TRADITIONALLY, THIS DAY COMMEMORATES THE SACRED RELATIONSHIP BETWEEN BROTHERS AND SISTERS IN ANCIENT INDIA, ESPECIALLY DURING TIMES OF WAR AND INVASION. SISTERS WOULD TIE A SIMPLE THREAD CALLED A RAKHI ON THEIR BROTHER'S WRIST. THIS SYMBOLIC ACT REMINDED THE BROTHER OF HIS LIFELONG DUTY TO STAND BY HER AND PROTECT HER. OUR RELIEF WORKS INCLUDE DEBRIS REMOVAL AND MUCK OUT OPERATIONS IN HUNT CLEANUP AND RESTORATION FOR LOCAL BUSINESS AT CENTER POINT, ORGANIZING FOOD PANTRY SUPPLIES WITH INGRAM FIRE STATION.
RESTORATION OF FLOOD DAMAGED HEART OF HILLS CAMP, A MYSTIC CAMP, A SITE THAT BORE THE TRAGIC LOSS OF LIFE. TEAM HAS BEEN ACTIVE ON SITE EVERY WEEKEND SINCE THE DISASTER. WE WERE ONE AMONG THE FIRST ONE TO HIT THE GROUND FROM OUR SAN ANTONIO SUPPORT TEAM, A DEDICATED SUPPORT GROUP HAS BEEN MANAGED WHICH INCLUDES SAFETY PROTOCOL, VOLUNTEER LOGISTICS AND COMMUNITY OUTREACH. OUR TRAINED VOLUNTEER SUPPORTED BY SEVA INTERNATIONAL NATIONAL TEAM ARE COLLABORATING WITH EMERGENCY MANAGEMENT AGENCIES AND OTHER NOT FOR PROFIT TO MAXIMIZE THE IMPACT OF OUR EFFORTS. THE COUNCIL IS BEING ASKED TO TAKE A RECORD VOTE ON A PROPOSED TAX RATE, SCHEDULE A PUBLIC HEARING AND ANNOUNCE THE ADOPTION DATE OF THE TAX RATE. THIS PROPOSED TAX RATE IS A TAX RATE CEILING. IT IS NOT THE TAX RATE THAT WILL BE ACTUALLY IN THE PROPOSED BUDGET FOR THE CITY MANAGER'S PROPOSED BUDGET. AND THIS YEAR'S CURRENT TAX RATE IS 0.415513, WITH THE PROPOSED TAX RATE CEILING BEING 0.413921. SO I WANT TO EXPLAIN A LITTLE BIT. THE TAX RATE HAS TWO PARTS. THE FIRST PART IS THE INS OR DEBT SERVICE RATE. THIS THE INS AND DEBT SERVICE RATE IS USED TO COVER THE CITY'S DEBT OBLIGATIONS. SO WE USE THAT. AND WE SET THAT TO AN AMOUNT TO MATCH THE EXACT AMOUNT OF DEBT PAYMENTS IN A GIVEN YEAR. WE TRY TO MAINTAIN THAT RATE FAIRLY LEVEL FROM YEAR TO YEAR. WE'VE BEEN FAIRLY UNSUCCESSFUL AT THAT THE LAST FEW YEARS. IT'S ACTUALLY GONE DOWN QUITE A BIT THIS YEAR. WE ACTUALLY WERE SUCCESSFUL IN THAT, AND I THINK THAT THE INS RATE WILL BE ALMOST EXACTLY LEVEL FOR THIS FISCAL YEAR. THE PORTION IS THE MAINTENANCE AND OPERATIONS PORTION OF THE TAX RATE. THIS IS THE ONE THAT IS SUBJECT TO THE NO NEW REVENUE CALCULATION AND THE VOTER APPROVAL NUMBERS. IT FUNDS THE GENERAL OPERATIONS OF THE CITY, WHICH IS SALARIES, SUPPLIES, GENERAL MAINTENANCE IN OUR GENERAL FUND. SO I MENTIONED NO NEW REVENUE AND VOTER APPROVAL RATES. I'D LIKE TO JUST TALK ABOUT THOSE FOR ONE SECOND. THE NO NEW REVENUE TAX RATE IS A RATE WHICH WOULD PROVIDE A TAXING UNIT. IT WOULD BE US. THE SAME AMOUNT OF REVENUE IN THE YEAR FROM ONE FISCAL YEAR TO THE NEXT, LIKE PROPERTIES. SO IF PROPERTY VALUES GO UP, THE NO NEW REVENUE TAX RATE WOULD GO DOWN AND VICE VERSA. THE VOTER APPROVAL RATE IS 3.5% ABOVE THE NO NEW REVENUE RATE, AND ELECTION WOULD BE REQUIRED IF THE VOTER APPROVAL TAX RATE IS EXCEEDED, WHICH IS NOT IN THE ASKING THIS EVENING. THIS WOULD. ONE THING TO NOTE IS THAT THE CITY IS WORKING TO EXPAND ON THE NEEDS ASSESSMENT DONE FOR THE CONSOLIDATED PLAN TO INFORM A MORE BROAD, AFFORDABLE HOUSING STRATEGY. THIS STRATEGY WILL HELP HELP DEVELOP CITY STAFF STRATEGY TO THAT WILL EXPAND UPON THE FINDINGS AND RECOMMENDATIONS FROM THE PREVIOUS STUDIES. IT WILL IDENTIFY FEASIBLE HOUSING COMMUNITY DEVELOPMENT STRATEGIES AND IT WILL DEVELOP IMPLEMENTATION AND MONITORING PLANS TO OUTLINE SPECIFIC STEPS FOR TAKING ACTION ON THESE STRATEGIES. AND MOST OF THAT WORK WILL BE DONE ONCE WE SUBMIT THE CONSOLIDATED PLAN. AND WE HOPE TO PRESENT THE OUTCOMES TO COUNCIL IN OCTOBER FOR REVIEW IN TERMS OF THE CONSOLIDATED PLAN FUNDING, THE HUD FUNDING, THE AMOUNTS ARE AROUND 1.2 MILLION.

