I'M VERY PLEASED TO ANNOUNCE TO YOU TODAY THE RECOGNITION OF THE CITY SECRETARY'S OFFICE FOR THE TEXAS MUNICIPAL CLERKS ASSOCIATION, MUNICIPAL CLERK'S OFFICE ACHIEVEMENT OF EXCELLENCE AWARD. THIS AWARD WAS ESTABLISHED BY TMK ABOUT FOUR YEARS AGO TO KIND OF CONSOLIDATE AND PRESENT A DEMONSTRATION OF THE CITY SECRETARY'S OFFICES ACROSS THE STATE. AS FAR AS ACHIEVING CRITERIA THAT ARE ESSENTIAL TO OUR FUNCTIONS. THIS AWARD IS A REALLY A TRUE COLLABORATION OF OUR DEPARTMENT AS WELL AS DEPARTMENTS ACROSS THE CITY. AND AGAIN, THAT REALLY DEMONSTRATES HOW WE ALL WORK TOGETHER TO SERVE THE CITY OF MCKINNEY AND OUR RESIDENTS. I'M VERY PLEASED ABOUT THIS. THERE ARE NOT VERY MANY CITIES IN THE STATE OF TEXAS. THERE ARE 1400 MUNICIPALITIES, AND NOT ALL OF THEM GET THIS AWARD. SO IT'S VERY PRESTIGIOUS AND WE'RE VERY PROUD OF IT. I DO WANT TO TAKE THE TIME TO RECOGNIZE MY STAFF MEMBERS. WE ARE SMALL BUT MIGHTY. WE LIKE TO SAY THAT WE HAVE TO MY RIGHT, DEPUTY CITY SECRETARY TANYA SPARKMAN, UP TO THE FAR LEFT, ACCREDITATION REPORTING SPECIALIST EDITH RUIZ.

DEPARTMENT TECHNICIAN CAITLIN HADAWAY AND ADMINISTRATIVE ASSISTANT SHERIDAN BURNS. WITH THAT IN MIND, AGAIN, I'M. I'VE BEEN WITH THE CITY OF MCKINNEY 20 YEARS, AND THIS IS ONE OF THE MOST EXCITING THINGS THAT I'VE BEEN A PART OF. WE REALLY DO THE BEST STUFF TOGETHER AS A TEAM.

AND I JUST WANT TO MAKE SURE THAT YOU GUYS UNDERSTAND AND RECOGNIZE THAT, AS YOU KNOW THAT THE CITY OF MCKINNEY HAS A CORE VALUE OF RISE, AND WE DO HAVE A CHALLENGE COIN THAT WE I MEAN, A RISE COIN THAT WE WOULD LIKE TO PRESENT TODAY TO OUR STAFF MEMBER, EDITH, WHO IS HOLDING A CERTIFICATE. EDITH WAS VERY INSTRUMENTAL IN COORDINATING THE ACCOMPLISHMENT OF THIS AWARD, AND JUST ME PERSONALLY, WORKING WITH HER OVER THE LAST THREE YEARS HAS BEEN A TRUE PLEASURE.

