I WOULD SAY THAT, IN FACT, THE CITY AND CITY COUNCIL ARE LISTENING. THE VOTERS SAID NO TO $200 MILLION IN PROPERTY TAX BACKED DEBT FOR A LARGER TERMINAL. WE LISTENED. WE ASKED STAFF TO FIND ANOTHER WAY FOR US TO DEVELOP COMMERCIAL SERVICE AND COME UP WITH A STRATEGY THAT WOULD ALLOW US TO MITIGATE RISK BY PROPOSING DUAL USE IMPROVEMENTS ON THE EAST SIDE AND FUNDED BY SALES TAXES, ALL WITH STRONG OPPORTUNITY FOR FEDERAL AND STATE REIMBURSEMENTS. AND SPEAKING OF STATE AND FEDERAL REIMBURSEMENTS, NO COMMENT WAS MADE THAT THAT WE HAVEN'T RECEIVED FUNDING. AND I UNDERSTAND WHERE SOMEONE WOULD GET THAT, BECAUSE THAT'S A VERY POPULAR NARRATIVE ONLINE FOR THE FOR THE RECORD, WE'VE ACTUALLY RECEIVED OVER $88 MILLION IN FEDERAL, STATE AND COUNTY INVESTMENT, MOST OF THAT IN JUST THE LAST FOUR YEARS, A MAJORITY OF THAT IN THE LAST 4 OR 5 YEARS. THERE'S 30 MORE MILLION BEING CONSIDERED RIGHT NOW AT BOTH STATE AND FEDERAL LEVEL.BUT WE'VE RECEIVED $88 MILLION AGAIN, MOST OF WHICH HAS BEEN WHILE WE'VE BEEN DISCUSSING THIS DURING MY TERM. SO THE IDEA THAT NOBODY ELSE IS INVESTING IN THE COUNTY IS NOT INVESTING IN THE STATE'S, NOT INVESTING IN EVERYONE. THERE'S ALL THIS OTHER BENEFIT, BUT NOBODY'S INVESTING $88 MILLION, WITH ANOTHER 30 BEING CONSIDERED RIGHT NOW. NOT TO MENTION, OF COURSE, AS WE SPEND THESE MONEY MONIES ON THESE IMPROVEMENTS, AS I STATED A MINUTE AGO, THESE ARE PROJECTS THAT ARE ALL, NOT ALL 80 SOME PERCENT OF PROJECTS ELIGIBLE FOR FAA REIMBURSEMENT. AND WE'VE BEEN TREMENDOUSLY SUCCESSFUL IN FAA REIMBURSEMENT. SO JUST AS YOU'RE CONSIDERING THESE THINGS, MAKE NO MISTAKE, THIS IS NOT ALL IN THE BACKS OF MCKINNEY TAXPAYERS. WE'RE PUSHING $100 MILLION SO FAR AND MUCH MORE THAT THAT WE WILL BE LOOKING FOR AND REIMBURSEMENTS AS WE MOVE FORWARD. THAT'S TOTALLY IT'S TOO EXPENSIVE, I TELL YOU THAT THE IDEA OF EXPANDING PASSENGER SERVICE IN MCKINNEY NATIONAL AIRPORT MISREPRESENTS BOTH THE COST AND RETURN ON INVESTMENT EXPANSION PROJECT IS SIGNIFICANTLY LESS EXPENSIVE THAN EARLIER CONCEPTS AND STUDIES ANTICIPATED, THANKS TO THOUGHTFUL PHASING, REFINED PLANNING, AND BENEFIT OF FAA AIRPORT IMPROVEMENT PROGRAM GRANTS, WHICH REIMBURSE ELIGIBLE COSTS. THIS MAKES THIS MAKES IT ONE OF THE FEW MAJOR INFRASTRUCTURE INVESTMENTS WITH DEDICATED FEDERAL FUNDING ASSISTANCE AND POTENTIAL FOR LONG TERM OPERATIONAL REVENUE STREAMS. COMPARE THIS TO ROADS.

