LORD, I WANT TO THANK YOU FOR PLACING ME HERE TODAY BECAUSE I KNOW YOU HAVE ASSIGNED ME TO SPIRITUALLY STEWARD THIS PLACE TODAY. IT WAS A PRETTY TYPICAL MONTH FOR THE CDC. WE COLLECTED CLOSE TO $2.3 MILLION IN REVENUE. THE MAJORITY OF THAT CAME FROM SALES TAX REVENUE. WE HAD 250,000IN INTEREST INCOME, AND WE HAD ABOUT 37,000 IN MISCELLANEOUS REVENUES MOVING DOWN TO EXPENDITURES, OPERATIONAL EXPENSES, WE HAD CLOSE TO 80,000 PROJECT EXPENSES. WE HAD COMMUNITY GRANTS. THAT WAS 273,000. AND THEN WE HAD THE CONSTRUCTION FUND THAT WAS 130,000, TOTALING 410,000 FOR THE MONTH OF JULY. NON-DEPARTMENTAL, WE HAD CLOSE TO 70,000. SO TOTAL EXPENSES FOR THE MONTH OF JULY WAS 557,000. MOVING ON TO SALES TAX. SO THESE ARE THE FUNDS WE RECEIVED IN JULY. BUT IT APPLIES TO TO MAY SALES AND MCKINNEY. WE SAW A 5.2% INCREASE. THAT BRINGS OUR YEAR TO DATE INCREASE TO 2.8%. IT WAS A PRETTY STRONG MONTH FOR MCKINNEY. OUR SISTER CITIES DID NOT HAVE THE SAME MONTH THAT WE HAD. YOU SEE, ALLEN HAD A 4.7% DECREASE. FRISCO HAD A 4.1% DECREASE, AND PLANO HAD A REALLY STRONG MONTH. 12.2% BRINGS THEIR YEAR TO DATE UP TO 7%. LASTLY, SALES TAX BY INDUSTRY THIS FAR INTO THE YEAR, IT RARELY CHANGES MONTH TO MONTH. AT THIS POINT, RETAIL TRADE IS STILL HOLDING STRONG AT 5%. ACCOMMODATION. FOOD SERVICES IS DOING WELL, PRETTY STRONG AS WELL. BESIDES THAT, I WILL BE HAPPY TO ANSWER ANY QUESTIONS ON JULY FINANCIALS. ANY QUESTIONS FOR CHANGE? ALL THE REPORTS ARE ATTACHED TO THE AGENDA. JUST ONE ITEM CHANCE. GIVEN THAT RETAIL IS IS STAYING FAIRLY STRONG AT THE 5%. LOOKING INTO NEXT YEAR. I MEAN, I KNOW WE'RE DOWN A LITTLE FROM OUR NORMAL GROWTH, BUT THAT REALLY LOOKS LIKE IT'S ALMOST ALL IN ONE CATEGORY. THE ADMIN SUPPORT WASTE REMEDIATION, WHICH I THINK YOU HAD SAID IN PREVIOUS THAT THAT COULD BE A RELOCATION OF A COMPANY. IT WAS. YES. YEAH. SO, SO THAT THAT DRAG ON OUR GROWTH ISN'T GOING TO BE THERE NEXT YEAR. RIGHT. BECAUSE IT'S BASED ON GROWTH OVER THIS YEAR. SO THAT'LL BE GONE. SO NEXT YEAR, DO YOU FEEL MORE COMFORTABLE THAT WE'LL BE PUSHING A LITTLE CLOSER TO THE AT LEAST THE 4 OR 5% GROWTH WE DO? SO EVEN THOUGH OUR BIGGEST INDICATOR IS RETAIL TRADE, WHEN WE LOOK AT PROJECTION, PROJECTING OUT NEXT YEAR'S SALES TAX REVENUE, WITH EVERYTHING GOING ON, WE DID GO A LITTLE BIT MORE CONSERVATIVE WITH THE 3.5%, BUT RIGHT NOW EVERYTHING IS TRENDING AT THAT 5% AND EVERYTHING ELSE KIND OF USUALLY WORKS ITSELF OUT, BUT WE HAVEN'T SEEN ANYTHING ELSE TO CHANGE OUR THOUGHTS ON THAT. AND WE BUDGETED AT 2.5%, I BELIEVE, FOR NEXT YEAR. I THOUGHT WE WERE AT THREE. SO WHERE ARE WE AT TWO AND TWO AND A HALF? I THOUGHT WE DID TWO AND A HALF. WELL, WE DID TWO AND A HALF. OKAY. LAST NIGHT IN THIS VERY ROOM, WE HAD OUR ENGINEERING DEPARTMENT AND OUR CONSULTANTS PRESENT TO THE PUBLIC THE IMPROVEMENTS THAT WE'RE GOING TO SEE IN THE VICINITY OF OLD CITY HALL AND THE DEVELOPMENT SERVICES BUILDING, THE HALL LIBRARY.