EDITH IS A YOUNG PROFESSIONAL WHO YOU MIGHT NOT KNOW, BUT THERE WAS A TIME WITHIN THE CITY SECRETARY'S DEPARTMENT WHERE WE HAD THREE VACANCIES, AND THAT WAS MYSELF AND EDITH WERE THE ONLY TWO DOING THAT JOB, AND WE SPENT A SUMMER TOGETHER, WORKING VERY HAND IN HAND TO MAKE SURE THAT SERVICES KIND OF WENT FORWARD UNINTERRUPTED. AND SINCE THAT TIME, I TOLD PEOPLE I WOKE UP A LOT OF MORNINGS WONDERING IF I WAS GOING TO BE THE LAST ONE LEFT, OR MAYBE EDITH WOULD BE THE LAST ONE LEFT. BUT WE SURVIVED THAT, AND SHE HAS CONTINUED TO TRULY EXCEL AND BE EXEMPLARY OF WHAT OUR CORE VALUES MEAN. HERE I AM TO BRING THE VIBE DOWN WITH CELL TOWERS AFTER THAT JOYOUS DISPLAY. SO AGAIN, MICHAEL QUINT, DIRECTOR OF DEVELOPMENT SERVICES HERE TO TALK TO YOU ABOUT CELL TOWERS. IF YOU'LL RECALL, WE FIRST STARTED TALKING ABOUT THIS CONVERSATION BACK IN FEBRUARY. AT THAT TIME, WE KIND OF FOCUSED IN ON THE SOUTHWEST PORTION OF THE CITY OF MCKINNEY. WE'RE NOT RESPONSIBLE FOR PROVIDING CELL SERVICE TO ANY OF THE CITIZENS IN THE CITY OF MCKINNEY. ALSO, THE TIMING AND THE LOCATION OF THOSE CELL TOWERS THAT ARE INSTALLED ARE NOT SUBJECT TO THE CITY OF MCKINNEY. WE DO HAVE WE DO HAVE A NUMBER OF ROLES IN THE TELECOMMUNICATION CONVERSATION.

WE'LL TALK ABOUT THAT BRIEFLY HERE IN A SLIDE OR TWO. BUT I ALSO WANT TO POINT OUT THAT THE CITY WILL ONLY SEE IMPROVED CELL SERVICE, NOT WHEN YOU SEE A NEW TOWER, BUT WHEN YOUR PROVIDER'S ANTENNAS ARE MOUNTED TO THAT TOWER. NOT EVERY TOWER OR CELL STRUCTURE. TELECOMMUNICATION STRUCTURE HAS EACH OF THE PRIMARY CARRIERS, SO IT'S SOMETHING TO KEEP IN MIND. AND THEN OBVIOUSLY IT GOES WITHOUT SAYING THAT THERE ARE DIFFERENCES IN STRUCTURES. YOU GOT THE BIG TALL 3G, 4G TOWERS, AND THEN THE SMALL CELL NODES ARE PROBABLY CLOSER TO THAT 20 30 FOOT TALL, AND YOU'LL SEE THEM WITHIN THE RIGHT OF WAY MORE OFTEN THAN NOT. SO I MENTIONED THE MAP SHOWING WHERE THIS TELECOMMUNICATION STRUCTURES ARE LOCATED. YOU CAN SEE THE GREEN DOTS ARE ALL OF THE CELL STRUCTURES OR TELECOMMUNICATION STRUCTURES. I WANT TO POINT OUT WHERE WE GOT THIS INFORMATION FROM CELL MAPS. YOU'D BE SURPRISED HOW MANY THINGS CAN SERVE AS A TELECOMMUNICATIONS STRUCTURE. IT COULD BE BUILDINGS. IT COULD BE UTILITY POWER POLES, IT COULD BE ELEVATED STORAGE TANKS THAT THE CITY OWNS AND OPERATES. IT ALSO COULD BE CELL TOWERS INTO INDIVIDUALLY, THEY COULD BE THE TRIFOLD OR THE MONOPOLE STRUCTURE. THEY COME IN ALL WAYS, SHAPES OR FORMS, SHAPES AND SIZES. BUT THIS MAP KIND OF SHOWS WHERE THEY ARE LOCATED THROUGHOUT THE CITY OF MCKINNEY. SO THE CITY OF MCKINNEY HAS TWO KIND OF PRIMARY ROLES WHEN IT COMES TO TELECOMMUNICATION SERVICE, WHERE WE HAVE A REGULATORY ROLE AND WE ALSO HAVE A ROLE AS A PROPERTY OWNER. WE OWN QUITE A BIT OF PROPERTY IN THE CITY LIMITS OF THE CITY OF MCKINNEY. SO FROM A REGULATORY STANDPOINT, WE WERE RESPONSIBLE FOR REVIEWING PERMITS AND PLAN SUBMITTALS FOR CELL TOWERS, BOTH IN THE RIGHT OF WAY AS WELL AS OUTSIDE THE RIGHT OF WAY ON PRIVATE PROPERTY. WE ALSO REVIEW AND APPROVE SPECIFIC USE PERMITS FOR CELL TOWERS, CELL STRUCTURES THAT DON'T NECESSARILY MEET THE INITIAL REQUIREMENTS OF OUR DEVELOPMENT REGULATIONS. AND SO ALSO WANT TO POINT OUT SOMETHING THAT I MENTIONED BACK IN FEBRUARY BUT WANT TO DOUBLE DOWN ON IT. WE RECOGNIZE CELL SERVICE COULD BE BETTER IN THE CITY OF MCKINNEY. SO AS PART OF THE ADOPTION OF OUR UNIFIED DEVELOPMENT CODE BACK IN

