AT THIS POINT, I THINK YOU'RE ALL FAMILIAR WITH THE PROPERTIES THAT I'M GOING TO TALK ABOUT TONIGHT, BUT WE'LL GET MORE INTO THAT HERE IN A SECOND. GIVE YOU A BRIEF OVERVIEW OF MY REMARKS TONIGHT. I WANT TO TELL YOU A LITTLE BIT ABOUT THE PROPERTIES WHERE WE'VE BEEN, KIND OF WHAT WE'VE LEARNED ALONG THE WAY AND KIND OF WHERE WE STAND NOW. SO AS YOU CAN TELL FROM THE IMAGE ABOVE, THE CITY OF MCKINNEY OWNS QUITE A BIT OF PROPERTY IN AND AROUND THE HISTORIC DOWNTOWN.
BUT SPECIFICALLY TONIGHT I WANT TO FOCUS ON THESE BLUE PROPERTIES, ABOUT 4.75 ACRES IN THE NORTHERN PORTION OF OUR HISTORIC DOWNTOWN. THIS IS A ZOOMED IN VIEW. YOU CAN SEE THE FOUR TRACKS OF LAND, AND I'M GOING TO GIVE YOU A BIT MORE DETAIL ON ALL OF THEM NOW. SO THE FIRST ONE BEING THE OLD DEVELOPMENT SERVICES BUILDING, OBVIOUSLY THE BUILDING RIGHT NOW IS VACANT. WE ARE IN THE NEW CITY HALL. IT'S A FANTASTIC FACILITY. BUT THE PROPERTY IS ABOUT 40,000FT■S, VALUED AT ABOT $1 MILLION. THIS WAS $2,023. BUT I'LL INDICATE THAT ALL OF THE PROPERTIES WE'RE GOING TO TALK ABOUT TONIGHT ARE WITHIN THE TERMS AND SUBJECT TO THE SAME CHARACTER DISTRICT, THE SAME FORM BASED ZONING CODE, THE MCKINNEY TOWN CENTER, FORM BASED ZONING DISTRICT. BACK IN THE COMP, THE TOWN CENTER MASTER PLAN, IT INDICATED THAT LOFTS OVER RETAIL WOULD BE APPROPRIATE FOR THIS PROPERTY. AND THE 2023 MARKET STUDY THAT WE DID INDICATED OFFICE AND RETAIL WOULD BE APPROPRIATE FOR THIS PROPERTY. NOW, THE PRIOR KIND OF REDEVELOPMENT EFFORT THAT WE WENT THROUGH ON THIS PROPERTY INDICATED THAT THERE WOULD BE ABOUT 139 HOTEL ROOMS ON THIS PROPERTY WITH ABOUT 5000FT■S OF MEETING SPACE. MOVING ON TO THE OLD CITY HALL FACILITY, AGAIN VACANT. CURRENTLY WE ARE IN THE NEW CITY HALL. AS I MENTIONED PREVIOUSLY. AGAIN ABOUT 40,000FT■!S, VALUED AT ABOUT $1 MILLION. AND AGAIN, THAT'S JUST FOR THE LAND, NOT INCLUDING THE BUILDING THAT SITS THERE NOW. AGAIN, STILL IN THE TERS, STILL IN THE FORM BASED CODE. I'M GOING TO TALK ABOUT THEM INDIVIDUALLY, BUT THE PREVIOUS PROPOSAL WE RECEIVED ON THIS PROPERTY KIND OF COMBINED THEM TOGETHER TO ANTICIPATE, ANTICIPATE ABOUT 239 MULTIFAMILY UNITS IN A 5 TO 4 STORY KIND OF STEP DOWN. BUILDING OVER ON THESE PROPERTIES AGAIN, SLIGHTLY BIGGER PROPERTY. SO MORE VALUATION AGAIN. 