IT WAS ON. OKAY. THANK YOU. MAYOR AND COUNCIL. MARK HOLLOWAY, CHIEF FINANCIAL OFFICER FOR THE CITY. JUST WE'VE BEEN EXTREMELY BUSY IN FINANCE WITH THE BOND ISSUANCES THE

LAST, LAST FEW MONTHS. AND I WANTED TO KIND OF GIVE AN UPDATE, ESPECIALLY WITH WHERE THE AIRPORT IS, WHERE OUR DEBT ISSUANCES ARE, AND THEN KIND OF WHERE WE'RE HEADED FOR THE REST OF THE SUMMER. SO WE'VE HAD TWO DISTINCT DEBT ISSUANCES THAT HAVE OCCURRED. AND THEN WE HAVE THE CITY'S NORMAL DEBT ISSUANCE FOR OUR CIP THAT IS ONGOING. I JUST WANT TO TALK A LITTLE BIT ABOUT ALL OF THOSE. SO LET'S FIRST TALK ABOUT THE MCDC. THE PURPOSE OF THE FINANCING THAT THAT HAS RECENTLY HAPPENED WAS THE MCKINNEY NATIONAL AIRPORT EAST SIDE INFRASTRUCTURE PROJECT. THAT FINANCING WAS ABOUT $30 MILLION, WHERE WE ISSUED SALES TAX, REVENUE BONDS, SHORT DURATION SALES TAX, REVENUE, BONDS THAT ARE ACTUALLY IMMEDIATELY CALLABLE. THE REASON THOSE THAT THAT CALL FEATURE IS ON THERE IS BECAUSE WE DO ANTICIPATE GETTING A LONG TERM TIFIA LOAN FROM THE FEDERAL GOVERNMENT. EXPECTED APPROVAL IN 2026 THAT WOULD THEN BE USED TO REPAY THE SHORT TERM NOTES. SO WHAT ARE THE STATUS OF THAT FINANCING? COUNCIL AND BOARD APPROVAL? OCCURRED ON MARCH 18TH, AND THE FINANCING ACTUALLY CLOSED ON APRIL THE 15TH. SO THAT FINANCING IS CLOSED. $30 MILLION HAVE BEEN RECEIVED. MOVING ON TO THE EDC. TWO PURPOSES OF FINANCING FOR THE EDC DEBT, DEBT ISSUANCE. THERE WAS LAND PURCHASE AND THEN ALSO INFRASTRUCTURE PROJECT AT THE AIRPORT. THE AMOUNT OF THAT FUNDING FINANCING WAS $62.4 MILLION, WITH 40 MILLION OF THAT BEING LAND PURCHASE. THE 22.4 BALANCE BEING AIRPORT INFRASTRUCTURE. ONCE AGAIN, THOSE ARE SALES TAX REVENUE BONDS. WITH A 30 YEAR AMORTIZATION PERIOD. THE STATUS OF THAT FINANCING. COUNCIL AND BOARD APPROVAL OCCURRED ON MARCH 18TH. THOSE BONDS WERE SOLD ON APRIL THE 14TH. WE ORIGINALLY WANTED TO GO TO MARKET ON APRIL THE 8TH, BUT AS MOST OF YOU HAVE NOTICED, THE MARKET HAS BEEN VERY, VERY STRANGE PLACE TO BE FOR NOT JUST BONDS BUT FOR STOCKS AS WELL. SO COULD NOT GO TO THE MARKET ON APRIL THE 8TH.

BUT THERE WAS A WINDOW THAT OPENED UP ON APRIL THE 14TH, AND WE WENT TO MARKET ON APRIL THE 14TH. WE WILL RECEIVE AND CLOSE ON THOSE FUNDS AT THE END OF THE MONTH AS WE INTENDED TO ORIGINALLY. SO APRIL 30TH WILL BE THE CLOSING DATE FOR THOSE. THERE. SO WE ALSO HAVE THE CITY OF MCKINNEY'S NORMAL FINANCINGS THAT ARE ALSO GOING ON. WE HAVE A GENERAL OBLIGATION AND THE CERTIFICATES OF OBLIGATION FOR CIP PROJECTS. THE CATEGORIES FOR THAT PUBLIC SAFETY, PARKS AND RECREATION, ROADS AND FACILITIES. THE FACILITIES BEING THE ROY AND HELEN HALL LIBRARY AND IMPACT. WE ALSO HAVE A WATER AND WASTEWATER FUNDING THAT I'LL TALK A LITTLE BIT ABOUT. SO WE HAD 67 MILLION ON THE GEO AND CO SPLIT, 37 MILLION ON THE GEO AND 30 MILLION ON THE CO. AND THEN WE HAD $25 MILLION OF REVENUE BONDS ON THE WATER AND WASTEWATER. SALE. THE STATUS OF THAT FINANCING. COUNCIL APPROVED THESE BONDS. THE PARAMETERS ORDINANCES FOR THESE BONDS ON MARCH 18TH. WE'VE HAD RATINGS CALLS. APRIL 16TH. THEY WENT VERY WELL. WE WILL BE GETTING THOSE RATINGS IN THE NEXT WEEK. AND THEN WE INTEND TO GO TO MARKET ON MAY 20TH AND THE 21ST, TWO DIFFERENT SALES, TWO DIFFERENT SALE DAYS FOR BOTH OF THOSE FINANCINGS. DO JUST WANT TO JUST DELVE INTO THOSE JUST ONE MORE TIME, JUST SO EVERYBODY KNOWS EXACTLY WHAT WE'RE SELLING HERE. ON THE GENERAL OBLIGATION SIDE, IT'S ABOUT 37 MILLION. 11.5 MILLION FOR PUBLIC SAFETY.