NOVEMBER OF 22, WE MADE THE INSTALLATION OF CELLULAR COMMUNICATIONS STRUCTURES MUCH EASIER. WE CREATED LOW RISE, HIGH RISE AND STEALTH COMMUNICATION CATEGORIES WHERE IF YOU MEET THE CERTAIN HEIGHT REQUIREMENTS, YOU CAN BASICALLY GO IN EVERY ZONING DISTRICT IN THE CITY OF MCKINNEY. SO WE WERE REALLY PROUD OF THAT WORK. BUT THEN TRANSITIONING TO THE PROPERTY OWNER ROLE, AS I MENTIONED, WE OWN QUITE A BIT OF PROPERTY IN THE CITY OF MCKINNEY. AND SO MOST TIMES YOU'LL SEE WHEN THERE ARE CELL TOWERS ON CITY PROPERTY, IT'S VIA THOSE ELEVATED STORAGE TANKS. WE WILL ALLOW CELL COMPANIES TO PUT THEIR ANTENNAS ON OUR OUR ESTS FOR A SMALL LEASE FEE. WE ALSO HAVE SOME CELL TOWERS IN CITY PARKS AND SO YOU'LL SEE THOSE AS WELL, ALSO FOR A SMALL FEE. BUT THEN WE ALSO HOST THOSE CELL SMALL CELL NODES, THE 20 30 FOOT TALL IN THE RIGHT OF WAY. GOING BACK TO THIS OTHER MAP, YOU'LL SEE MOST OF THEM ARE ALONG THE ROADWAYS, BECAUSE ALL THOSE SMALL CELL NODES ARE PUT WITHIN THE RIGHT OF WAY OF THE CITY OF MCKINNEY. SO WHERE ARE THE CITY'S PROPERTY HOLDINGS AND WHERE DO WE CURRENTLY HAVE CELL STRUCTURES EXISTING? SO YOU CAN SEE THE MAP THAT I JUST SHOWED A SECOND AGO HAS WAY MORE CELL TOWERS, WAY MORE TELECOMMUNICATION TOWERS THAN THE CITY HAS ON THEIR PROPERTIES. AGAIN, ALL THE PROPERTIES IN GREEN ARE CITY OWNED PROPERTIES. WE'VE NOT MADE THE DISTINCTION BETWEEN ELEVATED STORAGE TANKS OR PARKLAND PROPERTY, BUT I THINK THAT'S A VERY IMPORTANT DISTINCTION THAT I WANT TO HONE IN ON HERE IN A SECOND. BUT YOU CAN SEE SEVEN OF OUR NINE ELEVATED STORAGE TANKS CURRENTLY HAVE CELL EQUIPMENT ON IT, BUT THERE'S A POTENTIAL THAT WE COULD DO MORE IF WE WANT TO TAKE A MORE PROACTIVE ROLE IN THE TELECOMMUNICATIONS SERVICE.

