SO JUST REALLY TRYING TO LEARN THE PERSON'S STORY THAT'S GOING THROUGH THERE. I DO THINK THAT THERE'S IRWIN PARK WAS MENTIONED AS AN OPPORTUNITY FOR PEOPLE TO CAMP. ONE OF THE CHALLENGES IS ONE COST, AND IT'S NOT VERY EXPENSIVE AND TO MOST. BUT IF YOU ALREADY HAVE NOTHING, PAYING FOR A PERMIT THERE IS REALLY HARD. AND THEN ALSO GETTING THERE TRANSPORTATION WISE, I DO KNOW SOME PEOPLE THAT HAVE EXPERIENCED HOMELESSNESS, THAT HAVE CARS THAT HAVE TAKEN ADVANTAGE OF THAT OPPORTUNITY TO GO CAMP THERE FOR A PERIOD OF TIME. I DON'T KNOW ALL THE DETAILS ON THAT, BUT IT'S NOT A ONE SIZE FITS ALL SOLUTION. SO CONSIDERING WHERE PEOPLE CAN GO.BUT I THINK OVERALL THIS LIKE WHAT IS OUR RESPONSE TO HOMELESSNESS AS A COMMUNITY AND WHAT DO WE DO? THE THING THAT I FEAR IS SOMETHING THAT IS, I THINK, WELL DEMONSTRATED IN THE MOVIE THE SHAWSHANK REDEMPTION, WHERE THE INMATE BECOMES THE TERM THEY USE IN THE MOVIE IS INSTITUTIONALIZED, WHERE THEY DON'T LIKE THE WALLS, THEY GET USED TO THE WALLS, AND THEN THEY DON'T WANT TO LEAVE THE WALLS BECAUSE THEY HAVE NO OTHER PERCEIVABLE OPPORTUNITY. AND WHAT I FOUND IS THAT THE SOONER WE MEET SOMEBODY IN THEIR SITUATION, THE BETTER THE RESULT. ONE OF THE CHALLENGES THAT PEOPLE FACE IS THERE'S ARE PEOPLE WILLING TO ACCEPT HELP, BUT THEY'RE TOLD THAT THE HELP IS SIX MONTHS TO A YEAR AWAY OR EVEN LONGER. AND SO THEY MIGHT NOT HAVE THEY MIGHT HAVE GONE AFTER THE HELP WITHIN JUST A COUPLE OF WEEKS OF BECOMING HOMELESS, BUT THEY BECOME THAT CHRONIC HOMELESS CATEGORY JUST BECAUSE OF THE WAITING. AND IT'S NOT TO SAY THAT THEY HAVEN'T TRIED OTHER OPPORTUNITIES EMPLOYMENT. SO BOTTOM LINE IS I JUST THINK THAT WE NEED TO GET TO UNDERSTAND THE CIRCUMSTANCES MORE, GET TO KNOW THE INDIVIDUAL STORY A LITTLE BIT MORE. TRANSFERENCE FROM NON CONTACT EVENTS TO CONTACT SEXUAL OFFENSE AGAINST A CHILD, PREPUBESCENT AND OR PRODUCTION OF SEXUAL CONTENT AND DISTRIBUTION. THE RATE OF RECIDIVISM FOR THE CONSUMMATION AND DISTRIBUTION OF CHILD PORNOGRAPHY INCREASES AT AN EXPONENTIAL RATE. THE RESEARCH STUDY ONLINE SEXUAL OFFENDING AGAINST CHILDREN, RECIDIVISM RATES, AND PREDICATORS. THE STUDY, SETO ET AL. 2012 LOOKED AT 4464 MEN INVOLVED IN ONLINE SEXUAL OFFENSES AND 12% HISTORY OF OFFLINE CONTACT SEXUAL OFFENSES AGAINST CHILDREN, AS INDICATED BY OFFICIAL RECORDS.
THEY ALSO FOUND IN A STUDY OF 523 MEN INVOLVED IN ONLINE SEXUAL OFFENSES, 1 IN 2, 55% ADMITTED TO PERPETRATING OFFLINE CONTACT SEXUAL OFFENSES AGAINST CHILDREN AGAIN. SETO ET AL. 2012 IN A FOLLOW UP PERIOD RANGING FROM ONE AND A HALF TO SIX YEARS, SUBSAMPLE OF 2630 MEN WITH ONLINE SEXUAL OFFENSES. RE-OFFENDED WITH ANOTHER SEXUAL OFFENSE WITH A SMALLER SUBSET OF 1247 MEN FOUND THE SAME GROUP, 2% ESCALATED, COMMIT AN OFFLINE SEXUAL OFFENSE AGAINST CHILDREN.