THESE ARE PUBLIC INFRASTRUCTURE IMPROVEMENTS, BASICALLY, TENNESSEE STREET FROM VIRGINIA TO LAMAR. LAMAR STREET FROM CHURCH TO MCDONALD STREET. HIGHWAY FIVE. HUNT STREET FROM KENTUCKY TO MCDONALD STREET AND THEN KENTUCKY STREET FROM HUNT TO LAMAR. THERE'S GOING TO BE SIGNIFICANT AMOUNT. IF YOU THINK ABOUT THE THEME THAT YOU SEE IN THE OTHER PARTS OF DOWNTOWN, THE MOST RECENT IMPROVEMENTS ON THE SQUARE, WIDER SIDEWALKS, BRICK WORK, SOME LANDSCAPING, ETC. THAT'S GOING TO BE WHAT YOU SEE VISIBLY. SO THAT SIMILAR THEME, WHICH WILL BE GREAT BECAUSE THAT'S A MORE PEDESTRIAN ORIENTED, EVEN MORE PEDESTRIAN ORIENTED, I MIGHT SAY, BUT THERE'S ALSO A LOT OF WORK THAT'S GOING TO GO UNDERGROUND, TOO. SO THERE WILL BE WE ASK FOR EVERYBODY'S PATIENCE, BUT WHEN THE PRODUCT IS DONE, IT'S WELL WORTH IT. BUT WE HAVE TO GO THROUGH THAT CONSTRUCTION PROCESS. SO LAST NIGHT WAS AN INFORMATIONAL MEETING. NOTHING IS POURED IN CONCRETE YET, SO THERE ARE CHANGES THAT CAN STILL BE MADE AND TWEAKS TO THE DESIGN IF NECESSARY. BUT IN THE COMING MONTHS THEY WILL SOLIDIFY THE PLANS AND THEN WE WILL GET OFF TO THE RACES WITH GETTING THE WORK FINALIZED AND DESIGNED AND BIDDING IT OUT AND GETTING THE WORK DONE. THE CITY COUNCIL WILL BE SLATED TO ADOPT THE BUDGET ON SEPTEMBER 2ND. WE HAVE A $232 MILLION PROPOSED GENERAL FUND BUDGET, 3.5% SALES TAX PROJECTION ON THE ON ON OUR SIDE, $942 MILLION TOTAL BUDGET.