2023 APPRAISAL 2.6 MILLION STILL WITHIN TOURS ONE STILL WITHIN THE SAME ZONING DISTRICT. THIS ONE YOU'VE GOT THE LOFT OVER RETAIL BUT ALSO A PARKING GARAGE OR MAYBE SOME RESIDENTIAL USES ANTICIPATED VIA THE TOWN CENTER MASTER PLAN. AND THEN THE MARKET STUDY ANTICIPATED MORE RETAIL, RESTAURANT AND MULTIFAMILY ON THIS PROPERTY. AND AS I MENTIONED, LOT FOUR, KIND OF SMALLER IN SIZE BUT IN SIZE. BUT THE LAST PROPOSAL WAS PART OF THE SUPERBLOCK, IF YOU WILL, THE 239 UNITS OF MULTIFAMILY, AGAIN, SAME ZONING, APPROXIMATELY THE SAME APPRAISAL, ABOUT $1 MILLION, AND THE TOWN CENTER

MASTER PLAN INDICATED PARKING GARAGE, TOWNHOMES AND LOFTS OVER RETAIL. THE MARKET STUDY THAT WE HAD DONE ANTICIPATED A PARKING GARAGE BEING BUILT ON THIS FACILITY. SO WHAT WAS THE ORIGINAL PLAN? WHEN WE STARTED THIS PROPOSAL, I PRESENTED TO THE BOARD BACK IN EARLY 2023, JUST TO GET YOUR FEEDBACK AND GIVE YOU AN UPDATE ON THE JOURNEY WE'VE BEEN GOING ON.THIS WAS THE JOURNEY. THIS WAS THE ANTICIPATED JOURNEY. IT WAS ABOUT A SIX PHASE PROCESS WE LAUNCHED IN, AS I MENTIONED, EARLY 23 AND IN MAY OF 2024, WE KIND OF OR 2025, WE KIND OF PUT PUSH PAUSE ON THE PROJECT. AGAIN, THIS GIVES YOU AN IDEA OF EVERYTHING THAT WE DID SPANNING THOSE TWO YEARS, A NUMBER OF MEETINGS, A NUMBER OF CONVERSATIONS, BOTH WITH PUBLIC BOARDS, PUBLIC STAKEHOLDERS, RESIDENTS. AND SO WE LEARNED A LOT ON THIS PROCESS. BUT ULTIMATELY, WE PUSHED PAUSE IN MAY. AND I'M BACK NOW, GAVE A PRESENTATION TO THE COUNCIL ON TUESDAY. AND NOW I'M BACK IN FRONT OF THE BOARD GIVING YOU AN UPDATE. SO I MENTIONED THAT WE LEARNED QUITE A BIT THROUGH THE TWO YEAR, TWO AND A HALF YEAR JOURNEY THAT WE'VE BEEN ON. THIS IS NOT EVERYTHING THAT WE'VE LEARNED. I JUST WANT TO BE CLEAR. BUT AT A HIGH LEVEL, WE LEARNED THAT WHATEVER IS DEVELOPED ON THESE PROPERTIES SHOULD BE ASPIRATIONAL, SHOULD BE STRATEGIC, AND SHOULD BE RESPECTFUL. ONE OF THE THINGS, OR A COUPLE OF THE THINGS THAT WE GOT CONSENSUS FROM THE COUNCIL WAS THEY REALLY WOULD LIKE TO SEE A HOTEL DOWNTOWN WITH SOME MEETING SPACE AND OFFICE USES. ONE OF THE PIECES OF FEEDBACK THAT I RECEIVED FROM THE COUNCIL THIS PAST TUESDAY WAS, AND IT'S IN LINE WITH WHAT YOU SEE UP HERE, IS WE WANT TO SEE SOMETHING THAT ACTIVATES DOWNTOWN DURING THE DAYTIME, DURING THE WEEKDAYS, NOT JUST ON THE WEEKENDS. AND SO YOU CAN SEE WITH THE HOTEL OR OFFICE USES THAT MIGHT CONTRIBUTE TO THAT DAYTIME ACTIVITY THAT THE COUNCIL IS LOOKING FOR. SO WHERE DO WE STAND NOW? AGAIN, AS I MENTIONED, FORMER