WE PRESERVE, PUBLIC BUILDINGS WE CONSTRUCT, ALL VITAL TO OUR CITY'S QUALITY OF LIFE, YET ALMOST ENTIRELY FUNDED BY LOCAL DOLLARS WITH NO EXPECTATION OF DIRECT REIMBURSEMENT OR REVENUE. WE MOVE FORWARD WITH THOSE PROJECTS NOT BECAUSE THEY OFFER A FINANCIAL RETURN, BUT BECAUSE THEY ARE ESSENTIAL TO A THRIVING, LIVABLE MCKINNEY. THE AIRPORT EXPANSION IS NO DIFFERENT IN THAT RESPECT, BUT IT IS DIFFERENT IN THAT IT BRINGS WITH IT REVENUE ENGINE, A REGIONAL ECONOMIC IMPACT THAT IS CURRENTLY AN ANNUAL ECONOMIC IMPACT OF $330 MILLION AND WILL NOW GROW, AS I SAID EARLIER, OVER THE FIRST 3 OR 4 YEARS TO 400 MILLION, ON TOP OF THE 330 AND SOON TO OVER $1 BILLION ANNUALLY, AND THE OPPORTUNITY TO REDUCE TAX BURDENS OVER TIME THROUGH INCREASED COMMERCIAL INVESTMENT, CITY COUNCIL HAS TAKEN A LONG VIEW, THE LONG VIEW AS IT SHOULD. WE'RE NOT JUST THINKING ABOUT TODAY'S CONCERNS OR NEXT YEAR'S BUDGET CYCLE, BUT THE ENORMOUS BENEFITS OF THE AIRPORT THAT WILL OUTLAST OUR TERMS IN OFFICE WILL OUTLAST THE LATEST POLITICAL DEBATE. WHAT WE BUILD TODAY IS FOR OUR CHILDREN AND GRANDCHILDREN, A COMMUNITY WITH ACCESS TO INFRASTRUCTURE THAT SUPPORTS JOBS, ENHANCES REGIONAL MOBILITY, AND REINFORCES MCKINNEY'S LEADERSHIP. BY LETTING OTHERS SHAPE OUR DESTINY, WE GOT THERE BY MAKING SMART, FUTURE FOCUSED INVESTMENTS, AS WE DID WITH STRATEGIC LAND PURCHASES ALONG 121, WHICH NOW HAVE PROVEN TO INDUCE BILLIONS OF DOLLARS OF INVESTMENT IN OUR COMMUNITY. RATHER THAN ALLOW THE PRIVATE SECTOR TO CAPITALIZE ON LOW HANGING FRUIT OF MULTIFAMILY DEVELOPMENT THAT HAD BEGUN TO TAKE HOLD ON THAT PRECIOUS COMMERCIAL CORRIDOR. THIS IS EXACTLY THAT KIND OF MOMENT WHERE WE ARE MAKING DECISIONS THAT WILL BENEFIT OUR GRANDCHILDREN AND THEIR FAMILIES, THE COUNCIL SHOULD WAIT ON THE NEXT COUNCIL BEFORE VOTING FOR THAT. A LOT, ACTUALLY A LOT FROM 20 PEOPLE. THAT ARGUMENT IGNORES THE DEPTH OF WORK, RESEARCH AND PUBLIC ENGAGEMENT ALREADY DONE. SO THOSE CONTRACTS WOULD BE THE FIRST IS A CONTRACT FOR CONSTRUCTION MANAGER AT RISK WITH SWINERTON BUILDERS, AND THAT CONTRACT IS WITH A GUARANTEED MAXIMUM PRICE. SO THIS IS A LITTLE DIFFERENT THAN THE OTHER CONTRACTS. THE CM AT RISK HAS A GUARANTEED