THIS IS PARKS AND RECREATION MONTH.

SO MISS KIN CADE, I LIKE THE ENERGY.

THERE'S SOME ENERGY RIGHT THERE.

I LIKE IT.

, YOU'RE HAPPY TO BE INSIDE.

YEAH.

IN THE AIR CONDITIONING, THEY CAME IN MASS.

I KNOW, I DON'T, ALTHOUGH, AND PROBABLY THE HAPPIEST ONE, MICHAEL, SO HE'S PROBABLY DRIVING.

HE WAS WORRIED ABOUT THE TRAFFIC BECAUSE THAT'S, SO I, I, UH, I ASKED THE QUESTION, WHO'S RUNNING THE SHOP SINCE EVERYONE'S HERE FOR THE PROCLAMATION? , UH, OKAY, LET'S REACH OVER THIS PROCLAMATION.

THIS IS PARKS AND RECREATION MONTH.

WHEREAS IN THE UNITED STATES, PARKS AND RECREATION PROGRAMS AND FACILITIES ARE IMPORTANT TO OUR COMMUNITIES.

THEY ARE VITAL TO ESTABLISHING AND MAINTAINING HIGH QUALITY OF LIFE, AND THEY CONTRIBUTE TO ECONOMIC AND ENVIRONMENTAL WELLBEING.

AND WHEREAS PARKS AND REC EXPERIENCES BUILD FAMILY UNITY, STRENGTHEN NEIGHBORHOOD INVOLVEMENT, PROVIDE FOR A SOCIAL INTERACTION, AND PROMOTE CULTURAL DIVERSITY.

AND SINCE 1985, AMERICANS HAVE CELEBRATED NATIONAL PARK IN RECREATION MONTH DURING THE MONTH OF JULY TO RECOGNIZE THE IMPORTANCE OF PARKS AND RECREATION TO THE OVERALL WELLBEING OF COMMUNITIES ACROSS THE COUNTRY.

NOW, THEREFORE, I BILL COX AND THE POWER OF VESTED IN ME AS THE MAYOR OF MCKINNEY, TEXAS DO HEREBY PROCLAIM JULY, 2025 AS PARKS AND RECREATION MONTH IN MCKINNEY.

SO WE ALL HAVE A SPEECH PREPARED, SO THIS WILL JUST TAKE A FEW MINUTES.

UM, I JUST WANNA SAY HOW IMPORTANT IT IS FOR US TO CELEBRATE THIS MONTH WITH THE COMMUNITY.

AS YOU ALL KNOW, WE'RE THE CONNECTION TO ALL OF THE COMMUNITY, THE RESIDENTS.

UM, I'M SO PROUD OF THE TEAM THAT WE HAVE HERE, AND AS YOU CAN SEE, WE'RE MIGHTY AND FIERCE, AND THEY DO SUCH AN AMAZING JOB.

AND THIS IS ALSO MY TIME TO SHOW MY APPRECIATION TO THEM.

SO THANK YOU.

WHERE'S MY PHONE? ALRIGHT, WELL THANK YOU MAYOR AND COUNCIL, UH, FOR ALLOWING US TO COME AND TALK ABOUT OUR CODE COMPLIANCE DIVISION WITHIN CODE SERVICES.

MY NAME'S PHILLIP HUBBARD.

I'M THE DIRECTOR OF CODE SERVICES.

UM, THIS EVENING WE'RE GONNA HIGHLIGHT SOME OF THE THINGS THAT WE'RE DOING REALLY WELL.

SOME AREAS OF FOCUS THAT WE'VE HAD OVER THE PAST 10 MONTHS SINCE I ASSUME THIS ROLE.

UH, WE'RE GONNA TALK ABOUT SOME CHANGES THAT WE'VE MADE INTERNALLY THAT ARE IMPACTING THE MCKINNEY RESIDENTS, UH, AND THEN ALSO SOME THINGS THAT WE'RE LOOKING FORWARD TO DOING IN THE NEAR FUTURE AND LONG-TERM FUTURE HERE IN MCKINNEY.