OBVIOUSLY, WE CAN PUT OUT THERE TO THE DEVELOPMENT COMMUNITY THAT WE'RE OPEN FOR PARTNERSHIPS, AND WHEN THEY COME TO US VIA THIS CONTINUED PRACTICE OR THE CONTINUE THE CURRENT PRACTICE, WHEN THEY COME TO US AND SAY, HEY, WE'D LIKE TO AMOUNT TO AN EST OR WE'D LIKE TO BUILD ON YOUR PARKLAND, WE CAN BE RESPONSIVE TO THAT. WE CAN DO THE DUE DILIGENCE AND BRING THOSE CASES FORWARD TO THE CITY COUNCIL. WE CAN ALSO CONTINUE REVIEWING THOSE SMALL CELL NODES IN THE RIGHT OF WAY AND PROCESSING THOSE PRIVATE APPLICATIONS FOR CELL TOWERS ON PRIVATE PROPERTY, SO WE CAN CONTINUE BASICALLY DOING WHAT WE'RE DOING NOW. OR WE COULD GET A LOT MORE PROACTIVE AND WE COULD ISSUE A REQUEST FOR PROPOSALS OR REQUEST FOR QUALIFICATIONS. AND THAT SCENARIO, WHAT WE WOULD BE LOOKING FOR IS A PRIVATE COMPANY OUT THERE THAT COULD COME IN AND PARTNER WITH THE CITY, PROACTIVELY REACH OUT TO THE CELL COMPANIES AND SAY, HEY, WOULD YOU LIKE TO IMPROVE YOUR SERVICE? CAN WE INSTALL A CITY, A CITY OWNED CELL TOWER THAT THE THIRD PARTY COMPANY WOULD OPERATE AND MAINTAIN FOR US, BUT IT WOULD BE OWNED AND LOCATED ON CITY PROPERTY? WOULD YOU GUYS LIKE TO CO-LOCATE ON ONE OF THESE STRUCTURES? DEFINITELY AN OPTION FOR THE CITY IF WE'D LIKE TO BE A BIT MORE INTENTIONAL, A BIT MORE PROACTIVE. BUT I MENTIONED PARK THE DISTINCTION THAT WE NEED TO BE AWARE OF.

THERE ARE SOME STATE LAW KIND OF CONDITIONS THAT WE NEED TO BE MINDFUL OF. IF WE'RE TRYING TO EXPLORE PUTTING CELL TOWERS OR CELL STRUCTURES ON PARKLAND PROPERTY. FIRST OFF, IF THERE ARE, IF WE PURCHASED IT WITH PARK FUNDS, WE NEED TO MAKE SURE THAT WE'RE ANALYZING. IS THERE NO OTHER LOCATION THAT THIS CELL TOWER CAN GO? AND IF SO, IF WE SAY THAT, NOPE. IT HAS TO BE ON THIS PARK PROPERTY. HAVE WE MINIMIZED THE NEGATIVE IMPACTS THAT MAY COME FROM DEVELOPING THAT CELL TOWER ON THAT PARK PROPERTY? SO THAT'S NUMBER ONE. SECOND, IF WE PURCHASE THE PARK PROPERTY WITH GRANT FUND, THERE MAY BE OTHER LIMITATIONS THAT SAY, HEY, YOU CAN'T USE THIS PART FOR ANYTHING OTHER REGARDLESS OF THE STATE LAW EXEMPTIONS. AND THOSE ARE THINGS THAT WE WOULD NEED TO LOOK AT ON A CASE BY CASE BASIS. SO WITH THAT, I'LL WRAP UP THE PRESENTATION AND KICK IT TO THE COUNCIL. ANY DIRECTION, ANY QUESTIONS YOU'D LIKE TO OFFER.

IF YOU LOOK AT THE FAR WEST PART OF OUR CITY ON THE ON THE WEST PART OF CUSTER, YOU LOOK AT ALL THOSE LITTLE DOTS DOWN THERE AROUND WESTRIDGE. I THINK THAT IS THAT KIND OF OUR FUTURE WITH 5G TAKING OVER FROM 3G AND 4G, SEEING A LOT OF THESE SMALL NODES THAT LOOK MORE LIKE THAT AS WE MOVE TO THE EASTERN PART OF OUR CITY. YEAH, I THINK IT REALLY DEPENDS ON EACH CELL CARRIER STRATEGY. I THINK IF YOU REWIND 2 OR 3 YEARS AGO WHEN 5G WAS ALL THE RAGE, RIGHT, THE ANSWER WOULD BE ABSOLUTELY. I THINK EVERYBODY'S INVESTING IN SMALL CELL TECHNOLOGY, AND YOU'RE GOING TO SEE THOSE LINED UP AND DOWN. THE CHALLENGE WITH