THAT'S INCLUDING ALL FUNDS. THAT'S YOUR ENTERPRISE FUNDS, YOUR CAPITAL IMPROVEMENT FUNDS AND OTHERS HEALTH INSURANCE FUND RISK FUND. SO WE ANTICIPATE THE COUNCIL THAT LAST PUBLIC HEARING IS ON SEPTEMBER 2ND, AND THE ADOPTION WILL BE MADE THEN AND THEN FINALLY, YOU ALL ARE PROBABLY FAMILIAR WITH THE LOWER FIVE PLAZA. WE HAVE THE UNDER THE BIG BEAUTIFUL BILL. THE FEDERAL GOVERNMENT WITHDREW $15 MILLION GRANT UNDER THE RECONNECTING COMMUNITIES GRANT. THAT WAS FAIRLY FLEXIBLE FUNDING. THAT'S VERY HARD TO REPLACE BECAUSE OF THE FLEXIBILITY OF IT. WE WEREN'T THE ONLY ONES, BY THE WAY. HOUSTON LOST SOME MONEY ON A SIMILAR PROJECT, AND AUSTIN LOST $105 MILLION ON A CAP PROJECT ON INTERSTATE 35. CITY COUNCIL HAS BEEN CONTEMPLATING WHAT DO WE DO NOW? THERE ARE. WE ANTICIPATE BRINGING A FINAL DECISION FORWARD ON HOW WHAT THEIR NEXT PLAN A STAY THE COURSE, TRY TO FIND THE FUNDS.

HARD TO FIND THOSE FUNDS. PLAN B FIGURE OUT HOW TO MAKE LEMONADE OUT OF A LEMON AND DO IT ANOTHER WAY. SO THAT IS WHERE WE ARE RIGHT NOW, AND WE ANTICIPATE THAT FINAL DECISION BEING MADE VERY SOON. AND WITH THAT, I WILL STAND FOR ANY QUESTIONS, ANY QUESTIONS FOR MR. GRIMES. WELL, CAN YOU TALK ABOUT THE VOTER APPROVAL TAX RATE AND THE LEGISLATURE'S DECISION LIKELY TO LOWER THAT TO 1%? NO IMPACTS ON CDC BECAUSE SALES TAX IS NOT A PART OF THAT. SO WHAT ARE THE ULTIMATE IMPACTS? ANY THAT WE SHOULD CONSIDER ON THE CITY AND ITS BUDGET? WITH A 1% VOTER BUDGET RATE AS PROPOSED, IS A PLUS 2.88%. SO WE WOULD ALREADY

BE 1.88% OVER THE PROPOSED STATE LEGISLATIVE CAP OF 1%. SO, AS YOU ALL KNOW, GOING BACK SOME YEARS, THE LEGISLATURE, WE WERE AT 8%. I THINK CITIES WERE ALLOWED TO INCREASE THEIR TAX LEVY BY 8%. WITH WITHOUT HAVING AN ELECTION. YOU COULD INCREASE IT MORE IF YOU HAD AN ELECTION.

THEY BROUGHT THAT NUMBER DOWN TO 3.5% A FEW YEARS AGO, AND WE'VE BEEN OPERATING UNDER THAT WELL UNDER IT IN EVERY CASE FOR MCKINNEY AND AND INCLUDING THIS YEAR. THE LEGISLATURE, THOUGH, FOUND THAT IT'S NOT GOOD ENOUGH TO BE 3.5% TO TO LIMIT CITY'S GROWTH IN THE LEVY. SO NOW THEY'RE PROPOSING LEGISLATION THAT WOULD LIMIT IT TO 1%. WELL, THAT'S BELOW THE RATE OF INFLATION. SO THAT IS THAT IS GOING TO BE AN EFFECTIVE REDUCTION IN OUR BUDGET EVERY YEAR. AND THAT'S PROBABLY THE POLITICAL INTENT OF THE LEGISLATURE IS TO NEUTER LOCAL GOVERNMENTS. AND THEY'RE MOVING TOWARD A STATIST APPROACH VERY, VERY CANDIDLY. THEY ARE SAYING, HOWEVER, THOUGH, THAT THEY WOULD LEAVE PUBLIC SAFETY UNTOUCHED. PUBLIC SAFETY WOULD NOT HAVE ANY LIMITS. SO ONE