MAXIMUM PRICE. AND WHAT WE DO IS WE BUILD INTO THAT SOME CONTINGENCY, BOTH FOR THE BUILDER AS WELL AS THE OWNER, IN THIS CASE THE CITY, SO THAT IF THERE'S ANYTHING THAT IS IN ADDITION TO THE COSTS ASSOCIATED AT THE TIME OF THE CONTRACT, THOSE ARE ALREADY BUILT INTO THOSE CONTINGENCIES. SO WE WILL NOT BE OVERRIDING OR EXCEEDING THE COST. BUSINESS AVIATION ACTIVITY, SOMETHING WE'VE BEEN DOING FOR MANY YEARS AT THE AIRPORT TO CONTINUING TO ASSESS PERIMETER ACCESS AND SECURITY, AND THREE CONTINUING TO PREPARE FOR COMMERCIAL PASSENGER SERVICE. SO BACK IN 2010, THIS IS A FINANCING TOOL USED BY MANY CITIES ACROSS THE STATE OF TEXAS TO FUND SPECIFIC IMPROVEMENTS, IN THIS CASE, THE AIRPORT TERS TERS NUMBER TWO WAS SET UP FOR THE PURPOSE OF EXPANDING THIS AIRPORT IN THOSE THREE WAYS. IT GOES ON TO SAY THE KEY TO THESE INITIATIVES WILL BE THE INVESTMENT IN AIRPORT RELATED PROJECTS, I.E. AIRPORT FACILITIES, RELATED SERVICES, PUBLIC INFRASTRUCTURE AND LAND ACQUISITION. SO SPECIFICALLY, WE HAVE PURCHASED LAND BACK IN 2018 FOR THIS EXPANSION PROJECT.WE'VE ALSO USED THE TERS FUNDS TO FUND TAXIWAY A4, WHICH ALLOWED US TO OPEN UP SOME DEVELOPMENT PROPERTIES ON THE WEST SIDE OF THE AIRPORT FOR COMMERCIAL OR FOR GENERAL AVIATION. IN THIS CASE, WE ARE USING SOME OF THE FUNDS AS APPROVED BY THE TOURIST BOARD TONIGHT, TO BUILD INFRASTRUCTURE THAT WILL ALLOW US TO JUMP TO THE OTHER SIDE OF THE RUNWAY. SO IT'S GOING TO ALLOW US NOT ONLY TO BUILD THE TERMINAL PROJECT THAT YOU'RE GOING TO SEE ON SOME OF THE SITE PLANS, BUT IT PROVIDES ENABLING INFRASTRUCTURE THAT ALLOWS US FOR THE FUTURE OF THE AIRPORT FOR MANY YEARS, MAYBE DECADES, TO EXPAND AND BUILD ALL TYPES OF AERONAUTICAL USES. IT ALSO WILL PROVIDE INFRASTRUCTURE FOR NON-AERONAUTICAL USES AS THE SPUR 399 EXPANSION. EXPANSION GOES AROUND THE AIRPORT AND PROVIDES ACCESS TO THAT SIDE OF THE PROPERTY. THERE ARE GOING TO BE NON AIRPORT RELATED USES THAT WILL ALSO UTILIZE THE INFRASTRUCTURE, AND WE'LL SHOW THAT HERE IN JUST A MOMENT. SO THIS IS THE WE CALL IT A CMR OR CM AT RISK PROCESS. AS WE LOOKED THROUGH SISTER CITIES AND THEIR REGULATIONS, LOOKED AT EXISTING CONDITIONS ACROSS THE CITY, AND IN CONVERSATIONS