SO MAYOR, COUNCIL, COUNCIL CITY MANAGER, THANKS AGAIN FOR LETTING ME HAVE ANOTHER OPPORTUNITY TO SHOWCASE SOME OF THE FINE WORK THAT THE MCKINNEY MEN AND WOMEN DO EVERY DAY FOR THE POLICE DEPARTMENT. I ACTUALLY HAVE THREE AND I WILL GO THROUGH THEM ALL. AND THEN AT THE END, I WOULD LIKE TO ASK YOU ALL TO POSE FOR A PICTURE WITH THEM. SO FIRST IS OFFICER JUAN GARCIA ON NOVEMBER 27TH, 2024, MCKINNEY POLICE OFFICERS RESPONDED TO A SHOOTING INCIDENT WHERE TWO SUSPECTS HAD SHOT EACH OTHER DURING THE INVESTIGATION, A DESCRIPTION OF A POTENTIAL SUSPECT VEHICLE WAS PROVIDED, WHICH WAS LATER OBSERVED BY OFFICER JUAN GALICIA IN THE AREA OF MCKINNEY MEDICAL CENTER. THE SUSPECT VEHICLE FLED FROM OFFICER GALICIA, HEADING SOUTH ON HIGHWAY 75. AS THE SUSPECT VEHICLE CONTINUED TO FLEE. THE PURSUIT ENTERED MULTIPLE JURISDICTIONS, INCLUDING ALLEN,

PLANO AND RICHARDSON. OFFICERS FROM THESE AGENCIES, ALONG WITH THE SUPPORT OF THE DEPARTMENT OF PUBLIC SAFETY HELICOPTER, ASSISTED IN THE PURSUIT. OFFICER GLACIER DEMONSTRATED REMARKABLE JUDGMENT AND DEDICATION TO PUBLIC SAFETY BY CAREFULLY BALANCING THE NEED TO APPREHEND THE SUSPECT WITH ENSURING THE SAFETY OF THE CITIZENS ON THE ROAD AND THE SURROUNDING AREAS.

THE PURSUIT ULTIMATELY ENDED IN RICHARDSON, WHEN THE LONE SUSPECT EXITED THE VEHICLE AND RAN INTO A NEARBY CAR DEALERSHIP PARKING LOT. A PERIMETER WAS QUICKLY ESTABLISHED WITH THE ASSISTANCE OF OFFICERS FROM SEVERAL AGENCIES, AND THE SUSPECT CONTINUED TO MOVE BETWEEN LOCATIONS, MAKING IT CHALLENGING FOR LAW ENFORCEMENT TO TRACK HIM. THROUGHOUT THE SITUATION, OFFICER GLACIER REMAINED HIGHLY FOCUSED AND ADAPTABLE. HIS ABILITY TO STRATEGICALLY POSITION HIMSELF ALLOWED HIM TO INTERCEPT AND SUCCESSFULLY TAKE THE SUSPECT INTO CUSTODY. THANKS TO OFFICER GLACIER SWIFT AND DECISIVE ACTIONS, A DANGEROUS SUSPECT WAS APPREHENDED AND A STOLEN FIREARM USED IN THE COMMISSION OF A SHOOTING WAS RECOVERED. THIS SUCCESSFUL OPERATION REFLECTS OFFICER GLACIER'S PROFESSIONALISM, DEDICATION TO PUBLIC SAFETY AND OUTSTANDING SERVICE TO OUR COMMUNITY. ON FEBRUARY 9TH, 2025 AT APPROXIMATELY 10 P.M, COMMUNICATION SUPERVISOR MONICA WRIGHT ANSWERED A 911 CALL FROM A DISTRAUGHT MOTHER WHO ADVISED SHE HAD RECEIVED A TEXT FROM HER DAUGHTER, WHICH READ HELP ME, PLEASE HELP ME. THE CALLER FURTHER EXPLAINED THAT SHE HAD CALLED HER DAUGHTER AND HEARD HER SCREAMING FOR HELP. IN THE BACKGROUND. THE 911 CALLER PROVIDED THE APARTMENT COMPLEX ADDRESS, ALONG WITH A POSSIBLE FIRST NAME OF THE MAN HER DAUGHTER WAS SUPPOSED TO HAVE BEEN WITH. MONICA WRIGHT IMMEDIATELY WENT TO WORK, UTILIZING HER YEARS OF EXPERIENCE, ALONG WITH TECHNOLOGY, TO GET POLICE SERVICES TO A WOMAN WHO APPEARED TO BE IN A DANGEROUS SITUATION. MONICA IMMEDIATELY BEGAN UTILIZING A PROGRAM KNOWN AS RAPID DEPLOY, WHICH CONTAINS A FEATURE CALLED RAPID LOCATE.

