SHARING ITEMS. ITEM NUMBER 252619 UPDATE ON MUNICIPAL COMPLEX PROJECTS BARRY SHELTON WILL MAKE THAT PRESENTATION. THANK YOU BARRY. THANK YOU. HAPPY TO BE HERE. GOOD TO SEE EVERYONE AGAIN. WE ARE IN OUR NEW CITY HALL. IT'S REALLY EXCITING. WE HAVE A COUPLE THINGS WE'RE GOING TO TALK TO YOU ABOUT TONIGHT. AND THEN I'M GOING TO ASK FOR YOUR HELP. THIS WILL BE A FUN BOARD PROJECT COMING UP. SO WE ARE WE'RE GOING TO JUMP RIGHT INTO IT. MAKE SURE I'VE GOT THIS TURNED ON. SO I'M GOING TO KIND OF BACKTRACK A LITTLE TO GIVE A LITTLE BACKGROUND FOR EVERYONE. BACK IN ABOUT 2020, 2021, WE STARTED DESIGN ON THIS PROJECT. AND THE IDEA OF MOVING CITY HALL TO THIS LOCATION WAS TO BE MORE THAN JUST A CITY HALL, BUT TO BE A CATALYST FOR GROWTH, A CATALYST FOR REDEVELOPMENT OF SOME OF OUR AGING AND VACANT AND POLLUTED, IN MANY CASES, INDUSTRIAL PROPERTIES ON THIS SIDE OF THE RAILROAD TRACKS. SO WHEN WE STARTED THAT PROCESS WAY BACK THEN, WE CAME UP WITH SOME GUIDING PRINCIPLES. AND YOU CAN SEE THEM ON THE SCREEN HERE. WE WANTED TO BE A COMMUNITY SPACE. WE WANTED TO BE A TRANSPARENT BUILDING, WELCOMING, INCLUSIVE, A GREAT PLACE TO WORK. WE WANT IT TO BE A PLACE THAT PEOPLE CHOOSE TO WORK, BECAUSE IT'S A GREAT LOCATION AS WELL AS A GREAT ORGANIZATION. WE WANT IT TO BE A LANDMARK BUILDING. AND THEN NUMBER FIVE IS WHAT WE'RE GOING TO TALK ABOUT TODAY. ONE OF THE EARLY GUIDING PRINCIPLES WAS TO LEVERAGE AND CELEBRATE THE HISTORY AND SURROUNDING COMMUNITY. SO WHILE WE WANTED TO LOCATE HERE AND WE WANTED TO BE A CATALYST PROJECT FOR THIS PART OF TOWN, WE ALSO WANTED TO RECOGNIZE WHAT THIS AREA IS AND WHAT IT HAS BEEN IN THE PAST.AND THEN THE LAST GUIDING PRINCIPLE HERE WAS ADAPT GRACEFULLY TO CHANGE OVER TIME.