MIGHT ARGUE THAT THERE ARE PROBABLY SOME THINGS IN OUR BUDGET THAT COULD BE PUBLIC SAFETY RELATED THAT WE DON'T CONSIDER PUBLIC SAFETY TODAY, BUT THAT'LL BE AN ARGUMENT FOR ANOTHER DAY. THIS IS IT MAKES IT MAKES VERY LITTLE SENSE AS A PRACTITIONER IN THIS FIELD AND SEEING WORKING IN A NUMBER OF STATES, THIS IS THE MOST ANTI-CITY LEGISLATURE I'VE EVER BEEN INVOLVED WITH IN MY CAREER. SO IT IS WHAT IT IS. WE HAVE TO DEAL WITH IT. WE WE ENGAGE OUR LEGISLATORS, THEY LISTEN TO US POLITELY, AND THEN THEY VOTE THE OTHER WAY EVERY TIME. SO IT IS WHAT IT IS. UNTIL WE MAKE A CHANGE, WE'LL BE HAVING TO DEAL WITH THE SITUATION. BUT AS STAFF, OUR JOB IS TO WORK WITHIN THE LAW AND TO MAKE SURE WE CAN PROPOSE A BUDGET WITHIN THE CONSTRAINTS THAT ARE IMPOSED UPON US. AND WE WILL DO SO. SO. BUT IT'S NOT GOOD. IT'S NOT GOOD FOR LOCAL CONTROL AND THE LOCAL COMMUNITIES BEING ABLE TO MAKE DECISIONS THAT ARE IN THEIR BEST INTEREST. I'LL ALSO NOTE FOR THIS BOARD LEGISLATION PASSED IN THE REGULAR SESSION, PARTICULARLY SB 840 AND SB 15, WHICH LIMITS CITIES ABILITY TO CONTROL DENSITIES AND CONVERSIONS OF PROPERTIES INTO MULTIFAMILY, WILL INCREASE OUR DENSITIES, WILL INCREASE OUR ULTIMATE POPULATION, WILL PUT STRAINS ON HOUSING, AND FURTHER EXACERBATE HOUSING ISSUES, AND OUR ATTEMPTS TO PROVIDE MIDDLE HOUSING AND AND AFFORDABLE HOUSING THAT WE ARE WE ARE WORKING WITH. WE HAD A JOINT MEETING WITH PNC LAST WEEK. SO I JUST WONDERED IF YOU CONSIDERED LIKE CHANGING THE MESSAGING, BECAUSE I THINK THAT IS IT WAS INITIALLY PRESENTED THAT WAY, WHICH CAUSED THE COMMUNITY CONCERN ABOUT HAVING THIS PROJECT IN THE LOCATION THAT IT WAS GOING TO BE IN. AND A LOT OF WHAT WHAT I SAW REALLY WERE YOU MAY I MEAN, WE WENT TO THOSE FACILITIES. YOU DID NOT SEE THAT THERE WAS NOT IT WAS NOT A COMPOUND FOR HOMELESS.

YOU DIDN'T EVEN KNOW PEOPLE FELT DIGNITY AND GOING TO THIS SERVICE. SO I JUST WONDER, YOU MAY WANT TO CONSIDER HOW YOU ARE PRESENTING AS FAR AS SAYING HOMELESS, BECAUSE THAT IS NOT WHAT THIS PROJECT, THE INTENT. HOMELESS PEOPLE MAY BE ABLE TO FIND SERVICES HERE, BUT NOT AS A DAY CENTER OR AN OVERNIGHT CENTER. I MEAN, THERE'S OTHER WAYS, BUT IT'S NOT A DAY CENTER OR AN OVERNIGHT CENTER. AND THAT SEEMED TO BE THE THING THAT PEOPLE WERE REALLY FOCUSED ON.

AND THIS IS REALLY A CENTER FOR ANYBODY AND EVERYBODY LOOKING FOR SOCIAL SERVICES. AND WE ARE HAVING TO CHANGE, AS YOU SAID, THE THE MARKETING OF THIS BUILDING. AND THEN RETAIL ON THE NORTH SIDE OF THEM. AND THEY HAVE HAD ZERO PROBLEMS IN THE TWO YEARS OF OPERATIONS.