MONICA CREATED A CALL TO THE VICTIM'S PHONE AND SENT A MESSAGE ASKING THE VICTIM TO SHARE HER LOCATION, WHICH SHE DID ALMOST IMMEDIATELY. THIS ONE ACT ALONE PROVIDED MONICA WITH THE BUILDING THE VICTIM WAS IN, AND AN APPROXIMATE APARTMENT LOCATION OF THAT SPECIFIC BUILDING. NEXT, MONICA TEXTED THE VICTIM, ASKING IF THERE WAS ANY POSSIBLE WAY SHE COULD RUN OUT OF THE APARTMENT, TO WHICH THE VICTIM REPLIED NO. MONICA THEN EMPLOYED RAPID VIDEO FEATURE WITHIN THE PROGRAM AND ASKED THE VICTIM TO SHARE HER CAMERA VIEW, WHICH SHE PROMPTLY DID. THE VIDEO WAS DARK THE ENTIRE TIME, BUT MONICA HAD SOUND AND COULD HEAR MUSIC PLAYING IN THE BACKGROUND. ONCE THE OFFICERS WERE AT THE FRONT OF THE BUILDING, MONICA MESSAGED THE VICTIM ONE MORE TIME ASKING IF SHE COULD TURN THE VOLUME OF THE MUSIC UP. THE VICTIM IN THE APARTMENT WAS ABLE TO INCREASE THE VOLUME, ALLOWING OFFICERS TO ZERO IN ON THE EXACT APARTMENT.

MONICA COULD HEAR THE OFFICER KNOCKING ON THE DOOR SO SHE KNEW THEY WERE AT THE CORRECT LOCATION. THE SUSPECT SLAMMED THE DOOR SHUT ON OFFICERS AND LOCKED IT, BUT OFFICERS KICKED IN THE DOOR AND TOOK THE SUSPECT INTO CUSTODY PRIOR TO HIM RETREATING INTO THE BEDROOM WHERE THE VICTIM WAS, MONICA HEARD THE OFFICERS ENTERING THE ROOM WHERE THE VICTIM WAS FOUND CRYING AND UNCLOTHED. MONICA WRIGHT'S EXPERIENCE AND CALM DEMEANOR, ALONG WITH HER TRAINING, PREPARED HER TO USE TECHNOLOGY IN ORDER TO HAVE A POSITIVE IMPACT ON BEHALF OF THIS VICTIM. MONICA WRIGHT'S ACTIONS AND SERVICE ARE APPRECIATED BY THE MCKINNEY POLICE DEPARTMENT AND THE CITY OF MCKINNEY AND ITS CITIZENS. SO I WOULD LIKE TO PRESENT YOU WITH WOW, THAT'S GREAT. THANK YOU. THE LAST ONE IS OFFICER STEPHEN RANKIN. ON JANUARY 26TH OF THIS YEAR, OFFICERS RESPONDED TO A SEX OFFENSE THAT HAD JUST OCCURRED HERE IN THE CITY OF MCKINNEY. RESPONDING OFFICERS QUICKLY RESPONDED TO THE AREA AND AS REPORTS INDICATED, THE SUSPECT HAD FLED THE HOME ON FOOT. OFFICER ROCKLAND ROCKIN QUICKLY BEGAN ESTABLISHING A PERIMETER WITH THE LAST KNOWN DIRECTION OF TRAVEL INFORMATION. ADDITIONAL RESPONDING OFFICERS QUICKLY REPORTED TO A PERIMETER LOCATION SET UP BY OFFICER ROCKIN, AS WELL AS INDEPENDENTLY IDENTIFYING POSSIBLE GAPS IN THE CONTAINMENT. ALSO, ROCKIN SPOTTED THE OFFENDER AT THE EDGE OF THE PERIMETER, WHO THEN FLED BACK INSIDE THE PERIMETER. OFFICER ROCKIN QUICKLY REESTABLISHED A NEW PERIMETER WITH THE UPDATED VISUAL INFORMATION OF DIRECTION OF TRAVEL AND LOCATION. K-9 OFFICER BLAIR ARRIVED WITH HIS PARTNER OSI AND BEGAN SEARCHING WITH ASSISTANCE OF THE PLANO OR, I'M SORRY, THE FRISCO PD DRONE. SHORTLY AFTERWARDS, THE K-9 ALERTED IN AN OPEN FIELD AT THE NORTHERN EDGE OF THE ESTABLISHED PERIMETER, AND THE SUSPECT WAS