WE KNOW THAT WE DON'T EVEN HAVE AN IDEA OF WHAT STAFFING LEVELS WILL LOOK LIKE, OR CITY GOVERNMENT WILL LOOK LIKE IN 40 YEARS WHEN WE'RE STILL USING THIS BUILDING. SO WE WANTED TO BUILD A BUILDING THAT COULD BE ADAPTABLE. FROM THERE, WE HAD SOME IDEAS AND CONCEPT DIAGRAMS. WE TALKED ABOUT CELEBRATING HISTORY, TAKING ADVANTAGE OF THE VIEWS AND THEN BEING A CONNECTION POINT. CELEBRATING THE HISTORY. YOU CAN SEE THE HIGHLIGHTED PORTION HERE WITH THE FLOUR MILL AND THE SILOS. AND OF COURSE YOU CAN SEE THE BOX THAT IN THE PLAZA EARLY ON AND THROUGH THE FIRST PART OF THE DESIGN PROCESS, THE GOAL WAS TO INCORPORATE THE OLD ICE HOUSE THAT WAS LOCATED HERE ON THIS SITE. ULTIMATELY, UNFORTUNATELY, WE ARE UNABLE TO SAVE THE ICE HOUSE. DEFERRED MAINTENANCE OR FORGOTTEN MAINTENANCE OVER, YOU KNOW, DECADES, 40, 50 YEARS. LED TO IT BEING A STRUCTURE THAT WAS NOT SOUND. AND WE HAD SOME ESTIMATES AND THE COST OF PRESERVING THAT BUILDING WERE BEYOND WHAT THE CITY COUNCIL CHOSE TO TAKE ON. BUT WE STILL WANT TO CELEBRATE THAT HISTORY. AND SO WE'VE DONE A COUPLE THINGS TO RECOGNIZE THAT HISTORY. OH, SORRY. I HAVE ONE MORE SLIDE HERE. CIVIC PLAZA VISION. WE WANTED TO LEVERAGE THE AGRIBUSINESS. HISTORY OF THIS SIDE OF THE TRACKS. EVERYTHING FROM THE COTTON PRODUCTION TO THE FLOUR MILL TO THE OTHER INDUSTRIAL PROPERTIES ON THIS SITE. WE WANTED THE PLAZA TO BE A GATHERING SPACE. WE SPENT A LOT OF EFFORT TO TURN IT INTO A SPACE THAT COULD BE USED FOR FESTIVALS AND EVENTS, BUT ALSO A PARK LIKE SETTING THAT PEOPLE CAN UTILIZE JUST DURING THE DAY, DURING THE WEEK, AND THEN NATURE. SO RIGHT NOW WE'RE JUST COMING OUT OF A, A WINTER WHERE WE PLANTED THE MATERIALS OUT ON THE PLAZA RIGHT BEFORE WE HIT THE DORMANT SEASON. SO YOU CAN SEE SOME OF THE IMAGES THAT YOU'RE GOING TO SEE HERE. YOU SEE A LOT MORE GROWTH THAN WHAT YOU SEE OUT THERE RIGHT NOW. SO HERE, AS WE MATURE WITH THE LANDSCAPING,

HOPEFULLY WE'LL START TO REALIZE SOME OF THOSE TYPES OF IMAGES. LIKE I SAID, CONNECTION POINT FOR THE EAST SIDE BRINGING DOWNTOWN ACROSS HIGHWAY FIVE, ACROSS THE RAILROAD TRACKS, TYING IN THE OLD GRAIN ELEVATOR SITE, WHICH IS NOW TUPPS BREWERY. TYING IN THE FLOUR MILL AND THEN OVER TO OLD SETTLER'S PARK. SO THE GOAL WAS TO CREATE A WALKABLE DISTRICT, AND YOU CAN SEE SOME OF THE CONCEPTS OF WHAT WE MIGHT ACCOMPLISH OVER HERE OVER TIME WITH OTHER BUILDINGS.ONCE WE GO WITH STRUCTURED PARKING IN THE FUTURE. BUT THE GOAL IS TO MAKE THIS KIND OF A CENTER POINT, THIS AREA, A CENTER POINT THAT EXTENDS THE ACTIVITY THAT WE SEE IN DOWNTOWN. SO THIS IS AN AERIAL PHOTOGRAPH BEFORE WE STARTED CONSTRUCTION. YOU CAN SEE THE SITE. THE ICE HOUSE IS THE SITE THAT'S LOCATED. AND I DON'T KNOW IF THE ANNOTATIONS WORKING TONIGHT, BUT WE'LL GIVE IT A SHOT. THE ICE HOUSE SITS RIGHT IN HERE. HEY, LOOK AT THAT. AND THEN OUR CURRENT CITY HALL KIND OF WAS INTENDED TO WRAP AROUND THAT. SEE? ALL RIGHT. THE OTHER NIGHT, THE ANNOTATION WAS NOT WORKING, SO I'M PRETTY HAPPY WITH THIS. SO THEN YOU SWITCH OVER, YOU CAN SEE ON THE SOUTH SIDE OF THE FLOUR MILL, YOU HAVE THE OLD GRAIN ELEVATOR, MCKINNEY GRAIN SITE AND THE TRAILERS THAT WERE ALONG DUNCAN STREET. SO NEXT SLIDE, KIND OF KEEP YOUR EYES ON THE SCREEN. YOU FLIP THAT OVER AND YOU SEE WHERE WE ARE TODAY WITH THE ADDITIONAL PARKING. THE TOP SITE BEING CONSTRUCTED AND THEN CITY HALL. THIS I BELIEVE WAS FROM JANUARY OF THIS YEAR. SO YOU CAN SEE IT'S A LITTLE BEHIND ON THE VIRGINIA THROCKMORTON PROJECT, WHICH HOPEFULLY WILL BE OPEN TO TRAFFIC HERE VERY SHORTLY. OKAY. SOMETHING WENT DEAD THERE. OKAY.