5G IS IT HAS LIMITATIONS. IT HAS VERY LIMITED REACH. RIGHT. AND SO TO GET GOOD HOUSEHOLD CELL COVERAGE, YOU'VE GOT TO EXPAND BEYOND JUST THE MAJOR ARTERIALS. AND SO WHAT I WOULD STAND HERE TO OFFER TO YOU AT THIS POINT IS I THINK THERE'S ALWAYS GOING TO BE A MIXTURE OF BOTH. OKAY.

THERE ARE PROS AND CONS OF EACH. IF YOU WANT WIDE RANGING CELL SERVICE IN YOUR HOUSE, PROBABLY THAT OLD 3G 4G TOWER IS GOING TO BE BETTER. NOW THERE ARE SOME CARRIERS. FOR EXAMPLE, I BELIEVE VERIZON HAS 5G IN YOUR HOUSE COMING FROM SOME OF THESE NODES. AND SO I THINK BUTTONING IT UP, I THINK IT DEPENDS ON EACH CARRIER'S STRATEGY, BUT I THINK IT'S SAFE TO SAY FOR AT LEAST THE FORESEEABLE FUTURE, YOU'RE GOING TO SEE A MIXTURE OF BOTH. OKAY. AND THE MARKETPLACE WILL DETERMINE WHETHER OR NOT THOSE COMPANIES HAVE AN APPETITE TO ACTUALLY GO TO THE EXPENSE AND PLANT THOSE THINGS. AND THAT WILL TELL US A LOT FOR SURE. THE OTHER THING THAT I'M AND LET ME JUST TELL YOU, I'M GRATEFUL FOR THIS. YOU KNOW, I BROUGHT THIS ITEM FORWARD AND I WANT TO SEE US DO MORE TO BE PROACTIVE ON THIS. THE OTHER THING THAT SEEMS TO BE PERHAPS A THREAT TO THIS KIND OF THING IS, APPARENTLY, THAT T-MOBILE IS GOING TO BE GOING LIVE WITH ELON MUSK'S STARLINK ON OR ABOUT JULY 1ST, AND I WONDER WHAT THAT'S GOING TO DO IF THAT'S GOING TO MITIGATE THE NEED FOR SOME OF THESE PHYSICAL STRUCTURES. BUT, YOU KNOW, WHEN I TALK TO THE PEOPLE IN AND AROUND MY DISTRICT, AND THESE ARE PEOPLE, SOME WHO LIVE IN DISTRICT FOUR AND DISTRICT THREE THAT ARE IN THE VERY URBAN PART OF OUR CITY, THERE'S A LACK OF CELL SERVICE AND COVERAGE IN THE HOMES, AND I'D LIKE TO DO WHAT WE CAN, UNDERSTANDING IT'S NOT OUR RESPONSIBILITY, BUT I BELIEVE WE'RE IN A UNIQUE POSITION TO PERHAPS REACH OUT AND BE A CATALYST TO THESE PRIVATE COMPANIES TO HELP GET BETTER COVERAGE. I MEAN, I WOULD COMPARE THIS TO OUR EFFORTS ON BROADBAND. WE TURN AROUND AND LOOKED AT OUR BROADBAND COVERAGE WASN'T AS SUFFICIENT AS WE WANT IT TO BE. IT'S NOT OUR SERVICE TO DELIVER. BUT WE DID. TOOK PROACTIVE STEPS TO PARTNER WITH SOMEBODY TO DELIVER THAT SERVICE IN A BETTER WAY. AND I THINK THAT FROM A SALES STANDPOINT, WE SHOULD TRY OUR EFFORTS TO DO THE SAME THING, BECAUSE THERE'S JUST AS MANY PEOPLE WHO NEED CELL SERVICE IN THEIR HOMES AS NEED BROADBAND SERVICE IN THEIR HOMES.