THAT A LOT OF THAT IS FOR THE PUBLIC SAFETY BUILDING REFRESH. AND THEN ALSO WE HAVE PARKS BONDS. 2.5 MILLION FOR DESIGN AT TOWN LAKE. AND THEN ABOUT $23 MILLION IN ROAD ROAD AND STREET BONDS. THERE IS A REFUNDING WE'RE GOING TO BE TAKING ADVANTAGE OF AS WE GO TO MARKET.

AND WE DO SEE THAT THAT WILL BE A NET PRESENT VALUE SAVINGS OF ABOUT 2 MILLION, ABOUT $2 MILLION. THIS THE GENERAL OBLIGATION SUMMARY ABOUT 2020 YEAR AMORTIZATION CONSERVATIVE LEVEL DEBT SERVICE. AS FAR AS THE CEOS GO, WE'LL BE PACKAGED WITH THE GENERAL OBLIGATION BONDS. IT'S $30 MILLION. LIKE WE'VE TALKED ABOUT SEVERAL TIMES. THESE ARE RENOVATIONS AT ROY AND HELEN HALL. I'M VERY EXCITED ABOUT THIS ONE. I CAN'T WAIT TO SEE A PLANETARIUM HERE.

SO VERY EXCITED ABOUT THIS RENOVATION. AND THEN ALSO ABOUT $10 MILLION FOR IMPACT. THIS WOULD BE UPGRADES TO THE THEATER AND THE RESTROOMS AND MEETING ROOMS. SAME AMORTIZATION SCHEDULE WITH CONSERVATIVE LEVEL DEBT SERVICE. ABOUT $25 MILLION IN WATER AND SEWER REVENUE

BONDS. AS YOU CAN SEE, 6.2 MILLION FOR JUST WATER IMPROVEMENTS, 14.6 FOR WASTEWATER IMPROVEMENTS, AND THEN A COMBINED PROJECTS JUST A LITTLE OVER 4 MILLION TO MAKE UP THE $25 MILLION TOTAL. AND THEN HERE IS OUR TIME TABLE. YOU CAN SEE THE NEXT THING THAT'S HIGHLIGHTED IS RECEIVING RATINGS. WE WILL RECEIVE HOPEFULLY ALL OF THEM BY APRIL THE 28TH. WE MAY RECEIVE SOME ACTUALLY THIS THIS WEEK A LITTLE BIT EARLIER. BUT BUT BETWEEN THE TWO RATING AGENCIES S&P AND MOODY'S, THEN THE NEXT STEP WOULD BE GOING TO MARKET MAY 20TH AND 21ST WITH CLOSING BEING IN MID JUNE. AND WITH THAT, I'LL BE HAPPY TO TAKE ANY QUESTIONS ABOUT OUR FINANCINGS. MARK ON THE PUBLIC SAFETY. 11.5 MILLION FROM A 2019 AUTHORIZATION. I AM TANISHA SPARKMAN, THE DEPUTY CITY SECRETARY, AND I WILL BE PROVIDING YOU ALL WITH AN UPDATE ON THE CURRENT MAY 3RD GENERAL ELECTION THAT IS GOING ON. AS THE MAYOR MENTIONED EARLIER, TODAY IS THE FIRST DAY OF EARLY VOTING, AND WE'RE EXCITED TO BE ABLE TO HOST EARLY VOTING HERE AT THE NEW CITY HALL. SO WITH THAT, SOME IMPORTANT DATES JUST TO LOOK AT AND TO KNOW WHAT'S GOING ON. OBVIOUSLY NOW WE'RE SAYING WE'RE ON APRIL 22ND, WHICH IS THE BEGINNING PERIOD OF EARLY VOTING, WHICH WILL SPAN FROM APRIL 22ND TO THE 29TH, WITH ELECTION DAY BEING HELD ON MAY 3RD. THE ELECTION CANVASS IS TENTATIVELY SCHEDULED FOR MAY 12TH. WE HAVE THAT AS A TENTATIVE DATE BECAUSE WE HAVE TO WAIT TO RECEIVE THE RESULTS BACK FROM THE COUNTY BEFORE WE CAN CERTIFY THE ELECTION. WE GENERALLY RECEIVE THOSE BACK WITHIN A WEEK, BUT AGAIN, WE HAVE THAT SET TENTATIVELY. UPON RECEIVING THAT INFORMATION, ON MAY 20TH WILL BE THE FIRST ROUND OF MEMBER CEREMONIES. BARRING THAT, WE DO OR DO NOT HAVE A RUNOFF. IN THE MEMBER CEREMONIES, WE WILL BE THANKING THOSE MEMBERS ON COUNCIL WHO WILL BE ROLLING OFF, AS WELL AS SWEARING IN AND WELCOMING THOSE NEW MEMBERS WHO WILL BE APPOINTED TO COUNCIL, WHO HAVE BEEN ELECTED TO COUNCIL. AND I'M GOING TO GIVE YOU ALL AN UPDATE. A QUICK UPDATE FOR THE 2526 BOARDS AND COMMISSION APPOINTMENT PROCESS. THIS IS A TIME OF YEAR WHEN APPLICANTS, OR THOSE WHO ARE INTERESTED IN SERVING ON THE BOARD OF COMMISSION, CAN SUBMIT APPLICATIONS AND BE CONSIDERED