WE'RE BACK UP AND YOU CAN SEE THE PARKING AROUND CITY HALL AND THE PLAZA. SO WHEN WE HAD TO BRING DOWN THE ICE HOUSE TO START CONSTRUCTION, ONE OF THE THINGS WE WANTED TO DO IS REUSE THE BRICK IN THE SITE. SO YOU CAN SEE WE BROUGHT. SOME OF THE COLUMNS AND WE RESTORED THOSE THROUGHOUT CONSTRUCTION. AND THEN WE ALSO WERE ABLE TO HAVE THE COMPANY THAT WAS WORKING ON THAT. THEY WERE ABLE TO CLEAN AND STORE THE INDIVIDUAL BRICKS FOR REUSE ON THE SITE. I PRESENTED THIS TO THE HFPA BACK AROUND THAT TIME. WE WANTED THE PLAN FOR THE RECOGNITION OF THE ICE HOUSE WAS TO BUILD A PLAZA OR A GARDEN, UTILIZING THE FOOTPRINT WITH SOME SURVEY MARKERS THAT WERE SHOWING THE CORNERS OF THE OLD BUILDING, AND THEN A LOW WALL BUILT FROM THE BRICK OF THE ICE HOUSE ITSELF. AND SOME IMAGES OF WHAT THAT WAS INTENDED TO LOOK LIKE. AND YOU CAN SEE THE NICE GROWTH OF THE, THE FOLIAGE THAT WE'RE NOT GOING TO HAVE JUST YET IN MY PRETTY PICTURES. A COUPLE OTHER IMAGES. AND THEN I WANTED TO SHOW YOU WHERE WE ARE TODAY. SO THIS IS THE WALL THAT SITS RIGHT OVER THERE. YEAH. YOU CAN SEE THIS OUT THE WINDOW IF YOU'RE IN THE RIGHT SPOT. THESE ARE THE ICE HOUSE BRICK THAT WE'VE REPURPOSED. WE'VE BROUGHT IN SOME SEATING BENCHES. WE BROUGHT IN, I BELIEVE IT'S THE LARGEST TREE WE BROUGHT ON THE SITE. WE WANTED TO PLANT SOMETHING THAT WAS SIGNIFICANT IN THAT SPACE. RATHER THAN WAIT YEARS FOR SOMETHING TO GROW. THE GROUND COVER IS NOT QUITE THERE, BUT WE DID DO UP LIGHTING AS WELL ON THE BRICK WALL TO SHOWCASE THIS SPOT IN THE EVENINGS. I WILL SAY THAT THE SURVEY MARKERS ARE NOT IN YET. THEY WERE SPECIAL ORDERED. LIKE A LOT OF THINGS ON THIS BUILDING. WE MOVED IN AND IT'S OPERATIONAL, BUT IT'S NOT QUITE COMPLETE. HVAC BEING ONE OF THOSE AND I APOLOGIZE FOR THE COLD ROOM. A COUPLE DIFFERENT VIEWS. SO YOU CAN SEE THE COLUMNS WERE BUILT TO MIMIC THE OLD COLUMNS. WE HAD SOME OTHER IDEAS TO UTILIZE THE BRICK IN THE BUILDING. WE HAD A NICE SOLID PANEL OF BRICK THAT WAS ABOUT THREE COURSES THICK THAT WE CUT, AND WE WERE GOING TO USE THAT FOR A COFFEE TABLE IN THE LOBBY. ON RECONSIDERING, CONSIDERING THAT THAT COFFEE TABLE WOULD HAVE WEIGHED ABOUT A TON. AND SO WE CHOSE NOT