MOVE NEXT TO THE REGULAR AGENDA ITEMS THAT HAVE A PUBLIC HEARING ATTACHED TO EACH ITEM.FIRST ITEM THAT WE HAVE IS ITEM NUMBER 2 5 0 0 3 9 SP, WHICH IS CONDUCT A PUBLIC HEARING TO CONSIDER, DISCUSS, ACT ON THE DESIGN EXCEPTIONS TO A SITE PLAN FOR A GOVERNMENT FACILITY LOCATED ON THE NORTHWEST CORNER OF HUNT STREET AND TENNESSEE STREET.

SO THE CITY IS PROPOSING TO REHABILITATE THE ROY AND HELEN HALL MEMORIAL LIBRARY.
UH, THIS SITE IS LOCATED IN THE MTC IN THE DOWNTOWN CORE CHARACTER DISTRICT.
UM, TYPICALLY SITE PLANS IN THE MTC CAN BE APPROVED AT THE STAFF LEVEL.
UM, HOWEVER, ANY SORT OF, UM, PUBLIC CIVIC OR LANDMARK BUILDING OR REQUEST FOR DESIGN EXCEPTIONS MUST COME TO THE PLANNING AND ZONING COMMISSION FOR CONSIDERATION.
SO THE PROPOSED SITE PLAN INCORPORATES REDEVELOPMENT EFFORTS ON THE SITE, WHICH INCLUDE APPROXIMATELY 34,600 SQUARE FEET.
UM, THIS INCLUDES LIBRARY SERVICES, INTERACTIVE, UH, EXHIBIT SPACE, LOCAL HISTORY MUSEUM, AND A PLANETARIUM.
UM, ADDITIONALLY, SEVERAL DESIGN EXCEPTIONS ARE BEING REQUESTED, UM, BECAUSE THE PROPERTY WAS DEVELOPED PRIOR TO THE MTC ADOPTION.
UM, SO THIS DEVELOPMENT WAS, UM, UM, ESTABLISHED IN 20 OR 2002, 2003.
UM, AND THAT WAS PRIOR TO THE 2015 MTC ZONING, UM, ADOPTION THERE FOR THAT FORM-BASED CODE.
SO THERE'S A NUMBER OF DESIGN EXCEPTIONS BEING REQUESTED TONIGHT TO BRING THE SITE INTO COMPLIANCE OR IN COMPLIANCE VIA THE DESIGN EXCEPTIONS, UM, WITH THE FORM-BASED CODE REQUIREMENTS.
SO THAT WOULD BE THE BUILDING SETBACKS, UM, THE BUILDING FRONTAGE REQUIREMENTS, THINGS OF THAT NATURE AS LONG AS SOME OF THE EXISTING FACADE, UM, FEATURES THAT YOU SEE.
SO STAFF IS OF THE OPINION THAT SOME OF THE ALTERNATIVE DESI, UH, SITE DESIGNS, INCLUDING THE ADDITION OF THE PLANETARIUM, UM, AND THE ARCHITECTURAL METAL PANELS WITH THE LED LIGHT FEATURES THAT ARE SEEN IN GREEN, UM, MEET THE INTENT OF THE MTC, UM, AND STAFF IS SUPPORTIVE OF THE REQUESTS THAT'S BEING PRESENTED FOR YOU TONIGHT WITH THE DESIGN EXCEPTIONS.

SO THE MAJORITY OF THE DESIGN EXCEPTIONS ARE EXISTING NOT N NEW, NEW

CHANGES.UM, TO NAME A FEW OF THE ONES THAT ARE, UM, FOR THE NEW DESIGN SPACE WOULD BE THE ROOF MATERIAL.
UM, SOME OF THE MATERIAL PERCENTAGE AND TRANSPARENCY PERCENTAGES.
UM, THAT WOULD BE DUE TO THE ADDITION OF THE DESIGN FOR THE WHERE IT, UH, WHERE IT SHOWS GREEN RIGHT THERE.
THEY'RE PROPOSING SOME LED PANELS, UM, WITH SOME ARCHITECTURAL METAL IN FRONT, UM, AS PSAR AS PART OF THE DESIGN SCOPE.
AND SO THAT, UM, DOESN'T MEET THE PERCENTAGE REQUIREMENTS WITHIN THE MTC, SO THAT'S WHY THE DESIGN EXCEPTION IS BEING REQUESTED.
ARE THEY EXPANDING THE FOOTPRINT OF THE BUILDING OR IT IS APPROXIMATELY BEING EXPANDED ABOUT 1400 SQUARE FEET.
UM, THE EXISTING ARCADES THAT YOU SEE, UM, OH, WILL YOU HIT THE ANNOTATION? THERE WE GO.
THE EXISTING ARCADES RIGHT HERE, UM, IN THE INTERNAL PORT, UH, PART OF THE COURTYARD ARE BEING ENCLOSED.
AND THEN WHERE THIS SCREEN PANEL RIGHT HERE IS INTERIOR TO THE COURTYARD AS WELL, THEY'RE ADDING OR THEY'RE RELOCATING THE ELEVATOR TO THE CENTRAL LOBBY AREA.

WE THINK THERE'S A GREAT FUTURE IN CITY MCKINNEY IN THAT SECTOR, BUT AS THE STATE REGULATIONS HAVE CHANGED, IT'S, IT'S BECOME A MADHOUSE OUT THERE TRYING TO GET PROPERTY INTO THE CITY TO, TO BASICALLY BECOME TAXABLE TO THE CITY AND, AND CONTRIBUTE TO THE TAX BASE.
UM, AND SO THIS IS A TRACK THAT WE'VE BEEN ABLE TO COME TO TERMS WITH THE, THE CURRENT OWNER, FIND A USE THAT FITS THE FUTURE LAND USE PLAN AND WILL BASICALLY JUST COME RIGHT INTO THE CITY OF MCKINNEY.
WE ARE WORKING WITH STAFF TO, TO GET AN ANNEXATION AND ESCROW AGREEMENT IN PLACE TO HELP US GET THERE.
BUT, UM, THIS IS FOR AN R FIVE ANNEXATION, UM, AND ZONING TO BASICALLY FIT THE FUTURE LAND USE PLAN AND MOVE FORWARD WITH THE PROJECT FOR SINGLE FAMILY RESIDENTIAL IN THIS SECTOR AS OPPOSED TO A STORAGE AND RV PROJECT OUTSIDE OF THE CITY'S TAXABLE DISTRICT.