UH, FIRST LEMME GIVE A LITTLE BIT MORE ABOUT MY BACKGROUND.

SO I COME TO MCKINNEY FROM OREGON.

UH, I'VE SERVED IN MUNICIPAL GOVERNMENT FOR THE PAST 12 YEARS IN OREGON AS WELL AS ARIZONA.

UM, INITIALLY I STARTED AS A STREET SWEEPER IN PUBLIC WORKS AND, UH, I WAS IN THAT ROLE FOR A COUPLE OF YEARS BEFORE TRANSITIONING OVER TO A CODE COMPLIANCE INSPECTOR WITH THE CITY OF EUGENE.

BUT SINCE THAT TIME, I'VE HELD SUPERVISOR POSITIONS, MANAGER POSITIONS, UH, AGAIN IN OREGON AND ARIZONA.

AND NOW I BRING A LOT OF THAT EXPERIENCE, UH, HERE AS WELL.

AND TRYING TO MAKE SURE THAT OUR CODE COMPLIANCE DIVISION IS WORKING FOR THE CITIZENS OF MCKINNEY THE BEST THAT WE CAN.

OUR DEPARTMENT IS, UH, COMPRISED OF SEVEN FULL-TIME CODE OFFICERS.

UM, THE ORG CHART THAT'S SHOWN THERE REPRESENTS KIND OF HOW WE'RE CURRENTLY DOING IT, AND WE'LL DISCUSS MORE OF THOSE CHANGES HERE IN JUST A MINUTE.

WE HAVE FIVE OFFICERS DEDICATED TO RESIDENTIAL CODE ENFORCEMENT AND THEN TWO OFFICERS THAT'LL BE DEDICATED TO, UH, COMMERCIAL ENFORCEMENT.

THERE'S ALSO A COUPLE LEADERSHIP POSITIONS ALONG WITH A MULTI-FAMILY HOUSING INSPECTOR WHO FOCUSES ON PROPERTIES THAT ARE, UH, APARTMENT COMPLEXES, HOTELS, MOTELS, THOSE TYPES OF THINGS.

AND THEN A PART-TIME CODE OFFICER WHO ASSISTS WITH THE LEGAL SIGN REMOVAL AND ALSO HELPS OUR HEALTH COMPLIANCE TEAM, WHICH IS A SEPARATE TEAM WITHIN OUR DEPARTMENT, UH, FOR MOSQUITO ABATEMENT, LAYING OUT TRAPS AND THOSE TYPES OF THINGS.

THE MISSION OF ANY CODE COMPLIANCE TEAM AND THIS ONE HERE IN MCKINNEY IS TO, UH, ESSENTIALLY CREATE A HIGH LIVABILITY STANDARD, UH, AND ENSURE THAT PROPERTIES BOTH COMMERCIAL AND RESIDENTIAL ARE MAINTAINING ADHERENCE TO PROPERTY STANDARDS, PROPERTY MAINTENANCE CODES, THOSE KINDS OF THINGS.

AND WE DO THAT THROUGH A WIDE RANGE OF COLLABORATION, BOTH INTERNALLY WITH OTHER DEPARTMENTS, BUT EXTERNALLY WITH COMMUNITY RESIDENTS, PROPERTY OWNERS, UH, AND THEN OTHER ORGANIZATIONS WITHIN A COMMUNITY TO TRY TO ASSIST THOSE PEOPLE WHEN POSSIBLE.

SOME OF THE THINGS I'VE OBSERVED IN MY SHORT TIME HERE, UH, THAT WE'RE DOING REALLY WELL IS, UH, THE FIRST ONES BEING HOW QUICKLY WE RESPOND WHEN WE'RE NOTIFIED OF COMPLAINTS OR CONCERNS THAT FOLKS HAVE.

UH, ON AVERAGE WE'RE ABLE TO DO THAT, UH, IN ABOUT A DAY.

OFTENTIMES THE OFFICER WILL BE DISPATCHED TO A LOCATION THE SAME DAY AS A COMPLAINT IS RECEIVED.