ACCORDING TO RESEARCH STUDIES. SEXUAL OFFENDING THEORY, RESEARCH AND PREVENTION STUDIED 146 SEXUAL OFFENDERS, SEXUAL OFFENDERS OF CHILDREN RELEASED FROM PRISON CUSTODY FOR A PERIOD OF 25 YEARS. OVERALL, 34% OF INDIVIDUALS COMMITTED AT LEAST ONE SEXUAL OFFENSE AGAINST A CHILD IN THE 25 YEARS FOLLOWING RELEASE OF INCARCERATION. MOST SEXUAL RECIDIVISM WITHIN THE FIRST 15 YEARS FOLLOWING RELEASE, THE HIGHEST RATES OF SEXUAL RECIDIVISM WERE OBSERVED FOR INDIVIDUALS UNDER 34 YEARS OF AGE AT RELEASE FROM INCARCERATION, FOR WHOM RECIDIVISM STEADILY INCREASED OVER TIME, PEAKING AT 42% OVER THE COURSE OF THEIR 25 YEARS.
CHILD SEXUAL PREDATORS, ONLINE AND OFFLINE ARE GROWING AT AN EXPONENTIAL RATE DUE TO OVER ACCESS TO CHILDREN, NOT JUST CHILD PORNOGRAPHY, BUT THROUGH ONLINE GAMING, SOCIAL MEDIA, AND RELATIONAL FAMILIARITY. THE SEXUAL EXPLOITATION TRAFFICKING OF CHILDREN IS NOT AN EPIDEMIC.
IT'S A GLOBAL PANDEMIC. THESE PREDATORS SHOULD NOT BE ALLOWED TO LIVE IN A COMMUNITY WHERE THERE ARE CHILDREN. STUDIES SHOW THAT THE RATE OF RECIDIVISM IS STILL ABOVE ACCEPTABLE RATES, WITH MANY ONLINE PREDATORS ESCALATING FROM ONLINE TRAFFICKING OF CHILD SEXUAL EXPLOITATION MATERIALS TO OFFLINE SEXUAL OFFENSES AGAINST CHILDREN, WE MUST ACT. WE MUST TAKE ACTIVE MEASURES AND CITIES AND COMMUNITIES TO AND MUST PREVENT THESE HEINOUS CRIMES BY LIMITING THEIR ACCESS TO CHILDREN EVEN FURTHER. AND THIS IS WHY I ASK THAT YOU CONSIDER

DESPITE THE FACT THAT WE HAVE A COMMUNITY PLAYGROUND AND POOL, WHICH MANY OF US APPARENTLY NAIVELY ASSUMED WOULD PREVENT OFFENDERS FROM RESIDING THERE. AFTER SPEAKING WITH MCKINNEY PD DETECTIVES, I UNFORTUNATELY LEARNED THAT BECAUSE WE LIVE IN A PRIVATELY OWNED HOA, OUR AMENITIES DON'T FALL WITHIN THE CURRENT ORDINANCE GUIDELINES TO RESTRICT REGISTERED SEX OFFENDERS FROM LIVING IN OUR NEIGHBORHOOD. BECAUSE OF THIS, WE ALL HAVE TO LIVE WITH THE DISCOMFORT OF KNOWING THIS INDIVIDUAL LIVES AMONG US. I HAVE TWO YOUNG GIRLS WHO ARE EIGHT AND TEN, AND I'VE NOW HAD TO EXPLAIN TO THEM WHO THIS PERSON IS, WHAT HE'S DONE, AT LEAST TO THE EXTENT THAT'S APPROPRIATE FOR THEIR AGES, AND WHY HE NEEDS TO BE AVOIDED AT ALL COSTS. IN CASE YOU'RE NOT FAMILIAR WITH THIS CASE, THIS GROWN MAN I USE THAT TERM LIGHTLY WAS IN POSSESSION OF VARIOUS PICTURES AND VIDEOS OF PREPUBESCENT FEMALES. THE FILE NAME OF ONE OF THOSE VIDEOS HAD THE WORD TODDLER IN IT, AND THESE CHILDREN WERE BEING VIOLATED IN WAYS THAT CHILDREN SHOULD NEVER HAVE TO ENDURE. NOW, EVEN THOUGH I'VE ALWAYS BEEN WHAT YOU MAY CONSIDER AN OVERPROTECTIVE MOM, BECAUSE I KNOW THAT MONSTERS LIKE THIS EXIST EVERYWHERE, I'VE NOW HAD TO BE EVEN MORE DILIGENT AND AWARE IN MY OWN NEIGHBORHOOD. A VILE MAN WHO HAS PERPETUATED THE SEXUAL ABUSE OF CHILDREN NOW LIVES 11 DOORS DOWN FROM WHERE MY DAUGHTERS LAY THEIR HEADS AT NIGHT. AND THAT DOESN'T SIT WELL WITH ME. MY DAUGHTERS, WHO ARE THE PRIME AGE OF THE GIRLS. IN THE CONTENT HE WAS CONVICTED OF POSSESSING. I CAN'T DRIVE PAST HIS HOUSE NOW WITHOUT SCOWLING AND WONDERING WHAT KIND OF SICK THINGS HE MAY STILL BE DOING. YES, HE SPENT YEARS IN PRISON.
