AT THIS TIME, WE'LL CALL THE MEETING TO ORDER PURSUANT TO TEXAS GOVERNMENT CODE SECTION 55 1002, A QUORUM. THE CITY COUNCIL MAY BE PRESENT. NO CITY COUNCIL ACTION WILL BE TAKEN. MEETING IS BEING TELEVISED LIVE ON STREAMING ON THE CITY'S WEBSITE. AND SO THAT'S WHERE WE'RE AT. AND BEFORE WE START, WE'LL TAKE

THINGS A LITTLE BIT OUT OF ORDER THIS MORNING. START WITH COUNCIL COMMENTS OR BOARD COMMENTS INSTEAD OF PUBLIC COMMENTS. WE'LL DO PUBLIC COMMENTS IN A MINUTE, AND I GUESS I'LL LEAD OFF. AND THIS IS THIS IS OUR OPPORTUNITY AS A BOARD TO THANK YOU, GEORGE MAYOR FULLER, FOR YOUR LEADERSHIP FOR THE PAST EIGHT YEARS AS OUR MAYOR. IT'S REALLY AMAZING WHEN YOU LOOK AT WHERE WE WERE EIGHT YEARS AGO VERSUS WHERE WE ARE TODAY, WITH ALL THE THINGS THAT WE'VE HAD GOING ON IN THE CITY WITH DEVELOPMENT, NOT ONLY ON NEW PROJECTS, BUT ALSO IN MAINTAINING THE, YOU KNOW, HISTORIC NATURE OF OUR COMMUNITY WITH THE THINGS THAT WE'VE DONE DOWNTOWN, THE CULTURAL DISTRICT, NAMING THE FLOUR MILL OVER HERE, SO MANY THINGS LIKE THAT THAT I THINK IN A LOT OF WAYS GO UNNOTICED BECAUSE, YOU KNOW, THEY'RE HERE AND BUT BUT I DON'T THINK PEOPLE REALIZE WHAT IT TAKES IN TERMS OF COUNCIL AND THE MAYOR'S OFFICE AND CITY STAFF TO MAKE THOSE THINGS ACTUALLY COME TO FRUITION AND HAPPEN. SO I JUST WANTED TO PERSONALLY THANK YOU FOR YOUR SERVICE AS OUR MAYOR, AS MY MAYOR. AND, YOU KNOW, I'M SURE WE'RE NOT DONE SEEING YOU AROUND, JUST LIKE THEY CAN'T GET RID OF ME. SO, SO WITH THAT, I'LL PASS IT ON TO ANY OTHER BOARD MEMBERS THAT WOULD LIKE TO COMMENT. AND THEN WE'VE GOT A LITTLE PRESENTATION WE WANT TO GIVE TO YOU. YEAH. CERTAINLY. MAYOR FULLER, I, I'M PRETTY SURE I'VE KNOWN EVERY MAYOR IN THIS TOWN GOING BACK TO THE MID 70S. AND I'M NOT THAT OLD, REALLY, BUT BUT CERTAINLY YOU CHARTERED YOUR OWN PATH. YOU YOU SET A NEW BAR. WE'VE HAD SOME GREAT MAYORS AROUND HERE. WE'VE HAD A LOT OF GREAT PEOPLE SPEND A LOT OF TIME DOING THAT JOB. BUT YOU CLEARLY SET YOURSELF APART FROM FROM THOSE GUYS. I APPRECIATE THE DECISIVE LEADERSHIP AND I APPRECIATE THE COMPASSION FOR THE COMMUNITY. YOU REALLY YOU'VE REALLY CHANGED THE ATMOSPHERE AND A LOT OF THINGS AROUND HERE, LIKE THIS BUILDING. ATTRIBUTE TO YOU AND THE WORK THAT YOU PUT INTO THIS JOB AND YOU, I DON'T KNOW HOW YOU MADE A LIVING THE LAST EIGHT YEARS. AND IT'S NONE OF MY BUSINESS, BUT CERTAINLY, CERTAINLY YOU HAVE PUT THE TIME INTO THIS JOB THAT IT JUST BLOWS ME AWAY. SO I REALLY APPRECIATE