UM, AND SO WE'RE DOING THAT REALLY WELL, AND I'M REALLY PROUD OF EVERYBODY FOR BEING, UH, SO DEDICATED TO MAKING SURE THAT WE'RE RESPONDING WHEN NEEDED.

ANOTHER THING THAT WE'RE DOING THAT'S GREAT IS, UH, SY SYSTEMATIC AND EQUITABLE ENFORCEMENT.

SO WE WANT TO ENSURE THAT RESIDENTS, REGARDLESS OF WHERE THEY LIVE, WHAT THEIR CIRCUMSTANCES ARE, THEY'RE ALL TREATED THE SAME AND THEY KNOW WHAT TO EXPECT WHEN OUR OFFICERS DO SHOW UP TO THEIR PROPERTY OR CONTACT THEM ABOUT AN ISSUE.

WE'RE DOING A GREAT JOB IN THAT VEIN.

AND THEN ELECTIONEERING ENFORCEMENT, UM, SOME, THERE'S SOME NEW MEMBERS TO THE COUNCIL, UH, HERE.

AND IN 2024, MAY OF 2024, WE ADOPTED SOME NEW LANGUAGE, UH, REGARDING ELECTIONEERING.

WE'VE BEEN REALLY SUCCESSFUL, UH, WITH THAT NEW LANGUAGE AND ENSURING THAT EVERYBODY'S ABLE TO GET OUT AND SUPPORT THEIR CANDIDATES IN THE APPROPRIATE WAY AND ADHERE TO THE REGULATIONS.

I CAN SAY WITH PRIDE THAT DURING THIS LAST ELECTION CYCLE, WE DID NOT HAVE TO ISSUE ANY CITATIONS FOR VIOLATION OF ELECTIONEERING, WHICH WAS GREAT.

AND, UH, FROM WHAT I UNDERSTAND, UH, UH, CONSIDERABLE CHANGE FROM CYCLES IN THE PAST.

SO THAT'S REALLY GOOD.

HERE'S A COUPLE OF GRAPHS THAT KIND OF REPRESENT SOME OF THE GOOD CHANGES THAT WE'VE HAD.

SO, CASE DURATION, THAT'S AN INDICATION OF HOW LONG IT TAKES FROM THE TIME A CASE IS OPEN TO THE TIME THE OFFICER'S ABLE TO OBTAIN COMPLIANCE WITH THE PROPERTY OWNER.

AS YOU CAN SEE, JUST A FEW YEARS AGO, WE WERE AVERAGING ABOUT 41 DAYS, UH, TO CLOSE A CASE, AND WE'VE CUT THAT ESSENTIALLY IN HALF.

AND NOW WE'RE AVERAGING ONLY 20.

THAT'S NOT ONLY A TESTAMENT TO OUR STAFF AND THE THINGS THEY'RE ABLE TO DO, BUT ALSO TO MCKINNEY RESIDENTS AND PROPERTY OWNERS, UH, WORKING WITH US AND, AND MAKING SURE THAT THEIR PROPERTIES ARE UPHELD TO A GOOD STANDARD, UH, COMPLAINT RESPONSE TIME.

UH, THE GRAPH, AGAIN, 2022, WE WERE ABOUT FIVE DAYS.

THERE COULD HAVE BEEN A LITTLE IMPACT WITH COVID, UH, TO HOW QUICKLY WE COULD RESPOND THEN OBVIOUSLY, BUT WE'VE BEEN ABLE TO BRING THAT DOWN CONSIDERABLY.

AND AGAIN, ON AVERAGE WE'RE ABOUT ONE DAY, UH, TO BE ABLE TO GET TO WHEREVER WE'RE NOTIFIED THAT WE NEED TO BE.

HERE'S A COUPLE OF EXAMPLES OF, UH, SOME THINGS THAT WE'RE DOING WELL AS, UH, AS WELL.

UH, WE'VE GOT A COUPLE OF EDUCATIONAL TOOLS THAT WE USE.