BUT. BUT THE MIND OF SOMEONE WHO'S WHO GETS OFF ON THE OF A CHILD DOES NOT CHANGE. AND SOMEONE LIKE THAT SHOULDN'T BE ALLOWED TO LIVE IN OUR COMMUNITY, AMONGST OUR CHILDREN.

TONIGHT, WE ARE HAVING A CITIZEN INPUT HEARING ON THE FISCAL YEAR 26 BUDGET. I DO HAVE A VERY SHORT PRESENTATION. I'LL WALK THROUGH THAT. I BELIEVE IT'S ABOUT 27 POSITIONS, AS YOU CAN SEE, RANGING ANYWHERE FROM GENERAL GOVERNMENT, WHICH IS OUR INTERNAL SERVICES DEVELOPMENT SERVICES WITH THREE. AND THEN ON OUR PUBLIC SAFETY SIDE, WE HAVE TEN NEW POSITIONS, FIVE IN BOTH POLICE AND FIRE. ALSO, OUR OTHER MAJOR OPERATING FUND HERE WITH THE CITY'S WATER WASTEWATER FOR FISCAL YEAR 26, WE WANT TO CONTINUE OUR WATER LINE REPLACEMENT PROGRAM. THIS STARTED, I THINK, IN FISCAL YEAR 17. WE REALIZED THAT WE YOU KNOW, WE STARTED WORKING IN FISCAL YEAR 14 WHEN WE HAD 28% WATER LOSS. BUT THE WATER LINE REPLACEMENT PROGRAM WAS WAS A REACTION TO SOME OTHER INFORMATION THAT WE FOUND. AND WE'VE GOTTEN THAT WE'RE GOING TO CONTINUE THAT FOR THIS YEAR. WE'VE GOT IN OUR TREATED WATER LOSS DOWN TO ABOUT 7%, WHICH IS PHENOMENAL. VERY PROUD OF THAT. SUPPLEMENTAL PROGRAMS. WE DO ANTICIPATE A INCREASE ON OUR WATER AND WASTEWATER FOR FISCAL YEAR 26, WITH A LOT OF THAT BEING, YOU KNOW, WITH THE RATES THAT WE'RE GETTING FROM NORTH TEXAS MUNICIPAL WATER DISTRICT, WE'RE PASSING THROUGH SOME SOME OF THOSE. RECENTLY, I WAS ABLE TO TAKE A LOOK AT THE VIDEO THAT WAS POSTED FOR THE AUGUST 8TH BUDGET WORKSHOP, WHERE VOLUNTEER MCKINNEY'S FUNDING WAS DISCUSSED DURING THAT. DURING THAT PROCESS, FIRST OF ALL, I'D LIKE TO THANK THE CITY FOR THE CONTINUOUS SUPPORT THAT YOU GUYS HAVE GIVEN US YEAR OVER YEAR FOR SOME OF THE FUNDING AND INITIATIVES THAT WE'VE DONE HERE FOR OUR CITY. VOLUNTEER MCKINNEY IS A NONPROFIT HERE IN THE CITY OF MCKINNEY. WE DO SERVICE AND PROVIDE SUPPORT FOR OTHER NONPROFITS IN THE FORM OF EDUCATION, AS WELL AS PROVIDING VOLUNTEERS FOR THEM TO DO THEIR MISSION HERE IN OUR CITY. WHAT WE ALSO DO THAT I THINK IS SOMETIMES MISSED, IS THAT WE ARE ACTUALLY AN EXTENSION OF THE CITY OF MCKINNEY. WHAT I MEAN BY THAT IS JUST RECENTLY I HAD A MEETING WITH ONE OF YOUR DEPARTMENTS ON FRIDAY WHERE WE WERE ASKED TO PARTNER WITH THEM AND PROVIDE OVER 200 VOLUNTEERS TO WORK IN THE CITY OF MCKINNEY