AT THOSE WORK SESSIONS, WE DID EVENTUALLY TALK ABOUT MOVING FORWARD WITH A NEW SPACING REQUIREMENT. AND THAT'S WHAT'S HERE TONIGHT. SO THE PROPOSAL TONIGHT IS THAT ANY BUILDINGS OR SPEAKER BOXES MUST BE OVER 200FT AWAY FROM A SINGLE FAMILY RESIDENTIAL USE OR ZONE.BUT THERE IS A PROVISION, TWO DIFFERENT PROVISIONS TO REDUCE THAT. SO FIRST IS JUST BLANKET THAT DISTANCE CAN BE REDUCED TO 150FT WHEN ACROSS THE STREET. SO IF YOU'VE GOT THAT THOROUGH YOU KNOW THAT THAT STREET NEXT TO YOU THAT'S PROBABLY GOING TO HAVE SOME NOISE. SO MAYBE THAT DISTANCE CAN BE A LITTLE BIT SMALLER, HELP ACCOMMODATE SOME EXISTING BUSINESSES WE HAVE. AND IN ANY CASE A RESTAURANT CAN COME FORWARD FOR A SPECIFIC USE PERMIT TO BE LESS THAN THAT 150 OR 200, WHICHEVER IS APPLICABLE TO THAT PROPERTY. AS IT STANDS RIGHT NOW, WE DO HAVE CRITERIA IN OUR HIGHER INTENSITY COMMERCIAL DISTRICTS AS WELL AS OUR INDUSTRIAL DISTRICTS FOR THESE USES. SO WHAT YOU SEE IN THE USE CHART WILL STAY THE SAME. IT'S JUST THE CRITERIA THAT WE'VE LISTED WILL CHANGE THERE. I'LL MAKE A NOTE THAT WE DON'T HAVE ANY RESTAURANTS IN OUR RESIDENTIAL, I MEAN OUR INDUSTRIAL DISTRICTS. BUT OF COURSE THE CRITERIA WOULD NEED TO APPLY IF THOSE CONDITIONS EVER AROSE. WE DO HAVE SOME EXISTING BUSINESSES THAT HAVE BEEN DEVELOPED AND ARE IN OPERATION THAT WILL NOT MEET THESE NEW CODE REQUIREMENTS. SO I WANTED TO TAKE A SECOND TO TALK ABOUT LEGAL NONCONFORMING USES, AS WELL AS OUR OBLIGATION TO NOTIFY THOSE FOLKS. GENERALLY SPEAKING, IT HAPPENS PLENTY OF TIMES WHEN WE UPDATE OUR CODE THAT AN EXISTING BUSINESS MIGHT NOT MEET NEW CODE. AND SO THESE BUSINESSES OR PROPERTIES ARE CONSIDERED LEGAL NONCONFORMING IN GENERAL TERMS, THEY ARE ALLOWED TO CONTINUE THEIR USE.
IT'S NOT OUR INTENT TO RETROACTIVELY CHANGE THOSE FOR THOSE PROPERTIES. AND THE ENTITLEMENT TO THAT STATUS DOES RUN WITH THE LAND. THE PROPERTY OWNERS CAN CHANGE, THE OPERATORS CAN CHANGE, AND IN GENERAL, THEY'LL BE ABLE TO CONTINUE OPERATING THEIR BUSINESS WITH NO NOTICE FROM THE CITY. THERE ARE TWO CONDITIONS IN WHICH THAT WOULD CHANGE. IF THAT USE STOPPED FOR 12 MONTHS, THEY COULD NOT REOCCUPY WITH THAT USE AND THEY CAN'T EXPAND THE USE.
