TONIGHT I WILL BE, I WILL TELL YOU WHETHER OR NOT I WILL BE HEARD ONLY BY THE COMMISSIONER OR PASSED ON THE CITY COUNCIL FOR A FINAL DECISION, ANYONE WISHING TO SPEAK ON THE AGENDA ITEM, PLEASE COMPLETE A SPEAKER CARD AND TURN IT IN.

PRIOR TO THE ITEM BEING CALLED, WHEN IT'S YOUR TURN, STATE YOUR NAME AND ADDRESS AND KEEP YOUR REMARKS FOR THREE MINUTES.

AARON, HOW ARE YOU? I'M DOING WELL, THANK YOU.

THANKS FOR BEING HERE.

CHAIRMAN, CHAIRMAN, COMMITTEE MEMBERS.

IT'S GOOD TO BE HERE THIS EVENING.

I'M HERE TO REPORT ON THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN.

UM, MAKE SURE THIS IS WORKING.

THERE WE GO.

UH, SO LIKE ALWAYS, UH, WE ARE REQUIRED BY CHAPTER 3 95 OF THE TEXAS LOCAL GOVERNMENT CODE TO REPORT ON THE CAPITAL IMPROVEMENTS PLAN AND THE PROGRESS THAT WE'VE MADE DURING THE YEAR.

UM, ALSO WE ARE REQUIRED TO REPORT ON ANY PERCEIVED INEQUITIES, UM, THAT WE'VE FOUND DURING THIS PROCESS.

UH, THE SEMI-ANNUAL REPORT WAS LAST PRESENTED TO THE CAPITAL IMPROVEMENT IMPROVEMENT ADVISORY COMMITTEE ON DECEMBER 10TH.

SO IT'S BEEN ABOUT SIX MONTHS.

WE KEEP ON THAT SCHEDULE.

UH, JUST AS A REMINDER, THE CAPITAL IMPROVEMENTS PLAN FOR IMPACT FEES, IT'S, UH, AN ADOPTED PLAN WHICH IDENTIFIES ALL CAPITAL IMPROVEMENTS AND THEIR COSTS FOR EACH SERVICE AREA, WHICH ARE NECESSITATED BY THE NEW DEVELOPMENT, UM, IN THAT SERVICE AREA FOR A PERIOD OF NOT TO EXCEED 10 YEARS, WHICH ARE TO BE FINANCED IN PART.

AND I WANNA SPECIFY IN PART 'CAUSE NOT ALL OF THEM ARE FULLY, UM, DONE WITH IMPACT FEES, BUT THROUGH THE IMPOSITION OF ROADWAY AND UTILITY IMPACT FEES.

UM, I WILL REMIND EVERYONE THIS IS NOT THE SAME AS THE CAPITAL IMPROVEMENTS PROGRAM, WHICH IS A FIVE YEAR PROGRAM.

THE FOCUS ON ALL CAPITAL IMPROVEMENTS, UH, PROJECTS IN THE CITY THAT ARE ALSO NOT WOULD USE THAT, EXCUSE ME FOR A SECOND, THAT DON'T NECESSARILY USE IMPACT FEES.

THIS IS ONLY ON THE ITEMS THAT DO USE IMPACT FEES.

UH, THAT CAPITAL IMPROVEMENTS PLAN THAT I'M TALKING ABOUT WAS ADOPTED IN DECEMBER OF 2020.

UH, THE REPORT BEFORE YOU TONIGHT, THAT'S INCLUDED IN YOUR PACKET, UM, PROVIDES THE CITY OF THE ROADWAY AND UTILITY SERVICE AREA BOUNDARIES.

SO YOU CAN SEE THAT ON THE MAPS ALSO GIVES A TOTAL OF THE SUMMARY ROADWAY AND UTILITY IMPACT FEE FUNDS COLLECTED, TRANSFERRED, UM, AND AVAILABLE FOR THE CAPITAL IMPROVEMENTS PROGRAM.

UM, WE'LL TALK ABOUT THAT A LITTLE BIT MORE LATER IN THE PRESENTATION.