IT. AS A LONG TIME MCKINNEY GUY, I APPRECIATE WHAT YOU'VE DONE FOR THIS COMMUNITY AND LOOK FORWARD TO WHAT'S NEXT. THANK YOU. WILLIE SAID. WE HAD TO SAY GOOD THINGS ABOUT GEORGE AND I REALLY I REALLY HAD TO THINK LONG AND HARD. NO, IT'S BEEN IT'S BEEN IT'S BEEN GREAT. OBVIOUSLY, COMING TO MCKINNEY GEORGE IS ALWAYS WELCOMED ME. WE SAT ON THE CDC TOGETHER. HE WAS THE BOARD CHAIR ON THE CDC AND KIND OF CHARTED THE WAY FOR ME IN SITTING ON BOARD. SO AGAIN, I REALLY JUST APPRECIATE YOUR ABILITY TO STAND UP FOR THINGS THAT YOU BELIEVE IN, WHETHER THAT'S WHAT THAT'S WHETHER THE YOU NEVER LET THE MINORITY THOUGHT DICTATE WHERE YOUR DIRECTION FOR THE CITY SHOULD GO. AND I REALLY APPRECIATE THAT YOU STOOD UP FOR WHAT YOU BELIEVED IN AND REALLY FOUGHT FOR IT, WHETHER IT WHETHER IT WAS RIGHT OR WRONG, YOU STILL HAD THE FORTITUDE TO STAND UP FOR THAT. AND SO, I MEAN, I THINK THAT'S SOMETHING THAT WILL BE THE LEGACY OF GEORGE FULLER AND I THINK WILL BE A GREAT THING. I THINK, AGAIN, AS WE MOVE FORWARD WITH THIS, AS WE MOVE FORWARD WITH THE AIRPORT AND ALL THE OTHER GREAT PROJECTS WE HAVE, IT TAKES THE PEOPLE BEFORE THEM TO MAKE ALL THAT HAPPEN. AND AGAIN, ALL THE MAYORS THAT CAME BEFORE YOU WERE ONE PIECE IN THE PIE. YOU WILL BE AN INSTRUMENTAL PIECE IN THAT LEGACY FOR MCKINNEY, AND IT'S GREAT TO BE A PART OF IT AND BE ABLE TO SEE IT. SO THANK YOU VERY MUCH. SO I'VE KNOWN YOU SINCE 1995 WHEN WE MOVED TO MCKINNEY. WE HIRED GEORGE TO BUILD OUR HOUSE. HE NOT ONLY BUILT OUR HOUSE, HE BUILT EVERY

HOUSE ON THE STREET, INCLUDING ONE THAT HE AND MAY LI LIVED IN. I ALWAYS THOUGHT IT WAS TELLING OF A BUILDER WHO WAS WILLING TO LIVE ON THE SAME BLOCK WITH ALL OF HIS CUSTOMERS. IN 2021, WE BOUGHT ANOTHER GEORGE FULLER HOUSE, AND WE DID SO BECAUSE WE HAD FAITH IN HIM. OBVIOUSLY, HE BUILT A GREAT PRODUCT, BUT IT WAS ALSO BECAUSE HE WAS HONEST AND FULL OF INTEGRITY. SO THANK YOU FOR HAVING FAITH IN ME AND LETTING ME SERVE ON THIS BOARD AND GET A FRONT ROW SEAT TO SEEING THE GROWTH UNDER YOUR LEADERSHIP. I DON'T THINK THAT ANYONE WILL MATCH YOUR PASSION, BUT YOUR LEGACY WILL LIVE ON. THANK YOU, MR. MAYOR. I WOULD LIKE TO BE VERY BRIEF. I PERSONALLY HAVE KNOWN MAYOR FULLER, PROBABLY THE SHORTEST OUT OF EVERYBODY HERE. HE IS THE ONLY MAYOR I HAVE KNOWN. SO THEN HE'S THE BEST MAYOR I'VE KNOWN? OBVIOUSLY. SO I, I DO WANT TO SAY THAT I'VE BEEN ENCOURAGED AND WATCHED KIND OF IN AWE AS YOU'VE LED THIS CITY FORWARD WITH A GREAT