FOR APPOINTMENT FOR A BOARD OF COMMISSION. LOOKING AT THIS SLIDE, THERE ARE CURRENTLY APPROXIMATELY 21 BOARDS AND COMMISSIONS WITHIN THE CITY OF MCKINNEY THAT YOU ALL HAVE THE PLEASURE OF BEING ABLE TO APPOINT. THOSE POINT UP, APPOINT PEOPLE TO THOSE BOARDS. OKAY. WE ARE CURRENTLY IN THE APPOINTMENTS PROGRAM CYCLE. THIS IS A ANNUAL THING THAT I THINK OUR OFFICE IS ALWAYS WORKING IN. EVEN THOUGH IT DOESN'T NOTE JANUARY AND FEBRUARY, WHICH IT SEEMS TO BE OUR TWO OFF MONTHS, WE ARE STILL PLANNING FOR THE BEGINNING OF MARCH AND PLANNING FOR THE INFORMATIONAL UPDATES, WHICH IS A PERIOD THAT WE ARE IN RIGHT NOW. INFORMATIONAL UPDATES IS WHEN THE CITY SECRETARY'S OFFICE WILL ATTEND MEETINGS FOR THE VARIOUS BOARDS AND COMMISSIONS TO PROVIDE THEM AN UPDATE ON THE IMPORTANT DATES THAT ARE COMING UP. AS FAR AS APPLICATION DEADLINES. ONBOARDING, AS WELL AS WE PROVIDE THEM WITH THE INFORMATION FOR THEIR BOARD ROSTER TO LET THEM KNOW WHAT MEMBERS WILL BE ROLLING OFF OR NOT ROLLING OFF, BUT WHAT MEMBERS WILL BE EXPIRED, THEIR TERMS WILL BE EXPIRING, AND WHETHER THOSE MEMBERS ARE AVAILABLE OR ABLE TO BE REAPPOINTED. THE APPLICATION DEADLINE FOR SUBMISSION WILL BE FRIDAY, JUNE 20TH. AT THAT TIME, BETWEEN JULY AND AUGUST, INTERVIEW SESSIONS WILL BE SET UP. THERE ARE CURRENTLY SIX INTERVIEW SESSIONS THAT ARE SET UP BETWEEN JULY AND AUGUST THAT CANDIDATES WILL BE ABLE TO INTERVIEW WITH COUNCIL MEMBERS IN THESE SESSIONS TO PITCH WHY THEY SHOULD BE APPOINTED TO THESE BOARDS, AND WHY THEY'RE GREAT FOR THOSE. AUGUST 26TH IS THE APPOINTMENT DATE FOR COUNCIL TO THEN MAKE YOUR DECISIONS AND YOUR APPOINTMENTS TO THE VARIOUS BOARDS AND COMMISSIONS, WHETHER YOU'RE REAPPOINTING OR APPOINTING NEW MEMBERS TO ANY OF THOSE BOARDS. SEPTEMBER AND OCTOBER WILL BE THE ONBOARDING PERIOD. ONBOARDING PERIOD CONSISTS OF THOSE NEW AND NEW, NEWLY APPOINTED, AS WELL AS THE REAPPOINTED MEMBERS GOING THROUGH OPEN GOVERNMENT TRAINING, AS WELL AS ANY ADDITIONAL BOARD TRAINING THAT MAY BE REQUIRED BY THOSE SPECIFIC BOARDS. ALL OF THOSE TRAININGS NEED TO BE COMPLETED BY OCTOBER 1ST, BECAUSE THAT WILL BE THE START OF THE NEW TERM. AND THEN FROM NOVEMBER OR NOVEMBER THROUGH DECEMBER, AND SOMETIMES EVEN AFTER THAT, OUR OFFICE WILL WORK WITH THE BOARD CLERKS FOR THE VARIOUS BOARDS TO ENSURE THAT COMPLIANCE IS COMPLETE, MEANING THAT ALL OF THEIR TRAININGS ARE COMPLETED. THEY'VE DONE ALL THE THINGS THAT THEY NEED TO DO FOR THE BOARDS, AND WE HAVE DOCUMENTATION OF THAT. AND NEXT, FOR YOUR CONSIDERATION, AS THE COUNCIL IS MAKING THEIR APPOINTMENTS FOR THE VARIOUS BOARDS AND COMMISSIONS, THE APPOINTMENTS THAT YOU WILL BE LOOKING AT ARE FOR REGULAR MEMBERS AS WELL AS ALTERNATE MEMBERS. AND WE DEFINE REGULAR MEMBER AS ACTIVE, BUT ALSO ONE WHO IS EXPECTED TO BE MOST KNOWLEDGEABLE, ENGAGES WITH STAFF AND IS ABLE TO MAKE DETERMINATIONS AS ASSIGNED AND MAKE RECOMMENDATIONS TO THE COUNCIL AND ALTERNATE MEMBERS SERVE IN A RESERVE STATUS, SERVING IN THE ABSENCE OF A REGULAR MEMBER. BUT BEING AN ALTERNATE ALSO PROVIDES A REALLY GREAT OPPORTUNITY FOR THOSE MEMBERS TO LEARN ABOUT THE BOARD, UNDERSTAND THE WORKINGS OF THE BOARD, AND BECOME FAMILIAR WITH IT, AND IF GIVEN THE OPPORTUNITY OF THERE BEING A VACANCY IN THE REGULAR OF A REGULAR MEMBER WITH COUNCIL SEEING FIT, THEY COULD BE PROMOTED FROM AN ALTERNATE TO A REGULAR MEMBER, AND THE SERVICE PERIOD OF THE APPOINTMENTS THAT WE ARE GOING THROUGH RIGHT NOW WILL BE OCTOBER 1ST, 2025 THROUGH SEPTEMBER 30TH, 2027.