AND ONE OF THE THINGS THAT WE LEARNED DURING THAT TIME IS THAT NONPROFITS WERE WHAT OUR COMMUNITIES LEANED ON WHEN THE GOVERNMENT COULDN'T COME IN AND GIVE US HELP IN THE TIME FRAME THAT WE NEEDED IT, OUR COMMUNITY CAME TOGETHER. WE DID FOOD DISTRIBUTIONS. AND WHEN I SAY WE, I DID FOOD DISTRIBUTIONS WITH MY CHILDREN EVERY WEEKEND. WE ALSO LEARNED THAT COLLABORATING WITH OTHER NONPROFITS WAS ESSENTIAL. THE PEOPLE THAT I SPOKE TO ON A DAILY BASIS WERE PEOPLE THAT NEVER ASKED FOR HELP AND DIDN'T KNOW THE PROCESS, HAD NO CLUE. I MEAN, BEING ON A CALL WITH SOMEBODY THAT HAD TEARS AND WERE APOLOGIZING, THAT THEY WERE IN THAT POSITION THAT WE CAN NEVER FORGET. AN ORGANIZATION LIKE THIS. LIKE WHAT? THERE ARE ONE OF THE WORST AREAS IN DALLAS THIS HAS HAPPENED TO, AND SO I WOULD REALLY IMPLORE OUR COMMUNITY TO OPEN THEIR HEARTS AND OPEN THEIR EYES AND UNDERSTAND THAT THIS IS THIS IS A NEED, NOT NECESSARILY FOR THE HOMELESS, BUT THE PEOPLE THAT WE'RE TRYING TO HELP KEEP FROM BECOMING HOMELESS AND ALLOW THEM THE OPPORTUNITY TO GATHER THE RESOURCES AND ALSO EXTEND RESOURCES, BECAUSE THERE THE IDEA OF PEOPLE DOUBLE DIPPING DOES HAPPEN. AND THEN WHEN A TORNADO CAME THROUGH IN THE LATER YEARS OF THE COTTON MILL, IT WIPED OUT THAT WHOLE TOP FLOOR AND NOW HAS KIND OF LEFT THE CONCRETE BEARING WHICH WE HAVE PUT DOWN OVER THE YEARS AS MUCH AS WE CAN, BUT IT'S STILL HAS A LITTLE BIT OF A LITTLE BIT OF A WAYS TO GO. SO CURRENTLY OUT IN THIS SPACE WHERE WE STILL HOLD SOME OF THESE CEREMONIES, THEY'RE REMNANTS OF THE AFOREMENTIONED STRUCTURE AND PILLARS AND REBAR AND UNLEVEL CONCRETE. AND AFTER GOING THROUGH A SLIP AND FALL CASE LAST YEAR, WE ARE KIND OF HYPERSENSITIVE NOW TO ALL OF THE INFRASTRUCTURE THAT WE HAVE AND ALL OF THE LEVEL SURFACES THAT WE HAVE IN AND AROUND OUR 120 PLUS YEAR OLD BUILDING. SO WE COME TODAY. RIGHT NOW, OBVIOUSLY OUR BIGGEST CONCERN IS THE SAFETY. THAT'S ALONG WITH THIS. SO WE WOULD FIRST AND FOREMOST WANT TO IMPROVE THE SAFETY FOR ALL THE GUESTS, THE PATRONS OF THE COTTON MILL, BECAUSE NOT ONLY IS THIS AREA USED FOR OUR PRIVATE EVENTS, BUT IT IS ALSO OPEN PUBLIC SPACE FOR PEOPLE THAT COME TO OUR COFFEE SHOP, ENJOY CUPS OF COFFEE, OR THEY JUST KIND OF WANT TO WALK AROUND AND GET A LITTLE HISTORY TOUR. ENJOY THE BUILDING IN AND OF ITSELF. SO THERE'S ISSUES THAT COME WITH THE UNLEVEL CONCRETE, WHICH IS WATER POOLING IN THE EVENT THAT WE HAVE WET. OBVIOUSLY WEDDINGS ARE BOOKED MANY MONTHS OUT MORE OFTEN THAN NOT THEIR YEAR OUT. SO THE WEATHER IS IS MORE OR LESS UNPREDICTABLE DURING THAT TIME. SO WHEN OUR CLIENTS ARE COMING IN AND THEY ARE WANTING SPECIFICALLY TO HAVE THE DYE ROOM AS PART OF THEIR WEDDING CEREMONY, AND THEN IT COMES ON A RAINY DAY. IN THE MORNING WE HAVE POOLING THAT HAPPENS IN THE CEREMONY AREA, AND IT MAKES IT VERY DIFFICULT. AND MORE OFTEN THAN NOT, WE HAVE A FEW UNHAPPY BRIDES, EVEN THOUGH A LOT OF IT IS OUTSIDE OF OUR CONTROL, JUST BECAUSE OF THE CURRENT STRUCTURE AND HOW IT IS.