SOME OF IT IS THE 300 SHORT OF $350,000 IS FROM THE HOME PROGRAM. PRE PREVIOUS USES FOR THE HUD FUNDS ON WELL ON HOME. IT WAS JUST USED FOR TENANT BASED RENTAL ASSISTANCE, WHICH IS SOMETHING THAT WE HEARD A BIG NEED OF. AND CDBG WAS USED FOR PUBLIC SERVICES, INCLUDING NONPROFIT OPERATIONS AND SERVICES, REHABILITATION OF LOW AND MODERATE INCOME HOMEOWNERS HOMES, INCLUDING REPAIRS AND LEAD REMEDIATION, COMMUNITY ECONOMIC DEVELOPMENT INCLUDING SMALL BUSINESS ASSISTANCE, MICROENTERPRISE FACADE IMPROVEMENTS, AND THEN GRANT ADMINISTRATION. AS I SAID, YOU HAVE TO DO THE CONSOLIDATED PLAN AND THEN ANNUAL ACTION PLANS AND EVALUATION PLANS IN ORDER TO KEEP RECEIVING THE FUNDS. IN TERMS OF SOME OF THE DATA ANALYSIS THAT WENT INTO THE CONSOLIDATED PLAN, WHAT WE FOUND IS THIS IS AN UPDATE FROM THE RENTAL GAPS THAT WERE PRESENTED IN PREVIOUS THE PREVIOUS HOUSING NEEDS ASSESSMENT. MCKINNEY HAS CURRENTLY, AS OF 2020 2023 ESTIMATE, WHICH IS THE MOST RECENT DATA ABOUT A 4200 GAP IN UNITS AFFORDABLE FOR HOUSEHOLDS EARNING LESS THAN $35,000 PER MONTH. AS YOU CAN SEE IN THE NUMBERS, AROUND 86% OF RENTAL UNITS COST OVER $1,250 PER MONTH, MAKING THEM UNAFFORDABLE TO THOSE EARNING OVER $50,000 A MONTH. THE 2021 RENTAL GAP, BASED ON COMPARABLE ESTIMATES, WAS SLIGHTLY HIGHER. SO THE GAP HAS BEEN GOING DOWN, AND THAT WAS MOSTLY DRIVEN BY A DECREASE IN THE NUMBER OF LOW INCOME RENTERS. SO EVEN THOUGH BOTH THE NUMBER OF LOW INCOME RENTERS DECREASED AND THE NUMBER OF UNITS AFFORDABLE TO THEM ALSO DECREASED, THE DECREASE IN THE NUMBER OF RENTERS WAS OUTPACING THE DECREASE IN THE NUMBER OF UNITS. SO THAT'S WHAT'S DRIVING THE DECREASE IN THE RENTAL UNITS. AND THIS UNITS MEANS THAT MEANS YOU EITHER NEED MORE SUBSIDIZED HOUSING, MORE HOUSING OR MORE DEMAND SIDE SUBSIDIES OR SERVICES SUCH AS VOUCHERS. IN TERMS OF THE COMMUNITY ENGAGEMENT PROCESS, WE HELD SEVERAL STAKEHOLDER FOCUS GROUPS. THESE ARE SOME OF THE ORGANIZATIONS THAT PARTICIPATED, AND WE JUST HAD A COMMUNITY OPEN HOUSE RIGHT NOW. WE HAD VERY GOOD ATTENDANCE BETWEEN 2 AND 6 P.M, SOME COMING STRAIGHT OF THAT. AND THEN WE STILL HAVE A RESIDENTS SURVEY OPEN AND IT WILL BE OPEN THROUGH AUGUST 10TH. SO, AS YOU KNOW, OVER THE YEARS, WAGES HAVE BEEN HERE. HOUSING HAS GONE UP LIKE THIS. SO WE CAN FILL THAT GAP WITH SUBSIDIES. BUT WHAT WE HAVE FOUND THE MOST EFFECTIVE IS COUPLING THAT WITH WORK. I'VE SEEN THAT SIGN OUT THERE FOR A DOG'S AGE.AND TURNS OUT BINARY CHURCH HAS BEEN IN RICHARDSON, I BELIEVE, FOR 50 YEARS, AND IT'S A KOREAN CONGREGATION.