SO WE DON'T WANT THAT NONCONFORMITY TO INCREASE IN INTENSITY. AND SO WITH THIS NEW AMENDMENT TO THE CODE, THEY WOULD BE ABLE TO PURSUE THAT SPECIFIC USE PERMIT TO ASK FOR THAT REQUEST. AS WE LOOKED THROUGHOUT THE CITY, THAT DID END UP IMPACTING 15 DIFFERENT RESTAURANTS, AND BY STATE LAW, WE WERE REQUIRED TO NOTIFY THEM AS THE OPERATORS AS WELL AS PROPERTY OWNERS. GRAND OPENING OF IT. BUT THAT GOLF COURSE IS NOW OUR CITY OWNED GOLF COURSE, THE OAK HOLLOW COUNTRY CLUB. AND SO BYRON HAS SOME ROOTS IN MCKINNEY. AND SO ALWAYS FUN TO SEE THAT. I WON'T GO WITHOUT MENTIONING THAT LOCAL GROUP OF BUSINESS PEOPLE HAVE DONE SUCH AN EXCELLENT JOB IN BRINGING THIS TO MCKINNEY. DAVID CRAIG, BRIAN LOCKMILLER, MAYOR FULLER, THIS THIS WAS A LOT OF WORK TO GET IT HERE AND HOPEFULLY WE KEEP IT FOR A LONG TIME. BUT THIS LOCAL GROUP HAS DONE A GREAT JOB OF CATERING TO THE SALESMANSHIP CLUB, AND EVERYBODY FULFILLS ON IT. OUR OUR POLICE AND FIRE DEPARTMENTS ARE OUT THERE. OUR EDC, WHO WAS HERE EARLIER, THEY PUT ON A BIG SHOW AND INVITE A BUNCH OF PEOPLE IN AND HOST A BUNCH OF PEOPLE TO, TO REALLY SELL OUR CITY. AND SO IT'S SUCH A GREAT EVENT AND I APPRECIATE EVERYBODY WHO'S INVOLVED IN IT. I DO WANT TO MENTION THE ELECTION NIGHT. CONGRATULATIONS TO JERRY AND COREY HOMER AND KENNETH USHER. WHAT A WHAT A FANTASTIC WIN FOR ALL THREE OF Y'ALL. THE CITY STAFF PUT ON AN EVENT IN DOWNTOWN, WHICH IS ALWAYS FUN. ANDREW AND HIS TEAM HAVE TO SPEND THEIR SATURDAY GOING OUT AND SETTING UP A PARTY FOR THE PEOPLE WHO WIN. AND SO I JUST WANTED TO MENTION ANDREW AND HIS TEAM FOR DOING THAT, BECAUSE THAT'S A HARD THING TO DO ON A SATURDAY AND TO TEAR IT ALL DOWN ON A SATURDAY NIGHT, LATE INTO THE NIGHT. THEY'VE DONE SUCH A GREAT JOB.THERE'S SUCH GREAT PARTNERS AND ALL THE PEOPLE THAT JUSTIN MENTIONED, THE MAYOR, BRIAN LOCKMILLER, DAVID CRAIG, ALL CAME TOGETHER ONE DAY ON A RAINY DAY AND CAME UP WITH THE IDEA OF MOVING THIS BYRON NELSON UP TO MCKINNEY. AND IT WAS JUST IT WAS AMAZING HOW IT CAME TOGETHER.
