURPLUS, AND IN 2023 ALONE, $4.5 BILLION IN RECAPTURE. FUNDS WERE REDIRECTED TO THE STATE'S GENERAL FUND INSTEAD OF BEING REINVESTED IN

EDUCATION. RESTORING 2019 FUNDING LEVELS WOULD COST JUST 9.3 BILLION, WHICH IS A FRACTION OF WHAT'S AVAILABLE. IT'S A INCOMPREHENSIBLE THAT TEXAS HAS THE EIGHTH LARGEST ECONOMY IN THE WORLD, AND YET OUR SCHOOLS ARE 43 OUT OF THE 50 STATES. HERE'S WHAT OUR SCHOOLS NEED.THEY NEED AN INCREASE IN THE BASIC ALLOTMENT PER STUDENT OF $1,600. AND THIS NEEDS TO BE TIED TO INFLATION. OUR FUNDING NEEDS TO BE BASED ON ENROLLMENT AND NOT ATTENDANCE. ALL RECAPTURE FUNDS SHOULD BE DEPOSITED INTO THE STATE EDUCATION FUND AND NOT THE STATE'S GENERAL FUND. AND A FIRM NO TO VOUCHERS THAT TAKE MONEY AWAY FROM PUBLIC EDUCATION BY RAISING THE PER STUDENT ALLOTMENT AND TYING IT TO INFLATION. OUR SCHOOL DISTRICTS CAN BE CAN ALL BE SOLVENT. RESOLVING THE DISTRICT'S MOST PRESSING FINANCIAL CHALLENGES. A STUDY BY RICE UNIVERSITY'S KINDER INSTITUTE FOUND THAT 73% OF TEXAS SCHOOL DISTRICTS ARE UNDERFUNDED, WITH 17% OPERATING AT A 40% FUNDING GAP. THE REALITY IS THAT FOR TEXAS SCHOOL DISTRICTS, ESPECIALLY IN HIGH COST URBAN AREAS AFFECTED BY RECAPTURE, WE NEED TO RAISE THE BASIC ALLOTMENT TO REDUCE, RECAPTURE AND KEEP MORE DOLLARS IN OUR LOCAL COMMUNITY. THAT'S OVER A QUARTER BILLION DOLLARS DEFICIT SPENDING IN JUST FOR ISD'S AROUND HERE. THERE'S OVER 1200 ISD'S IN THE STATE OF TEXAS. SO THERE WAS A STUDY BY PUBLIC POLICY INSTITUTE OF CALIFORNIA THAT FOUND A 10% INCREASE IN SCHOOL FUNDING OVER 12 YEARS, IF YOU'RE ALREADY FUNDING THEM ACCURATELY. SO THAT MIGHT BE HIGHER FOR US, A 7.7% HIGHER WAGES FOR STUDENTS LATER IN LIFE, AND 9.8% INCREASE IN FAMILY INCOME FOR THOSE SAME STUDENTS. ANOTHER STUDY BY BLAIR AND WHALEY FOUND PROPERTY VALUES INCREASE WHEN SCHOOL DISTRICTS INVEST IN THEIR TEACHERS AND STAFF, WHICH IS 80% OF MOST ISD'S THROUGHOUT TEXAS. WHEN SCHOOLS LOSE FUNDING, THEY ARE FORCED TO CLOSE SCHOOLS, CUT JOBS, DESTABILIZING OUR NEIGHBORHOODS, CUT ACADEMIC PROGRAMS, HURTING STUDENT OUTCOMES. AND IT PUSHES TEACHERS OUT BECAUSE CURRENTLY 70% OF OUR TEACHERS ARE UNSURE IF THEY CAN AFFORD TO RETURN. EVERY CHILD IS IMPACTED, THEIR FUTURE OPPORTUNITIES SHRINK, AND WHEN OUR CHILDREN SUFFER, OUR COMMUNITIES SUFFER. SO WHY AM I BRINGING THIS TO COUNCIL? BECAUSE IT REALLY SOUNDS LIKE A SCHOOL ISSUE. BUT IT'S NOT JUST A SCHOOL ISSUE. WHEN WE UNDERFUND OUR SCHOOLS, IT HARMS ENTIRE COMMUNITIES. THE RIPPLE EFFECTS REALLY IT DOES. IT RIPPLES THROUGHOUT ALL OF MCKINNEY, DENTON, THE WHOLE NORTH TEXAS OR TEXAS IN GENERAL, BECAUSE OUR PROPERTY VALUES WILL DROP THE SHRINKING OUR TAX BASE AND REDUCING FUNDING FOR ROADS, PARKS AND ESSENTIAL SERVICES. COMMUNITY REINVESTMENTS DECLINE, WEAKENING OVERALL QUALITY OF LIFE, CAREER OPPORTUNITIES SHRINK, LEAVING STUDENTS WITH FEWER PATHS TO SUCCESS. BECAUSE INDUSTRIES TEND TO INVEST IN AREAS WITH AN EDUCATED WORKFORCE, SMALL BUSINESSES CLOSED DUE TO SHRINKING LOCAL ECONOMY, AND CRIME RATES INCREASE. AS OPPORTUNITIES SHRINK. WE CAN WE CAN ALREADY SEE THE WARNING SIGNS.
LEWISVILLE ISD IS CLOSED. FIVE SCHOOLS PLANO IS CLOSED FOR, AND MANY DISTRICTS ARE CURRENTLY DECIDING WHICH SCHOOLS THEY'RE GOING TO BE CLOSING. DENTON HAS A NEW SCHOOL BUILDING WITHOUT STUDENTS, AND FRISCO IS PHASING OUT THEIR HEART PROGRAM. AND SOME SCHOOLS ARE GOING OR SOME DISTRICTS ARE GOING TO FOUR DAY SCHOOL WEEKS. IF WE DON'T ACT NOW, THE COST OF FIXING THIS CRISIS WILL BE TOO GREAT, BECAUSE FAMILIES DON'T MOVE TO A CITY FOR THE HOPE OF A VOUCHER.
THEY MOVE FOR GREAT SCHOOLS, FAMILY FRIENDLY COMMUNITIES AND THE OPPORTUNITY AND FOR OPPORTUNITY.