DEAL OF COMMON SENSE. THAT IS PROBABLY THE HIGHEST COMPLIMENT I CAN GIVE YOU THAT YOU ALWAYS FOUGHT FOR WHAT WAS RIGHT, EVEN WHEN, ESPECIALLY WHEN IT WAS NOT POPULAR. AND I THINK THAT IS REALLY WHAT A LEADER DOES. MCKINNEY HAS GROWN UNDER YOU THROUGH CRISIS, THROUGH TRIUMPH. AND IT'S BEEN IT'S BEEN INSPIRING TO WATCH YOUR YOU MOVE FORWARD WITH CONVICTION AND PULL MCKINNEY ALONG WITH YOU. SO I JUST WANT TO SAY THAT I APPRECIATE THAT. I KNOW I ACTUALLY WOULDN'T BE HERE IF YOU DIDN'T HAVE FAITH IN ME TO ALLOW ME TO BE ON THIS BOARD. SO I APPRECIATE THAT. AND GOOD LUCK TO THE NEXT GUY, BECAUSE HE'S GOT SOME BOOTS, SOME BOOTS TO FILL. BUT I JUST WANT TO THANK YOU FOR EVERYTHING THAT YOU'VE DONE. I WAS HIRED AS THE PARKS AND RECREATION DIRECTOR AT THAT TIME. AND OUR FIRST MEETING. YOU DON'T REMEMBER THIS AT ALL, BUT I CERTAINLY REMEMBER IT. IT WAS IN BONNIE WENK PARK, THE ALL ABILITIES PLAYGROUND. PAUL AND I MET WITH YOU BECAUSE WE HAD NEEDED SOME MORE MONEY TO DO IT.

RIGHT. AND WE WANTED TO BUILD THIS, THIS OVERLOOKED BRIDGE, IF YOU RECALL. AND PAUL AND I WENT TO YOU AND, YOU KNOW, WE MADE OUR CASE AND WHATNOT, AND YOU JUST SAID, LET'S DO IT RIGHT.

WENT TO CITY COUNCIL NEXT WEEK, AND WE GOT THE MONEY TO DO IT. AND FROM THAT POINT FORWARD, I KNEW THAT YOU'RE THE RIGHT MAYOR FOR THE JOB BECAUSE YOUR OPINION WAS, LET'S DO IT RIGHT. WHAT'S BEST FOR OUR COMMUNITY OVERALL. AND THERE ARE DOZENS, IF NOT HUNDREDS OF EXAMPLES OF YOU DOING THAT, SUPPORTING STAFF AND WHATNOT. SO FROM THE STAFF PERSPECTIVE, YOU KNOW, YOU'RE FANTASTIC REPRESENTATION ACROSS THE WORLD FOR WHAT WE'RE DOING IN MCKINNEY. I HAVE THE PLEASURE OF TELLING YOUR STORY TO PEOPLE AROUND THE GLOBE. DID. NO. NEXT, WE HAVE REPORTS, BOARD AND LIAISON UPDATES. CITY MCKINNEY, MR. GRIMES. YES. GOOD MORNING, MR. CHAIRMAN. MR. PRESIDENT, MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES, CITY MANAGER. SO A FEW THINGS JUST TO UPDATE YOU ON TONIGHT, OR I SHOULD SAY THIS AFTERNOON AT WORK SESSION, THE CITY COUNCIL WILL BE GETTING A PRESENTATION FROM POLCO, WHICH IS THE CITY'S CONTRACTED VENDOR WHO CONDUCTS OUR BIANNUAL CITIZEN SURVEY, AND THEY WILL BE PRESENTING THE RESULTS OF THAT SURVEY THIS AFTERNOON. SO IF YOU'RE INTERESTED IN THOSE TYPES OF THINGS, TUNE IN OR ATTEND. BETTER YET AND GET SOME MORE INFORMATION ABOUT OUR CITIZEN SURVEY AND THE RESULTS AND AREAS FOR IMPROVEMENT. AREAS WHERE WE DO VERY WELL. AND THIS IS REALLY GREAT