DEVELOPMENT SERVICES BUILDING AND CITY HALL ARE VACANT. THEY ARE PLANNED FOR DEMOLITION. DEMOLITION IN EARLY 2026. THERE IS A HISTORIC MARKER THAT NEEDS TO BE ADDRESSED. WE ARE WORKING THROUGH WHAT TO DO WITH THAT. WE'VE GOT A CONSULTANT ON BOARD AND WE'RE HOPING TO HAVE RESOLUTION TO HOW TO RESPOND TO THAT HISTORIC MARKER BY THE END OF SEPTEMBER EARLY OCTOBER. CIP IMPROVEMENTS, HORIZONTAL IMPROVEMENTS, WATER, WASTEWATER, ROADWAY IMPROVEMENTS WILL BE UNDERWAY EARLY 2026. WE ANTICIPATE THAT'S A 12 TO 18 MONTH CONSTRUCTION CYCLE. WE'VE ALSO BEEN ENGAGING IN CONVERSATIONS WITH THE COUNCIL ABOUT A NEW STRUCTURED PARKING FACILITY OVER ON. AND IF YOU'LL HUMOR ME, I'LL GO BACK A COUPLE OF SLIDES. AND SO I APOLOGIZE FOR THE WONKY PRESENTATION HERE. BUT IF YOU SEE ON THE SOUTHWEST CORNER OF HUNT STREET AND KENTUCKY, THERE'S THE CENTRAL PARK, AND THEN THERE'S THE PARKING LOT JUST NORTH OF HARVEST, WHAT I CALL HARVEST 2.0, THE NEW HARVEST. AND SO THE IDEA WOULD BE THAT WE WOULD BUILD A MINIMUM 250 SPACE PARKING GARAGE. CENTRAL PARK CURRENTLY IS KIND OF NESTLED ON THE WEST SIDE OF THAT PROPERTY. WE WOULD BRING IT OVER TO THE EAST SIDE, FRONTED ON KENTUCKY, MAKE IT MORE EASILY ACTIVATED, AND THAT IS SOMETHING THAT WE'RE ACTIVELY TALKING ABOUT. NO DEFINITIVE PLANS. WE'RE NOT INTO DESIGN YET, BUT IT'S DEFINITELY SOMETHING THAT WE HEARD FROM THE COUNCIL AND THE COMMUNITY THAT PARKING IS IN NEED, AND WE NEED TO ADDRESS IT AS PART OF WHATEVER DEVELOPMENT HAPPENS DOWN HERE. SO WE ARE STILL WORKING ON THAT. NOW, I'LL GIVE YOU AN UPDATE ON SOME OF THE FEEDBACK THAT I HEARD FROM THE CITY COUNCIL. AGAIN, WE WEREN'T REQUESTING ANY SPECIFIC FEEDBACK FROM THEM. MUCH LIKE I'M NOT REQUESTING ANY FEEDBACK. I'LL TAKE IT IF YOU'VE GOT IT. THIS IS MORE JUST AN UPDATE, BUT THE ONE THING THAT WE DID HEAR WAS THIS WAS STILL A PRIORITY PROJECT TO THE COUNCIL. THEY'RE VERY INTERESTED IN GETTING IT RIGHT. WHAT THAT LOOKS LIKE, WHETHER WE DEVELOP NOW, WE DEVELOP LATER. DO WE PARTNER WITH A DEVELOPMENT FIRM, DO WE SELL IT AS IS? DO WE PARTNER WITH ONE OF OUR COMPONENT AGENCIES, MEDC OR MCDC? ALL OF THAT IS TO BE DETERMINED. BUT THE NARRATIVE THAT I HEARD FROM THE COUNCIL ON TUESDAY WAS IT'S STILL VERY, VERY IMPORTANT AND SOMETHING THAT WE WANT TO FOCUS ON. AND SO WITH THAT, I WILL BE WORKING WITH THEM VERY CLOSELY OVER THE COMING WEEKS AND MONTHS TO FIGURE OUT WHAT IS