THE PROPERTY MAINTENANCE SELF-INSPECTION CHECKLIST, THAT'S A TOOL THAT'S AVAILABLE FOR FOLKS TO, UH, TAKE AND REFLECT ON THEIR PROPERTIES AND MAKE SURE THEY'RE MEETING OUR STANDARDS, UH, BEFORE THEY EVEN HAVE TO GET THERE.

NOT THAT PEOPLE DON'T WANNA SEE US, BUT PEOPLE OFTEN DON'T WANNA SEE

UH, THE GOOD NEIGHBOR GUIDE IS ALSO A GREAT TOOL THAT GOES BEYOND JUST CODE COMPLIANCE ISSUES.

UH, IT PROVIDES RESOURCES FOR THINGS LIKE, UH, YOU KNOW, FRONTIER, UH, WHEN YOU CAN WATER YOUR PROPERTY, LIKE THOSE TYPES OF THINGS.

SO THAT'S ALL INCLUDED IN THAT GOOD NEIGHBOR GUIDE.

UM, ON THE RIGHT HAND SIDE, THAT'S A PHOTO FROM A COMMUNITY EVENT WE DID WITH THE LEGACY NEIGHBORHOOD GROUP.

UH, WE SAT WITH THOSE FOLKS FOR OVER AN HOUR, ANSWERED A LOT OF CODE RELATED QUESTIONS, BUT WE ALSO PROVIDED SOME ADDITIONAL RESOURCES FOR OTHER ISSUES THAT OTHER DEPARTMENTS WITHIN OUR ORGANIZATION COULD HELP THEM WITH.

UM, THAT'S JUST ONE EXAMPLE OF, OF US TRYING TO GET OUT AND HELP FOLKS.

AND THEN ON THE BOTTOM, JUST A QUICK BEFORE AND AFTER, SO TALL WEEDS AND GRASS AT THAT PROPERTY.

AND THEN, UH, THE AFTER ON THE RIGHT HAND SIDE SHOWING WHAT, UH, COMPLIANCE LOOKS LIKE IN THAT REGARD.

WE, WE'VE MADE, UH, QUITE A FEW INTERNAL CHANGES AND OUR CODE MANAGER, CHRIS SMITH, HE'S NOT ABLE TO BE HERE TODAY, UH, BUT HE HAD SERVED PLANO FOR 12 YEARS PRIOR TO COMING HERE, AND HE'S JUST HIT HIS ONE YEAR MARK AND HE'S BEEN REALLY INSTRUMENTAL AT, UH, TAKING WHAT WAS GOING ON HERE AND KIND OF TRANSFORMING THAT TO KIND OF STANDARDIZE THINGS.

UM, PART OF THAT CAME A NEW COMPLAINT RESPONSE PROTOCOL WHERE, UH, AFTER THE INSPECTION OCCURS ON A PROPERTY, UH, THE OFFICER WILL CONTACT THAT COMPLAINANT AND UPDATE THEM ON WHAT THEY OBSERVED AND WHAT TO EXPECT MOVING FORWARD.

UM, THERE'S ALSO NEW STANDARD OPERATING PROCEDURES.

SO AGAIN, WE CAN HAVE EQUITABLE ENFORCEMENT REGARDLESS OF WHERE WE'RE AT.

UH, WE HAD A COUPLE OF UPDATED ORDINANCES, THE HIGH GRASS, UH, AND REFUSE ONE.

THAT WAS THE WAY, UH, WE UPDATED TO MATCH STATE LAW, UH, IN TERMS OF HOW WE CONTACT PEOPLE WITH OUR NOTICES.

SO PREVIOUSLY WE HAD TO ISSUE THEM CERTIFIED MAIL.

WE NO LONGER HAVE TO DO THAT, AND WE MATCH WHAT STATE LAW REQUIRES.

AND THEN OBVIOUSLY THE ELECTION HEARING ORDINANCE.

UM, ANOTHER BIG FOCUS OF OURS IS COMMUNITY OUTREACH.