INFORMATION, BECAUSE THE POWER OF THIS TYPE OF SURVEY THAT WE DO EVERY OTHER YEAR IS IT'S THE LARGEST DATABASE OF COMPARABLE CITIES NATIONWIDE. THIS IS THE GOLD STANDARD FOR COMMUNITY WIDE SURVEYS. NUMBER ONE. NUMBER TWO, IT ALSO ALLOWS IT'S A SCIENTIFIC SURVEY. IT'S STATISTICALLY SIGNIFICANT SCIENTIFIC SURVEY. IT'S THE ONLY ONE WE DO OF THIS SCALE. SO WHAT THAT DOES IS THAT ALLOWS US TO GO BACK TO THE ELECTED OFFICIALS, TO THE COMMUNITY AND SAY, HERE'S WHAT'S REALLY ON FOLKS MIND. YOU MAY HEAR A FEW THINGS HERE AND THERE, BUT THAT'S NOT SCIENTIFIC AT ALL. THAT'S SELF-SELECTION BIAS, WHATEVER. BUT THE SURVEY ITSELF IS SIGNIFICANT, STATISTICALLY SIGNIFICANT, SCIENTIFIC. AND THAT REALLY GIVES YOU A SORT OF A LEVEL SET ON WHERE THE MINDSET OF THE COMMUNITY IS AT THAT SNAPSHOT IN TIME. SO IT SHOULD BE VERY INFORMATIVE FOR YOU. WE ALSO HAVE, OF COURSE, OUR NEWLY ELECTED, OUR MAYOR AND COUNCILMAN, COUNCILMAN AT LARGE ERNEST LYNCH WILL BOTH BE SWORN IN TONIGHT AT 6 P.M. AND THEY WILL BE OFF TO THE RACES. MAYOR FULLER WILL GAVEL IN THE MEETING. AND THEN, OF COURSE, MAYOR COX WILL CARRY THE MEETING FORWARD. HE'LL HAND TURN THE GAVEL OVER TO MAYOR COX, MAYOR ELECT COX, AND THEN THEY WILL HE WILL RUN THE REST OF THE MEETING. SO WE'RE EXCITED FOR THAT. ALSO, WE HAVE OUR NEW COUNCIL. NEWLY ELECTED OFFICIALS WILL HAVE AN ORIENTATION FOR THEM SCHEDULED, I BELIEVE, FOR NEXT WEEK. WE GO OVER ALL THE MAJOR PROJECTS AND INITIATIVES CITYWIDE THAT ARE ONGOING AND ANSWER QUESTIONS FOR THEM. ONE OF THE QUESTIONS THEY'LL HAVE TONIGHT, WE'VE ALREADY PRE-BRIEFED THEM IS ON THE TAX RATE, NOT TAX RATE PER SE, BUT ON TAX EXEMPTION CONSIDERATION, WHICH THEY WILL HAVE ON THE AGENDA FOR CONSIDERATION THIS EVENING. I WANT TO THANK STAFF. OUR PARKS AND REC STAFF ARE THE PRIMARY ORGANIZERS, BUT LOTS OF VOLUNTEERS FOR THE JUNETEENTH CELEBRATION THIS PAST WEEKEND. SATURDAY, AS USUAL THIS TIME OF YEAR IT'S QUITE HOT, BUT IT WAS A NICE EVENT. THEY DID SOMETHING DIFFERENT THIS YEAR. THEY CULMINATED IT WITH A DRONE SHOW, AND THE DRONE SHOW IS FABULOUS. AND I'M TELLING YOU, THAT'S THE FUTURE OF ENTERTAINMENT AFTER EVENTS IS WHEN YOU WATCH THESE DRONE SHOWS, THEY'RE PRETTY SPECTACULAR. THE ONLY THING YOU DON'T HAVE ARE THE EXPLOSIONS. YOU DON'T HAVE THE LOUD NOISES PER SE, BUT THERE'S BUT THEY'RE CAPABLE OF DOING SO MANY OTHER THINGS IN TERMS OF THE ANIMATION AND OTHER STUFF. SO THE DRONE SHOW WAS A GREAT WAS A GREAT CAP OFF FROM THE EVENT