THE PATH FORWARD. HOW DO WE GO FROM HERE? I WATCHED THE CITY COUNCIL MEETING ON TUESDAY, AND TO HEAR THE THOUGHT THAT WE MIGHT JUST SELL AS IS SOMETHING AND NOT. THAT'S WHAT THAT WAS ONE OF THE OPTIONS. IT'S NOT THAT ANYBODY SAID THAT'S WHAT THEY WANTED TO DO, BUT TO ME THAT IS CONCERNING, THAT WE EVEN MIGHT EVEN GO BACK TO THINKING THAT, BECAUSE MY QUESTION TO YOU IS, I KNOW THAT THERE'S A NEW HOUSE BILL OUT THERE THAT IF IT'S ZONED COMMERCIAL AND WE SELL AS IS AND THE PROPERTY ZONED AS COMMERCIAL, THEN CAN THEY PUT APARTMENTS ANYPLACE? TO YOUR POINT, SENATE BILL 840 DOES ALLOW MULTIFAMILY OR MIXED USE USES TO BE CONSTRUCTED ANYWHERE THERE'S A ZONING DISTRICT THAT ALLOWS OFFICE, RETAIL, RESTAURANT, THINGS OF THAT NATURE, BUT IN THE FORM BASED ZONING CODE, MULTIFAMILY IS ALREADY ALLOWED DOWN HERE. SO I DON'T WANT TO SAY THAT THE SENATE BILL WILL HAVE ANY IMPACT ON DOWNTOWN, BECAUSE A LOT OF THESE USES ARE ALREADY ALLOWED. BUT I DO WANT TO STRESS WHAT I MENTIONED PREVIOUSLY. PREVIOUSLY, I'VE NOT HEARD ANY DESIRE FROM THE COUNCIL TO SELL IT. WHEN I SAY AS IS, I MEAN, HERE'S THE PROPERTY. IT IS WHAT IT IS. NOT THAT THERE WOULD NOT BE RESTRICTIONS, DEED RESTRICTIONS OR SOME SORT OF CLAWBACK WHERE THE COUNCIL RETAINS SOME SORT OF CONTROL OVER WHAT WAS BUILT ON THE PROPERTY. YEAH. QUESTION. YES, SIR. WELL, I CAN'T SPEAK TO IGNORING IT, BUT I WILL TELL YOU, THE ARCHITECTURE IS DEFINITELY SOMETHING THAT WE WERE PAYING ATTENTION TO THE LAST CYCLE THROUGH, AND IT'S MY DESIRE, AND I KNOW CASSIE WILL DEFINITELY ECHO WHAT I SAY. THE MAIN BODY OF THE ROOF ITSELF, NOW AS IT EXISTS NOW. AND THIS APPEARS TO ME AGAIN BASED ON MY EXPERIENCE WITH HISTORIC STRUCTURES TO BE AN ADDITION. THIS HOUSE CERTAINLY HAS AN ADDITION UPSTAIRS. THIS ONE I BELIEVE, IS ACTUALLY ORIGINAL. THE UPPER LEVEL. BUT WE HAVE A LOT OF HOUSES AROUND THAT HAVE ALREADY GONE THROUGH. THIS IS LIKELY AN ORIGINAL AS WELL, BUT IT'S GOT THE SECOND STORY ELEMENT THAT PROTRUDES ABOVE THE FIRST FLOOR ROOF. WE'VE GOT MORE EXAMPLES OF SHED DORMERS. IT WAS A SIMPLE T-SHAPED FARMHOUSE PLAN. AND SO THAT'S WE HAD A SECOND FLOOR, SO WE THOUGHT, LET'S MAKE IT LOOK A LITTLE BIT MORE LIKE A TRADITIONAL FARMHOUSE. SO IT'S NOT WITHOUT PRECEDENCE. THESE SECOND FLOOR ADDITIONS TO AREAS THAT ARE TO HOMES THROUGHOUT THE COMMUNITY. THESE ARE INTERIOR SHOTS. SO THIS IS AS YOU WALK IN THE FRONT DOOR.