WE HAVE A LOT MORE SUCCESS WHEN PEOPLE UNDERSTAND HOW WE CAN HELP THEM AND WHAT OUR STANDARDS ARE.

THEY'LL GO HOME AND THEY'LL TAKE ACTION BEFORE WE HAVE TO KIND OF ENCOURAGE THAT.

AND SO WE'RE REALLY FOCUSED ON TRYING TO GET OUT MORE AND, UH, BE IN ATTENDANCE FOR MORE EVENTS.

UH, AND THEN ALSO THE REORG THAT WE'VE DONE RECENTLY.

SO UP UNTIL A FEW MONTHS AGO, ALL OF OUR OFFICERS REPORTED TO OUR CODE MANAGER AND THEY ALL HAD GENERAL, UH, A GENERAL KNOWLEDGE OF EVERYTHING.

SO WE HAD NO RESIDENTIAL OR COMMERCIAL ENFORCEMENT.

UH, WE'VE SINCE CHANGED THAT.

AND AGAIN, I ALLUDED TO THAT EARLIER WHERE WE HAVE SOME STAFF WHO ARE DEDICATED TO SPECIFIC AREAS OF MCKINNEY.

THOSE TERRITORIES HAVE, UH, COME ABOUT BASED OFF OF COMPLAINTS THAT THEY'VE RECEIVED SO THAT THEY HAVE A TERRITORY THAT THEY CAN PROACTIVELY PATROL, BUT ALSO BE ABLE TO RESPOND QUICKLY TO THE COMPLAINTS THAT THEY RECEIVE, UH, AND THEN COMMERCIAL ENFORCEMENT.

AND WE'RE GONNA DIVE IN A LITTLE BIT MORE AS TO WHAT WE'RE GONNA DO MOVING FORWARD IN THAT REGARD.

SO PREVIOUSLY WE'VE NOT HAD PROACTIVE COMMERCIAL ENFORCEMENT.

WE'VE RELIED ON COMMUNITY MEMBERS TO CONTACT US, LET US KNOW ABOUT CERTAIN THINGS, BUT A LOT OF THAT GOES UNNOTICED AT COMMERCIAL PROPERTIES.

UM, AND OVER THE LAST YEAR OR SINCE THE BEGINNING OF THIS YEAR, ONLY 20% OF ALL OF OUR CASES HAVE BEEN ON WHAT WE IDENTIFY AS A COMMERCIAL OR INDUSTRIAL PROPERTY.

SO THERE'S DEFINITELY ROOM TO IMPROVE AND, AND A HIGHER STANDARD THAT WE CAN MEET, AND THAT'S WHAT WE'RE GONNA HOPE TO DO, THAT PROACTIVE ENFORCEMENT, UH, WE'RE NOT GONNA DIVE INTO EVERYTHING THAT AN OFFICER COULD LOOK AT.

OBVIOUSLY WITH THAT AMOUNT OF KNOWLEDGE, YOU CAN, UH, YOU KNOW, YOU UNDERSTAND THAT THERE'S A A LOT THAT GOES INTO A COMMERCIAL PROPERTY, BUT THESE ARE OUR PRIMARY AREAS OF FOCUS.

SO SIGNS INITIALLY, MAKING SURE THAT SIGNS MEET WHAT OUR REQUIREMENTS ARE.

UM, TEMPORARY SIGNS OR LED SIGNS, DONATION BINS, UH, MAKING SURE THAT WHERE THOSE ARE PLACED, THEY'RE PLACED APPROPRIATELY AND THEY GO THROUGH THE PERMITTING PROCESS.

UH, MAKING SURE THAT GARBAGE IS CONTAINED APPROPRIATELY.

UH, VEGETATION'S TRIMMED, MOSTLY IT'S TALL GRASS THAT WE INTERACT WITH.

UH, IT COULD BE A VACANT LOT AS PICTURED OR IT COULD BE A BUSINESS THAT MAYBE IS NO LONGER THERE.