AND THEN ALSO THERE'S A LIST OF ACTIVE CAPITAL IMPROVEMENTS PROJECTS FOR WHICH THE IMPACT FEES HAVE BEEN ALLOCATED.

UH, JUST AS A REMINDER, UH, WE HAVE HAD THIS QUESTION IN THE PAST, AND SO WE ALWAYS LIKE TO KIND OF HAVE THIS SLIDE IN HERE.

UH, THE SEMI-ANNUAL

REPORT REVIEW PROCESS.

UH, WE DO THIS ON A MONTHLY BASIS.

WE DO SOME RECONCILIATION ON THE FEES THAT WE CHARGE FOR IMPACT FEES TO MAKE SURE THAT WE'RE CHARGING THE RIGHT FEES AND THEY'RE GOING INTO THE RIGHT ACCOUNTS.

UH, WE THEN, WHEN IT COMES TIME TO DO THE SEMI-ANNUAL REPORT, WE DE WE DO A DEEPER DIVE INTO THE FINANCIAL REPORT TO MAKE SURE THAT EVERYTHING IS MATCHING WITH THE PERMITS THAT WE'VE ISSUED FOR THE YEAR, UH, AND SO ON AND SO FORTH.

AND THEN WE ALSO TAKE A DEEP DIVE INTO THE CIP PROJECTS AND MAKE SURE THE ONES THAT HAVE ALLOCATED IMPACT FEE FUNDS ACTUALLY ARE BEING USED FOR ELIGIBLE PROJECTS THAT WE GO THROUGH.

AND SO ONCE THAT'S DONE, IT'S COMPILED IN THE REPORT THAT YOU SEE BEFORE YOU AND SHOWN.

SO HERE'S, UH, THE ROADWAY IMPACT FEE SERVICE AREA MAP.

UH, THERE ARE 13 SERVICE AREAS HERE, A THROUGH M.

UH, THE UNIQUE THING ABOUT THIS IS THAT ANY OF THE FUNDS COLLECTED WITHIN EACH OF THESE SERVICE AREAS IS SPENT, WHICH IS WITHIN EACH OF THE SERVICE AREAS LISTED.

UM, SO IT'S JUST SOMETHING THAT'S UNIQUE ABOUT THE ROADWAY ONE, UH, HERE IS JUST KIND OF THE LIST OF THE BALANCES AND ALL THE MONEY THAT WE'VE COLLECTED.

OVERALL, YOU CAN SEE THIS YEAR, UH, WE STARTED OUT WITH ABOUT $6 MILLION.

UM, WE'VE EARNED ABOUT $6 MILLION IN REVENUES.

WE'VE HAD SOME REFUNDS ABOUT 53,000, WHICH ISN'T MUCH, UH, WHICH LEAVES US WITH ABOUT $12 MILLION IN THE ACCOUNT SO FAR.

UH, AS WE LOOK AT THIS, WHAT WE'VE COLLECTED THUS FAR AS RELATED TO THE PAST YEARS, UH, WE ARE UP AND TRENDING ABOVE LAST YEAR.

UH, IT LOOKS LIKE TRENDING PRETTY CLOSE TO WHAT WE DID IN FISCAL YEAR 2223.

UH, SO THAT'S GOOD FOR THE CITY OF MCKINNEY.

HERE ARE SOME OF THE ACTIVE ROADWAY PROJECTS, UH, WITHIN THE CITY.

I'LL JUST KIND OF HIGHLIGHT A COUPLE OF THEM.

SO THINGS THAT HAVE BEEN FINISHED OR KIND OF BEEN WORKING ON HERE.

SO WE'VE GOT THE STONE BRIDGE ROADWAY EXTENSION THAT'S NOT SHOWING UP.

ANNOTATION, OH, THERE WE GO.

YOU CAN SEE THAT OUT THERE ON THIS SIDE.

THIS IS EXTENDING, UH, STONEBRIDGE BOULEVARD UP BEYOND THREE 80 UP TO WHERE FOR, UH, I THINK THAT'S 1461, WHERE THAT GOES.