SO WHAT WE WOULD LIKE TO DO IS GRIND DOWN ALL OF THE UNEVEN SURFACES, REMOVE AS MUCH OF THE INITIAL REBAR AND DIFFERENT PIECES OF OR OBSTRUCTED PIECES THAT WE HAVE, AND THEN INSTALLING SUBSURFACE DRAINAGE INTO IT TO HELP WITH THAT POOLING. SO THAT WAY, IF THERE IS ANY WATER THAT COMES DOWN FROM SET EVENT IN THE NIGHT OR IN THE MORNING, THAT WE STILL ARE ABLE TO HAVE THE EVENT OUTSIDE. AND THEN SO WITH THE THE TURF ON TOP OF THAT, WE PRETTY MUCH HAVE TWO OPTIONS. AFTER WE COME DOWN AND GRIND IT UP, IT'S EITHER TO FLOAT THE WHOLE FLOOR, WHICH IS A LITTLE OVER 4000FT■S WITH CONCRETE. IT IS ALMOST JUST AS PRICEY, BUT OBVIOUSLY CONCRETE DOESN'T HAVE THE SAME CURB APPEAL AS THE TURF WOULD. AND ON TOP OF THAT, IT WILL BE HOTTER THAN IF WE WERE TO HAVE THE TURF AS WELL. THE TURF IS HELD DOWN WITH EDGING AND ANCHORING TO ASSURE ITS COMPLETE DURABILITY AND ITS LEVEL, AND THEN IT IS ALSO SLIGHTLY RAISED. SO THAT WAY, IF ANY PARTS OF IT DOES HAVE ANY SORT OF POOLING, THAT THE WATER STAYS UNDERNEATH AND EVENTUALLY LEADS TO THE DRAIN OR EVAPORATES BEFORE THE CEREMONY ITSELF. OBVIOUSLY THE CONCRETE, LIKE I SAID, DOESN'T HAVE THE SAME CURB APPEAL. AND WE JUST WE THINK IT WOULD BE JUST A BIG, BIG UPGRADE FOR THE AREA, ESPECIALLY FOR A LOT OF OUR PUBLIC EVENTS THAT WE HAVE, LIKE ART FEST AND MAKERS MARKETS AND THE DIFFERENT EVENTS THAT WE HOLD OUT THERE. SO INTUIT THE CONCRETE. SO WE NEED A 20FT OF A FRENCH DRAIN TO GRIND LEVEL SAW AND CUT CUT UP THE WHOLE SPACE ABOUT 10,500. AND THEN THE 4000FT■S OF TURF IS A LITTLE OVER 26,000, BUT THAT INCLUDES THE AIR DRAIN PANELS WHICH GO UNDERNEATH IT TO PREVENT THE POOLING. AND THEN THIS INFILL, WHICH THEY CALL THE WONDER FILL, WHICH IS JUST MORE OR LESS THE SUBSTRATE THAT'S UNDERNEATH IN ABOUT 1,500 POUNDS OF THAT.