AND SO THE REGULAR MAINTENANCE ISN'T OCCURRING ON A PROPERTY.

WE WANT TO BE ABLE TO FOLLOW UP AND MAKE SURE THEY MAINTAIN THEIR PROPERTY UNTIL THEY GET A NEW TENANT.

UH, BASIC LANDSCAPE REQUIREMENTS.

SO AS THE PROPERTIES ARE DEVELOPED, THEY'RE REQUIRED TO HAVE CERTAIN SCREENING AND, UH, VEGETATION AND OVER TIME, UH, PLANTS CAN DIE.

THEY'RE REMOVED BY THE MAINTENANCE FOLKS AND NOT REPLACED.

SO WE'LL BE FOCUSED ON THAT, UH, WITH THE CAVEAT THAT, YOU KNOW, AT CERTAIN TIMES OF THE YEAR, IT'S EASIER TO PLANT CERTAIN THINGS AND WE DON'T WANT TO, UH, REQUIRE THAT PEOPLE DO THINGS THAT ARE ONLY GONNA WASTE THEIR MONEY.

SO AT SPECIFIC TIMES OF YEAR, THAT'LL BE MORE OF A FOCUS THAN OTHERS.

AND THEN LIGHTING AS THE PROGRAM GOES ON AND DEVELOPS, WE'LL ASK OFFICERS TO COME IN DURING THE NIGHTTIME HOURS AND MAKE SURE THAT THE LIGHTING THAT IS ON THE EXTERIOR BUILDINGS AND, UH, PARKING LOTS DOES MEET WHAT OUR REQUIREMENTS ARE.

OVER TIME, UH, PEOPLE WILL SWITCH OUT FIXTURES OR THEY COULD HAVE SOME STORM DAMAGE AND THEN REPLACE THEM WITH A NONCOMPLIANT FIXTURE THAT COULD IMPACT NEIGHBORING PROPERTIES.

AND SO WE JUST WANNA MAKE SURE EVERYBODY'S FOLLOWING THAT AND OBVIOUSLY WORK WITH THEM SHOULD THEY BE OUT OF COMPLIANCE.

AND SO MOVING FORWARD, UH, A COUPLE OF THINGS THAT WE'RE TRYING TO DO, UM, SINCE I'VE ARRIVED AT A PREVIOUS LOCATION, UH, WE HAVE THE IDEA THAT WE ARE THE CITY.

AND WHAT THAT MEANS IS WE UNDERSTAND WHEN WE COMMUNICATE WITH PEOPLE, A LOT

OF TIMES THAT'S THEIR FIRST INTERACTION, ESPECIALLY AT A RESIDENTIAL PROPERTY.

AND SO WE WANT TO BE A GOOD RESOURCE FOR THEM, NOT JUST FOR CO COMPLIANCE ISSUES, BUT ANY PARTICULAR ISSUE THAT COME UP BECAUSE WE REALLY DO BUILD RELATIONSHIPS WITH PEOPLE THROUGH THE ENFORCEMENT PROCESS.

THERE'S MULTIPLE INTERACTIONS.

UM, YOU KNOW, WE UNDERSTAND WHAT SOME PEOPLE'S LIMITATIONS ARE, THOSE KINDS OF THINGS.

AND SO WE JUST WANT TO BE A GOOD RESOURCE FOR THEM.

WE ALSO WANT TO BE ABLE TO PROVIDE ALL EDUCATIONAL MATERIAL AND EXTERNAL DOCUMENTS IN SPANISH.

WE LIVE IN A PRETTY DIVERSE COMMUNITY.

WE WANT TO BE ABLE TO SERVE ALL RESIDENTS.

UH, AND SO THAT'S SOMETHING THAT WE'RE WORKING REALLY HARD TO TRY TO GET OUT THERE.

AND THEN THE LAST ONE IS COMMUNITY ASSISTANCE AND A VOLUNTEER ASSISTANCE PROGRAM.

THIS PROGRAM, UH, IS IN COORDINATION WITH OUR HOUSING COMMUNITY HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT.