YOU ALSO HAVE, YOU KNOW, THE CONSTRUCTION OF WILMOTH ROAD AS WE KIND OF GO THROUGH.

UM, THAT'S ANOTHER BIG PROJECT.

YOU ALSO HAVE HIGH STATE HIGHWAY FIVE, THE STUFF THAT WE'RE HELPING AND WORKING WITH TECH THAT ON TO CONTINUE TO MAKE THAT A, A GOOD ROADWAY FOR THE CITY OF MCKINNEY.

NEXT WE HAVE THE UTILITY IMPACT FEE SERVICE AREA.

UH, THIS IS ALL ONE SINGLE SERVICE AREA.

UH, THERE'S NOTHING THAT YOU CAN SPLIT UP IN TERMS OF WATER OR WASTEWATER.

THEY'RE ALL KIND OF CONNECTED.

SO IT'S ALL JUST ONE SERVICE AREA WITHIN THE CITY AND THE E-T-E-G-A, UH, THIS YEAR, YOU CAN KIND OF SEE WHAT WE'VE COLLECTED AND SPENT, UM, THUS FAR.

AGAIN, TOTAL UTILITIES, WE HAD ABOUT $4 MILLION.

WE'VE GAINED ABOUT 5.8, ALMOST 6 MILLION.

AND, UH, OUR BALANCE ENDS UP AT ABOUT 9.8 MILLION.

AS YOU CAN SEE HERE, FOR THE UTILITIES THAT WE'VE COLLECTED AS COMPARED TO PAST YEARS, WE ARE, AGAIN, TRENDING ABOVE WHAT WE DID LAST YEAR.

UM, A LITTLE BIT LOWER THAN WHAT WE DID IN 22, 23, BUT SEEMS TO BE PRETTY GOOD NUMBERS FOR WHAT WE HAVE RIGHT NOW.

HERE ARE SOME OF THE WATER AND WASTEWATER PROJECTS THAT YOU HAVE WITHIN THE CITY.

UM, YOU'VE GOT THE EXTENSION OF THE TRUNK LINE TO SUPPORT DEVELOPMENT, KIND OF GOING ALONG STONEBRIDGE ROAD.

UH, YOU'VE GOT A SEWER MASTER LINE, UH, GOING ALONG RIGHT HERE, KINDA THE HONEY CREEK EXTENSION IS WHAT THAT'S CALLED.

UH, YOU ALSO HAVE THE MASTER PLAN WATER LINES THAT HAVE BEEN BUILT AND EXTENDED, UH, RIGHT THERE ALONG HARRY MCKILLOP DRIVE AND AIRPORT DRIVE.

WITH THAT, UH, STAFF RECOMMENDS FILING OF THE CAPITAL IMPROVEMENTS PLAN WITH RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLANS.

UH, THE COMMITTEE'S RECOMMENDATION AND MINUTES WILL BE FORWARDED TO THE JUNE 17TH CITY COUNCIL MEETING FOR ACTION.

THE, UM, JUST LOOKING AT THE EXPENDITURES THIS YEAR, I'M JUST CURIOUS.

SEEMS TO BE A REALLY SMALL NUMBER IN COMPARISON TO, UH, THE BALANCE AND THE, AND THE COLLECTION OF FEES IS BOTH ON THE ROADSIDE AND THE UTILITY SIDE.

UM, IS THAT A CALENDAR THING OR WHAT IS THAT? YES, IT'S A CALENDAR THING.

TYPICALLY, MOST OF OUR EXPENDITURES COME OUT, UH, DEPENDING ON THE PROJECT AND WHEN IT'S GETTING CLOSE TO COMPLETION.

AND SO WE JUST HAVEN'T HAD ANY BIG EXPENDITURES ON ANY OF THE PROJECTS OR ACTIVE PROJECTS THAT WE'VE HAD THUS FAR.

SO JUST TYPICAL, YOU'LL SEE MORE OF THAT TOWARDS THE END OF THE YEAR I SEE.