LOCATED LYING PRONE AGAINST A FENCE BEHIND SOME TREES. THROUGH A WELL-ORCHESTRATED AND COLLABORATIVE OPERATION, PATROL LOCATED AND ARRESTED AN OFFENDER WHO HAD JUST BEEN FOUND SEXUALLY ASSAULTING A 13 YEAR OLD JUVENILE. THIS TEAM EFFORT OF VIGILANT OFFICERS QUICKLY CONTAINED AND BROUGHT TO JUSTICE A NEFARIOUS PREDATOR WHO WAS LATER IMPLICATED IN AN ADDITIONAL POSSIBLE SEX OFFENSE OF YET ANOTHER 13 YEAR OLD JUVENILE. THOSE ARE STREETS. THE LOUISIANA, VIRGINIA, KENTUCKY AND TENNESSEE. SO THOSE ARE WHAT WE'RE CALLING THE DOWNTOWN CORE STREETS THAT PROVIDE CIRCULATION OR PROVIDE THE ON STREET PARKING. THEY'RE STRIPED SPACES. THOSE ARE THE STREETS WE'RE TALKING ABOUT ARE NOT THOSE AND HAVE NO ON NOT NO MARKED SPACES. WHY DO WE WANT TO MAKE THESE CHANGES? SO WE THINK THAT IMPROVES THE VISITOR EXPERIENCE AND ENHANCES THE VISITOR EXPERIENCE FOR VISITORS AND RESIDENTS THAT ARE DOWN THERE WEEKLY. WE WANT TO DIRECT VISITORS TO THE LOTS AND GARAGES, YOU KNOW, COMPLEMENTING WITH OUR WAYFINDING PROGRAM. AND THEN WE'RE GOING TO MINIMIZE DRIVER FRUSTRATION. IMPROVE EMERGENCY VEHICLE ACCESS AND THEN HIGHLIGHT PEDESTRIAN SAFETY WHEN A PEDESTRIAN IS COMING THROUGH THESE PARKED CARS, SOMETIMES IT'S DIFFICULT FOR VEHICLES TO SEE THOSE MOTORS TO SEE THOSE AND SOMETIMES PUTTING PEDESTRIANS AT RISK. HERE'S AN EXAMPLE OF A CHANGE WE MADE LAST DECEMBER. WE VISITED WITH MR. GRIMES ABOUT THIS BEFORE WE MADE THE CHANGE, KNOWING THAT WE WERE WORKING ON THIS PRESENTATION. THIS IS CHURCH STREET NORTH OF VIRGINIA.

YOU CAN TELL FROM THE CENTER PHOTO WE'VE ALWAYS HAD THAT EAST SIDE IS NO PARKING. THE WEST SIDE, THE LEFT HAND PHOTO HAS ALWAYS BEEN A ALLOWED TO HAVE PARKING. AND YOU CAN SEE HOW THEY COME UP CLOSE TO THE DRIVEWAY. SO IF A VEHICLE IS COMING SOUTHBOUND THERE ON CHURCH, IT'S VERY DIFFICULT FOR THE PERSON COMING OFF THE SIDE STREET TO SEE THAT VEHICLE. AND THEN ANOTHER THING THAT KIND OF FORCED US TO MOVE A LITTLE BIT FASTER ON CHURCH STREET WAS THE CONSTRUCTION OF UNION BEAR. WHEN THEY TOOK OVER THAT OLD PARKING LOT, AT LEAST TO KIND OF BLEND RIGHT IN WITH THE STREET. PEOPLE DIDN'T REALLY PARK THERE. WELL, AS SOON AS THAT CURB GOT CONSTRUCTED FOR UNION BEAR, PEOPLE STARTED TO PARK FARTHER AND CLOSER AND CLOSER DOWN TO VIRGINIA. SO WORKING WITH CITY MANAGER'S OFFICE, WE SAID, HEY, THIS IS A PROBLEM. PEOPLE CAN'T GO TWO WAY TRAFFIC. YOU CAN SEE IT. AND AGAIN, IN THAT CENTER PICTURE, IF SOMEONE'S TRYING TO COME SOUTHBOUND WITH THAT NORTHBOUND VEHICLE, IT'S TOO TIGHT. PEOPLE CAN'T MAKE THAT.

IT WAS CAUSING CIRCULATION AREAS. SO WE PASSED OUT FLIERS TO ALL THE BUSINESSES AND HOMES THERE. WE SAID IF YOU GOT A PROBLEM, REACH OUT TO THE ENGINEERING PROBLEM. WHAT ARE THE FUTURE INFRASTRUCTURE IMPROVEMENTS THAT ARE HAPPENING? WELL, AS WE ALL KNOW, HIGHWAY FIVE IS GOING TO BE RECONSTRUCTED SOONER RATHER THAN LATER. AND WHEN WE RECONSTRUCT HIGHWAY FIVE, THAT CENTER LEFT TURN LANE THAT'S OUT THERE TODAY WILL BE GONE. IT WILL BE A RAISED MEDIAN THAT'S GOING TO CHANGE ACCESS SPECIFICALLY AT HUNT STREET. AT HUNT STREET, YOU'LL BE ABLE IF YOU'RE COMING NORTH, YOU'LL TAKE A LEFT IN AND ACCESS TO THE WEST AND THE SQUARE. AS WE'VE SEEN THE TRAFFIC VOLUMES PICK UP ON LAMAR. EVEN TODAY, THIS STARTS TO BECOME A BOTTLENECK. YOU'RE WAITING FOR ONE VEHICLE TO COME. YOU HAVE A FEW PEOPLE BACK UP BEHIND YOU.

IT'S REALLY NOT THAT I THINK THE CONDITION THAT WE WANT TO CREATE, ESPECIALLY AS VOLUMES ARE GOING TO INCREASE THERE. WE ALSO HAVE WOOD STREET HERE NEXT TO CENTRAL PARK.