TO CLEAN THE CREEKS OF MCKINNEY, TO PICK UP TRASH IN OUR STREETS, TO ALSO PLANT OVER 400 PLANTS ON CITY PROPERTY. SO WE ACTUALLY PERFORM DUTIES AND RESPONSIBILITIES AND PROVIDE VOLUNTEERS THAT THAT HELP THE CITY DO WHAT THEY NEED TO DO IN ORDER TO BETTER SERVE OUR CITIZENS. SO WITH THAT BEING SAID, I DID WANT TO ADDRESS THE WORKING SESSION. THERE WAS A RECOMMENDATION TO MOVE THE FUNDING FOR VOLUNTEER MCKINNEY, WHICH IS CURRENTLY AT $75,000 FROM THE CITY, FROM THE GENERAL FUNDS BUDGET, AND REALLOCATE THAT TO THE COMMUNITY SUPPORT GRANT DURING THAT WORKING SESSION. IT WAS THE RECOMMENDATION WAS ACCEPTED, AND I JUST WANTED TO ADDRESS THAT IN A COUPLE A COUPLE REASONS WHY THE RECOMMENDATION TO MOVE US TO THE COMMUNITY SUPPORT GRANT ACTUALLY IS GOING TO BE A LITTLE BIT DIFFICULT. AND I KNOW YOU GUYS HAVEN'T VOTED TO MAKE THAT OFFICIAL. HOWEVER, THAT PARTICULAR GRANT IS NOT DESIGNED FOR NON-PROFITS SUCH AS VOLUNTEER MCKINNEY. WE'RE NOT A TRADITIONAL NONPROFIT. WE, AS I MENTIONED, ARE AN EXTENSION OF SOME OF THE CITY SERVICES. AND SO WE DON'T QUALIFY FOR THE GRANT THAT WAS RECOMMENDED FOR US TO BE MOVED INTO ONE. THE GRANT APPLICATION HAS CLOSED, SO WE WOULDN'T GET THAT FUNDING FOR THIS FISCAL YEAR. AND THEN TWO, WE SIMPLY DON'T QUALIFY AS THE GRANT IS WRITTEN TODAY. SO IF THE COUNCIL WERE TO MOVE FORWARD IN SEPTEMBER AND VOTE ON THAT RECOMMENDATION TO MOVE US OUT OF THE GENERAL FUNDS, THAT WOULD PUT VOLUNTEER MCKINNEY AT A VERY COMPROMISING POSITION, ONE, BECAUSE WE DEPEND ON THAT YEAR OVER YEAR, AND WE'RE VERY THANKFUL FOR IT. BUT WE DIDN'T HAVE ANY NOTICE OR NOT THAT YOU OWE US ANY NOTICE AT ALL. BUT WE HAVE NOT PREPARED FOR THAT TYPE OF FUNDING LOSS, WHICH WE TYPICALLY ARE ALLOCATED EVERY OCTOBER, EVERY YEAR, WHICH REPRESENT A HUGE PART OF OUR BUDGET. SO MY REQUEST TO THE COUNCIL AND TO MAYOR, TO MAYOR COX IS, IF YOU WOULD RECONSIDER THAT FOR THIS FISCAL YEAR, IF YOU CHOOSE TO DO THAT AT A PRIOR, AT A FURTHER YEARS DOWN THE ROAD, NO PROBLEM. THOSE ARE THINGS THAT THEY THEN SELL INTO THE FINANCE MARKET, BANKS OF AMERICA AND WHATNOT. AND THEY ATTRACT THE CAPITAL THAT THEY NEED TO BUILD TO DEVELOP THIS PROPERTY IN EXCHANGE FOR GIVING THEM THE TAX CREDITS. AND THAT ALLOWS THEM TO BRING THE PRODUCT ONLINE AND OFFER MUCH LOWER RESIDENTIAL LEASE RATES THAN THAN YOU WOULD IN A CONVENTIONAL CONVENTIONAL FINANCING MECHANISM. 109 UNITS 62 YEARS OF AGE OR OLDER. SO IN TALKING WITH CITY ENGINEERS, THE RECOMMENDATION IS, IS TO PUT INSTEAD OF AN ALLEY, PUT AN ALLEY WITH STORM INLETS AND A STORM DRAIN THERE. BUT THE PROBLEM IS WHERE IS THE WATER GOING TO GO WHEN IT GETS IN THE STORM DRAIN? WELL, THE CLOSEST THING IS ON OUR COMMON AREA. WE HAVE A STORMWATER INLET THAT CAN BE ACCESSED.