CITY MANAGER HAD A LOT OF INPUT TO HELP PUT THIS TOGETHER AND A LOT OF MOVING PARTS IN ORDER FOR IT TO MOVE. YOU WERE THERE AS WELL? YEAH, I WAS THERE. OKAY. AND JUST TO SAY, AND IF NOBODY KNOWS ANYTHING ABOUT THE SALESMANSHIP CLUB, THEY'VE BEEN IN DALLAS FOR TENS OF YEARS, TENS OF NOT HUNDREDS, BUT PROBABLY 60 YEARS. AND THEY STARTED OUT DOING BOYS CAMPS IN EAST TEXAS. AND EVENTUALLY THE LIABILITY GOT TOO MUCH. SO THEY THEY PULLED OUT OF THAT. AND THEN THEY STARTED THE MOMENTOUS SCHOOL IN DALLAS. AND THEY HELPED SO MANY KIDS AND PROVIDE AN EDUCATION TO KIDS THAT THAT WOULDN'T HAVE THAT OPPORTUNITY. SO THE MONEY THAT'S MADE UP HERE GOES TO THAT SCHOOL. AND IF YOU HADN'T BEEN DOWN THERE AND TALKED TO THE KIDS AND SEE HOW THEY OPERATE, IT'S AMAZING. AND SO THANKS TO THEM, THEY THEY PUT ALL THIS HARD WORK AND THOSE GUYS COME UP. AND FOR A WEEK THEY SPEND UP IN MCKINNEY, TEXAS. THEY ACTUALLY GET MOTEL ROOMS AND GO BACK AND FORTH TO THE TO THE TOURNAMENT. SO THEY PUT IN A LOT OF HARD WORK. BUT IT'S SUCH A FANTASTIC EVENT. I KNOW WE'RE WE'RE WE'RE LOOKING TO EXTEND THE TOURNAMENT AND I THINK WE'LL GET THERE. AND IT GROWS EVERY YEAR. EVERY YEAR THEY ADD HOSPITALITY AND EVERY YEAR IT JUST KEEPS GETTING BIGGER. AND THEY'RE FIXING TO SPEND ANOTHER $20 MILLION ON THE ON THE CLUB AND THE COURSE BETWEEN NOW AND NEXT YEAR'S TOURNAMENT. AND YOU CAN IMAGINE BECAUSE THE SCORES WERE IN THE 20S AND WHEN THEY HIT THE 31, YOU GOT TO MAKE IT A LITTLE BIT HARDER. SO AND THEN I ALSO WANTED TO SAY HOW MUCH THAT I'M SO GLAD THAT JERRY GOT BACK ON THE COUNCIL AND YOU WON YOUR ELECTION. IT'S A LITTLE BIT SELFISH BECAUSE I LIKE SERVING WITH YOU. AND I SIT THERE AND I WATCH THE THINGS SHE DOES. I WATCH HOW MUCH TIME SHE PUTS IN.

MY TIME FOCUSING ON TOPS. YOU KNOW, TOPS WAS ACTIVATED A WHILE BACK. AND GEORGE, YOU WALKED THROUGH A GANTLET ON THAT ONE. AND I'VE HAD I HAD TWO INSTANCES WHERE I WAS AT TOPS FOR A MEANINGFUL AMOUNT OF TIME OVER THE PAST COUPLE WEEKS. ONE OF THEM WAS FOR THE UNVEILING OF THE MCKINNEY CHUPACABRAS. JERSEY. THE CHUPACABRAS ARE A SEMI-PRO SOCCER TEAM, AND THEY ARE GOING TO PLAY AT RON POE. THE FIRST GAME IS ON THE 24TH. THERE ARE SIX HOME GAMES. IT WAS GOING ON AT THE SAME TIME AS EMPTY BOWLS. AND I GUESS I, YOU KNOW, I DIDN'T GET TO GO TO EMPTY BOWLS FOR THE FIRST TIME IN A LONG TIME. SO I WENT TO THAT. I FIGURED WITH EMPTY BOWLS GOING ON, IT'S GOING TO BE ME AND MY ECHO AT THE CHUPACABRAS JERSEY UNVEILING. THERE WERE HUNDREDS OF PEOPLE THERE, AND THEY WERE SO INTO IT AND SO ACTIVATED. AND THE THING IS, IS THAT WE HAVE A PLACE NOW THAT CAN BE A PUBLIC GATHERING PLACE IN A MAGNIFICENT