ITSELF. AND STAFF DESERVES A LOT OF CREDIT FOR ORGANIZING IT. IT'S PROBABLY THE LARGEST ONE, BEST ATTENDED ONE WE'VE HAD YET. INFORMATION OFFICERS, I BELIEVE, AND THEY, AS ALWAYS, COME BACK WITH A HANDFUL OF HARDWARE. IN THIS CASE, THE DEPARTMENT WON 11 AWARDS AT THE STATEWIDE TEXAS TAMIL CONFERENCE IN FORT WORTH ACROSS A NUMBER OF DIFFERENT CATEGORIES. BUT WE HAVE AN OUTSTANDING TEAM WHO CONSISTENTLY IS RATED AT THE TOP LEVEL AMONG THEIR OWN PEERS IN THIS BUSINESS. AND THEN PARKS AND RECREATION. ONE THING I WANTED TO POINT OUT, ALL OF THE THINGS GOING ON. WE HAVE NEWLY ELECTED OFFICIALS. WE HAVE THE VENUE AMPHITHEATER, WHICH WAS TERRIFIC, BY THE WAY, LAST FRIDAY EVENING, THE GROUNDBREAKING CELEBRATION. BUT WHAT REALLY HAS PEOPLE'S ATTENTION ARE OUR GOATS, THE PARKS AND RECREATION GOATS AT BONNIE WENK PARK. NOW THAT HAS WE GET WE GET ALL KINDS OF VIEWS AND QUESTIONS WE HAVE. THEY'RE BASICALLY GRAZING ALONG WILSON CREEK TRAIL BETWEEN BONNIE WENK AND AL RAUSCH PARK. THEY'RE BASICALLY MANAGING THE WEED GROWTH IN HARD TO REACH AREAS, HARD TO GET POWER EQUIPMENT BACK THERE. SOMETIMES THERE'S SNAKES, RUMORED SNAKES BACK THERE. GOATS DON'T CARE ABOUT THEM, I GUESS. SO THEY GET OUT THERE AND THEY GET AFTER IT. THEY'VE GOT THE MUNCHIES, AS I POINT OUT, AND OUR TEAM HAS HIGHLIGHTED THE GOATS WITH AN ENTERTAINING VIDEO. IT'S GOT 50,000 VIEWS AND 550 SHARES. AND THEN LOCAL PROFILE DID A NICE STORY ON THEM, BUT IT'S A LOT OF FUN. RESIDENTS REALLY LIKE IT AND THEY'RE WELCOMED BACK EVERY YEAR UNLESS THEY MAKE A MESS OF THE PLACE. BUT SO FAR, SO FAR THEY'VE BEEN PRETTY GOOD. WE DIDN'T LOSE ANY FROM THE STORMS, BY THE WAY, THE STORMS AND THE FLOODING THAT CAME THROUGH FROM THE STORM SURGE, THEY THEY THEY DID FINE. WE DIDN'T LOSE ONE GOAT. SO. AND SOME FERTILIZER. YES. THAT'S THE TERTIARY EFFECT OF HAVING SOME GOATS OUT THERE.

WE ALSO PLAYED HOST HOME TO UKRAINE IN THAT WE HAVE THE NCAA D2 NATIONAL FOOTBALL CHAMPIONSHIP, THAT THE CONTRACT WAS RENEWED FOR A FEW MORE YEARS THIS PAST YEAR. SO WE'LL CONTINUE TO BE THE HOST HOME OF THAT EVENT. THE INTERNATIONAL GIRLS CUP HAD THEIR INAUGURAL SEASON THIS PAST YEAR. THEY HAD LIKE 8 OR 900 ROOM NIGHTS GENERATED FROM A YOUTH GIRLS SOCCER EVENT OVER AT CRAIG RANCH SOCCER. AND THAT FACILITY IS ONLY HALFWAY BUILT OUT. SO ANOTHER YEAR OR SO, WE'LL HAVE THE FULL FACILITY BUILT OUT, AND IT'LL BE STATE OF THE ART. IT'LL PUT IT UP AGAINST ANY SOCCER FACILITY IN THE STATE OF TEXAS.