TO GO WITH THAT, BUT SOME OF THE IDEAS THAT WE HAD THOUGHT OF TRYING TO REUSE THAT BRICK. BUT WE HOPE THIS IS A NICE SPACE TO RECOGNIZE THE HISTORY OF THE SITE. OVER TIME, WE'RE GOING TO HAVE A PLAQUE PUT UP THAT KIND OF TELLS THE STORY OF THE ICE HOUSE, AND SO WE'LL BE WORKING ON THAT GOING FORWARD. PROMENADE DOWN THE MIDDLE. THIS IS THE YOGA GARDEN BECAUSE THEY ALWAYS HAVE PEOPLE DOING YOGA.HERE WE ARE TODAY A LITTLE. LITTLE COLDER LOOKING RIGHT NOW, BUT HOPEFULLY WHEN EVERYTHING GREENS UP, WE START TO SEE THAT IMAGE. SO THAT'S THE LAST THING I HAVE ON THE ICE HOUSE LOCATION. THE NEXT THING WE'RE GOING TO TALK ABOUT IS KIND OF THE ONGOING PROJECT WE HAVE. SO ANOTHER CONCEPT WE HAD FOR THIS SITE TO RECOGNIZE THE HISTORY, NOT ONLY THIS SITE SPECIFICALLY, BUT MCKINNEY'S HISTORY WAS THROUGH THE BREEZEWAY. THE IDEA WAS TO UTILIZE THAT WALL SPACE TO HAVE PANELS THAT WOULD HAVE IMAGES, AND A NARRATIVE THAT WENT WITH IT, TO ALLOW OUR CITIZENS AND VISITORS TO COME THROUGH AND KIND OF READ ABOUT THE HISTORY OF MCKINNEY. AND THAT CAN BE A ROTATING EXHIBIT. I ASSUME THAT THE COST AND DIFFICULTY OF PRODUCING THIS WOULD PROBABLY WANT IT TO BE A YEAR OR TWO IN BETWEEN CHANGING, BUT IT'S SOMETHING THAT WE COULD ALWAYS KIND OF BE IN THE HAVE THE NEXT ONE IN THE WORKS. BUT THOSE PANELS ARE NOW INSTALLED.
YOU CAN SEE THEM AS YOU WALK THROUGH, AND THEN A CLOSE UP OF WHAT THOSE PANELS LOOK LIKE ON THE RIGHT. SO THE GOAL OF THOSE PANELS IS TO CREATE THAT NARRATIVE. AND THOSE IMAGES.
THIS IS AN EXAMPLE AND THIS IS SOMETHING WE'RE USING ELSEWHERE. THE CATHERINE HEARD CRAIG PANEL WHICH WAS GOING TO GO AT A DIFFERENT LOCATION, NOT HERE AT CITY HALL, BUT THIS WAS AN EXAMPLE THAT OUR COMMUNICATIONS AND MARKETING TEAM GAVE ME TO SAY, THIS IS KIND OF WHAT WE'RE LOOKING FOR EACH OF THOSE PANELS. WE'D LIKE TO PUT IN THE BREEZEWAY. AND WITH THAT, ON TOP OF THAT IS A SMALL FLASH DRIVE. ON THAT FLASH DRIVE ARE I DIDN'T COUNT OVER 100 HISTORIC PHOTOS THAT WE'VE COLLECTED. IT WAS EXCITING TO SEE. BUT THE DAY THEY STARTED PUTTING THOSE IMAGES UP IS WHEN THE BUILDING REALLY POPPED, LIKE IT REALLY WAS LIKE, OKAY, THAT'S UNIQUE AND THAT'S SOMETHING REALLY COOL.