HOST IN THE CDC AND TOPS IN GETTING THAT DONE. AND THE FUN PEOPLE WERE HAVING IN MCKINNEY, TEXAS, WAS JUST SPECIAL. I WAS BACK THERE BECAUSE MY NEPHEW CAME IN TOWN AND WE WERE GOING TO HOST A LITTLE FAMILY GET TOGETHER FOR HIS ENGAGEMENT, MEETING HIS FIANCE, BASICALLY. BUT WE COULDN'T HOST IT AND WE DID IT AT TUPPS, AND IT WAS THE SATURDAY. THAT MAIN GATE WAS OUT THERE AND MAIN GATE HAD A FREE PETTING ZOO, A FREE BULL MECHANICAL BULL RIDE, A FREE THIS AND THAT. AND I WAS OUT THERE WITH THE GRANDKIDS AND WE HAD A PHENOMENAL TIME. SO THANK YOU TO MAIN GATE. THANK YOU FOR TUPPS FOR DOING THAT. BUT IT IS NOT LOST ON ME. THERE ARE OFTENTIMES FOLKS WHO TAKE A SHOT AT IT AND DON'T WIN. THEY COME BACK AND WIN. THERE ARE OTHER WAYS TO SERVE THE COMMUNITY AS WELL.THERE ARE BOARDS AND COMMISSIONS AND OTHER MANY, MANY OPPORTUNITIES TO VOLUNTEER AND GIVE BACK TO THE COMMUNITY. SO IT TAKES A LOT FOR FOLKS TO, AS YOU SAID, PUT THEIR NECKS OUT THERE AND RUN FOR OFFICE. AND WE CERTAINLY APPRECIATE ACTIVE DEMOCRACIES. WE WANT MORE CANDIDATES. CANDIDATES, MULTIPLE CANDIDATES ARE A GREAT THING FOR THE DISCIPLINE OF DEMOCRACY. AND THAT'S THAT'S GOOD TO SEE. I WANTED TO THANK OUR MANY VOLUNTEERS, FROM EMPLOYEES TO MEMBERS OF THE COMMUNITY, WHO HELPED MAKE THIS YEAR'S BYRON NELSON TOURNAMENT A HUGE SUCCESS. WE TRULY, TRULY COULDN'T HAVE DONE IT WITHOUT ALL THE SUPPORT FROM THE COMMUNITY. WE REALLY HELPED MCKINNEY SHINE NOT ONLY THE EMPLOYEES, BUT EVEN OUR RESIDENTS. WHEN I WHEN I GO TO THE TOURNAMENT AND I WALK AROUND AND I TALK TO THE FOLKS, THE SALESMANSHIP CLUB MEMBERS, AND THE RED PANTS EASILY RECOGNIZABLE SO I CAN GO UP TO THEM AND FIND THEM QUICKLY. AND I ALWAYS ASK THEM, HOW IS THEIR EXPERIENCE GOING? YOU KNOW, ANYTHING WE CAN DO BETTER, ETC. AND MAN TO A PERSON. THEY ARE DELIGHTED TO BE IN MCKINNEY AND THEY REALLY APPRECIATE THE WARM EMBRACE FROM THE COMMUNITY, FROM THE LEADERSHIP, ELECTED OFFICIALS ALL DOWN AND THROUGHOUT THE COMMUNITY. SO IT'S GOOD TO SEE THE ROY AND HELEN HALL LIBRARY IS GOING TO BE UNDERGOING EXTENSIVE RENOVATIONS TO CREATE A FUTURE READY FACILITY THAT MEETS THE EVOLVING NEEDS OF OUR RESIDENTS. THE LIBRARY WILL BE CLOSED DURING THE RENOVATIONS BEGINNING ON JUNE 13TH. PRIOR TO CLOSURE, MATERIALS AND PROGRAMS WILL BE GRADUALLY REDUCED. BOOKS AND MATERIALS ARE BEING TRANSITIONED TO THE JOHN AND JUDY GAY LIBRARY. FINALLY, MCKINNEY RESIDENTS AND STAKEHOLDERS ARE INVITED TO PROVIDE FEEDBACK AS STAFF PREPARES THE CITY'S BUDGET FOR FISCAL YEAR 2026. AS WE'VE BEEN DOING THE LAST NUMBER OF YEARS, A BUDGET SURVEY IS AVAILABLE ON THE CITY'S WEBSITE HOME PAGE THROUGH JULY 1ST.