UNLESS THE FEELING IS OF A PARTIAL TERM OR A VACANCY. AN ADDED NOTE IS CITY COUNCIL ALSO HAS THE POWER TO MAKE DETERMINATIONS ABOUT PLACEMENT AND REMOVAL AT ANY TIME, FOR ANY DURATION OF A TERM, AND JUST TO NOTE, BECAUSE I THINK WE'VE RUN INTO THIS ISSUE BEFORE, WHEN APPLICANTS HAVE GONE ONLINE TO FILL OUT APPLICATIONS THAT AS THEY'RE GOING THROUGH IT, THEY WILL SUBMIT FOR A BOARD AND IT WILL SAY THAT THAT BOARD IS FULL. WE STILL ENCOURAGE THEM TO APPLY FOR THAT BOARD, EVEN IF IT SHOWS THAT THE BOARD HAS NO VACANCIES. AND THEN ALSO, JUST AS ANOTHER NOTE ON THE WEBSITE UNDER THE BOARDS AND COMMISSIONS PAGE, THERE, THERE'S INFORMATION THAT SHOWS THE BOARD LISTINGS, THAT SHOWS ALL OF THE MEMBERS THAT ARE INVOLVED OR THE MEMBERS THAT ARE A PART OF EACH BOARD, AS WELL AS THEIR TERM EXPIRATION YEAR. IT DOES NOT PROVIDE IF THEY ARE ELIGIBLE FOR REAPPOINTMENT ON THE WEBSITE. THIS IS AN ANNUAL EVENT THAT THEY HOST THAT BRINGS TOGETHER LOTS OF NONPROFIT ORGANIZATIONS AND RESIDENTS, AND PEOPLE WHO WANT TO BE ABLE TO VOLUNTEER AND SERVE OUR OFFICE. THE CITY SECRETARY'S OFFICE WILL HAVE A TABLE THERE. WE WILL BE PROVIDING INFORMATION TO THOSE WHO ARE INTERESTED, AS WELL AS WE WILL HAVE A LAPTOP AVAILABLE FOR ANYONE WHO WANTS TO SUBMIT AN APPLICATION. RIGHT THEN AND THERE.
